On April 21, 1980 the Oil, Chemical and Atomic Workers Union (OCAW) submitted a petition urging the revision of the Mine Safety and Health Administration (MSHA) permissible exposure limit to radon daughters in underground mines. This petition asks for: 1. Annual worker exposure to be lowered from the current 4 WLM/year to 0.7 WLM/year; 2. Full economic protection for workers whose exposure exceeds the proposed 0.7 WLM/ year; and 3. The primary means of lowering workers' radiation exposures shall be environmental controls. I will present the scientific rationale for the lower standard requested in our petition to the Department of Labor. [1. Radiation Exposures to Uranium Miners] Two types of radiation exposures are present in the environment of uranium mines: A. [External Exposure] to gamma sources which until 1978 was considered as negligible compared with internal alpha radiation. R. E. Utting (1), in an investigation of three Canadian uranium mines, found levels of exposures adding to an annual dose equivalent of 3 rems (30 mSv)/year. He concluded that gamma dosages may be a major fraction of the maximum permissible dose for many individual miners. The U.S. experience has shown that there is significant gamma exposure in U.S. uranium mines and, therefore, it could contribute to the total radiation exposure to the lungs in combination with internal alpha radiation. Before ventilation improvements in uranium mines, the contribution of external radiation to total lung dosage was relatively small. After improvements in ventilation, the reduction in internal radiation exposure appears to be in 1980 as low as 1/10 of the 1950 dosages. However, ventilation improvements do not affect external gamma radiation. Gamma radiation remains at the same 1950's level, and it represents today a higher proportion of the total radiation burden to the miner's lungs. MSHA regulations (57.5-47) state that if gamma exposure is below 2.0 milliroentgens per hour, then workers are not required to wear gamma dosimeters and cummulative gamma radiation records need not be kept. Assuming an exposure of 1.9 milliroentgens per hour per 173 hours/month for 12 months,a miner would accumulate a dose from external radiation of 3.9 rems/ year. This dosage would, of course, go unrecorded. MSHA, therefore, should consider a downward revision of the external radiation permissible exposure limit of 2.0 milliroentgens/hour. MSHA should make clear that this exposure level, when added to the internal exposure, does not make for sound health physics -even though the measured current levels do not approach 2.0 milliroentgens/hour. B. [Internal Exposure] to alpha radiation is still the larger contributor to lung irradiation in uranium miners. The target organ is still the lung. The parameters to be considered in determining the biological radiation load appear in Table I for radon daughters present in the upper respiratory tract (URT). The business of mineral exploration and development has become much more than simply a problem of locating orebodies and designing mines. Favorable economic analysis of mining and processing feasibility is no longer sufficient to justify the development of a mine. New laws, enacted by virtually every level of government, require comprehensive land use planning, environmental analysis, mineland reclamation, mine safety studies, and many other considerations. This profusion of new laws says in effect, that the mining company is no longer responsible only to its stockholders. Mineral development today can be compared to a partnership. As in all partnerships, the risks and liabilities as well as the benefits are held jointly by all the participants. In addition to the mining operator, this partnership consists of the public, through its many levels of government, interest groups, and individual citizens. Therefore, you'd better know your partner very well - his responsibilities and capabilities. Mining is considered a high risk venture. The risk on the part of the operator and the lending institutions has long been recognized. The risk that the public and its government take in these mining ventures has now been recognized also. The people and their government have learned that they inherit, through abandonment or forfeiture, the mistakes and problems of individuals and companies regarding these natural resources. In looking through the "Mining Engineering Handbook" recently published by the Society of Mining Engineers, I noted that in their discussion of liability for excavations, the authors quoted from the book of Exodus, 20th chap., where Moses said to his people: "When a man leaves a pit open, or when a man digs a pit and does not cover it, and an ox or an ass falls into it, the owner of the pit shall make it good; he shall give money to its owner, and the dead beast

"Standing support is often used in conjunction with underground retreat mining. Knowledge of the load-displacement behavior of standing support and loading induced by the mine opening is critical to proper support selection. The NIOSH STOP database contains load-displacement laboratory test data for most commonly used standing supports. Hydraulic load cells currently used to measure in-situ loading of standing supports have exhibited leakage under load, producing irregularities within the dataset. An improved hydraulic load cell eliminates leakage and produces more consistent data.INTRODUCTIONA hydraulic load cell, more commonly known as a flat jack or JackPack, is a device installed to determine the loading characteristics of the roof-to-floor supports. These standing or roof-to-floor supports include, but are not limited to pumpable cribs, cans, wooden cribs (4-point, 9-point, etc.), metal props, wood timbers, concrete donut cribs, and other variations of these standing supports.Flat jack devices have been used previously to determine the loading of such roof to floor supports. The most commonly used load cell for standing supports is based on a design intended for pre-stressing standing supports, not load measurement. Preloading helps to keep the supports, such as timbers props and cribs, in place during the dynamic loading associated with blasting (Barczak and Tadolini, 2004).Flat Jacks are manufactured in various shapes and sizes depending on the application; common shapes are square and round that are 25.4 mm (1.0 inch) thick when collapsed, as shown in Figure 1. These load cells are produced in South Africa and can be formed into several different shapes depending on the application (Barczak, 2003). The sheet metal that makes up the bladder is comprised of 19-gauge or 1.11 mm (0.04 inch) thickness; the top and bottom pieces of sheet metal are resistance-seam welded around the perimeter. There are two different ports installed on one of the bladder skin corners of the flat jacks; these ports allow fluid to fill the unit, and the other port has a relief valve. The fill port is comprised of a check valve. The pressure relief valve is located in the second port; preset to 1,724 kPa (250 psi), the pressure relief valve keeps the load cell from bursting. Bursting of these load cells typically causes a small tear in the metal skin allowing the fluid to leak out without a large catastrophic failure.The effective inflation range of these load cells is between 25.4 mm (1.0 inch) to 254.0 mm (10.0 inches) thick. Different types of fluids can inflate these load cells but the most common and easily accessible fluid for testing applications is water. Water pressure from the mine supply line can inflate these load cells to the desired load. Depending on the pre-stressing requirements, a pneumatic powered pump, hydraulic pump, or hand pump may be required to inflate the load cells."

As a result of the Farmington explosion, the U. S. Bureau of Mines commissioned the National Academy of Engineering to a determine what steps could be taken in a short time frame to significantly reduce fatalities as a result of underground fire and explosion in coal mines. Three areas were named by the Academy as having the greatest potential; survival, communications, and rescue. The Bureau subsequently awarded a $3-5 million contract to the Special Systems Division of Westinghouse Electric Corporation for the development of prototype equipment and procedures. These were recently tested in a simulated emergency situation and will be delivered soon. Contractor recommendations for utilization and for further development effort will be studied and appropriate action taken.

The understanding of the influence of the different types of apatite on the performance of mineral processing of igneous phosphate ores is still a challenge due to the difficulty to explain why some types of apatite floats in the froth flotation cell and others do not under the same conditions. Three types of apatite were identified by means of cathodoluminescence (CL) images in flotation concentrate and tailing samples from the Catalão mine: predominantly blue apatite, followed by green apatite and less frequently yellow apatite. The chemical composition of these types of apatite was determined by electron microprobe analysis (EPMA) and LA-ICP-MS. Blue and green apatite respond well to the process, thus remaining in the concentrate, while yellow apatite remained in the tailings. Yellow apatite is the one bearing the lowest P2O5 content and the largest anionic and cationic sites substitution, followed by green apatite, whereas blue apatite is the most homogeneous, with highest P and Ca grades and lowest substitution level. A negative correlation of the amount of phosphorus with fluorine was observed. Furthermore, impregnation of iron oxide-hydroxides in the yellow apatite was also observed. Therefore, the low flotation behaviour is due to low crystallinity coupled with impregnation onto its surface.

The Mineral Resources Institute (MRI) has developed a unique process for selective fatty acid flotation of phosphate minerals from siliceous ores. The process takes advantage of preferential adsorption and high reactivity of fatty acid collectors towards apatite over silica surfaces under slightly acidic conditions of pH 5-6.5. The process was successful in upgrading various phosphate samples from Florida and North Carolina containing 7.7-15.3% P205 and 62.3- 77.2% Insol to concentrates assaying 28.1-33.1 % P205 and 4.1-9.9% Insol with high P2O5 recovery of 81.8-92.2%. Depending on the type of silica impurities present one or more cleaning steps, with or without sodium silicate, would be required to improve the grade of the rougher phosphate concentrate.

Energy management in industry has recently achieved notice as a way to reduce costs without decreasing production. The same approach used in industry can be used in mining, even though the processes are different. This approach is based upon a three phase system of data collection, implementation, and monitoring, all aimed at gathering and evaluating information in such a way as to have a maximum impact on energy costs. This approach has these advantages: (1) attention is directed toward the part of each mining system where the most energy is used, (2) input is collected systematically from all persons involved in the operation of each system, and (3) a means of monitoring the progress toward established goals is created. The mining systems considered are truck haulage, conveyor haulage, blasting and crushing, and lighting. After describing the general procedure, the authors have described a specific method for improving the efficiency (and hence the energy consumption) of round-trip truck haul age systems.

The U.S. National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) has recently studied several redirected scrubber discharge configurations in its full-scale continuous miner gallery for both dust and gas control when using an exhaust face ventilation system. Dust and gas measurements around the continuous mining machine in the laboratory showed that the conventional scrubber discharge directed outby the face with a 12.2-m (40-ft) exhaust curtain setback appeared to be one of the better configurations for controlling dust and gas. Redirecting all the air toward the face equally up both sides of the machine increased the dust and gas concentrations around the machine. When all of the air was redirected toward the face on the off-curtain side of the machine, gas accumulations tended to be reduced at the face, at the expense of increased dust levels in the return and on the curtain side of the mining machine. A 6.1-m (20-ft) exhaust curtain setback without the scrubber operating resulted in the lowest dust levels around the continuous mining machine, but this configuration resulted in some of the highest levels of dust in the return and gas on the off-curtain side of the mining face. Two field studies showed some similarities to the laboratory findings, with elevated dust levels at the rear corners of the continuous miner when all of the scrubber exhaust was redirected toward the face either up the off-tubing side or equally up both sides of the mining machine.

A relatively simple model of grinding which incorporates both the Bond grindability equations and the population balance equations has been extended to form a comprehensive simulation package that can describe most kinds of conventional grinding circuits. The package has two programs, with the first consisting of an input program which helps the user to specify the prescribed circuit, while the second program performs the actual simulation. The package serves two main purposes - i) as a check on mill design, with the output providing not only predictions for the product passing size but also of the full product size distribution, and ii) as a means to assess the likely effects on the product size distribution of operating under different sets of conditions.

8.1 INTRODUCTION Under room and pillar mining if the extraction ratio is low, (i.e., < 50%) a pillar can support the overburden without collapse and there will be no surface subsidence whatsoever. In other words, if the pillar sizes are properly determined to support the overburden weight, the roof strata cannot cave and there will be no surface subsidence, provided the entry width is small and properly reinforced so that a continuous roof fall leading to piping or the total collapse of the roof does not occur. Under the prevailing mining conditions in the US if only development mining is em¬ployed in room and pillar mining (i.e., no pillar extraction), the extraction ratio is usually less than 50% and generally no surface subsidence will occur. If pillar mining is employed, surface subsidence may occur, depending on the extraction ratio and the size of the remnant pillars (or stumps) left in the gob. The higher the extraction ratio, the smaller the stump pillars left behind in the gob. As the size of the stump pillars becomes smaller, the possibility of their support¬ing the roof without collapse is smaller. If all stumps are crushed completely, the roof will collapse and surface subsidence will occur. Again, whether surface subsidence occurs, it depends on whether the remaining stumps can support the overburden or not. Therefore, since the weight of the overburden which the stump pillars have to support is proportional to the mining depth, a fixed¬size stump pillar can support the overburden at a shallow depth, but will collapse under greater depths. In this context extraction ratio is not the only parameter for determining whether surface subsidence will occur. Furthermore, during pillar mining a pillar can be cut away in many ways to finally reach the same extraction ratio. Therefore, the safest way to determine whether or not sur¬face subsidence will occur in room and pillar mining is to compare the strength of all stump pillars in the panel of interest with the weight of the overburden that the pillars have to support. If they are too small to support the overburden, surface subsidence will occur. Under normal mining practices the characteristics of surface subsidence profiles vary with methods of mining. In the US there are two types of coal mining methods, i.e., longwall and room and pillar mining. Longwall mining is indisputably a total extraction method, but different percentages of coal recovery are achieved in room and pillar mining. Recovery is much higher for sections with pillar extraction than those without pillar extraction. For those without pillar extraction, coal recovery increases with increasing entry width or decreasing pillar size. For those with pillar extrac¬tion, the total coal recovery depends on the amount of coal ex¬tracted from each pillar which is in turn dependent on the roof conditions and methods of pillar extraction. Bauer and Hunt (1981) analyzed the characteristics of the subsidence profiles due to the three types of mining methods in Illinois. Fig. 8.1 shows the range of locations associated with the following profile features: profile edge, maximum tensile curvature, maximum slope, maxi¬mum compressive curvature, and maximum subsidence. The scat¬ter of the data increases with decreasing percentages of extraction. The profile is much sharper for longwall mining and becomes milder as percentage of extraction decreases; for longwall mining the profile edge is always beyond the opening, while in room and pillar mining it may fall within. The location of maximum tensile strain moves outward, while that of the maximum compressive strain moves inward as the percentage of extraction decreases and the maximum subsidence decreases with decreasing extraction ra¬tio. The general concepts discussed in this chapter may not apply to the entry development sections between two longwall panels where roof caving in both panels are very severe and overlap each other. Consequently, it must be treated differently. 8.2 CASE STUDIES Kohli et al. (1982) described several case studies on surface subsidence due to room and pillar mining with pillar extraction. In one case, the seam was 6 ft thick and ranged from 650 to 800 ft deep. The panel was 720 ft wide (Fig. 8.2) and was developed with seven entries. Each entry was 18 ft wide and the pillars were driven at 88 ft center-to-center between entries and crosscuts. Dur¬ing retreating, two additional pillars (pillars J and K) were devel¬oped, two blocks ahead of the pillar line, to take the barrier pillar, 160 ft wide, between panel No. I and No. 2. Pillar extraction began by taking a central slice across the whole panel, beginning from pillar 0 through J. After that, each pillar was sliced by 6 wing-slices, 3 on each side, leaving 4 stumps, 2 on each side. One of each pair was triangular shaped approximately 6 ft wide by 26 ft long. The other was trapezoidal, 26 ft long by 16 ft and 10 ft wide at the upper and lower bases, respectively. This resulted in a total extraction ratio of 85% within the panel. Obviously the stump pillars were not large enough to support the overburden and col¬lapsed completely. The final subsidence profiles were rather smooth, just like those under total extraction (Fig. 8.3). The max¬imum subsidence on Lines A and B was about 3 ft for an average mining height of 6 ft, but the locations of the maximum subsidence were skewed toward panel No. 1. Along Line D, the central por¬tion was flat-bottomed, but the maximum subsidence was only 2 ft, mainly because Line D was only two blocks from the right-side edge. Notice in every profile there was heaving of as much as 0.3 ft, beyond the edges above the solid coal. In another case (Fig. 8.4), the seam was 6 ft thick under 650 to 850 ft cover. Three panels, 710, 400, and 350 ft wide, respec¬tively, were extracted side by side. The entries were 18 ft wide and the pillars at 88 ft center-to-center between entries and crosscuts. Pillar extraction was practiced the same way as described previ¬ously. According to the mine maps, there was no barrier pillar left between the adjacent panels. Thus after extraction the three panels formed a common gob of more than 1460 ft wide. This was re¬flected in the development of the subsidence profile along the county road. After Panel No. I was mined, the maximum subsi¬dence of 1.2 ft occurred at Monument No. 1. This was increased to 1.6 ft after the extraction of Panel No. 2 and went to a further 1.8 ft after the extraction of Panel No. 3. The final maximum subsidence of 4.3 ft occurred at Monuments No. 6 through No. 8, while the remaining portion of the county road showed rebound. However it must be noted that the subsidence profiles were rather bumpy and fluctuated, perhaps an indication of the irregular stump pillars that were left and crushed at various time after mining. This paper concerns the development and application of a high throughput multi-stream photometric sorting machine developed for the South African gold mines. It is now believed that this sorter and its progeny may be found suitable for a large proportion of all possible sorting applications. A laser light source and sensitive photomultiplier are employed in a scanning system to detect light reflected from the surfaces of rocks passing through the sorting zone. Electronic circuitry then analyzes the photomultiplier signal, which represents the varying intensity of the reflected light, and produces control signals to actuate the appropriate valves of an array of air blast rejection devices to remove from the feed certain particles selected by the analyzing process. Typical throughput per machine ranges from 50 tons/hour for a-2 ½? + 1 ¼? feed to 200 tons/hour for -6" +2 ¾ " material.

HISTORICAL BACKGROUND A program in France to develop personal [a] dosimeters has been initiated 1974. The patent on which is based the present device was obtained in 1972 * . From 1972 to 1974, the possibilities of applying certain ionograph track detectors to the spectrodosimetry of radon daughters was explored. The first prototype were produced in 1974. It took four years (from 1974 to 1978) to produce an autonomous dosimeter whose components has a sufficient life span, especially for the turbine motor unit. Qualification in the laboratory was obtained in 1977. In 1978 it was obtained in the mine for technology (autonomy of 12 hours and a life span of more than one year) and in 1980 for monitoring. 300 dosimeters have been tested in underground mines all together. Indispensable peripheral equipment were also developed from 1976 to 1980 : calibration devices, equipment to prepare and develop the films, read out systems. The concept of an "Integrated System of Individual Dosimetry" (ISID) based on a personal [a] dosimeter measuring exposure to radon daughters, thoron daughters, ore dust and external irradiation doses was proposed at the end of 1980. Since January 1st 1981, ISID is used on a routine basis in some french mines, situated in remote area, and appears to be very competitive with the ambiant dosimetry. The latest version of the dosimeter is produced in mass series since June 1981 and should equip all french mines in 1982. DESCRIPTION OF THE INSTRUMENTATION DEVELOPMENT OF THE DOSIMETER MEASURING HEAD The measuring head is based on the use of ionographic film to detect a tracks. In fact, the measuring head is a spectrodosimeter which measures separately over the period of exposure: - the potential [a] energy inhaled due to the decay of Po 218, Po 214, and Po 212 ; - the number of Rn 222 atoms inhaled ; - the inhaled total [a] activity of the five long-lived emitters present in the ore dust. The contribution to the total inhalable potential [a] energy of these various radionuclidesin a typical underground mine is studied in Appendix I. The measuring head described in detail in Appendix II, is able to satisfy all the implications made in the ICRP recommendations. Appendix III deals with the use of this measuring head in the cases where the equilibrium factor is lower than 0.1. This situation occur in open-pit mines where account must be taken of the Rn 222 contribution, which is no longer negligible in relation to that of its daughters. CURRENT DOSIMETER PERFORMANCES Table I shows the characteristics of the latest dosimeter. Appendix IV should be consulted concerning qualification of the dosimeter in the laboratory and in mines, technological development which finally produced the [a] dosimeter and its peripheral equipment, and technical presentation of the ISID (Integrated System of Individual Dosimetry) based on the concept of a multirisk personal dosimeter. Data on the installation and operating costs of such a dosimeter, which would seem to be competitive, are also given in this Appendix. ADVANTAGES OF PERSONAL DOSIMETRY AS COMPARED TO AREA MONITORING The results of the first eight months of experiments carried out under real conditions in an underground mine site are given in detail in reference 8. Area monitoring : The monthly exposure per worker to inhaled Rn 222 was determined from the knowledge of time spent in various areas of the mine and for the different mining operations, as well as from numerous and systematic sampling of the Rn 222 concentration in all work places. Personal dosimetry : The exposure to potential energy from radon daughters was measured by an [a] dosimeter developed by the CEA and worn by each of the 160 miners during eight months. In this way 160 x 8 pairs of monthly individual exposure values have been obtained which can be statistically studied. This test was decisive for us because it proved that the [a] dosimeter was technically sound (very few defects over one year for 160 dosimeters) and especially that personal monitoring devices were superior to area monitoring devices. The following conclusions can be drawn 1. The exposure distribution obtained by personal dosimetry is log-normal. This is true for the results on the whole as well as for groups of results relating to certain explanatory variables. See fig. la, 1b, 1c. 2. The exposure distribution obtained by area monitoring does not correspond to any type of distribution. If the results of personal monitoring are taken as a reference, area monitoring tends to underestimate the high exposures and overestimate the low exposures.See fig. 2. 3. [a]-energy exposures are underestimated when calculated from radon exposures and the equilibrium factor found in the considered mines. This is due to episodes or to zones of high radon concentrations not registered

"Subsea tunnel needs to be built over 50km long to connect between nations and continents. However there are only 19 tunnels longer than 5km in Korea, and there is no history of constructing and operating a tunnel longer than 50km. As the concept of a subsea tunnel, which withstands high water pressure and has an extremely long length is completely different from that of a land tunnel, all kinds of the latest technologies for tunnel construction are required such as survey and analysis of geology, design and construction under high water pressure, ventilation and prevention of disasters within an ultra long tunnel. Therefore, this paper describes the determination of tunnel cross-section under a high speed railway, structural stability, ventilation and fire safety under construction and operation, etc. through the virtual project for the length of 108km subsea tunnel under high water pressure of maximum 20bars from Honam to Jeju island in Korea. 1. INTRODUCTION The Honam-Jeju virtual project is subsea tunnel project to link from Honam(land) to Jeju(island) extending the currently operating Honam high speed railway line, and the same express train(t=18, design speed 350km/h, total train length 200m) operating at Honam line is applied in this project. As Honam-Jeju site is approximately 80km in straight distance with 160m maximum depth, subsea tunnel project should determine the various issues such as air quality/ventilation, aerodynamics, temperature, drainage, fire & life safety, structural stability. Figure 1. is the plan of subsea tunnel, with be constructed using Shield TBM. This double tube-Single track is composed of cross passages (every 350m in general section and 40m in emergency station), service tunnel, pressure relief ducts (every 250m), cross-over tunnels, shafts and emergency stations. 2. ALIGNMENT AND SITE CONDITON This project is planned as an ultra long tunnel of total length more than 105km via existing islands between Honam and Jeju island because straight alignment requires an artificial island which has high cost and construction risk, by deep water depth, though this is the shortest distance (see Fig 2). Water depth and topography in project site is divided into two blocks by Chuja Island. In first block to Chuja Island, depth of the water is 40m on average and maximum 60m, which indicates gradual change of water depth relatively. Also, outcrop bedrock is widely distributed near island."

I am Alfred E. Michon, Vice President- International for Burlington Northern Inc. I work for BN&apos;s holding company and my responsibilities include co-ordinating the activities of our eight subsidiary companies as they relate to international commerce--an increasingly important aspect of the overall business of our company. Until last April, I was President of the Fort Worth and Denver and Colorado and Southern railroads, subsidiaries of BN. Prior to that, I headed the marketing and pricing area of BN&apos;s coal transportation business. Based on my experience in the energy industry, both domestic and international, I would like to discuss the world-wide trend towards the reliance on low-sulfur coal in lieu of natural gas and oil for the generation of electricity. Since pontification on the energy scene world- wide is best left to consultants with scenario-spitting computers, let me in- stead emphasize this trend through two examples. First I will describe the regulatory and economic factors which have encouraged the replacement of natural gas by low sulfur coal as a boiler fuel in the US. BN&apos;s investments in track and equipment were instrumental in this conversion. Secondly, I will show how this same combination of factors has created a large demand for steam coal in the Far East. Again, our company&apos;s strategy is to facilitate conversion to coal overseas through timely and sufficient investments.

Blasting practices based on sound engineering principles are well established but the successful application of these practices requires accurate information about the overburden geology and close supervision of the drilling and blasting operations. Good design alone is not sufficient to insure good results, but the process may be difficult to control unless steps are taken to measure the variables and to provide management and the operators with the information they need to establish and maintain control. Satisfactory blasting can be defined as loosening and fragmenting the rock so that it can be handled by the excavating equipment, while at the same time, governmental regulations on air blast and ground vibrations are not violated. Optimum practices achieve these objectives at the lowest combined cost of the drilling and loading operations and the blasting materials. Total system optimization, that is, taking into consideration the effect of fragmentation on the cost of operating and maintaining excavating equipment as well as drilling and blasting costs, probably is not a reasonable goal at the present time.

Recent catastrophic failures of heap leach facilities have revealed fundamental weaknesses in prevailing design paradigms, modeling toolkits, and oversight practices that continue to treat heaps as static, free-draining earthworks despite compelling evidence to the contrary. The core proposition advanced in this paper is that heap materials are intrinsically dynamic: their structure, permeability, and shear strength evolve under the sustained influence of irrigation, climate, and geochemical reactions, and these timedependent changes can precipitate abrupt transitions from granular stability to flow-like failure. Drawing on investigations of recent failures at Çöpler Mine in Turkey and Eagle Gold Mine in the Yukon, alongside earlier incidents in Peru, Arizona, Nevada, and Chile, the analysis identifies a recurrent sequence driving catastrophic behavior: progressive weathering elevates fines and suppresses permeability; drainage systems designed for initial conditions become overwhelmed; pore pressures rise heterogeneously within the heap; and static liquefaction initiates rapid mass movement with long runout. Current guidance, including ICOLD and ANCOLD frameworks and ASTM testing standards, provides a necessary foundation but is tailored to tailings and conventional soil mechanics. These documents offer insufficient direction for characterizing timedependent material degradation, quantifying rheology of weathered ore, and modeling post-failure mobility. To address this deficit, the paper proposes an integrated framework combining enhanced characterization, multi-physics numerical modeling that couples hydro-geochemical processes with large-deformation mechanics, and comprehensive monitoring with Trigger Action Response Plans. The conclusion argues for a heap-specific standard that embeds these elements from concept to closure, aiming to materially improve safety performance and reduce the likelihood and consequences of future failures.

Dwindling near-surface mineral reserves emphasize the need for the development of exploration techniques capable of greater depth penetration; geochemical techniques tradition- ally have been restricted to the search for deposits having at least a sub-outcrop expression. Rock geochemical techniques developed in Cyprus in 1967-1968 recognized anomalous conditions in volcanic rocks up to one mile from an ore de- posit. Research by the Exploration Geochemistry Group at the University of New Brunswick has shown that some massive sulphide deposits in New Brunswick have well-defined halos of major, minor, and trace elements in the host rocks extending up to 1,200 metres (4,000 feet) laterally along the same stratigraphic horizon, and up to 450 metres (1,500 feet) vertically in hanging wall rocks which apparently post-date mineralization; well-defined halos have also been found in foot- wall rocks. Some of these halos are readily identified as individual elements or as element pairs; others are so subtle as to be recognizable only through computer-calculated multivariate analysis. Research continues to extend the dimension of rock geochemical halos for regional exploration and for identification of more restrictive anomalous conditions which may closely define the location and extent of buried sulphide deposits.

The Waterview Tunnel comprises twin 2.4 km long 13.1 m internal diameter three lane road tunnels in Auckland, New Zealand. The City Rail Link (CRL) is a 3.45 km long, 6.24 m internal diameter twin rail tunnel underneath Auckland’s city center. This paper presents an overview of the tunnel geometry, segmental lining congurations, geometric constraints, performance criteria and functional reuirements for the large diameter Waterview Tunnels and smaller diameter CRL tunnels. Other key aspects, which include sustainability, innovations, construction performance and practical aspects are discussed and compared. Lessons learnt from these mega tunnelling projects are also presented.

Survival of the mining industry as a viable economic entity in the United States is being seriously threatened by declining grades of ore reserves, rising operational and capital costs, and increased governmental taxes, restrictions, and subsidizing of third world competition. Discovery of major high-grade deposits is becoming increasingly unlikely. International competitiveness of the U.S. deposits will depend upon &apos;Yankee Ingenuity,&apos; innovations in mining methods, metallurgical treatment, and financial arrangements, and a viable national strategy. This will require not only effective management for control of operations, but management that encourages breakthroughs in technology, financing, labor relations, and in public and governmental understanding. The mine geologist and the exploration geologist both have important roles to play in all aspects of this fight for survival of the industry.
