The mineral industry shares a particularity- heterogeneity-with the other primary industries exploiting nature such as agriculture, fisheries, and forestry, which may not be found in the secondary industries, In the mineral industry heterogeneity is evident both in the raw material, the ore in situ, and in the working conditions. Mining engineering, which encompasses the tools for designing mine production systems, is mostly an assembly of the other branches of engineering and applied science. The assemblage's goal is to arrive at an optimal production system. As such, mining engineering is similar to systems engineering. The technique for the development of systems-mine production systems or mining operations -is operations research with its succession of activities: observations, modeling, experimentation, and verification. Comparisons among alternative systems are highly desirable during the development phase of a mining operation as well as during later phases where modifications, ameliorations, and expansions are carried out on the existing system. The role of the independent consultant in systems design and development lies in the collection and breadth of experiences from modeling and model verification in other operations, which he can add to a new system's development and thus in- crease its credibility with management.

The Nucoalyzer (On-Line Nuclear Analyzer) is a new method recently made comercially available for monitoring the elemental composition of a process stream. Applications for the Nucoalyzer include grading ore on a conveyor belt before or after it has gone through primary crushing, monitoring the slurry being transported in a pipe to the concentrator, and monitoring the stream of concentrate or the tailings from the concentrator. The Nucoalyzer may also be used at the smelter to monitor elements in the feed that include copper, sulfur, iron and silicon where a uniform feed is desired. The advantage of the Nucoalyzer over most other techniques are (a) it performs the measurement directly on the process with no sampling necessary, (b) the analysis can be performed on streams of particulate and slurries, and (c) the system does not have to make contact with the material it measures. These Nucoalyzers are operating at coal fired power plants and several more are about to be placed in service. This paper discusses the principles of operation of the Nucoalyzer, our experience in the field, application of minicomputers to data reduction, and potential applications in the ferrous and non-ferrous industries.

Recovery of galena and sphalerite from fine grained lead-zinc ores by flotation normally requires re-grinding to achieve economic recoveries at acceptable concentrate grades. Re-grinding aims to reduce the coarse valuable mineral particles to a size where they float more readily and to liberate the composite valuable particles so that the gangue in these composites does not dilute the concentrate. Besides changing particle size and liberation, re-grinding changes the surfaces of the minerals and thus may alter the rate that mineral particles of a given size and liberation float. A method was developed to apportion the total change in recovery after re-grinding between changes in size and liberation and changes in flotation rates. The flotation behaviour of minerals, before and after re-grinding, was measured by floating samples of plant streams under controlled conditions in a laboratory cell. Results from several industrial lead-zinc circuits indicated that the change in behaviour observed fell into three different categories. It is concluded that the method will indicate whether the focus for optimization of existing plant should be on comminution or flotation, and it will help determine the path for laboratory testing in designing new regrind circuits.

Rod mills were developed, as a logical substitute for the rolls crusher when larger tonnages had to be handled, on a continuous basis. Today, with even larger tonnages to process, the trend is to install larger equipment, automate the plant and develop the highest availability possible, in order to cut costs. The rod mills, because of design limitations in size and speed 1'2, are not able to meet these new requirements. The autogenous mill was a timely development and serves as an excellent alternative for ores that are suitable to this type of grinding. When ores are not amenable to autogenous grinding, selection of a flowsheet is dictated by liberation characteristics and unit operations to be used for mineral recovery.. The following alternatives are available: (a) Multiple rod mills, capable of drawing no more than 2000 HP each, followed by ball mills. (b) Gyradisc crusher followed by two stages of ball mill grinding.3 (c) Tertiary crushing followed by closed circuit single stage ball mills grinding to approximately -100 mesh, as in the copper industry. An overview of the process employed to assess arsenic exposure levels at a gold mine is provided together with the recommended control measures. Arsenic and its compounds are regulated in Ontario as designated substances in all workplaces except mines and concentrators. There is a proposal to remove the exemption for mine and concentrators. If the exemption is removed, the mining industry will be required to adopt the proposed exposure Limit of 0.01 mg/m over 40 hours. There are many mines in Ontario which will be affected by this new regulation. To determine the extent of which workers are exposed to Levels exceeding 0.01 mg/m , an assessment program was initiated at the mine. The main objective of the program was to determine the effect of the proposed regulation on underground and surface operations in term of compliance if it becomes Law. The data obtained from the assessment program shared that only 1ML of the workplaces monitored for arsenic indicated levels above the proposed limit of 0.01 ,/yard all workplace levels were below the present Limit of 0.2 mg/m .

Previous work has shown that significant, free milling gold values exist in the Ryan Lode ore. This project used pilot scale equipment to estimate the percentage of gold recoverable by gravity methods from the circulating load of a conventional, closed-circuit, grinding mill. The pilot scale flowsheet employed three stages of gravity concentration, hydraulic classification and batch grinding to simulate a full scale milling circuit. 172 kg (379 lbs) of Ryan Lode ore were processed, having a head grade of 4.8 g/metric ton (0.14 oz/ton). Results showed that simple gravity methods are capable of recovering 45-50% of the gold values in a concentrate grading in excess of 3430 g/metric ton (100 oz/ton). Of the remaining gold values reporting to the classifier overflow solids (80% passing 70 microns, 3.1 g/metric ton (0.09 oz/ton)) 89% were recovered from 48 hour bottle roll tests.

In 1976, the Resources Conservation and Recovery Act (RCRA) aroused concern in the mining community about the regulation of mine waste streams under RCRA. In response, the Bureau of Mines initiated research in the late 1970's that addressed mine and minerals processing waste. Research included investigating improved environmental technology for metal, coal, non-metal, and emerging industries such as oil shale, tar sands, peat, and lignite. Environmental issues escalated in the 1980's. Proposed regulations addressing control technology for mining and mineral processing wastes prompted the Bureau of Mines to become involved in 1985 in an advisory capacity to the regulatory agency, the Environmental Protection Agency. In Fiscal Year 1988, the Bureau of Mines initiated a research program designed to provide the minerals industries with cost-effective solutions for ameliorating environmental effects of mining. Bureau research has led to advances in the areas of acid mine drainage control and mitigation, subsidence prediction and control, and control and treatment of solid wastes resulting from mining and mineral beneficiation. The Bureau also conducts research seeking new methods to remediate abandoned mine lands. A discussion of the mine waste issues is presented, followed by a summary of past and present research conducted by the Bureau of Mines.

The tungsten carbide insert bit has probably advanced blasthole drilling more than any other single improvement. Tungsten carbide inserts have longer life, maintain sharper edges, and penetrate faster than hardened steel edge bits. Before the tungsten carbide hit appeared, all-steel bits were used. Even with the new bits, blasthole drilling costs vary with the type of equipment used and its condition; the hole's length and diameter; the rock's texture, hardness, and nature; the operator efficiency. To help reduce drilling costs, the operator should be familiar with the use and care of drill bits. This article provides information about tungsten carbide rock bits used for percussion drilling. Consideration of tungsten carbide rock bits includes looking at bit materials [ ] as well as bit operation and maintenance. Two basic tungsten carbide rock hits are the button bit and the four-wing carbide insert bit. Three common hit-to-drill-steel connections are the bottom drive, tapered drive, and shoulder drive. Bottom drive bits arc typically used for singlepass or longhole drilling, with all percussion drills from handheld sinkers to heavy track drills. Tapered socket bits are available with shallow or deep carhide inserts, for the lowest cost depending on the rock type being drilled. Shoulder drive bits are available in all-steel or carbide insert design.

Acid rain legislation included in the Clean Air Act Amendments of 1990 caused a great deal of uncertainty regarding the price, source and production quantities of coal supplied to the eastern coal market. Powder River Basin and other western coals continue a rapidly accelerating migration eastward. South American coals move into the northern markets. States are proposing legislation to assist utilities in complying with the new regulations in hopes of maintaining their own coal industries. Some utilities question the long-term availability of eastern compliance coal. Major coal producers must make decisions now to assure their continuing presence in the market place. Several companies have adopted a strategy to acquire eastern compliance reserves, while others have invested in technology to compete as a low-cost producer. Legislation "Acid rain." This is a topic that was debated within the scientific, environmental and industrial communities for years. Those discussions resulted in a large outlay for the federal National Acid Precipitation Assessment Project (NAPAP), which was then ignored. Acid rain then became the subject of a "60 Minutes" broadcast that debunked the acid rain theory, supporting the NAPAP study conclusions. In the final outcome, however, acid rain was the driver for the Clean Air Act Amendments of 1990.

The desire to minimize gaseous effluent in smelting and maximize gold yields from refractory ore are driving the nonferrous and gold refining industries to demand more and more oxygen. This, coupled with an increasingly competitive marketplace, forces the investigation of alternate methods of oxygen supply. Current progress in both the non-cryogenic and cryogenic fields is making the use of low-purity oxygen much more attractive. The benefits of on-site production are now available to most oxygen users. Historically, these on-site advantages could only be achieved by relatively large plants using high-purity cryogenic technology. The evolution of low-purity cryogenic and non­cryogenic oxygen production has added a new method of delivering on-site production. Specifically, the advent of oxygen Vacuum Swing Adsorption (VSA) technology has brought these benefits to smaller-volume customers by cost-effectively supplying oxygen requirements as low as 20 tons per day, (tpd). Low-purity cryogenic plants have also made an impact on the market, yielding cost reductions for larger-volume customers with oygen requirements greater than 70 tpd. This paper reviews the advantages and disadvantages of current supply methods for users having varying volume, purity and other requirements.

The Massachusetts Bay Transportation Authority (MBTA) has undertaken an under-ground transit project to extend public transportation service from downtown Boston to the South Boston Piers area. This new system, known as the Transit way, will connect existing subway lines to this area which is comprised of approximately 300 acres, in light of the potential for 21 million square feet of development by 2010. This system includes construction of a concrete immersed tube tunnel crossing of Fort Point Channel. The crossing will be accomplished in the highly congested setting of down-town Boston and will be located just to the north of the famous Boston Tea Party ship exhibit and amid major Central Artery Construction activity. The most recent concrete tube constructed in the United States was in 1962. The Fort Point Channel Crossing will employ current design and construction methods commonly utilized in the Netherlands, Australia, Hong Kong and elsewhere. This paper will present the design philosophy, planning, and evaluation of alternative crossing methods which led to the selection of the concrete immersed tube tunnel and construction techniques envisioned for this particular application.

INTRODUCTION Los Angeles is one of the world's largest cities in area with a span of 70 km between its north and south limits. The population in the Los Angeles Basin exceeds 11 million people. Los Angeles is second only to New York City in density of U.S. urban population and it operates one of the largest city bus fleets in the world, 2,500 buses. After many years of planning and many consultants' reports, it is planned to initiate a 30 km (18.5 miles) starter line subway -- the "Wilshire Corridor" (Figure 1). Construction is to start in 1985. In several locations, subway routes ultimately will skirt or cross old oil fields, which may cause gassy tunneling. Of particular note are the La Brea Tar Pits, which overlie a part of the old Salt Lake oil field. Tunneling through tar sands for about 3 km will be unique for subway construction and will occur on the starter line. Experience with previous gassy tunnels in the greater Los Angeles area shows that tunnels can be completed safely if precautions are taken. Abundant ventilation is the main solution, although other precautions are discussed herein.

"MOTIVATION The storage of nuclear waste gives rise to a lot of innovative issues for underground space technologies. The nuclear activity of waste generates temperature effects on both the lining and the surrounding rock mass. In order to avoid these unfavorable effects, the number of waste containers is controlled in the gallery section. The galleries section has consequently ranged from a diameter of 4 to 6 meters. However, in the case of intermediate-level nuclear waste, due to the lower temperature, the number of containers in a cross section of a gallery is assumed to be safely increased. Despite technical difficulties, a large diameter gallery (typically 12m excavated) seems to be more cost effective. This paper demonstrate the feasibility of such a gallery in the specific context of CIGEO (French Geological Repository Project for nuclear waste), located in the Bure area in the north-eastern of France. The geology of Bure at the project’s depth (about 520 meters) consists in a quite homogeneous layer of Callovo-Oxfordian argillites (COx argillites). With such an overburden, this rock is known to have a high plastic behavior with significant time-dependent effects. These mechanical properties require complex behavior laws in computational modeling used for the design of underground facilities.EXPERIENCE OF LARGE DIAMETER GALLERIES In order to identify some specificities in the design of such openings, a research has been run on existing galleries of large diameter (more than 10 meters), like the tunnel of Chamoise, Lötschberg, Tartaiguille or Saint-Martin-La-Porte. Two of these representative examples are detailed hereafter. Tunnel of Chamoise (French Jura) In spite of a lighter overburden (400m versus 520m), an anisotropic initial stress state and a variable rate of carbonates, the highway tunnel of Chamoise is quite similar to the planned gallery for intermediate-level nuclear waste, with a geology very close to the CIGEO’s one in some sections. Because the northern tube encountered difficulties during the excavation a few years before (several over-excavations and spalling, especially in the bench), the excavation of the southern tube has been carried out in two steps, but with a high bench and a small curved invert (Figure 1). The design of the immediate support consists in long bolts and a shotcrete layer. The concrete lining is about 50cm thick."

INTRODUCTION The Wyodak Mine is located in the northern Powder River Basin of Wyoming and is thought to be the oldest continuously operating coal mine in the United States, having recorded yearly production since 1923. The mine has expanded over its 80-plus-year history from an underground room and pillar operation to a modem surface snip mine. Currently, the mine feeds four on-site power plants using conveyors, has a filly automated truck load-out, and ships coal by rail to nearby Wyoming power plants. Annual production of 4.8 MTFT is accomplished on a single-shift basis with 53 fill-time production, maintenance and administrative personnel. In 1990 a decision was made to modernize the coal feed system to the power plant complex with modular conveying equipment. The project involved constructing coal storage silos, overland conveyors, feeder breakers and modular conveyors to follow the mining benches. Total project cost in excess of $25 million was used to construe or commission: A 2,150-TPH 48-inch overland conveyor with horizontal curve A 2,150-TPH 48-inch plant feed conveyor 13 shuttle conveyors, each 150 feet in length 2 front-end loaders equipped with large coal buckets 2 crawler-mounted feeder breakers with compatible discharge conveyor 1 high-lift shuttle conveyor with adjustable discharge height 1 high-angle conveyor 2 4,500-ton coal silos with automated truck load- out capabilities. Conceptually, the plan was to develop 33 MTONS of reserve adjacent to the plant complex and use front-end loaders to tram ROM coal to in-pit feeder breakers. The primary crushing would reduce coal to 6-inch minus and feed through a series of shuttle conveyors to an overland supply conveyor. The overland conveyor would feed the secondary crusher, and the crushed product would be moved to any of four storage silos using conveyors. The in-pit crushing and conveying system is a unique fit for the power plants and provided many interesting challenges for the coal mine to overcome. System integration, maintenance windows, equipment availability and the like had a major role in engineering the system to a power plant complex having no emergency coal stock- pile and limited plant storage. In crediting the designers and operators, the in-pit conveying system at the Wyodak Mine has delivered coal to the power generators since 1994 with little or no downtime. ENGINEERING CONSIDERATIONS Yearly production for the mine is based on 3.5 MTPY which requires about 1,550 TPH on an 8 hour, one-shift- per-day, 5-days-per-week basis. Considering efficiencies for starting and stopping, crew transport, loader trams, and operational delays, a nominal conveyor feed rate of 2,150 TPH or 72% system utilization was used in engineering design application. This ton-per-hour basis is used to size and commission the remaining components of the in-pit system. Coal quality requirements also played a role in equipment selection. The mine reserve grades vertically and coal from Upper and Lower benches needed to be mixed in any given proportion. This required equipment to be filly variable and capable of producing all or part of the 2,150-ton-per-hour requirement. Bisecting the 80-foot- high coal face for quality required construction of a high lift module capable of reaching a single overland conveyor 40 to 50 feet above the pit floor. Designers built a high-lift, adjustable and portable module specific for this application Having two bench systems capable of each producing the required feed for the power plants required computerized control processes to control on-line production. RSLinx, RSLogix, and RSView were chosen as the communication and control software, and a Data Highway Plus serves as the communication backbone. The tunneling construction industry faces a new challenge in endeavoring to comply with the multitude of regulations and standards of the Occupational Safety and Health Administration and to work following accepted and experienced tunneling practices. Tunnel inspections appear to be gaining in priority. The national OSHA inspection activities reported for the year 1976 in the construction industry are as follows: 989 Inspections 45 As result of Accidents 186 As result of Complaints 605 General 153 Follow Up 34% Were found to be in compliance 714 Citations were Issued 1,825 Violations were found (201 of which were serious; 1573 were non-serious; 51 were imminent danger. There were no recorded failures to abate a violation in our industry.) The five general priorities by which a company would be scheduled for an inspection in descending order are: imminent danger situations, reports of fatal accidents or catastrophies, inspections in response to valid employee C( taints, inspections of work places covered by National Emphasis Program NEP, (OSHA's NEP has been designed to impact on any industry having a very high injury or illness rate) and finally random inspections of work places covered by OSHA. The following criteria in selecting companies for random inspections is used by OSHA.

INTRODUCTION We will discuss here only the subway construction phase; that is, two to five years at a given location--not the long-term analysis. We also will compare some tunnel construction methods used for BART and in Los Angeles. Typically, urban planners and engineers try to balance a new mass transit system to include tunneled subways, cut-and-cover construction in city streets, and elevated guideways. Their decisions are based on many factors, most of which can be quantified. But there are some socio-economic-environmental factors which are almost intangible, or nonquantifiable, and these are rarely included in the final report for a rapid transit system. There are two reasons for this: First, it is difficult to evaluate disruptions and psychological inconveniences to individuals and to the community during the construction period, and even more difficult to assign costs because the valuations are always subjective. Second, the rapid transit project capital costs are given in the final report and the public knows them; but the intangible social costs are borne by the affected neighborhood community, not the entire city, and as such they are "hidden costs," which in fact may add as much as 25 percent to the total system cost.

Solvay Minerals, Inc. (formerly Tenneco Minerals Company) is one of five producers who use trona to produce soda ash at Green River, Wyoming. Over the years, many producers, including Solvay Minerals, extended their product lines by manufacturing other sodium products based on trona. This paper focuses on the criteria used by Solvay Minerals in the selection of new products added at its Green River, WY operations. An example is given in the selection of caustic soda production.

Commercial lime plants in the United States and Canada are depicted in Figure 1. The sources of lime available to Nevada and bordering states are rather few. Chemstar Lime has plants at Apex, Nevada and Nelsen, Arizona. Continental Lime, Inc. has plants at Tacoma, Washington, Townsend, Montana and Delta, Utah. However, Continental Lime has a new rotary kiln installation underway near Wendover, Nevada. This plant is scheduled to come on stream in the fall of 1989.

A portable electronic instrument was developed which will measure change of longitudinal wave velocity with change of uniaxial stress in rock columns. The instrument is a solid-state device powered by nickel-cadmium batteries. It uses a probe of two piezo-electric crystals spaced inches apart to send and receive a pulse through a stressed rock. A one-inch cathode ray oscilloscope visually displays the longitudinal wave. A reference chart is used to find the stress. Laboratory results have indicated that the average stress on a sandstone column can be found to within 35 psi. The feasibility of using this instrument to determine stresses in mine pillars is to be studied. The instrument may be used to investigate physical properties of rock.

A review of the geology and mineralogy of several of the better known hydrothermal platinum-group metal (PGM) deposits is undertaken. Along with new data from two recently discovered occurrences in Nevada, a number of common characteristics of these deposits are identified. Newly described PGM occurrences in Nevada are the abandoned Gibellini mine workings characterized by limestone-hosted hydrothermal Mn-V-Zn-Ni mineralization and the granite-hosted base-and precious-metal veins of the Gingerload claims.
