R.K. Leininger, N.R. Hasenmueller, and D.D. Carr The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp. for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in southeastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retort¬ing of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. During the past 50 years, significant research has been performed in the ecology and physiology of plants that colonize soils containing elevated concentrations of heavy metals. Similar work has also been performed on plants that are able to survive acidic and saline environments. Efforts have focused on the ecological analysis of plant communities that occur over a range of metalliferous mining wastes. Investigations have been performed on the mechanisms that allow selected varieties of plant species to survive in normally phytotoxic environments and on the potential applications of metal-tolerant varieties of plant species. The purpose is the remediation and reclamation of mining wastes and soils that contain unusually high concentrations of so-called heavy metals. Characteristics of some mineral wastes Metalliferous mining wastes present special environmental restoration problems because of their toxicity. Potential toxicities are mostly caused by residual metals derived from weathering of low-grade ore or the waste products of mineral processing. In cases where pyrite forms a part of the mining waste, acid generation by oxidation may exacerbate the toxicity problem by promoting heavy-metal mobilization in aqueous solution.

The reduction of accidents will play an ever increasing role in the mining of coal and hardrock ores as mining operations become more mechanized, the equipment becomes more costly and sophisticated, and as mineral production exploits deeper and more marginal coal and ore deposits. The most effective means to reduce accidents is through the design of mining systems and equipment. Results of safety research by the U.S. Department of the Interior, Bureau of Mines, to design safer coal extraction and haulage systems and to reduce electrical accidents are presented.

"The District of Columbia Water and Sewer Authority (DC Water) is implementing its $2.6 billion DC Clean Rivers Project to reduce combined sewer overflows to the District’s receiving waterbodies and mitigate chronic sewer flooding in District neighborhoods. The First Street Tunnel project is a major component of the DC Clean Rivers Project, designed to mitigate sewer flooding and basement backups in the District’s historic and densely populated Bloomingdale neighborhood. Bloomingdale has been historically affected by sewer flooding and was severely impacted by four storms in the summer of 2012 that caused significant damage to homes, the environment and public property. As a result, DC Water accelerated the design and construction of the First Street Tunnel in order to mitigate the effect storms have on the undersized sewers serving the neighborhood. The infrastructure designed to mitigate flooding, including the tunnel, are located within the highly urbanized neighborhood – with some structures being less than ten feet from residents front door steps. The success of a large public works project of this magnitude and in this unique location depends on a well informed and supportive public. With the local community impacted by flooding but concerned about heavy construction impacts, this paper details the components of a successful public outreach plan and lessons learned throughout the design and construction process. Early identification of community mitigation, working cooperatively with stakeholders and frequent dissemination of accurate information required the project team to establish a culture of problem solving collaboration with the community. BACKGROUND Chronic Flooding in the Northeast Boundary Sewershed The Northeast Boundary sewershed, in which the Bloomingdale neighborhood is located, is served primarily by a combined sewer system and has a long history of chronic flooding problems during moderate to severe storm events. The sewer system that serves the Northeast Boundary drainage area was constructed by the Federal Government in the late 1800's when developed areas of the District terminated at what is now Florida Avenue. Since construction of the system, population within the sewershed area has grown at an exponential rate. In meeting the growing needs of the population, the District experienced development that transformed previously low-density rural areas into new communities. Impervious areas have increased drastically since the sewer system was constructed and consequently, the existing sewer system does not have the capacity to convey storms with return frequencies beyond the 2-year storm without flooding. As a result of the capacity limitations, many of the low-lying areas have become chronic flooding areas due to the surcharging of sewers."

Public Law (PL) 95-87 contains explicit demands for land use planning in its reclamation and designation sections. Both sections require recognition of local land use plans; however, they are not well integrated. Accommodation to these planning requirements affords an opportunity to create better links among local land use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take a more positive interest in local land use plans and in resource inventories. States should consider handing down to local government the responsibility for accepting mine permit applications and designation of unsuitability petitions.

The number of extended cut mining systems has increased significantly in coal mines over the last decade, and there is a constant push to extend the face ventilation systems to even greater setback distances. The need to maintain airflow at setback distances of 12.2 m (40 ft) and beyond requires that methods for delivering intake air to the face be improved, or alternative ventilation techniques be implemented. The emphasis of this research effort was to examine various techniques to improve the distribution of available air at the mining face in order to reduce face methane levels. A study was conducted comparing the performance of a jet fan, used in conjunction with a machine mounted scrubber, with blowing curtain ventilation in a 27.5 m (90 ft) heading. In addition, a second study was performed on blowing curtain systems examining how scrubber flow, intake air velocity, and curtain setback influence face methane concentrations. Results showed that when the heading advances to a depth of 27.5 m (90 ft) blowing curtain systems were more efficient at diluting face methane levels when compared to a jet fan. Also, increases in scrubber flows and curtain velocity resulted in lower face methane concentrations for blowing curtain systems at 9.2 and 15.2 m (30 and 50 ft) setbacks.

The recovery of coarse particles has been widely recognized as being limited by the froth in mineral flotation. In response to this, FLSmidth has developed the Selective Froth Recovery (SFR) System. The SFR System is an extraction system that vacuums material from select locations within the froth and separates the recovered solids into coarse and fine fractions with a hydrocyclone. The SFR is supported and located by an actuator connected to the cell?s level control so that the suction heads are maintained at an offset distance from the slurry level. This can increase the recovery of coarse material by selectively recovering the material close to the bottom of the froth where drop-back of coarse particles typically takes place. The SFR System has been tested at two separate mine sites, and has been proven to increase the copper recovery in both trials. TEST RESULTS The SFR prototype was installed in a copper recovery circuit, on a rougher scavenger 160-m3 flotation cell. Figure 1, shows the SFR System, which consists of four conical skimmer heads that are plumbed together and share a common actuator. The SFR System, raised out of the froth prior to a test, can be seen in Figure 2. The SFR prototype was able to maintain a variety of set points using the level control to determine the slurry height.

The Ciénega project, now under construction by Peñoles group, is located in the mountains of northwest Durango, Mexico. The gold and silver deposits are found in a 4-km (2.5mile) long system of veins. An underground operation will be built. The planned 1 kt/ d (1100 stpd) process plant will contain a countercurrent cyanide circuit for oxide ore and a flotation circuit for sulfide ore. Considerable resources have been devoted to the development of infrastructure in the isolated location, as well as for the mitigation of environmental impacts. Startup is scheduled for the third quarter of 1994. Ciénega’s ore bodies consist of quartz veins containing gold, silver, lead and zinc values. The vein thicknesses vary from 2 to 10 m (6.5 to 33 ft) with a northwest trend and nearby vertical dip. Veins are hosted in Tertiary volcanic rocks. The district has intermittently been explored since 1971 by Penoles. After the third series of diamond drilling and direct development work on vein, Peñoles decided to begin project construction.

Design of yielding chain pillars in deep coal longwall mines is not as well established due mainly to the lack of knowledge in the behavior of coal pillars in the post-peak regime. This study shows that two of the existing strain-softening models have the potential to provide an improved understanding of yielding and, therefore, could form a rational basis for yielding coal pillar design. Analytic and numerical modelings of a row of chain pillars in a two-entry development at a depth of nearly 700 m suggests that yielding pillars are feasible, but the design is very sensitive to the coal’s post-peak behavior.

INTRODUCTION Geology, the science of the earth, is the fundamental science in the construction of a tunnel. The approximate site of a tunnel is determined by its purpose. The geology of the tunnel site will determine the cost--or feasibility of a tunnel--the specific alignment to accomplish the purpose of the tunnel, the design of the tunnel (within the limits of the purpose of the tunnel), and the methods of construction. The more accurately the geology of a proposed tunnel can be depicted, the more accurately can the cost of a tunnel be estimated. The factors that should be defined for tunnel design and construction are the physical characteristics of the material in which the tunnel is to be constructed. The physical characteristics of the material are determined by the genesis of the material, and subsequent geologic processes that have affected the material. The geologic materials in which tunnels are constructed can be broadly classified as unconsolidated and consolidated. The unconsolidated materials include chiefly deposits of recent geologic time that occur near the surface. Because these deposits occur near the surface, and tunnels constructed in them will be at shallow depth, methods of physical exploration such as geophysical methods, trenching, and drilling will give more data at relatively low cost--therefore the physical exploration is generally, or should be, quite extensive--and the

One of the objectives of today's mine superintendent is to increase his equipment availability. To this end we have seen improved scheduling procedures, preventive maintenance programs and extensive drive training and operating procedures. However, until recently, one area that has changed little in the past twenty years is the method of refueling and servicing mine equipment. In looking at mines across the country continually one encounters the hazardous oil soaked ground, the hand held fuel nozzle and the maze of hoses of the "traditional" fuel stop. By adapting technology developed in the construction and aircraft industry, current fueling and servicing practices can be easily improved. The result will be less nonproductive time, less downtime from engine failures and increased security from major refueling fires. The time saved almost amounts to having another truck in the fleet! One feature of the improved servicing practice is the implementation of high flow fueling. For trucks now on the market, a flow rate between 120 and 150 gam is feasible, about 90 gam greater than current practice. This flow rate could be increased even further as larger trucks come into use. A second idea borrowed from the aircraft industry is the use of positive lock type connection nozzles that automatically shut off when flow stops. These may be used for fuel, water, oil and hydraulic systems to eliminate spillage and assure that clean fuel, oils, and water are delivered to the vehicles. The reduction of fuel spillage lessens the threat of major fires resulting: in equipment damage and loss. Eliminating fire hazards will become even more important as the turbine engine with its lighter, more volatile fuels come into common use.

The Heartland Corridor Clearance Improvement Project is part of a regional Public-Private initiative to allow double stack container trains a direct route from the Port of Norfolk through Virginia, West Virginia, Eastern Kentucky and into Central Ohio. In the Preliminary Engineering stage, 30 existing tunnels were assessed and 28 were found to need clearance improvements to allow the use of double stack trains. Alternative tunnel enlargement methods were developed to achieve the desired clearance improvements, while maintaining structural integrity and minimizing disruption to train traffic. This paper summarizes the geometric and condition investigations of the existing tunnels, as well as describes the preferred methodologies to achieve the desired clearance. The clearance improvements will be implemented beginning in the summer of 2007.

Barrick Gold’s Bullfrog underground mine, near Beatty, NV, was established as an after-thought to the main open pit. As open pit ore dwindles, the underground mining became increasingly more important as an ore source, and to the overall economics of the project. This situation is similar to many other mines. Today, there is a move towards underground mining in the United States. There are inherent problems in starting and operating underground mines in the shadow of any open-pit operation. Several attempts were made at the Bullfrog Mine for productive increases. Some were successful, while others were not.

As a preventive action, the geotechnical department at the mine analyzed the original topography overlying a conveyor tunnel at the mine. Several dewatering drains were installed to intercept water collecting from an old lakebed. Subsequently, 20 steel arches were installed to provide additional support in an area of tunnel where original geological mapping indicated Type IV rock. This project was completed ontime with no loss to production. Construction schedules had to be developed to half hour precision, to accommodate the installation.

Installation of a Load Commutated Inverter (LCI) provides an economical method for conversion of a Fixed Speed Semi-Autogenous Grinding Mill into one with variable speed, qualities. Though capital intensive, the conversion appears to be one of the most cost-effective methods to gain the advantage of critical speed variations for variable ore characteristics. Expected advantages from the installation of LCI drives at the Goldstrike Mine were decreased liner wear, decreased media consumption and additional grind for increased production rates. These issues as well as construction, economics and performance will be discussed in the presentation. The utilization of the existing equipment came to play an integral part of the study and economic justification of the overall project.

The substantial investment in tunnels anticipated in the next twenty years has focused new attention on the economics of tunnel construction itself and on some costly problems associated with underground work: the uncertain geologic conditions, the performance and adaptability of men and equipment, and the need for quicker, more efficient excavation methods. There also exists a need to develop better ways of estimating tunnel construction. Inaccuracies in current bid estimates stem from a number of causes, among them (1) the effects of geologic conditions, which are not adequately known prior to construction, (2) the dependence of actual cost on the construction method used and on the interactions among the operations occurring underground, and (3) the reliability of tunneling equipment. Inability to estimate final costs for conventional tunneling more accurately has in turn caused difficulty in gauging the costs and benefits attributable to new tunneling technologies either under development or for which R&D programs are planned. ATTRIBUTES OF THE TUNNEL COST MODEL This paper presents a computer based Tunnel Cost Model (TCM) which quantitatively assesses the uncertainties inherent in underground work, and is detailed enough to aid in preparing estimates or bids. The model employs appropriate techniques of subjective (or "degree of belief") probability and computer simulation of tunnel construction operations to estimate distributions of total tunnel

When the Trelleborg Divisions of Boliden Allis and Mineral Processing Systems (MPSI) merged, a unique opportunity occurred for two independent mill fabricators to compare design pro¬cedures and the research upon which they were based. Several semiautogenuous (SAG) mill analyses are compared using Boliden Allis and MPSI methods. The differences and similarities are then used in a correlation of critical stress definitions and the acceptable design and inspection criteria. Given the opportunity to compare the total philosophies and methods of several companies involved in the design and fabrication of grinding mills, it was important to first develop the comparison method and ground rules. One option was to compare analytical methods by details such as numerical techniques and accuracies. However, this option was discarded in favor of a more general approach. The question that was finally posed was in two parts. Given an identical mill requirement: • What would be the difference in the analytical design result, and to what aspect of the analytical process could this difference be attributed? • What would be the difference in approaches to obtaining the final hardware in subcontracting, both in specifying and Quality Assurance surveillance? By using this comparative approach, questions of relative conservativeness and reliability would automatically be answered.
