The effect of pulping reagents on the flotation de-inking of laser printed wastepaper was investigated with regard to the removal efficiency of toner and mineral filler particles for different pH values. These results show that caustic pulping causes the toner to be released from the fibers at larger particles sizes. On the other hand, acid pulping not only causes the toner to be released at smaller particles sizes but also increases the concurrent flotation removal of mineral filler particles. It was experimentally observed that the froth generation and stability during flotation were improved for acidic pH values.

The goal of slope mechanics is to achieve efficient and safe pit slopes. In the case of ultimate mine slopes the objective is to minimize the stripping ratio by steepening the slopes to their maximum stable limit. On the other hand, the inclination of working slopes is normally established by operating space requirements and the function of slope mechanics should be the continuous surveillance of slope conditions to assure long-term stability and to provide timely warning of impending slides so that corrective measures may be incorporated in production planning. In 1956 Kennecott instituted a program to provide the resources necessary to develop and maintain a slope mechanics capability, including technical knowledge, engineers, and instruments. Although the goal has not been fully achieved, very significant progress has been made. Other papers (3, 4, 7, 8, & 12) have described the purposes and detailed results of the most recent study carried out at the Kimbley Pit. The study has provided valuable experience and has given the industry a three dimensional picture of the stability variables that influence a mine slope. The study has better defined those areas which require further investigation and has indicated those design and analytical techniques which can be used with confidence. In effect, the study has paved the way for the next step; that of refining the design process and applying it for profit.

BCI has developed a chemical process known as Ecophos® for the multi-industrial Pine Level Project in DeSoto County, Florida. Approximately 85 percent of the phosphogypsum at Pine Level will be converted to a very clean gypsum. The remaining 15 percent, including impurities plus some quartz tailings sand, constitutes what is termed redigestion solids. BCI has developed an alternative to the practice of disposing phosphogypsum in large above-ground impoundments. The proposed disposal method consists of mixing the redigestion solids with clays and reacting the mixture (leached tailings) with lime prior to disposal into the mine excavations as a reclamation soil material. Leachate water quality testing using lysimeter equipment indicates that the pore water associated with neutralized leached tailings meets maximum contaminant levels set for the drinking water standards of radium and selected primary metals.

1. INTRODUCTION In April 1979, the U. S. Nuclear Regulatory Commission issued the Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling (NUREG-0511) for public comment. While the GEIS is a broad environmental impact assessment of the U.S. uranium milling industry as a whole, its primary focus is on the issue of uranium mill tailings disposal and long term isolation. In August of 1979, proposed regulations (U.S. Federal Register Notice 44FR50012), incorporating both conclusions of the GEIS and provisions of recent U.S. legislation on uranium mill tailings (Uranium Mill Tailings Radiation Control Act of 1978--UMTRCA), were also issued for public comment. This paper (1) briefly reviews the major conclusions of the draft GEIS, (2) summarizes the major elements and rationale of the associated, proposed regulations, and (3) reviews some of the major issues raised during the public comment period and changes which the NRC staff expects will be made in finalizing the GEIS and regulations. The risk in summarizing a document of such broad scope and complexity as the GEIS is that the depth of evaluation and the full technical bases for conclusions reached may not be adequately conveyed. Recognizing this, those Sections of the draft GEIS where a more complete discussion of the issues is presented are parenthetically noted in this paper in order to facilitate location of additional background and supporting material. 2. GENERAL CONCLUSIONS In the GEIS, a full range of tailings disposal alternatives was considered. These alternatives ranged from the past practice of doing little or nothing to control tailings, to advanced treatment alternatives such as nitric acid leaching to increase removal of radioactive elements and fixation of tailings in cement or asphalt. Our broad conclusions were: -Any alternative which results in the need for ongoing, active maintenance to assure long term containment, is unacceptable. (12.3.2.1) -Advanced treatment alternatives are unwarranted since they offer uncertain incremental benefits yet involve costs which may be as much as an order of magnitude greater than costs associated with acceptable alternatives. [The Yarnell gold deposit in the Weaver mining district, Yavapai County, Arizona, occurs in a structurally controlled, hydrothermally altered zone in a 1700 Ma granodioritic intrusive. Both potassic and sericitically altered rocks around and above the low-angle, northeast striking Yarnell fault are known to host economic gold mineralization. A wider envelope of weakly-propylitic altered rock also occurs in this area. During mineralization, strong sericitization accompanied several stages of quartz (±adularia) veining, stockwork formation, localized silicification and potassic replacement, in association with deposition of specularite, pyrite (now oxidized) and gold. The footwall of the fault is also sericitically altered but poorly mineralized. Mineralization along the Yarnell fault continues both northeast and southwest from the main deposit, although the thickness of the zone and associated alter avian envelope diminish away from the orebody A sample of undo formed illite taken from the Yarnell fault zone was K/Ar dated at 69 + 1.6 Ma. This date reflects a minimum age for both mineralization and latest movement on the fault. Gold mineralization is accompanied by modest increases in Ag, As. Cu and Mo content. Both CO2- and H2O- rich fluid inclusions were studied and suggest mesothermal pressures and temperatures of formation for the deposit. Ninety-six reverse circulation holes and four diamond drill holes outline a bulk-minable mineral reserve of'4.1 million tons at 0.051 oz of Au per ton. An additional 2.7 million tons at 0.017 oz of Au per ton occurs in a low-grade zone above and subparallel to the main mineralized zone. Total calculated mineral inventory stands at 6.8 million tons at a grade of 0.038 oz of Au per ton, with a waste-to-ore ratio of 1.45:1. Column leach tests indicate that cyanide heap leach gold recoveries should exceed 70%.]

CalMat Co. is one of the largest producers of construction aggregates in the United States. The CalMat Reliance plant is located in Irwindale, California, and is situated on an alluvial fan formed by the San Gabriel River. The fan deposits are of Quaternary age and were derived from granitic and metamorphic bedrock exposed in the San Gabriel Mountains to the north. The sediments are poorly sorted and range in size from large boulders to clay size particles. The coarse material is hard and durable and consists of quartz diorite, granodiorite, granitic gneiss, schist and minor amounts of volcanic rock. The matrix is comprised of silty sand with varying amounts of clay. Thin silt and clay lenses occur sporadically throughout the deposit. The clay content of the matrix and the degree of weathering of the coarse material increases with depth. Based on seismic data, the alluvial fan varies from 200 to 400 feet thick and overlies crystalline bedrock. The Reliance plant was constructed in 1971 and 1972. It has a nominal capacity of 1200 to 1400 tons per hour, and typically produces more than three million tons of aggregate products per year. Alluvial fan sediments are mined from a gravel pit situated adjacent to the plant. The material is fed through a mobile, 48- by 60-inch, in-pit jaw crusher, then transported by conveyor to the main plant to be processed. The plant is modern and highly efficient. It has a typical wet and dry circuit and is capable of producing a wide range of aggregate products. To extend the life of the plant, a 9,000 foot conveyor system is being constructed to connect it to a granite quarry operated by Azusa Rock Inc. The quarry is located north of Irwindale, and is 50 percent owned by CalMat Co. The conveyor will be used to export crushed rock from the quarry to Reliance. The existing plant will be modified to process the crushed rock.

Safety and health are fundamental values at Barrick Goldstrike. An effective safety and health program protects employees, controls costs and increases productivity. Barrick Goldstrike believes that all occupational injuries and illnesses can be prevented and that safety must be the responsibility of every employee on the property. Safety and health must be thoroughly integrated with the company's efforts to maximize production at the lowest reasonable cost. The goals of safety and production are not mutually exclusive. They must work together to achieve safe production. Barrick Goldstrike began to mine the Betze deposit in 1987. From 1987 to 1992, Barrick employed a traditional safety system using safety specialists on each crew. These specialists were responsible for ensuring that the work areas were safe and that employees were properly protected and trained in safe work procedures. As the work force increased, it became apparent that this system was not the most effective method of ensuring safe production. In 1992, Barrick Goldstrike implemented a loss control program. It was modeled after the International Loss Control Institutes's (ILCI) International Mine Safety Rating System. This program was based on the philosophy that safety is a management responsibility. It can be managed in the same manner that production and cost issues are managed. Under the loss control system, safety needs are identified and evaluated. Programs with performance standards are developed and implemented and the activities and results are regularly monitored. Between 1992 and 1996, Barrick Goldstrike worked at developing and improving its safety management systems. These efforts had a positive return. The incident rates began to decline as these improved systems were implemented. Studies were undertaken in early 1996 to evaluate the effectiveness of the safety and loss control programs in reducing accidents. The studies showed a strong correlation between the implementation of the loss control programs and the resulting reduction in all accidents. Studies in the process division revealed that Barrick had experienced reductions in personal injury accidents from the projected number that could have been expected had no changes been instituted. These reductions ranged from 39% in 1993 to 59% in 1995. These reductions from the projected rates held true for all types of accidents; personal injury, property damage and Mine Safety and Health Administration (MSHA) reportable.

The extraction behavior of gold in ammoniacal solutions in the presence of bromine as an oxidant has been studied. The effect of concentration of ammonia, bromine, and pH of the solution on the rate of dissolution of gold was investigated. The dissolution behavior has been analyzed using electrochemical method, and its results were compared with direct leaching tests using gold powder. The overall dissolution of gold in ammoniacal solution containing bromine was found be affected significantly by pH of the solution and the concentration of bromine. Scale formation is a problem that affects many mineral processing systems because the processes require the use of large volumes of water. Scale composition may vary from circuit to circuit, but the scale deposition mechanisms and needs for prevention are often somewhat similar. Likewise, there is a degree of commonality in the prediction, detection, and elimination of scaling conditions in various water systems. This paper briefly reviews some of the conditions which lead to scale formation, as well as some of the common problems associated with unchecked scale growth. The primary focus of the paper is on the variety of chemical scale inhibitors available for use in mineral processing circuits, and the actions of each type. The means of predicting and detecting scaling tendencies are also addressed, and include both direct and indirect methods, i-e., stability index determination and chemical analysis of deposits.

A closure plan was developed for the Intera Pond Facility, a former acid leaching collection pond at the BHP Robinson Mining Operations. To properly close the Intera Pond Facility, an engineering plan that was both technical and cost effective was developed. A primary objective of this closure project was to demonstrate to State regulators that following the proposed plan would minimize further degradation of water resources. Field data demonstrated natural attenuation of metal enriched solutes via carbonate reactions. Prospective fate and transport modeling indicated that it would not continue to degrade waters of the State.

Sol-gel processing is rapidly becoming an important process for producing such advanced materials as high activity catalysts, fiber optics and ceramic precursors. These materials can be tailor made with properties unique to sol particles as well as the gel aggregates by controlling production of the sol, the formation of the gel, and the removal of the interstitial fluids. This paper presents colloidal and kinetic principles of sol generation and gel formation. Hydrolysis of alkoxides provides the best means of controlling sol production and electrostatic stabilization enables the formation of the most homogeneous gels. Gelation occurs by hierarchial aggregation which produces inhomogeneities much larger than the sol particles. Colloidal and kinetic principles can be applied to reduce the size of the inhomogeneities and obtain high performance transparent insulation and new ceramic composites.

The effect of pyrite, pyrrhotite, chalcopyrite, realgar and arsenopyrite on gold dissolution in cyanide media was investigated. The cyanidation of synthetic gold ores in the presence of various concentrations of sulfides was studied under constant experimental conditions. A mineralogical analysis of the minerals was performed. The leaching kinetics were determined. The negative effect of sulfides on the gold dissolution rate varies with the sulfide mineral and decreases according to the following order: realgar > pyrrhotite > chalcopyrite > pyrite > arsenopyrite. The chemical characterization of gold and sulfide minerals surfaces using X-ray photoelectron spectroscopy (XPS) was undertaken to identify the mechanisms involved. XPS analysis showed that a passivation layer of sulfides, arsenic or iron compounds might form on the gold surface as a result of the dissolution of the sulfide minerals. Using an instrumented laboratory high-pressure grinding rolls mill, the grinding force, gap dimension, mass flow rate and net mill power were measured for six coals and a crystalline quartz. A technique was developed to estimate the compressive stress-strain curves for compression of the materials in the mill plus the effects of elastic decompression. To reconcile the mill power and grinding pressure results, it was necessary to allow for the energy recovery on decompression. No clear correlation was obtained between the form of the stress-strain curves or the variation of specific mill power factor with the Hardgrove grindability index (HGI), although coals with the lowest and highest HGIs (i.e., 44 and 106) gave results significantly different from the other coals. Feeds below 140 mesh (105 µm) flowed more rapidly than coarser feeds and would not build up high grinding pressures. This indicated shearing and fluidlike properties rather than compression as a locked bed.

Carbonaceous materials (CM) from ores of varying preg¬robbing activity from Barrick Goldstrike Mines Inc. (BGMI), Nevada, were characterized in terms of their functional group contents, hydrocarbon contents, elemental composi¬tions and humic acid contents. Fourier transform infrared (FT-IR) analyses did not show the presence of hydrocarbons or carboxylic, phenolic or sulfhydrolfunctionalities. The FT¬IR bands present included C=C stretching in aromatic rings and C-O-C stretching, indicating the presence of oxygen as ether linkages or thiocarbonyl functionality in the carbon matrix. Calculated atomic oxygen to carbon (O/C) ratios did not reveal a trend between the maturity of the CM and the preg-robbing behavior, possibly due to the low resolution inherent in electron microprobe analyses. However, the atomic O/C ratios agree with other chemical analyses, indi¬cating that the organic carbon is very mature, similar to or higher than anthracite grade coal. Gas chromatography¬mass spectrometry and nuclear magnetic resonance analy¬ses corroborated the relatively featureless character of the carbon, indicating that the carbon structure is virtually completely aromatic (graphitic).

A decision support system for the management of the mineral resources of a developing country has been derived. The system allows the evaluation of the impact of a mineral project in a developing country in the broad context of its economy. The analysis permits the assessment of the overall socio-economic consequences of mineral prospects and allows incorporation in the evaluation of issues that are broader in scope than the pure financial objectives. The system is built around the Leontief framework of economic analysis. The original input-output model, enhanced to incorporate country-specific behaviour is integrated with cost-benefit analysis and shadow pricing. The analysis leads to synthetic measures of profitability at market and shadow prices. These measures are useful to direct the mineral policy of a developing country through the exploitation of those mineral resources which are most likely to bring about economic growth and social advancement.

Induction time is often referred to the time required to form a stable three-phase contact between a gas bubble and a flat or droplet surface in a liquid medium. It can be used to quantify the attachment process in aflotation system. Various techniques have been developed to measure this important parameter. Due to its importance in flotation systems and other processes, significant advances in refining the induction time measurement techniques have recently been made. This paper summarizes these recent advances and describes a novel method developed to monitor bubble attachment to a pendant bitumen drop or bitumen-coated flat surface. This visualization-based method offers a higher sensitivity and accuracy than the previously developed apparatuses in the induction time measurement. As an example, the induction time for oxygen bubble-bitumen attachment was measured at a fixed bubble size as a function of temperature in two different aqueous solutions. The results showed that higher process temperature is favorable for oxygen bubble-bitumen attachment and hence bitumen flotation. Addition of calcium to the aqueous solution slightly decreased induction time.

The objective of this study is to provide potential users of booster fans in coal mines with the necessary information on monitoring and control of fans and environmental factors. The guide-lines listed in this paper were formulated based on the current practice of mine monitoring, the U.S. Code of Federal Regulations on environmental monitoring, and the United Kingdom's National Coal Board recommendations on the use of booster fans. The principles involved in the design of booster fans as well as the provisions needed to guarantee a safe operation of these units, are illustrated by means of an example problem. The example includes a summary of costs for two ventilation systems: a conventional surface fan system and a fully automated booster fan alternative. A comparison of these costs showed that significant gains may be attained by selecting a combined surface-booster fan strategy over a conventional surface fan alternative.

Conditioning is any treatment of an ore with or without reagents which affect its floatability. While it can start in crushing or grinding circuits and continue into the flotation circuit, conditioning will refer here only to reagent treatment in an agitated tank designed for the purpose. Such treatment is often unnecessary with sulphide ores and collectors or with amines,* but it has long been recognized as essential with fatty acid collectors in the flotation of non-sulphide minerals, The requirements can be extremely variable, depending upon ore alteration, the presence or absence of slimes, and 1 the minerals to be separated. The study described here was concerned with the recovery of oxidized molybdenum minerals from an ore containing the element in both sulphide and oxidized form. Flotation of the iron minerals with which the oxidized molybdenum was associated was the basis for the process. Recovery and optimum concentrate grade without desliming depended upon a twenty to thirty minute conditioning of the pulp with flotation reagents at forty to fifty percent solids and at high turbulence. The objective in the study was the determination of design and operating criteria for conditioners in order to permit scaling-up of the results without repeating the entire study on a larger scale.

The rare earth elements (REE) which include the 15 lanthanide elements (Z = 57 through 71) and yttrium (Z = 39) are so called because the elements were originally isolated in the late 18th and early 19th centuries as oxides from rare minerals. Most REE are not as uncommon in nature as the name implies. Cerium, the most abundant REE (Table 1), comprises more of the earth's crust than copper or lead. Many REE are more common than tin and molyb¬denum, and all but promethium are more common than silver or mercury (Taylor, 1964). Promethium (Z = 61) is best known as an artificial element, but has been reported in very minute quantities in natural materials. Lanthanide elements with low atomic numbers are generally more abundant in the earth's crust than those with high atomic numbers. In addition, lanthanide elements with even atomic numbers are two to seven times more abundant than adjacent lan¬thanides (Table 1) with odd atomic numbers. The lanthanide elements traditionally have been divided into two groups: the light rare earths (LREE), lanthanum through eu¬ropium (Z = 57 through 63); and the heavy rare earths (HREE), gadolinium through lutetium (Z = 64 through 71). Although yttrium is the lightest REE, it is usually grouped with the HREE to which it is chemically and physically similar. The REE are lithophile elements (elements enriched in the earth's crust) that invariably occur together naturally because all are trivalent (except for Ce+4 and Eu+2 in some environments) and have similar ionic radii. Increase in atomic number in the lanthanide group is accompanied by addition of electrons to an inner level rather than the outer shell. Consequently, there is no change in valence with change in atomic number, and the lanthanide elements all fall into the same cell of the periodic table. The chemical and physical differences that do exist within the REE group are caused by small differences in ionic radius, and generally result in segre¬gation of REE into deposits enriched in either light lanthanides or heavy lanthanides plus yttrium. The relative abundance of individual lanthanide elements has been found useful in the modelling of rock-forming processes. Comparisons are generally made using a logarithmic plot of lanthanide abundances normalized to abundances in chondritic (stony) meteorites. The use of this method eliminates the abundance vari¬ation between lanthanides of odd and even atomic number, and allows determination of the extent of fractionation between the lanthanides because such fractionation is not considered to have taken place during chondrite formation. The method is also useful because chondrites are thought to be compositionally similar to the original earth's mantle. Europium anomalies (positive or negative departures of europium from chondrite-normalized plots) have been found to be particularly effective for petrogenetic modelling. REE were originally produced in minor amounts from small deposits in granite pegmatite, the geologic environment in which they were discovered. During the second half of the 19th century and the first half of the 20th century, REE came mainly from placer deposits. With the exception of the most abundant lanthanide el¬ements (cerium, lanthanum, and neodymium), individual REE were not commercially available until the 1940s. Since 1965, most of the world's REE have come from two hard rock deposits: Mountain Pass, United States, and Bayan Obo, China. GEOGRAPHIC DISTRIBUTION OF REE DEPOSITS More than 70% of the world's REE raw materials come from three countries: China, the United States, and Australia. China emerged as a major producer of REE raw materials during the 1980s, while Australian and United States market share decreased dramatically (Fig. 1). Table 2 gives recent annual production figures along with estimated reserves by country, and Fig. 2 shows loca¬tions of significant REE mining. MINERALS THAT CONTAIN REE Although REE comprise significant amounts of many minerals, almost all production has come from less than ten minerals. Table 3 lists minerals that have yielded REE commercially or have po¬tential for production in the future. Extraction from a potentially economic REE resource is strongly dependant on its REE miner¬alogy. Minerals that are easily broken down, such as bastnasite, are more desirable than those that are difficult to dissociate, such as allanite. In general, producing deposits contain REE-bearing min¬erals that are relatively easy to concentrate because of coarse grain size or other attributes. Inspite of the growing demands worldwide, thermal coal must compete in the market both in price and quality. The design and performance efficiency of coal preparation plants is thus crucial to the survival and profitability of a coal industry. While the coal recovery influences the cost of production, the quality produced by a preparation plant determines the selling price. Several coal preparation plant simulation models have been developed in recent years to help Improve the performance of coal preparation plants. A research project was recently conducted at Southern Illinois University to evaluate the practical applicability of such a model. The results of this study are presented and discussed.
