Limestone and dolomite are the most common rock types mined and quarried as industrial minerals in the United States. In 1993 over 720 million tons of limestone and dolomite valued at over 3.1 billion dollars were extracted and consumed throughout the nation. While the greatest volume of this vast production is used as aggregate for construction purposes, few people realize how critical limestone and dolomite are to our food chain and our national goals of clean air and water. Limestone, including dolomite, can truly be called nature's gift to the environment. Without a reliable, economical source of limestone the quality of our environment would be severely comprised and the standard of living of our citizens dramatically reduced.

President Reagan may be "a nice guy," but he is "misinformed, misdirected, and misadvised," when the subject is the state of the US copper industry, according to Sen. Dennis DeConcini (D-AZ). DeConcini took the opportunity as keynote speaker at the Arizona Conference AIME in Tucson to fire a few salvos at the Reagan Administration's industrial policies. "American copper used to stand above the rest of the world," he said. Now 21,000 copper workers, about half of the total, are out of work due to less expensive foreign imports. "Those 21,000 are real people, not statistics," he said. US production has been cut to one-third of its capacity, he said. And the Administration shows no signs of changing its position to favor US copper protection. "Third world copper towns are booming," he continued, "while ours are dying." Regardless of profits and despite oversupply, Chile continues to produce, he said. And, while US mines continue to close, "the International Monetary Fund (IMF) is handing more than $1 billion to six copper producing countries." President Reagan wanted $8.6 billion from the IMF. "I'm damn mad about it," DeConcini said. "For the life of me, I can't understand how this Administration can stand by while this industry is brought to its knees." Last year, the International Trade Commission ruled that imports were injuring domestic copper and recommended relief. The President, DeConcini said, vetoed those recommendations. DeConcini softened his tough talk a bit saying the President's image makes it difficult for people to not like him or stand up to him. "How can anyone stand up to President Reagan?" he asked. "He's such a nice guy. But it's time someone did. He's just misinformed, misdirected, and misadvised. We must take real action and we must have a president who understands this." DeConcini said he has introduced legislation aimed at helping domestic copper. It would limit copper imports to 385 kt/a (425,000 stpy). Imports now stand at about 635 kt/a (700,000 stpy). The bill would also impose a $0.33/kg ($0.15-per lb) duty on foreign copper. DeConcini called the duty a sort of "environmental equalizer" because that is the amount domestic producers must spend on pollution control devices. Foreign competitors do not have such controls, he said. "I face people who are damn mad that this country is being pushed around," he concluded. "It's time we stand up and say we can be competitive. If they (foreign countries) put an import duty on our stuff, we will do the same. It's time this country stopped being the nice guy." As if to underscore domestic copper's desperate situation described by the Senator, Duval Corp. announced about the same time as the meeting that it has nearly closed its eastside office in Tucson. Staff has been reduced from 120 to four. Spokesman Dean Lynch said the four will consist of President A. Everett Smith, a secretary, a person in environmental affairs, and another in purchasing. Duval is also selling an office and a laboratory in Tucson. Pennzoil Co., Duval's parent, has been trying to sell the company for more than a year. It began dismantling Duval in November 1984. Pennzoil took over its subsidiary's profitable sulfur operation in Texas, sold the New Mexico potash facility, and spun off gold interests in Nevada, forming Battle Mountain Gold. Northwest Mining Association - Spokane Rock Jenkins, Associate Editor The true role of minerals needs to be realized by both the policy makers and the people of the US, according to Robert Dale Wilson, director of the Office of Strategic Resources, US Commerce Department. In addition, a re-thinking of the theory of free trade and competitive advantage is necessary. Wilson made his remarks in December at the opening luncheon of the 91st Annual Convention of the Northwest Mining, Association in Spokane, WA. At a later press conference, Wilson said one of the mining industry's main problems is that its presence in Washington has been reduced in the past few years. Part of this can be seen by events within the American Mining Congress (AMC), he said. "The problem with AMC," Wilson said, "is that in 1981, when Reagan came in, no problems were seen for mining and a lot of their (AMC's) lobbyists were let go." He

In Roman and earlier civilizations the term cement was applied only to mixtures of lime, pozzolana, sand, water, etc., used as a mortar to bind larger stones. Today, portland cement, the subject of this section, can be briefly defined as follows: The product obtained by finely grinding clinker produced by calcining to incipient fusion (i.e., sintering) an intimate and properly proportioned mixture of argillaceous and calcareous materials. History The Egyptians were probably the first to join building stones with a mixture of sand and a cementitious material (i.e., having the property of or acting like cement). It is generally accepted that the cement used by the Egyptians on such structures as the Great Pyramid was calcined gypsum, Later the Greeks began to calcine limestone for use as a mortar with sand and water. Still later, broken brick and tile were added to the mortar to make the first concrete. The Greeks and Romans found that some sands produced mortars that were especially resistant to the action of water. Hydraulic (i.e., underwater-hardening) cements formed by combining slaked lime, water, and finely divided siliceous materials (e.g., pozzolana) possess superior strength and are capable of resisting the destructive action of water. They were used on the Pantheon, Colosseum, and other structures, some of which are still standing. In 1756 an English engineer, John Smeaton, found that an argillaceous limestone (i.e., containing an appreciable amount of clay as an impurity) produced a cement with greater resistance to the action of water. Despite Smeaton's findings, the use of the old mixture of lime and pozzolana long retained its popularity. Significant contributions in cement technology from England, Swe¬den, France, and Holland were made in the next 68 years. However, the invention of portland cement is generally credited to Joseph Aspdin, an Englishman, who in 1824 patented "portland cement." The name was selected because, on hardening, it resembled the natural building stone from the Isle of Portland, England. The patent features mixing ground limestone and argillaceous materials in appropriate proportions and calcining (i.e., expelling CO2 by roasting) the mixture. This superseded the existing practice of calcining naturally occurring argillaceous limestone. In about 1845 Isaac Johnson, also English, conducted experiments on proportioning the components and calcining them at higher tem¬peratures. His accomplishments are accepted as the beginning of the present-day portland cement industry. The U.S. cement industry originated with the demand for good hydraulic cement for building structures such as the Erie Canal, which was started in 1817. The first discovery of cement rock (i.e., naturally occurring argillaceous limestone with near-optimum ratios of calcium carbonate, alumina, and silica) near Fayetteville, N.Y., was made by C. White. In 1818, White secured a patent for the manufacture of natural cement from that deposit. Subsequently, several natural cement plants were built in 1830-1840 at Rosendale, N.Y., and in the Lehigh Valley of Pennsylvania. David Saylor, who participated in establishing a natural cement plant at Coplay, Pa., in 1850 discovered that a superior cement could be produced by calcining the rock at higher temperatures than hith¬erto. In 1871, Saylor obtained a patent and commenced the manufac¬ture of portland cement. By 1890, there were 17 portland cement plants in the United States with a combined annual output of 62,300 tons. At the end of 1970, the number of plants producing portland cement in the United States (including Puerto Rico) was 169, down from a maximum of 185 in 1967, with total annual shipments of 73.4 million tons valued at $1,298 million. (Fig. 1). In 1970, annual world production of hydraulic cement (which includes pozzolanic materials, hydraulic limes, natural cement, alumina cement, and portland cement, all of which are in current use in various parts of the world) reached 630 million tons (Table 1). Flowsheets of typical U.S. cement plants are shown in Chapter 13. Chemical Composition and Physical Properties It is generally accepted that portland cement clinker consists of a mixture of compounds or synthetic minerals. The four principal compounds are:

Introduction Diesel-powered vehicles are used extensively in underground mines throughout North America. The bulk of the diesel vehicles found in underground mining operations are used for loading and ore haulage, as well as for transportation of personnel and supplies. Along with the advantages of using diesels underground is the disadvantage associated with diesel-tailpipe particulate-matter emissions (DPM). The concentration of DPM in the ambient air of US underground metal mines is not now regulated by the Federal Mine Safety and Health Administration (MSHA). However, recent studies have shown DPM to be mutagenic (National Institute of Occupational Safety and Health, 1988), and the American Conference of Governmental Industrial Hygienists (ACGIH) has recommended that the exposures of per¬sonnel to DPM be limited to an 8-hr time-weighted average concentration (threshold limit value or TLV) of 0.15 mg/m3 (Anon., 1995). The authors, while making measurements in a number of US underground mines that use diesel haulage equipment, found mine air DPM concentrations ranging from 0.2 to 2.36 Mg/M3 (McCawley and Cocalis, 1986; Watts et al., 1989; Cantrell et al., 1991; Haney, 1992; US Bureau of Mines, 1992; Watts, 1992; Watts et al., 1995). If the proposed DPM TLV were to be adopted as a permissible exposure limit (PEL) for US underground mines, the proposed limit of 0.15 mg/m3 PEL would be lower than any of the concentrations measured in the earlier studies and would represent more than a 15-fold reduction from the maximum 2.36 mg/m3 concentration. A 0.15 mg/m3 PEL would also represent a 4.5-fold reduction from the average 0.68 mg/m3 measured mine ambient air DPM concentration reported in this paper. Other diesel tailpipe emissions that are now regulated underground include carbon monoxide (CO), with a PEL of 50 ppm; nitrogen dioxide (NO,), with a PEL of 5 ppm; nitric oxide (NO), with a PEL of 25 ppm; and sulfur dioxide (SO,) with a PEL of 5 ppm. Because the concentrations of these gaseous pollutants and DPM are affected by the state-of-maintenance (Waytulonis,1992), it is important that a means be developed to measure emissions from engines that are now in service to determine when maintenance is needed. The current study was the result of an inquiry by mine¬maintenance personnel who had been receiving complaints about high concentrations of diesel soot (DPM) in mine headings from load-haul-dump (LHD) vehicle operators. Mine-maintenance personnel were searching for an objective test to determine if the diesel tailpipe particulate emitted was excessive. The mine was also evaluating electronically controlled, two-cycle, naturally aspirated, direct-injection diesel engines on some of their JCI (John-Clark Inc.) load-haul-dump (LHD) vehicles. These LHD vehicles were used to haul freshly blasted ore from mine headings to a feeder breaker. The feeder breaker breaks down the larger chunks and feeds the broken ore onto a conveyor. Michigan Technological University, in past studies, developed an emissions-measurement apparatus (EMA) ca¬pable of measuring diesel vehicle tailpipe pollutant concentrations (Chan et al., 1992; Chan et al., 1993; Carlson et al., 1994). At the time of the study reported here, most of the mine's LHD vehicles used a 12-cylinder, four-cycle, naturally aspirated prechamber diesel engine. The study was undertaken in cooperation with mine maintenance supervisors from late 1992 through July 1993. The objectives were to compare diesel exhaust emissions between the 6-cylinder, two-cycle, electronically controlled, direct-injected diesel engine and the 12-cylinder, four-cycle, prechamber diesel engine and to, then, use the data collected, in conjunction with mine ambient air measurements, to demonstrate the application of the "deterioration factor" (Chan et al., 1992), which is a measure of the state-of-maintenance of mine-vehicle engines that are now in service. The information would be used to identify vehicles that need maintenance to reduce emissions. The valuation of known mineral re-serves entails the economic evaluation of the mining enterprise and the valuation of other assets employed, including mining and processing plant and intangible assets. A case study approach analyzes two reserve situations: ownership of reserves (phosphate rock), and leasing of reserve lands (kaolin). The appraisal of the physical property is outlined, along with the economic analysis of the operation. The discounted net cash flow approach is used to value the enterprise, leading to value of the reserves after correlation with other assets employed.

The following material is excerpted from a presentation Mr. Morgan gave recently to representatives of the financial community. Introduction 1982 was a period of challenge for United States Gypsum Company because of reduced market opportunity. Housing starts for the first 10 months averaged a seasonally adjusted annual rate of 1 million units, 9% below the comparable 1981 period when housing starts were the lowest in 35 years. Industry gypsum board shipments declined 9% from the already low levels of the same period in 1981. US Gypsum met the challenge with stringent cost reduction programs and aggressive action in the marketplace. In late 1981, anticipating market deterioration, the company's management adopted strategies to focus on two shortterm objectives: • Adjust operations to perform profitably in view of limited opportunities through more efficient operations and asset management. • Continue to strengthen U.S.G.'s resources and ability to take advantage of important market opportunities as the economy improves through selective expansion of production capacity in key growth markets. Concentration on these two objectives resulted in a nine month performance in 1982 that, while certainly not satisfactory by company standards, compared very favorably with that of principal competitors in terms of net earnings, margin on sales, and return on average stockholders' equity. To counteract limited market opportunities, U.S.G. focused on productivity improvement, cost reduction, expense control, and maximization of market penetration. Energy Use Improving performance encompassed all segments of operations. For example, efficient use of energy was a significant factor despite lower operating rates at most plants. Overall, in the third quarter of 1982 versus 1972, the company used 27% less energy per unit of production, a savings of $15 million in that quarter alone. These continuing improvements helped to partially offset constantly rising energy costs. A number of operations achieved superior results in the first nine months of the year compared with the same period in 1981. For example, gypsum board plants in Jacksonville, FL, and Sweetwater, TX, recorded 8% and 7% reductions, respectively, in energy use per unit of production. Paper mills in Oakfield, NY, Galena Park, TX, and Kansas City, MO, each reduced energy use more than 12%, while the Greenville, MS, ceiling products facility achieved a 16%o reduction. Safety Safety is another important element that received increased attention. U.S.G.'s safety performance over the past five years has consistently improved. In 1981 it was five times better than that of the gypsum industry; nearly 10 times better than all industry as measured by the National Safety Council; and almost 20 times better than all US manufacturing as recorded by the Bureau of Labor Statistics. In addition to human concerns, this excellent record results in significant dollar savings that directly affect company results. In 1981, U.S.G.'s pre-tax savings in claims, premiums, and related expenses were about $20 million compared to the industries in which it competes. For the first half of 1982 performance improved further, with a cumulative lost workday incidence rate per 200,000 man-hours worked of only 0.27, an all-time record. The behavior of four different redox sensing electrodes (gold spiral, black platinum, chalcopyrite, and galena) during roughing and cleaning flotation is examined and related to the flotation response. Although it is difficult to provide unequivocal interpretations of the different potentials measured, the results indicate that the solution potential (as sensed by the black platinum electrode) is different from that of the pulp potential (gold spiral) and is only weakly related to the flotation response. On the other hand, the potentials exhibited by the gold spiral and the two mineral electrodes are related to the floatation response. The gold and mineral electrodes exhibit different transcient responses during the addition of flotation modifiers (e.g. NaCN, SO2). These responses appear to be related to the reactivity of the minerals and could indicate the conditioning time required to achieve flotation or depression of selected minerals.

The process of froth flotation as a means of upgrading the quality of coal by removing ash/pyrite and of separating selected mineral(s) from undesired gangue materials is certainly one of the most common unit engineering operations in use today. Flotation has been successfully practiced at the industrial scale for well over 50 years, and if anything, its use is increasing due to the ever decreasing feed grades of the coals and minerals being processed. Flotation, as a process, has also shown itself to be an extremely flexible process that lends itself well to a wide variety of solid/solid separations. Thus separations can involve very different particle sizes, particle densities, relative weight ratios of materials to be separated, etc., with surprisingly little modification in equipment and operating philosophy required.

The folded Appalachians are a physiographic province of eastern North America extending from Nova Scotia to Alabama. The province strikes through the state of Pennsylvania (see Fig. 1) comprising roughly 20 percent of the state and it is here that the focus of this paper will attend. The province is a thick sedimentary sequence which was compressed into a folded mountain belt by the Appalachian Orogeny which terminated at the end of the Permian. The stratigraphy contains both carbonate and non-carbonate rocks as a reflection of the depositional environment at any specific time and place during the Paleozoic geosynclinal accumulation. Although a great deal of variety and difference exists in the geology from one end to another, a common thread of structural and stratigraphic style exists. Carbonate rocks, limestones and dolomites, comprise a substantial percentage of the total Appalachian stratigraphy and are interbedded with clastic materials such as sandstones, siltstones, and shales. The carbonate rocks are extensively mined and collectively represent a vast economic resource.

The electrochemical nature of mineral-grinding media interaction in the wet grinding of one and two sulfide mineral ores was investigated with regard to the flotation behaviors of the minerals. Two iron sulfides (pyrite and pyrrhotite) and mild steel were used to represent the sulfide minerals and the grinding media, respectively. Galvanic currents in two-and three-electrode combinations under abrasive and non-abrasive conditions were correlated with the floatabilities of these minerals under corresponding conditions.

The Guasare Coal Project is located a short distance from Lake Maracaibo, in the Northwestern region of Venezuela. In 1987, Carbones del Guasare, a joint venture comprised of Carbozulia, ACC Venezuela, a subsidiary of ARCO, and AGIPCoal of ENI Group, Italy, was formed to develop the Guasare coal reserves for world markets. Drilling with the Venezuelan state of Zulia has indicated a coal resource of over 6 billion metric tons. Further exploration has delineated the Guasare deposit as an area particularly suited for cost-effective surface mining. The calculated mineable reserves of this area (300 million metric tons) and the coal quality characteristics are based on extensive core drilling programs.

Iron ore is essential in steelmaking but high-grade ores have diminished, making it necessary to turn to low-grade ores, which need further beneficiation to upgrade the iron content. Biobeneficiation techniques such as bioleaching, bioflotation and bioflocculation have proven successful in iron ore processing. Consequently, these methods have emerged as sustainable alternatives to conventional beneficiation. The biobeneficiation processes occur in mild conditions using bioreagents and biosurfactants derived from microbes, and offer a reduction of chemicals used in processing. This potentially offers methods that are relatively energy efficient, cost effective and environmentally friendly while tackling the constraints of dwindling high-grade iron ore resources.

There are similarities, and differences, in the surfactants used in cosmetics and detergents. In both applications anionic surfactants constitute the major category. Their main function is to clean, i.e. remove grease and particulate matter from fibrous or hard surface substrates. Cationic surfactants are used for conditioning substrates. Nonionic surfactants can function as a substrate cleanser but are seldom used as such in cosmetics; however, selected non-ionics are often employed as a primary emulsifier. Several specialized nonionic surfactants are used as a secondary surfactant in formulations to promote foaming and emulsification. Specific examples and modes of action of surfactants will be presented.

The successful integration of overburden casting techniques into the mine production cycle can be an extremely cost effective use of explosives. The entire mining cycle revolves around the cast blasting and to be successful requires a great deal of planning and cooperation. Several operations of Cyprus Coal Company in the Appalachian coal fields have successfully integrated blast casting into their mine plan. This paper will detail the parameters and necessary controls to integrate an overburden casting program into a surface coal operation.

Sampling studies of high silver (+70%), gold dore led to the development of mine site sampling techniques and superintend­ing for the collection of samples for assay and bullion weights for settlement of shipped material. Data is presented which con­firms the reliability of the procedures against the traditional remelting and sampling at the refinery. The term "rare earths" is used to designate a group of elements, Numbers 57-71 which are closely related chemically. They were called "earths" because their oxides resemble those of the alkaline earths, and the designation "rare" was originally applied because of their scarcity. Now many of these elements are known to exist in considerable quantities, and the term "Lanthanide" is applied to this group of elements, because of their similarities to lanthanum, the first element in the group. Many authorities insist on including yttrium, element Number 39, because of its extremely close association with the members of the group in nature and because of its similarity in chemical properties. It has been estimated that the combined rare earth group makes up about five-thousandth. of one percent of the Earth's crust, a higher percent than the common elements, lead, tin, zinc, arsenic, mercury, silver and gold. Cerium is by far the most abundant member comprising about half of the total amount. Yttrium, neodymium, and lanthanum are next in order; samarium, gadolinium, praseodymium, dysprosium, erbium, holmium, and ytterbium are increasingly scarce; while the elements lutetium, thulium, terbium, and europium are extremely rare. The rare earths as a group are metals, usually trivalent, forming basic oxides, and insoluble oxalates in dilute mineral acids. Their fluorides are also difficultly soluble; hence the rare earths or lanthanides may be separated, in general, from other elements by adding oxalic or hydrofluoric acid to a dilute mineral acid solution containing them. The most striking fact which characterizes these elements is the remarkable .similarity in both the physical and chemical properties of their compounds. Their main differences are in the solubilities of their salts and the basicity of their oxides, which vary between that of the alkaline earths and that of aluminum.

A common belief among Itlnl.ng operators today is that computer based truck m:mitoring and dispatching systems are only applicable to, or affordable by, very large scale open pit mines. Before the advent of microcomputer technology this belief was generally a valid one. Microcomputer technology as it currently exists has reached a high level of sophistication and capability, rapidly approaching that of the minicomputer standard. When coupled with reliable software and data communications packages, it now provides the means to make truck monitoring and dispatching a viable and attractive management aid to mines of all sizes. This paper briefly addresses the evolution and current state of computer truck dispatching and examines a microcomputer based system in this context. To demonstrate the effectiveness of this approach to truck dispatching a recent installation in a medium sized mine is presented. Preliminary field data from the case mine are presented to illustrate the methodology.

In this paper I will try to give an overall picture of the use of pure oxygen in gold leaching in South Africa. Pure oxygen has been overlooked as a reagent for many years. Only with the increased sophistication of gold plant instrumentation, greater recognition of the technical abilities of the plant management and a more definite attitude towards plant efficiency has the recent break-through been achieved. There are, today, twelve plants using pure oxygen in this way as a permanent part of their operation and another three or four presently carrying out long-term evaluations. I believe that this number will double over the next few years as more and more plants identify potential benefits. I have, therefore, set out to look at the background and chemistry behind these innovations, describe the various methods available to dissolve oxygen, briefly look at the laboratory and trial work carried out by ourselves at Afrox and then the different installations, both ours and those of our competitors.
