The construction involved in the Washington Metropolitan Area Transit Authority (WMATA), Contract No. lK0011 (K-1), encompassed some 2,621 meters of single track parallel tube rapid transit tunnels, 335 meters of cut-cover subway station and appurtenant ventilation structures at each end, and a fan shaft at approximately the mid point of the tunnels. The construction contract was awarded June 7, 1974 to a Joint Venture consisting of Intercounty Construction Corporation, Hyattsville, Maryland, and S $ M Constructors, Inc., Solon, Ohio. The former being responsible for performing the cut and cover construction, and the latter being charged with constructing the running tunnels and fan shaft at their mid point. (See Fig. 1) The problems of mining and supporting, the 183 meters of twin tunnels just east of Court House Square Station, by unique mixed face and soft ground mining methods is the main subject of this report, although a general review of the tunnels in their entirety, as well as the geology encountered in the excavations, is presented to give a better overall setting for the problems encountered. INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. The Bureau of Mines has studied the mechanism of shear-flocculation of silica with stearic acid. At pH 6 and 12, shear-flocculation of silica was not observed with up to 10-4M (5 lb/st) stearic acid. However, in the presence of 0.1 M NaCl at pH 6, shear-flocculation was observed at stearic acid concentrations 10-4 M (5 lb/st). Adsorption of stearic acid on silica was studied using stearic acids spin-labelled with a doxyl group. The presence of the spin-labelling group did not greatly affect the shear-flocculation properties of stearic acid. Adsorption of labelled stearic acid on silica was measured as a function of surfactant concentration with electron paramagnetic resonance (EPR) spectroscopy and gas chromatography (GC). The GC results indicate the stearic acid was predominately adsorbed on the surface at concentrations above 10-4 M. From the EPR spectra, the formation of aggregates of stearic acid was apparent at concentrations of approximately 10-414 (5 lb/st). The results are discussed in terms of a possible mechanism for shear-flocculation.

Screening during the production of high-grade lump ore for blast furnace burden, particularly from recently developed ore deposits in Australia, South America, and Africa, has resulted in large tonnages of fine iron ore. Certain owners have decided to stockpile these fines until some later date; however, others have either sold these fines "as is" for agglomeration at the steel plant or have established their own pelletizing plants to produce a premium quality agglomerate. Normally these fines consist of the higher oxides of iron and the hydrated oxides. Unfortunately, grinding these types of materials in a wet process produces a slurry that is difficult to filter to obtain the requisite moisture level for the subsequent balling and indurating operations. The purpose of this paper is to review recent developments in fine dry grinding of iron ore and to discuss the various design and operating parameters involved. Although dry grinding of raw feed and clinker has been practiced in the cement industry for many decades, its significant application to the iron ore industry has taken place within the past ten years. Even though the basic concept of dry grinding has been borrowed from the cement industry, the successful application to iron ore grinding has not taken place without some difficulties. Consequently, the application to iron ore has required the solution of several unique design and operating problems.

The construction mineral aggregates industry--the largest industry on a tonnage basis--is threatened with large shortages in the near future. Ironically, these common minerals which include sand, gravel, and stone are among the most plentiful in the earth's crust. However, as these minerals are low in value and used in large volumes, they are extremely sensitive to transport cost, e.g., a haul of 20 miles doubled the delivered cost of mineral aggregates. Consequently, these minerals must be located close to points of demand to have economic usefulness. But the development of new deposits is virtually impossible near many urban areas for legal, sociological and economic reasons. The spector of unfinished urban transport systems, curtailed residential construction, and a general deterioration of the physical urban plant, looms as a direct consequent of future mineral aggregate shortages in the U. S. metropolitan areas. The shortages of mineral aggregates in the Greater New York Metropolitan Area (G.N.Y.M.A.) are prototypical of the shortages faced by the U. S. Metropolitan areas. This paper presents an economic analysis of the consequences of not considering the broad aspects of conservation economics as a major component of resource management. The needless annual cost for the G.N.Y.M.A. is shown to be $30 million.

The importance of grinding as a unit operation in all industry has caused much effort to be expended toward improving the facility with which grinding can be done. Endeavor has continued nearly 100 years to formulate laws governing crushing and grinding. This has not been without controversy. However, grinding is an experimental science and our useful knowledge originates in experience. The recorded experience is grinding history. Today, many types of size reduction equipment, each with variations, are available to industry. Frequently, more than one type of grinding equipment will meet a requirement of grinding. However, an economic evaluation of installation and operating costs generally indicates a preferred type. The selection of grinding equipment requires' a consideration of the purpose in grinding, the characteristics of the material to be ground, equipment available for grinding, and the manner in which it can be applied best.

Geochemical models using published thermo-dynamic data and laboratory derived kinetic rate laws allow prediction of post-closure pit lake geochemistry at open pit mining sites. A combination of "forward" and "inverse" modeling techniques can predict the pit lake geochemical evolution from initial infilling to eventual steady state attained decades or centuries after closure. Computer codes have been developed to model chemical reactions such as pyrite dissolution, describe the ground-water flow regime, and provide rock-water ratios. The incorporation of site specific information, such as ultimate pit dimensions, geologic and hydrologic data, acid generating potential (AGP) vs. acid neutralizing potential (ANP), and laboratory derived kinetic rates, allows application of the model to open pit mines at any stage of development.

Possibilities of electric pulse disintegration are discussed with emphasis on high selectivity of the process as compared to mechanical comminution methods especially when applied to polymineral ores. Physical explanation of this phenomenon is suggested. The authors present results of some experimental tests illustrating regularity of this phenomenon irrespective of origin of ores or dissemination pattern of valuable minerals including both dissipated and accessory minerals. Some operating plants applying this principle are described the plants used either for mineral research purposes or for obtaining pure monomineral fractions or for treatment of gems to be faceted. Obstacles for implementation of this technology are mentioned.

The Stillwater Mining Co. (SMC) is a partnership of Pittsburg & Midway Coal Mining Co. and Manville Corp. Since the summer of 1990, SMC has operated a precious metals smelter at Columbus, MT for further upgrading of concentrates from its platinum-palladium mine. The facility's gas-cleaning system utilizes "oxidation/dilute-mode," dual-alkali scrubbing technology to capture sulfur oxide gases from the process gas streams. This paper describes the rationale for selecting the dilute-mode, dual-alkali system and summarizes the design parameters. Also discussed are the startup problems encountered and their solutions.

The large population base, complex geology of the large land mass, and notable commercial activity have accelerated the development of underground construction market in China. The projected lengths of underground openings per year in the various sectors are: hydro-tunnels, 180 km; coal mine entries, 40 km; transport-tunnels, 300+ km. An example of the mega projects (being planned by the Government) is the water supply scheme for connecting Yangtze river to Yellow river involving 131 km of water tunnels with a diameter of 8-10m. Several large projects are highlighted in the paper with reference to the schemes for generating hydro-power, mining of coal and minerals, and constructing transportation networks. The related problems of construction and geomechanics are outlined.

This paper describes a procedure for solving the generalized system of n network equations in n unknowns considering the following ventilation variables and parameters: (a) air quantities, (b) pressure losses or gains caused by the control devices (i.e., fans or regulators), (c) resistance factors, (d) natural ventilation pressure, and (e) fan pressures (as a function of air quantities). The air quantities and pressure losses for all branches in the network are grouped into dependent and independent variables. The branches with an independent quantity are contained in a chord set, and the branches with a dependent pressure loss are contained in a chord set. In addition to the problem formulation, the solution procedure, applying the Newton method, is discussed and illustrated with a numerical example.

The growth of networks of shear fractures is explored in a series of experiments with samples of wet clay. The samples are subjected to plane strain deformation in a rigid apparatus. The individual fractures observed on the upper surface of the clay samples grow longer by three mechanisms: in-plane propagation, off-plane propagation and coalescence. New, active fractures cut and displace older, less active ones. The lengths of individual fractures display lognormal distribution in most cases and power distribution in fewer. The calculated length parameters in the experiments, as well as in three field cases discussed here, suggest that the fundamental parameters in fracture analysis are the normalized cumulative length and the length of the shortest fracture measured.

Dupont has successfully incorporated a Floatex Density Separator into its wet-gravity operations for the recovery of zircon from titanium tailings. Results indicate that the Floatex achieved a zircon recovery of approximately 95% while rejecting similar amounts of quartz and other gangue minerals. Additionally, a unit capacity approaching 16 tonnes/hr/m2 was achieved. Results also show that the alumino-silicates can be separated into other product streams that will further improve process economics and minimize waste material. The improved plant feed grade provided by the Floatex has allowed for either an increase in overall plant capacity and/or final product grade. This paper will present the findings from the in-plant study.

The distribution of material passing a screen, or a set of screens, is described by the equation [ ] where p = the probability that a single particle will pass the screen on a single presentation k = number of layers of screen cloth n = distance from head of screen expressed as number of screen openings. This model can be used to predict the performance of conventional screening operations (i.e., k = 1) as well as the so-called "statistical screening" operations. Using this technique, in which multiple identical layers of screen cloth are employed, screening can be carried out at a finer size than is possible with conventional techniques with no loss of separation efficiency.

Backfilling of mine voids is used to prevent or control the effects of subsidence on surface structures. The pumped-slurry, blind-backfilling process has been particularly successful for stabilizing ground over abandoned and inaccessible underground coal mines. Using this newer technology, vast quantities of backfill material can be distributed over wide areas in underground openings from a small number of injection boreholes. The rapid and successful development of this backfilling method, however, has outstripped technology for monitoring and controlling backfill placement. Surface or borehole remote sensing methods are needed to determine where fill material is being distributed underground and how effectively the material is packed in the voids. In search for improvements in backfill monitoring and control technology, potential remote geophysical sensing, process monitoring, and tracer methods were evaluated to select candidate systems for monitoring backfill placement under the constraints imposed by the injection process and the surface and subsurface conditions. ' A multiple objective ranking matrix, based on theoretical considerations as well as pragmatic experience with systems working in related or similar conditions, was used to narrow down potential methods to several most-favored candidates. Two of the candidates were field tested under actual operating conditions at a backfilling site in the Wilkes-Barre-Scranton region of northeastern Pennsylvania. Although process and acoustic emission monitoring indicated promise for improving existing backfill monitoring technology, more extensive testing under different conditions at various sites is required to establish the validity and utility of these methods. Results indicate that no single method is adequate in itself for backfill monitoring, and that a successful system will require the Integration of several methodologies.

Because so many interrelated technical, economic, legal and political factors are involved in evaluation of commercial mineral deposits, it is common practice today to assign such work to a team of specialists including geologists, mining engineers, metallurgists, lawyers, and economic evaluation experts. Each member of the team plays an important role; the role of the geologist is particularly important. The geologist involved with evaluation of fluorspar deposits needs all the geologic and economic training and experience required for evaluation of metallic mineral deposits. Few, if any, industrial or metallic minerals occur in so many geologic environments as fluorite. Fluorspar, and aggregate of rock and mineral matter containing enough fluorite to make a commercial deposit (ore), is somewhat more limited in its modes of occurrence than fluorite, but it too is found in a variety of environments.

This paper describes research being undertaken by the Chamber of Mines Research Organization (COMRO) which is designed to assist the continuous miner operator and section foreman in the performance of their jobs. The project will initially provide visual assistance to the miner operator, and later will semi-automate the mining (cutting) process. Using a technique known as "RF tagging," the project will also provide real-time or near-real-time information about the performance of the loading and hauling units to the section foreman, allowing him to quickly detect problems and take action where appropriate. The project is based upon the application of currently available technology, and the first phase is scheduled for in-mine testing within the next year.

Water occupies a dual role in our industrial society. It is the indispensable raw material, essential to life itself. It is equally an industrial nuisance, interfering with the production of industrial minerals, making construction difficult, flooding valuable land, and generally producing problems because it is in the wrong place at the critical time. The legal position of water as a nuisance, and the counter measures to be taken, have been well established procedures for determining the responsibility for damage caused by water, and the organization of drainage districts and flood control and levee districts have been legally tested many times. Thus there is rather adequate legal doctrine concerning water, the common enemy. But recently efforts have been made to regularize the position of water as a useful, industrial, commodity. Such laws are not new to the West, where the doctrine of appropriation for beneficial use is slowly becoming the water law. Elsewhere the University of Michigan has produced a "model" water law and efforts are being made to induce all of the states to use this law, or a slight variation of it, as the basis for legislation. There are many serious criticisms of the proposed "model"-law, and the writer strongly opposes many of the provisions. But the fact remains that water is, in itself, so useful and essential that laws have been, and will be, passed to insure the orderly development of our water resources and to prevent waste. The, most important aspect of these "water-use" laws is that, wise or unwise, the existing laws and the proposed laws have been "water oriented". "Water oriented" means that it has been tacitly assumed that the beneficial use of water, either surface water or ground water, is the overriding consideration.
