Discussion by J.L. Weeks Discussion I wish to comment on Kissell and Sacks's paper "Inaccuracy of area sampling for measuring the dust exposure of mining machine operators in coal mines." It is well established in industrial hygiene that area sampling is not an accurate measure of personal exposure. To measure personal exposure, one must use a personal sampler. Kissell and Sacks, using data from coal mining, reached the same conclusion. This is the right answer but it is the wrong question. This issue arises because the machine-mounted respirable dust continuous monitor (MMRDCM) is being considered to monitor coal-miners' exposure to respirable dust. This device may be mounted on a continuous mining machine, and it would take a modified area sample. I refer to it as "modified" because a mining machine is not really a fixed location, as is the typical area sample. The concern with whether this machine would provide an accurate estimate of the machine-operator's exposure, however, overlooks important features of the MMRDCM. Specifically, it displays dust concentration as it occurs and at the place where it is needed, not 10 days later, as is the case with the current system. Used in this way, it allows for timely intervention to control exposure to dust and it leads to greater first-hand knowledge of specific conditions and mining practices that result in excess exposure. If one knows the dust level is excessive at the time the dust is being generated, it is possible to use known and effective methods of dust control to reduce exposure. By measuring again, one can determine whether control methods have worked. This is a generic procedure followed in any industrial process: measure, adjust and measure again. It leads to more effective and more efficient dust control and is preferred to taking a sample, waiting 10 days for the results and then trying to apply that information to a situation that no longer exists. The MMRDCM also records the dust level automatically, and it runs continuously, making it harder to tamper with. Dust monitoring in underground coal mines has been corrupted by some operators having submitted fraudulent samples (and being convicted on criminal charges because of it), weakening the credibility of the current system. The MMRDCM is, in part, a response to this corruption, and an effort to focus attention on dust levels and dust controls rather than on the perpetrators of fraud. Use of the MMRDCM is an evolutionary change from the current system. With the current system, one takes a personal sample of exposure of the "designated occupation" (DO, defined at 30 CFR 70.2 (f)), the occupation regularly exposed to the highest level of dust on a section. Typically, on sections using continuous mining machines, this is the mining-machine operator. The rationale behind DO sampling rests on some of the findings that Kissell and Sacks report. They reviewed several studies that showed that dust concentration varies with location on a mining section and that there is a concentration gradient with the highest concentration occurring closest to the face. The logic behind DO sampling strategy is that if the dust concentration at the place where it is highest is below the exposure limit, then concentration elsewhere on the section is also below the limit. A computer-oriented systems simulator (CMHS) has been developed for analysis of continuous materials handling systems. Special emphasis has been placed in the model on several features which are unique to these systems. These features include periodic pattern of material arrival from several sources, several types of material to be transferred, material dispatch processes, intermediate storage capacities, and multiple material destinations. Both the deterministic factors of the continuous material handling system such as the physical decomposition of the system and the scheme and schedule of its operation and the stochastic factors such as variations of material arrival, material pattern on the conveyor, and avail-abilities of the system elements are considered in the simulator.

Resource Enterprises, Inc. (REI) is exploiting the coalbed gas resource by working in unison with active underground mining operations. At REI?s pilot project at the Soldier Canyon Mine, Carbon County, Utah, REI has drilled nearly 15,250 m of horizontal in- seam and slant boreholes during the initial two years of drilling activity. Produced gas has been sold to a natural gas transmission company on a continuous basis since mid 1983.

I. INTRODUCTION During the past few years, the state of the art of disposal of solid and liquid waste products from uranium mining and milling operations has experienced some rather interesting and significant changes. Some of these changes have resulted from technological advances in the milling operations and in the engineering aspects of the actual design and construction of the disposal facilities. However, the most significant changes, at least those which have had the greatest impact on the comparative cost and economics of modern disposal systems, have been environmental requirements and regulatory controls, which have become increasingly stringent in recent years. Without delving into the details of the myriad of new laws and regulations which now control the uranium industry, it can be stated with reasonable confidence that one of the principal purposes of more rigid state and federal controls over this industry is the basic desire to promote safer, more reliable and longer term means of effectively controlling and disposing of the potentially objectionable waste products resulting from uranium mining and milling operations. It is difficult to take issue with these basic goals because their need was spawned by past lack of awareness and inattention on the parts of both government and industry to the long term environmental problems and potentially hazardous conditions which can be created by limited planning and ill-conceived or poorly controlled and executed disposal practices. On the other hand, despite the good intentions of those who developed and those who are administering the regulatory controls now in effect, the basic danger exists that overgeneralization of the approach to disposal problems and overrestriction of the potentially acceptable solutions for uranium mine and mill waste disposal could have a significant, adverse economic impact on the mining industry and the ultimate consumers of their products. The regulatory pendulum, which perhaps swung too far toward lack of controls over uranium mill waste disposal in the 1940's, could now well be headed too far in the opposite direction, that is toward over-regulation in the form of restrictions based on technically unrealistic or weakly supportable

Twenty-five years ago, when I began my sales life marketing minerals, there was little or no contact between sales people and production people. In those days, it was not uncommon for me, as a salesman, to learn of production problems existing in my company from my customers. Today, in my opinion, any successful mining company must keep production people fully aware of circumstances that effect service to the users of the product. Basically, feldspar is presently consumed by the glass and pottery industries the same as 100 years ago. The consuming public little realizes the origin of so many things they use daily and take for granted. Feldspar is utilized in the glass that contains our Coca-Cola, Pepsi, wines, liqueurs, beer and the assorted gob¬lets from which we drink these lovely brews, the industrial glass upon which all industry depends, the bathroom plumbing fixtures that make life so different from the days of the out-house, the beautiful and durable china we enjoy at mealtime. The electricity we use requires insulators that demand feldspar. In our home ap¬pliances, automobiles, toys and airplanes, we find feldspar. I could go on and on, hopefully soliciting your help in making our taxpaying and non-taxpaying fellow man aware of the burdens he may acquire when unthinking, over-enthusiastic environmentalists foist unnecessary hardships upon the mining industry. Feldspar is marketed primarily sized from 20 mesh to 325 mesh. The glass industry requires feldspar ground 20 mesh to 40 mesh size; the pottery industry requires material from 150 mesh to 325 mesh size. One large glass plant may require up to 100 tons per day and more, whereas a small plant may use less than 5 tons per year. GENERAL DESCRIPTION Shrinkage or shrinkage stoping refers to any mining method in which broken ore is temporarily retained in the stope to provide a working platform and/or to offer temporary support to the stope walls during active mining. Since ore "swells" when broken, it is necessary to shrink the muck pile a corresponding amount by draw¬ing some of the broken ore out as the stope is advanced-hence the name. Broken ore retained during stoping is drawn out after the stope has reached its limits. The stope may be left empty or may be filled with waste contemporaneous with, or subsequent to, the final draw. Traditionally the method implies conventional overhand stoping methods with miners working between the muck pile and the stope back, in a space which advances updip with mining and is maintained by balanc¬ing "swell" with "shrink." The shrinkage classification is also applicable to so-called "semishrinkage" methods in open pillar-supported stopes where broken ore is temporarily retained as a working platform but offers no wall support; and to various blasthole shrinkage methods which utilize broken ore temporarily retained in the stope for wall support, but which do not require miners to work from muck pile in the stope. The method is generally applied to steeply dipping veins of strong ore between strong walls. APPLICATION Geometry The geometry of a shrinkable vein is described in terms of dip, width, and regularity along dip. Overall strike and dip dimensions and irregularities along the strike generally impose no restrictions on the method. Dip is ideally 1.2 to 1.5 rad (70 to 90°). As dip falls below 1.2 rad (70°), the shrinkage draw begins to strongly favor the hanging wall side, thus leaving a poor working platform for conventional overhand work. This is particularly true in relatively wide stopes. The sup¬port afforded to the hanging wall also diminishes with decreasing dip, reaching nil as the dip approaches the repose angle of broken ore. Dips below 0.78 to 0.87 rad (45 to 50°) are not generally shrinkable except by open stope "seinishrinkage" methods. Minimum mining width is fixed by working space requirements in the stope-generally about 1 m. Shrink¬age in narrower veins requires that waste rock from one or both walls be broken with the ore and the attendant dilution accepted to achieve the minimum width. Nar¬row stopes are less suitable, encouraging hang-ups and bridging of broken ore, with the attendant problems of erratic draw and incomplete recovery of broken ore. Maximum practical width may be 3 m or less to over 30 m, depending upon the competency of the ore and its ability to stand unsupported across the stope back. This is a vital safety consideration in conventional over¬hand stopes, but is much less of a factor in blasthole shrinkage methods. Very wide veins and massive ore bodies have been mined by transverse vertical shrinkage panels separated by transverse vertical pillars which are either abandoned or recovered later by other methods. Regularity along the dip is a prerequisite of shrink¬age as there must be no serious obstruction to the flow of broken ore downward through the stope to the sill level. Gentle rolls along the dip are acceptable if the local footwall dip everywhere exceeds 0.78 to 0.87 rad (45 to 50°). Off-dip hanging wall and/or footwall splits can generally be mined selectively from a conventional shrink stope as they are encountered without ad¬versely affecting subsequent continuation of shrinkage mining updip on the main vein. Vertical offsets or major rolls along the dip which cannot be "smoothed over" generally require that a sublevel be established with new draw control development. Blasthole shrinkage methods are much less flexible (and thus less selective) in their ability to accommodate any of these irregularities. Ground Conditions The wall rock must be strong enough to stand with the minimal support afforded by the dynamic mass of broken ore in the stope. During active mining, local sloughing from the walls is restrained, but the broken ore affords little, if any, useful resistance to closure of the stope walls. Such squeezing, if present, may bind up the stope and cause the loss of much ore. Pillars left between and/or within stopes are effective in preventing closure but reduce overall recovery. Walls may be re¬inforced by bolting after each stope cut in conventional shrinkage but not in blasthole shrinkage. Ore in place must be strong enough to stand with no natural support across the stope width, although tem¬porary artificial support or reinforcement may be used locally in conventional stopes. Some spalling or sloughing is permissible in blasthole shrinkage as men are never present in the stope. Physical and/or mineralogical characteristics of the broken ore may impose restrictions on stope design and/or operational plan¬ning, and may even preclude the use of shrinkage al¬together. Examples include: ores which, when broken, are cohesive or which tend to pack or cement together under the influence of ground water, wall pressure, and/ or chemical reaction. Such conditions precipitate er¬ratic draw during mining and often result in difficult and/or incomplete final draw; pyritic ores which oxidize very rapidly in the stopes and may generate heat, imposing a fire hazard by spontaneous combustion; sulfide ores which oxidize sufficiently in the stopes to adversely affect mill recovery by flotation; and ores (es¬pecially those containing uranium minerals) which ex¬ude radon gas and thereby impose ventilation constraints on stope design. In most cases these problems can be minimized by limiting the size of stopes, by minimizing the duration of mining activity in each stope, and by promptly drawing each stope empty following comple¬tion of mining.

"Construction of underground structures in urban areas is a very challenging work. There are generally two methods of construction, an open cut-and-cover and underground method. To eliminate the subsurface and surface disturbance and street traffic problems, underground method is preferred. The stress redistribution caused by underground excavation induces movements and deformation in the earth mass and ultimately at the ground surface. This is more pronounced in large space excavations. Generally pre-supporting system is used to control ground deformation and thus enhance its stability. In this paper an innovative pre-supporting system is presented. Concrete Arch Pre-supporting System (CAPS) is introduced in Tehran Metro in 2002. This method has roots in construction method of an Old Iranian small water tunnels, called Quanat. CAPS is an efficient method for stabilizing large span underground spaces constructed in shallow and soft ground. In this technique underground reinforced concrete elements are constructed around the proposed underground space prior to main excavation. This method is used successfully in over 50 large span underground structures in Tehran Metro stations and road tunnel intersections. CAPS has potential to be used to pre-support the large span underground spaces at any weak ground condition in an urban area.1. INTRODUCTION Underground subway stations can be constructed either by open cut-and-cover or underground construction. Due to the presence of subsurface utilities and street traffics in urban areas, underground construction is preferred to eliminate relocation of the subsurface utilities, and other urban disturbance. Underground construction in an urban area is a very challenging effort. The complexity of the work is more pronounced in a weak and shallow ground. The stress redistribution caused by underground excavation induces deformations in the earth mass and ultimately at the ground surface causing damage to adjacent structures. The need to control ground surface settlements in urban area is widely recognized and new construction methods are continuously developed. Settlements induced by underground excavation may cause serious damages to nearby structures and subsurface underground utilities, (Sekimoto et. al. 2001). In order to improve stability of underground excavation and reduce settlements, various ground treatment techniques are presented, Johnson, et.al., (1983), Carrieri, et.al. (2002), and Ocak (2008)."

The paper industry is an $80 billion/year business that is the largest consumer of industrial minerals. Paper industry generally refers to paper and paperboard products, including pulp mills. Grades and uses of paper and paperboard are very diverse, including such things as napkins, paper plates, corrugated boxes, magazines, newsprint, currency, and copier paper. Only about 40% of paper utilizes industrial minerals as fillers or coating materials. Minerals are used for both functional and economic reasons. Most often, minerals such as kaolin clay and calcium carbonate are used to improve print quality, brightness and opacity of paper. The minerals can be added as fillers into the paper in the wet end of the papermaking system, or can be applied as part of a coating to the paper. Coated papers are the highest quality paper, being used for magazines, advertising brochures and annual reports. Common uses for filled uncoated paper are books, copier paper, envelopes and many of the Sunday newspaper advertising inserts.

In the past, a number of papers have been written on the use of various reagents as coal flotation frothers. For the most part, these papers have attempted to correlate the intrinsic chemical and physical properties of the reagents or reagent groups to the floatability of various fine coals. Because of the type or nature of evaluations made, chemically pure reagents were normally used. Generally, these reagents are unavailable in commercial quantities. Therefore, the results obtained with these reagents were usually limited in usefulness to the plant operator or metallurgist. This paper presents the results of a study in which commercially available forms of various reagents were used as flotation frothers. Flotation procedures which would conform in general to those employed in a large number of commercial coal flotation plants were utilized. The objective of the test was to compare these reagents on yield-selectivity-cost basis, that is, (1) the yields obtained, (2) the ash levels obtained, and (3) the reagent cost relating to these results.

The steel industry's increased demand for higher grade pellets has caused the pellet producers to investigate methods of upgrading their product. The Hanna Mining Company's Groveland plant is no exception. The Groveland Mine is located in Dickinson County on the Upper Peninsula of Michigan. The low grade iron deposit is a complex mixture of magnetite and hematite with chert, quartz, jasper, and various iron silicates. (1) Beneficiation is by Humphrey spirals and anionic flotation of the iron minerals. (2) A general flowsheet is shown in Figure 1. Flotation of the spiral tailings makes up about 75% of the concentrate. A minor amount of concentrate, less than 3%, is produced in magnetic circuits. The concentrate is pelletized at the rate of 1.6 million tons per year.

The paper under discussion provides an excellent and concise study of compartment ergonomics for thin seam equipment. However, in accomplishing this, some very important operational aspects were ignored. Since these are likely to be determinant, the authors' response is solicited. The novel shuttle car with its cross-car, end-mounted compartment is operationally very different from the current one. The latter can be considered a highly mobile extension of the continuous miner or loader, with a pass-through conveyor, dump boom, and extra storage. As such, the vehicle's kinematics are the simple "I," or shuttle pattern, bent for going around pillars, with an intermediate stop at the "change-out point" (Adler, 1986). The action of the cable reel adjusts well to this pattern. The proposed shuttle car's motion either superimposes a "Y," time is lost (5 seconds) for each cycle, space is needed, line of sight is compromised, and a cable anchor is probably required at the dump. A chute is almost prohibitive in construction time and cost. The lack of a dump boom further curtails flexibility in the proposal. The value of a standard hand and opposite standard hand configuration also needs consideration. Many front-end loaders have a rocker (overshot) capability that is designed to achieve an "I" pattern. And crawler loaders sometimes use a side dumping bucket variant for the same purpose. These examples indicate the pattern's importance. For underground, thin seam application, the ram car has become popular. This is an articulated truck, battery-powered, and with an ejector dump. Its operational patterns would be similar to the novel shuttle car, except without the loading flexibility provided by a conveyor. Since the cab location of the proposed shuttle car largely obviates some of the major advantages of the present shuttle car, the question arises whether this configuration could be adapted to the current ram car and scoop.

Lightweight concretes date back to before the Roman Empire. The earlier concretes were made by combining a burnt lime for cementious material with pumice or volcanic rock for aggregate. Although structural value was limited due to its primitive nature, many structures were able to withstand the test of time. The rotary kiln expanded shale industry had a slow start that began around 1908. The industry was founded by Stephen J. Hayde of Kansas city, Missouri. Mr. Hayde noticed that the bloating effects of some aggregates were undesirable by the brick industry. Material of this type was considered waste and avoided in brick production, but he realized it had all the qualities and basic requirements for a concrete aggregate that would reduce weight and still retain structural value. It came into national attention by use in ocean-going vessels through a shipbuilding program undertaken by the united states Fleet Corporation. This research was brought about by the need to find a suitable material to replace high-grade plate steel due to a shortage created by World War I. The need prompted the government to supply the reserves that Stephen Hayde desired to continue and complete research into producing a uniform lightweight aggregate. This paper presents a cyclic queueing model which evaluates the productivity of a shovel-truck materials haulage system. For a cyclic queueing problem with exponentially distributed service times, a cyclic queueing model provides exact solutions in a fraction of the time that simulation takes to produce an approximate solution. The model is applied to an example problem, and the results are validated with simulation. Simulation is used to show that the assumptions of exponentially distributed service times and steady-state are not serious problems. A cyclic queueing model can be used to quickly obtain an accurate assessment of the productivity of a shovel-truck system.

The modern era of mineral exploration in Panama began in the late 1960's, resulting in porphyry copper discoveries at Petaquilla, Rio Pito, and Cerro Colorado. In contrast, Panama's early mining history (1503 to the early 1700's) was associated with gold. A single mine, Cana, in Darien Province, produced more than one Million ounces of gold in the colonial period. Except for episodic exploration activity by British and French interests, Panama's gold potential since the 1700's has been largely ignored.

The concept of sub-aerial tailings deposit.ion using a managed rotational deposition system to form a deposit of partly-saturated tails for North American conditions was introduced by Knight and described by Knight and Haile (1983). The application of the sub-aerial technique, together with continuous removal of all surface waters and underdrainage outflows from the Key Lake uranium mine I s tailing storage facility in Northern Saskatchewan, Canada, has been documented by Knight and Haile (1984). Since then, the concept is being applied in the United States to tailings facilities in California, Nevada, Arizona, Utah, Colorado, Idaho and South Dakota.

An efficient state-of-the-art dynamic model to simulate and predict the rate of water production in longwall coal mining operations was developed as a tool for mine planning purposes. The model can also provide an estimate of any potential resultant hydrogeological impacts of an operation via an array of element-specific single-valued parameters referred to as the field rating indices. The computational procedure was designed to fully exploit the benefits of hydrogeotechnology and utilize a combination of conceptual, physical, empirical, and numerical approaches to define, characterize, analyze, and evaluate flow con- trolling properties of fractured rock systems. The model presented here provides a dynamic prediction method for highly fractured flow; a practical tool in mine and water control planning; and a cost-effective means of assessing, based on the best available technology, the impacts of mining on the water resources within a mining environment to satisfy local and federal regulatory requirements. Unique features include consideration of laminar and non-darcian flow domains in double-porosity-pressure hydrogeological media.

The first form of a surety bond was an honest handshake between two or more parties, agreeing to a decision and their personal guarantee of following through to completion. This has all changed. In 1895, the United States Treasury Department disclosed that $35 million worth of personal surety guarantees on file had become worthless. At that time, a law was passed, requiring all surety bonds, in favor of the United States, must be corporate surety bonds. Today, a surety bond is one of the nation's leading financial instruments used to guarantee the completion of an obligation.

When Dr. David Gully solicited this paper last spring a few questions basic to commodity trade between the U.S. and world markets appeared perplexing. Why, for example, when the demand for aluminum was at a peak and when little expansion of capacity had taken place, was the dollar price half of what it had been at the previous peak? Or, why in 1984 when imports surged by 50% as the U.S. economy pulled out of its recession did the dollar not fall, but rather rose by 35%? And, why when the experts all seemed to agree that the dollar was grossly overvalued did the price of gold continue to decline? Surely these were extraordinary times for the mineral economist. When this paper was written in late July, 1985 the answers seemed clearer. The prices of many commodities were not low - the dollar in which they were denominated was too high. In other currencies many commodity prices were indeed high. The dollar was overvalued in trade terms by some 40% caused by an influx of short term coupon investments made by foreign money managers to take advantage of the higher short term interest rates in the U.S. relative to other international banking centers. With a decline in the relative difference in interest rates, an unhealthy buildup of foreign bank accounts and a perception that the dollar would fall, the dollar did start to decline rapidly.
