"INTRODUCTION During the war period the Bureau of Mines expanded its investigations on western coals principally in connection with Investigations of raw material resources for western steel production. Owing to the expansion of the steel industry, there was some concern regarding the availability of suitable coking coals; end because of the potential steel shortage, the production of sponge iron, using the lower-rank fuels, was considered. Work was conducted by the Bureau of Mines on exploration projects and on testing of coals both at the Central Experiment. Station at Pittsburgh, Pa., and at the Bureau of Mines Station at Golden, Cole.The results of these investigations are being published by the Bureau in several reports of investigations and technical papers. In making this resume of coal investigations, the work done by the Bureau of Mines at Pittsburgh in the Mining and Coal Carbonization Sections will be discussed and the investigations at Golden described in greater detail.INVESTIGATIONS OF WESTERN COALSThe Mining and Coal Carbonization Sections of the Coal Division, Bureau of Mines, under the supervision of A. L. Teeny es and J. D. Davis, respec¬tively, conducted many field investigations to locate and evaluate new sources of coking coals. Drilling explorations were made in Colorado, Wyoming, Utah, New Mexico, and Washington and revealed two important new reserves of coking coal. The first one studied was the Willow Creek bed at Kemmerer, Wyo., which was reported in 1945.3/ A recoverable reserve estimated at 11,200,000 tons was blocked out, and samples of coal were extracted for coking tests. The coking properties of the coal were not quite equal to those of Sunnyside coal, but it was indicated that a 50-percent blend of the Willow Creek with Lower Sunnyside will produce a satisfactory metallurgical coke based on Columbia steel standards."

The U.S. Bureau of Mines conducted research to determine suitable construction materials for use in brine and steam environments produced from high-salinity geothermal brines. The high-temperature, high-salinity geothermal brines in the Salton Sea Known Geothermal Resources Area (KGRA) are a valuable source of energy and mineral values. The brine and steam produced from them are corrosive and cause early failure of many common materials of construction. Mass-loss and electrochemical corrosion measurements were conducted on over 60 metal alloys in brine and steam environments produced from geothermal well Magmamax No.1, located at the Salton Sea KGRA, at temperatures from 1800 to 2150 C, and in synthetic Magmamax brine at 105° and 232° C. General corrosion, crevice and pitting corrosion, and stress corrosion were examined along with the effects of dissolved gases. The alloys with the most acceptable corrosion performance in high-temperature, high-salinity geothermal environments were the high-chromium ferritic stainless steels, the Inconels and Hastelloys, and the titanium alloys. Specific alloys that performed well in wellhead brine included Fe29Cr4Mo, E-Brite 26-1, stabilized Fe26Cr1Mo, 6X, Inconel 625, Hastelloy C-276, Hastelloy S, Hastelloy G, Ti5OA, TiO.2Pd, and TiCode 12.

This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. "INTRODUCTION Early in World War II, the Bureau of Mines realized that reserves of fluorspar ore at many mines in the southern Illinois fluorspar district were not being developed as rapidly as the old ones were being depleted. At some mines the measured and indicated ore reserves were almost entirely depleted, although geologic factors favored new discoveries. The Leo mine, which had not been worked since 1938, was among this group of mining. The Bureau of Mines, together with the Illinois Geological Survey examined the property, studied the mine records and,geologic factors in 1944, and agreed that exploratory drilling was warranted Funds were,obtained for the work in the fiscal year 1945, and drilling was done; between October 27, 1944, and June 15, 1945.The property was owned in fee simple by the Hllside Fluor Spar Mines at the time exploration was begun in October 1944. Subsequently, in 1945, the Inland Steel Co. acquired of the Hillside property."

Injury experience in the coal-mining industry was worse in 1965 as both the frequency and severity rates of injuries increased 2 and 6 percent, respectively, over comparable data for 1966 (tables 1-8). The retrogression in the safety record during; 1965 resulted frog the less favorable record at bituminous-coal mines, which more than offset the improved injury experience at anthracite mines. The 259 fatal and 11,138 nonfatal injuries occurred at a rate of 45.77 per million man-hours of exposure and resulted in a severity rate of 8,960 days lost per million man-hours. Although the number of fatalities was the second lowest annual total in the recorded history, it was 17 higher than in 1964. At anthracite operations the total of 6 fatalities in 1965 was the lowest annual figure in statistical history. The annual numbers of nonfatal injuries at ill coal mines and the resulting rates of occurrence have varied little in the past 5 years (table 1). The total days lost from all injuries rose from 2.1.3 million in 19b4 to 2.23 million in 1965 (table 5). Fatal and permanent total injuries, with a standard time charge of 6,000 days each, accounted for 1,650,000 days; Permanent partial injuries, 191,932 clays; and temporary total disabilities, 383,911 days. The severity rate for fatal injuries was 6,241, 8 percent higher than in 1964, and the nonfatal severity rate of 2,718 days lost per million man-hours was 2 percent higher than in the preceding year. The average severity of permanent partial injuries ire; 730, or 48 days fewer per injury than in 1964. The average days lost for each temporary total injury was 36 days in each year.

The investigative work described in this report was undertaken by the Bureau of Mines under a cooperative agreement with the department of mining engineering of the University of Illinois and the Illinois State Geological Survey." The purpose of this agreement was to provide for a comprehensive investigation of coal-mining conditions in the State, with especial reference to the possibility of lessening waste in the mining and preparation of coal and of reducing the dangers to which miners are exposed. The Bureau of Mines paid particular attention to those phases of the investigation that were of general interest from their bearing on safety and efficiency in the coal-mining industry as a whole. Thus, it studied the occurrence of gas (methane) in the mines of the southern part of the State," tested the inflammability of the coal dust from many mines, examined the efficiency of the control of ventilating currents, and investigated the factors affecting the humidity of mine air with respect to their bearing on the occurrence of mine explosions. Following the establishment of the fact that under certain conditions dry bituminous coal dust is inflammable, there arose the problem of finding efficient methods of preventing or limiting coal-dust explosions. Experiments in the gas-and-dust gallery at the Pittsburgh testing station of the Bureau of Mines verified the fact that certain dusts that explode violently when dry are rendered inert by proper humidi- .fication of the atmosphere within the gallery, and the importance of humidity as a factor in limiting the inflammability of coal dust in a mine is demonstrated by the fact that there has never been in Illinois a dust explosion during the summer months, whereas the records show a number of dust explosions during cold weather. It is easy to see that the warm moisture-laden air that enters a mine in the summer must deposit moisture on cooling, whereas the cold and relatively dry air that enters in winter must take up moisture as it becomes heated in traveling through the mine.

The following account of wining practices of the Kirkland Late Gold twining Co., (Ltd.), at Kirkland Lake, Ontario, is one of 4 series of papers being prepared by the United States Bureau of Mines on mining practices, methods, sad costs in various districts. The author has prepared this paper with the help and permission of J. B. Tyrrell and W. M. Sixt, the managing director and the mine manager, respectively. This mine is operating at a daily rate of about 150 tons.

In support of its objective to improve mine safety, the Bureau of Mines has searched for better materials and systems to anchor roof bolts. TIlis report describes a study on the effects of mine waters upon accelerated gypsum, one of the materials under consideration. The accelerated gypsuw dissolved at an appreciable rate relative to an assumed 10-yr life span of a roof bolt. Surface orientation, initial ion concentration of a dissolving solution, and flow rate of the solu-tion had substantial effects on the dissolution rate. Factors such as water-cement ratio, accelerator content, wax capsule additions to the gypsum in cartridge-installed bolts, surface area, temperature, and curing duration had little effect. In an actual roof-bolt environment, dissolution will occur in static solutions to the solubility limit of gypsum (~2 giL) and cease, result-ing in minimal damage; but in flows of unsaturated solution as slow as 1 L per month, a loss of up to 10 pct will occur in 2 yr. Since miners cannot readily measure the flow or ion concentration of static-appearing water at every roof-bolt site, all such water must be assumed to be pure and flowing. It is recommended that gypsum-bonded roof bolts be confined to dry roofs only.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. Continuous experimentation utilizing a 3- by 36 - foot rotary kiln was conducted to demonstrate the feasibility of simultaneous induration and reduction of magnetic taconite concentrate . Lignite , or lignite - anthracite mixtures , and green magnetite pellets (64.2 percent Fe , dry basis ) were heated in a rotary kiln to about 2,100 ° F. After separation from excess reductant , the product pellets were found to be highly reduced and acceptably hard . A total of 140 tons of prereduced pellets with an average Fe content of 79.0 percent was produced at Minneapolis and smelted in the Bureau's experimental blast furnace at Bruceton , Pa . Two additional supplies of prereduced pellets were obtained from The Steel Company of Canada , Ltd. , Hamilton , Ontario , which contained 83.8 and 91.3 percent Fe , respectively . Smelting of prereduced pellets was compared with that of unreduced pellets obtained from The Hilton Mines , Shawville , Quebec , and from the Erie Mining Co. , Hoyt Lakes , Minn . Blast furnace tests established that a substantial decrease in coke rates and higher production result from the use of prereduced pellets .

"INTRODUCTION The Bynum property is about 15 miles west of Gadsden and 1 mile north of Walnut Grove, Etowah County, Ala. The ore lies in layers and as irregular masses and pockets in the clay residue from decomposed quartzite and limestone formations to the district.The property has been developed by means of numerous shallow shafts sunk to water level - about 25 foot. Operations are confined to small-scale, selective mining of pockets of high-grade ore. The ore is marketed directly, without beneficiation. The property does not yield a large amount of manganese ores. No estimates of reserve ore tonnages are available.A 206-pound sample was furnished for test. It was taken at random from a stock rile estimated to contain 130 tons of ore. The sample con¬sisted of a mixture of manganese oxides, iron oxides, and siliceous fragments in clay. The manganese occurred largely as soft, unconsolidated pyrolusite and wad. Some hard, crystalline pieces of psilomelane were distributed through the soft material. Small amounts of iron oxides were associated with the manganese oxides. Chert, quartzite, and clay comprised the gangue minerals.Dry analysis of the sample was as follows: 36.0 percent manganese, 6.1 percent iron, 2: .0 percent silica, 1.5 percent calcium carbonate, 0.36 percent phosphorus, 3.0 percent alumina, 2.2 percent barium, and 0.31 percent zinc."

Cameroon's mining industry continued to be dominated by crude petroleum. The value of petroleum output was estimated at $1 billion.2 The 1982 gross domestic product (GOP) was approximately $8.4 billion. During 1981, crude oil export revenues increased in value 30%, comprising approximately 56% of Cameroon's total export earnings. The 1982-87 5-year plan emphasized, hydrocarbon and agricultural development and targeted the exploitation of bauxite and clay deposits. New petroleum legislation was promulgated on November 26, 1982. Public Law No. 82-20 detailed hydrocarbon companies' obligations concerning oil and gas discoveries and exploitation. In general, the Cameroon Government has participated in joint ventures with private companies and has levied a 57.5% petroleum tax plus adjustable royalties. Exploration expenses were paid by concession holding companies, and the Government in the past has reimbursed 50% of expenses under certain conditions.

This is the third of the series of reports on coal-mine royalties and leasing conditions in Illinois. The results of the study of District VI were published as Serial No. 2726, January, 1926, and those of District VIII as Serial No. 2745, April, 1926, of the Bureau of mines. The counties of Macoupin, Sangamon, and Montgomery, which are three of the principal coal-producing areas in the northern part of District VII, have been chosen for this report because these counties cover an entirely different part of the State than do the two districts already covered. Some leases in, Randolph and Washington counties are included as they are in the southern part of the district, and the data happened to be readily available.

A study of the accident statistics in the coal mining industry convinces one that an organized effort must be put forth to prevent the vast destruction of human life in this industry . The fatality rate in Pennsylvania has not improved in the past several years and during 1928 it was higher than the average for the period 1916 to 1927 , inclusive . Although the accident rate for this State is less than that of the coal mines of the United States as a whole , nevertheless the rate is unduly high ; however , there are many companies which have exceptionally good records as regards both fatal and nonfatal accidents . A study of the methods used by some of these relatively good- record companies to reduce accidents in their mines shows that they exert an organized effort to prevent accidents , and that their safety organizations usually affect every employee in and about the mine from the highest official to the check boy . The chief executive must be actively and personally interested in accident prevention if real safety results are to be obtained ; when he shows this interest it is almost invariably reflected in the officials under him and throughout the organization . Safety organizations vary in form and are readily changed or adapted to the varying conditions found in the bituminous field . The companies whose organizations were studied in preparing this report are all getting good results , and it is their opinion that the safety organizations have been a big factor in obtaining these results . At their request the identity of some of the companies whose organizations were studied has not been divulged in this paper , but this does not affect the value of the information concerning their safety organizations .

This report describes Bureau of Mines research that led to the design, prototype fabrication, and successful proof-of-concept testing of an improved stench fire-warning system for underground noncoal mines. Stench systems are the most widely used means of warning driers in underground noncoal mines of fires or other emergencies. A stench system alerts miners that an emergency condition exists by injecting an odorant into the mine air. Although stench warning systems have been used successfully for over 60 yr, present systems suffer several serious shortcomings, including odorant toxicity, unreliability of warnings, widely varying stench concentrations, and others. In 1980, the Bureau began a research program to upgrade the stench warning system. The resultant system overcomes the deficiencies of existing systems by substituting tetrahydrothiophene for the commonly used ethyl mercaptan stench odorant, and through the use of a specially designed stench injector. The improved injector reliably meters stench fluid into either ventilation-air or compressed-air streams at a precisely controlled rate. Prototype hardware has been fabricated and proof-of-concept tested under bath laboratory and in-mine conditions.

The 22d annual survey of the packaged-fuel industry by the Bureau of Mines, United States Department of the Interior, revealed that 26 plants in 8 States were in operation and reported production in 1956. The demand for packaged fuel in the United States has declined gradually since the end of World War II, and the number of operating plants has decreased from 70 in 1946 to 26 in 1956. Annual productive capacity of the industry has decreased also during this period, and the decrease in capacity was about proportional to the decrease in operating plants. Packaged-fuel plants are relatively small, and 85 percent of the active plants in 1956 had an annual capacity of less than 10,000 tons. The same situation prevailed in 1946, when 84 percent of the plants had a capacity of less than 10,000 tons. Total capacity for the 26 active plants in 1956 was 174,600 tons, an average of 6,715 tons per plant. Operating rates in 1956 were the highest since 1951, and the rate of production for the industry averaged 37 percent of capacity.

Means of improving the U.S. Bureau of Mines Brattice Window Method have been investigated by Goodyear Aerospace Corporation (GAC). An extensive series of laboratory tests at GAC and a series of tests in three operating coal mines of the Bethlehem Mines Corporation were conducted. The GAC laboratory tests defined the window coefficients and the accuracy of the method using different measuring techniques for a range of window sizes and shapes with window areas from 0.0873 to 4.0 square feet for flow velocities through the windows of from 100 to 1000 FPM. The results indicated that for the range of window sizes and window flow velocities investigated a single window coefficient value can be used with little error for each window size and for each flow direction, for the investigated range of window flow velocities. The mine tests developed techniques for quickly erecting the Temporary Test Stopping (TTS) in a cross-out, making the measurements, taking down the TTS and moving it and the test equipment to the next cross-cut. The time period for the total cycle ranged from 15-45 minutes depending on the properties of the cross-cut's surfaces. The total weight of the TTS and test equipment carried by the two miners conducting the tests was approximately 40 pounds. Correlation was obtained between the sum of the leakage values past 10 consecutive individual stoppings using the brattice window method and the value for the difference in the airway flow values before and after the 10 consecutive stoppings when the value for the sum of the leakages for the 10 was significant when com¬pared to the airway flow values. The mine tests reiterated the importance of using the largest TTS window(s) consistant with making accurate anemometer measurements for the best results with the brattice window method.

The importance of recovering more oil from known petroleum reserves has placed increasing emphasis on the application of secondary producing methods. One of the most successful of these has been the injection of water into depleted oil reservoirs. Water flooding is now recognized as a valuable conservation measure that not only prevents the premature abandonment of stripper leases but also is credited with reviving operations in many oil-producing areas previously abandoned. The injection of water into an oil-producing zone as a method of stimulating oil production was legalized in Kansas in 1935. Although water flooding had been attempted previously in other parts of the State, 1935 marked its introduction into the shallow stripper area of eastern Kansas. Two years later flooding was begun in the five-county area that is described in this report. Figure 1 is a map showing the water-flood areas in Allen, Bourbon, Crawford, Labette, and Neosho Counties, Kans. To July 1, 1955, the 77 projects in the oil fields of these 5 counties are credited with recovering an estimated 12.3 million barrels of oil that would not have been produced by methods used previously. These projects are expected ultimately to cover 10,700 acres, of which only 5,400 has been flooded to date.
