As an environmental "pollutant", noise is different. For one thing, it is localised (as opposed to transfrontier) and, for another, relatively low levels can trigger very strong human reaction. The reactions, which are annoyance-based, range from mild to violent and do not always correlate well with the levels experienced. This paper draws on technical aspects of noise to consider control and control principles and balances them with the subjective nature of the perceptions and reactions. It is critical to bear in mind that health effects resulting from noise are secondary to the primary human reaction. It is also important to appreciate that annoying noise levels are usually well below those which cause hearing loss. Large mines tend to be remote from cities and towns and the country surrounding such mine sites is often inhospitable. In general, residences near large mines are committed for use by mine personnel and annoyance from mining noise would be rare. Noise problems at long term operations are often a result of secondary activity or land use. As a pioneer mining community develops, secondary and service industries may be established and a township created. With changes in way of life, the perception of problems also changes. Therefore, it is never too early to plan for noise abatement, particularly because noise is only one of a number of environmental and community concerns. Ihny environmental problems are associat- ed with development or expansion of smaller open cut facilities such as hardrock quarries. There is an ever-present need to reduce product cost by mining or quarrying deposits close to the end user and many local authorities have to operate quarries for undertaking their civil engineering responsibilities.

When attempting to understand potential regional or community socio-economic changes that resource-extraction industries may produce, it is important to analyse the channels that promote these changes. In this study, we propose a conceptual framework to better understand how socio-economic effects are likely to emerge in regions impacted by mining. The framework considers three levels of hierarchical effects (Measham, Fleming and Schandl, 2016).In the first level, the resource-extraction industry causes four direct initial impacts on nearby communities: labour demand shock (mining employment generation), income generation (compensation to landowners and higher wages), environmental consequences and land tenure/Aboriginal issues and an increase in local tax revenues.The second level is shaped by the subsequent population increase (given by immigration of permanent or temporary residents) produced by the new levels of employment and income that resource windfalls can generate in resource-extraction regions. These increases in employment, income and population become the source for a rise in the demand for local (and non-local) goods and services.Finally, the third level is given by boomtown-like and other socio-economic effects generated from the initial effects.CITATION:Measham, T G and Fleming, D A, 2016. The present The Zinc ODrporation, Limited and New Broken Hill Consolidated Limited (ZC/NBHC) tailing dam (Site C) is expected to reach its terminal capacity late in 1985. Planning and design of new facilities for disposal of tailing after 1985 which includes new tailing dams (Site D) commenced during 1980. This paper briefly describes planning guidelines and specifications, location considerations, environmental aspects, operating strategy, engineering specifications, envirormental aspects and scheduling of works.

Consistent slag blow end point detection remains one of the challenges in the Peirce-Smith converters at Mount Isa MinesÆ Copper Smelter. Under blowing results in foaming on copper blow and carry forward of oxide skims to the anode furnace. Over blowing results in high copper losses to the slag. Both present safety issues and contribute to lower copper production. The end points of the slag making phases are assessed by inspection of a bar sample. A bar sample is a thin accretion layer that adheres to a steel bar when it is inserted into the tuyere while the converter is blowing. This method is biased and subjective, so there is heavy reliance on operator experience. The Semtech Optical Process Control (OPC) system was installed in early 2002 for converter slag blow end point detection. Initial plant trials did not improve all aspects of converter operations, and uptake by operators was poor, so the system was not used. In early 2005, the Semtech OPC system was re-visited and another short trial was conducted to evaluate the permanent use of the system for slag and copper blow end point detection. During this trial, the Semtech OPC method was found to be superior to bar sampling for slag blow end point detection. The implementation and refurbishment of the Semtech OPC system has resulted in plant improvements and given a better insight into converter operation during blowing. Oxide skim generation carried forward to the anode furnace has been shown to decrease with increasing compliance with Semtech OPC. Some of the expected improvements to converter operation were not found to be significant. Semtech OPC is now well received and utilised by converter operators. Individual paper available only. A thick sequence of alkaline intrusions and volcanic rocks underlies a Quaternary caldera on Liliir Island. The sequence is host to a still active sub-aerial hydrothermal system and associated epithermal gold mineralisation. Sub-horizontal alteration horizons exhibit progressively increasing chondrite norma-lised (La/Lu) en and (La/Sm) cn ratios from unaltered shoshonites, to the potassic alteration zone, to the argillic altera-tion zone to the advanced argillic alte-ration zone. The increasing fractionation of HEE, and especially of LHEE, up the alteration sequence is the result of de-creasing pH, temperature and alkalinity of the hydrothermal fluids with increa-sing alteration intensity. HRE3 were especially mobile in argillic and advanced argillic alteration units characterised by acid fluid conditions and large fluid volumes. Abundant Cl, S and CO2 within the hydrothermal fluids and thus abundant REE complexing agents and large fluid volumes favoured the mobility of REE during hydro-thermal alteration of the volcanic rocks and intrusions. Steam escape, mixing of the gases with groundwater and a change from a magmatic neutral chloride hydro-thermal system to a meteoric acid sulphate system was accompanied by liquid/vapour ratio changes, pronounced alkalinity, pH and temperature decreases, and fluid/rock ratio increases. This caused the mobili-sation, fractionation and deposition of PF.F.

Mineral valuation may appear to be a special field of financial valuation when in fact it is a subset of general investment decision theory. The only significant difference in mineral valuation is that in the case of valuing an on-going mineral asset, ie a mine, often there is no initial capital outlay involved. One is required to determine what the mineral asset as it stands is worth. But this is the same problem as determining the maximum one could pay today and not incur a loss over the life of the asset. In other words one needs to determine the Net Present Value (NPV) of the asset. The two most widely used discounted cash flow methods, NPV and Internal Rate of Return (IRR) came of age with the rapid adoption of the personal computer and spreadsheet programs. The two methods are directly related as the IRR is a special case of NPV. NPV measures the absolute increase in real wealth that can be expected from a certain investment, which makes it particularly suitable for mineral asset valuation, but ignores the efficiency of the investment. In contrast, IRR gives the expected efficiency of the investment but ignores the increase in wealth aspect. IRR has two serious theoretical weaknesses; multiple IRR's and a very rigid assumption about the rate of return of reinvested proceeds, plus if no initial equity expenditure is involved there is no IRR. The choice of the ""hurdle"" rate can also be a problem and in certain circumstances one can obtain different rankings of mutually exclusive projects using IRR and NPV. Although NPV and IRR supposedly measure financial risk, in fact they only address a very narrow area of risk, namely the time value of money given the real discount rate. They side step the issue of what the real discount rate should be and varying degrees of risk. The classical way to establish the real discount rate is to use the weighted average cost of capital.

Previous methods for the assessment of the explosive potential of gas mixtures have required the plotting of apeexplosibility diagram. These became cumbersome if a large -number of assessments of various sampling locations over a period of time wererequired. This may make the approach of a dangerous situation more difficult to predict. With the aid of a programmable calculator, a new method for the rapid assessment of the explosibility of coal mine sample gases has been developed. This method does not require that an explosibility diagram be drawn to indicate the explosive status of a gas mixture. Simple Cartesian co-ordinates representing the explosive potential of,mixtures are obtained, which may readily be plotted to show changes with time.

Gold mining cyanide-bearing solutions can pose a risk, cause significant wildlife deaths and adverse public relations and result in non-compliance with regulatory conditions. The International Cyanide Management Code for the Manufacture, Transport and Use of Cyanide in the Production of Gold (the Code) was developed as a voluntary code to encourage industry-wide improvements in managing cyanide responsibly. The Code requires design and implementation of robust monitoring programs for compliance under the following standards of practice: 4.1, 4.4 and 4.9. A robust monitoring regime can be complicated as each processing and tailing system is different. The following systems are commonly used in Australia: carbon-in-leach (CIL); carbon-in-pulp (CIP); heap leach process ponds; tailing waste disposal systems; peripheral discharge, central discharge and in-pit disposal. Some terrestrial wildlife can be denied access by fencing tailing storage facilities (TSFs) or other physical barriers, therefore limiting wildlife interaction with cyanide-bearing tailing and solutions to mainly birds and bats. While wildlife monitoring programs for processing and TSFs contain similar core attributes, it is necessary to adapt monitoring to take into account the site-specific features of each system. These core attributes are discussed in this paper, with reference made to cyanide concentration and associated methodologies. The issue is considerably complicated if tailing solutions are deemed or discovered to be toxic to wildlife. Essentially cyanides are required to be measured to gain an understanding of the concentrations to which wildlife may be exposed. This usually equates to measuring the cyanide concentration of solutions entering and leaving a tailing system. To assess the risk to wildlife presented by tailing and heap leach systems it is necessary to monitor both the hazard (cyanide concentrations) and the exposure (live wildlife species, presence and interaction). These tasks need not be arduous and a system of simple frequent monitoring has been developed and implemented for Code compliance. The wildlife monitoring developed by Donato Environmental Services (DES) and used at mining operations departs from the industry norm. It documents observer effort, live wildlife presence, habitat and behaviour in a tailing system, as well as deaths and carcasses. A greater understanding of wildlife cyanide toxicosis associated with this monitoring approach will enable mining companies to adopt a proactive approach to significantly reduce, or preferably eliminate, the impact on wildlife and assist in gaining Code compliance.

Sydney's Eastern Suburbs Railway from Central to Bondi Junction required the construc- tion of 10.4 km of single-track tunnel and five underground stations. Much of this work took place beneath the commercial centre of Australia's largest city. This paper discusses the general precautions taken and the specific design solutions made for such problems as support of a 15-storey building with foundations several metres above the excavation to ensure negligible differential settlement, excavation immediately below running tunnels, underpinning of multi-storey buildings, tunnelling under massive masonry retaining walls and demolition and rebuilding of part-completed structures.

Economic conditions dictated the lead time from concept to commissioning of the Kambalda C.I.P. Plant. The high gold price prevailing at the time the Victory ore-body was discovered provided the impetus to establish a treatment plant with the utmost haste. Consequently only limited metallurgical testing was possible. Fortunately the Kambalda Metallurgical Department had experienced gold metallurgists among its' staff. This enabled a rapid assessment to be made of the ore types to be treated. Flexibility was the keynote in the plant design. Overseas practice and experience was drawn upon extensively, but it was known that problems uniquE to the Kambalda Plant would be encountered due to the high nickel content of the C.I.P. Plant feed and the difficult clays in some of the areas. These fears were well founded and problems have been experienced. However the plant design has enabled these problems to be absorbed, if not overcome, and design production rates were achieved and maintained within three month; of start-up.

The Hodgkinson and Broken River Provinces form the northern part of the Tasman Orogen. They are separated by a broad belt of Late Palaeozoic igneous rocks, but were probably originally continuous. They are bounded to the west by a system of major faults (Fig. 1) which separate them from the Georgetown Province. Although largely Precambrian, the Georgetown Province includes probable Siluro- Devonian granitoids, and in the south adjacent to the Broken River Province, metamorphosed Early Palaeozoic(?) volcanics and sediments of the Greenvale Subprovince. South of the Broken River Province, the Lolworth-Ravenswood Province includes probable Precambrian rocks, Cambro-Ordovician volcanics and sediments, and voluminous Ordovician to Early Devonian granitoids. The first systematic studies of the provinces were the 1:250 000 scale mapping programs by the Bureau of Mineral Resources and Geological Survey of Queensland (White, 1965; de Keyser and Lucas, 1968). These and subsequent regional studies were reviewed by Arnold and Fawckner (1980). Remapping by the Geological Survey of Queensland since 1982, and a concurrent regional study of the deformation by Hammond (1986) have provided much new data. Treatment processes are outlined for the recovery of rutile and zircon from the heavy mineral-bearing sands on the east coast of Australia. With the exhaustion of the higher grade deposits and the imposition of more rigid specifications for the finished products, strict metallurgical control has become necessary.A description is given of the methods used by The Titanium Alloy Manufacturing Co. Pty. Limited to control the operation of suction dredging, of wet concentration using fans and spirals, and of dry separation using high tension and electromagnetic processes. By applying these methods a plant designed for an output of 15,000 tons of rutile per year has been tuned to produce over 20,000 tons of rutile and a corresponding amount of zircon.Details are given of (a) the method of drilling to determine the extent and grade of the ore bodies, (b) a simple electrically-timed pneumatic automatic sampler, and (c) the methods developed for the physical estimation of quartz, rutile, zircon, ilmenite and "others" in the products of plant operation.The method used for calculating the metallurgical balance and the forms used for the reporting of production results are presented.Examples are given which show the value of this detailed production and metallurgical control of plant operation.INTRODUCTIONThe organization which is now known as "The Titanium Alloy Manufacturing Co. Pty. Limited" (T.A.M.Co.)-a subsidiary of National Lead Company-commenced operating at Yamba, N.S.W., in 1935. A mixed natural concentrate was at first simply dried and bagged and later was upgraded by the removal of silica and the lighter heavy minerals on shaking tables and, after air-drying, was bagged for export. At that time zircon was the most wanted constituent.

Longwall mining has historically been considered an application for only deep reserves. This has changed in the recent past as longwall has become competitive with surface mining. Many resources marked for stripping now he in the domain of longwall. Today, the best longwall mines compete with strip mines operating in even the lowest stripping ratios. Longwall mining has become more widely applicable than it ever has been in the past and it is now generally considered the method of choice in situations where high levels of coal production are required. But the best way to use longwall mining has become less certain with the opportunities that highwall access provides. Wall-to-wall mining is the use of retreating longwall developed from and retreating toward a highwall. As a surface mine reaches its ultimate highwall, the opportunity for longwall punch mining or wall-to-wall mining is obvious. There are several clear operating advantages to operating a longwall in this way and where highwalls are available, the best economic decision will generally favor planning a direct approach. Yet wall-to-wall is not applicable in every situation even when highwalls are available. Moreover, the advantages of wall-to-wall mining do not always justify the cost of trenching or box cuts to access coal . However, many tactical advantages of operating from the highwall can be realized with the use of specially equipped blind drilled or raised bored shafts. This paper discusses novel techniques for a shaft assisted mining system which permits the addition of conveyor structure and mine systems from the surface to the face for advance and retreat mining with longwall, shortwall or room and pillar panels.

The Enterprise Mine Project (EMP) is being developed by Mount IsaMines Limited as the future source of copper ore at the Mt Isa miningand processing complex. Environmental engineering is one of the majortechnical challenges facing the project because of the depth of theorebodies, high virgin rock temperatures and hot ambient surfacetemperatures in summer. This paper discusses the engineering principles adopted by EMP to manage the risks associated with working in these adverse thermal conditions.

A series of laboratory flotation tests were conducted to evaluate the effectiveness of various depressants as arsenic (and zinc) depressants in the lead cleaner stage of the NBHC mill at Broken Hill. The depressants used included potassium cyanide, ferrous sulphate, sodium hypochlorite, potassium ferricyanide and two Cyanamid commerical depressants, Aerodepressants 610 and 633. A standard roughing stage was completed before the addition of the reagents in the cleaning stage. All reagents tested produced significant arsenic depression, with the best results being obtained with the addition of potassium cyanide and sodium hypochlorite. Some of the depressants activated the zinc in the process of arsenic depression. The best result was obtained with the addition of 90 g/t potassium cyanide at a pH of 10 when arsenic recovery was only 1/4 that of the value obtained for the standard test.

In mineral asset valuation the use of any valuation method requires the input of competent and independent technical professionals. A resource valuation must be as transparent as possible to allow others to assess the validity of their underlying assumptions. Materiality is a dominant factor in all valuations and a valuer should set out the basis for the subjective decisions made in this regard. Any valuation methodology must comply with the requirements of the law, practice notes and guidelines issued by the various relevant authorities and professional bodies. The valuation methodology chosen to value a mineral asset depends upon the amount of data available on that asset and the reliance that can be placed upon those data. Mineral assets generally fall into one of three broad categories, depending upon their state of development, ie whether they are at the exploration, development or operating stage. Naturally there are transition phases. Hence, there are ""Grass Roots"" Exploration Areas and Advanced Exploration Prospects; Pre-Development Projects and Developing Mines; and Operating Mines. The features of each of these mineral asset status categories are described, mainly in terms of the confidence in the contained identified Resources/ Reserves. The various subjective methodologies available for the valuation of ""Grass Roots"" Exploration Areas and Advanced Exploration Prospects -are specifically reviewed. The pitfalls in adopting a ""recipe"" approach are noted. It is the author's view that the Expected Value Method (based on the probability adjustment of the output of a Discounted Cash Flow/ Net Present Value model) has little application in the valuation of exploration mineral assets, so it is only briefly addressed. The methodologies reviewed are listed below. ò Multiple of Exploration Expenditure Method (expenditure based). ò Joint Venture Terms Method (expenditure based). ò Geoscience Rating Methods (eg Kilburn - area based). ò Comparable Market Value Method (real estate based). ò Rules of Thumb (eg $/Resource or production unit; % of in situ value). Some recent Prospectuses are used to provide examples of their misinterpretation and misapplication.

Brown coal in Victoria in spite of its substantial reserves is not utilized greatly because of its high moisture content(-65% w/w). Transportation and handling costs of raw brown coal, on an available energy basis are so expensive that 93% of production is burnt for electricity generation on or adjacent to the coal deposit in Victoria. With direct firing of moist brown coal in power stations, approximately 20% of the gross calorific value of the fuse is used to evaporate the water contained in the coal. This energy is lost as vapour with the flue gas which is vented to the atmosphere. Also there is a 25% increase in flue gas volume and the size and cost of most of the units through which it passes must be appropriately larger. Since there are large quantities of water present the flame temperature is significantly reduced. For zero excess air and no air pre-heating the theoretical flame temperatures are: 609'o wow moisture 1450¦C 40% ª ª ª 1790¦C ZOO ª ª ª 1990¦C As a result of this there is a reduction in radiant heat transfer leading to a requirement for a two fold increase in radiant tube area. A boiler of much greater size and cost is thus required to house the additional tubes. Figure 1 illustrates the relative sizes of a boiler fired with 60% moisture brown coal with a boiler or similar output fed with a British bituminous coal, 14% moisture.

WMC Resources Ltd nickel operations have expanded significantly over the last three years. Production capacity has increased at mine/concentrate, smelting and refinery processes to such an extent that WMC now ranks within the top three or four producers of nickel metal in all forms. The stainless steel industry remains the dominant user of nickel. WMC's forecast is for stainless steel production to grow at 2.8 per cent per annum off of the 1995 peak, with much slower growth in the short-term as the stainless steel inventory overhang unwinds, followed by a return to higher trend growth rates. WMC's forecast for the long-term growth in demand for primary nickel is three per cent per annum off the 1995 peak; again, slower growth in the short-term before a return to higher long-term trend rates. This projection is towards the optimistic end of the range of industry experts. It equates to a requirement for new primary nickel of 25 000 to 30 000 tonnes of annual capacity each year.

The need for the hydraulic transportation of coal in the New South Wales coal industry, both from the coal face to the surface and from the coal mine to the consumer or the port for export, is explained. Details of research projects currently in progress and involving the hydraulic transportation of New South Wales coals are given together with information on the hydraulic transportation of coal in the United States of America. The potential of hydraulic transportation as a viable alternative to the proposed expansion and upgrading of the New South Wales railway system to meet the projected New South Wales coal production to the year 2000 is described.

The application of cheap robust microprocessor based units to achieve monitoring and control in an underground mining environment is described. The functional layout of the programmable controller and the methods of multiplexing and processing information from local and remote sources are examined as are features for refrigeration plant control.High noise immunity communication to a remote micro computer uses existing telephone lines and enables display and print of essential data. The development of this system then leads to applications in monitoring compressed air, ore transport and underground fires.In conclusion, the problems of data presentation to different levels of management and the future philosophy of a central multi-reporting system are discussed.
