Chevron Resources Company owns and operates an open pit phosphate mine and mill 11 miles north of Vernal, Utah. The plant currently produces 500,000 tons per year of concentrate and has the capacity to produce 750,000 tons per year. The operation is currently being expanded to 1,300,000 tons per year of concen¬trate in order to supply a new fertilizer plant being constructed by Chevron Chemical Company in Rock Springs, Wyoming. A 10-inch, 96-mile pipeline is being built to transport the concentrate from Vernal to Rock Springs. The present and expanded operation will be discussed. HISTORY In 1915, Harry Ratliffe staked nearly 15,000 acres of low to medium grade phosphate rock along the southern flank of the Uintah Mountains. This deposit became the largest privately owned phosphate deposit containing approximately 700 million tons of reserves. Initial development of the deposit began in 1958 by San Francisco Chemical, a joint venture between Stauffer Chemical Company and Mountain Copper Limited. In 1968, Stauffer Chemical Company bought out Mountain Copper Limited and became sole owner and operator. In 1981, Chevron Resources Company bought the property from Stauffer and has operated the mining and milling operations since.

Determination of the best time to replace an aging unit of equipment is a recurring problem which is common to essentially all surface and underground mining operations. Virtually all mining equipment is subject to wear and the resulting deterioration that increases with equipment life. This mechanical deterioration results in lower availability and, thus, decreasing, production. Due to decreasing production and increasing repair costs, there is an optimum age at which the replacement of a given equipment unit with a new unit will result in the lowest cost per unit of production for the equipment operation in question (Figure 1). Determination of this optimum replacement age is further complicated by factors such as: possible overhaul alternatives, fleet replacement and expansion alternatives, remaining life of the mine, and technological improvements in the potential replacement or differences in the production capacities of these replacements. Determination of the optimum time to replace an equipment unit becomes more critical each successive year due to the rising capital costs of new equipment versus maintaining old equipment. An incorrect choice of the replacement age for an equipment unit can result in excessive costs to the mining operation. If a unit is replaced too early, the capital cost of the unit is not fully utilized; conversely, replacing a unit too late results in excessive maintenance costs and low production. The economic life of a piece of equipment is the equipment age that results in the lowest total discounted cost per unit of production for that piece of equipment, not considering the cost of future replacements. The economic life of a piece of equipment is usually shorter than the physical life, the maximum age at which a machine is capable of doing useful work. The optimum replacement age for a piece of mining equipment may vary from the economic life of that equipment due to the remaining life of the mine, fleet considerations, costs associated with potential replacement machines, and capital rationing constraints. For example, the equipment life of the current machine that may result in the lowest cost per unit of production might be 10 years; however, when the timing of the future replacement costs are entered into the calculation, a different life for the current machine might result in the lowest total cost per unit produced for the remaining life of the mine.

The Deep Leg Flotation Cell was developed to solve a problem which confronted the Smith-Douglass Company on moving from one mining area to another. Poor recovery and, to some extent, inferior concentrate grade were encountered in the silica flota¬tion circuit. This was believed due to the softness of the phosphate which caused it to form slime. In view of the urgency of the matter, the problem was attacked from two angles. The first involved the development of a flotation cell which would not create slime and the second, a new or improved reagent for floating silica from phosphate rock which would be less sensitive to slime than reagents currently in use.

Increasing transportation costs, clean air regulations and the decreasing availability of landfill space are factors in the increased interest in the utilization of low cost disposal sites for coal combustion residues (CCR). Inactive surface and underground coal mines can satisfy the conditions for stable CCR disposal sites, and subsurface CCR injection can be beneficial in reducing the amount of acid mine drainage (AMD) often produced at such sites. The material is expected to add alkalinity to the subsurface environment and to decrease the permeability and porosity of the buried spoil. Both mechanisms can reduce the amount of acid normally generated at a mine site. The Bureau of Mines is cooperating with an independent coal company in a test of subsurface injection of a mixture of fly ash, from conventional power plants or from fluidized bed combustion (FBC) , with AMD sludge into a reclaimed surface mine. Changes in water quality parameters and the concentration of heavy metals in water samples from wells and seeps are being used to assess the effect of CCR injection. The preliminary results discussed here indicate that improvement in subsurface water quality was related to fly ash injection and that components of the fly ash were stable in the acid environment.

The aim of this study was to develop an integrated approach to enable identification of areas favourable for the presence of massive sulphide deposits in a given region (Las Herrerias, Spain). It is based on geochemical soil exploration, geophysical surveying (ground gravimetry), detailed geological mapping and a knowledge of the deposits of the South Iberian Massive Sulphide Belt. The multi-dataset approach consists, in the first instance, in standardizing and combining all the geochemical data with reference to their geological setting. Next, the "heavy" anomalies are extracted from the gravimetric survey, regardless of the surrounding context (heavy or light). The results from these two stages are then crossed, so that areas where heavy anomalies are associated with geochemical anomalies can be identified and classified. Crossing the geochemical and geophysical data enables a much tighter selection of anomalies than does the manual superposition of data provided by each method (geology, geophysics, geochemistry).

While flue gas scrubbing with alkaline solutions is one of the oldest methods of removing SO2 from flue gas, a satisfactory scrubbing system for this application, which is both technically and economically viable, has yet to be developed. Interest in alkaline scrubbing has continued because of its basic simplicity and comparatively low capital cost. Drawbacks of alkaline scrubbing are the tendency for accumulation of solids to plug the system, scaling, corrosion and erosion problems and the need to dispose of large quantities of waste. Discussed are instrumentation loop applications to a 90,000 cfm alkali scrubbing test facility, the process problems the instrumentation engineer faces in. selection of equipment, the performance of the instruments selected and the problems encountered during start-up. The Test Facility incorporates centralized electronic process control with a digital data acquisition system provided to log process variables and print off normal (alarm) conditions. Flue gas SO2 content is measured by ultra-violet analyzers and analysis of the total gas stream is by gas chromatographs.

The subject of Specialty Silica Products could encompass a broad range of materials, some of which would be familiar to members of the Society of Mining Engineers. With the concurrence of your chairman, I have chosen to limit my remarks to synthetic materials, not including such siliceous materials as diatomaceous earth, asbestos, quartz and clays. For purposes of discussion, I have classified Specialty Silica Products into two groups -- powders and liquids -- which I will discuss in that order and which are categorized in Figure 1. The synthetic silica powders are amorphous to x-rays and are manufactured by various processes resulting in products of a wide range of physical and chemical properties, as well as functional performance and applications. Applications or functional properties are generally dependent upon such physical properties as micron-sized particles exhibiting large surface areas per unit weight and low apparent bulk density. Their presence in various systems modify surface properties. As summarized in Figure 2, they act as viscosity modifiers, flow conditioning agents, anti-slip agents, anti-blocking agents, flatting agents in surface coatings, reinforcing agents in polymers such as silicone rubber and numerous other applications. Although the various types of silicas exhibit various levels of functional performance in these end uses, they are not usually equally effective as direct replacements and I will briefly discuss the various types of materials.

This paper will be concerned with those mineable coal measures at depths necessitating deep mine operations in the range of 200 feet to 800 feet in depth. The area is generally classified as the Southern Illinois Field but more specifically includes that part of the state south of a line extending from St. Louis, Missouri on the west to Vincennes, Indiana, on the east. This embraces an area which presently includes a total of 38 shipping mines and 5 local or truck mines. Of these shipping mines, 22 are deep (shaft or slope) mines and the remaining 16 are strips. The average annual production of the shipping mines is around 29 million tons. The presently classified mineable reserves of the area are estimated at around 70 billion tons.

Land use impact assessment for mining is time- consuming and expensive. Because of mining’s impact on biodiversity, land use assessment methods that evaluate biodiversity are important for mining land use impact assessments. Remote sensing, in particular satellite multispectral sensing platforms such as Sentinel‑2 and the Landsat mission series, have been used to assess and quantify biodiversity through proxy variables such as NDVI (Peña-Lara et al., 2022). The objective of this paper is to present results of a comparative study of land use and biodiversity based on multispectral satellite observations and production data from copper and cobalt mining in the Democratic Republic of Congo. We quantify the relationship between different spectral bands and vegetative indices and the production data provided by the mining companies and measure correlations. The results suggest that remote sensing could be a cost- effective means of assessing biodiversity impacts of mining.

It is well known in both the research field and in commercial flotation processes that the grades and recoveries obtained from flotation plants are heavily influenced by the structure and height of the froths produced in the flotation cells. The development of steady-state mathematical models of flotation processes based upon practical and readily obtained parameters have demanded detailed information about the structure of flotation froths. The important parameters are the distribution of floating values, gangue and water in the froth with respect to froth height, cell pulp density, cell air flow rates and flotation inducing additives. Little work has been conducted in this field although considerable attention has been paid to bubble loading and other factors close to the cell froth/pulp interface. Laboratory batch tests are prefaced for the derivation of the above mentioned parameters for both practical and economic reasons. The standard laboratory flotation tests using a batch cell produces a froth of low height (1 to 3 cms generally) together with a varying cell pulp density as the test progresses due to the addition of top up water and the removal of froth from the cell. This form of test can be considered only as giving information about froth conditions close to the cell froth/pulp interface under conditions of widely varying cell pulp densities. In commercial processes the froth heights are much larger (frequently greater than 10 cms); therefore the laboratory batch test, although useful in many ways, does not directly yield parameters relating the state of the froth flowing over the cell lip to process operating conditions. To investigate flotation conditions, where more realistic froth heights are developed, an equilibrium type of batch cell has been developed at Warren Spring 1 Laboratory . The presence of misplaced ultra-fine particles has been shown to decrease the separation efficiency of unit operations used in coal preparation. Although the classification of fine coal was considered to be adequate for the needs of the coal industry during the 1970's and 1980's, it has become apparent that further improvements in the yield/ash/moisture relationship achieved by coal preparation plants will require increased efficiency in this size separation step. This paper describes the issues which are evolving in this area, and the capability of current and developing techniques to address the problems which need to be overcome.

INTRODUCTION The solid fossil and nuclear fuels, but especially uranium, are given prominent, indeed leading, roles by energy experts in most long range estimates of world energy futures. Optimistic forecasts are inspired partly by the disproportionately large solid fuels resource base compared to present rates of consumption or to oil and gas resources, and partly by the vision of inexpensive high technology applications. Such a view overlooks the fact that while resource- use disparities and new technologies give allure to the promise of the solid fuels, they do not guarantee cheap solutions to the basic problems of solid fuel uses: viz., their relatively difficult conditions for efficient ignition and control, including the management of environmentally acceptable residuals disposal. Contrary to the varied versions of this optimistic hypothesis, this paper shows that a great many persistent economic and technical problems interfere with such a simple inference. These act as constraints which qualify or dispute much of the national energy policy based on existing modeling of solid fuel requirements and optimistic engineering evaluations. The assumptions and techniques of such exercises are sometimes at fault. As often as not, however, the distortions created in open market fuel com- petition due to misdirected national energy policies themselves are to blame for misdirected efforts. A number of interesting implications result. Among them are the distinct possibility that the low technology applications will dominate, so that more direct coal and less synfuel or nuclear use will occur; that, accordingly, exhaustion rates for uranium will be low, that the most extensive growth of solid fuel through 2000 will be in conventional pulverized coal cumbustors, and that the traded share of the world coal bum will be much larger than predicted. These trends will place much more pressure on oil and gas prices than forecast by most experts. On the way to these findings the paper demonstrates that solid fuel resource adequacy in situ, balanced against the projections of demands as capacity requirements, mean little as conventionally measured by years to exhaustion or potential supply schedules. Indeed, all stock concepts of demand requirements or of fuel re- sources must be tied to the paths of the unit costs and the deliverable prices of all substitute fuels and systems over time. This requires a dynamic analysis of supply and demand, integrated with geological and engineering constraints, to provide insights into the multiple modes of market and product substitution. Market forces rather than technical promise will determine the allocation of the solid fuels. Moreover, the equilibrium paths of individual fuel prices and market shares are not easily simulated by general or network models, and decision makers will continue to rely on the partial, local comparison of alternatives in their choices of fuel systems at any time. The Arab community is formed by around twenty countries in Africa and Asia, linked basically by a common language-Arabic - and the same religion, the muslim. They jointly occupy around 12 million square kilometers with a total population of around 140 million people. Nevertheless, these nations differ widely in their geographic area and population. Thus, while Egypt has a territory of over a million square kilometers and a population of nearly 40 million people, Kuwait, Qatar and Bahrain have, among the three of them, less than 30, 000 square kilometers and a million inhabitants. The per capita income also vary greatly, depending on whether they are oil producing countries or not. Generally speaking, it can be said that these countries economies have been based on oil or agriculture and that in these last years, they have been making serious efforts to increase their degree of industrialization and have greatly improved their infrastructure. This trend has resulted in the development of the iron and steel industry, which is still in a stage of primary development.

Environmental permitting is a critical component for joint-venture projects located in the Commonwealth of Independent States (CIS). This paper presents the basic CIS regulatory environmental requirements for permitting of a hypothetical mining source and emphasizes air permitting. Topics which will be covered include: the Expertiza process, air pollution quantification, data requirements, and air pollution modeling protocol. A comparison will be made between permitting requirements for air pollution sources in the United States and a CIS country, Kazakstan.

The U.S. Bureau of Mines conducted a study to evaluate the effect of ventilation on the performance of automatic sprinkler systems in extinguishing wood crib fires. Experiments were conducted at airflows of 0, 0.76, 1.5, 2.5, and 4.1 m/s. Two experiments were conducted at each airflow, using 74° C fast response pendent sprinklers in one experiment and 74° C fast response horizontal sidewall sprinklers in the other experiment. In the experiments at airflows of 0 and 0.76 m/s, sprinklers were located directly above the fire and 2.4 m upstream and downstream of the fire. The sprinkler directly above the fire was the only sprinkler to operate with no discernible difference in the suppression capability of the pendent and horizontal sidewall sprinklers. In the experiments at airflows of 1.5 and 2.5 m/s, sprinklers were located directly above the fire and 2.4 and 4.8 m downstream of the fire. The sprinkler located 2.4 m downstream was the only sprinkler to operate with the horizontal sidewall sprinkler being more effective in extinguishing the wood crib fire. The average response times of the sprinklers at airflows of 0.76, 1.5, and 2.5 m/s were 3-1/2 times the average response time of the sprinklers at 0 m/s. The results of this study will help enhance the safety of the nation's miners.

Mechanized Roof Supports (MRS) have dramatically improved safety and productivity of retreat pillar mining in coal. Due to low capital cost and greater flexibility, retreat panels have in some cases approached the productivity of a longwall. Because of improved safety and rapid set-up time when compared to conventional timbering, MRS are driving a return to retreat pillar mining in many situations. This paper describes how panel layout can be optimized for safety and operational efficiency when using MRS for retreat pillar mining of coal. The potential for significant unit cost reductions will also be addressed.

The device called "Dynastat" which is described in this paper provides in situ borehole measurements of dynamic and static parameters for use in a wide range of design applications. In the dynamic mode, the Oynastat allows measurement of shear and compressional wave velocities. From these velocities in situ dynamic Young's modulus and other dynamic elastic parameters can be calculated. In the static mode, the device allows measurement of load versus deformation from which in situ static Young's modulus can be determined. Information on in situ horizontal stress fields can also be estimated from the load deformation curves. In both mining and civil engineering applications, in situ measurements of material properties are indispensable for accurate evaluation of design problems. Laboratory dynamic and static test measurements in comparison to in situ measurements are often misleading due to difficulties in obtaining undisturbed samples and in accounting for effects of discontinuities, etc., for mass properties. The authors contend that among in situ borehole measurements, the method employed with the Dynastat is the most accurate and detailed technique of measurement. The Dynastat employs the crosshole method of shear and compressional wave velocity measurements and also performs as a borehole jack to obtain load-deformation relationships of materials at exactly the same location at depth in boreholes.

The Deep Ore Zone mine is the third lift of caving at PT Freeport Indonesia’s East Ertsberg Skarn System. An increasing trend in seismicity along the northern boundary of the DOZ cave, as well as the northern fringes of the DOZ production and infrastructure levels, was taken as indicative of an interaction between the approaching DMLZ cave and the DOZ subsidence zone. Seismicity trends and locations indicated a reducing crown pillar and an associated stress increase along these DOZ excavations, as well as the regional area along the DOZ cave boundaries. Although rockbursts were not identified as an immediate hazard, seismic shakedown was a highly probable hazard in the case of remote large (≥3.0) seismic events. An evaluation process, as described in the Canadian Rockburst Support Handbook (1996), was followed to identify and quantify the various parameters that could contribute to a shakedown evaluation. A shakedown assessment, based on the Peak Particle Velocities scaling relation, was conducted to assess the current installed ground support systems along the northern fringes and the fixed facilities of the DOZ mine. The range in ground support systems were mostly due to different geotechnical environments. The load–deformation characteristics of these support systems were evaluated to determine the support capacity and compared to the potential support demand under varying shakedown conditions. Shakedown hazard maps were compiled to indicate the installed ground support system’s vulnerability to seismic shaking. Based on this information, areas were divided into zones indicating whether they were sufficiently supported, additional support was required, access was to be restricted, and / or they were to be abandoned. Mine management utilised these hazard maps to strategize actions for the various operational zones within the DOZ, including the fixed facilities. This paper briefly describes the derivation of the PPV scaling relationship. Seismic and geological data for the DMLZ – DOZ interaction areas were evaluated to determine the likely source of large events. Subsequent larger events and their effects are shown to assess the veracity of the magnitude and PPV estimates, as well as the effectiveness and appropriateness of the ground support systems.
