Since Jameson Cell flotation technology was first installed in a coal flotation application in 1988/89 at Newlands Coal Handling and Preparation Plant (CHPP) there have been fundamental improvements to its design which has led to its current status as the leading technology in Australia for fine coal flotation. These improvements, which include key hardware modifications, consist of the re-development of the orifice plate to produce considerable increase in wear life and reduction in power consumption for a given air entrainment and a significant increase in the amount of air that is entrained. Modifications to the downcomer allow maximisation of residence time and air entrainment while changes to the feed and air distribution system allows a reduction in installation cost and a reduction of solids ingress into the air line. Additionally, operational improvements such as the use of recycle to maintain constant flow to the cell feed are discussed. The recent installation at Hail Creek in the Bowen Basin, which consists of three B6000/20 Jameson Cells (6 m diameter bottom-fed distributor with 20 downcomers) will be reviewed as a case study. The latest design and operability of the cells are summarised and compared against one of the original designs at Riverside CHPP also in the Bowen Basin.

"The primary objective of this paper is to demonstrate a different approach to predicting and verifying mechanical sampling system precision. Early in the year 2011 an experiment was conducted to evaluate the sampling precision being obtained by a three-stage falling-stream mechanical sampling system for coal owned and operated by Peabody Energy. This system collects samples from lots averaging approximately 14000 t being loaded onto rail cars at a flow rate averaging about 9000 t/h. In phase 1 of the experiment, a total of 60 increments were collected in a two day period at preassigned intervals using a cross-belt sampler located on a conveyor belt feeding a silo upstream of the sampling system under evaluation. Coal variability parameters were calculated from the resulting laboratory analysis data using the gauge-invariant fractal model developed by the author.Estimates of precision of the three-stage system as a function of the number of increments were calculated using the variability parameters determined in phase 1. In phase 2 of the experiment, duplicate samples of 30 lots of coal were taken by the three-stage sampling system, enabling calculations of the precision being achieved by the system. Phase 2 precision estimates are in reasonable agreement with those of phase 1. Conclusions drawn from the experiment include the following: Experimental variograms or the equivalent correlograms are essential in understanding sampling issues and for designing a sampling system to meet specific precision requirements. Consensus coal sampling standards provided by ISO and ASTM may be improved by treating all stages of a mechanical sampling system as æsamplingÆ rather than considering downstream sampling stages as æsample preparationÆ, to be treated in a separate part of the document. The coal industry would profit from use of methodology for routinely monitoring the overall measurement precision and the precision of the individual components of measurement: sampling, sample preparation and laboratory testing. A new approach to resource estimation at the exploration stage is emerging, based on the application of simple software techniques. The techniques combine the power of interactive graphics with proven database, analysis and estimation tools. With effective use of these tools the geologist now has maximum chance of deriving a reliable structural and grade model from the limited exploration data. Unlike cutoff-based polygonal methods, the resultant geological model can immediately be used to evaluate any economic scenario.These modelling techniques are embodied in MINEX-3D, an Australian software system. With the emergence of the 386-based PC and high resolution (VGA or better) graphics, MINEX-3D makes the power of this new 'desktop geological modelling' accessible to most exploration geologists.

In January 1998 Sydney Water Corporation formed an Alliance with construction contractor Transfield, and engineering consultants Connell Wagner and Montgomery Watson, to design and construct the Northside Storage Tunnel. The project is part of WaterPlan 21, Sydney WaterÆs strategy for cleaning up the harbours, bays, rivers and beaches within its business area. WaterPlan 21 is an integral part of the NSW GovernmentÆs $3.1 billion Waterways Package which establishes targets and initiatives for sustainable wastewater management within NSW. The project is being delivered under an Alliance Agreement, which has a number of non-traditional features in terms of partnering, management principles and design and construct. Construction began in mid-1998 and is on target to meet the completion deadline for the Sydney 2000 Olympics.

Preconcentration of run-of-mine subgrade and marginal ore by screening has the potential to substantially improve the economics of mining, particularly for large, low-grade orebodies, and to reduce environmental impacts. It has recently been the subject of a major research effort by a joint public-private research body, CRCORE. Yet despite this, there appears to have been only one fully commercial installation, at Bougainville Copper Limited in the late 1980s. Two reasons for the limited application are that not all ores have suitable properties and the economics of all pre-concentration processes on low-grade materials are highly sensitive to the precise balance of mass and value recovery and to the pre-concentration process cost, including materials handling. These factors make it imperative to have good test data on the process response of feedstock across the orebody. Collecting that data presents major challenges, which differ for green and brownfields operations. This paper first discusses the approach to preliminary evaluation developed by CRCORE, which relies on testing of coarse rejects or drill chips available from exploration drilling programs. This method is an efficient first step in evaluating an orebody which is deemed geologically to be potentially amenable to screen upgrading, but it does have limitations and must be followed by larger scale work. A suite of methods have been developed by the authors as a result of test work since the 1990s on several projects, supplemented by published data, which aim to provide statistically robust data at lower cost than large scale bulk sampling tests. For greenfields projects, the upgrade response measured on material crushed to -53 mm has been found to correlate closely with ROM ore, with no scale-up required for material with upgrade responses in the range of commercial interest. Large diameter whole drill core, such as PQ, is expected to be suitable for this method. As drilling such core is costly, the aim should be to establish relationships between upgrade performance and proxy measurements such as multi-element chemical or hyperspectral analyses. This approach was successful at the Gramalote gold project in Colombia. The method is not applicable for ores with thick vein material comparable with the crush size, but such material is not suitable for upgrading by screening and would be eliminated by the preliminary testing. For brownfields projects where blasted material can be sampled, the upgrade response can be accurately measured by sampling only the finer fraction of the ore, selecting a top size which represents 30–50 per cent or more of the ROM size distribution. This is likely to be between 50 and 100 mm. The much finer size compared with the full ROM ore greatly reduces the sample mass required to achieve a given intrinsic sampling error and enables sample preparation to be undertaken with large-scale laboratory equipment rather than mobile crushing plant. The accuracy of the method can be improved by measuring the approximate mass of oversize rejected during sampling. Some ores do show a systematic deviation from the assumed model fit which results in this method slightly underestimating the upgrade response, and it would therefore still be recommended to take one or two full bulk samples to confirm results before a final investment decision.

The State Electricity Commission of Victoria is Australia's largest single coal producer. Approximately 19 Mt of coal will be produced in 1989 from the SEC V's newest mine, Loy Yang Open Cut (LYOC), which com- menced overburden stripping operation in October 1982. When the adja- cent Loy Yang Power Station is completed in the late 1990's, LYOC will supply between 35 to 45 Mt/a, depending on power station performance and demand of coal for non-power generation uses. LYOC has been a major challenge for the SECV. It is the biggest single open pit coal mining development undertaken in Australia, with a whole of life capital cost approaching A$1 billion. The mine has supplied a very rapidly growing demand for coal from the expanding power station while developing in breadth, length and depth. Coal demand has consistently been above the figures anticipated during the initial planning because of the substantially improved performance of the 500 MW units of the Loy Yang A Power Station. The superior performance of the LYOC and power station has generated additional electrical energy during the first 5 years of power station operation compared with the initial planning targets- at almost no additional capital cost. This has been a major benefit to the SECV. LYOC will continue to present major challenges for the SECV, particularly in achieving overburden removal and coal reserve targets as development of the open cut continues to full depth over the next 15 years.

Rio Tinto’s Hope Downs Operations are currently mining iron ore in their South Central Pit. Prior to the commencement of mine operations, Hope Downs carried out an extensive archaeological investigation and identified an ancient rock shelter lying within the proposed mine boundaries. The site is significant to the traditional owners/custodians of the land in this part of the Pilbara, and thus the final pit design was changed to preserve the rock shelter, which now lies 30 m outside the mine boundary. In order to further preserve this ancient dwelling from blast-induced damage, blast design procedures were improved over time to minimise the vibration impact when blasting close to the shelter. Blasting and vibration monitoring commenced in May 2008 using pyrotechnic delay sequences and normal-direction firing. In October 2009 electronic delays were used to reverse-fire blasts close to the shelter in order to create a damage zone between the initiating holes and the rock shelter. A detailed statistical analysis of the vibration data shows a reduction in the higher levels of vibration for blasts fired after October 2009, which is most likely caused by the created damage zone. In May 2010, a site-specific vibration model was developed and implemented, and based on Monte Carlo waveform superposition. This model was used to give a further insight and improvement to the blast delay sequences when blasting close to the shelter. However, such models are expensive to implement and have limitations, which reduces their potential for estimating the probability of getting an excessive vibration due to a given blast design. In this regard, it is more realistic and significantly less expensive to use a recently developed probabilistic analysis based on simple charge weight scaling. This analysis shows that there was a higher probability of exceeding prescribed vibration limits at the rock shelter for blasts fired before October 2009 than there was for blasts fired after October 2009.

Fatality prevention and zero harm are key focus areas for resource companies. However, they remain an ongoing challenge for high hazard industries, including the mining sector. As one example the latest International Council on Mining and Metals (ICMM) Safety Performance Report shows that, while there is generally a declining fatality trend since the organisation commenced publishing data in 2012, there were still 33 fatalities across member companies in 2022 (ICMM, 2023b). Every fatal incident brings significant pain and suffering to the colleagues, friends and family of those involved, however the failures and causal factors leading to each incident are frequently very familiar to people working in the industry, particularly those tasked with managing risk and safety. In the words of Dame Judith Hackitt, Grenfell Tower Fire Investigator, ‘there are no new accidents – just different people making the same mistakes because they haven’t learned’ (Hackitt, 2022). The recurring themes in terms of the nature of fatal hazards and their associated causes across the mining sector show that, despite improvements evidenced by the favourable declining fatality trends over the long-term (in general and outside of catastrophic multiple fatality events), changes are required to achieve fatality elimination and the aspiration of zero harm. This extended abstract and the accompanying presentation apply a mining frame of reference to the idea that there are no new accidents, examining how this applies within the industry and why the lessons from past failures are not always well understood or applied to prevent the reoccurrence of material unwanted events. Many contemporary mining and resources organisations have extensive internal incident history data and a wide variety of information on fatality incidents is publicly available, including the annual ICMM Safety Performance Report. This extended abstract and the accompanying presentation explore how this existing data can be used effectively to learn from the past and proposes practical ideas regarding strategies for successful knowledge transfer to the workforce as a key component of preventing history repeating and improving safety performance across the industry. As noted by ICMM, ‘sharing lessons from failure is vital to improving health and safety, but it’s not enough’ (ICMM, 2023a).

Ernest Henry Mining commenced operations on its copper-gold project in August 1997, some two months ahead of schedule and ten per cent ($35 million) under budget. The mine is located in the highly prospective Mount Isa/Cloncurry mineral district in north-west Queensland, approximately 38 km north-east of Cloncurry. The developer and operator of the project is Ernest Henry Mining Pty Ltd (EHM), an incorporated joint venture between MIM Holdings Limited (51 per cent) and Savage Resources Limited (49 per cent). The deposit is located approximately 40 km north of Cloncurry in North West Queensland and lies beneath a featureless black soil plain with no significant creeks or gullies cutting across the site. Vegetation is sparse and consists essentially of Mitchell grass with occasional low shrubs and trees. Up to nine million tonnes of ore and over 43 million tonnes of waste will be extracted each year from an open pit operation to produce approximately 350 000 tonnes of concentrate when in full production.

The Porgcra gold deposit is an epithermal gold base-metal deposit located in the Enga Province of Papua New Guinea. Gold-silver- spha le rite-galena-pyrite mineralization is related to stocks and dykes of dioritic composition which have intruded a series of folded marine sediments, mainly shales and siltstones, often with calcareous and carbon- aceous horizons, of middle Jurassic to middle Eocene age. The most intensely mineralized zone is at Waruwari Hill, where the mineralization occurs predominantly as massive mixed sulphide veins, and less frequently as quartz-chlorite veins and as disseminations. Mineralization occurs in all rock types and several phases of mineralization have been Recognized.

This paper describes the acquisition, exploration, development, initial operation and subsequent financing of the Bulawan mine by means of a listing on the Toronto Stock Exchange of a subsidiary of the parent company, Philex Mining Corporation.Located on the island of Negros in the Philippines the property is unique on at least two counts: it is a disseminated gold deposit that occurs in a region of predominantly porphyry copper mineralisation; and it is a gold deposit that is mined by a bulk method of extraction (front and block cave) instead of the normal selective mining methods.

WMC has mined the Perseverance disseminated orebody exclusively by SLC (sublevel cave) methods. Deteriorating ground conditions in the vicinity of an orebody inflection forced a re-evaluation of future mining at Perseverance and a strategy to drop down below the inflection zone and recommence the cave was implemented. This strategy has led to increased production at higher grades, resulting in lower costs and better mill recoveries. This paper describes the evolution of mine planning, development, support and production strategies through the successful process of implementing the ædrop-downÆ and re-establishing the SLC.

The paper describes the 209 in. single stage axial flow mine ventilating fan which commenced operation at The Zinc Corporation Limited, Broken'Hill, N.S.W., in January, 1954.This fan is used to ,ventilate the underground workings of The Zinc Corporation Limited and New Broken Hill Consolidated Limited and, at the time of installation it was the largest fan of its type in the world. It has amaximum capacity of 900,000 c.f.m. at 4·2 in. watergauge and is equipped with adjustable pitch blades and a novel form of variable speed drive.The considerations which lead to the adoption of this particular design are outlined, and a full description of the contruction and installation of the fan and auxiliaries is given.Comprehensive acceptance tests were carried out on the completed installation and, the testing procedure is described in detail. The results of sound level measurements are also included. A brief report on the performance during the 12 month period from 1st July, 1954, to 30th June, 1955, is then given.SELECTION AND DESIGN OF FANGeneral ConsiderationsBecause of the economic advantages of joint ventilation of the underground workings of The Zinc Corporation Limited and New Broken Hill Consolidated Limited, it was decided, after a full review of the future ventilating requirements of both mines, to sink a 20 ft. diameter circular upcast airway on the common boundary of the two properties, to handle a maximum quantity of 900,000 c.f.m.The anticipated air requirements were at this stage estimated to be:(a) initially 700,000 c.f.m. through a mine equivalent orifice of 160 to 2'40 sq. ft. The problem of recovery of cobalt products from poorly oxidised nickel ores (Kempirsaisk deposit) and pyrite concentrates with a low content of cobalt (Sokolovsk-Sarbaisky deposit) has not been solved to the present time in Kazakstan. The balance reserves of nickel ore of the Kempirsaisky deposit make up more than 35 million tons with a nickel content of 1.13 per cent and cobalt content of 0.05 per cent; besides there are 110 millions tons of out-balance ores (Anon, 1995). In a tailing dump of Sokolovsk-Sarbaisk Mining and Productional Association more than 320 million tons of tailings of wet magnetic separation have accumulated, which contain 7.2 per cent of sulphur, 0.022 per cent of cobalt, 0.012 per cent of nickel, 0.094 per cent of copper, 0.079 per cent of zinc, 16.45 per cent of iron, and from which a high quality pyrite concentrate car) he separated through flotation, containing 48 - 50 per cent of sulphur, 44.15 per cent of iron, 0.141 per cent of cobalt, 0.07 per cent of nickel, and 0.10 per cent of copper. The well-known technological flow charts for cobalt and nickel recovery from the tailings of sulphide-magnetite ores dressing (to give pyrite concentrate) and from oxidised nickel ores, are not profitable at the existing prices for metals, but are not worthless and require significant capital investments for the realisation of their value. The flow chart `sulphate roasting - leaching - solution processing' is used widely for combined processing of cobalt-containing pyrite ores and concentrates.

The paper describes a spreadsheet system that enables selection of projects and companies that meet the user's corporate exploration and/or acquisition philosophy. A regularly maintained commercially available database has been used as the basis for this system. It provides an easily accessible efficient com- prehensive search method. The technique enables ranking by various criteria, both technical and financial, to provide groups of projects/companies that are of interest. Initially, target size parameters such as reserves, production and mine life are applied together with geological criteria such as age and deposit type; the significance of the targets in the context of the Australian gold industry is addressed.

A study has been undertaken into mine ventilation systems currently in use within Australian modern coal longwall (LW) extraction mines. It reviews systems and discusses evolving changes being adopted to address the more complex challenges. There is a strong move to longer panels, wider faces, greater extraction heights, increased production rates, more efficient ventilation and decreased personnel. Each of these changes is motivated by improvement in productivity and generally leads to cost reduction. In addition, mine workings are moving deeper, which results in increased ventilation control issues such as higher total and respirable dust levels, greater seam gas contents in parallel with lower in situ permeabilities, spontaneous combustion and heat management issues. A comprehensive database of Australian LW ventilation practice is analysed. Currently there are a variety of LW panel ventilation circuits used in Australian underground coal mines due to various combinations of seam characteristics, gas emission rates, spontaneous combustion, geological features and surface constraints. The main issues usually addressed in the designing and planning of ventilation circuits for LW panels are airway velocity, gas concentrations, LW cutting methods (eg Bi-di, Uni-di or half web), ventilation of control devices, pressure differentials and leakage paths and understanding gas concentrations across the length and width of the goaf. If the ventilation circuit can manage the applied contaminant load (gases, heat and dust) at an acceptable cost and circuit duty, then supplementary controls, such as gas drainage, refrigeration and dust sprays and scrubbers, may not be required. The recent re-emergence of an Integral Pressure Stripping system which operates with both cell and column in closed circuit at elevated temperature and pressure, requires no cyanide in the eluate solution and has greatly reduced carbon reactivation requirements in seen as a progressive step in this area. Several of these re-configured IPS systems have been placed in service in Australia and overseas in the last three years, with the first of the new generation units constructed and commissioned by Como Engineers Pty. Ltd. at Mt. Fisher in the East Murchison of W.A. in September 1987. This plant was relocated to a new ore body at Darlot W.A. in February 1989. Use is made of a data base of raw plant performance figures from both Mr. Fisher and Darlot and its performance compared with other operating plants. Initial commissioning difficulties of the Mt. Fisher prototype and dis- cussed together with the modifications and operational procedures required to overcome these problems. Stripping times of less than 6 hours at 145 degrees have been achieved with barren carbon values less than l O ppm from loaded carbon values above 3000 ppm and with cell pass efficiencies reaching 90 per cent.

An underground mine fire will influence the ventilation equilibrium in several ways which results in a redistribution of the ventilating quantities and pressures throughout the whole mine. The ventilation carries the combustion products which constitute the greatest danger of mine fires through the mine and provides the oxygen on which the intensity of the fire depends. However, as a result of the ventilat- ion disturbances created by the fire, changes in airflow patterns can take place which are not always obvious, especially when the mine is being served by several fans. The use of com- puter simulation techniques allow for the likely effects to be tested and the different ventilation options to be evaluated as an integral part of the overall emergency/rescue planning and control procedures.

Chance find of an economically important mineral on the sur- face and its exploitation without proper exploration work, has become the habit of humanity since the Bronze Age. The explora- tion and exploitation techniques have, however, been substan- tially improved in the technologically developed western world and system controlled major communist countries. Nevertheless, the greatest need is felt in the Third World countries where large mineral potential exists, but with inadequate investments in exploration and exploitation techniques, a handicap that has been beneficial to the more developed countries, since long. The great number of the Third World countries which are striv- ing hard to develop, need to formulate mineral exploration and exploitation strategies which could enable them to develop their resources. This requires planning and creating new concepts of ore deposit types and genetic models, rheology, economics and their innovation and integration. The following approach could help them to be economically "more independent" by the end of this century. 1. Bridging of pure and applied geology gap, and creating con- sciousness of research and development. 2. Revision of mineral resources concepts adopted to modern technological world. 3. Improved mineralogical research, and determinative miner- alogy as an important asset. 4. Creative research and establishing know-how, with philosophical base for regional exploration projects. 5. Indepth investigation into the origin and growth of earth as a system, and its importance in the association, quality, and quantity of metallic, non-metallic and energy resources con- centrations. 6. Mineral beneficiation, targets and strateties; methods of eco- nomic and improved recovery systems. Development of alter- native technology, and utilization of mineral technology strategies. 7. Theoretical and practical modelling by conventional and com- puter techniques of the existing and expected mineral resources, and mineral development. 8. Critical analysis of the status of mineral economics of the Third World and developed world with forecasts for the year 2000 based on problems faced by the developing world. 9.
