I. INTRODUCTION Today, there are two conflicting trends facing the designer of the bulk material handling system. The first trend is the necessity to stockpile increasingly larger amounts of bulk material (coal, ore, stone etc.) as economically as possible. Fig. 1 illustrates such a typical large storage pile. The second trend is the increasing awareness of the ecological problems of today manifesting itself in a new concern over possible air pollution from storage pile surface particles. The conflict between these two trends can become dramatic when this bulk storage pile is located near a heavily populated area. Strong winds can easily create a severe local problem by blowing the particles from the pile surface toward residential and commercial areas, igniting a crisis in public relations. (2), (3), (4). To help define our combined subject and ecological culprit more accurately, Fig. 2 shows the commonly accepted size range of dust particles. A descrip¬tion of the present state-of-the-art of dust control for large storage piles is the intent of this paper. II. OPEN STORAGE PILE SYSTEMS - ALTERNATE CHOICES AND RELATIVE COSTS In discussing the open storage dust problem and possible solutions, one obvious question arises - what are the economics of placing large bulk storage under cover? Part or this answer will be found in Fig. 3 - an approximate unit capital cost comparison between several methods of storage. It will be noted that the cost curve(s) for the closed concrete silo storage illustrated in Fig. 4 is cheaper per ton at relatively small tonnage capacities, but as tonnage increases, the open pile storage unit cost (B) becomes more economical. Curve (T) covers the cost of open storage using the plow feeder arrangement shown in Fig. 5. A gravity draw-down pile with feeders at the base as shown in Fig. 6 represents yet another open storage choice.

Economically important heavy minerals have been studied in the sediments of offshore Alabama and Mississippi. Sandy samples have been collected from a 200 square mile area from Dauphin to Horn Islands. The minerals concentrate in sediments under 10-35 feet of water and may reach 2.4% by weight. The distribution of total heavies is related to the hydrodynamics of offshore Alabama-Mississippi; the greatest concentrations are in the Gulf where the longshore current is diverted from its westerly flow. Preliminary observations indicate that the distribution of individual minerals can be correlated with wave energy, particle size, specific gravity, and morphology of the mineral grains. The coarser, lighter minerals--kyanite, sillimanite and staurolite--are concentrated in relatively low energy areas in the Mississippi Sound and at the end of Dauphin Island in the Gulf; maximum concentration for each is 34.5%, 6.0% and 43.2%, respectively, of the heavy minerals. The smaller, more denseminerals--ilmenite, rutile, leucoxene, zircon and monazite--are concentrated in high energy areas in the Gulf; maximum concentration for each, respectively, is 42.0%, 5.9%, 9.652, 10.7% and 1.3% of the heavy minerals. On the basis of a minimum concentration of 1% heavy minerals, two areas have been identified and the total amounts of different minerals have been calculated to a depth of 25 feet of sediment. The data are preliminary and in no way indicate recoverable reserves, but they do show that on the order of 20 million tons of heavies exist. These deposits should be termed "indicated resources".

Sulfide tailings from past and present mining activities are important hosts of critical elements and precious metals. This review paper presented a literature survey on the recovery practices of some critical minerals containing Te from sulfide tailings with a special focus on the physical beneficiation and hydrometallurgical separation methods. Finally, a conceptual framework and possible processing flowsheets were proposed. The findings of this review will be useful for the researchers in the field of geochemistry, mineral processing, and metallurgy to evaluate the separation processes for reprocessing of mine tailings for the recovery of critical minerals.

Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.

The present work aims to investigate the link between the oxidation and reduction of a weathered ilmenite concentrate in terms of phase transitions, microstructural changes, and element distribution. An ilmenite concentrate sample was pelletized and fired at 1000 °C in air, and as a result, the pellets were oxidized. The oxidized pellets were reduced by hydrogen gas at 1000 °C, which yielded almost complete metallization of the iron content of the pellets. The ore and the pellets were characterized in each step by XRD and SEM techniques, and distribution of elements and phases were investigated. Ilmenite, pseudorutile, and rutile were the main phases detected in the ilmenite concentrate sample, and depending on the weathering degree of the particles, different fractions of the phases were identified in their microstructure. It was found that irregular rutile grains dispersed in a pseudobrookite matrix is the morphology of the oxidized ilmenite phase. However, increasing microcracks and porosities were the only microstructural changes in the pseudorutile phase after oxidation in air. Studying the specific types of the ore particles and their oxidized and reduced forms indicated that the phase distribution in the ilmenite ore particles dictates the phase distribution in the oxidized and reduced ones. Results show that the morphology of the reduced particles includes a titanium (III) oxide matrix in which reduced iron globules are dispersed.

Deposits of metals in only slightly disturbed strata have been attributed to sedimentation processes contemporary with deposition of the strata. Recently this origin has been extended' to a greater variety' of deposits and local enrichment has been attributed to selective remobilization of metallic minerals in the host stratum. Effects attending metallization and deformation, and exact age' of the metallization are compiled to establish the sequence of events in ore deposit histories in order to clarify importance of remobilization within a formation relative to introduction from an outside source into an fav¬orable host. The pertinence respectively of deposit; origin and geometry to the work of the mining geologist is reviewed. Dwarf faunas in the Clinton iron ore, Tully pyrite bed and Rammelsberg deposit, indicate abnormal metal ions in the sedimentary environment. Slight¬ly disturbed strata are host rocks in the Swedish Kolm, Timna, Kupferschieffer, and White Pine deposit; the latter two have ore only in conjunction with tectonic structures.

In flotation practices, as particles become finer, such as smaller than 20 μm, process efficiency declines markedly. Selective agglomeration of fine particles is a technique to enhance the recovery of fine valuable minerals in flotation circuits. Different agglomerating methods have been introduced and tested. One method that has recently received much attention is to make use of magnetic force to aggregate fine particles. A selective aggregation of fine paramagnetic particles, such as sulfide minerals, can be achieved in the high-intensity magnetic field prior to or during flotation. The method is simple, selective and effective for fine particles and has low operational cost, though a minimum magnetic susceptibility for fine grains is required to promote the process. In this paper, the implementation of the ProFlote magnetic conditioning device in Boliden’s Garpenberg old concentrator in Sweden, where a complex massive sulfide ore is treated, is presented and discussed based on Boliden’s Garpenberg plant. The results showed an increase in the flotation recovery of fine valuable minerals. Zinc (Zn) production was increased by between 1,100 and 1,500 t/a, while salable yearly silver (Ag) production was increased by 1,500 kg. The copper (Cu) grade in the final concentrate was increased by 1 percent, while reductions in its Zn and lead (Pb) grades were obtained. The success and efficiency of an approximation procedure depend on the quality of the initiating parameters such as bounds or seed values (guesses). Current approximation procedures commonly use bounds and guesses dictated by intuition rather then by mathematical consideration. The paper presents three ROR-bounding and six ROR-guessing approaches and examines their suitability on the examples of the typical project cash flow patterns.

This paper is concerned principally with the competition between fuels for industrial use in the United States. Total energy consumption in the U. S. is allocated between industrial and other uses The industrial volume is divided into two classifications (1) where-there is competition between fuels and (2) where there is no competition. The pattern of fuel consumption by electric utilities was studied because there, is competition between fuels and because it is the fastest-growing industrial market. Electric utilities fuel consumption is discussed by geographic area. The growth of each fuel in several areas is investigated. The analysis of these areas, includes the study of the relationship between prices where fuels are in, competition:- (1) on the East Coast where price competition occurs between oil and coal, and (2) in the southeastern states where competition exists between coal and gas..

This paper describes a series of mechanical flotation cell results run with various chemical reagent schemes designed to economically improve the flotation performance associated with selected industrially available coals. The emphasis is on the identification of practical flotation methods of processing coals containing unusually coarse and/or fine feed sizes, of increasing the recovery of oxidized and/or difficult to float coal, and of increasing the selectivity of coal over pyrite in high sulfur coals.

The reduction roast-ammonium carbonate leach-hydrogen reduction process for laterites has been under development by Sherritt Gordon for the past 20 years. The process can treat high iron or low iron laterites, with some process modification, and gives extractions of 88-93% Ni or 82-88% Ni, respectively. Five campaigns on a 1 tonne per day Pilot Plant and four campaigns on a 35 t/d Demonstration Plant have been carried out on laterite from three different deposits, and many other laterites have been investigated in the laboratory. The Marinduque Surigao Nickel Refinery in the Philippines was designed on the basis of this work. The process comprises roasting to selectively reduce the nickel and cobalt in the laterite, leaching the calcine in ammonium carbonate to dissolve the metals, recovery of cobalt by precipitation of a mixed metal sulphide, concentration of nickel from the carbonate solution by basic nickel carbonate precipitation and recovery of high purity nickel by hydrogen reduction of nickel from ammonium sulphate solution. Ion exchange has been developed as an alternative to BNC and for recovery of trace nickel from BNC barren liquor. Details of the development of some of the process steps through the laboratory to commercial plant are discussed. The process metallurgy has been confirmed in the commercial plant.

This paper presents some of the results of a research on long-term subsidence over and near the chain pillar systems -the area available to long-term subsidence in longwall operations. Although the long-term subsidence in most longwall operation is insignificant, it does exist in some cases. For the cases where long-term subsidence is significant, it has been found that the development process can be expressed by an exponential decaying function. The stability factor of the chain pillar system and the potential for long-term subsidence are the two important factors that control the magnitude and development characteristics of the long-term subsidence process.

Rock strata, natural and mining-induced stresses, and structural features can combine to create dangerous instabilities in or around longwall panels. Rock noises and properties variations associated with local stress systems can be used to characterize developing instabilities. Through a learning process at a particular mine, guidelines can be developed to allow the determination of relative risk and timing of a potentially disastrous instability. Once a dangerous instability has been identified, operational modifications can be employed to get through the instability, or active measures such as destressing can be used to mitigate the instability. This paper will discuss how an integrated monitoring system and associated data processing can be used to develop a hazard prediction capability for a longwall mine.

Construction of the Cerro Colorado on-off leach pad in northern Chile required placement of approximately 3,000,000m3 of fill over a P1an area of approximately 600,000m in irregular terrain with relief of up to 40m. Earthwork construction was completed in approximately six months using mine waste which was placed in 4 to 6m lifts using mine haul trucks. The lift thickness was reduced and the compactive effort increased in the upper 10m to enable development of a mat and additional resistance to possible differential settlements under dynamic (earthquake) conditions. A single 80 mil (2mm) HOPE liner was used below the leach pads and this was protected from the loading and unloading equipment using an engineered liner system consisting of screened sand, gravel and silt from local sources as the bedding and cover layers, and a heel of screened gravel and primary crushed low grade ore. Settlement monitoring, field testing and subsequent assessments of liner performance have indicated an adequate design was achieved and the project proceeded with considerable savings in time and construction costs.

A process has been developed and piloted to reject copper, lead, iron, phosphorus, bismuth, antimony, elemental sulfur, and insol from molybdenite concentrate without decomposing the contained molybdenite and rhenium. The impure concentrate is first heated with concentrated sulfuric acid at 260 to 290°C for 1 hour. This bake not only oxidizes the contaminating sulfides, but also activates the concentrate for later rejection of insol by flotation. Two stages of leaching follow the sulfation step. The first is an acidified water leach which extracts the oxidized copper, iron, and phosphorous; the second leach rejects the lead, bismuth, and antimony into a warm concentrated solution of sodium chloride. Final upgrading is achieved by conventional froth flotation. The chemistry of the process as well as results obtained from its implementation in a 5,000 lb/day pilot plant are presented.

According to Arbiter (Reference 1), the ball mill was invented by Brückner in Germany in 1876 and was first used in the United States on ores about 1905. The basic concept was a simple rotating cylindrical drum in which the tumbling action of the charge of material and grinding media resulted in size reduction of the material. Despite the very low mechanical efficiency of this method a number of factors have caused the tumbling mill to remain, by far, the most widely used piece of equipment for mineral grinding. The principal factors influencing this situation have been simplicity of design, ease of manufacture, ready adaptability to familiar material handling layouts and the absence of practical alternatives acceptable to the industry. In the early mills, the material was ground in batches, the mills being charged and discharged through doors in the shell. The shell was supported by means of solid trunnion shafts resting in plain bearings and the drive was accomplished through one of these shafts. In some later batch mills, the mill shell was supported on rollers which were also used to drive the mill. At an early stage, continuous operation was made possible by feeding and discharging the mill through hollow trunnions, the method still in most widespread use. The mechanical and structural design of the early mills was not an onerous engineering task. Norse sense and good practical knowledge were key qualifications. The mill shells had to be heavy enough to withstand the physical abuse they would receive in the field and the bearings had to have low enough unit pressures and sufficient wear retol to ensure several months of operation before the need for replacement occurred. When these requirements were satisfied, stresses developed in the equipment during operation were insignificant and the majority of structural failures were probably due to the use of inferior materials in manufacture. In 1996, lack of confidence in assaying methods and sample handling affected companies as diverse as Bre-X and Timbuktu. Both share prices and the ability to raise financing are impacted when the quality of assay data is suspect. Overseas projects are subject to enhanced scrutiny when local facilities are used that are unfamiliar to brokers, financing agencies and banks. Quality control systems can be -implemented but there are associated costs. These costs should reflect the risk to the mining company, investors and financiers and the size of the proposed investment. In this regard, assay control call is considered a form of insurance to enhance the value of an exploration or mining project.

Over the last five years, a large number of small to medium sized carbon-in-pulp gold treatment plants have been built in Australia, most designed to treat between 250,000 -1,500,000 tpa of ore. In many cases, the primary requirement was to get a plant built and operating in a short period of time and at minimal capital cost, relating to the limited capital resources and tight cash flow positions of these relatively small mining companies. Since the inclusion of both pre-leach and tailings thickeners resulted in an obvious and significant capital cost, most plants were built without thickeners, without doing a detailed cost-benefit analysis on their inclusion, However, the increasing use of High Rate Thickener?s (HRT s) in the mineral processing industries resulted in a reassessment, in some cases, because of their considerably lower cost. This reassessment was triggered primarily by the need to conserve water in arid mining areas, where borefields were costly to install and water was limited. It has become apparent, though, since startup and operation of these installations, that the savings in cyanide consumption is also a very significant factor and can be used as a primary justification for the installation of a HRT in many cases.

The past year has been difficult for Canada's primary industries. The mining, oil and forestry industries have been hit by low prices and a reduced demand for natural resources. Foreign competition, militant environmentalists, the breakdown of the Asian and European economies and Canada's shrinking dollar have all put additional pressures on the commodity purchaser to buy smarter. It is easy to appreciate why operations and maintenance supervisors want the best performing product. It makes good sense. The challenge is to source that quality product while staying within the budget. The bottom line (price), however, often becomes the control- ling factor, usually at the expense of quality and performance. This is short-term thinking, often with expensive consequences.

Three nutrient amendments and a biological seed inoculant were evaluated for use in establishing vegetative cover on waste rock substrates. Randomized blocks were placed on three substrates. Treatments included two types of organic fertilizer, mineral fertilizer, Azospirillum bacterial inoculant, plus controls. The seed mix consisted of native grass species adapted to low nutrient conditions. Canopy cover has been monitored for three growing seasons. Results indicate: 1) two of three substrates support plant growth following amendment with organic fertilizers; 2) organic fertilizers increase cover substantially over mineral fertilizer; and 3) Azospirillum had no effect on canopy cover.
