A key concern both in public perceptions of the environmental performance of the mining industry and in the development of policy relating to mining activities is the state in which the areas may be left at the completion of mining operations. There is, in effect, concern that the transient economic benefits of mining are enjoyed by the few, while the 'scars' may remain for all. While the techniques of mine rehabilitation have improved rapidly in recent years, an important set of economic issues has generally been neglected.In this paper, the economic and policy aspects of mine rehabilitation are examined. The key issue addressed is how to determine when expenditure on rehabilitation should stop. The answer to such a question requires consideration of the full range of social, as well as private, costs and benefits of rehabilitation at a particular site. Clearly these costs and benefits will vary between sites. From both an economic and policy perspective it is important to establish whether the additional gain from more rehabilitation would exceed the additional cost.It is concluded in the paper that the technical feasibility alone does not justify a paeticular level of rehabilitation activity and expenditure. While more rehabilitation at a particular site may be technically feasible, the additional expenditure incurred in undertaking that rehabilitation may result in little extra benefit. This conclusion has important implications for government policy, particularly with respect to establishing the goals for rehabilitation, criteria for successful rehabilitation and enforcement of rehabilitation objectives.

Coal Mining in India had been confined in the past primarily to two or three coalfields. Unscientific mining has led to huge degradation of land including massive subsidence of strata and disturbances of water tables to a wide extent. This has caused problems not only in flooding of mines from surface water but also in further planning of the surface drainage for current mining activities. Now, therefore, surface hydrology and land-use potentialities of the area have been endangered inflicting severe damage to the overall environment and ecology of the area. The paper Discusses certain investigative aspects of the problems highlighted as above in one of the coalfields, and encompasses mainly the following areas : 1) Quantitative estimation of the damage already done to the natural surface drainage system. For this purpose damage to topography and drainage for the last fifty years have been made out through the aerial photographs and topographic map sheets 2) Analysis and comparison of different states of such photographs are carried through to indicate the extent of damage to the hydrological conditions inducing undesirable changes in its land-use pattern. Based on the analysis, concrete suggestions are made to restore the water drainage system which will be most suitable for future mining in the area containing high grade coal. The design and planning of the drainage system is based on the total system approach including the cost benefit analysis as well as hydrological considerations.

It is demonstrated that because of the very specific subjects taught, the course has the potential to effect significant improvements in operating plant performance. Through lifting the skill level of the participants and therefore advancing their career prospects, the course can raise staff morale and improve plant performance and productivity in their work place.

Subsidence issues associated with historic mine workings have highlighted the need for enhanced geotechnical management of the Martha pit over the remaining life. In conjunction with a detailed analysis of pit slope issues a comprehensive geotechnical management plan has been developed at Martha and is being used as the basis for development of similar plans in other Newmont operations.   This paper covers the geotechnical issues facing the Martha operation and the development and application of the management plan.

The Musselwhite mine, located in northwestern Ontario, Canada, has been an underground narrow-vein gold producer since the spring of 1997. As an exploration project at the feasibility stage, much effort was undertaken to generate a geostatistical resource model that would integrate the orebodyÆs geological features, as well as the controls on mineralisation. Today as an operating mine producing over 200 000 ounces of gold per year, reconciliation studies of the tonnes and grades treated at the mill, with the feasibility model, for longer time periods, and with the grade control models, for shorter time periods, show results that are in good agreement. It was clearly demonstrated with the reconciliation to production, that the key to good reconciliation remains in the proper selection and application of the geological resource estimation method. The application of a grade interpolation technique capable of capturing threedimensionally pertinent geological features, as well as accounting for spatial grade continuity, proved to be successful in the predictability of tonnage and grade at the Musselwhite mine. Along with good mine practices, this approach, which was carried through to the operation, has produced excellent reconciliation results. The ongoing reconciliation studies at Musselwhite allow for a constant revision of the grade estimation strategy. In return, this optimisation process adds value by raising the accuracy level of production expectations. As this is an evolving practice at the mine site, further implementation developments are recommended to integrate these reconciliation procedures on a more regular basis.

The bulk of the worldÆs production of iron ore is processed into steel. The needs of the steel industry therefore demand a high exploration and exploitation of iron ore. One trend within the industry has been a great increase in the demand of iron ore and this is reflected in an increase in world steel production from 1955 to date. In addition to the high demand for steel, is ChinaÆs high appetite to feed its steel industry. It is therefore important that the iron ore potential of Ghana is showcased for eventual exploitation by potential investors to meet this enormous demand for the commodity in the industry globally. Ghana has three main iron deposits of potential industrial and commercial importance. They are: Shieni sedimentary iron ore (reserves: 1.270 X 106 metric tonnes), Pudo titaniferous-magnetiferous iron ore and the Opon-Mansi lateritic iron ore deposits. The Opon-Mansi iron ore deposit occurs in the Western region of Ghana. The ore deposits are located on top of the range of 15 hills, which extend over a distance of 24 km from Opon-valley, south of the Western region to Dunkwa. The area has an estimated 147 Mt of iron deposit, with Fe content of 52.5 per cent. This paper looks at the iron ore potential of Ghana and how it is capable of attracting potential investors to exploit this valuable mineral for global consumption.

A BRIEF account of the water-power potentialities of Tasmania is given, together with possible applications of the power commercially. A short history of the Waddamana development is then given, and the main works are described.WATER POWER POTENTIALITIESTasmania is an island of approximately 24,500 sq. miles area (exclusive of small islands). An area of 12,000 sq. miles is at an elevation of over 1000 ft. above sea-level, and of 2300 sq. miles at over 3000 ft. above sea-level. Average annual rainfall varies from' over 140 in. on West Coast to 20 in. on East Coast, and for the whole island averages 48.5 in. The total water-power available, based on conservative figures for run off and efficiency, is 6,000,000 b.h.p. Only a small percentage of this total will, under present conditions, and under likely conditions in the immediate future, be capable of being developed commercially.An extensive hydro-metric and water-power survey is at present being carried out in order to collect information concerning the most promising water-power schemes. Already 400,000 b.h.p. has been located in different proposals, and there is still a large area of very likely country along the West Coast which has not been investigated yet. Tasmania thus has very vast power potentialities, which, combined with good ports and communications and wonderful mineral and timber resources, should augur well for the establishment of the great key industries, particularly chemical and metallurgical.

An investigation into different aspects of importance in the understanding of explosibility of hybrid mixtures of coal dust, air and gases potentially found within mine workings through a comprehensive laboratory program of explosibility tests was conducted. Plotting of test results revealed that conditions of potential explosibility could be described using two dimensional flammability limit surfaces- for coal dust/oxygen; methane/oxygen; and coal dust/methane mixtures. From these plots, the three dimensional flammability envelopes defining the explosibility of the coal dust/methane/oxygen mixtures can be defined and illustrated for a coal sample. The surfaces of the three dimensional envelope describe limits which separate inert mixtures of coal dust and methane at varying oxygen levels from those concentrations which are ignitable under defined conditions. It is considered appropriate to generalise that the geometric shapes of these limit regions are applicable to all type classifications of coal dust. There are practical applications of these results to the underground environment.The action of free radical initiators in the propagation of a methane gas explosion was examined for its applicability to the flammability of coal dust/gas/air mixtures. The oxides of nitrogen or NO x radicals have influence upon the lean limits of flammability of hybrid mixtures and this is illustrated by use of three dimensional coordinate geometry. Gases can be introduced to the underground environment through the exhaust gases of diesel equipment. It is concluded that radical species can substantially increase the flammability of gas and dust flames and as a consequence raise risk of mine atmosphere explosibility.

The 500 orebody in the upper levels of Mt Isa Mines in north-west Queensland was mined by sublevel caving and block caving from 1962 to 1969. The hot and reactive rock mass of this orebody provided significant mining challenges including ground temperatures above those resulting from the geothermal gradient. Recently Xstrata Copper has been studying the potential to mine this orebody by modern caving techniques. Part of the study process has included re-accessing the ore zones for diamond drilling and trial development. A cross-cut trial drive, the first primary development into the orebody in more than 30 years, encountered a temperature increase in development holes from low sixties to almost 80¦C in less than 10 m advance. The issues associated with managing this risk include sourcing suitable quantities of reactive ground explosives for a single small heading and the temperature limitations of the explosives and detonators. Risk management outcomes included controls to mitigate the safety and reliability risks relating to misfires. The control that dealt directly with the challenge of continuing development in elevated temperature ground was to cool the holes before and during charging. The most effective and practical cooling medium proved to be water. Rapid rock temperature recharge time meant cooling had to continue as close to firing as possible. Reticulation systems were constructed to allow cooling to take place up until withdrawal for firing. No misfires occurred with the cooling system and additional controls in place. This proved that developing safely and effectively in the elevated ground temperatures of the 500 orebody is practicable.

The control system of a mine winder or other variable speed drive has many component parts that must work together to provide the required functional performance of the machine, together with comprehensive safety features, reliability, maintainability, user-friendliness and efficiency. Modern winders use digital control technology extensively and hence software design is a major part of the overall system. It is not practical to simulate an entire mine winder in a single computer model because of the sheer mathematical complexity of the behaviour of many of the components. However, most component parts can be simulated quite easily, and related parts of the control system software can be simulated. Such simulations allow control software algorithms to be developed and tested in isolation from the real plant. Tests can be performed on the model without fear of injury to personnel or damage to the valuable plant. For example, speed regulator control algorithms and stability settings can be adjusted to and beyond the limits of stable operation, and near optimum settings can be found. This is particularly important, for example, when designing closed loop controls for emergency brake systems. Obviously, care must be taken to ensure that the computer model of the plant is realistic and takes into account as many non-linear features of the real plant as possible. Pure mathematical analysis of some systems is very difficult to perform when non-linear plant behaviour is involved. This paper shares a number of practical simulation experiences performed using commercially available software such as Matlab and Simulink to simulate various parts of the control system of a mine winder or other variable speed drive. Demonstrations of the operation of several different computer models are shown during the presentation of the paper.

Located in North West Queensland, XstrataÆs Mount Isa Copper Operations (MICO) is one of the largest underground mines in Australia with annual production exceeding six million tonnes of ore with average copper grades of three per cent. As at 30 June 2006, the Ore Reserve inventory totalled 87 Mt, with annual diamond drilling planned at >40 000 m in order to convert existing resources and test and define exploration targets. The role of the geology department within MICO is to collect, interpret and communicate relevant geological information to ensure the optimal extraction of ore. Routine underground inspections across multiple ore sources are undertaken and the information derived is then distributed to a range of professionals, operational personnel and management. The information is a æreal-timeÆ geological view for the stakeholders. Ongoing data collection and interpretation has developed a strong geological input to all mine planning processes within MICO. This has created strong synergies between mine planning professionals and a throughput benefit has been seen all the way to the concentrator. The MICO geological framework also provides avenues for a geological focus away from short-term production requirements, and as a result significant orebody scale observations and patterns have been realised that have led to an increase in the accuracy of geological and resource models. This has provided practical benefits for short-term scheduling and production, whilst enabling the realisation of long-term benefits that have a strong potential to increase the volume and value of the MICO resource. This paper will discuss the various mine geology contributions at MICO and illustrate some examples where mine geological input from graduate level has added significant value to the MICO business.

The Hunter Valley Coal Chain Coordinator (HVCCC) Limited is the primary planning organisation responsible for the export of coal through the Port of Newcastle, Australia. HVCCC stakeholders include producers (mining companies), rail track owners, above rail operators, and terminal operators. The HVCCC is tasked with coordinating the activities of all the corresponding parts of the coal export supply chain so as to maximise the system efficiency. The HVCCC also has a forward looking planning role: with demand for coal expected to double in the next decade, strategic capacity planning is a core activity for the HVCCC. Optimisation and simulation models are key aids in such activity. They are used to suggest and evaluate infrastructure expansions and operating policy changes. These models require input data in the form of shipping stems, which are arrival streams of ships at the port, together with their cargo types and composition, and date and time of arrival.Although everyone is familiar with the expression ægarbage in equals garbage outÆ, relatively little research is dedicated to the issues surrounding input data generation. In this research we seek to redress this, and have developed a method for generating high quality shipping data. Shipping stems used as input should be realistic, reflecting key characteristics of historical patterns. They should accurately represent future demand scenarios. Yet they should also have controllable parameters that can be used to test what-if scenarios, such as are required by the HVCCC to answer questions about future infrastructure or operational plans.Here we review our process for achieving this, and give a case study analysing the effects of different shipping stems on the performance of the coal chain, as measured by a capacity assessment tool. The latter is an optimisation model that takes shipping stem and infrastructure data as input, and calculates key supply chain performance metrics. The potential benefits of alternative demand management strategies are analysed by measuring the performance of the coal chain given different shipping stems obtained via the stem generatorÆs controllable parameters.

Using a Jarrell-Ash "Compact" direct reading spectrometer, analyses were made of a wide variety of rocks ranging from acidic to ultrabasic types. Statistical evaluation suggests that accuracies comparable with the values obtained by the rapid chemical methods used by the United States Geological Survey will be obtained.The spectrographic method involves fusion of the rock with lithium tetraborate, strontium being incorporated in the flux as the internal standard. The resulting bead is ground with graphite and pressed into a pellet. The counts obtained on two standard pellets are used to correct for instrumental drift.Background readings are made at 4109 Å and corrections for background are made to all lines. Corrections for matrix interferences, both by chemical suppression and optical enhancement, are made. The three corrections of drift, background, and matrix are incorporated into one general expression which has been programmed on magnetic cards, each element requiring a separate card. The cards are placed individually into a desk top computer (an Olivetti Programma 101), which enables true counts to be calculated from the "readout" counts, and the element concentration is then obtained from computer-printed tables by referring to the appropriate value of true counts versus concentration. These tables were prepared by making a polynomial regression analysis of the spectrographic results from 50 standard and analysed samples, a curve of best fit being chosen for each element.The regression coefficients, usually of a fourth or fifth degree equation, together with other relevant data, were fed into a large computer, programmed to print out tables of concentration versus true counts. This technique enables the results obtained to be based on mathematically-derived values rather than on hand-drawn calibration graphs, giving greater inherent accuracy. The technique has been shown to give results of good accuracy and acceptable precision suitable for many geological and geochemical exploration programmes involving the analysis of many rock samples of different types.

This paper summarises the performance of the gold exploration industry in the Western World since 1970, with particular emphasis on the period 1985 - 2003. It identifies the number and size of major (ie >1 million ounce) primary gold discoveries made over this period by location and type of company. Estimates are also made of the likely contribution from smaller discoveries down to 0.1 million ounces. It also assesses the overall trend in the percentage of grassroot discoveries that are converted into mines, and the time taken to get them into production. By comparing the discovery data against total exploration expenditures it is possible to determine the average unit cost of finding a major gold deposit. It is significant to note that the average unit cost per discovery and per ounce of resource has tripled over the last 30 years. An attempt is made to determine the overall economic value generated by the industry. This is based on a detailed analysis of the rates of return and the Net Present Values (NPVs) of 109 major gold projects. After including an adjustment for discoveries not modelled, the NPVs are compared against the total amount of money spent on exploration to determine the value-to-cost ratio for the industry. Based on historical spot gold prices and tax rules, it is found that the return on investment for gold exploration in the Western World over the period 1985 - 2003 was around five per cent real after-tax. The returns achieved in the US and Australia was significantly higher than that for Canada. The returns also appear to have declined in recent years. With regard to the relative performance of junior versus major companies, the paper estimates that the junior sector accounted for 30 - 40 per cent of the total exploration expenditure, and were was associated with 34 per cent of the total number of major deposits, 27 per cent of the contained ounces and 25 per cent of the economic value found.

At Kalgoorlie Consolidated Gold MineÆs (KCGMÆs) Fimiston Operations, located on the periphery of Kalgoorlie Boulder in Western Australia, roughly 7.5 million tonnes of rock are broken each month for the extraction of gold. With the close proximity of neighbours to the mining operations in the Chaffers Cut Back, special blasting techniques and tools were employed by KCGM to manage the blast induced vibrations and noise in this area. The i-konTM initiation system coupled with OricaÆs complementary modelling and analysis tools offered the complete blast management package. With these tools KCGM management and Orica Mining Services commenced an investigation into the benefits of electronic initiation. Prior to the commencement of electronic blasting, initial modelling was conducted to examine the vibration time waveforms and their frequency content, as these were expected to have an impact on vibration interaction with structures such as large buildings and urban dwellings. This work looked at results measured for a previous conventionally (pyrotechnic) initiated blast in the area and compared it to the results obtained when the blast was modelled with electronic initiation and faster timings. The predicted peak particle velocity (PPV) and structural vibration factor (SVF) were calculated. From the results it was concluded that the investigation into using i-konTM electronic initiation system and SHOTPlus«-i blast design software had some real potential to improve blast vibration management on the cut back. The use of the electronic initiation system and complementary software allows intricate timing designs to be accurately placed into blasts. The system has a number of working modes that allow either the precise design timings to be logged automatically into each detonator or to be manually logged where a variation from the design exists. Where such variations from the design occur, the electronic system permits the actual timings used to be uploaded back into the design file. This allows both design and real actual timings to be stored for future analysis or reference.

Gross at the First Ordinary Meeting of the Australasian Institute of Mining and Metallurgy, August 18th, 1952.Mr. President, Ladies and Gentlemen:Confronted with the task of reviewing the progress of Mount Isa Mines Limited, since the inception of the Company 28 years ago, I soon found that effective coverage was a task beyohd me, if I were to confine the address within the limits of time allowable. Faced with the alternative, a summary, that could only fail to -do justice to the subject, I turned elsewherl? for inspiration and found it in Chester Wilmot's book "The Struggle for Europe". Those of you who have read this masterly contribution to the literature of World War II will recall that he takes us, most dramatically, behind the scenes and we learn of the thoughts and ideas that were uppermost in the minds of both allied and enemy leaders at times when decision's that profoundly influenced the course of the war were taken. I felt I could safely follow this rather novel approach to my own problem. Strengthened by the realisation that the technical achievements of the Company have largely been covered over the years, and that the results of our labours are mainly here before you, I have attempted to liven up my modest canvas by going behind the scenes, and have sought to deal with ideas and the reasons for important decisions, rather. than to embark upon a purely descriptive essay.If then, you will bear with me, we shall skip back through the years to the days of struggle that our President's address has so aptly covered, and find that one man's ideas and faith stand out beyond all others. W. H. Corbould must always be credited with having founded the enterprise, for he correctly appraised the potential of the struggling prospect and foresaw what could be done, despite the handicaps of geography, climate and need for heavy expenditure.

A metallurgical balance drawn around a mineral processing plant or smelter must involve all process streams crossing the plant boundary. Modern sampling theory, as formulated by Gy, and sound statistical method can be used to determine the uncertainties in the observed assays for the set of balance analytes and in the mass flow rates of the process streams for the balance period. These uncertainties can then be used together with the material balance equations to arrive at adjusted component mass flows that satisfy the material balances exactly. To determine whether or not the data is consistent with the level of uncertainty in the data and with the material balance equations, a goodness of fit test is applied. This goodness of fit criterion is the principal tool to quantify the quality of the material balances. The mathematical structure of the statistical material balance problem poses a number of challenges. For example, while the variances of the adjusted component mass flows do not vanish, the variances of the sums of the adjusted component mass flows about each balance node do vanish, simply because the balancing computation demands that the balances close exactly. Even though it can be shown that the variances of the adjusted component mass flows are always lower than the estimates for the corresponding unadjusted component flows, it is still not possible to construct a confidence interval on the component mass flow into (and out of) a balance node using the adjusted component flows. On the face of it, such a confidence interval is exactly what is most desired from the balance calculations. The problem arises because the balance problem is a data adjustment rather than a parameter estimation problem. It is possible, however, to calculate the recovery of a component to a product stream and determine a confidence interval for the recovery value. It is also possible to calculate an uncertainty in the mass flow of any balance species in any process stream, before and after balancing.

The mining of iron ore is a high volume low margin business because the value of this commodity is significantly lower than that of base metals. The main metallurgical challenges in most of the iron ore projects proposed for treatment nowadays have been in finding the optimum flowsheet for the treatment of magnetite ores, mixed magnetite-hematite ores and even ores that have banded ironstone formations (BIF). The associated plant designs incorporate very high capacity milling systems to grind the ore down prior to magnetic separation and in being highly capital intensive requires substantial investment in mega processing plants with associated infrastructure to mill down the run-of-mine ore to the desired treatment size for upgrading.To minimise the cost of infrastructure, better beneficiation techniques and technologies are being sought to assist in reducing upfront ROM feed to allow for reduction in overall treatment plant footprint necessary in extracting the desired downstream product. This paper discusses such beneficiation techniques and advancement in technologies for the upgrading of coarse and fine iron ore utilising dense media separation (DMS), jigging, wet magnetic separation, dry magnetic separation, flotation and x-ray processing.Another group of iron ore projects involve the mining of hematite ore below the water table. Often the mined ore is wet and sticky. This combination requires high capacity processing of feed material utilising large scrubbers or attritioning units to effectively remove the slimes component present in the feedstock. The fines removed, usually below 1 mm, are then discarded in large tailings storage facilities. Approaches to recovering the saleable material contained within these fines will also be investigated in this paper. This not only implies possible reduction in slimes discard footprint, but also holds potential benefit in augmenting overall yield and recovery of hematite product.CITATION:van Niekerk, L M, 2013. Many operating hard-rock sulfide mines are predicted to require perpetual post-closure management to prevent environmental degradation. Causes include evaporative concentration of metals and other solutes in pit lakes, and acid rock drainage from sulfide waste-rock, tailings, and pit benches. Dilemmas posed by the prospect of perpetual management include: uncertainty in predictive models typically prevents reliable bounding on forecasts for the timing or magnitude of environmental impacts; comprehensive closure designs that can meet environmental standards may not be economically possible, particularly when applied retroactively to mines permitted under less stringent closure requirements; the publication of site-specific environmental analyses in peer-reviewed journals are discouraged in the current regulatory environment, hindering scientific advancement; and the durability of financial and government institutions cannot be assured for the long-time horizons over which mine impacts are predicted to occur. Re-evaluating mine closure in a framework of sustainable development (as proposed by the Mining Mineral Sustainable Development forum), can resolve, in part, these dilemmas. Key sustainability goals include: assurance of the social and economic well-being of the local community; assurance of the long-term environmental integrity of the region; and establishment of institutions capable of addressing (and learning from) long-term environmental management. Under a sustainability framework, impractical plans for immediate attainment of perpetually-stable closure may be replaced with a fund for long-term management of environmental impacts (eg through contaminant migration controls and exposure barriers), and a set-aside long-term growth reserve intended to eventually fund more complete closure. Fund expenditures would follow Adaptive Managementùa template for environmental-management institutions in which knowledge accumulated and uncertainty acknowledged explicitly. Under adaptive management, trusts would be flexible entities, supporting an evolving program of monitoring, predictive model refinement, and treatment. Periodic value of information analyses would target data collection efforts, refining the balance between predictable cost and uncertainty. This framework could overcome present-day financial shortcomings, enhance the field of environmental science, and meet the needs of future generations through the propagation of capita.

Over the past 20 years within Australia, there have been a number of incidents at mine sites where ammonium nitrate-based explosives have reacted with certain rock types containing sulfide minerals. These rocks have commonly been referred to as æreactive groundÆ. These reactions have frequently led to fires (particularly in ground susceptible to spontaneous combustion) or premature detonation of the ammonium nitrate-based explosives. Clearly, this introduces an element of risk when using ammonium nitrate-based explosives in these areas. Dyno Nobel has been proactive in developing ammonium nitrate-based explosive products that can be used in these types of æreactive groundÆ environments that minimise the risk of premature detonations occurring. A system for assessing æreactivityÆ of sulfide containing rocks has been developed that can be used in the field. Previous literature has been reviewed, identifying Differential Thermal Analysis (DTA) as the most common method for determining the æreactivityÆ of the ground. In the present investigation, DTA has been rejected as a suitable technique for determining ground reactivity, since it measures thermal reactions at higher temperatures over short time periods, conditions that are unlike those in the field. For example, ground at ambient temperature has been found to react with ammonium nitrate-based explosives over long time periods, reactions that are unable to be evaluated using DTA. Other more suitable techniques have been developed to monitor rock conditions that can be measured in the field and give a good indication of potential ground æreactivityÆ with ammonium nitrate-based explosives. Dyno Nobel is currently investigating the reaction mechanisms of spontaneous combustion in reactive ground, the decomposition mechanisms of ammonium nitrate and the role of inhibitors in ammonium nitrate-based explosives. Once complete, this fundamental research will lead to the further development of even lower risk ammonium nitrate-based explosive products for use in æreactive groundsÆ in a variety of mine environments.
