In this paper, a subtle, but important, difference has been drawn between responsibility and mandate. Responsibility has a connotation of financial involvement assigned to an organ- isation as a result of some action it takes, the ramifications of which can be ascribed directly to the organisation. In contrast mandate relates to the power and authority to act. The paper outlines the role of poli- ticians as community decision-makers and the need for Government policy to be flexible in an advanced industrial society so that decision- making options are kept open for as long as necessary. Further, broad community objectives need to be understood and defined so that plans and policies can be consistent. Co-ordination through communication at all levels, especially at the public administration interfaces and with the private sector,is essential for effective resource allocation and efficient implementation. The paper discusses several aspects of the infrastructure responsibility question and some considerations which might be viewed as important by the community decision-makers in considering what responsibility the "community" should accept in providing infrastructure.

SustainabilityÆs imperative of economic development in tandem with social advancement and environmental protection is widely accepted, but much debate remains about the practical implications for the minerals processing technologies and practices for the future. Experience in other industry sectors however suggests that sustainability can be a value-adding framework for innovation in processing technologies, business models and management systems. This position paper explores how sustainability can drive innovation in minerals processing, by reviewing pertinent ideas and experiences gained in non-minerals sectors. Sustainable innovations can generally be broadly ranked from incremental to transformative, with each category having its own typical improvement potential, timescale and technological and operational challenges. This leads to a æmud mapÆ for sustainable innovation in minerals processing with three distinct tracks: eco-efficient operations; sustainable plant design and sustainable processing. Competing models for the sustainable innovation process through either forecasting or back-casting, have in common the strong reliance on vision, perspective and competency, which in turn highlights the importance of sustainability frameworks. Such sustainability frameworks provide normative goals and option elicitation prompts to assist with the analysis of current processes and scoping of more sustainable alternatives. A comparative analysis of five prominent environmental sustainability frameworks revealed three cross cutting sustainability themes that challenge current resource processing technologies and practices. These are: fate of materials (zero dissipation of materials); compatibility of materials and processes; and materials intensity of industrial products and processes. Although the sustainability concepts presented in this paper have not been extensively road tested in the minerals processing industry, there is ample evidence that recent initiatives in the Australian resource sector illustrate the applicability of the proposed framework. It is therefore argued that more in-depth assessment of sustainable innovation concepts would be a valuable contribution to the sustainable resource processing theory and practice.

The paper reviews some characteristic features of feasibility studies and discusses the need for a wide scope at the pre-feasibility stage. The performance of recent Australian gold mines against the predictions contained in their respective feasibility studies is examined, resulting in a recommendation that feasibility studies need to be improved The advantages to be gained from having a feasibility study reviewed by an independent authority are discussed, and some of the reasons for using consultants are listed. Two examples of successful optimisations in the early stages of pre-development studies are described briefly and the benefits achieved are presented. The paper concludes that feasibility studies need improvement to enhance the confidence of investors in the mining industry.

Access to secure and reliable water resources is fundamental to the minerals industry. In recognition of that requirement, and cognisant of extensive contemporary public water debate and reform initiatives in Australia, the Minerals Council of Australia (MCA) approached the Ministerial Council on Mineral and Petroleum Resources (MCMPR) proposing the establishment of a Joint Working Group to prepare a framework of strategic principles to ensure responsible water management at a site and corporate level, manage risks and identify opportunities. The Framework provides high-level guidance on issues that should be addressed in water decision making across Australia in relation to mining and associated processing operations. It identifies principles and objectives for adoption in four areas, viz: valuing water, strategic water planning, implementation, and engaging stakeholders. Given the high level nature of the Framework, and its national application, it does not seek to replicate detailed guidelines already widely available in each state and territory on operational water management practices and associated regulatory issues at mine sites. The Framework includes a series of case studies from across Australia that demonstrate where strategic thinking, wise water management and close consultation with stakeholders has delivered better water use, more profitable operations and excellent community/stakeholder relationships. The Framework was formally launched on behalf of MCMPR by the Western Australian Minister for Resources at the MCAÆs Sustainable Development Conference in Perth in October 2006. Since 2005 BHP Billiton Iron Ore has been working with the consulting company Runge to implement the software XPAC Advanced Destination Scheduler (ADS) in life-of-mine studies. The Mt Whaleback mine, being the single biggest open cut iron ore mine in the world, presents some special challenges in scheduling. The biggest challenge has been the slow run time and difficulty in targeting all ore and waste requirements. The high waste to ore strip ratio means that much of the cost of mining is tied up in waste dumping. It is therefore very important to schedule waste efficiently. At Mt Whaleback there is an additional challenge of managing two types of waste: inert and environmentally sensitive pyritic material. This paper shows how the XPAC destination scheduler is configured to achieve efficient and repeatable waste scheduling results at the Mt Whaleback mine. It also discusses proposed improvements to the process. The overall ore and waste schedule is configured to target mining parameters, crusher feed and grades. The schedule is run in two stages. The first stage is ore mining. The waste that needs to be mined is locked in a sequence. The second stage is the waste scheduling. The waste destination scheduler uses three inputs: source waste parcels locked in a sequence, a haul road and a waste dump block model. The process involves setting some rules for dump progression and haul path selection. These can be validated. The schedule is then run to target the shortest travel time. The results of scheduling are graphical and numeric and can be transferred into many different formats for reporting. The graphical result shows face positions in time that can be used for detailed dump design. The numeric results are used to estimate truck fleet size, fuel consumption, labour and equipment financials. The process has been successful in reducing the project time line, increasing the ability to do more scenarios and increasing schedule accuracy, transferability and repeatability.

Mining in Guyana dates back into antiquity and a brief history of gold and diamond mining and of the small-scale miner, the pork-knocker, is given. The gold and diamond deposits found on the beds and in the flats of old and present rivers and the current methods of investiga- ting these deposits are briefly described. Methods of mining these deposits including the small-scale hand methods of pitting and diving with or without helmets are also briefly described. 'The small-scale method of dredging using a suction dredge in conjunction with a diver is described in more detail, from its develop- ment to current practice, without giving too much mechanical and technical details. The organisation of the industry and the mining titles, laws and policy relating thereto are reviewed. A brief account is given of the socio- economic role of the industry. Conclusions are made regarding the need for improvements in existing equipment and financing and for incentives to stimulate production. The future outlook of the industry is con- sidered.

The Prospero orebody is a part of the Helene mine at Cosmos and was scheduled to begin production in March 2008 after the exhaustion of the Tapinos orebody in the same mine. Treatment of the Tapinos orebody was challenging and it was envisaged that Prospero would have similar properties given that it was also anomalous in deleterious elements and would be of a similar mineral hosting. It was deemed necessary to undertake a metallurgical test work program to identify any potential processing issues, complex mineralogy or significant metallurgical domains. The paper discusses the processes which were employed to undertake the metallurgical test work program and describes the aspects that can be employed by other developers to quickly and effectively assess potential future orebodies. It will demonstrate that the work was successful at determining expected metallurgical behaviour, providing direction for mining operations and highlighting areas for more extensive research.

The breaking of rock by explosives occurs so rapidly that the details of the phenomenon cannot he observed by the unaided eye. High resolution cameras and VCRs offer a means of slowing down the blasting action. A high resolution super video camera with digital zoom and a variable shutter speed was imported and used for the first time in India as a tool for blast optimisation studies at Malanjkhand Copper Project. Slow motion play-back revealed that the gases vented out through the fissures. The crest moved prior to the lower portion of the bench when initiated with detonating cord. The delay timing between the rows was not enough to provide sufficient relief and rock movement. This inadequate delay timing resulted in flyrock from the back rows. Stemming ejection was observed from practically all the holes. The muck profile was not satisfactory. A trial was carried out using 450 ms in hole delays and 25 nis surface delays. The front row holes were drilled based on the observations made from the laser profiling survey system. The video of the monitored blast showed that the rock started moving prior to the stemming ejection. It could be clearly seen that the entire block was completely initiated through the surface delays before the onset of the burden movement, thus eliminating any chance of misfires. Viewing blasts in high quality slow motion was useful to arrive at modified design parameters, resulting in uniform fragment size distribution and controlled rock movement.

A continuous oxygen probe,incorporating a SIRO2 solid electrolyte oxygen sensor which measured the oxygen potential of a small volume of gas enclosed above the melt's surface,was constructed and tested. The oxygen potential of iron-silicate slags in equilibrium with solid iron in the temperature range 1250 to 1300¦C were measured continuously for tests of up to 40 hours duration. Results were in agreement with those of previous workers using gas equilibration techniques. Tests on non- iron buffered slags proved unsuccessful due to corrosion of the probe's component in contact with the slag and an alternative material is Required.

A common problem for many mines is insufficient total primary airflow or insufficient airflow in the correct places as the mine changes over its life. This has a number of impacts on the business operation and may result in the need for a major and unexpected capital upgrade of the system, cancellation of a planned production increase, reduction in production targets, increased operating costs, failure to provide contracted metals to customers or acceptance of substandard conditions in the workplace. In some cases, it can even result in premature closure of the mine. In recent times, higher metal prices have given an expected economic boost to many mines, potentially prolonging their life but simultaneously requiring the mine to develop to deeper depths or requiring assets such as shafts and fans to have their service life extended. Insufficient primary airflow is a particular problem in deeper mines as the ventilation circuits become longer, more convoluted, have higher shock losses and the actual airflow requirements increase due to a combination of leakage, dispersion of the workings and the problems of managing the additional heat loads due to higher virgin rock temperatures and autocompression. This paper discusses the reasons why mines experience unexpected shortfalls in primary ventilation capacity with its associated impacts on metal targets, profits and frequently on the health, safety and morale of the workforce, as well as its productivity.

Noranda Inc is a Canadian mining and metallurgical company with its activities managed through businesses in copper and recycling, zinc, aluminum, magnesium and various metals through its interest in Falconbridge Ltd. Noranda operates three base metal mines, three copper smelters, one copper refinery, one zinc refinery, one lead smelter and refinery, three copper recycling and sampling facilities seven aluminum producing facilities and one magnesium production facility in the construction stage. The mining side of Noranda has a strong history of open stope, cut and fill and shrinkage mining. The 1999 Noranda Annual Report lists a 206 million tonne resource located at Porphyry Mountain in GaspT, QuTbec. Mont Porphyre is a large tonnage, low-grade porphyry style Cu-Mo deposit that was discovered in 1994. It is located at a depth between 1.0 and 1.7 km below surface and characterised by a very competent rock mass. The Mont Porphyre resource is located adjacent to the town of Murdochville, close to NorandaÆs Mines GaspT operations. Mines GaspT closed its open pit and underground operations in 1999 after approximately 45 years of mining, but still operates a copper smelter near Murdochville. The low-grade and great depth of the Mont Porphyre resource suggested that mine design could not be based on the conventional Noranda open stoping mining practice. This paper will review NorandaÆs approach to evaluating the Mont Porphyre deposit. The approach included two definition diamond drilling campaigns, a review of current caving practice, an in-house scope study, a geotechnical logging program for diamond drill core and participation in an international study on cave mining. One interesting component of NorandaÆs approach was the scope study that involved a team of multi-disciplinary personnel drawn together for a short period of time. The objective of the scope study was to determine what conditions would be necessary to mine the deposit and to assess the merits of continuing with further exploration work. A review of current worldwide underground bulk mining practices, and in particular an evaluation of the applicability of caving mining methods, were key components of the scope study. The scope study team concluded that derivatives of caving could be applied to the mining of Mont Porphyre, but additional diamond drilling was recommended to further define the deposit and improve the level of geotechnical information. Following the recommendations of the scope study team, a diamond drilling campaign was completed during the summer and fall of 1997. The 1997 drilling campaign had two secondary objectives, in addition to the primary objective of defining the limits of the orebody. The first objective was to improve the level of geotechnical information available for the characterisation of primary block cave fragmentation. The second objective was to improve the delineation of a lower grade intrusive core. A geomechanical investigation was conducted and included particular emphasis on geotechnical data collection and analysis. A review of the actual data collection process, including several trials of different core orientation techniques, will be included in the discussion.

In presenting size analysis data, one has the choice of various graphical techniques; each no doubt has been developed to highlight a particular aspect of the data. A frequency size distribution plot is used quite extensively to illustrate the importance of the finer size particles in iron ore granulation. However, the basis for such a plot is often not appreciated. As a result, cases of incorrect use can be cited. The aim of this paper is to extend the work of Alien (1981) and to provide, using examples and figures, a basic understanding of the implications of the various size distributions. A simplified method of presenting sizing data on a linear scale graph paper is presented and recommended. This involves a simple construction of a histogram of mass fraction versus particle size (in geometric progression).

The paper describes the methodology and results from a study carried out by Telfer Gold Mine to optimise the materials and costs involved in construction of the pad for their dump leach operations. The investigation involved large-scale field testing of five different types of liner and a number of different cushion and drainage layer configurations. The aim was to identify the most cost effective construction methods to allow the final dump height to be increased from 45 in to 60 in without causing significant damage to the liner. The effects of dump height on permeability were also investigated. These methods are described and results presented. The findings indicated that modifications to the existing liner/cushion layer/drainage layer configuration used previously at Telfer would actually reduce overall construction costs rather than increase them despite an increase in overall dump height. Relative construction costs are presented.

Gold recovery by catalytic copper ammonium thiosulphate solution has been studied. Such a process strategy is very attractive for leaching certain difficult-to-treat ores and presents lessened lixiviant toxicity compared to cyanide. Newmont Gold Company has evaluated the ammonium thiosulphate heap leach process for gold recovery from low-grade carbonaceous sulphidic refractory ores following biooxidation. The ammonium thiosulphate leach process has been studied in laboratory, pilot plant and demonstration scale. Satisfactory test results support the continuation of process development. However, the thiosulphate leach chemistry was found to be very complex. Maximum control of the stability of the leaching system is a key factor for success, especially for the heap leach process. Important solution chemistry is discussed in this paper.

INTRODUCTION The association of methane with coal has been known almost since coal was first mined and in general it has been considered the curse of underground coal mining. Historically, most of the effort to handle this methane has been directed at diluting it to a safe level and preventing an explosive mixture of methane and oxygen from forming in any part of the mine. This is generally achieved by in-mine activites. This approach has two principal drawbacks, the severity of which are dependent on local conditions. The first is that the activity associated with the handling of the methane is undertaken in the mine and there- fore competes with the mining activity for the limited space available. The second drawback is that the whole methane handling activity is generally a cost to the coal because methane is so diluted that it cannot be used. In 1985 a 2.5-tonne top blown rotary converter was installed in the silver refinery at Cominco's Trail Operation to carry out the final cupellation of burndown metal to Dore metal. The furnace is fired with an oxygen-natural gas lance which is capable of achieving a variety of furnace conditions, varying from reducing to highly oxidizing. Reaction rates are about 4 times greater than using conventional cupel furnaces. The faster reaction rates improve productivity and reduce in-process precious metal tie-up. The furnace is also used to reduce litharge slag for bismuth recovery.

“TerraFlowingTM” is a dewatering process that addresses both the value proposition of Tailings as a Resource™, and the safe storage of tailings. “TerraFlowingTM” incorporates two stages of cyclone dewatering followed by centrifugation of the final dilute tailings stream. In this process three dewatered tailings streams are produced; a primary cyclone underflow, a secondary cyclone underflow and a centrifuge pulp. These three streams can be combined, or used, in various configurations to achieve different outcomes. The ability to vary the cyclone and centrifuge operations and configuration enables this process to deal with tailings feed variations in particle size distribution and mineralogy and deliver consistency, or design variations, in particle size distribution, tailings solids concentrations and recoveries. Water recovery can be up to 85% of the total water in the tailings with a stackable final tailings product achieved if the three tailings streams are combined in the maximum solids concentration configuration. The primary cyclone can be operated to deliver a particle size distribution suitable for tailings storage facility embankment construction or alternatives such as concrete structures or shotcrete for support. The secondary cyclone underflow and centrifuge pulp is suitable for beaching deposition within the tailings storage facility.

Cerro Matoso (CMSA) in Colombia produces ferro-nickel from lateritic ore containing approximately three per cent nickel, using a Rotary Kiln - Electric Furnace (RKEF) process, in which the calcining of the mineral within the kiln is second in importance only to the smelting of the mineral in the Electrical Furnace. This article discusses the installation and operation of an expert system to control the kiln of CMSA. In the CMSA process, the run-of-mine ore is crushed, homogenised, dried and mixed with a small percentage of coal, before being heated up to 900¦C in a rotary kiln in the presence of natural gas mixed with air in a controlled proportion (air/gas constant ratio). The final objectives of the process are the following: ò To reduce to a minimum the iron and nickel oxides in order to convert these into metallic ions; this is a reduction process to facilitate largely the smelting in the electric furnace. Since the reduction is made with natural gas, it is much more economical than the subsequent complete reduction in the electric furnace, since electrical energy is much more expensive by unit of processed mineral. ò To heat the mineral as much as possible to facilitate the subsequent smelting. ò To eliminate totally the moisture content of the ore. An expert system with fuzzy logic was commissioned in 1994 for the control of the kiln and it has operated with good results ever since.
