"INTRODUCTION The investigation of the general hazards of combustible gases and vapors in manholes owned by the Edison Electric Illuminating Co. and the study of methods for eliminating these hazards, conducted by the Bureau of Mines, the Edison Electric Illuminating Co. of Boston, and the Boston Consolidated Gas Co. since 1929, was continued during 1933.From May and through December 1933 these tests were supplemented by a study of the manholes of the New England Telephone & Telegraph Co. The test crew was under the direct supervision of John Campbell, superintendent of the Special Service Department of the Edison Electric Illuminating Co., and F. M. Goodwin, vice president of the Boston Consol¬idated Gas Co.The procedure of sampling manhole atmospheres and of shipping the samples to Pittsburgh was the same as that used heretofore. In previous reports the relative explosibility of the samples was calculated by adding the percentages of the illuminants, hydrogen, carbon monoxide, methane, and ethane, dividing the total by 6.5, and multiplying by 100. Experience has shown that the factor 6.0 is more nearly correct; therefore, this has been used in calculating the relative explosibility of all the samples listed in appendix A and B of this report. A sorption apparatus for measuring the equilibrium sorption isotherm and the rate of diffusion of methane from fine-sized coal was designed and constructed. Preliminary work that used Pittsburgh and Pocahontas No. 3 coal shows that the diffusion coefficient varies with pressure and that the fracture spacing in these two coals is substantially different.

The Bureau of Mines investigated chlorination of domestic ilmenites in a fluidized coke bed at temperatures of 950° to 1,150° C. Objectives were to develop an effective process for producing TiC14 suitable for TiO2 pigment and to reduce pollution by collecting and treating waste byproduct chlorides. The reactor for these tests was a 10.2-cm-diam quartz tube heated externally by electrical resistance heaters. It contained coke beds of from 35.6 to 82.5 cm in depth that were fluidized by 13 to 25 l/min of chlorine. Ilmenite concentrate powders were introduced at the bottom of the fluid-bed reactor, using the chlorine gas stream as a carrier. Test results showed that greater than 90 pct of the ilmenite reacted at optimum conditions and recovery of TiC14 ranged from 95 to 99 pct of stoichiometric. A temperature-controlled cyclone was used to remove high-boiling-point chlorides such as MnCl2, MgCl2, and FeCl2, and also collected fine unreacted ilmenite and coke dust. Impure TiC14 and FeC13 were separated by collecting the, iron chloride in a condenser con-trolled at 200° C. Titanium tetrachloride vapor was cleaned by passage-through a salt-column filter followed by condensation in water-cooled and refrigerated condensers. Liquid TiC14 was purified further by well-known industrial methods to meet specifications for pigment-grade chloride. Integrated tests were conducted in which chlorine, produced by dechlorination of FeC13 with oxygen, was recycled and used directly in a fluidized-bed chlorinator.

A half-ton experimental coke oven was installed at the Southern Experiment Station, Tuscaloosa, Ala., in 1948. Designated as the Tuscaloosa oven, this unit features a 17-inch carbonizing chamber, globar heating elements, and silica-brick walls designed to simulate as closely as possible the carbonizing conditions for commercial, slot-type ovens. The reasons for constructing an oven of this Size, the details of the design, and the operating characteristics of the oven have been given in previous publications.3/4 The present report deals with the reproducibility of test-oven data and the effects of variations in flue temperature on the physical properties of the cokes produced. Also included are the results of 2,400° carbonizing tests for several coals and coal blends not included in the earlier reports.

Mineral raw materials, labor, capital, and technology form the basis of industrial production. The augmentation of one or all of the elements--labor, capital, and technology--will result in industrial growth. Thus, an increase in the labor force would increase output. A similar result would be achieved by expanding capital investment and supplying labor with more equipment. Finally, industrial growth can be achieved by introducing more productive methods and techniques born of technological advancement. The Soviet Union has employed these elements in many patterns to catapult from an agricultural to an industrial economy in four decades. The early history of the Soviet Union was marked by limited capital and borrowed technology, forcing the Soviets to concentrate on an abundant labor reserve to support the industrial program. The source of this reserve was the rural population. In [1928], 80 percent of the working population was employed in agriculture. This figure dropped to 43 percent by 1956, whereas industrial employment in the same period increased from 8 to 31 percent.3/

Accurate flammability and ignitability data for chemicals form the cornerstone of procedures used to assess the hazards associated with commercial chemical production and use. Since 1967 the ASTM E27 Committee on the Hazard Potential of Chemicals has issued numerous, widely used consensus standards dealing with diverse testing and predictive procedures used to obtain relevant chemical hazard properties. The decision to issue a standard rests solely with the membership, which consists of representatives from industry, testing laboratories, consulting firms, government, academia, and instrument suppliers. Consequently, the procedures are automatically relevant, timely, and widely applicable. The purpose of this paper is to highlight some of the widely used standards, complemented with hypothetical but relevant examples describing the testing strategy, interpretation, and application of the results. A further goal of this paper is to encourage participation in the consensus standards development process. The paper is published in two parts. The first part (in the preceding issue of Process Safety Progress) dealt with the E27 standards pertaining to thermodynamics, thermal stability, and chemical compatibility. The Bureau of Mines developed a mathematical model to predict the oxygen requirements for a miner evacuating a mine. The model accounts for variations in the miner's escape speed with mine airway height, and for the empirically determined expressions for the weight-specific oxygen uptake rate for upright walking, stooped walking (duck-walking), and crawling. A Fortran computer program that is user oriented was prepared based upon the model's constitutive equations. Specific instructions for utilizing the program, as well as applications to miner evacuation from a mine, are presented.

The production of sponge iron is one of the earliest arts in the metal¬lurgy of iron and steel. The idea of producing iron direct from ore at temperatures lower than the melting point of, the iron has persisted throughout the centuries. The purpose of this paper is to present a general picture of the methods, proposed or tried within the past 100 years, for producing sponge iron by treating hot ore with heated reducing gases. The abundant literature has been abstracted, and quoted freely. Publications concerning more detailed information on the various methods are referred to in the footnotes and in the bibliography.

This research was conducted as part of the U.S. Department of the Interior, Bureau of Mines program to recover metals, glass, and a combustible fraction from municipal solid waste (MSW). The objective of this analytical study was to determine the concentration of antimony, arsenic, and mercury in samples taken from various sampling areas in the Bureau of Mines raw refuse recycling plant and to compare these values with those for coals used in the generation of electricity. To provide the necessary analytical data, sensitive reproducible ashing-chemical digestion-atomic absorption procedures were adapted from published procedures. It was determined that antimony and mercury concentrations in the combustible fraction of MSW are approximately an order of magnitude higher than those found in coals presently used for power generation;' the arsenic concentration is similar in both fuels.

1. The investigation shows that there are two coal beds of major importance in Perry County from the standpoint of present production -Flag and Fire Clay -and two beds of minor importance -Haddix and Hindman. The Flag and Fire Clay beds contain the largest remaining known reserves. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of coal in place, are estimated at 840 million short tons as of January 1, 1954. Of this total, 720 million short tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, these should be added to the total estimated reserves.

The National Safety Competition , a safety contest conducted annually by the Bureau of Mines , United States Department of the Interior , to promote safety at mines and quarries , has just resulted in the award of safety trophies , known as the " Sentinels of Safety" , for 1939. Awards were made to a bituminous- coal mine in Wyoming , an anthracite mine in Pennsylvania , a metal mine in Michigan , and a nonmetallic -mineral mine in Alabama ( all being underground mines ) and to anopen-cut mine in Minnesota and a stone quarry in Michigan. The awards signify that the recipients won first place in their respective groups in an accident-prevention contest by operating during 1939 with the smallest loss of time in proportion to the total number of man-hours worked at the mine or quarry . Each of the trophy-winning companies for 1939 operated his property without a disabling injury to an employee , except at the anthracite mine , whose record , while not free of accidents , was better than that of any other mine in the anthracite group . The " Sentinels of Safety" trophy is a bronze statue of a mother and infant welcoming the father safely home after his day's work in the mine . Six trophies were provided by THE EXPLOSIVES ENGINEER magazine to be awarded annually by the Bureau of Mines . These trophies remain in the custody of the mining companies for 1 year , after which the trophies are transferred to the winners of the succeeding year's contest . A replica of the trophy is provided for permanent retention by the company surrendering the bronze trophy . In addition to the award of the safety trophies for 1939 , each man employed at a winning mine or quarry receives from the Bureau of Mines a certificate of honor in recognition of his part in helping his company to win the trophy . Companies ranking second , third , fourth , or fifth in their respective groups , and all mines and quarries whose records were free of disabling ( losttime) injuries and showed at least 30,000 man-hours worked during the contest year were awarded certificates of honorable mention . Mines and quarries that won the " Sentinels of Safety" trophies for 1939 and those that were awarded certificates of honorable mention are indicated in the following paragraphs .

This report covers the magnetic surveying done in the Plattsburg area , which was part of a general survey, of magnetite deposits in New York State . Other areas being surveyed are the Star Lake district , St. Lawrence County ; Brewster district , Putnam County; and the Sterling district , Orange County. Reconnaissance indicated an area about 3 miles long and 1,200 feet wide , but detailed surveys have been completed on only a portion of that area . In several districts , surveys of this type have served as a basis in the selection of areas for exploration by diamond drilling by the Bureau of Mines .

During the course of an investigation conducted by the fuel section of the Bureau of Mines , on a hand- fired return- tubular boiler plant , it was found that the average cost of fuel to produce 1,000 lb. of steam was $ 0.5287 . Tests conducted after some simple changes had been made in the furnaces , and in the control of the boilers , showed the previous high cost of fuel per 1,000 lb. of steam could be reduced to the reasonable figure of $0.3540 , or the equivalent of over 30 per cent saving in fuel cost .

Representation of actual oil yields from sections of the Green River formation oil shales by two types of drill - cutting samples was evaluated . Average oil yields of single sets of mud cuttings from hydraulic rotary drilling in Colorado and gas cuttings from pneumatic rotary drilling in Utah were compared statistically with yields of core samples taken from adjacent holes . Oil yields from gas cuttings were identical to oil yields of core samples . Mud cuttings appeared to represent a section of the formation conservatively , the deficiencies increasing with increasing richness of sample . Because a large amount of the oil - yield data currently available for the Green River formation is based on mud- cutting samples , development of a valid correction method by additional testing is needed .

This report reviews the phosphate deposits, mines, and industry, and prospects in 10 districts covering most of the Montana phosphate field. These districts are discussed individually, and an evaluation of the resources and potential of each is presented. Phosphate rock produced from underground mines in the Garrison district is shipped to Canada for processing to fertilizers, utilized locally for production of animal feed supplement, and pulverized and sold for direct application to the soil. Production from the Melrose district is shipped to Silver Bow and processed to elemental phosphorus. The Maxville-Philipsburg district is destined to become a major producer with the development of the Douglas Creek mine and beneficiation plant by Montana Phosphate Products Co. Montana ranks fourth after Florida, Tennessee, and Idaho in total annual production in the United States. Production him increased from about 60,000 long tons of acid-grade phosphate rock in 1940 to more than 660,000 tons of acid-, beneficiation-, and furnace-grade ore in 1961. Montana has the second largest potential resources in the Western field; in the area south of Butte there are approximately 1.2 billion tons of phosphate rock (+18 to +31 pct P2O5) available above and within 100 feet below entry level; and in the northern part of the field there are about 67.6 million tons available above entry level. In contrast to Idaho, most of the phosphate deposits in Montana are best suited to underground mining.

"Magnetite iron deposits on Tolstoi Mountain were examined as part of the investigations by the Bureau of Mines of iron and copper ores on Prince of Wales Island. The Tolstoi Mountain project was a part of a program for investigating mineral deposits in Alaska, under the general supervision of R. S. Sanford, acting branch chief.A preliminary examination was made by S. P. Holt, mining engineer of the Bureau of Mines, in company with John Reed, L. A. Warner, and W. S. Twenhofel of the Federal Geological Survey, on July 14, l943. Three samples were taken, rough estimates were made, and it was proposed that the area be mapped, topographically and geologically,. Dip-needle work was added to the program, and it was decided that, should results warrant, the deposits would be diamond-drilled.From March 26 to May 28, 1944, the deposits were examined thoroughly by Bureau of Mines personnel under the direction of the author. Thirty-two acres were mapped with contour intervals of 10 feet, grids were established covering the principal outcrops, over 1,500 dip-needle readings were secured, and the magnetite bodies were outlined. Additional information was gathered by trench inch and channel-sampling, 600 linear feet of trench being dug and 32 channel samples being cut. Finally, the mapped area was checked for nonoutcropping deposits by taking dip-needle readings at 10-foot intervals along the traverse lines, creeks, trails, and all outstanding topographical features. This re-connaissance work gave sufficient coverage of the 32 acres to eliminate the possibility of further magnetite bodies of any consequence remaining undiscovered.Acknowledgment is made to Nile Johannsen, assayer, Territorial Department of Mines, Ketchfkan, Alaska, for determination of samples.The deposits are on Prince of Wales Island in Southeastern Alaska near Tolstoi Pay, a deep-water indentation at the northwest and of Kasdan Peninsula. The physical features are shown on figures 1 and 2 and the location of the deposition figure 3. Old workings were found on the west side of Tolstoi Mountain; between elevations of 650 and 1,150 feet, at distances of 3/4 to 1-1/4 miles from the east shore of Tolstoi Bay.Access to the area is over a brushed foot trail built by the Bureau of Mines. Topography would permit construction of either surface or aerial tramways at moderate cost but would make road building expensive. Deep-water navigation, permitting inexpensive water transportation, is possible the year around.Kasaan Peninsula is an area of moderate relief, being considerably less rugged than the mainland to the east. Most of the mountains and ridges are less than 2,500 feet in height and show evidence of having been covered by the ice cap of the Pleistocene age. Rock exposures below elevations of 2,000 feet are limited, as extensive overburden 2 to 20 feet deep covers the greater part of the peninsula."

Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. This report documents laboratory and in-mine analyses of diesel exhaust pollutants carried out to assess the fate of potentially reactive species in the mine environment. Specifically, the concentration of stable compounds including carbon monoxide and carbon dioxide, and potentially reactive compounds including nitric oxide, nitrogen dioxide, sulfur dioxide, aldehydes, formaldehyde, acrolein, formic acid, odorants, particulates, soluble sulfates, and polynuclear aromatic hydrocarbons were determined. The concentration and mass emission rates of these compounds were measured in the laboratory under three engine speed and load conditions and with three exhaust control conditions, i.e., none, catalyst, water conditioner. Once calibrated, the engine was installed in the Bureau of Mines Safety Research Coal Mine and the concentration of exhaust pollutants measured at several distances downstream (inby) of the engine. Laboratory results confirm the relatively small effect of exhaust control devices on most pollutants under engine conditions of low speed and load. At higher engine speed and load, the catalyst is more effective in controlling many pollutants. The in-mine data indicates that during residence times, which are typical for miner/exhaust contact, most diesel exhaust pollutants do not decrease in concentration. The obvious exceptions are nitrogen dioxide, sulfur dioxide and formaldehyde. The concentration of these pollutants is reduced by up to 75 percent in five minutes. The lack of increase in levels of obvious reaction products indicates that surface loss may be a major sink for these pollutants.

Progressive mine management is placing increased emphasis on improved ventilation as a contribution to better safety , health , and productivity of miners . Management is on the alert for means of bettering the working environment by increasing the flow of air and distributing it more effectively to the working places , having in mind the necessity of avoiding exorbitant ventilation costs . A basic need in planning betterments of this kind is knowledge of existing rates of flow and air pressures , infCoorrmmaattiicon that is supplied through ventilation surveys . Some companies make partial surveys from time to time , but few make complete surveys on a routine basis . This report describes the practice of a large British anthracite -mining company , which operates 24 collieries in South Wales , in carrying out a routine program of ventilation surveying . Ventilation characteristics and climatic conditions in the working places of its collieries are determined at frequent intervals with a view to increasing the effectiveness of ventilation and protecting the health of workers . It is thought that many of the points of the procedure used in making the surveys and in compiling and reporting the results will be applicable to American practice and that a discussion of the program may be helpful to colliery managers who are planning similar work .

That fatalities from mine explosions can be very much reduced from the experience of past years if not wholly eliminated was fairly well demonstrated during the fiscal year ended June 30 , 1934 , there being only 28 deaths in the United States from explosions during this period . This is by far the lowest number of fatalities from explosions in the history of coal mining in the United States insofar as records are available . Although the frequency of occurrence of explosions has not decreased greatly during the past 6 years , there has been a marked decrease in severity , indicating that our coal -mining people are taking more effective precautions to prevent the spread of explosions . Pennsylvania is a good example of what may be done in reducing both the frequency and the severity of explosions ; by the adoption of up- to - date safety measures , Pennsylvania bituminous mines now have the enviable record of only one major explosion disaster in more than 5 years , and the one major explosion which did occur cost but 7 lives although 277 persons were exposed ; their lives were saved because rock- dusting prevented the spread of the flame and violence . Many of our other mining States are making definite progress in working mines without disastrous explosions and fires ; some of these , like Alabama , West Virginia , Indiana , Wyoming, and others now operating with few , if any , explosions , have had anything but a favorable record in the past .
