This paper describes laboratory testwork for the beneficiation of a medium grade iron ore, using Wet High Intensity Magnetic Separation (WHIMS). Factors leading to the selection of machine type for this method of separation are discussed and the design of the WHIMS section flowsheet of an iron ore beneficiation production plant are described including methods to achieve operational flexibility and adequate protection of the WHIMS separating chamber. The results of the commissioning and operation of the production plant over several years are described, together with experience developed in plant operation. Data on recovery of hematite over the full range of size fractions treated is presented and compared with data in the literature. Potential methods of improving plant performance are discussed. The need to prevent the sterilisation of coal stems directly from the fact that it is a non-renewable resource. In N.S.W. a vast amount of coal resource is located under major public utilities such as freeways, railways, stored waters, pipelines carrying gas, water and sewage, and transmission lines. Total extraction has occurred under freeways, transmission lines and pipelines with little or no damage. Where damage has resulted, the cost of restoration was only a small fraction of the value of the coal recovered. However, coal at present is being sterilised and perhaps lost for ever under stored waters and railways. If engineering solutions are available for mining under these improvements economically and with maximum safety, then coal should be extracted and utilised to the benefit of the State.

The Argyle Diamond Mine is the first significant diamond producer in Australia. The project has been developed with new concepts in circuit design, process control technology, organisational development and training. After its first year of operation, the Argyle Heavy Medium Separation Plant has proven extremely efficient in recovering diamonds. Apart from cyclone wear, no major problems have been encountered. Ferrosilicon consumption is well below the design level which is a reflection of the sound design of the medium circuit. An Audit Plant continuously monitors the Heavy Medium Separation Plant tailings for diamond loss.

A great part of the research on froth flotation of gold ores deals with ores containing gold associated mainly with sulphides, resulting in a largely accepted view that what takes place with sulphides (eg pyrite) in a flotation cell also happens to gold particles. This paper is concerned with the influence of some inorganics (CuSO4, CaO and NaCN) on gold particles flotation, using ethyl or amyl xanthates as collectors. The bench-scale tests were carried out with ground quartz and gold particles mixtures. Some findings stemmed from this study: flotation of the gold particles of size 0.16 mm was efficient adding only frother; larger gold grains were better recovered by the use of stronger collector CuSO4 did not seem to be an activator for gold; the addition of NaCN up to 200 g/t or CaO up to 2000 g/t did not depress the gold grains when amyl xanthate was used as collector although with ethyl xanthate the gold depression was verified.

If the record of maj or proj ects in Australia is taken into account, it is apparent, the proper planning of an industrial relations strategy for many such projects has been ill considered by project developers. The recognition of the need to develop a plan from the initial feasibility study has been forced on those promoting new projects by the publicity given to the Australian industrial relations record. The delays in delivery caused by factors supposedly out of the project's control are often given for non-performance of contract and used as an excuse for limiting further development. Many of the problems experienced in project development can be overcome with sound industrial relations planning. The promises given in the euphoria of the early stages of a project relating to price and delivery often become a burden for the future because the complexities of the Australian Industrial Relations Systems are not understood or considered. The recognition by senior executives of their responsibilities in this area will contribute greatly to a new era of project development.

There is an established need for an inflow of foreign capital if New Zealand is to meet projected growth rates. The Government recognises this and encourages capital inflows especially where there are allied economic benefits such as the access to specialised know-how or export markets. The Government has promulgated certain Regulations which are administered by the Reserve Bank. Under the Capital Issues (Overseas) Regulations 1965, consent is required before any company incorporated overseas can commence business in New Zealand or before an overseas person can borrow or raise any money in New Zealand. A New Zealand company is deemed to be an overseas person if more than 25% of the voting power is held by non-residents. In terms of current policy, overseas companies are permitted to borrow in New Zealand only a limited amount of working capital and some longer term capital calculated on the ratio that their New Zealand owned equity capital bears to their overseas owned equity capital. Wholly owned overseas companies are expected to bring all of their Fixed term capital from overseas.

Efficient performance of pulp lifters to discharge ground rock is critical to the effective performance of SAG and AG mills. The paper covers developments in the design of pulp lifters and associated grates, of both conventional straight-radial and curved types, and of the inner discharge cone. Issues covered include the discharge performance of both the slurry and rock components of the discharge, reverse flow back into the mill through open grates and backflow down the pulp lifters of material that fails to discharge from the mill. The design experience is interpreted in the light of developments in particle flow modelling of the flow of charge in pulp lifters.

The mineral sands industry in Australia can contribute much more sig- nificantly to economic development beyond the year 2000 by increased production of constituent minerals such as ilmenite, zircon, rutile, leu- coxene and monazite from existing and new resources, and especially from downstream processing to intermediate and finished products based on these resources. The end-use areas for mineral sand-based products include those products whose demand is tied to general economic growth, such as paints and plastics, and refractory bricks for the steel industry. High techno- logy applications such as zirconia ceramics and super-magnets are indica- tive of new developments in technology which provide considerable scope for expansion at higher rates than overall western world economic growth. An optimistic outlook for the industry is outlined, based upon a brief review of opportunities.

Much has been published on resuspension of sediments in lakes and estuaries. In general, resuspension has implications on transport and release of contaminants from the sediments. It has been shown that wind-induced waves contribute to erosion of sediments, which are then distributed to various sections of the water body by currents. Empirical equations formulated on the basis of cohesionless sediment behaviour have been applied to the design of a few tailings ponds in different parts of the world, especially in the selection of the necessary depth of water to minimise negative environmental impacts. The paper highlights the shortcomings inherent in these equations using field-measured data from a tailings site in Canada. Laboratory measured tailings properties are used to identify critical shear stresses required to initiate tailings erosion. The influence of cohesion on resuspension of fine-textured tailings is discussed.

The constraints in university courses are lack of hours, high cost of scientific equipment, and poor availability of suitably experienced staff. These have forced the balance away from practical work and towards more theory. Labelling of individuals as either practical, or academic, does not help the inter- change of staff between industry and univer- sities that is necessary to balance idealism and realism. Practical men who do return to universities may lose seniority and find that industry is reluctant to have them back. Academics who specialise too long may concentrate on their research to the exclusion of basic material. It is difficult to operate pilot scale plants in universities because of lack of time, and obsolescent equipment. Small grants from industry might enable tests to be run in research laboratories such as at C.S.I.R.O.. Within universities there may be a need for greater interchange of students among depart- ments, aided by the absence of weighted student unit measurements, as suggested by Aus.I.M.M. and A.M.I.C.

Chromite tailings assaying 21.2 per cent Cr2O3 was upgraded to 48.7 per cent Cr2O3 at a recovery of 72.0 per cent using column flotation with a mixture of anionic collectors at pH 11. Electrokinetic methods were used to elucidate the mechanism of collector adsorption and correlate the findings with the optimum flotation conditions. Multivalent constituent ions such as Cr3+, A13+, Fe2+ and Mg2+ were found to adsorb on chromite surface and shift the zpc of chromite in the direction of oxide form of the mineral. The anionic collectors also imparted a negative charge to chromite in the entire pH region. The higher zeta potentials obtained upon adding the anionic collectors is ascribed to the adsorption of anionic surfactant onto the positively charged chromite surface. The positive sites are generated through formation of significant amount of hydroxy complexes of magnesium at pH 11. Complementary infrared data reveal the absence of a shift in the spectra indicating the possibility of physical adsorption in the system.

The Prospero orebody is a part of the Helene mine at Cosmos and was scheduled to begin production in March 2008 after the exhaustion of the Tapinos orebody in the same mine. Treatment of the Tapinos orebody was challenging and it was envisaged that Prospero would have similar properties given that it was also anomalous in deleterious elements and would be of a similar mineral hosting. It was deemed necessary to undertake a metallurgical test work program to identify any potential processing issues, complex mineralogy or significant metallurgical domains. The paper discusses the processes which were employed to undertake the metallurgical test work program and describes the aspects that can be employed by other developers to quickly and effectively assess potential future orebodies. It will demonstrate that the work was successful at determining expected metallurgical behaviour, providing direction for mining operations and highlighting areas for more extensive research.

A company tax rate based on profitability return, or as more commonly expressed, a resource rent taxation scheme has been intro- duced at various stages in the past by both Australian state and commonwealth governments. At present a number of overseas countries are applying this form of legislation to the taxing of sections of their mining industries. Within this study, ways in which this type of tax has been used are examined. The form in which the tax can be applied varies. 1. It can be selectively or universally applied. 2. The base on which economic return is calculated can be selected in a number of ways. 3. It can start operating only when high profit levels exist, or alternatively be the basis of a total taxation scheme. The implication for the Australian mining industry of the introduction of different types of resource rent taxation schemes is assessed within the context of previously enacted systems.

Porgera is located in the Central Highlands of Papua New Guinea. Porgera Joint Venture treats a high grade epithennal gold deposit. Most of the gold occurs as submicroscopic particles in a sulphide matrix although there is some quite coarse free gold. Anticipated gold production is 900 000 oz per year for the first six years of operation.Stage I of the treatment plant consisted of a concentrator and leach/CIP Circuit. It was commissioned in August 1990. Design throughput was 1500 tpd with an anticipated gold recovery of 60 per cent. Throughput achieved was actually 1850 tpd with an average gold recovery of 69 per cent. CIP tails were accumulated in a pond awaiting retreatment by pressure oxidation.

Two examples of risk assessment and risk management in action are discussed. The first is in a management context in relation to Kingsgate Consolidated LtdÆs Chatree operation in Thailand. Kingsgate has conducted an over-riding risk management program to assess and manage risk across its complete business from the Sydney and Bangkok offices through to the Chatree Mine and the companyÆs exploration group. This example addresses how Kingsgate has applied risk management, particularly to the process operation, and the benefits that have been gained. The second is in an operational context in relation to Minara Resources LtdÆs Murrin Murrin operation in Western Australia. The subject is the methodology and outcomes of a risk assessment across the Murrin Murrin operation specifically to identify and assess risks with potential impacts from $1 M to $7 M. This section of the paper then shows how the outcomes of the risk assessment were integrated into MinaraÆs strategic plan to debottleneck the plant and increase nickel production.

In the early 1970s, Jim Walter Resources, Inc. (JWR) embarked on a coal mine expansion program that was unparalleled in the history of the United States. With a small nucleus of people then operating two rapidly depleting captive mines, action was initiated to develop four of the deepest mines in the United States. Because of the depth of these mines, operational and technical problems were anticipated. However, because of the high quality of the coal (Blue Creek Seam), the financial risks involved were acceptable. The total investment to get the expansion program completed (to get the new mines to full capacity) would represent an investment of over US$ 500 million.By the end of the decade of the 1970s, the Company had grown to 2100 employees who were producing 1640,000 tonne of saleable coal per year, a productivity rate of 3.9 tonne per man-shift. This productivity rate was not sufficient to maintain a profitable, viable organisation. Therefore, if the operations were going to survive, it would be necessary to improve productivity tremendously, a task which would tax the resources and imagination of all employees.

INTRODUCTION The use of activated charcoal to recover gold from alkaline cyanide leach liquors is the most rapidly expanding technology in hydrometallurgy today. The process, known as carbon-in-pulp (CIP), has replaced countercurrent decantation as the method for recovering gold by cyanidation. Carbon-in-pulp entails mixing activated charcoal with a ground ore-water slurry containing gold cyanide, allowing the charcoal to adsorb the gold, and then mechanically removing the gold loaded charcoal from the pulp. The pulp is sent to tailing disposal and the loaded charcoal is sent for gold bullion production. Activated charcoal's affinity for gold has been docu- mented for over one hundred years. Alliance Gold Mines was established in the early part of 1994 to acquire the assets of Diamin Resources NL at Maldon, Victoria. These comprised Exploration Licence 3422, some 20 sq km in area and enclosing the main part of the Goldfield, and a CIP plant - with a nominal capacity of 250 000 tpa - which was commissioned in 1988. Between 1988 and 1992 Diamin had mined - by open pit methods - and milled around one million tonnes of low grade gold ore, and recovered 55 000 ounces of gold. By 1992 the known shallow resources had been depleted. Historical gold production from the Maldon field is about 1.75 million ounces, at the surprising average recovered grade of 28 g/t. The last significant mine closed in 1926: since then there has been no comprehensive exploration program, though Lone Star Exploration NL tested part of the field for shallow open-pittable resources in the 1970s and Carpentaria Exploration Company Pty Ltd carried out widely-spaced drilling on the three main reefs from 1979 to 1982. Diamin (1983 - 1994) commenced a careful compilation of old mine records and newspaper clippings, and drilled several cored holes.
