Section 516 of Public Law (PL) 95-87, commonly known as the Surface Mining Control and Reclamation Act of 1977 (SMCRA), requires that underground coal mine operators must "adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." Implied in the constraints of Section 516(b)(1) of SMCRA is a determination of what constitutes "material damage" to surface structures, renewable resource lands, and the capacity for sequential land use following underground mining. The authors have already briefly addressed the subject of damage criteria in relation to surface structures (Bhattacharya et al, 1984). In this paper, an attempt is made to provide quantitative guidelines to ascertain material damage to renewable resource lands, although the data available to establish these criteria are considerably more limited than is the case for surface structures. Besides, many more variables influence the severity of the impact at a given site, making the task of assigning stringent ground movement limits even more complex. This often necessitated use of professional judgement and occasional reverting to a qualitative approach. Hence the reader is cautioned at the very outset that the quantitative limits presented herein are approximate and are primarily intended to serve as rough guides for ascertaining the extent of damage to the renewable resource lands under consideration, and that depending on site-specific conditions the actual damage incurred may differ significantly from that predicted by the proposed criteria. The authors, however, feel that the criteria suggested are somewhat conservative, but realistic. The actual damage observed should generally be less severe than predicted by these criteria. It may also be clarified here that the term "subsidence", as used in this paper, implies the total phenomenon of surface and subsurface effects associated with the mining of minerals and not only the vertical displacement of the surface as is sometimes inferred in the literature.

For the mining industry, the Internal Revenue Code and regulations offer a range of choices in arriving at the allowable depletion. Each case is essentially unique. Two prerequisites can optimize these opportunities: communications between the mining company's tax specialists and its technical staff; and an understanding of IRS definitions. For the latter, a logical starting point is consideration of exploration and development, since they precede production and depletion is unallowable prior to production. Criteria for selecting engineering and accounting options for exploration and development indicate the necessity of interaction between these company functions to achieve the most favorable tax position.

Introduction The geological processes that form coal can also concentrate trace elements in the coal. For example, the average concentration of arsenic in bituminous coal (20 ppm) is ten times the average concentration found in all the other rocks that make up the earth's crust (2 ppm). Similarly, other elements, such as antimony, cadmium, mercury and selenium, are more concentrated in coal than in the earth's crust. When coal is burned, trace elements can be further concentrated. Although no new constraints on trace clement emissions were placed on the power generation industry under the 1990 Clean Air Act Amendments, the act does mandate a three-year study of air toxics. Any new regulations aimed at electric utilities as a result of this Federally-mandated study will almost assuredly be very costly-an estimated $1 billion per year. Many trace elements in coal are associated with mineral matter. For example, arsenic is commonly associated with pyrite, cadmium with sphalerite, chromium with clay minerals, mercury with pyrite and cinnabar, nickel with millerite, pyrite and other sulfides, and selenium with lead selenide, pyrite and other sulfides (Finkelman, 1980). There are also cases in which some of these elements are organically bound. Just as both organic and pyritic sulfur can be found in the same coal, the same trace element may be both organically bound and present as part of a mineral in the sane coal. Physical coal cleaning techniques are effective in removing mineral matter from coal and can potentially remove at least some of the trace elements associated with specific minerals, thereby reducing the release of these elements into the atmosphere. Conventional coal cleaning to remove trace elements As part of a project funded by the Electric Power Research Institute, CQ Inc., a wholly-owned EPRI subsidiary located in western Pennsylvania, has demonstrated that large reductions in the concentration of many trace elements are possible if conventional coal cleaning techniques are properly applied. Four examples are given in Tables 1 to 4. In each example, the results shown were generated by cleaning the coal at CQ Inc.'s commercial-scale cleaning test facility. Cleaning results for Upper Freeport Seam coal from Northern Appalachia are provided in Table 1. Data are presented in the table in two ways: as a weight-based concentration (parts per million) and as a concentration per heat unit (grams per billion Btu). Grams per billion Btu is analogous to pounds per million Btu, but avoids the use of numbers with many decimal places. The heat-based concentration provides a better measure of boiler impacts, because the increased heating value obtained through coal cleaning reduces the number of tons that must be burned to produce a given thermal output. Reducing the quantity of coal burned reduces the quantity of trace elements entering the boiler. This raw coal is relatively high in several trace elements of environmental concern, including arsenic, cadmium and chromium. Cleaning provided large reductions in the quantity of arsenic, barium, cadmium, chromium, fluorine, lead, mercury, nickel, silver and zinc. The results for tests with a Powder River Basin coal, Rosebud/McKay, are presented in Table 2. Large reductions in arsenic, barium, cadmium, fluorine, mercury, nickel, selenium and zinc were observed with cleaning. The concentration of chromium increased with cleaning, while lead concentration increased in one test and decreased in another. Table 3 presents test results for Croweburg Seam coal from Oklahoma. Large reductions in arsenic, barium, cadmium, chromium and zinc were obtained with cleaning. Smaller reductions were obtained with lead and nickel, while chromium, fluorine and mercury increased in at least one of the tests. Table 4 presents cleaning test data for Kentucky No.11 Seam coal. In this case, large reductions were obtained with all elements measured. In general, these data indicate that physical coal cleaning is effective in reducing the concentration of many trace elements, especially if they are present in the coal at relatively high concentrations. The degree of reduction achieved is coal-specific, relating in part to the degree of mineral association of the specific trace element and the degree of liberation of the trace element-bearing mineral. Convergence measurement across the 17.4-m (57-ft) high shaft station/loading pocket at Mt. Taylor provided continuing verification of stability and safety. Three levels of instrumentation, consisting of three lines each, were installed and monitored. The instrumentation showed that the flexible lining restrained the adjacent rock. The flexible lining consisted of pea gravel with neat cement between rock and liner plate, wooden crush blocks between liner plate and steel ring beams. The loading pocket is elliptical, 11.6 x 9.6 m (38 x 31.5 ft) inside diameter. The crush blocks were designed to allow 15 cm (6 in.) of convergence. Maximum predicted convergence was 7.0 cm (2.75 in.), and 5.7 cm (2.25 in.) was measured. Convergence measurements also demonstrated decreasing deformation with respect to elapsed time and distance from the measurement station to the temporary bottom of the shaft excavation.

Tunnel project contract documents often present groundwater infiltration requirements for components of the underground portions of the project. All too often these documents require quantifiable target inflows for these components, but only refer to them in subjective terms such as “dry,” “manageable,” etc. The Contractor’s definition of these terms will inevitably differ from the Engineer’s definition of these terms. The purpose of this paper is to look at common subjective terms used in documents and provide suggestions for reasonable quantifiable language. Additionally, the paper will provide information and recommendations on relative levels of cost and effort increase needed to provide increasing levels of water cutoff (i.e., achieve “dryness”?).

Two types of underground tests on three types of shield supports, 2-leg, 4-leg, and chock shield, were con- ducted to measure the horizontal movement of the canopy against the immediate roof. In no friction tests, steel rollers were placed between roof and canopy top, while in friction tests normal direct contact was used. Results indicate that the canopy for 2-leg shields always moves forward during setting, whereas there was no forward movement for 4-leg or chock shields. Based on the test results, a model for active horizontal force was proposed.

When construction sites are in a densely- populated area or near roads, railroad or river, restrictions upon the ways of handling and using explosives such as dynamite and large demolition equipment are being increasingly stringent, in consideration of environmental pollution such as noise, vibration, dust, flyrocks etc., and safety precaution. In view of this, the development of safe and pollution-free technology for demolishing rocks at mines and reinforced concrete structure at building sites is strongly required. To meet such requirements, the demolition by means of expantion of mineral substances has been considered long before. Recently with the demolition technique using non-explosive demolition agent developed by ONODA CEMENT CO., LTD., holes are drilled into substances to be demolished, such as rocks and concrete before-hand. Then, slurry of such agent mixed with an appropriate quantity of water is poured into the holes. It hardens and expands with the passage of time, and the expansive stress reaches more than 3m/m2 in 10 to 24 hours. This expansive stress causes the material to crack. In this article, descriptions of the non- explosive demolition agent, BRISTAR manufactured by ONODA CEMENT CO., LTD., TOKYO, JAPAN, are given briefly with regard to its physical and chemical properties and its method of use; and the way it is used at an actual construction site is reported.

The Upper Santa Cruz Groundwater Basin lies in the drainage area of the Santa Cruz River in Arizona, and extends upstream from the community of Rillito to the international boundary, see Figure 1. The principal water use area lies between and includes the cities of Tucson and Nogales. A subsurface geologic barrier near Rillito provides a reasonable dividing line between the groundwaters of the Upper and Lower Santa Cruz Basins. The Upper Basin contains the Tucson and Sahuarita-Continental critical ground- water areas. The Tucson Water Use Area encompasses the Tucson metropolitan area and extends from the northern boundary of the Basin south to the boundary between the Tucson and Sahuarita- Continental critical groundwater areas near San Xavier. The San Xavier Use Area is the San Xavier Indian Reservation. The north and south boundaries of the Continental Use Area coincide with the limits of the Sahuarita-Continental critical groundwater area. The first study of groundwater in this valley was initiated by Dr. G. E. P. Smith in 1905 and the results were published in 1910, followed by a series of bulletins of the Arizona Agricultural Experiment Station, University of Arizona, covering the general field of groundwater development and utilization. Beginning in 1939, the Ground Water Branch of the United States Geologic Survey, in cooperation with the Arizona State Land Department and the Arizona Water Commission (AWC), have published a series of bulletins concerning groundwater occurrence and utilization in various areas of the state. In 1975 and 1977, the AWC published the "Arizona State Water Plan" (1), comprising a detailed inventory of water availability and use in the State of Arizona, and a study of alternative futures.

The discovery and development of explosives mark one of the most important findings in the history of civilization. Without explosives our vast economic enterprise concerning the mining of coal, copper, iron, aluminum, and various other ores could not function. Explosives are used in all kinds of construction works, in the razing of old buildings, blasting of trenches, driving of tunnels, and in many other instances common to our everyday life. For these reasons explosives are rightfully referred to as the forerunner of progress. An explosive may be defined as a substance (usually a mixture) that, when flame or shock is applied, yields readily to rapid combustion or oxidation, accompanied by the formation of such relatively large quantities of gases as to produce much violence and pressure which, in turn, react against their surroundings and cause what is termed an explosion. By their very nature the action of explosives is destructive and disruptive of adjacent materials. Decomposition of explosives can occur through deflagration, which is rapid burning or combustion, as in the case of black powder, or through detonation, which is an almost instantaneous disruption, as in the case of dynamites and blasting agents.

To develop strategic and tactical strategies to manage seismic hazard in a safe and economic manner, it is necessary to understand the spatial and temporal distribution of mine wide seismogenic behavior. Global mine-scale numerical stress modelling provides a means to forward predict seismic susceptibility thereby facilitating informed decision making for the development and implementation of strategic and tactical risk mitigation measures. To make forward predictions of hazard susceptibility using global stress models with reasonable confidence, it is necessary to rigorously calibrate numerical stress models to the observed history of ground reaction. This paper demonstrates quantifiable methods for calibrating numerical models and developing probabilistic prediction criterion using seismic data. The appropriate applications of model inputs (including boundary conditions, constitutive models and material parameterization) specific to global mine-scale modelling are also discussed. Lastly, this paper demonstrates how the calibration process adds value not only to informed decision making, but also to the improved understanding of site geomechanical conditions; including enhanced identification of geotechnical domains and mechanical indicators required for seismic mechanism domaining.

[Duquesne Light Company's three power plants in western Pennsylvania are now receiving high BTU clean coal from a new coal preparation plant. When burning coal from this plant, particulate emissions are greatly reduced and the sulfur content of stack ace descend. The cleaner coal also leads to more effecting overall operating of the power plants because of less bulk handling of fuel and ash. Environmental improvement is an important benefit of the cleaner, more complete combustion.]

"Lithium is a soft, silver-white alkali metal with atomic number 3. As of 2015, the end use of lithium was estimated to be as follows: lithium-ion batteries (35 percent), ceramics and glass (32 percent), lubricating greases (9 percent), air treatment (5 percent), continuous casting mould flux powders (5 percent), polymer production (4 percent), primary aluminum production (1 percent) and other uses (9 percent) (Jaskula, 2014). Lithium is found in brine lake deposits containing lithium chloride and in hard rock pegmatite deposits. It can be sold in a range of product types; as mineral concentrate, brine, compound (lithium carbonate or lithium hydroxide) and metal depending on its intended end use (Goonan, 2012; Jaskula 2014).In the 1990s, the United States and Chile were the largest producers of lithium globally, primarily from brine operations (Ober, 1994). Most of the lithium compounds produced during this period were consumed in the glass, ceramics and aluminum industries. In the 1980s and 1990s, there were two major lithium operations in the United States: brine operations at Silver Peak, NV and a spodumene mine and lithium carbonate/lithium hydroxide plant in Kings Mountain, NC. The Kings Mountain operations ceased production in 1991 and were eventually dismantled in 1994. Brine operations were also active in Argentina and Chile, while the largest lithium ore deposit in the world was operated at Greenbushes, Western Australia. During this period, it was predicted that major shifts in demand for lithium would come from the success and widespread use of electric vehicles (Ober, 1994).Lithium is still produced from the brine operations at Silver Peak. But in more recent years, Chile has become the world’s leading producer of lithium carbonate from brines. Australia has maintained its position as the world’s largest producer of lithium mineral concentrate, the majority of which is exported to China to produce lithium carbonate and lithium hydroxide (Jaskula, 2014).A spodumene concentrate was also produced at the Tanco Mine in Manitoba, Canada beginning in the 1980s through to 2010 when lithium operations were suspended due to fluctuations in the lithium market price (Martins et al., 2013)."

The paper contains a subsidence measurement taken over a room and pillar panel of a mine located in northern West Virginia. A total of 72 monuments were used to determine a three dimensional view of mine subsidence. In addition, the results of measurements were used to compute ground strains with the use of a numerical model.

A metallurgical complex to recover gold from highly refractory arsenical ore was recently commissioned by Sao Bento Mineraco. The plant, with a nominal capacity of 20 000 tonnes per month, is situated in the Minas Gerais province of Brazil. The process consists of run-of-mine milling, flotation, pressure oxidation of the concentrate, carbon-in-leach, elution and electrowinning, and effluent disposal. The paper provides an account of the investigations that resulted in the decision to install the pressure oxidation circuit, process and engineering design and plant start up. A comparison is made between the results achieved during the first two years of production and the design parameters.

Even with conservative mine planning, rib instability can progress from a nuisance to a major safety hazard. This Bureau of Mines paper examines the mechanisms of progressive rib failure in high mine openings and discusses techniques to control rib slabbing. A field test site in a longwall mine was instrumented to investigate rib behavior during mining. While data analysis showed minor pillar dilation. sporadic zones of progressive rib instability were detected that culminated in eventual rib failure. The failure occurred despite conservative pillar dimensions and shallow depth. Models were used to demonstrate the mechanisms of rib failure and then evaluate the influence of support and other mine-related parameters on rib behavior.

In 1994, McGill University and INCO Ltd. (Sudbury operation) initiated the transfer of technology originally developed to detect levels in equipment ranging from flotation columns to thickeners. A conductivity probe was installed in a concentrate thickener to monitor the mud line and the solids load. The probe consisted of a vertical tube with 32 equally spaced electrode rings connected in pairs to give 31 conductivity cells. Conductivity was measured as a function of depth to produce a conductivity profile. From the conductivity profile, the mud line and the percent solids can be inferred. The probe was installed in October 1994, and it has been successfully detecting profiles since then. This paper includes a description of the incidents that occurred and the experiences gained during this technology-transfer process. Discussed is probe installation and startup; software modifications to accommodate both operating conditions and the needs of the operators; and calibration procedures to adjust to changes in performance as a consequence of long-term use. Also included are preliminary observations of the still-in-progress last stage, i.e., signal interpretation and use to facilitate operation, particularly by providing early reaction to upstream disturbances.

The Basalt Waste Isolation Project of the U.S. Department of Energy is a part of the National Was re Terminal Storage Program. Its mission is to assess the feasibility of siting a nuclear waste repository in the basalt formations which underlie the Hanford Site of the U.S. Department of Energy. The progress in all program areas is summarized in this paper. Activities conducted to date have led to the identification of possible repository candidate sites within the Hanford Site.
