The Northern Sewerage Project (NSP) is a $650 M infrastructure project that will increase the capacity of the sewerage system for Melbourne’s growing northern suburbs while also helping to protect the Merri and Moonee Ponds creeks by significantly reducing the number of sewage overflows that can occur after heavy rainfall. The NSP consists of two stages: Stage 1 (NSP1) will be owned and operated by Melbourne Water Corporation, and Stage 2 (NSP2) will be owned by Yarra Valley Water and operated by Melbourne Water Corporation.Glass-fibre reinforced plastic (GRP) was used on both NSP stages, however, since Stage 1’s schedule for installation of GRP was slightly ahead of Stage 2’s, this paper will only focus on Stage 1’s use of GRP.NSP1 involves the construction of 7.9 km of new sewer tunnel ranging in diameter from 1.6 to 2.5 m, five main access shafts at depths of up to 65 m, and connections to the existing sewerage system including several access manholes. Construction began in 2007, and project completion is expected in 2012.The original design for NSP1 specified the use of high-density polyethylene (HDPE-) line precast concrete pipes as the final tunnel lining and HDPE-lined reinforced concrete for the access shafts and manholes. During construction, the rising cost of precast concrete pipes and the introduction of an additional GRP pipe supplier in the market justified a review of the tunnel final lining material. The contractor-proposed GRP pipe alternative was accepted for the final tunnel lining based on time and cost savings that were possible without compromising the design intent. After gaining experience with GRP through this design change, Melbourne Water Corporation reviewed and accepted GRP as the final lining for five smaller connection manholes. The use of GRP for the manholes was particularly inventive as the redesign made use of the approved tunnel GRP pipes as both a structural and corrosion-resistant lining.This paper discusses the use of GRP on NSP1; how the change in material, from concrete to GRP, affected the design philosophies assumed during detailed design; and how construction methods were modified to handle the less rigid GRP material. Details on the structural, hydraulic and durability considerations for the design are included, as are details about the time and cost savings and the quality and safety improvements that were achieved during construction.

Daunia and Caval Ridge coal mines, owned and operated by BHP, have been co-disposing rejects and dewatered tailings within spoil dumps from the beginning of their operations in 2013 and 2014, with the purpose of minimising environmental impact and geotechnical risk. Following the recent large failures of tailings dams around the world, BHP Coal, through its Coal Tailings Program, plans to transition other coal mines to deliver “dry” tailings and produce mixed plant rejects (MPR) for inpit co-disposal. This will materially reduce future tailings dam risk exposure. Previous laboratory shear strength testing was conducted on rejects with a maximum particles size of 20 mm, and some concerns were raised that this might not represent the mechanical properties of the actual full particle size distribution (PSD) rejects. BHP was also aware that using different technologies to dewater the tailings, such as belt press filters (BPF) and solid bowl centrifuge (SBC), could produce thickened tailings which could significantly modify the physical behaviours of the MPRs, particularly the bonding between particles. Therefore, laboratory testing on both coarse rejects and mixtures of the coarse rejects and dewatered tailings (MPRs), with full PSDs, was carried out. Testing was performed using the large direct shear machine developed by the Australian Coal Association Research Program (ACARP) project C20019 in 2017, as well as a 300 mm diameter triaxial apparatus at the University of Newcastle (UoN). This paper presents details of the laboratory testing program and results for the rejects from the first studied mine of the BHP Coal Tailings Program. It compares the shear strengths measured at full scale with those tested on modified (scalped or crushed) specimens in the past; and discusses the tailings dewatering technique selection from geotechnical aspects based on the testing results, and finally presents some dump and tip head stability analysis results using the testing results.

The Filblast Cyanidation Process incorporates the advantages of intense high shear mixing, high dissolved oxygen concentration and high pressure to achieve extremely rapid gold dissolution rates. This is made possible by the unique design of the Filblast gas shear reactor. The reactor is a rugged and compact in-line device. The outer casing is protected by a polyurethane coating and the internal parts are of wear resistant polymer. The largest unit built to-date has overall dimensions of 1200 mm length by 300 mm diameter and has a capacity of 150 dry tonnes per hour at 40 - 45 per cent solids. Service life at this throughput is at least three months. The process may further be applied to high temperature leaching of refractory gold ores or other metals. Wear resistant metal or ceramic materials would be employed for this duty. Four mines are currently employing the Filblast Process for treating a variety of ore types ranging from highly reactive, almost impossible to treat, pyrrhotite/arsenopyrite to deeply weathered clay ore which forms a highly viscous pulp. The effect of shear thinning has resulted in improved adsorption kinetics resulting in higher carbon loading and reduced soluble gold loss. Total tonnage treated is approximately four million. Operating costs which include leasing and maintenance charges for the Filblast and pump power costs are about 16 cents per tonne. This is equivalent to about ten per cent of savings. Laboratory scale units having capacities up to 30 litres/min are available for test work but laboratory testing techniques so far developed do not accurately reflect the oxygen and cyanide savings which have been achieved in the plant.

The results from metallurgical test programs are used in feasibility studies for design of new plants and brownfield expansions, in long term mine plans, and to make decisions in an operating plant. There are many elements which contribute to a well-constructed test work program. Ultimately, understanding the accuracy and precision of the test work results is critical to ensuring good decision-making at various phases of a project.Every resource drilling and associated assaying program will have a quality assurance / quality control (QA/QC) component, however this often seems to be overlooked in metallurgical testing programs. The principles of “international standard” or “certified reference material” samples and replicate/duplicate testing can be applied to metallurgical programs, although there are metallurgical-specific considerations in both generating and analysing the data.This paper will describe the QA/QC program carried out within the Olympic Dam geometallurgy program. It will present results in the form of case studies from ten years of testing of replicates and bulk reference samples for industry-standard comminution tests as well as laboratory flotation and leaching tests. On 26 June 2000 a hydraulic fill retaining barricade failed at the Bronzewing mine in Western Australia. The barricade failure resulted in the release of 19 000 m3 of saturated hydraulic fill into the mine, which caused the deaths of three miners. Following this tragic accident, the practices and procedures of mines using hydraulic fills came under intense scrutiny by regulatory bodies and mining companies. At this time, the use of hydraulic fill at NormandyÆs zinc/copper Scuddles mine was suspended and waste rock became the sole backfill material in use underground. By 2003, development of the mine adjacent to Scuddles, Gossan Hill had progressed to a point where a self-supporting fill material was required to enable full recovery of high-grade ore. Cemented hydraulic fill (CHF) was identified as the optimal fill type and work began on designing appropriate management procedures and controls to ensure the safe implementation. This work included definition of the fill properties, plant design and construction, reticulation system design, design of stope barricades and drainage systems and fill placement control and monitoring practices. CHF placement began on 16 July 2004 and has continued to date. Significant operational experience has since been gained in areas including plant performance, fill product quality assurance, barricade construction, stope drainage and in situ performance.

The issue of retrenchment is a topic of considerable relevance for the Papua New Guinea (PNG) mining, petroleum and gas industries. The unique environments in which Porgera Joint Venture (PJV) and other similar operations operate are likely to confront these industries with particular dilemmas that will require a range of investments to mitigate the problems associated with retrenchment and employment. This paper discusses retrenchment and employment in the PNG mining industry using the specific case study of PJV. The paper deals with the issue of employment and retrenchment of local workforces in the PNG context, which presents a serious challenge for the resources industry and the achievement of sustainable development objectives. The issue of future retrenchment of the workforce as a result of mine closure is an obvious challenge for both PJV and the Porgeran community at large, who have now come to rely upon both the employment opportunities presented through the mining. This paper examines these challenges and in doing so highlights some progress made by PJV. The paper also discusses downsizing, strategic practices and holistic approaches of retrenchment and employment. In doing so the paper highlights issues that have been overlooked in both academic and applied studies from global and local perspectives in the PNG mining sector. The latter sections articulate the relevance of the information provided by the case study in the wider context of retrenchment. The conclusion promotes a perspective that a great deal more investment will be required by all stakeholders to respond to the challenges of managing retrenchments and mine closure.

There are a number of major infrastructure tunnelling projects currently underway or proposed in New Zealand, including construction of new road and rail facilities and the refurbishment of existing road tunnels. These new projects have triggered a rethink of traditional practices in underground fire and life safety and local regulation.While there is a current surge in activity, tunnels have been a signifi cant part of New Zealand’s transport infrastructure for over a century. Despite this background, the new projects commonly face challenges that are symptoms of a national regulatory environment that has aspects that are inappropriate for underground environments. There are inconsistencies in local regional regulation and an absence of national guidance and standards relating to tunnel design. Historically, New Zealand has looked across the Tasman for guidance. Although recent overseas tunnel designs present learning opportunities, the adoption of international best practice and standards may not necessarily address local expectations or needs.This paper explores a number of specific matters affecting the design of road and rail tunnels in the New Zealand context, namely; the Building Regulations and associated local consenting processes and parties, and the responsibilities and needs of the New Zealand Fire Service.The discussion highlights the importance of a collaborative approach involving the designer, asset owner, regulators, emergency services, and other parties, and ensuring up-front clarity in design responsibility and ownership of residual risk.

Coal mining legislation makes frequent reference to æSafety Management SystemsÆ but there is a chronic shortage of useful guidance material as to how these might be applied to hazardous exposures. Several studies have indicated that for each death that is reported as a result of an industrial æaccidentÆ, there are five deaths that caused by occupational exposures. Because the deaths from occupational exposures do not occur on site and often well after employment has ceased, they are generally unreported. Improved access to mortality data from coroners, the Australian Institute of Health and Welfare and superannuation service providers (early claims from death and total permanent disability), has given rise to some analysis of death and disability data that provides evidence that there are emerging opportunities to develop and improve safety management systems for hazardous occupational exposures. Issues explored include how safety management systems might be developed in relation to dusts and chemicals and other hazardous exposures to ensure the risk of disorders with long latency periods are reliably assessed and the exposures effectively managed. The current standards and guidelines which refer to safety management systems in general or to management of exposure related hazards are examined. Many standards are based on dose-response studies that provide for an acceptable percentage of workers to suffer adverse health outcomes. An alternative management system might be to apply dose-response relations to health surveillance to identify æat riskÆ individuals and effectively manage health and related safety risk at an early stage.

The benefits of applying mobile primary crushing and belt conveying systems are analysed. The impacts of applying such systems to different steps of the mine process are discussed, including mine development and planning. Application examples are used for demonstrating further possibilities to apply mobile primary crushing and belt conveying systems in mining projects successfully.

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) has conducted full-scale explosion experiments, to evaluate the strength characteristics of various seal designs, used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests conducted within the multiple entry section of PRLÆs Lake Lynn Experimental Mine (LLEM) is currently the only accepted test method used by the Mine Safety and Health Administration (MSHA), for deeming a seal design suitable for use in American mines. These explosion tests are labour intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. The PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept, that can facilitate the in situ testing of seals in an operating mine. Two chambers within LLEM and one within PRLÆs Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from these chamber tests compare favourably with those from the large-scale explosion tests in the multiple entries. In addition to testing seal designs at the required 20 psi static pressure level, the chamber test approach also allows for the determination of the sealÆs ultimate design strength. Size-scaling relationships for predicting the strength of seal designs as a function of entry size are also presented.

X-ray diffraction techniques are commonly used in the identification and quantification of fine-grained materials. A relationship exists between the size of crystals in a sample and the degree to which they diffract X-rays. The Scherrer equation relates the broadness of diffraction peaks to the size of crystals responsible for diffraction (Klug and Alexander, 1974). Relatively large crystals of the order of I - 10 ¦m strongly diffract X-rays; the diffractogram of such crystals exhibit narrow intense peaks. As the size of the crystals in a sample is reduced, diffraction peaks become broader and less intense. Crystals less than 10 nm generally exhibit broad, diffuse and low intensity peaks. Some material is so fine-grained and poorly-diffracting that X-ray patterns show very little information in a normal one-hour scan thereby necessitating very long acquisition times of up to 12 hours. The term poorly-diffracting material (PDM) was coined for such material found within the bauxite deposit of Weipa, northern Queensland (Tilley and Eggleton, 1994; 1996). Common regolith minerals such as hematite, goethite and layer silicate clays are quite commonly fine enough to possess a poorly-diffracting character. Noncrystalline and poorly crystalline Fe-Si-Al-oxyhydroxides such as allophane, opal, ferrihydrite and hisingerite, have either a nondiffracting (amorphous) or poorly-diffracting nature (Eggleton, 1987).

More and more mining companies are becoming aware of the potential benefits of sensor-based ore sorting and process optimisation. This is reflected by a growing number of analysers that are available for drill hole logging, conveyor belt scanning, ore sorting, slurry analysis, etc. These tools all rely on a specific sensor technology that can be used to detect a material property such as colour, density, mineralogy, or chemical elements. However, all sensors have restrictions on the minerals and/or elements that can be detected or inferred. This is caused by the physical mechanisms behind the technology and depends on mineral concentration and compositional heterogeneity of the ore. Since nearly every ore deposit is unique in composition and characterised by different geological features that drive heterogeneity, no one-size-fits-all sensor solution is available. This makes it difficult for mining professionals to find suitable sensing technologies that can help them solve problems and improve processes for their specific ore types.

Pit lakes may form when open cut mining leaves a pit void that then fills with ground and surface waters. This often replaces terrestrial ecosystems that existed prior to mining with an aquatic ecosystem, affording an opportunity to improve regional aquatic biodiversity values through targeted aquatic restoration (McCullough and van Etten, 2011). Restoration theory provides guidance when restoring disturbed systems towards landscapes that are of regional value and relevance. But how do we identify a restoration target for a novel aquatic habitat that only exists in the new post-mining landscape? This paper presents a process of first identifying and then surveying local representative aquatic systems, to provide a direction for pit lake restoration efforts and achievement criteria for pit lake relinquishment, using a case study from a sand mining operation amongst wetlands in south-western Australia.The company mines silica sands following mechanical removal of topsoil and then extraction of the ore from below the watertable by dredging. Assessment of wetland and riparian vegetation was achieved through the establishment and measurement of temporary monitoring transects across five natural wetlands in the Kemerton area. Several more regional wetlands were also visited and observations made to supplement and validate these data.Distinct vegetation zonation was found across each wetland, although typically wetland basins were unvegetated or filled with younger woody plants with patchy distributions. Fringing riparian vegetation consisted of few species (commonly the paperbark Melaleuca rhaphiophylla and the sedge Lepidosperma longitudinale), but community composition and structure were variable between wetlands. The pattern of vegetation seen across natural wetlands was best explained by topography and soil chemistry, with low lying wetland areas more likely to experience regular flooding and accumulate organic matter and nutrients.In conclusion, where they are available, regional natural waterbodies may constitute the best valid restoration goal. Nevertheless, the goal may need to consist of a range of closure design opportunities, rather than a single target.

The Australian coal industry has undergone sevenfold growth over the last 30 years and since 1985 has been the world's largest coal exporter. Three quarters of Australia's coal production is exported so its future is dependent on it remaining internationally competitive with other energy sources and other coal exporting countries. Coal is likely to increase its share of the energy market during the nine- ties as oil prices increase, new coal-fired capacity is commissioned and some form of nuclear energy is developed which is of acceptable safety standards to the community for use in the 21st century. Gas may take a part of coal's anticipated market share by the Year 2000. While coal exports will increase from China, Colombia, Indonesia and Venezuela and satisfy some of this additional coal demand Australia will also expand its export production, due to its existing advantages. The United States, Canada, South Africa, Poland and USSR seem unlikely to enjoy the same degrees of expansion and some, particularly Poland and USSR, will decline. Australia will always find it difficult to compete in the more distant markets due to levels of ocean freight, although its high quality coals will tend to partly offset such disadvantage.

No new goldfields have been found in the Witwatersrand Basin for over 60 years, and one consequence of this is a long-term decline in gold production. Exploration throughout this period has been based on the placer model that infers alluvial transport of gold grains and then sedimentary sorting in the basin; however, there is no viable source for so much alluvial gold and no single sedimentary setting that hosts the gold.An alternative genetic model can now provide a quantified explanation for the source of the gold, and it does not rely on alluvial gold processes. The hydrothermal model can easily explain the source of the Witwatersrand gold as being derived from the background gold at parts per billion (ppb) level throughout the Kaapvaal craton of South Africa. This gold is involved in metamorphic processes, available for solution in metamorphic fluids, and hence may be transported whilst dissolved in fluid into the Witwatersrand Basin. The hydrothermal model warrants consideration as it can explain the source of gold, the large alteration halo in the goldfields, the mineralogy, and especially the gold-carbon association.Working on the premise that if one model (placer) is not giving the desired results (discovery of new goldfields), then it may be prudent to consider alternatives. Application of a hydrothermal model to guide exploration would place importance on large and small early structures in and around the Witwatersrand Basin; it would also emphasise the geochemical nature of potential host rocks (especially C and Fe) rather than their sedimentary origin.CITATION:Phillips, G N, 2013. Recent catastrophic failures of tailings storage facilities (TSFs) continue to highlight the need for a detailed understanding of failure modes and the defences that are in place within the design to mitigate the failure modes. However, in many cases the instrumentation devices and monitoring approaches selected during operation do not link back to the design defences and inappropriate or redundant instrumentation is often installed. Candidate instruments and monitoring approaches (critical controls) are presented and matched to critical failure modes, with clear linkages to the intent of each instrument/monitoring approach. Commentary on where complementary measurements with independent technology types are recommended to provide greater assurance of trends to the design engineer or TSF owner is also presented. In response to the recent TSF failures, an increasing focus is being placed on instrumentation and monitoring relating to slope instability and safeguarding against the potential for static liquefaction, using a critical state soil mechanics framework. To support selection of appropriate zoning within a stability model, three complementary devices are recommended – vibrating wire piezometers to provide an indication of pore pressure and allow the phreatic surface to be inferred, tensiometers to confirm the presence of unsaturated conditions (and hence low potential for undrained failure) and moisture content sensors to provide an indication of void ratio, and hence state parameter, in saturated zones. The combination of VWPs and tensiometers will provide complementary measurements in the saturated and unsaturated zones, and also provide information on the extent of any near-saturated zones, provided that sufficient instruments are installed.

The University of Wollongong was named University of the Year 2000, for its work in preparing students for the e-world. Computer facilitated learning is being introduced into subjects throughout the engineering course. First year mining engineering students are introduced to computers, e-communication, using the UniversityÆs web based information system, and web based subject delivery. Mining engineering students in the mid-years of the course use programming languages and numerical computation software such as MATLAB, while students in the final years use a range of commercially available professional engineering software such as TALPAC. Most of these subjects are offered as part of the UniversityÆs Learning Online program, co-ordinated by its Centre for Educational Development and Interactive Resources (CEDIR). Learning Online subjects are delivered using the Web Course Tools (WebCT) environment. WebCT allows all resources to be accessed through the web, allows email communication between lecturer and student, and allows discussion groups for the exchange of ideas. Students can submit their assignments through WebCT and receive immediate feedback. This paper describes how WebCT has been used to deliver a first year engineering computing subject, mid-year numerical computation subjects, a mining economics subject and mine planning subjects.

The Theory of Sampling (TOS) has contributed significantly to chemometrics by allowing data analysts to become more aware of total measurement uncertainty as total sampling error + total analytical error. This has allowed a new view on, for example, validation of multivariate data models and their performance. This keynote focuses mostly on the reverse perspective: how can chemometric multivariate data modelling be of help in an augmented sampling context? The basic principles of multivariate data analysis are presented and application examples are outlined from several areas in the geosciences to facilitate answers to the question posed, including a geochemical multivariate anomaly concept defined by a multivariate background model. Applications from geochemical prospecting, geochemical mapping, environmental chemistry and anthropogenic outlier recognition are outlined, as are the interdependent relationships between geostatistical modelling (variographics) of singular variables versus linear combinations of a multitude of variables, in chemometrics called scores. The potential synergy between chemometrics and TOS is far from exhausted at this time; much work remains.CITATION:Esbensen, K H, 2014. Simulation modelling is a practice commonly used in the mining industry to evaluate alternative process designs. Such modelling is typically undertaken as an optimisation study to increase the efficiencies, productivity and product quality of operating mines. In this situation, real short-term grade variability data of extracted ore are available from production records as input data into the simulation.There is also a need for simulation modelling to be performed before mines are approved for construction to clarify the grade variability characteristics that can be expected from the operating mine and assist in the optimisation of the process design. In this situation no historical short-term grade variability data are available. To achieve meaningful and reliable results from a simulation it is necessary to have input data for the ore to be extracted from the pits, representative of the short-term grade variability that would be expected for the operating mine.This paper describes an example of a path taken to generate realistic input data.A method described as composite cut-off criterion was used to distinguish ore from waste, which gave substantially greater recovered tonnage at target grade compared to the conventional quadrant cut-off grade criteria.The only data available for the project was resource model data in the form of kriged block models, which are known to underestimate true ore grade variability. To achieve realistic results from the simulation it was essential to increase this variability while maintaining the accurate average grades. Areas of certain deposits that were modelled using both kriging and conditional simulation estimation techniques were quantitatively compared to establish the comparative variance and the kriged data was modified to match the conditionally simulated variance.A realistic mining model was generated via a process of discretisation and regularisation of the resource blocks. Quantitative assessment demonstrated that this method adequately compensated for ore dilution and that adjustment for ore loss was not required due to an ore skin surrounding the edge blocks.The conditioned data was then used to generate a schedule of daily mine extraction, considering grade variability, tonnage, equipment constraints and extensive blended-in-blended-out precrusher stockpiles to feed into the process design simulations.For the precrusher stockpiles a number of alternative allocation criteria were examined for ore being extracted from the pits to identify the best method in achieving reduced variability through the daily scheduling system. The study concluded that a single analyte separation criterion produced acceptable variability with minimal complexity.The blending efficiency of manually stacked and reclaimed precrusher stockpiles was studied to determine a realistic blending efficiency within the pile. A recommended method of building and reclaiming was determined to give maximum blending efficiency.Finally, the data was used as input into process design simulation models; simulation from crusher feed to shiploading demonstrating that control of shipment grade variability was achievable and that the conditioning of the data delivered realistic results.CITATION:Jupp, K, Howard, T J and Everett, J E, 2013. Troy Resources NL acquired a 70 per cent interest in the Mina Sertpo gold project in Goißs State, Brazil, in 2001 following a successful bid for the highly competitive international tender of a tenement package put out by Western Mining Corporation (WMC). The Sertpo deposit is located on cleared grazing land 380 km west of Brasilia and is 30 per cent owned by Amazonia Mineracao Ltda, a private Brazilian company. It is a small high grade open-pittable orebody with a measured and indicated resource of 108 000 tonnes at a grade of 49.7 g/t for 172 500 ounces using a 2.0 g/t cut-off. Troy undertook the project management and development of the project while Amazonia managed the exploration activities and provided other services as required. The project development involved drilling metallurgical test holes, scouring the world to locate an available and suitable second-hand plant, and arranging shipping to andreconstruction in Brazil.
