The extensive lead time to develop most Arizona copper deposits commenced with initial production efforts before the turn of the century, when the first attempts were made to recover gold and silver and later copper from the high-grade vein deposits of the territory. Each of these discoveries, prospects, and early operations had its own lead time and life cycle as economic production was attempted. Because prices of the metals fluctuated and the higher grade material was depleted, economics forced operations to close and companies to fail. Renewed interest in the property because of improved conditions, different interpretation of the geologic structure, or new promotional ability frequently resulted in the formation of yet another company to finance the exploration and, hopefully, the development of the property. This cycle of renewed activity and subsequent abandonment was and is common, accounting for many lead times and for the long period of time from the initial location of claims to large-scale production. In order to gain a perspective on the lead-time interval necessary to achieve development of a large-scale operation, the histories of several major Arizona mines were examined, rather than a simple listing of discovery and production dates of many mines to arrive at a statistical average. The Miami, Castle Dome, Copper Cities, San Manuel, and Twin Buttes properties were studied, and as much data as possible obtained on the Pinto Valley, Esperanza, Sierrita, Pima, and Mineral Park-Ithaca Peak properties.

Microprocessor-based balances are helping Keffler & Rose Coal Preparation Co. to test and ship coal faster than the competition. They provide a high level of accuracy in meeting Environmental Protection Agency standards and customer specifications .and help minimize "bad" coal. The combination of speed and accuracy has helped increase K&R's sales, while improving the company's reputation for meeting precise client requirements. The quality of coal that is assured by the company's testing-at an in-house lab using fast, precision weighing, and a computerized sulfur test-has assured K&R of a good price for its products. Recent EPA standards have strained the testing capabilities of coal suppliers. Companies involved with high-sulfur coal often use outside laboratory services that can take three to four days to report test results. Since the coal business moves much faster these days, some coal companies cannot afford that kind of time. Too much coal not up to specifications could be produced within a three or four day period. Keffler & Rose took a novel approach to this problem, installing its own in-house laboratory. The test situation immediately improved with this step. However, one bottleneck persisted for a time: the weight measurement procedure for ash, moisture, and energy content. The company first employed a mechanical balance that required time for setting up and taring. The balance provided readings on a conventional scale that was not very precise and allowed for error through subjective readings by the operator. The balance bottleneck was broken when K&R applied new technology to meet its needs: microprocessor-based weighing. The result has been a 75% reduction in weighing time and a sharp increase in accuracy. This has contributed to the test speed needed to keep up with 227-t/h production and precise K&R coal specs.

A new extraction method which includes a combination of gravity and alternating electromagnetic fields with interfriction of mineral particles was proposed (Tikhonov O.N., 1979) and tested in lab conditions at Mineral Processing Department of St. Petersburg Mining Institute. At the beginning of the work the main goal was to find an efficient alternative to traditional extraction methods (like shaking table, etc.) used for concentration of fine alluvial gold particles. After the method and a series of gradually improved lab separators (Tikhonov, et al., 1983) were positively tested for gold (Tikhonov, et al.. 1986) the efficiency of the method was also proved for extraction of and other heavy minerals from alluvial and ground ores in experimental work at the St. Petersburg Mining Institute. The fine heavy minerals were separated to concentrates with high technological indices (Andreev et al., 1987), (Tikhonov, Gladkov, 1987), (Tikhonov, Gladkov 1989). In parallel a semi-industrial gravi-electro- magnetic separator was made and several technological flowsheets were designed for testing the method in industrial conditions (Tikhonov O.N., Miazin B.N., 1987), (Tikhonov O.N., Tolstunov S.A., Jebelev V.V.,1989). A series of industrial tests accompanied with complete sampling and standard technological measurements were performed at several alluvial deposits, with good technological indices. Thus the method and the flowsheets displayed high additional recovery of fine alluvial gold particles during elkrated industrial experiments in Siberia (Aldan province). At higher concentrate grade this method, even in one-stage operation, increased gold recovery more than by 25% compared with shaking table (for particles -0.10 mm gold recovery was 82% vs. 55% by shaking table, for particles - 0.25mm the recovery was 97.5% vs. 61.8%). Experiments were performed by joint team of St. Petersburg Mining Institute and the Irkutsk Institute of Rare Metals (Tikhonov O.N., Gladkov S.A., Tarasova T.B., 1991).

Eastern Mesabi taconite is one of the hardest rocks known, but fortunately it shows little tendency to pack in the crushers, when the minus 5/16 inch material is removed. The crushing circuit is essentially as shown in the Engineering and Mining Journal article, "Reserve's New Taconite Project", dated December, 1956 except that the grizzly screen between the two stages of gyratory crushing has been eliminated. The Reserve operating staffs aim is to utilize the crushing equipment in such a manner that the maximum tonnage of taconite can be crushed to the required size at a minimum cost. As is readily apparent, the primary consideration is to produce a desired size product, with the other operating factors to be balanced, thus achieving the best setting for each crusher. Much effort has been expended toward the development of a satisfactory sized material for feeding the rod mills. The characteristics of this feed must allow the following situations to be handled by the existing equipment: 1. The material being fed to the rod mill must be such that it can be fed into the unit with the proper quantity of water to maintain the correct density within the mill. 2. The rod mill must produce a product from this feed which can be handled without difficulty by the magnetic cobbing and ball mill circuit. 3. The incidental tramp must not exceed that quantity which can be handled easily after the rod mill and after the ball mills.

The Electric Power Research Institute Energy Supply Program is developing coal supply forecasts. By coal supply forecasts I mean the future relationships between coal price and production levels. A representative supply curve is shown in Figure l. It will make the rest of my presentation clearer if at this point I give you some background about EPRI and the Energy Supply Program. EPRI is funded by the nation's electric utility industry to develop new technologies for the production and conservation of electricity. Most of the research is conducted by outside contractors. We participate in joint projects with the Department of Energy and other organizations. The Energy Supply Program is one of three "economic" programs. The other two are Energy Demand and Conservation, and Systems. The Systems Program's main function is to provide the means to integrate the output of the other two Programs. The primary function of the "economic" programs is to provide information pertaining to future energy prices, availability, requirements, etc. to the EPRI personnel planning R&D programs. A secondary role that is becoming more and more important is providing information of direct use to the electric utility industry. I should note that the results of all EPRI's contract work are available to the general public. A "Coal Supply Analysis System" is being developed for EPRI by Charles River Associates. To the extent possible it will draw upon existing work, but much additional work needs to be done in the area of coal supply economics.

To mining people who have experienced the tremendous expansion of existing operations and the development of new properties over the last several years we do not have to point out the difficulties in hiring skilled equipment operators. To those of you who have opened operations in some of the more remote places in the world this is not just a difficulty. It is an impossibility. Your only recourse has been to try and train whatever manpower has been available. Depending upon your success in training, the next problem has been to keep them. On todays modern equipment, the skill of the operator remains as the greatest single variable affecting the performance of the machine. On a blast hole drill, for example, a skilled operator will get good production footage, acceptable bit life and minimal machine downtime The unskilled operator will not only fail to get the acceptable production footage but all too frequently this failure is coupled with low bit life, high repair costs and excessive machine downtime. Even between experienced operators, on identical machines, in the same kind of material we find significant variations in performance. It is, therefore, the skill of the operator, not just his experience, which makes the difference. The problem, as presented to us by our customers, has been to find a way for the unskilled man, with minimal training, to match the performance of the most skilled and experienced operator. The obvious answer is automation.

The Perama Hill gold project is an environmentally friendly project designed with the principle of zero discharge to the environment. The main issues of the proposed mine that are addressed in this paper are the water management, the dam and tailings management facility parameters as well as the mine closure plan, which demonstrate the sustainable design of the project. The water plant circuit will operate using 87% of recycled water and rainfalls, while the pumped aquifer is completely unsuitable for any other use. The proposed water management plan is based on different meteorological conditions for every month and optimizes the external water needs. The tailings pond area that is sited on intensely argilized rocks, will be composite-lined resulting in a permeability value of less than 10-10 m/s, and will exceed the safety parameters for maximum earthquake intensity, flood conditions and seepage. Tailings will contain less than 1 ppm cyanides (almost potable water ranges) and will be free of heavy metals (oxide ore material). The proposed rehabilitation plan comprises of decommissioning and demolition of the plant and auxiliary facilities, open pit partial back-filling and recontouring, appropriate capping of the tailings impoundment, revegetation, maintenance of area drainage system and monitoring for 5 years after rehabilitation. The plan is fullycosted, will be prepaid and through the agreed final land uses with the local community and the proposed actions of the corporate responsibility will attribute to the sustainable development of the area. The design of the Perama Hill project according to new EU and UN legislation and practices ensures that it will be the best example of gold mining operations in Greece.

This paper is a review of technological progress in mining geophysics during the past decade. This has been the most significant period in the history of mining geophysics. Among the already existing; techniques, instruments for ground -magnetic and electromagnetic prospecting, were developed that are more, portable and faster to operate. Induced polarization equipment came into widespread use. Airborne instruments of various types became available and were used to survey large areas. Drillhole instruments were developed and have had some use, and it is to be hoped will be used to a greater extent in the future. Two revolutionary new methods, the AFMAG and INPUT, were developed. The wisdom of attempting to cover such a broad field in a single paper might be questioned. There is the inevitable problem that each topic must be discussed very briefly. However, while papers describing individual instruments have appeared, many have yet to be described in the technical literature. The evolution of the ground magnetometer and electromagnetic instruments has not been discussed. It is only recently that a review article has appeared on airborne EM. The existence of review literature on some topics has meant that they are given less emphasis in this review than those topics inadequately covered. It will also be observed that stress is laid on "chose instruments that are generally available to the mining industry rather than those developed by individual exploration companies for their own use.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. In many cases, substantial time may elapse between the exploration stage and a serious detailed planning stage which has the objective of putting a mineral property into production. This is always true where properties change ownership and new partners are brought in for joint venture situations. Such conditions make it imperative that the recording of complete and accurate geological data for the property is done during the active part of the exploration phase and accomplished by competent geologists and engineers. This work should not be left to helpers and technicians. Furthermore, it should not have to be redone years after the actual drilling was accomplished, when either those involved have parted company or those present have lost the touch and feel of their part of the exploration program and must rely on a memory sketchy in detail, at the best. All of this emphasizes the importance of thorough geological evaluation and reporting during the exploration program. To evaluate and comment on the application of geological data by a mine planning department, we must assume (1) that sufficient diamond drill holes have outlined the existence of a potentially economic ore deposit, and (2) that the next step is to obtain the required information to allow a detailed feasibility study. This paper will comment on: 1. what types of geological information are required, 2. how it can be obtained, and 3. comments on the application of this information by the mine planners.

Successful transitions from micro- to macro-engineering are the keys to effective technology transfer between research and development organizations and industrial end users. At the same time, it has proven to be one of the most difficult tasks that the minerals industry has had to manage. Typically, developers of fundamental information concerning how mineral processing subsystems work have been academics and government scientists. These are the individuals giving the most important input to micro-engineering models that can benefit industrial operations. Publication is the usual route for "attempting" to transfer this technology to the end users. Unfortunately, with such publications, very little direct communication occurs concerning real industry needs or the future steps required to make the particular micro-engineering model useful. In the past, the industry has relied on in-house R&D groups and plant metallurgists to "translate" publications, to provide useful macro-engineering tools for plant applications. To some extent, engineering companies have also been asked to serve this function. However, these firms have been rather ineffective in this area since their conservative nature has caused them to look rather suspiciously at new technology. This approach to technology transfer has worked, albeit clumsily, for the last several decades. This communication system is now on the verge of total collapse due to conditions of the minerals industry. Mining companies can no longer afford the significant overhead expenses of specialized technical staffs. Universities are finding it extremely difficult to interest US students in mineral engineering programs, and funding for such programs is weak. Faculty members involved in micro-engineering research today tend to focus on pure (non-application-oriented) research.

The US Geological Survey (USGS) held a one-day workshop at its Denver, CO facility to inform the public of the status of its National Mapping Program. In addition, the agency wanted to obtain information from topographic map users on what their needs are. The agency wants to know what the topographic map user wants. The USGS faces the challenge of keeping up with the changing needs of the nation. In the last few years, the agency has changed dramatically to meet these needs. For example, the "new" USGS incorporates mineral-information specialists from the former US Bureau of Mines and also uses the expertise of former National Biological Service employees. These areas complement the agency's traditional strengths in mapping, geology and water re- sources. The stated mission of the USGS's National Mapping Division is to "meet the nation's need for basic geospatial data, ensuring access to and advancing the application of these data and other related ears science information f& users worldwide." To accomplish this goal, the USGS publishes topographic maps, including shaded-relief editions of areas of special interest (state maps and national parks); photo image maps; satellite image maps; geologic maps and hydrologic maps. The geologic maps include geologic quadrangle maps, oil and gas investigation maps and charts, and coal investigations maps. The familiar 7.5-minute series topographic maps are the most widely used. The 7.5-minute- (1:24,000-scale-) format mapping was begun in 1935.

BACKGROUND The development of public transportation in the Los Angeles Metropolitan area is, as in other cities, closely tied to the development of the area because of increases in population and commercial and industrial activity. Local transportation first appeared in the area in the 1870s when the population was fewer than 10,000 residents. Around 1910, after many consolidations of competitive interests, two large railway companies were formed: The Los Angeles Railway, which provided urban transportation in the Los Angeles City area, and the Pacific Electric Railway, which primarily provided suburban and interurban transportation. These two entities continued with their operations until after World War II, when the ownership passed on to the Los Angeles Transit Lines and the Metropolitan Coach Lines, respectively. By then the railroads needed new equipment, track rehabilitation, and, of course, more money-paying patrons. Lack of grade separation of railway facilities from other traffic increased commute times and encouraged travel by private automobiles. The romantic era of hopping on a Pacific Electric Company "Big Red Car" was coming to an end. As early as 1917, in fact, bus lines were substituted for unprofitable rail service. The Los Angeles Metropolitan Transit Authority (LMTA) was established in 1951 by the California Legislature to study and plan for improvements in the public transportation facilities in the Los Angeles area. In March of 1958 the Los Angeles Metropolitan Transit Authority took over the operation of the two lines.

Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence (?Smax) induced by chain pillar convergence has been related to a parameter (h/I -p) by linear regression. (Notations are expressed in this discussion's Fig. I (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goaf may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between ?Smax/m vs. h/1-p. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data.

INTRODUCTION The measurement of displacements in soil or rock in the vicinity of underground openings provide valuable information for a better understanding of the behaviour of the structure. On the basis of systematic observations conclusions can be drawn concerning - safety of the opening in the various stages of excavation - effectiveness of the support measures - nature of the rock pressure to be expected - influence of the construction of the opening on neighbouring structures (settlements of foundations, underpassing other tunnels etc.) - comparison of theoretical predictions with the actual structural behaviour (1). Today there are several types of suitable instruments available that can be employed at reasonable costs for such investigations (2). The most important ones are the multiple point borehole extensometer, the inclinometer and the multiple point borehole deflectometer. As is well-known, the extensometer only measures the displacement component in the borehole axis, while the inclinometer and the deflectometer provide monitoring of rock mass movements normal to the borehole axis. In the following a new instrument is described, which has been given the name Extenso-Deflectometer ISETH. In this single piece of equipment certain features of the above-mentioned three types of borehole instruments are incorporated. it enables the measurement of all three components of the displacement vector at consecutive points along the borehole, the axis of which may have any direction in space. Thirty years ago, the appearance of a female mining engineer, geologist or miner in a company, union or mine environment would have been unthought of, unwelcomed and violently opposed. Twenty years ago, the intellectual perception of the news that women were interested in becoming mining engineers, geologists and miners had been accepted by the industry-but no one wanted to be the first to hire one of these exotic creatures. Ten years ago, those who had been most vehemently opposed to the philosophical idea of women working in these areas were faced with competent, productive engineers, geologists and miners-who only incidentally happened to be women-and began hiring them. Historically, of course, one can always find the isolated individual who worked in these areas-the first female graduate of the Colorado School of Mines with a mining engineering degree graduated in 1903-but the concept of woman as professional engineer was very slow in arriving in the United States. The few who worked as miners generally worked in small family enterprises, such as some of the coal mines in both Eastern and Western United States. Others accompanied husbands or sons into wilderness areas searching for gold and other precious metals.

The first Cyanisorb process was constructed in 1991 at the Golden Cross Mine in Waihi, New Zealand to recover cyanide from CIL tailings. The Golden Cross operation consists of an open-pit and underground gold mine with a conventional crushing, grinding and CIL circuit with Merrill Crowe zinc precipitation for gold recovery. Prior to disposal in the tailings pond, slurry tailings are stripped of cyanide at a pH of approxi­mately 7.5 using the Cyanisorb process. Mill throughput is approximately 2,500 tons per day (TPD), and CIL slurry tailings average 37% solids with a specific gravity of 1.27. CIL tailings WAD cyanide average 150 mg/L. The Cyanisorb process recovers approximately 85% of tailings WAD cyanide, produc­ing a slurry effluent with approximately 20 mg/L WAD cyanide. A second Cyanisorb process was commissioned at the NERCO DeLamar silver mine in southwest Idaho in May, 1992. The ore milling and silver recovery operation consists of crushing, grinding, a CIP circuit and Merrill Crowe zinc precipi­tation for silver recovery. Cyanide recovery is from clarified tailings with WAD cyanide ranging from 3 50 mg/L to 600 mg/L, producing an effluent with less than 30 mg/L to 60 mg/L WAD cyanide. Due to the presence of zinc-cyanide complexes in mill tailings resulting from the Merrill Crowe process, cyanide is stripped at a pH of approximately 5.5.

As in many other areas of the Mexican economy, the legal rules applicable to mining in Mexico have been changing fast. Mexico's mining sector is opening up to levels of international participation that were unforeseeable just a few years ago. Over the last several years, Mexico has made dramatic changes in its trade and investment policies. Many of these changes have their roots in the administrations of Miguel de la Madrid and perhaps even Jose Lopez Portillo. However, the current administration of President Carlos Salinas must be given credit for articulating, advancing, promulgating and implementing these changes. Just a few short years ago, few people believed Mexico would repeal so many of its restrictions on foreign investment and lower its average tariff level from something around 100% to less than 10%, where it is today. NAFTA and mining The North American Free Trade Agreement (NAFTA) is the most comprehensive international expression of Mexico's new policies. Except perhaps for the agreements establishing the European Union, NAFTA is the most detailed trade agreement ever written, consisting of about 2000 pages. The provisions of NAFTA with the greatest relevance to the mining industry include the chapters on investment and government procurement. Many mining companies may also find the temporary work provisions relevant. Finally, no discussion of NAFTA and the mining industry would be complete without some mention of the North American Agreement on Environmental Cooperation, the so-called Environmental Side Agreement.

The purposes of this presentation are: (1) to discuss the actual as well as potential incidents that have caused and that could cause groundwater contamination at uranium in situ leach mining sites and (2) to discuss remedial actions and solutions that have been or that could be implemented in the future to stop or prevent serious groundwater contamination from in situ leach mining in Wyoming?s Powder River Basin. Open pit, underground, and existing and proposed in situ leach uranium mine sites in the Powder River Basin are shown in Figure 1. In situ leach mining or solution mining for extracting minerals in liquid form is a relatively new addition to the list of conventional mining methods currently used to extract uranium in Wyoming's Powder River Basin. Basically, the in situ leach mining method involves: (1) the injection of a leach solution lixiviant (an acidic or basic oxidizing solution) into a uranium-bearing ore body, via injection wells, to complex the contained uranium, (2) mobilization of the uranium complex from the host material via creation of a soluble complex salt, and (3) surface recovery of the solution bearing the uranium complex via production wells. Uranium is then separated from the leach solution by conventional milling unit operations (ion exchange).

Anglo-Rouyn Mines Limited, managed by Rio Algom Mines Limited is a subsidiary of the British-based Rio Tinto-Zinc Corporation Limited. This mining operation is situated in Northern Saskatchewan, 250 miles north of Saskatoon and represents the first base-metal mine of any importance served by this relatively new mining province. The outcrop of Copper-bearing Chalcopyrite was first discovered by prospectors in 1915, but was not mined until 1965 due to the absence of any form of road into the area prior to this latter date. The mine, mill and concentrator were designed to handle 900 tons per day of comparatively hard, abrasive ore containing chalcopyrite with traces of gold and silver. The flow sheet, Figure 1, is, we believe, elementary, designed with low cost in mind and utilises much old equipment from closed¬-down mines. Due to some difficulty in attaining the designed grinding capacity, changes were made in the crusher circuit. This, unfortunately, lowered the crushing rate too much. A series of changes have taken place to re-establish the original crusher capacity of better than 100 tons per hour.
