As a result of the Three Mile Accident and because of evidence indicating radiation protection problems, the U.S Nuclear Regulatory Commission (USNRC) undertook a major effort, with the assistance of the Pacific Northwest Laboratory (PNL), to analyze radiation protection programs at 47 commercially operated nuclear power plants. This effort, the health physics appraisal program (HPAP), using a modified management oversite and risk tree analytical logic methodology (MORT) which consisted of analytical trees with applicable questions for each tree, was subsequently extended to include USNRC licensed uranium mills. In the uranium mill appraisal, a team of four senior radiation safety professionals spent a week at each mill evaluating the total health physics program. Prior to the HPAP, the USNRC inspection efforts were designed to determine if the licensees were fulfilling the requirements of the code of federal regulations and the mills source material license. The HPAP, however, was designed and structured to facilitate an integrated look at the total program. It is also directed into areas for which explicit NRC regulatory requirements may not currently exist. The latitude of the HPAP was designed to allow professional judgement in the evaluation of program adequacy, because merely meeting the explicit regulatory requirements does not necessarily ensure an adequate and effective health physics program. The results of the first eight site visits and the generic health physics problems identified within the uranium milling industry will be identified in this paper.

Permeability in the blast furnace shaft is adversely affected by low-temperature reduction degradation of sinters. The fundamental cause of this is the expansion of the iron oxide phase resulting from the reduction of hematite to magnetite. The present study shows that expansion behavior during the hematite/magnetite reduction .step and the resulting microstructure are strongly influenced by the reduction temperature (partial oxygen pressure), the reducing agent and the nature of the hematite. The reduction rate is of minor importance. A reduction mechanism is proposed that can explain the dilation behavior and the magnetite microstructure. The results provide better insight into the reduction degradation behavior.

South Dakota's mining laws attempt to strike a balance between economic development and environmental protection. Mining is promoted as an industry while prevention of pollution is required along with reclamation of affected lands to a beneficial use. The South Dakota Department of Environment and Natural Resources' (DENR) system of "one-stop shop- ping" for environmental permits streamlines the permit process. It fosters quick resolutions to compliance problems and helps keep enforcement actions out of the courts. Paha Sapa means "Hills that are Black" in Dakota Sioux. Appearing dark from a distance due to a thick forest of Ponderosa pine, the Black Hills were gold to many people. The exact date that gold was discovered in the Black Hills remains debatable. A modeling scheme is developed to simulate the hydrogeologic effects of mine design and development in unsaturated rock. Simulations are conducted using the UNSAT2 finite element computer program and hydrogeologic data from the site of a proposed mined-out waste repository at Yucca Mountain, NV. Results of the simulations are analyzed for: •variations in the direction of ground water flow and in the distribution of pressure head caused by the design of the mined out openings; and •mine design variables that affect the predicted rates of mine water inflow. Evaluating the hydrogeologic impacts of mine design and mine development in unsaturated rock is significant in several respects. Characterization of the preemplacement of wastes along the fastest path ground water flow system at the Yucca Mountain site has been a primary research effort. Ultimately, however, the degree to which waste isolation is achieved will depend largely on the post-mining hydrogeologic environment as altered by the mine design and on the radionuclide inventory and resulting heat effects of the repository. Therefore, an ongoing characterization of the proposed mined-out nuclear waste repository at Yucca Mountain, NV, is recommended. Modeling results indicate that: •mined out openings will affect the movement of ground water, both in rate and direction; •hydraulic effects of mine development depend on the hydrogeologic environment and on mine design geometry; •mine water inflow is possible in the unsaturated zone, even for mines developed in hydrogeologically homogeneous rocks; and •mine water inflow can occur at values of down ward flux that are appreciably less than the saturated hydraulic conductivity of the overlying rocks.

Of the 15 million tons of glass discarded in municipal wastes annually, about 2 million tons pass through incinerators and can be recovered by ore processing techniques. Although the primary use for this recovered waste glass would be as cullet in the manufacture of new glass containers, this approach is not always practical because of long shipping distances, high freight costs, and high purity requirements. Alternatives to the use of waste glass as cullet would be either as landfill or in secondary products. Although glass is considered a good landfill material, it is still wasteful of potentially valuable raw materials. Secondary products that can be made from waste glass1 include a variety of industrial and construction items. As part of the Bureau of Mines' program in secondary materials recovery, the Tuscaloosa Metallurgy Research Laboratory has conducted research concerned with the development of ceramic building products from waste glass. Materials employed in this research were obtained from municipal incinerator residues fractionated in the Bureau's continuous residue processing plant, College Park Metallurgy Research center.' The studies reported herein3,4 present research results using waste glass in the formulation and production of clay bricks, not only to produce improved products, but to reduce production costs, conserve natural raw materials, and most important, to reduce manufacturing energy requirements.

Santa Rosa is a mid-Tertiary, volcanic-hosted, bulk-mineable, open-pitable, heap-leachable, gold-silver deposit. It is the product of hydrothermal mineralization along an arcuate segment of a caldera collapse ring fault in a probable maar volcanic setting. This segment was later broken by radial faults. Gold occurs principally as electrum finely disseminated through intermediate tuffs, and associated with pyrite, at Santa Rosa. The nearby Alto de la Mina deposit displays stockwork silica-pyrite-gold in a tectonically and hydrothermally shattered andesite flow. Miocene epithermal mineralization was accompanied by central silicification and pyritization and more distal argillization. An andesite flow cap rock at Santa Rosa played a pivotal role as an upward permeability barrier. Highest gold grades and most intense alteration occur closest to the ring faults and immediately beneath the andesite flow. Supergene alteration effects on the gold distribution are minimal.

Technology development has played a crucial role in the minerals industry throughout history. The development of new technology allows mankind to produce metals and minerals at progressively lower cost of production in real terms, and therefore at progressively lower prices, improving their availability, accessibility and utilization worldwide. However, the developers of such technology are not guaranteed to reap the benefits from this effort: There is an expectation that technology developers will gain an advantage over their competitors. Is this a short-term benefit that results from a temporary cost or efficiency improvement, or is it a sustainable longer term "edge" that prevails even after metal or mineral price has been eroded by the implementation of a major step change technology? This issue is examined by reference to several case study examples in the copper industry. BACKGROUND The development and adoption of new technology has played a crucial role in the commodity minerals industry throughout history. As new, cost-efficient technologies are commercialized, the cost of production decreases, and this enables lower grade ore to be processed profitably. This in turn increases the availability and supply of the metal or mineral of interest, and ultimately (in a free market environment where the supply- demand balance determines price) inevitably decreases the metal or mineral price. This leads to the question: Why should mining companies invest in (new) technology development if the result is a decrease in the product price? Major societal and industry changes over the last four decades have influenced the management of technology in the minerals industry. From the authors' experiences in both private and public sector R&D, the paper analyzes the range of strategic and structural changes and provides examples of some key technology delivery responses. For those charged with managing technology, the two key challenges facing them over the next decade are (I) moving technology development from a cost focus to a value focus (that is, from "how much long-term research can we afford?" to "identifying and capturing the value created from R&D”) and (2) the recruitment and retention of key talent. THE NEED TO ADAPT "Change is slow and gradual. It requires hard work, a bit of luck, a fair amount of self- sacrifice, and a lot of patience (Greene 1998)." Since the 1960s the world has changed and the minerals industry has had to adapt to the changing circumstances. In the '60s, minerals were there to be discovered and fortunes to be made; in Australia, the World War I1 embargo on exporting iron ore was lifted and the Western Australian iron-ore boom commenced, to be followed by the exploitation of the Darling Range bauxites; copper, lead, zinc and nickel were discovered and mines developed. The Australian dollar was worth US$1.11 whereas today it is around US$0.65. The oil crisis of 1976 sharpened focus on the sensitivity of the minerals industry on energy costs. The U.S. Department of the Interior, Bureau of Mines, in cooperation with an American firm, has been contributing toward the creation of a new highwall mining system for extracting coal in active, unreclaimed contour strip mines in the United States. The prototype system features the computer-based, remote control, video operation of a thin-seam continuous miner. Haulage is accomplished remotely also with a 76-m (250-ft) long multiple-unit continuous haulage (MUCH) conveyor system on rubber-tire vehicles. One aspect of this multi-faceted effort has been to design a ventilation system for removing dust generated at the face during the extraction process. The remote mining system eliminates the need for personnel in the mined workings. Ventilation is required to remove visible dust from the area inby two video cameras. These cameras are located approximately 6 m (20 ft) from the face, one on either side of a modified Jeffrey 102HP continuous miner. Removing the dust from this area provides the remote operator with constant visual monitoring of coal extraction at the face and thus, insures the effective operation of the mining system. A ventilation system was designed for use in a mine opening with a maximum cross-sectional area of roughly 4 sq m (44 sq ft) excluding the mining machinery. This paper describes the ventilation system and discusses how it was developed in view of the constraints imposed by the mining equipment, mining conditions, and the extraction process.

Introduction The disposal of mine tailings, development rock, and other unwanted refuse material underground in mines by using pneumatic conveying techniques has been undertaken in the coal industry for many years. Similar equipment has been utilized for backfilling hard rock mines and is currently being applied in a gold mine in South Africa where development rock is being stowed in the mined-out stopes to help reduce the incidence of rock outbursts. On a limited scale, pneumatic conveying has been applied for backfilling uranium mines and one particular mine in New Mexico, U.S.A., has used this technique for 8 years. Other uranium mines in this area are now considerinq the dry backfill technique to eliminate the problems associated with hydraulic fill. The need to backfill in uranium mines is primarily of importance to improve ventilation, stabilize the pillars and roof, and possibly to extract a larger percentage of the uranium ore. If this can be achieved by utilizing the tailings from the beneficiation plant and using rock from the development headings which in itself may be slightly radioactive, then a greater benefit can be derived. Backfill can be achieved with hydraulic fill methods by running slurry into the stopes and allowing the water to decant and return through the footwall development entries to sumps for pumping to the surface. However there are several disadvantages associated with this method in that water is percolating throough the mine workings; it is necessary to build bulk heads in flat lying deposits; it is difficult to fill right to the back; and the decanted water takes with it quantities of the finer sand particles which results in maintenance problems with the mine pumps. Pneumatic conveying can overcome these problems in that the voids can be completely filled with high degree of compaction, heavy bulk heads are not necessary, the development rock can be added to the pneumatic system for disposal underground so eliminating hoisting cost to the surface, and cement can be added to the wetted material. The purpose of this article is to present design information and operating data on a pilot gas scrubber which is believed to be a new approach for removing noxious gases and particulate matter from the off gases of coal burning power plants and smelters. This principle of scrubbing gases, particularly, scrubbing with an aqueous slurry of lime, was conceived by the author early in 1972. The National Lime Association financed the design, fabrication and initial operation of the unit. The unit was fabricated by Hazen Research Inc. of Golden, Colorado. It has been tested on the off gases of two coal burning power plants and one smelter. The current environmental program has stimulated research and development activity directed toward the removal of sulfur oxides, oxides of nitrogen, particulate matter and other undesirable substances from gases discharged into the atmosphere. At present, most of this effort is focused on the removal of sulfur dioxide and particulate matter by aqueous scrubbing of the gases. This presentation deals particularly with the removal of sulfur dioxide using an aqueous slurry of lime as the scrubbing medium. In recent papers, the author has called attention to-the sludge problems resulting from aqueous scrubbing and to some earlier data on the pilot scrubber about to be discussed.1/

Chemically, mica is a complex silicate of sodium, potassium and aluminum. There are no important uses of mica where the chemical analysis is important, except that in some uses of ground mica, the content of iron oxide present as an impurity must be kept to a very low limit. Muscovite mica is frequently found containing black and red "stain" as a homogeneous part of the books or sheets. In most cases this stain or impurity is magnetite or hematite. Some mica contains impurities deposited by infiltration. This is commonly a red stain, less often brown or white. The best mica is free from all such impurities, and the greater their content, the less value does the mica have.(1) It is because of these undesirable impurities that a large segment of the fine ground mica industry relies on weathered pegmatites and alaskite ores as a source of raw material. The mica concentrates obtained from these ores are relatively clean and require moderate beneficiation to meet color and density specifications. One need only to observe the stained and decrepitated condition of the mica recovered from mica schist to appreciate the challenge that processing this material presents. Despite these adversities there are several advantages to be gained by mining and processing mica schist ores. The mica content of these ores are considerably higher than the pegmatites and alaskite ores now being mined, often containing in excess of forty percent mica. Small tonnage ore bodies can be developed at a profit on a short life basis. Such is the case of the Bardon Mine in. the Big Indian Mining District in San Juan County. Utah. Faced with a small initial tonnage of high grade uranium ore, the Shattuck Denn Mining Corporation Engineers developed some new ideas for sinking the shaft and planned extraction to warrant the capital risk to mine a limited reserve. The Bardon Mine is located fifty miles southeast of Moab, Utah in the south end of the Big Indian Mining -district. Shattuck Denn Company, a wholly owned subsidiary of the Shattuck Denn Mining Corporation, manages and operates the property under an operating agreement with Kerr-McGee Oil Industries, Inc. of. Oklahoma City. Oklahoma, and Anderson Development Corporation of Albuquerque, New Mexico. Based. on Kerr-McGee drilling., a tabular ore body about 350 feet long by 250 feet wide with an average thickness in excess of seven feet was indicated.- The ore body strikes easterly-westerly and dips from nine to twelve degrees to the south. Uraninite is the dominant uranium ore mineral associated with vanadium. The ore occurs in an arkosic conglomeratic sandstone with some interfingering of mudstone and shale in the Mossback member of the Chinle formation in contact with the underlying Cutler formation. The ore horizon is overlain with 40 to 60 feet of mudstone and shale. Fortunately, the back. immediately over the ore is a reasonable competent shaley sandstone which has made a fairly good. environment for roof bolting.

The preparation of coal is essentially the same for export as it is for the domestic market. The big difference, I would say, is that, while coal for certain domestic uses (utilities, for instance) need not always be of the highest quality, as long as it is uniform, the buyer of coal for export invariably demands a well-prepared, top-quality product. And he is willing to pay for it, as long as he knows what he is buying. This is where quality control enters the picture. The day is long past since the export market was the dumping ground for coals which could not be sold on the domestic market. Today, the export buyer wants American coals not so much for a price but for the necessity of blending the American coals with foreign coals to achieve the desired chemical and/or physical characteristics, To blend intelligently, he must know in detail what are the qualities of the coals to be blended. Sampling and chemical analysis facilities at the piers provide the information on the coals exported, These facilities are maintained for the export buyer by independent laboratories; however, in one instance, the buyer operates his own laboratory. With very few exceptions, and Clinchfield?s Moss No. 3 mid-volatile coal is one, cargoes shipped overseas are loaded as blends of two or more coals. Up to now, foreign requirements have not been too clearly defined; therefore, shippers must be prepared to blend mixtures of the desired combination. Successful blending requires an accurate knowledge of the coals shipped. And this makes it necessary for the coal producer to maintain his own control laboratory.

Introduction In the same way that a blueprint communicates informa¬tion about a structure, a systems architecture should provide information that guides the construction and implementation of a computing system. Taking the blueprint analogy a step further, a plot plan can also show where, in the "bigger picture," a particular design fits (if in fact it does) and what a builder needs to know about the environment in which he or she will operate. In the context of business systems, a meaningful architecture should convey the following: • the primary purpose of computer-based systems rela¬tive to particular tasks or operations, • the relationship of the systems to each other and an indication of their interaction and dependencies, • the relationship of the systems relative to the organiza¬tion and its objectives, • indications of where IS/IT resources can best be allo¬cated to support the organization and • the overall context in which new systems and technolo¬gies can be assessed for both their impacts on current systems and on the organization itself. In theory, a well-designed systems architecture should allow an organization to focus its resources on those aspects of its business that matter most, thus, leveraging investments in information technology to a competitive advantage. In addition, the way that a computing systems architecture is represented should be un¬derstandable to non-IT staff, and it should be eas¬ily recognized by the people it supports. This pa¬per attempts to show that a meaningful systems model exists and that its applica¬tion to mining can achieve the desired results. The following discus¬sion is based on the au¬thors interpretation of a concept referred to as the computer integrated manu¬acturing (CIM) model, as developed by Allen-Bradley. An inherent strength of the CIM approach is that the model combines aspects of business-reporting structures with the manufacturing process itself. What results is a systems frame¬work that is aligned with relevant business processes and is, therefore, easier for non-IS/IT personnel to interpret. The successful application of the CIM model can be seen in a large number of both discrete and process-manufacturing facilities throughout the United States. This paper provides a brief overview of the CIM model and then describes how the model can be applied at a conceptual level to the mining industry. Finally, this paper proposes an extension to the CIM model that the authors believe will make it easier to understand and apply. CIM model As shown on Fig. 1, the CIM model begins with the most detailed levels of process equipment and works its way up to the highest level of consolidated financial reporting. Systems at each level are characterized by common attributes, users, time frames, etc., providing a clear picture of their interac¬tion. Further analysis of the relationships between systems and between levels provides insight into the opportunities for integration. Regardless of the industry or processes involved, the CIM model provides a framework in which the characteristics of systems and the data they manage can be predicted based on the nature of the business function they support. In general, as data moves upward from the lower rungs of the CIM model, it changes from de¬scribing the physical na¬ture of a process to describ¬ing its financial aspects (e.g., from productivity to cost). The time frame to which data applies also transitions from a very short duration, perhaps only milliseconds, to financial or regulatory reporting time frames that may span years. In a simi¬

Coal bump, or coal burst, is one of the catastrophic disasters in underground coalmine. Among them, approximate 80% of recorded destructive burst events were occurred in mining roadway. The bump panel is often formed by hard coal seam and hard main roof; however, the cause and course of the bump events are not understood yet. This study provides a fundamental theory for the causality and progress of a coal bump event occurred in longwall roadway. Considering hard roof condition commonly existed in bump panels, we think that the abutment pressure induced by suspended roof behind the working face is the trigger of a coal bump event occurred in the roadway. Once high abutment pressure is concentrated on the hard coal seam around the working face, the roof and the coal around the working face form a seesaw-like structure, which leads the roof in front of the working face moving upwards. The movement of roof uplifting in front of the working face is a well evidenced phenomenon in practice, namely, roof rebounding, which causes unloading of the normal stress on the roof-coal interface around the roadway. A rib coal block bump mechanical model has been developed to establish the critical equilibrium equation of the coal block. Result shows that, the force source of coal bump is the horizontal ground stress perpendicular to the rib surface; and the slippage of the coal block is caused by the unloading of the normal stress acting on the roof-coal interface. Based on the causality and consequence theory of coal bump developed in the paper, several new prediction and prevention measures have been developed, including roadway design and in-tunnel reinforcing methods. The commonly used prevention measures in present have also been discussed. This paper presents a comprehensive explanation of coal bumps occurred in longwall roadways, from abutment pressure at working face forming seesaw structure to roof rebounding leading slippage of the rib coal mass into roadway, which provides a fundamental theory for coal bump causality mechanism and prediction and prevention technology.

INTRODUCTION The components of the radiological hazard in uranium mines are: 1. exposure to radon and its short-lived daughters 2. exposure to long-lived ore dust 3. external irradiation With usual ventilation rates, the dosimetry relative to the first component only requires to know each miner&apos;s exposure to a potential energy of short-lived radon daughters, (EXP[a]). Presently in France, (EXP [a]) is determined monthly from radon concentration measurements. This is an indirect method based on ambient monitoring. After technical improvements achieved during the last years it is now possible to measure (EXP [a] directly with an individual portable monitor developed by the CEA. The purpose of this study is to analyze and compare monitoring results obtained by these methods. DETERMINATION OF INDIVIDUAL MONTHLY EXPOSURES TO[ a] POTENTIAL ENERGY OF SHORT-LIVED RADON DAUGHTERS [(EXP a) amb, by ambient monitoring] In this case, it is necessary to know individual monthly exposures to radon, (EXP Rn). As mentioned by Pradel, J.,et al., 1976, (EXP Rn) is estimated for each worker from informations both on radon concentrations (CRn) measured as described by Pradel, J., 1962 and times (t) elapsed in the various workplaces. (EXP Rn) is obtained by summing up the elementary radon exposures CRn x t relative to all the workplaces where the miner was successively engaged during the month. (EXP Rn) values are then corrected by an average equilibrium factor of 0.17 deduced from many measurements and taken as representative for all the French mines. Finally: [ ] (EXP [a])ind are obtained directly with an individual portable instrument described by Chapuis, A.M., et al., 1972. Samples of the air breathed by the miners are pumped continuously and radioactive aerosols containing the short-lived radon daughters are trapped on a filter. The principle of the measurement lies on track-etch detection of the a particles emitted by the deposited material. The technical aspects have been described by Duport, P., et al., 1980a, Mouden, A., et al., 1980 and Chapuis, A.M., 1980. As mentioned by Duport, P., et al., 1980, fiability is good. Indications on measurement reproducibility are given by Pradel, J., et al., 1977. PRESENTATION OF THE STUDY The underground miner population of a French mine was followed during a period of 8 months (October 1978 - May 1979). Monthly exposure values for each miner determined either by ambient or individual monitoring, (EXP [a])amb or (EXP[ a])ind, had been previously collected by Le Gac, J., 1980, who had also defined miner categories according to the characteristics of the work performed. Four groups are considered here, the "whole mine" and three categories as described in table 1. Data on the individual monthly exposures,(EXP [a])ind and (EXP [a])amb, were taken again to analyze the individual cumulative exposures instead of the "month by month" values. The influence of the mean habits of each individual on its surveillance results is thus taken into account. Each miner has a cumulative exposure as an individual of the "whole mine" and as an individual of each category in which he has worked. The results obtained by ambient or individual monitoring were analyzed (characteristics and adjustements of the distributions) and then compared (description of the discrepancies observed). Obviously, such a study is possible only if all the exposures are cumulated on a same duration. As miners have not worked during the same number of months in the course of the data collecting period, one must considerer the individual average monthly exposures, [(EXP a)]amb and[ (EXP a)]ind, instead of the individual cumulative exposures, which is typically the same thing. To be sure that the exposure values of a given group (A, B, C or D) are representative, only those miners really present for at least 3 months in this group were taken into account. Finally, each individual of the "whole mine" and of the various work categories has a pair of average monthly exposure values : [(EXP a)amb] determined by ambient monitoring and[ (EXP a)ind] deduced from the track-etch recording of the individual portable monitor. The Fosfago phosphate rock concentrator is located in the state of Goias, Brazil, 300 km south of Brasilia. The ore is from an enriched carbonatite, which was discovered in 1971 during exploration for pyrochlore niobium ore. The flowsheet was developed in Brazil by personnel from Agrico Chemical Company and Consolidated South America. Engineering was provided by Codemin, a subsidiary of Consolidated, Engineering and construction management was pro- vided by both Agrico and Consolidated personnel who formed the Fosfago team. The concentrator was designed for 500,000 tpy of 37-38% P2Oj dried product. The facilities consist of open pit mining, crushing, stockpiling, and concentration. The product is pipelined seven km to a filtering, flash drying, and railroad loadout station. The plant was successfully started in May 1979.

In order to meet federal air pollution guidelines, it is necessary to remove a considerable quantity of sulfur from many North American coals. This may be accomplished by oxidizing the sulfur to water soluble forms, followed by washing the coal. Selective oxidation of the various sulfur forms can be accomplished through the use of a variety of types of bacteria. In this paper, the various bacteria and their requirements are described, and processes using bacteria to remove coal sulfur are discussed.

Introduction The recovery of precious metals from ore can generally be accomplished using either gravity concentration, flotation, and/or hydrometallurgical (leaching) techniques. The objective of this paper is to show why gravity concentration can be an important part of recovery systems which employ leaching as the primary unit operation. A brief discussion of modern gravity concentration equipment is also presented.
