"The Mine Improvement and New Emergency Response Act of 2006 (MINER Act Public Law 109-236) was passed by Congress in response to three major underground coal mine accidents in the United States that claimed the lives of 19 miners. The Act resulted in substantial changes in the underground coal industry relative to the use of technology for mine escape, rescue, disaster response and other areas where the lack of these technologies contributed to the fatalities caused by these tragedies. This year marks the 10th anniversary of the MINER Act, which makes it an opportune time to reflect on the events that led to its passage, the changes that have been made since then, and the work that remains to be done.As discussed below, the last decade has demonstrated tremendous cooperative efforts among mining operators, technology innovators, labor, The National Institute for Occupational Safety and Health (NIOSH), the U.S. Mine Safety and Health Administration (MSHA) and state regulators, resulting in substantial improvement of the technologies used for escape and rescue and noteworthy progress toward meeting many of the goals of the MINER Act. While the MINER Act and this article pertain primarily to coal mining, many of the technologies are equally applicable to any underground mining and have already found some acceptance outside of coal.Technology gaps targeted by the MINER ActThe MINER Act addressed several technology challenges:• Problems with donning and switching between self-contained, self-rescuers (SCSRs).• Poor visibility in smoke.• No wayfinding assistance for escape from the mine.• Limited breathable air supply.• Inability to locate trapped miners.• Inability to communicate with trapped miners.• Failure of mine seals."

"The United States’ supply of critical minerals has been a concern and a source of potential strategic vulnerabilities for U.S. economic and national security interests for decades (for example, see Strategic and Critical Minerals Stockpiling Act, 1939). More recently, with the rapid increase in the types of materials being used in advanced technologies (Fortier et al. 2018a), and geopolitical events surrounding the supply of rare earth elements (Ting and Seaman, 2013), among other developments, the critical minerals issue has again achieved a high level of visibility within the U.S. government (Executive Order 13817 (2017)).In this paper, the U.S. Geological Survey (USGS) provides an overview of its ongoing focus on critical minerals through the agency’s core competencies in mineral information, mineral resource assessments, geologic and topographic mapping, geophysical surveys and mineral resource research. Aspects of the multifaceted critical minerals issue addressed here include:• Identifying minerals that meet the definition of “critical” provided in Executive Order 13817.• U.S. net import reliance for critical mineral raw materials.• Current status of domestic critical mineral resource assessments.• Current status of topographic and geologic mapping, and geophysical survey coverage of the United States.• The Earth Mapping Resources Initiative (Earth MRI) to support future critical mineral exploration.• Critical mineral potential of waste streams from extractive industries.Identifying minerals as criticalU.S. government agencies and other organizations use a number of existing definitions and criteria to identify a mineral or mineral material as critical, strategic or otherwise important. The executive order defined a “critical mineral” to be “(i) a nonfuel mineral or mineral material essential to the economic and national security of the United States, (ii) the supply chain of which is vulnerable to disruption, and (iii) that serves an essential function in the manufacturing of a product, the absence of which would have significant consequences for our economy and national security.” This definition is broadly consistent with that defined by the National Research Council (NRC, 2008) and may be summarized as “essential in use” and “subject to disruption of supply.” Virtually all of the dozens of critical minerals studies conducted since the 2008 NRC report have used some variation of this same definition (Hayes and McCullough, 2018)."

This is the 12th year for this column and the 11th in which the royalty data have been tabulated. This year adds 20 to 30 new entries. There are, however, some deficiencies that the readership hopefully will fill. The most common mineral commodity is construction aggregates - either sand and gravel or crushed stone. There are several states where no royalty information was available for either commodity. Readers can help share information about these missing states, so next year there will be fewer states without information. Severn Brown again sent helpful information from the Prospectors and Developers Association of Canada (PDAC). The summer 1992 issue of PDAC Digest recommended"... the most useful technical paper ever published for economic geologists...." "Net smelter return models and their use in the exploration, evaluation and exploitation of polymetallic deposits" was written by R. Goldie and P. Tredger (Geoscience Canada, Vol. 18, No. 4, pp. 159-171). Last year's column described leasing practices in Russia. Some new information has been gathered since then. Kirill Kavun is the managing director of the International Geoeconomic Center in Moscow. He sent two publications from 1992-"Regulation on the procedure of licensing the use of the subsurface," and "Law of the Russian federation on the subsurface." Both are supplements to the magazine Mineral Re¬sources of Russia, Economics and Management.

Some of you may be old enough to remember -- as I do -- the early days of World War II. A highly prepared, well-equipped Japanese striking force had moved like lightning across the South Pacific islands and Southeastern Asia. As the invasion force pushed its way down the Malaysian Peninsula, Singapore stood serene and beautiful, protected by its natural moat of water, busy as ever with its commercial pursuits. One can see its captains of trade and industry now, sitting com¬fortably on the veranda of the "Singapore Country Club", sipping scotch between cricket games, convinced that the weary, logistically extended Japanese force couldn't possibly cross over to their island which had been so secure for a hundred' years or more. No need to remind you what happened. The brave men in their ships at sea and in the gun emplacements ashore were hopelessly out-gunned and out-maneuvered.

Though it becomes increasingly important with the valuable minerals in their deposits tending to be fine and poor, the solid and liquid separation remains difficult especially when the particles are of micrometer size and of low density. Almost of all conventional thickeners result in that fine particles lose into overflows which often costitutes a loss of potentially valuable resources as well as an environmental hazard. The addition of flocculations may improve the settling of solids but may also not work well for the final removal of fine particles from the overflows (Ref.1).

Setting up a plant sampling procedure by simply applying the usual statistical sampling theory was questionable. Two sampling concepts were considered in the sampling study: o a sufficient number of assays can be taken such that the average determined from these individual samples represents a known quantity of ore. o a sufficient weight of sample can be taken such that when assayed it represents a known quantity of ore. The test program included evaluation of sampling techniques, sample preparation and analytical methods. The overall sampling program is depicted in Figure 2.

Biotechnology has become a household word of the nineties, and it is expected to become as important in the next century as the computer is in the present. Numerous books and articles portray biotechnology developments as nothing less than a scientific revolution. Almost everywhere one looks new biotechnical breakthroughs are being reported that offer almost limitless opportunities to harness the force of living things to produce materials and manipulate their properties. Biotechnology has been broadly defined as any applications of biological organisms, systems, or processes to manufacturing and service industries. This seemingly new technology is, in fact, one of mankind's oldest scientific activities (Table l), which has been recently revolutionized by techniques of genetic engineering that arose out of basic research in biology, biochemistry, genetics, and information sciences. From fields as old as agriculture and medicine to those as new as monoclonal anti-bodies, transgenic plants, or biocomputers are encompassed by biotechnology. Like most human endeavors, industrial minerals play critical roles in biotechnology. In addition biotechnology holds real potential to improve extraction and beneficiation of certain industrial minerals themselves. BIOTECHNOLOGY OVERVIEW Companies using established biotechnical techniques make up large and diverse groups such as agriculture, chemicals, and pharmaceuticals. The massive US Pharmacopia (Anon., 1990a) provides detailed specifications for minerals used in medicines. Alumina, zirconia, apatite, and bioactive glass have seen service as implant materials (Williams, 1990) and new uses for minerals in health sciences are being actively researched. Agriculture produced $361 billion worth of food and drink during 1991 in the United States; organic chemicals, pharmaceuticals, and enzymes accounted for $68, $59, and $42 billion, respectively (Anon., 1992a). It is not possible to separate the contributions of industrial minerals to biotechnical products, but they represent a very large and rapidly growing new field of uses. The new biotechnology has nearly 300 small companies, plus 15 established companies with 742 biotechnology-related firms (Dibner, 1991b). Revenues exceeded $2 billion in 1990 and are expected to grow to $50 billion by 2000 (Anon., 1992c), with worldwide sales exceeding $100 billion (Burrill and Roberts, 1992). Federal research amounted to $3.4 billion in 1990 (Anon., 1992b). The United States is the world leader in biotechnology, but other countries have large, well-funded programs. Despite debate about safety, obstacles to new biotechnology products are declining (Embers, 1992, Gibbons, 1991). Fifteen biotechnology drugs valued at $1.2 billion (Thayer, 1991a) are on the market, and more than 100 are in various stages of testing (Edington, 1992). Many diagnostic tests are also in use or development (Demain, 1983, Anon., 1992). Large scale efforts to produce or transform important chemicals are also underway (Ng et al., 1983, Hinman, 1991), and research into geologic uses of biotechnology has begun. Much has been published about microbial mining, oil recovery, desulfurization, bioremediation, and other geologic aspects of biotechnology, but this chapter is the first attempt to explore interactions of biotechnology and industrial minerals. This chapter examines uses of minerals in biotechnology; how biotechnology can be used to discover, recover, and beneficiate industrial minerals; and speculates on some potential, but as yet untried uses. Definitions What exactly does the word biotechnology mean? Bud (1989) states that the first use of the term was by Karl Ereky in 1919 to cover the interaction of biology and technology, and in 1933 the term was used in Nature. After citing seven different definitions, Smith (1988) concludes that biotechnology is a series of enabling technologies involving practical applications of organisms or their subcellular components to manufacturing and service industries or to environmental management. Walker and Cox (1988) suggest a definition of "the practical applications of biological systems to the manufacturing and service industries and to the management of the environment." Primrose (1991) says that it is "the commercial exploitation of living organisms or their components." There is essentially an older broad use of the term and a new use. The US Office of Technology Assessment (Anon., 1984) uses a broad definition that includes any technique that uses living organisms (or parts of organisms) to make or modify products, to improve plants or animals, or to develop micro-organisms for specific uses. Definitions are different, but they all have several fundamental elements that include the control, management, or manipulation of living things for commercial, industrial, or useful ends. While such a definition encompasses all of agriculture in practice the "new" biotechnology is restricted to processes involving microorganisms-plant and animal cells, or enzymes. Many consider biotechnology to be recent, but it is one of our oldest technologies as evidenced by the prehistoric origin of brewing, cheese-making, and other techniques. [Table 1] gives some of the important developments in the history of biotechnology. Smith (1988) breaks down historical developments of biotechnology into four phases: 1) prehistoric with no understanding of underlying processes; 2) nonsterile processes; 3) sterile processes after 1940; and 4) genetic and recombinant DNA technology deliberate design of special organisms or processes.

The ROEMMC combustion system was originally conceived as a means of utilizing solid fuels that would otherwise have been wastes requiring disposal and convert these fuels into useful energy sources. This concept follows as an extension of the application of residual waste incineration with energy recovery practiced in the lumber, manufactured board, sugar cane, and other industries. The incineration of these wastes in the furnaces of steam generating equipment is thoroughly described (1, 2, 3, 4, 5, 6, 7). The fundamental principle of the ROEMMC system is temperature control which makes possible the maintenance of the non-combustible fraction of these solid fuels in a dry solid state and their separation from the gaseous products of combustion. This philosophy of ash removal and the "slagging" philosophy are compared. The ROEMMC equipment function and applications are described.

This paper presents the results of a parametric study of the influence of natural features (stress field, rock strength, and strength and orientation of fractures) as well as the influence of induced features (undercut span, boundary slot, and other boundary-weakening measures) on the cavability of an undercut block of ore in mining by the block-caving method. The two-dimensional finite element analysis technique was used for this study. A coarse "mesh," along with linear homogeneous assumptions for rock properties, was used to model the problem of initiation of caving in a block of ore. Interpretation of the test results suggests that weakening the "abutments" of the block as well as certain orientations of natural fractures exercise significant influence on cavability. These findings hold promise for immediate application to known situations in block-caving mines.

"Built in 1940’s to provide a key roadway arterial between New York and Boston, the Heroes Tunnel is the only highway rock tunnel in the state of Connecticut and is part of the Wilbur Cross Parkway. This 365.0 m long tunnel consists of two barrels, each with two lanes of traffic, and carries over 71,000 vehicles per day. For nearly 70 years, the tunnel has seen millions of vehicles pass through but time has taken its toll and now the tunnel lining, ventilation system and radial section joints are significantly deteriorated and in need of rehabilitation. Owned and maintained by the Connecticut Department of Transportation (CTDOT), CTDOT initiated a unique managed approach to mitigate the risk, social impacts and financial implications associated with rehabilitation of this tunnel. This new approach consists of performing field inspection and conducting a comprehensive study to explore six rehabilitation options, including construction of new tunnels and enlarging the existing tunnels. The main criteria for this study are: Impact on traffic and the resulting delay cost; Construction cost; Construction duration; and Construction complexity. This paper will present the results of the alternative study. PROJECT BACKGROUND Location and Importance Heroes Tunnel is located in the State of Connecticut within the Town of Woodbridge and the City of New Haven near the Town of Hamden border. Heroes Tunnel is the only true highway tunnel in the State of Connecticut. The tunnel is part of the Wilbur Cross Parkway (Route 15), a scenic connection between Hartford and New York. Originally constructed and opened to traffic in 1949, the tunneled portion of the parkway passes through the West Rock Ridge. The tunnel was originally named West Rock Tunnel, but was re-designated as Heroes Tunnel in 2003. Route 15 is a vital roadway within the State transportation infrastructure. In the vicinity of Heroes Tunnel, Route 15 carries approximately 71,000 vehicles daily. Locally, Route 15 provides access to residences, shopping centers, and points of interest, as well as other state roadways. Regionally, Route 15 connects New York to the Hartford area and serves as an alternate expressway route to I-95 and I-91. The tunnel is approximately 365.0 m long and passes through the West Rock Ridge. West Rock Ridge is an 11.3 km long rock ridge located on the west side of New Haven. A network of suburban streets abuts the mountain on all sides and a seasonal paved park road climbs to the crest of the ridge. Figure 1 depicts the tunnel topography and location."

Lornex Mining Corporation operates an open pit porphyry copper mine in the Highland Valley southwest of Kamloops with a rated capacity of 43 500 TPD (48,000 TPD). It went into production in April 1972. Its concentrator consists of two grinding and flotation circuits in parallel each composed of a 6 000 KW (8,000 HP) 9,75 m (32 foot) diameter by 4,724 m (15'-6") semi-autogenous primary mill feeding two 3 000 KW (4,000 HP) 5,029 m (16.5 foot) diameter by 7,01 m (23 foot) secondary ball mills each feeding a bank of flotation cells. ,The original tailings system picked up the tailings from the flota¬tion circuits in a concrete collection box in the mill and carried the 36% solids density by weight slurry 488 m (1,600LF) through a 1100 mm (42 inch) diameter wood stave pipeline on a .46 percent slope to three 99,06 m (325 foot) diameter center drive thickeners. From the collection box under the thickeners the tailings line con¬sisted of three sections, carrying 50% solids density slurry. The first section consisted of 1460 m (4,800 LF) of 910 mm (36 inch) asbestos cement pipe for gravity flow from the thickener under flow elevation of 1252,4 m (4,109 feet) to the first pump station at elevation 1207,6 m (3,962 feet). Eight concrete drop boxes were used to limit the maximum slope on the pipeline to 0.5 percent.

China was the world’s leading producer of barite during 1995 with 35%. The United States followed with14%. India produced 9%. Other producers included Morocco, Turkey, Mexico and Germany. Domestic production of barite during 1995 was estimated to be 600 kt (660,000 st). Nevada produced 85% of the total. Georgia was the second leading barite-producing state. The United States is the world’s largest consumer of barite. During 1995, it used 1.6 Mt (1.8 million st). US reliance on imported barite during 1995 was about 63%of total consumption, according to the US Geological Survey.

"As mine operators continuously look for ways to improve functionality and increase the capacity of their facilities, existing process equipment is often pushed to and past its designed limitations. As a result, equipment manufacturers are asked for economical solutions to meet redefined processing needs. Newmont Mining in Nevada was faced with such a need in its carbon-in-leach (CIL) train. In a collaborative effort between Newmont and Derrick Corp., tests were conceived to assess the viability of drop-in replacement screens using a three-dimensional screen panel. The synthetic pyramid screen panel was designed to increase flux while maintaining the existing equipment footprint. The test is the end result of an ongoing research and development project that Derrick undertook in an effort to refine and upgrade its urethane screening media. The application of this new screening media is presented for this CIL application along with future plans to implement the technology in trash, safety, carbon dewatering, carbon sizing and other scalping applications.In spring 2014, Process Machinery Associates (PMA), Derrick’s local area representative, met with Newmont to discuss the operation of the in tank screens in the CIL train at Twin Creeks, near Golconda, NV. The process was originally designed for about 12+ kt/d (13,000+ stpd) but the throughput has been steadily rising since the plant was commissioned. Newmont now requires 14.5 kt/d (16,000 stpd) to be processed. The original screens were running at their maximum capacity, and Newmont required additional screening capacity to continue the upward trend in production.Physical separation by use of screening is one of mineral processing’s oldest methods. Screening media can be prone to blinding and pegging, and the necessary support structures required for finer apertures result in smaller open areas. Therefore, more screening area generally requires larger panels and, thus, larger machines, screening media that does not blind or a combination of both.In an effort to avoid larger machines, Derrick had been working on a revolutionary threedimensional panel that would add nonblinding screen area in the same footprint of an existing machine. Alpha testing of the new screen panels began at Newmont Mill 2/5 in July of 2013. It was still occurring when PMA approached Twin Creeks about beta testing a refined machine and pyramid panel. After presenting the initial results, Twin Creeks determined that an upgraded machine and pyramid panels would be a possible solution to meet production needs. The testing of a machine eliminated the risk of capital costs to Newmont and provided Derrick the opportunity to obtain additional data."

A glauconitic siltstone sample with a potash content of 10% is investigated as a potential potash source. The fine grain structure comprises potash bearing phases of glauconite, muscovite, and microcline. The as-received samples showed poor dissolution ~ 5%. Planetary ball milling was attempted for the dissociation of the underlying silicate structure for the potash release, and ~ 60% potash was obtained after 12-h milling. Mechanical activation (8 h, 60% NaOH) prior to heat treatment (600 °C, 30 min) was found successful in recovering more than 95%K values from glauconite. The final residue consists mainly of quartz, indicating a complete breakdown of the silicate matrix. The mechanical activation process followed is simple, adaptable, and less energyintensive compared to existing methods.

"INTRODUCTION Mining is a fundamental part of the historical and economic development of a country. In Colombia, this is reflected from pre-Columbian jewelery, to being now one of the first exporters of coal worldwide, in 2017, the Colombian mining sector contributed approximately 6% of GDP (Ministerio de Minas y Energía, 2017). Coal, nickel, gold, platinum, emeralds, limestone, salt, phosphate rock, clays, siliceous sands and to a lesser extent copper, manganese, magnesite, barite, gypsum and various types of ornamental rocks, among others are produced (UPME, 2016). The contributions of mining activity in the economic dimension is more measurable, on the contrary in other dimensions, as the social and environmental, for this, every day there are new proposals and tools oriented to strengthen how to evaluate the contributions in terms of the sustainability and responsibility, with the aim of quantifying, concreting and non-utopian, to improve the life quality of a community and not only to comply with reporting and gaining prestige. Colombia has a generalized increase in the mining sector where the levels of informality and illegality are evident only 10% of mining activity is legal (UPME, 2014), also, the mining sector is accused of human rights violations, high levels of inequality, poverty and the affectation of ecosystems due to bad environmental management, among other situations (ACNUDH Colombia, 2015). This problem has generated rejection to the realization of the mining activity in many places of Colombia. At this point, it is important to clarify this problem is more complex, different actors are involved in this conflict, but it is an evidence that is needed a sustainability model for specific realities such as the Colombian mining. This situation in the current mining activity, is similar to the chemical industry situation three decades ago, because of an extensive problem in relation to repeated work accidents, natural disasters and indications as a highly polluting and unsustainable industry, with the aim of improving, not only this public perception, but also in the way of carrying out the business activity. Thus, in 1985, the Canadian Chemical Producers Association released the Responsible Care Program (RCP) (ICCA, 2015). Being aware that companies were responsible for the affected lives in some way by the operation and needed to improve workers safety, environmental protection and most importantly how legal persons should comply with the law, but go beyond this. RCP is most recognized sustainability initiative in the chemical sector, companies associated are recognized for having high quality standards, continuous improvement, visibility, corporate ethics, environmental and social management (ACC, 2015). In addition, to meeting the objectives is set out the creation of a model that increasing reputational sector levels. This initiative is considered to be a worldwide successful case of reporting corporate responsibility indicators and contributions to sustainability from the industry sector to local development (BASF Group, 2016)."

In 1962 a computerized data processing system was first installed and programmed for the grading of direct-shipping iron ore from the Sept-Iles terminal of the Iron Ore Company of Canada. Over the years several changes and improvements have been incorporated into this system. It is the purpose of this paper to describe its present operation and features. Sept-Iles is located on the north shore of the St. Lawrence River, 500 miles north east of Montreal. The direct-shipping ore is received by railroad from Schefferville, 320 miles to the north in the Knob Lake Iron Range of New Quebec and Labrador. The shipping season extends from mid-March to December. The maximum tonnage handled in this period being 13,045,000 long tons in 1959. Crude ore receipts for 1974 amounted to 6,568,000 tons of direct-shipping and 4,700,000 tons of plant feed material from Schefferville. This was augmented by 4,447,000 tons of concentrate and 7,572,000 tons of pellets from Labrador City 200 miles north of Sept-Iles. The direct-shipping ore has come from as many as ten mines, and grade variations, even-within the same mines, have been sufficient to require blending for uniform, acceptable cargos. Shipments of low phosphorous, non bessemer and manganiforous iron ore are made, to Canada, the United States, Europe and Japan with grade variations to meet customers requirements.

At that time the financial markets were on the verge of collapse and my presentation described the issues. Unfortunately I was correct, and global markets went into a steep nosedive, creating the largest economic downturn since the Great Depression.In hindsight, there were plenty of signs that this was coming. The Supercycle had created massive new wealth. This wealth was largely invested in the United States due to the country’s political stability and credit worthiness. In 2004, the large investment banks convinced the U.S. Securities Exchange Commission (SEC) to allow them to triple their borrowing leverage ratios. This made the banks more vulnerable to market volatility. The banks then lent money to NINJAS - people with no income, no job and no assets. Even worse was the fact that these unqualified home owners used adjusted-rate mortgages (ARMs) which they, of course, intended to refinance prior to interest rates rising. These mortgages were then bundled up by the banks and sold to investors as “safe” investment products. The money flowed into these products because the rating agencies gave these instruments high marks. These same agencies earned their fees from the very same banks seeking high ratings. (No conflict there). Private debt exploded and peaked out in 2008.These mortgage products were sold in an unregulated shadow banking system and the ARMs came due. Toxic mortgage default rates skyrocketed and the mortgage-backed securities collapsed in value. This house of cards had a negative feedback loop that accelerated the market crash and resulted in more than $1.5 trillion being lost in the securitization sector, a 47 percent decline in the Dow Jones Industrial Average, foreclosure rates skyrocketing and housing prices collapsing. The financial markets were in a nosedive."

This paper examines the feasibility of combining network modeling and computational fluid dynamics for modeling of underground mine ventilation systems. Both simulation methods have specific advantages and disadvantages for analysis of mine systems. Network modeling is widely utilized by many operations and allows for assessment of current systems and simulation for planning purposes. Alternatively, CFD has been utilized only marginally by operations and is typically a research tool, requiring considerable computational power, complex models, and careful analysis and calibration of results. Network modeling allows for a holistic approach to the ventilation system, giving quantity, velocity and pressure in every branch, but CFD modeling can resolve the flow regime in 2-D or 3-D, which is idea when examination of an area on a more detailed basis is useful, such as dust and gas control. Integration of the two can allow for more flexible systems analysis. The feasibility of integration, along with application to limited underground mine data are examined.

Two major events highlight recent developments in US ore and coal ports: completion of the last series of modern taconite pellet transshipment facilities on the Great Lakes; and modernization and construction of coal ports, particularly on the East and Gulf Coasts. The New Taconite Transportation System To reduce raw material transportation costs, a fleet of new generation high-capacity 304-m (1,000-ft) self-unloading vessels were built to carry iron ore pellets from the Minnesota-Michigan iron ranges to the steel plants on the lower Great Lakes. Existing port facilities had to be modernized, revised, or completely rebuilt to accommodate these large vessels. Some of these were Burlington Northern's Allouez, WI, loading dock; Duluth, Missabe & Iron Range Railway Co.'s Two Harbors, MN, facility; Republic Steel's Lorain, OH, facility; and Chessie's Toledo, OH, dock. Allouez and Two Harbors receive taconite pellets from unit trains and load them onto large vessels either after dumping or via a large stockpile and reclaim system. The Lorain facility receives iron ore pellets from self-unloading vessels' discharge boom conveyor and reloads the pellets into rail cars or small vessels destined to inland steel mills. The Toledo facility receives Armco pellets from vessels, stockpiles them through the winter, and reloads into unit trains destined for Armco's mills along Chessie's rail tracks. Burlington Northern's $75-million Allouez pellet dock, completed in June 1977, was built to receive pellets produced by Hibbing Taconite Co. and National Pellet Plant in Minnesota, stockpile them through the winter when the lakes are frozen, and load them into 304-m (1,000-ft) vessels in the shipping season. As much as 10 Mt (11 million st) of pellets may be stockpiled within the loop track. A 6-km (4-mile) long conveyor system connects the stockpile area and the dock. Thirty-six new concrete silos were built on the dock to house 2 kt (2,000 st) each of pellets before shiploading. The $35.5-million expansion of the Two Harbors transshipment facilities began shiploading in July 1978 after ground breaking in Aug. 1974. Particularly noteworthy is the first application of the Orboom system-a breakthrough in technology for the modernization of the century-old pocket docks on the Great Lakes to accommodate the new generation of super vessels. The pocket-type loading dock has been a standard on the lakes for nearly a hundred years. Bottom-dump rail cars fill the ore pockets on top of a finger pier. Gravity chutes matching standardized ore ship hatch spacings are lowered to fill the holds of a 20.3-kt (20,000-dwt) ship. The construction is simple and the loading swift. In spite of advances in technology elsewhere, most of these docks continue to serve the iron ore and coal trade in the same manner they did in the 19th century. Although performance of the pocket docks on small vessels remains outstanding, the new 304-m (1,000-ft) vessels are beyond the reach of the old docks. After extensive development, the Orboom system (Patent No. 4,065,002) for pocket docks was successfully developed. The heart of the Orboom system is the retractable shuttle loading arm which loads the wide beam vessels. The Orboom shuttles are fed by existing pockets of the dock that, in turn, are charged by a tripper conveyor along the length of the dock. The Two Harbors shiploading system is supported by a 0.9 Mt (1 million st) storage-reclaim network. Unit trains are bottom dumped. Taconite pellets are stacked and reclaimed by bucket wheel reclaiming systems. Lower Lakes New Ore Ports At the lower Great Lakes receiv-

"Early on Jan. 9, 2014, approximately 37,800 L (10,000 gal) of crude 4-methylcyclohexanemethanol (MCHM) leaked from a storage tank sitting on the bank of the Elk River near Charleston, WV (WVDEP, 2014; CSB, 2014). MCHM is a chemical commonly used in preparation of fine coal and is considered nonhazardous in terms of transportation, storage regulations and also toxicity (CDC, 2014a). Freedom Industries Inc., a producer and vendor of specialty chemical products, had acquired the storage facility from Etowah River Terminal, LLC just a few weeks prior in December 2013 (WVDEP, 2014; Freedom, 2005). The direct cause of the spill was ultimately determined to be two small holes in the base of the 76-year-old tank, which were created due to corrosion damage (Bauerlein and McWhirter, 2014).The spill site was located a little more than 1.6 km (1 mile) upstream from the intake of a municipal water treatment facility operated by West Virginia American Water (WVAW), which serves a population of 300,000 across nine counties in central West Virginia (CDC, 2014a). In a matter of hours, the leaked MCHM made its way through the treatment facility and into the water of nearby homes and businesses, where its strong smell was noticed almost immediately. On the evening of the spill, WVAW concluded that its conventional treatment processes, which include carbon filters to remove a variety of contaminants from water, were not capable of fully removing the MCHM and a "Do Not Use" order was issued for all customers (WVAW, 2014a).With little information readily available regarding the potential human health effects of MCHM, the U.S. Centers for Disease Control and Prevention (CDC) quickly issued an advisory ruling that set a maximum screening level of 1 ppm for safe drinking water (CDC, 2014a). Based on this recommendation, the "Do Not Use" order remained in effect for a total of eight days, until Jan. 17, when the WVAW distribution water was confirmed to have MCHM concentrations below the approved level (WVAW, 2014a). However, due to the pungent odor of the chemical, its presence was still recognizable in the WVAW facility and in consumers’ tap water after the order was lifted (Manuel, 2014). Recent studies have shown that the chemical can be detected in water at sub-ppb concentrations, a fact that undoubtedly added to growing public concern (Rosen et al., 2014; Gallagher et al., 2014). In response to numerous complaints and demands, WVAW continued flushing the treatment facility and pipes until Feb. 25 when MCHM levels were measured below 2 ppb (WVAW, 2014b), and eventually replaced the affected filter media (WVAW, 2014c)."
