In carrying out the provisions as set forth by an Act of Congress (36 Stat. 369) approved May 16, 1910, effective July 1, 1910, and the amended Act of February 25, 1913, (37 Stat. 681), the Bureau of Mines, among other activities, conducts inquiries and scientific and technologic investigations concerning mining with a view to improving health conditions and increasing safety and disseminates the general information gained by these studies. Through the medium of these publications, the causes as well as the methods that have been found most satisfactory in combating undesirable conditions are brought to the attention of the mining industry. This bulletin describes health and safety reports that have been published for the period July 1, 1955, through June 30, 1961. Technical Paper 705 issued in 1948 contains a listing of all Bureau of Mines publications dealing with health and safety in the mineral and allied industries from 1910 through 1946; Bulletin 558 contains a bibliography of such reports that were issued from January 1947 through June 1955.

Thee Brightwater water treatment facilities, currently scheduled to be completed in 2010 and begin operating in 2011, will serve the northern part of King County, WA. The facility includes a new treatment plant and extensive conveyance system consisting of more than 21 km (13 miles) of influent and effluent conveyance tunnels and five portals. The majority of the conveyance system tunnels are mined by tunnel boring machines (TBM) and microtunnel boring machines (MTBM). Tunnel and portal construction is divided into three main contracts. The Ballinger Way receiving portal, constructed under the central tunnel contract, is the terminus for the BT-3 leg of the central contract and the BT-4 terminus of the west contract. The shaft has a 7.3-m (24-ft) finished inside diameter (ID) to accommodate removal of the central project TBM and the west contract TBM and extends to a depth of 66 m (216 ft) below grade through a complex and challenging soil profile characterized by multiple ground water tables. Vinci Grand Projects/Parsons/Frontier-Kemper Constructors (VCFK) was the joint venture team for the Ballinger Way portal. Frontier-Kemper was responsible for the shaft sinking. VCFK evaluated either slurry wall techniques or ground freezing for earth support during excavation of the portal and liner installation. The selection process took into account the vertical depth, cost, past practice, geology, water tables and a 9-m- (30-ft-) thick zone of contaminated soil at the top of the shaft. Ground freezing, which would also act as a hydraulic barrier, was deemed the better option for this project. The contract was awarded to New Jersey-based geotechnical contractor Moretrench. Typically, frozen walls, by design, key into an underlying cutoff. At the Ballinger Way portal, however, the [ ] freeze bottomed out in a substantially thick stratum consisting of predominantly clay, but with some inclusions of permeable soil that indicated significant ground water pressures. To ensure stable conditions at the bottom of the shaft, Moretrench, which also specializes in dewatering, designed and installed a perimeter array of deep wells to temporarily depressurize the permeable soils. Halliburton Services and Brown & Root have developed a unique foundation system that blends oilfield and construction technologies to construct deep foundations which offer significant advantages across a variety of soil profiles. This highly efficient system is being developed to meet the construction industry's needs into the 21st Century. Based on a concept initially introduced to Halliburton Services by V.L. Schellhorn in 1987, Halliburton combined their existing cement slurry mixing and pumping technology with oilfield drilling practices and a new tool design to field test the viability of the concept. Results looked encouraging, and Halliburton asked it's sister company, Brown & Root to evaluate and further develop the process. With Brown & Root's knowledge of the construction industry, the original concept has developed into a viable and efficient foundation construction system.

Mountain Top Removal (MTR) mining started in West Virginia nearly thirty years ago. This surface mining method can extract multiple coal seams as thin as a few inches thick with total recovery and minimum rock dilution in very steep mountainous terrain. It is highly efficient even if coal seams are in close proximity and small in aerial extent. Consequently, MTR has been widely used in the Central Appalachian Coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) for the past thirty years with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impacts on the surroundings in the history of MTR mining. However, in the past two years the debate over the MTR mining has grown quickly and in times become very intensely. This paper describes chronologically the issues raised by various parties, legal actions, its impacts on mining permit application and research projects developed to address the issues.

The Maine Department of Transportation offered this challenging design-build project for a new, 12-span, bridge over the Kennebec River in Bath, Maine. This structure would be built to replace the existing Carlton Bridge connecting the village of Bath, Maine to neighboring Woolwich, Maine. The design build team of Flatiron Structures, Inc., and Figg Engineers, Inc., elected to design and build a segmental concrete bridge. Site conditions dictated that this bridge would be supported primarily on deep foundations. Case Foundation Company joined the project team in the winter of 1997 to install twenty-two, eight foot diameter drilled shafts. The drilled shafts were designed with 8' diameter, permanently cased shaft sections and 7.5' diameter rock sockets. Shaft lengths ranged from 20' long near the river's edge to 100' deep in the middle of the river. Rock socket lengths ranged from 12' to 30' deep. Two Osterberg Cell load tests were conducted on production drilled shafts. Figg Engineers utilized the results of the load tests to "fine-tune" the rock socket design during construction of the drilled shafts. Construction of the drilled shafts proved to be very challenging and called on every member of the design-build team to work together throughout the project. One of the most challenging aspects of this project was in the installation of the 8' diameter permanent casing and drilling of the rock sockets. Early in the project, it became apparent that the top of bedrock was broken and unstable. This condition limited the advancement of the permanent casing and the affect of a "seal" at the top of rock socket. As a result, as the rock socket was advanced, loose material spilled into the hole and stopped progress of the socket. In order to resolve this problem, the design-build team developed a redesigned drilled shaft which included the installation of a steel sleeve to seal off the unstable rock formation. Following installation of the sleeve, the rock socket diameter was reduced to 7' diameter and advanced additional length to achieve required design capacity. All drilled shafts were installed with equipment supported on floating barges. Water access, along with the long shaft lengths and very hard bedrock required the use of cranes and drilling equipment that far exceeded the requirements of typical drilled shaft projects. This paper will discuss the relationship between design, construction, and equipment utilization on this challenging design-build project. [ ]

Early identification of adverse geologic conditions and high stress concentrations during the high-speed extraction of coal using modern mechanized longwall systems is a major challenge facing the mining industry. Often, unexpected geologic anomalies that affect rock mass quality are encountered more rapidly, leaving the mine operator with insufficient time or information to deal with the changing ground conditions. The RockVision3D™ seismic tomographic system, developed by NSA Engineering, Inc., offers substantial benefits over conventional geologic/stress-detection methods and has been used successfully in coal mines worldwide. Tomographic images, produced economically and in near-real time, are easy to interpret, allowing mine operators to deal with potential hazards on a day-to-day basis.

Heavy structures in central Cleveland, Ohio, are supported on raft foundations, driven piles, or caissons. Settlements can be predicted and structures are designed to accommodate such settlements. On one project the settlements were not provided for in the design of the structure. Soils are sands, silts, and varved clays to shale. A rift in a central area is 600 feet deep. Solutions to problems, and results, are detailed.

The mining industry is generally regarded as a high risk industry, mainly because of the difficulties in estimating the tonnage and grade of mineral resources, the fluctuations in metal prices, mining problems and other problems which occur with mining in offshore and remote locations, such as appropriation or disruption to supply. As a consequence, finance providers require a high reward from mining projects. In the past two decades, the development of "mega" projects has led to the packaging of the finance becoming more sophisticated. Some would see this move as a measure of the evolution of banking rather than an intrinsic facet of mining finance itself. Project financial managers now require a thorough knowledge of all the financial tools which are available and have to be aware of the funding options so that they can put together a finance package which minimises the cost of the financing with the risk spread adequately between the partners of the financing. The different sources and types of finance for mining projects are described herein along with the factors which determine their costs. To understand the ramifications of financing mining projects, it is essential to appreciate the fundamental difference between debt and equity, which illustrates the importance of gearing. Costs of finance are determined by the interaction of supply and demand forces. Bankers and other financiers have become more adept at isolating a wide selection of risk elements and have devised a formidable range of insurance mechanisms. There is still a lot of money looking for good project risks and if a good project is properly presented and structured, financing can be obtained in today's market.

Paiam is a new township in the high mountains of Papua New Guinea built in association with the Porgera Joint Venture mine, one of the world's largest and most remote open cut gold mines. The Paiam town project is an interesting and genuine attempt at building sustainability into a community associated with a mine. A result of a tri-party agreement between a resource developer, government and land owners, this town is a good example of appropriate utilisation of benefits, obtained from resource development, directed at achieving a sustainable environment at local and regional levels.   Mining brought technology and income to the region, although as most mine staff fly directly in and out, local landowners considered there was a limited flow of benefits within the nearby townships. An agreement with government and mine was reached that more mine personnel and their families be housed locally. In 1998, we, a firm of Landscape Architects and Heritage Consultants based in Cairns, Queensland, were engaged to assist develop the fledgling town of Paiam into a livable and sustainable town and to produce material that would convey that information to stakeholders.   The design focused on establishing a sustainable town, with livability, urban form, aesthetics and opportunities for economic, social and cultural development. Aiming to be a livable town for locals and mine staff it included a market place designed as a focus for town life, essential for social cohesion and economic opportunities.   Located at 2200 m on steep rainforest clad topography, the town development has been laid out using an appropriate urban form based on organic village layouts. Clusters of houses allow for a common public area so children's play is monitored assisting with a sense of community similar to a traditional defensible village. Aesthetical consideration helps in developing community pride whilst maximising potential for development of a tourist industry.   Opportunities for ongoing economic development were incorporated in the design and construction process. These included developing skills and trades to service the region and to provide skills, development, income opportunities and infrastructure to last beyond mine closure. Administration procedures were set in place to form the basis of good governance.   The shift from traditional subsistence lifestyle to a sustainable community with traditional attributes was the project's goal and is being achieved.

Numerical models play a significant role in the design of safe underground mining excavations and support systems. Advances in the capabilities of numerical modeling software, together with ever increasing computational speeds, have made it possible to investigate the very nature of the large-scale rock mass and its response to mining excavations. The improved understanding of the rock response obtained from modeling enhances our designs, resulting in greater stability and safety of the mining excavations. To help advance the state of the art in this field, the National Institute for Occupational Safety and Health organized the International Workshop on Numerical Modeling for Underground Mine Excavation Design. The workshop was held in Asheville, NC, on June 28, 2009, in association with the 43rd U.S. Rock Mechanics Symposium. The proceedings include 10 papers from leading rock mechanics and numerical modeling experts in the United States, Canada, Australia, and Germany. The papers address a wide range of issues, including various numerical modeling approaches, rock mass modeling, and applications in coal and metal mines.

A study was made on six collapses that occurred during large-diameter tunnelling through weak sedimentary rocks and soil using SES methods in three stages?top heading, bench and invert. The collapsed lengths are between 20 m and 277 m. The collapses were re-mined using essentially the same tunnel-ling method with larger excavation profiles to accommodate the designed remedial measures consisting of ground treatment, pre-support and stronger initial support/outer lining required to carry higher ground loads acting in the collapsed lengths. The paper presents information on the collapses and the design and execution of the remedial measures.

"The raw ores which are processed in mineral processing plants exhibit very strong variations of their physical and chemical properties. As a consequence, the performances of the comminution and separation processes vary greatly from time to time. Model-based control strategies improve the performance of the plant; however, they require some form of adaptation to cope with the variations of the are properties.This paper deals with the use of adaptive techniques for the control of mineral processes. It begins with a survey on adaptive control algorithms including parameters estimation aspects. Then several examples dealing with crushing, rod, ball, autogenous and semi-autogenous grinding, flotation , drying and calcination processes are reviewed.IntroductionThe operation of the various processes of mineral processing plants (crushing, grinding, flotation, dewatering, etc.) is generally controlled using empirically tuned regulators of constant structure, such as PID controllers. To improve the operation performance, mineral processors try to implement specifically designed controllers, i.e. controllers based on plant dynamic models. Most of the time, these techniques improve the control of the mineral processing installations. However, modelling is a complex procedure because of the problems of measurement and data management, specific to this industry, and because of the variations of the model parameters. In this context model-based control strategies do not always bring the expected improvements or are sometimes discarded and replaced by more conventional techniques .The sources of variation of the dynamic behaviour of mineral processing systems can be classified into three categories: (I) the inherent changes of the raw ore properties (composition, grindability, mineralogical texture, etc.); (2) the process tuning modifications (grinding media loads, number of hydrocyclones, slurry level in flotation cells, agitation speeds, etc.); (3) the feedrate variation of the ore, water, chemical reagents, etc. All these factors change the fundamental properties of the process dynamics such as the grinding or flotation rates and the residence time in the equipment. The simplified linear models which are used to describe the process dynamics are not able to track the complex behaviour of the mineral processing systems when the amplitude of the sources of variation are too large. The mismatch between the model and the plant behaviour is then frequently a cause of model-based controller failures."

Interest in the potential use of high-density, thickened tailings has recently increased significantly. Reasons for considering this new technology vary across projects, but commonly include the need to conserve water, perceived lower risk of catastrophic failure, potential easier closure, or even reduced overall costs. As with any new technology, there has been some tendency to overstate its potential benefits. This paper reflects on whether or not the potential benefits that have been attributed to paste and thickened tailings have been realized. Using a grading system, thirteen benefits that were ascribed to the new technology some years ago are evaluated. Data is taken from case studies, and it is suggested that the key proven benefits appear to be reduced operating costs in some cases, reduced wall-building costs, and reductions in water consumption. One key potential benefit that has not been universally achieved is a reduction in the footprint of the tailings facility. Reports in the literature highlight the sometimes confusing nature of trade-off studies. Unless full life-of-mine costs are considered, these studies can be misleading and incorrect. The need to establish a consistent basis for comparative studies is discussed.

Interest in those physical properties of minerals which might be used to good effect in prospecting is not new. Early in the nineteenth century attempts were made in th'e Cornish mines to measure the natural electric potentials set up by chemical changes proceeding in the lodes. The distortion of the earth's magnetic field by bodies of strongly magnetic iron ore received early recognition in Sweden. Treasure-finders, working on the principle of electrical induction, appear to have been invented about eighty years ago, though were probably not then applied to mineral exploration. By the end of the nineteenth century Eotvos, a Hungarian physicist, had constructed a highly sensitive type of torsion balance capable of measuring the minute distortions in the earth's field of gravitation resulting from variations in the density of the materials composing the crust. During the first decade of this century he demonstrated its value in tracing rock-salt deposits in virtue of their low density compared with the surrounding rocks. Geophysical prospecting began to be recognised as having a very definite value and its development gathered momentum. Its great expansion took place after the 1914-18 war, when its value in oil exploration was amply demonstrated, and this expansion has continued to the present time and shows no signs of abating.Divisions of Applied Geophysics.The four main divisions of applied geophysics are electrical, magnetic gravitational and seismic. With the importance of ores of radio-active metals, one might add to these a radio-active division. The first two are more important to the field of mining, but techniques based on gravitational attraction have their uses in particular cases. Seismic methods are not generally suited to the exploration of metallic ores, but have proved of enormous value in the search for petroleum. With vast quantities of oil as the prize, more money has been lavished on the deve10pment and practice of these methods than on all the others put together.Geophysical Prospecting Methods.Geophysical prospecting methods may be used to detect a mineral deposit directly in virtue of differences in the intensity of some physical attribute common to it and the enclosing country rock. Examples of this are the detection of rock-salt by gravity measurements, or of iron ore by magnetic methods. Of much wider application, however, is the indireot approach in which the aim is to determine, by geophysical means, the geological structures controlling the disposition of mineral deposits. These structures may be partly known from geological work, in which case geophysical methods are useful adjuncts. Where, because of an 'unbroken cover of overburden, no useful geological information presents itself, scout drilling or geophysical prospecting are the only alternatives. Overburden is here intended to mean any covering material not, involved in the structures controlling the mineral deposits. Prospecting for petroleum amounts to the detecting of favourable reservoir structures, and as the chief types of such are the same the world over...

The Brightwater regional wastewater treatment facility, under construction in King County, WA, includes an extensive conveyance system that will feature deep, soft-ground tunnels and shafts. Excavation of the Ballinger Way Receiving Portal to 65.8 m (216 ft) below grade through challenging geology was accomplished by means of artificial ground freezing. This paper discusses freeze design development, system installation and monitoring, and the contractual and construction challenges that were overcome, including work sequencing and excavation means and methods, together with lessons learned.

INTRODUCTION The Point Lepreau nuclear generating station was constructed in the late 1970's and early 1980's by the New Brunswick Electric Power Commission. Point Lepreau is a small peninsula on the north shore of the Bay of Fundy, about 55 km west of St. John, New Brunswick. Cooling water for the plant was to be obtained from and discharged into the Bay of Fundy by the system of shafts and tunnels illustrated in Fig. 1. The design engineer for the cooling water system was Albery, Pullerits, Dickson and Associates, Ltd., Toronto. Ferrera-Resco Ltd, Windsor, Ontario, was contractor for construction of the cooling water shaft and tunnel system, which was done between 1976 and 1979. The senior author was project manager for Ferrera-Resco, the junior author served as consultant to Ferrera-Resco on evaluation of certain geotechnical questions which arose during construction. SITE CONDITIONS Geology Except for limited overburden soils at the onshore shaft sites, the tunnels and shafts were constructed entirely in Triassic conglomerate, sandstone, and siltstone, with some shale interbeds. The bedding strike averaged about N6°E, The dip was to the west at about 30° along the Discharge Tunnel and 40° along the Intake Tunnel. Rock along the Intake Tunnel was mostly sandstone and siltstone and more thinly bedded, with RQ D generally in the range of 50 to 60%. Rock along the Discharge Tunnel tended to be coarser sandstone and conglomerate and more thickly bedded, with higher RQ D averaging about 80%. In the early 1970s, it became a concern that exposure to the mineral fibers associated taconite ore processed in Silver Bay, Minnesota would cause asbestos-related disease including gastrointestinal cancer. At that time data gaps existed which have now been significantly reduced by further research. To further our understanding of the types of airborne fibers in Silver Bay we undertook a geological survey of their source the Peter Mitchell Pit, and found that there are no primary asbestos minerals at a detectable level. However we identified two non-asbestos types of fibrous minerals in very limited geological locales. Air sampling useful for risk assessment was done to determine the type, concentrations and size distribution of the population of airborne fibers around Silver Bay. Approximately 80% of the airborne fibers have elemental compositions consistent with cummingtonite-grunerite and the remaining 20% have elemental compositions in the tremolite-actinolite series. The mean airborne concentration of both fiber types is less than 0.00014 fibers per milliliter that is within the background level reported by the World Health Organization. We calculate the risk of asbestos-related mesothelioma and lung cancer using a variety of different pessimistic assumptions. (i) that all the non-asbestos fibers are as potent as asbestos fibers used in the EPA-IRIS listing for asbestos; with a calculated risk of asbestos-related cancer for environmental exposure at Silver Bay of 1 excess cancer in 28,500 lifetimes (or 35 excess cancers per 1,000,000 lifetimes) and secondly that taconite associated fibers are as potent as chrysotile the least potent form of asbestos. The calculated risk is less than 0.77 excess cancer case in 1,000,000 lifetimes. Finally, we briefly review the epidemiology studies of grunerite asbestos (amosite) focusing on the exposure conditions associated with increased risk of human mesothelioma. © 2008 Elsevier Inc. This paper aims to collate the metallurgical test work undertaken on the Barrytown mineral sands deposit. It is intended to serve as a summary of mineral dressing work undertaken by all interested parties up to the time of writing. Areas requiring further investigation are: in situ grades and recoveries of accessory minerals,the question of 'rank' of ilmenite within the deposit,flow sheet development for the recovery of gold and monazite, andcost analysis to investigate the relative worth of other minerals; notably rutile. Flow sheet development with respect to the Accessory Minerals cannot be accurately defined until the importance of each mineral in terms of grade, recovery and expected revenue is determined. To date, ilmenite and zircon flows are well documented. Further work is needed to quantify recovery's and flows of the other minerals; notably monazite, gold and rutile.

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonites to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath, 1986 and personal communication). These bentonites typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X¬ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. The Geological Resource Map of New Zealand (GERM) is a computerised inventory of aggregate, mineral, coal, petroleum and thermal water occurrences, containing summary information on location, production, geology, and geochemistry. The types of occurrences include quarries, mines, gold dredges, wells, outcrops, seeps, springs, and fields. The file contains entries for about 10,300 sites and is used to produce tables of data and maps at any scale, for single or multiple commodities. The published format is the New Zealand 'Geological Survey map series Geological Resource Map of New Zealand 1:250 000'. Seventeen of the 27 map sheets covering New Zealand were published by August 1991, with three more close to publication.
