Although Disputes Review Boards have been used for some time, they had not received wide publicity at the time Monroe County first used one. Public owners frequently resist adopting new contracting practices. This paper discusses an owner's experience with Dispute Review Boards, from learning about them to their use on two (2) projects. The experiences of potential and actual contractor claims are compared to a claim on an earlier contract and the ensuing litigation. Suggestions for possible use for Owner-Engineer disputes and recommendations for use are provided.

During the past decade we have witnessed spectacular improvements in productivity of open pit mining equipment. Thousand-horsepower engines, 200-ton trucks and 15-yard electric shovels, which such a short time ago were just dreams on a drawing board, are now realities. More productive equipment and metal shortages have encouraged increased production at existing mines and the development of new larger tonnage operations. Operators and engineers have been able to employ computers and various other types of automation to "stay on top of things". The mine geologist, however, is merely faced with a bigger and more rapidly changing pit to pick in. Keeping geologic information current in these mines presents entirely new problems to mine geological staffs. To obtain adequate geologic information on the developing orebody requires enlargement of the staff to share the work load or revision of methods in keeping with the times. The former has the disadvantage of loss of the comprehensive knowledge of the pit that a chief geologist likes to have, not to mention management's usual lack of enthusiasm for force increases.

Minnesota is a major mining state. This statement is not a dream or stretch goal but is a fact. As reported in a recent edition of Mining Engineering magazine, Minnesota ranks as the third largest state in terms revenues generated from nonfuels mineral production. The vibrancy of the mining sector in Minnesota can be attributed to several factors. The northeastern corner of the state is home to Minnesota?s iron range, one of North America?s largest deposits of iron ore. Iron ore from Minnesota is a strategic resource that has been [ ] instrumental to the nation?s development ? 90 percent of the iron used to build ships and planes during World War II came from Minnesota. Taconite pellets now produced from openpit mines on the iron range are shipped to steel mills worldwide. The growing appetite for steel in China and India has reignited once moribund mining operations throughout the iron range.

The concept of microorganisms as chemical reagents (flocculants, flotation modifiers and flotation collectors) is quite new. Potential uses for microorganisms include their use in place of certain conventional flotation reagents and as flocculating agents in minerals engineering processes. In addition, in some studies micro-organisms have been used to modify mineral surfaces and, thus, the flotation or flocculation of the minerals.

I'm glad this meeting is being held in New York. First, because the city is close to my home in New Jersey, only 35 minutes from Times Square ..... if I were to come to Times Square between two and three in the morning. Otherwise it takes two hours. But even more important is the fact that all of you good people from around the country and around the world will enjoy the unique experience of that warm friendly atmosphere in the greater metropolitan area, something that you won't see any place else on the face of the earth. Seriously, the greater metropolitan area has been a large part of my industrial, cultural and spiritual experience. There are many aspects of it which I find disagreeable but on net I would rather live in this area, at least for the time being, than any other area of the United States. As a consultant I find contact with financial institutions, corporate headquarters, information sources and a great many production and research facilities a valuable asset to my activity.

The geological and geostatistical modeling of mineral deposits requires densely sampled drillholes that provide accurate and reliable hard data. Furthermore, quantifying orebody uncertainty through geostatistical simulation can allow mining engineers to assess long-term risk in mine planning. Nevertheless, ore deposits can sometimes lack dense drillhole information, reliable hard data with proper quality assurance/quality control (QA/QC), or sometimes both. This study is based on a coal mine located in the Republic of Kazakhstan, where an iron dataset is based on data from three newly drilled drillholes, and geological information comes from a massive collection of legacy drillhole data with no evidence of proper QA/QC. For this reason, a workflow was introduced to construct a representative training image from legacy data and stochastically model geological domains within these three drillholes using a multiple-point geostatistics technique. Once the geological model was obtained, a two-point geostatistics algorithm was applied to model the iron inside each geological domain. The direct sampling algorithm was chosen for modeling geological domains, and sequential Gaussian simulation for iron grade calculation. Both methods were extensively evaluated using different statistical tools and analyses.

The key takeaway of this study is the significant improvement in dust protection for roof bolter operators in underground coal mines. The optimized canopy air curtain (CAC), with a redesigned two-level manifold system, provides uniform airflow distribution that effectively reduces dust exposure. By enhancing the protection of operators from harmful respirable coal and silica dust, this technology can reduce the risk of diseases such as coal workers’ pneumoconiosis (CWP) and silicosis. The application of this optimized CAC design in real-life coal mining operations can dramatically improve worker health and safety by minimizing dust-related exposure, ensuring compliance with industry regulations and prolonging the lifespan of mining equipment by reducing dust accumulation.

Model-Based Expert Control systems (MBEC) are on-line supervisory dynamic optimization systems which combine the ability of a phenomenological model to generate a large amount of information about the state of the process and predict its evolution, with the flexibility of a rules-based approach to take plant constraints into account and apply a complex control strategy. For its new concentrator started in 1995 in Kiruna (Sweden), LKAB has implemented a progressive grinding flowsheet with closed-circuit autogenous grinding followed by closed-circuit pebble grinding with ore pebbles. The standard for instrumentation in this new plant is very high. The control hardware consists of a Distributed Control System (DCS) through which the operators interact with the plant, supplemented by a site-level Management Information System (MIS). A state-of-the-art MBEC system was imbedded in the MIS by the authors before plant start-up. It consists of several modeling and expertise software modules: a phenomenological process model and a Kalman filter estimate continuously the state of the process, an optimizer calculates an optimum feedrate, while rules-based modules establish production targets and key process set-points. The decision to install the MBEC system as an integral part of the new plant before start-up illustrates the current maturity of the technology, i.e., enough know-how was accumulated through former projects to design and develop the system to a large extent without accessing the plant. The feasibility and the power of dynamic optimization systems were previously demonstrated in Kiruna pre-existing concentrator by the authors. First, a MBEC system was installed on the three existing pebble mill circuits, providing both an increase in quality (stabilised size distribution) and a 10% increase in capacity. An on-line expert control system with limited modeling capabilities was also installed in the existing flotation plant, with the aim of stabilizing phosphorous content in the concentrate and optimizing collector additions. When considering alternative equipment choices in mill or process flowsheets, it is important to determine both capital and operating costs of such equipment as well as other possible savings related to downstream operations. This paper presents a few case studies and shows cursory guidelines for the selection of equipment for new installations or in the retrofitting of existing plants. Based upon recent plant experience, suggestions are given to improve the operation of clarifiers, thickeners and vacuum filters.

A new separator, known as the HydroFloat cell, was developed to overcome the limitations of traditional flotation cells in recovering coarse particles. The HydroFloat cell separates particles based on differences in mass after the selective attachment of air bubbles to the hydrophobic component of the feed stream. Proof-of-concept testing, utilizing phosphate matrix, heavy mineral sands and anthracite slag, indicated that significant improvements in separation efficiency can be achieved using this air-assisted teeter-bed system. Based on the encouraging laboratory results, a pilot-scale HydroFloat cell was fabricated and installed at a central Florida phosphate plant. Test data collected using the pilot-scale unit suggest that the BPL recovery of the +35-mesh plant feed can be increased by snore than 40% through the application of this new technology. This improvement is particularly beneficial due to the very high grade (-73% BPL) of the +16-mesh particles in the HydroFloat concentrate. This article describes the theoretical basis for the development of the HydroFloat cell and provides an overview of recent laboratory and pilot-scale test results.

The most important event affecting the United States coal industry in 1993 was the strike by the United Mine Workers of America (UMWA). This was a series of selective strikes, beginning with a strike against four Peabody Holding affiliates on Feb. 2, following unsuccessful contract negotiations between the UMWA and the Bituminous Coal Operators' Association (BCOA). Although that strike ended on March 3, the failure to reach a new contract agreement led to walkouts at several Midwestern mines on May 10. During the summer, the strike expanded to include mines of 13 companies in seven states including Ohio, Pennsylvania, Illinois, Indiana, Kentucky, Virginia and West Virginia. About 17,000 miners were idled during the strike. As the prospects for a settlement diminished, the Secretary of Labor appointed a federal mediator. The mediation resulted in a five-year contract. In addition to increases in wages and pensions, it was agreed that 60% of new job openings would be filled by laid off and active UMWA miners. In return, companies won the right to establish more flexible work rules and scheduling of miners. While some health care benefits were expanded, the agreement established a new health care system that was designed to reduce costs. Preliminary Energy Information Administration (EIA) data indicate that US coal production fell by 5% in 1993, to 859 Mt (947 million st) (Table 1). The strike was one of the primary causes of the decline in production. Another significant cause was a 27% decline in coal exports. Also, a very small displacement of domestic coal production resulted from a rise in coal imports.

A simulation procedure has been developed that realistically portrays aggregate growth and disintegration for particular types of floc structures in water and wastewater treatment processes. The procedure requires local dissipation rates and specification of an interaction distance between colliding particles. A principal difficulty encountered in polymer flocculation, however, arises from changes in conformation of adsorbed macromolecules. Therefore, in systems where polymer flocculation occurs by bridging, dynamic changes in the particle size distribution depend upon the interaction of nonlinear. stochastic hydrodynamics with particles whose growth results from a number of concurrent and sequential random processes.

During the last few years there has been a rapid increase in the development of the community or junior college throughout the United States, Some factors behind this development include the need for more college facilities to service the growing number of high school graduates, the desire of the public to provide some post high school education at reasonable costs, and the need to provide post high school educational opportunities not now provided by most of the universities and colleges. Many of the new community colleges provide at least three educational services including local opportunity to provide the first two years of a four year college program, two year technical-vocational programs of a terminal nature, and adult educational opportunities. The community college has the advantage of not being saddled with years of academic tradition which prevent it from changing to suit the educational needs of the community It serves. The flexibility of the community college in developing new programs, particularly in the technical areas, is going to provide industry with many of the badly needed technicians it is now unable to secure.

"Ten years ago," said a mining industry personnel manager, "we used to wine and dine new mining engineering graduates. Now I can pick and choose among men with 10 years of experience." Comments like that are common throughout the industry today. During the 1970s, the US and Canada did indeed suffer from a severe shortage of mining engineers, especially experienced ones. Moreover, it seemed likely this North American shortage would worsen. Increased production of minerals and coal was pushing demand for mining engineers upwards, and there appeared to be substantial new employment prospects for them in the nascent synfuels industry. The oil majors entering the mining industry were pushing for an increased professionalization of mining management, heralding a trend towards higher intensity in the use of mining engineers. In response to the shortage, mining schools expanded their programs dramatically. By 1982, American schools were churning out more than 600 new mining engineers per year, compared to barely 200 in 1970 (Table 1). The timing of the explosion in the number of mining engineers could not have been worse. The downturn in the economy and the resulting slump in the mining industry coincided almost exactly with peak output of mining engineers. The market for mining engineers shifted from shortage to surplus with startling rapidity. The new crop of engineers, no longer courted by the mining companies, struggled to find any mining jobs. At the same time, experienced mining engineers found themselves thrown into the job market, some for the first time in decades. The current oversupply of mining engineers is assumed to be a temporary phenomenon. As the economy recovers, the demand for mining engineers is expected to pick up at least enough to absorb today's surplus. Not so, according to a recent study by Fenvessy and Schwab, a general management consulting and executive recruiting firm. In 1979, Fenvessy and Schwab was commissioned by a group of major mining companies to conduct a worldwide study of supply and demand for mining engineers to the year 2000*. The study began at the height of the North American shortage. One major objective of the study was "to identify means by which business and educational institutions may cope with and alleviate a future shortage of mining engineering talent." The findings, however, ran directly counter to expectations. The current oversupply will not disappear with economic recovery, the study concluded. In fact, the US and Canada are facing a massive oversupply that will probably last until the end of the century, unless enrollments in schools are reduced. Study Method Fenvessy and Schwab's conclusions are based on supply and demand models for mining engineers that it developed in the course of the study. Specifically, predictions for the supply of mining engineers are based on a survey of the 54 mining schools that account for about 90% of the world's annual output of mining engineering graduates. This survey asked for data on historical and projected number of graduates, obstacles to further expansion, changing trends in the use of mining engineers, and graduate career patterns. Fenvessy and Schwab developed three mining engineering supply scenarios from the survey data. The high case, considered unlikely for most of the industrialized world, is based on a continuation of the 1970's soaring growth rates. The middle case was established from the mining schools' own estimates of future growth in the number of graduating mining engineers. Finally, a "low growth" case for the US and Canada assumed that the number of graduating engineers will remain at current levels. Restricted fields of vision are a common problem with underground mining equipment. Also, when lighting systems are provided, they may be positioned where they cause glare. This restricts the visibility around the machines even further. To help address these problems, the US Bureau of Mines has developed a PC-based software package to aid in the analysis of certain human engineering aspects of mining equipment design. The software is available for use by equipment manufacturers and mining companies for design work on new machines, as well as for evaluating proposed modifications to existing machines.

"Once the primary fuel source for the United States and the economic backbone for communities from Appalachia to Wyoming, coal has been on a steady decline since the mid 1990s, and is now at the center of political debate in the United States.The political spectrum of the United States is divided on the future of coal and its place in the energy sector. The coal mining industry and the communities that rely on coal have increasingly been pitted against forces that wish to regulate coal to the history books.In 2008, President Obama launched what many have called his war on coal, and during his eight years in office, he pushed through numerous pieces of regulations and legislation and that he said were aimed at reducing carbon emissions, but that others viewed as direct assaults on the domestic coal industry. Obama led the United States delegation to Paris to sign the Paris Accord in 2016, a 196-country agreement pledging that the United States would do its part to reduce carbon emissions. His administration also instituted clean air, power and water regulations that added extra environmental burdens to many industries, but perhaps none more so than the coal industry.In this month’s lead feature, “A study of U.S. coal mine closures since 1994” (page 18), the impact of the war on coal, and other factors, can be seen in text and figures. Author Jacob Brinkman and coauthors Jay Schafler and Catherine Johnson scoured the data of the U.S. Energy Information Administration (EIA) and the U.S. Mine Safety and Health Administration (MSHA) to show how coal production and mines have been impacted since 1994 and how the years 1994 to 2000 and 2008 to 2016 were particularly hard on the industry.For example, in 1994 there were 2,354 coal mines in the United States. Currently, there are 1,035 mines in operation.In 2016, then candidate Donald Trump promised to end the war on coal and to put coal miners back to work. In 2017, President Trump has followed up on those promises. He announced plans to withdraw the United States from the Paris Accord, signed an executive order designed to undo the Clean Power Plan put in place by President Obama, halted the research on the health effects of mountaintop removal coal mining, directed the U.S. Environmental Protection Agency (EPA) to revise the guidelines of waste water from power plants and has touted that more than 1,000 coal miners have returned to work since he was elected."

Many modern industries rely on rare earth elements (REEs) to produce products that are essential to both civil and defense applications. In a prior study (Vass et al., 2019), we showed that REE grades in acid mine drainage (AMD) and associated byproduct precipitates from AMD treatment (AMDp) warrant evaluation as a feedstock for REE production. The current work extends that effort through a broad survey of 141 AMD treatment sites in Northern and Central Appalachia. In this study, 185 raw AMD and 623 AMDp field samples were obtained and analyzed to assess the REE and major metal concentrations. Results show that an average of 282 μg/L and 724 g/t of REEs occur in AMD and AMDp, respectively. Additionally, both basins contained similar distributions of REEs, and these distributions tended to favor heavy and critical REEs when compared with traditional REE ore deposits.

Current conditions in the gold market demand that mine and plant operators make budgeted production targets at the lowest possible unit costs. For those companies bringing new gold pro­duction capacity on-line, achieving budgeted production levels as quickly as possible after start-up is vitally important to mini­mize unit costs and to begin a positive cash flow. Whether the objective is to simply improve unit costs or successfully start-up a new, complex plant, success will be strongly influenced by the skill levels of the operators and supervisors. The only way to assure return on plant investment, and to survive during depressed metal prices, is to ensure that plant operators have the knowledge to effectively run the plant. Technology available in computer-based, multimedia training systems, including: inter­active animation, videos, voice-overs, schematics, and text can now be used to train operators at their own pace using plant-spe­cific information. Additionally, it has been shown that learning through multimedia provides a higher degree of long term reten­tion than more traditional learning methods.

A brittle solid broken by crushing or impact, results in a mass size distribution curve having a straight line segment when plotted on log-log paper. Depending on the mineral, the slope of this straight line segment ranges from a maximum of one for materials like glass and quartz to values of one half or less. Theoretical derivations of the size distribution, such as the Gaudin-Meloy model, yield a slope of one and only one. When the Gaudin-Meloy model is modified to assume that not all cracks terminate on a preexisting surface, the new model predicts that size distribution slopes, depending on the type of brittle solid, will be less than one. There is a measurable physical parameter that will predict the slope. In addition the model predicts that particles from such a size distributions will have negative corners and peaks - indentations. Moreover the model predicts that particle shape will systematically change with decreasing particle size. Finally, this new physical model of comminution may be experimentally tested.

The only previous attempt to use a tunnel boring machine in the rock formations encountered in New York City was unsuccessful. However, technology has been developed since then which made a new attempt a practical proposition. Nine thousand feet each of 8'6" and 11'0" diameter tunnels were driven in Manhattan schist using Jarva TBM's together with 1100 ft. of the smaller diameter driven conventionally in Inwood marble and earth. (1) The selection of tunneling method was largely based on the need to avoid community reaction and hazardous tunneling conditions where the larger diameter tunnel passed beneath residential structures in poor condition in seamy and blocky rock. Experimentation with cutters and cutter mountings indicate that good cutter life and ease of change are available. It was found practical to use unusually large muck cars for an efficient muck disposal system. Conventional tunneling was successfully executed beneath a subway station whose invert was less than seven feet above the crown of the tunnel. Attempts at chemical consolidation and dewatering were unsuccessful in the earth section which was completed under compressed air.
