Zoning is the legal means by which land use can be controlled. Although zoning laws have historically been quick to prevent quarrying, one is hard pressed to find zoning ordinances which specifically state that land should be used (or held in reserve) for quarrying and prevent other uses such as recreation, housing, etc. This situation is especially true when the mineral to be quarried has a low intrinsic value such as sand, gravel, and crushed stone. The chance of a gold mine surviving urban sprawl is probably considerably greater than that of a sand and gravel pit, even though it is possible that the dollar value of the sand and gravel' would exceed that of the gold mine. The research reported herein was concerned with two major topics: to delineate the real costs associated with the non-protection of our construction aggregate resources (growth minerals) and to develop a computer simulation model which would aid planners in making economically sound decisions. This paper describes the problems faced by the mineral aggregate industry and discusses the role of computer simulation in planning problems. It briefly describes a simulation model which has been developed and previously reported12 and discusses the results of a pilot study conducted on the Tri-City area (Albany, Schenectady, and Troy, New York). 3

INTRODUCTION Fluorspar is the common term used for the mineral fluorite, which is naturally occurring calcium fluoride (CaF2). It is the principal source of fluorine, the most reactive of the chemical elements, from which a great variety of unique and strategically important chemicals are produced. Commercial deposits of fluorspar are widespread throughout the world, and its availability is essential to the industrial progress of all nations. GEOLOGY AND MINERALOGY In its pure form fluorspar, CaF2, contains 51.1% calcium and 48.9% fluorine, and has a sp gr of 3.18 and a hardness of 4. It is commonly a glassy mineral. colorless, white, or grayish. but may also be various shades of purple, pink, blue, green, yellow, or tan. It belongs to the cubic system mineralogically, and commonly crystallizes into cubic shapes in vugs and cavities, although most of it is massive, with interlocking crystals. The present fuel situation indicates that, at least for the next 20 to 30 years, the burning of coal will be a main source of energy. All coal contains sulfur, which is converted to sulfur dioxide during combustion. The concentration of sulfur dioxide (SO2) in the resulting flue gas, for most coals, would exceed the limits established by the Environmental Protection Agency (EPA). Therefore, the sulfur must either be removed from the coal prior to its burning, or be collected from the stack gas before it reaches the atmosphere. There is currently a large amount of research devoted to methods of removing the sulfur from the coal before burning, or during combustion in fluidized beds with materials which trap the sulfur in the solid residue. The commercialization of these processes, however, is not expected in the near future. Flue gas desulfurization appears to be the best near term prospect of fulfilling current air quality control regulations. The lime/limestone wet-scrubbing methods are the most advanced flue gas desulfurization processes and will account for the majority of sulfur removal systems in electric power generation. There are currently at least 23 full-scale systems existing or under construction and 17 of these will use the lime or limestone wet-scrubbing process. (1)

This report will be given in two sections. The first sec¬tion outlines techniques and equipment to form almond shaped fluorspar briquettes by means of briquet presses, and the second section outlines techniques of the balling disc. PART I - BRIQUET PRESSES Fluorspar has been briquetted for a number of years and the so called "peach pit" briquet is known to many steelmen. Present production is estimated at over 100,000 tons annually. Slide 1 shows an assortment of various sizes and shapes of briquettes. It is possible to form fluorspar into almost any configuration of briquet. For safety on the melting floor, pillow type briquets are preferred. Ease of mechanical handling and durability of the product are facil¬itated by an almond shape. The dimensions of the almond can vary from 1-in. to 1-1/2-in. in length, from 13/16-in. to 1-in. in width and from 1/2-in. to 1-in. in thickness. The type of equipment to pro¬duce almond shaped fluorspar briquettes is shown in Slide 2. Here we have a Komarek-Greaves and Company 300 ton briquettor equipped with almond rolls. This machine is capable of producing fluorspar briquettes at a rats of 30 tons per hour with power consumption of 35 hp per ton par hour.

In many instances, the actual production from a longwall face does not equal the planned capacity. General problem areas which have been identified include face length and panel depth, face area and gate entry roof support, face conveyor and shearer wear, outby haulage system failures, number of entries in longwall gate development and longwall move time. The performance of a longwall face is totally dependent on the interaction of these and many other factors. To explore fully these interactions, a systems analysis of longwalls has been performed. In this paper, the systems approach, the factors considered in the analysis, and the results of the analysis are presented.

Using an agitated column 203 mm (8") diameter by 1829 mm (72") tall with independent agitation units for the gas dispersion zone and the collection zones, respectively, permitted the independent evaluation of the attachment and the detachment mechanisms for the chalcopyrite/ silica system. Three particle size fractions were used in this study, i.e. coarse (+75 µ m), intermediate (-75 µ m + 10 µ m) and fines (-10 µ m). The optimum selection of the two agitation zones for the three particle size fractions were determined as a function of grade, recovery, residence time and air superficial gas velocity.

High pressure acid leach (HPAL) and pressure oxidation (POx) or pressure leaching extraction processes occur in autoclave vessels operating at elevated temperature and pressure, acidic conditions with abrasive mineral slurries. The harsh process conditions require specialized severe service metal seated ball valves to support operation of the vessels. Over several decades thermally sprayed titanium dioxide (TiO2) and chrome oxide (Cr2O3) coatings have been applied to extend the service life of the ball valves and other high wear critical components. Variability in the coating application quality control and severe process conditions can result in spalling, coating failure and premature failure of the component resulting is decreased autoclave circuit availability. In 2012 MOGAS, together with BRENCO, initiated research and development for ML-381, metallurgically bonded coating. This paper includes the historical development of severe service ball valve coatings, success of the trials and increasing industry adoption of the ML-381 coating for ball valves and other critical autoclave circuit components.

This paper presents the results from an extensive research program on the vacuum filtration of iron ore slurries. Experiments were conducted with the addition of several types of flocculants and surfactants. The filtration response of the slurries was studied in terms of the cake formation rate and the residual cake moisture. Low levels of thallium were detected in the mine water drainages, and process water discharges of western mining and smelting operations. This required remediation under state regulatory standards, which allow discharges of no more than .0017 ppm thallium in mine water discharges. Influent streams containing thallium can be mitigated to state discharge standards after a single pass through the series of fluidized upflow columns. Test work to determine the optimal flow rates used pilot scale systems at two separate locations treating 5 - 25 gpm of effluent. The test system at the gold mine mimics the full-scale system, which will be based on the existing upflow carbon tanks that have been converted to zeolite columns. The system installed at ASARCO's East Helena smelter has a far more complex influent stream with a high loading of competing cations. Nevertheless the columns filled with CABSORB® are successfully mitigating the thallium contamination. CABSORB® ZS500RW is a product based on the sodium analog of the zeolite mineral chabazite named herschelite.

Phosphorus may be incorporated into sedimentary rocks in at least four different ways: (1) by the accumulation of detrital mineral fragments, (2) by the accumulation of phosphatic organic debris, (3) by diagenesis and (4) perhaps by the primary precipitation of calcium phosphate. Based-on the petrographic examination of Cretaceous and Tertiary sediments from the northern and central parts of the Atlantic Coastal Plain, Diagenesis is the most important of these mechanisms. Both syndiagenesis and epidiagenesis are required to explain the origin of all the diagenetic phosphate mineral species which occur in the northern and central parts of the coastal plain. Syndiagenesis produced much of the coastal plain's apatite. It was operative below the sediment-water interface while the substrate was being compacted. Compaction forced pore waters, which were enriched in phosphate by the decomposition of organic matter, upward through calcareous sediments. The PO43- radicle replaced the CO23- and calcareous nodules, pellets and shell fragments were converted to apatite. Epidiagenetic reactions occurred in the subaerial environment where downward percolating meteoric waters carried phosphate in solution to cites where cation activity was sufficiently high to form new minerals. Vivianite may form where ferrous iron is available and wavellite and variscite may form in the presence of aluminum rich minerals. Textural evidence suggests that many of the reactions were repeated. The present day appearance of apatite, vivianite, wavellite and variscite in the coastal plain may represent several generations of diagenesis.

INTRODUCTION The use of roof and rock bolts to reinforce the strata is an established method of rock support in both underground and surface excavations. However, the need to drill a hole, extract the drill-rods, and then place the bolt is time-consuming and costly. This becomes even more significant if the bolting is repetitive and extensive as in coal mining. Though the main thrust of this development was directed towards coal mining, the basic concepts are also widely applicable to all excavations. The authors, therefore, feel that this innovation should be of interest in rapid excavation and in tunneling. In the case of coal mining, it has been established from past statistics that the roof-bolting operation is the most hazardous activity. This is primarily because of the operator being exposed to unsupported ground. It is evident that remote installation of roof bolts would markedly improve the safety of the operation, if accomplished more readily with self-drilling bolts rather than the conventional two-step variety operation. Thus, in addition to increasing productivity, this development can be considered to be a milestone towards further improvements. The objective of this program was to establish the technical and economic feasibility of self-drilling roof bolts for use in coal mines. It might be clarified at the outset that this work was, therefore, directed primarily at showing that workable self-drilling bolts with less cost can be developed, which could be effectively used in mines. It was not to fabricate a production model bolt.

In situ mining is now considered an alternative mining method for some ore bodies. The in situ operation consists of a well field designed from reservoir properties and geological information; the wells for such a field are then drilled, cased, and cemented, using good designs and practices to eliminate future problems. Injection and production (recovery) systems are required to be corrosion resistant. Hand in hand with the mining operation is the metal extraction plant, the entire operation offering an environmentally acceptable method for metal recovery. Great opportunity exists in this field for mineral engineers; presently, they must borrow knowledge from other fields, since the schools have not yet addressed this specialty.

"There’s no fast way to add more than four miles of track, most of it underground, to the Sound Transit Link Light Rail system in the Seattle area. But increasingly busy traffic through a number of neighborhoods made it necessary. That’s the challenge a joint venture of several tunneling contractors faced when starting its portion of the $1.9 billion Northgate Link Extension in 2013, and the project is still keeping them busy three years later. Completion will mean just a 14-minute ride from Northgate to downtown for an extra 60,000 passengers by 2030. The transit lines will join 58 km (36 miles) of new and under-construction light rail lines running north, east and south from Seattle.Voters, tired of long commute times, approved the project, a key part of Seattle’s regional mass transit system, in 2008. The extension is part of a plan adopted by the Sound Transit board in 1996 to connect the region’s major activity centers. The Northgate project is meant to relieve one of the area’s most congested traffic areas by connecting the Northgate, Roosevelt and University District neighborhoods to existing routes including downtown Seattle and SeaTac airport.Sound Transit dedicated more than a quarter of the project’s estimated expense — $440 million -— to general contractor JCM Northlink LLC to handle the tunnel segment. JCM is a joint venture formed in 2013 between Jay Dee Contractors of Livonia, MI, Frank Coluccio Construction of Seattle, WA and Michels Corp. of Brownsville, WI. The contractors regularly collaborate on large-scale projects and brought experience working on a different section of the extension they completed in 2013.JCM project leaders knew immediately that the schedule would be demanding. They had to work around the clock, six days a week to meet deadlines. The extension runs through highly populated areas, meaning contractors had to follow strict city noise restrictions between 10 p.m. and 7 a.m. Plus, supervisors needed to manage the scheduling of nearly 250 employees to keep work running smoothly.“We had eight different operations and four different subcontractors trying to work in one tunnel,” said Chris Wood, JCM site project superintendent. “It’s important that we keep work linear. That’s the biggest challenge: keeping a path in and out so you can pour concrete, keep electricians and carpenters going, and accomplish everything else.”"

Kittilä Mine is a gold mine located in Northern Finland, owned and operated by Agnico Eagle Finland. The mining operation started in 2008 with open pits which were completed in 2012 and production moved to being entirely underground. The mine consists of four separate orebodies, currently producing 2.0 Mt per annum, and requiring over 19 km of development on a yearly basis. The principal mining method is long hole stoping with delayed backfill. Microseismic monitoring was initially tested in the Suuri orebody, in the mining block between the 625 and 500 Levels. A small monitoring system was installed in 2018, after observations of stress-induced damage to the rock mass and in anticipation of future mining at greater depth. The initial goals were to evaluate if useful data could be recorded and test the signal quality of different sensor types. Prior to 2018, ground control related challenges in the Suuri and Roura mining blocks had been mostly related to sill pillar mining and block movements between weak graphitic schist planes. Seismic monitoring in the Suuri deposit proved successful for following the rock mass response to mining and helped support the rationale for early monitoring in the new, deeper mining block in Rimpi at 900 m depth. Preliminary geotechnical characterization and testing of the rock mass showed areas of silicification in the footwall rocks with potentially continuous structural features. Seismic monitoring of the Rimpi area has confirmed the brittle behavior of the rock mass, with strong seismic responses induced by stress changes following blasting being recorded. In addition to this expected behavior, a large magnitude event associated with significant damage in the footwall drive development 90 m above the stoping was experienced. Initial investigation of the rockburst showed two separate damage locations with over 300 tons of displaced rock. The seismic monitoring system recorded this rockburst as a single seismic event with magnitude significantly larger than previously recorded. Additional analyses indicated a possible thrust fault event, triggering two separate strainbursts. Following this event, the ground support system was upgraded in parts of the footwall drives to improve dynamic capacity. Wollastonite is recognized as one of the most unique, non-metallic minerals in the world. Its history for use in industrial applications is recent compared to other minerals, however, its distinctive physical properties, such as acicular particle shape, and alkaline pH creates incorporation possibilities ranging from bowling balls to automotive fascia, from ceramic tiles to automotive brakes, and from thermal insulation board to industrial and trade sale coatings. Its future use will be impacted by the exploitation of deposits which will ensure maintenance of the acicularity and purity of this naturally occurring mineral. Additionally, closely held surface treatment technology will open up additional niches requiring highly engineered performance.

"Since the mid-19th century the River Emscher in the German Ruhr District has been used for disposing of wastewater. In the early 1990s, it was decided to replace the existing open wastewater system with a sewer system and to restore the River Emscher to its natural state. The major Emscher conversion project is divided into a large number of individual schemes, with construction phase 30 being the largest. By applying the pipe jacking method, interlinking tunnels with section lengths in excess of 1,100 m are constructed. USAGE OF THE EMSCHER OVER TIME The 85-km long river Emscher flows right through the Ruhr District. It has its source to the east of Dortmund and flows into the river Rhine near Dinslaken (Figure 1).The Emscher has been used to dispose of wastewater since industrialization began about 200 years ago. Intensive coal mining over the years led to considerable subsidence causing stagnant sewer areas which in turn led to typhus and other deceases. Thus in 1899, the Emschergenossenschaft was founded to create an efficient interceptor system for a catchment area of 865 km² through lining, raising and Emschergenossenschaft decided to free the waterways of the Emscher system from sewage and to improve them in ecological terms by 2020. A budget of 4.5 billion euros was earmarked for this purpose.The construction of sewer conduits began in order to no longer transfer the wastewater into the Emscher. The currently ongoing construction of the “Emscher Interceptor” - the main sewer - represents the heart of the Emscher conversion project. The interceptor will run along the river over a length of 51 km. Three pumping stations are required to confine the sewer’s depth to elevations between 15 and a maximum of 40 m below the surface. Since early 2012, the Emscher has been free from wastewater east of the Dortmund-Deusen clarification plant. There are two further clarification plants situated along the Emscher, which treat the still contaminated river water down-stream. Once the Emscher Interceptor is in operation, they will receive wastewater solely from the tunnel system."

Two major Inco matte constituents, chalcocite and heazlewoodite, are separated by differential flotation with diphenylguanidine as collector. A new reagent system involving the use of dextrin as a modifying agent which provides better selectivity has been studied for the last three years. Adsorption tests reveal that while dextrin exhibits high affinity towards heazlewoodite, the adsorption isotherm for dextrin on chalcocite shows only weak interactions. Our electrokinetic measurements confirm such conclusions. Since dextrin interaction with solid surfaces seems to be especially strong when such surfaces are covered by hydroxide layer, our electrokinetic measurements are in line with other researchers' findings who postulated that copper hydroxide is not a stable product on the surface of copper sulphides.

A test of retrievable geologic storage of spent fuel assemblies from an operating commercial nuclear reactor is underway at the Nevada Test Site (NTS) of the U.S. Department of Energy his generic test is located 420 m below the surface in the Climax granitic stock. Eleven canisters of spent fuel approximately 2.5 years out of reactor core (about 1.6 kW/canister thermal output) were emplaced in a storage drift along with 6 electrical simulator canisters. Two adjacent drifts contain electrical heaters, which are operated to simulate within the test array the thermal field of a large repository. Fuel was loaded during April-May 1980 and initial results of the test will be presented.

The introduction of nitro-carbo-nitrate (NCN) blasting agents has been one of the most significant innovations in the explosive industry in the last twenty years. The most commonly used blasting agent is a rather narrowly proportioned mixture by weight of 94% ammonium nitrate (AN) and 6% No. 2 diesel fuel oil (FO) that is generally designated as ANFO. Other formulations have been developed but none of these have been as extensively used as ANFO. The relative safety of the nitro-carbo-nitrate (NCN) blasting agents almost immediately suggested bulk loading techniques to obtain economies in materials handling. The first attempt at bulk handling was to pneumatically load boreholes with ANFO. When the initial experiments were made in 1957, it was apparent that there were three problem areas which needed study to minimize potential hazards. These were: 1. Static Electricity 2. Fumes 3. Safe Handling Procedures Since those early days, considerable work has been performed in evaluating these problem areas and in arriving at procedures and recommendations that would provide the required safety. Despite the relative insensitivity of ANFO type products, all normal practices for the safe handling of explosives should be obselved. Smoking should not be tolerated in the vicinity of blasting agents and misfires should be handled in the same manner as a misfire with a dynamite charge. The purpose of this Technical Report is to discuss the problems of static electricity and fumes and the solutions that have been developed. Safe handling procedures have been discussed by the Bureau of Mines and are specified by various state and local regulations. Since regulations vary from state to state, the local, applicable regulations must be followed within the area of their jurisdiction. General information is contained in a U. S. Bureau of Mines report, IC 8179, "Safety Recommendations for Sensitized Ammonium Nitrate Blasting Agents" (1963).
