INTRODUCTION The phrase "subsidence control planning" can refer to the use of specific mining methods and-specialized techniques to control subsidence events or it can refer to planning for subsidence by predicting its magnitude and timing and further planning mitigation strategies. In the first case the objective is actually subsidence prevention while in the second it is a design procedure that seeks to maximize the use of both surface and subsurface resources. Neither technology is well developed at this point. The purpose of this presentation is to briefly outline the Department of Energy's Subsidence Program. This program is, in general, bases on the premise that subsidence control technology, by any definition, can be accomplished only through a thorough and rigorous understanding of subsidence phenomena. This understanding must come from many well planned and executed studies of stress redistribution and strata deformation as they occur during mining activities. There is presently considerable incentive to improve our subsidence engineering capabilities due to the desire for increased coal utilization with acceptable environmental impact. Considerable research in this area is being sponsored by federal and state governmental agencies, universities, and the coal industry. Federal sponsorship has been borne by the Department of Energy, the Bureau of Mines, the Office of Surface Mining and the U.S. Geological Survey for the most part. These agencies have carried out basic research in their laboratories and have contracted with other organizations for additional work. At this time most of the available resources are directed toward contract research, especially in DOE. It is the DOE research plan which will be addressed here.

"The European aluminium industry, through its member organisation the European Aluminium Association (EAA), initiated a program on sustainable development for the aluminium industry in 2001. The first step involved the development of a set of sustainable development (SD) indicators for the industry, taking into account of the different interests involved and also the different existing conventions. The indicator set was developed during 2001 and 2002 with the assistance of recognised partners, including Wuppertal Institute from Germany and Versailles University from France. As well, both internal and external stakeholder groups were involved in order to validate the indicators. This has resulted in a set of thirty-four indicators used in the first survey exercise. In the survey the EAA, together with the national aluminium associations, attempted to cover all European plants producing alumina, primary aluminium, rolling ingots, extrusion ingots, foil and recycled aluminium -covering approximately 800 plants. The survey used two points in time, 1997 and 2002, in order to start developing a trend for the individual indicators and to measure progress over time. The industry response to the survey was very positive, with a total industry coverage based on tonnage reported of over 80% for 2002 data and 70% for 1997 data. The results also show a solid progress for most indicators and particularly for social indicators such as training performance, community involvement and employees health programmes. The EAA is committed to conducting this as a regular exercise and is engaged in a number of stakeholder workshops in order to present the survey results, to review the indicators used and to also consider adjustments of these based on feedback from stakeholders and experiences from the first data collection."

Thin aqueous equilibrium film studies and surface tension measurements on a mixed surfactant system consisting of polyethylene oxide (a model frother) and potassium ethyl xanthate (a model collector) enable the interaction between the two surfactants at the air/solution interface to be elucidated. For the film containing the non-ionic frother, the interface was charged and addition of low concentrations of xanthate acted as a common electrolyte and reduced the thickness of the film inducing rupture. However, at high xanthate collector concentrations, the negative charge xanthate was found to interact with the non-ionic and caused a build-up of negative charge at the air/solution. Higher frother concentrations were necessary to produce non-rupturing thin films upon increasing the xanthate concentration.

Congress, under the Nuclear Waste Policy Act of 1982, as amended, charged the U.S. Department of Energy (DOE) with the responsibility for safe and permanent disposal of high-level radioactive waste in a geologic repository. The waste will consist of spent fuel from commercial nuclear generating plants and reprocessing activities. Under direction of this law DOE is currently evaluating Yucca Mountain in Southern Nevada as the candidate site for a potential high-level radioactive waste repository. Presidential, Congressional and State of Nevada approval are needed for repository construction to proceed after successful completion of site characterization and recommendation of the site to Congress. The DOE will submit a license application to the Nuclear Regulatory Commission (NRC) to construct the geologic repository. Following successful construction DOE will update its license application to operate the repository.

The Black Hawk district in New Mexico hosts an unusual type of deposit: arsenide five-element veins. These deposits are Ag-Co-Ni-Bi-As-bearing carbonate veins with local concentrations of U, Pb, Zn, Sb, and other elements. They are high-grade silver deposits (1000s g/t Ag), but low tonnage (<1 Mt) and difficult to find. By 1881, claims were staked and a town developed. It is estimated that >$1,500,000 was produced in 1883–1893, when Ag prices dropped due to the 1893 Ag panic. Solid Silver Mining Co. produced $600,000 from the Black Hawk mine; one car load contained $28,000 worth of silver! The town of Black Hawk grew to 125 population by November 1883. By the end of 1893, the town was vacant; nothing remains. The district was idle until 1916, and the mines operated sporadically since because of lack of available capital, water issues, and difficulty in finding ore shoots. The area is a favorite for mineral collectors. Tungsten was found in the district in 1935 in quartz veins associated with pegmatites. Metal production from 1881–1960 is estimated as 3,000 lbs Cu, 1,000 oz Au, 1,286,000 oz Ag, and 4,000 lbs Pb. In addition, 10,542 short tons of 2.7–71% WO ore and 615 short tons of fluorspar ore have been produced from the district.

An accepted statement of fact is that transportation next to agriculture is the second most important industry in the world. The transportation networks of the United States contributed immensely to the growth and prosperity of our nation. My objective is to make each and everyone here aware of the need for communication between geologists, mining engineers, purchasing agents and transportation managers. Only through a cooperative effort is it possible to reap the benefits of transportation in the industrial minerals field. Transportation is often thought of in terms of trucks, rail cars, barges, covered wagons or whatever. If this is your only exposure to the transportation industry then you probably spent most of your life in a cave.

Introduction Over the last five years, a large number of small- to medium-sized carbon-in-pulp treatment plants have been built in Australia, most designed to treat between 250,000 t/a and 1.5 Mt/a of ore. Because of the limited capital resources and tight cash-flow positions of these relatively small mining companies, the primary requirement was often to get a plant built and operating in a short period of time and at minimal capital cost. Therefore, since the inclusion of both pre-leach and tailings thickeners represents an obvious and significant capital cost, most of these plants were built without thickeners or even detailed, cost-benefit analyses on their inclusion. In some cases, the increasing use of High Rate Thickeners (HRTs) in the mineral processing industries has, however, resulted in a reassessment, because of their considerably lower cost. This reassessment was triggered primarily by the need to conserve water in arid mining areas where borefields are costly to install and water is limited. With the startup and operation of these installations, the resulting significant savings in cyanide consumption has been recognized, in many situations, as a primary justification for the installation of HRTs. Solution balances Degradation of cyanide occurs in the tailings water discharge to slime dams. The degree of degradation (cyanide loss) in the water recovered depends on a number of factors, but it is usually assumed to be about 90%. The most important mechanisms of CN loss are through HCN losses and oxidation by oxygen in the air, which also assists in the hydrolysis of CN. These mechanisms are supported by the large dam surface area and the long retention time of the tailings water in the dam. By thickening the CIP tailings at the plant and recovering as much tailings water as immediately possible, these losses are avoided. The retention time in an HRT is less than three hours, and the surface area is relatively small. Therefore, CN losses are negligible, which is not necessarily the case in conventionally-sized thickeners. Fig. I shows a block diagram of a 100-t/h gold plant without a thickener. In this example, 50% of the tailings water pumped to the tailings dam is recovered, and the CN concentration of the returned water is 10% of the tailings CN concentration of 150 ppm. Fig. 2 represents a plant with an HRT on tailings, thickening to 55% w/w solids. In this case, the thickened tailings are pumped to the dam, and 25% of the contained water is recovered. The recovered water and the mill make-up water are not sent directly to the mill; instead, they are added to the thickener feed and mixed with it prior to thickening. By doing this, the tailings are effectively washed, and the additional cyanide is recovered. Solution balances over these two circuits show cyanide recoveries of 5% and 65%, respectively. Thus, the thickener use increases cyanide recovery by 60%. Fig. 3 shows a two-stage HRT circuit in a countercurrent decantation (CCD) configuration. In this example, an additional 13% of cyanide is recovered through the use of the second-stage unit. This configuration can be justified when residual cyanide levels are high. Introduction The feeding to zero concept involves feeding 600 µm x 0 (28 mesh x 0) size raw coal to heavy media (magnetite) cyclones along with the +600 µm (+28 mesh) size coal. Traditional circuits employ desliming or removing the 600 µm x 0 (28 mesh x 0) size fraction and feeding the cyclones +600 µm (+28 mesh) size coal. The feeding to zero concept recirculates 600 µm x 0 (28 mesh x 0) fines in the circuit. At the same time, a portion of the fine material is continuously withdrawn and recovered. This, in turn, prevents a fines buildup. This concept eliminates desliming screens and secondary fines circuitry for recovery of 600 x 150 µm (28 mesh x 100 mesh) coal. The result is a very simple circuit. Feeding to zero at Island Creek Island Creek Corp. was the first involved with the new concept in 1976. The company needed a temporary plant for the 9.5 mm x 0 (0.4 in. x 0) raw coal at its Pond Fork mine, near Madison, WV, while a full-scale plant was being designed and built. At that time, the Childress Corp., of Beckley, WV, became interested in the feeding to zero concept. Island Creek awarded a contract to Childress to build a single cyclone modular plant, incorporating this feeding to zero concept. The plant was erected in three months. The Pond Fork modular plant proved successful in attaining the desired feed rate of about 63.5 t/h (70 stph), while maintaining good separating efficiencies and low magnetite consumption rates. The 9.5 mm x 150 µm (0.4 in. x 100 mesh) clean coal was recovered and the 150 µm x 0 (100 mesh x 0) size was disposed of to waste. The full-scale plant was completed about two years later and the Pond Fork modular plant was moved to Holden, WV. There, it was incorporated into the Holden 29 preparation plant as a separate circuit for cleaning -25 mm (-1 in.) coal. In 1976, a similar plant was installed in Virginia by another company. These two plants are believed to be the first two operational plants in the United States incorporating the feeding to zero concept. Island Creek subsequently contracted with Childress for an identical plant at the Coal Mountain operation in West Virginia. The plant operated for three years before the mine was closed. The unit was then moved to the Spurlock mine near Martin, KY where it continues to operate. The successful operation of the Pond Fork and Coal Mountain plants before and after relocation proved both the performance and moveability of this type of circuit when constructed in a modular fashion. Since the first two plants were built, Island Creek has incorporated the feeding to zero circuit in nine additional plants. A grand total of 33 cyclones have been installed using this concept. One is the Providence mine, near Providence. Providence preparation plant Island Creek contracted with J.O. Lively Corp. of Glen White, WV in July 1978 for the construction of the Providence preparation plant. The plant began operation in February 1979. The construction period was about halved by building the plant with modular design concepts. Prefabricated sections, floors, and sides were brought in as units and then bolted in place. The Providence plant has a good track record of processing coal at a feed rate of 454 kt/h (500 stph). Feed coal to the plant has an average ash content of about 18% and sulfur content of about 4.5%. It contains about 22% refuse. The coal product has an average ash content of about 8% and sulfur content is about 3%. Raw West Kentucky No. 9 seam coal is conveyed from a box cut in the Providence mine to a rotary breaker. The breaker is fitted with 74 mm-diam (3 in.-diam) opening breaker plates. Therefore, it is well suited for removing trash, roof bolts, wood, and pyritic balls that are common in Illinois Basin coal. The -75 mm (-3 in.) coal is conveyed from the rotary breaker to

For the past ten years Paques has been engaged in the development and installation of treatment systems based on biotechnological processes to remove sulfur compounds from water, air and gaseous streams. Metal and sulfate can be removed from mine waters using two biological steps: 1. Sulfate reducing bacteria convert sulfate to hydrogen sulfide (H2S). The H2S reacts with the dissolved metals to form insoluble metal sulfide precipitates. 2. Sulfide oxidizing bacteria convert excess H2S to elemental sulfur. Paques has designed and installed a groundwater treatment system for the Budelco zinc refinery in the Netherlands to remove metals and sulfate as described above. The system has been operating since May 1992 treating a flow of 5000 m /d. A pilot plant started operation in November 1995 at Kennecott&apos;s Bingham Canyon Utah copper mine to develop the processes for metal and sulfate removal from groundwater and selective copper recovery from leach water. The principle of the biotechnological methods, full scale experience, and an overview of the test program at the copper mine are presented.

"It is well known that froth visual features reflect the operating conditions of the flotation process, so that being able to accurately obtain the froth properties is the most significant criteria to optimize and control this process. Froth segmentation is a useful procedure that can determine the bubble size distribution. Several algorithms have been proposed in this field, but marker-based watershed transform shows the best performance. In spite of this fact, the algorithm suffers from oversegmentation in cases when the flotation froth includes large bubbles along with small ones. In the paper, the marker-based watershed method is modified to prevent oversegmentation of large bubbles. The developed algorithm is validated using some froth images captured at different operating conditions, so the results indicate that the method can segment the mixture of big and small bubbles effectively.IntroductionFroth flotation is a widely used process for separating valuable from gangue minerals. Effective control of flotation circuits has a dramatic effect on overall performance of a mineral processing plant. In most flotation plants, process operators monitor the froth surface visually and make adjustments to process parameters based on their interpretation of the surface appearance and their idea of the appearance of an ideal froth. However, due to natural complexity of the flotation process, achieving optimal control is often not possible for human operators.In recent years, attempts have been made to control the flotation circuits using machine vision systems (Moolman et al., 1995; 1996a,b; Bartolacci et al., 2006; Kaartinen et al., 2006; Vanegas and Holtham, 2008; Aldrich et al., 2010). The froth bubble size distribution is the most significant control variable that reflects the operating conditions in a flotation machine. To date, a number of approaches have been proposed for bubble size measurement from froth images, including segmentation (Sadr-kazemi and Cilliers, 1997; Wang et al., 2003; Mehrshad and Massinaei, 2011), texture spectrum (Nguyen and Thornton, 1995), wavelet (Liu et al., 2005), an improved texture spectrum approach, a method based on binary images (Lin et al., 2008) and, finally, using interfacial morphological information (Yang et al., 2009)."

Hydrometallurgical processes for copper flotation concentrates avoid the S02 emission problems associated with smelting, but they require oxidation of copper to obtain solubilization during leaching. The resulting copper ions must be reduced to metal, which normally requires large amounts of energy or energy equivalent reagents such as hydrogen or iron. The conventional reduction method is electrowinning which is labor intensive and involves 35 to 40% of both the en-tire operating and capital cost of the better hydrometallurgical processes. Smeltermen are correct in criticizing the available hydrometallurgical processes for being more energy intensive than modern smelting processes. Clearly, there is considerable incentive to reduce the cost and energy required for reducing copper ions from solution. Furthermore, it is thermodynamically possible to do this using sulfur contained in the concentrate itself. In fact, the thermodynamic potential of oxidizing sulfur from S+4 to the S+6 state is greater than required to reduce cupric ion to metallic copper. (1) Realization of this potential in a practical process would significantly reduce the cost of hydrometallurgical processing of sulfide concentrates because sulfur would become a cost-free reducing agent. An apparently practical method is to use SO3 and HSO3 ions, obtained by ammonia scrubbing of SO2 from a concentrate roaster gas, to reduce leached copper to metal in an autoclave. This reduction step is the Jumau 1907 patent. (2) A series of steps including sulfite reduction constituting a crude flowsheet was suggested by Parker in 1976(3), but apparently little development work has been done by him, since he has been interested in new routes of refining the resulting copper powder. The purposes of the present paper are to elaborate on the Jumau-Parker thrust. Describe a detailed complete sulfite process flowsheet based on materials and energy balances, discuss the chemistry, and discuss further work that is required to develop this process. The results of the present paper are largely based on a synthesis of the steps using handbook chemistry. Process materials, utilities costs, and energy requirements are projected to be unusually low.

The present work describes an investigation of a hydrometallurgical process for the recovery of mercury from spent silver oxide button cells. The cell paste was leached in nitric acid to solubilize silver, mercury and zinc. The optimum leaching conditions, in which mercury is entirely converted to Hg2+ ions and, therefore, does not coprecipitate with silver chloride during treatment with potassium chloride solution, were 1.0 M HNO3, 45° C, 1 hour and 200 rpm. After the silver was removed from the solution, mercury was cemented out with zinc powder with an efficiency greater than 99%. In the cementation experiments, the amount of zinc powder, shaking rate, temperature and solution pH were investigated in detail. The mercury recovery (%) increased as the amounts of zinc powder and the temperature were increased. Zinc hydroxide was precipitated from the waste solution by the addition of sodium hydroxide. The Zn(OH)2 precipitate was then converted to zinc oxide. The proposed process is proven to be simple, straightforward and environmentally friendly.

Flotation collectors play a crucial role in mineral flotation by selectively adhering to mineral surfaces and aiding in their separation from gangue material. They are heteropolar molecules, as defined by Sutherland and Wark (1955), featuring non-polar hydrocarbon chains and polar groups interacting with mineral surfaces to induce hydrophobicity selectively. The importance of collectors in mineral processing, as underscored by Lotter and Bradshaw (2010), lies in their ability to enhance recovery rates and improve selectivity, thereby optimizing the extraction of valuable minerals from complex ores. Collectors are classified based on their mechanism of action, as proposed by Laskowski (2010). This classification categorizes collectors into three groups: water-soluble compounds, water-insoluble “oily” collectors, and water-insoluble amphipathic compounds forming molecular films at the water/gas interface. This complements the chemical structure-based classification by Sutherland and Wark (1955) and Suoninen and Laajalehto (1993), offering a comprehensive understanding of collector diversity in flotation systems. Collector selection is an iterative process crucial for optimizing mineral processing efficiency, as emphasized by Lotter and Bradshaw (2010). Understanding the significance of collector mixing or synergy outcomes is paramount for enhancing mineral flotation efficiency and sustainability. Taguta, O’Connor, and McFadzean (2018) demonstrate that mixed collector systems enhance interaction enthalpies and microflotation recoveries, indicating improved performance. McFadzean, Castelyn, and O’Connor (2012), along with Critchley and Riaz (1991), delve into investigating synergistic interactions between collectors, offering insights for strategic selection. Observations from the study of collector synergy, as noted by Wakamatsu et al. (1980), reveal nuanced relationships surpassing individual collector behaviors. The methodology outlined in this paper provides valuable guidance for classifying and selecting collectors based on specific application needs, while also suggesting the potential for synergistically improving recovery across fine, intermediate, and coarse particles.

Kennecott Copper Corporation has developed a new hydrometallurgical process for extracting nickel, copper, cobalt and molybdenum from maganese nodules. This process (KCC Cuprion Process) utilizes a reduction leach operating at atmospheric pressure in the temperature range of 45 C to 50 C and has been successfully demonstrated in a continuous pilot plant processing 800 lbs of nodule ore per day. The chemistry, basic flow sheet and operating characteristics are presented and discussed.

The thermal conductivity of rock surrounding the airway is one of the most important thermal properties for estimating strata heat transfer into the mine air and for designing the air-cooling strategies. Several laboratory methods are available for the determination of thermal conductivity; however, most of them are complex and cumbersome. The present study explains the working principle of Lee’s apparatus which is relatively simple, easy to fabricate and use, and provides consistent results. In the present study, thermal conductivities of sandstone cores obtained from an Indian coal mine are determined using Lee’s apparatus. An approach is discussed for determining the temperature gradient of sandstone specimens while cooling and used for calculating thermal conductivity. The thermal conductivity of different sandstone specimens attains values between 2.37 and 2.59 W m− 1 °C−1. For different sandstone cores obtained from the field, properties including specific gravity, specific heat capacity, thermal diffusivity, and porosity, along with thermal conductivity, are determined and highlighted in this study.

Figure # 1 Shows a new concept combining some of the proven application advantages of the power shovel with which we are all familiar, and applies the advantages of the dragline for the benefit of the user. First, the hydraulic excavator enjoys tooth forces of the shovel because the dipper is attached to the machine with a dipperstick and boom, and can often actually realize greater tooth forces than a shovel because of the prize action of the dipper in hard digging. Second, the hydraulic excavator enjoys the application advantage of the dragline because both the operator and the machine are up above, sitting on top where the operator oversees the excavation and the machine&apos;s operating work range is greatly increased.

There is considerable interest in the iron and steel industry in the development of technologies that can reduce carbon dioxide emissions, as the iron and steel industry is the third largest producer of carbon emissions in the world, after automobiles and the power generation industry. The E-Iron Iron Nugget Making Process, invented by Dr. Komar Kawatra and Dr. Tim Eisele, provided a major breakthrough in the iron making process as the process uses biomass in the form of hard wood or soft wood as the reductant in the place of coal. Dr. Kawatra recognized that biomass is rich in both carbon monoxide and hydrogen, two important reducing agents. This resulted in initial experiments conducted by Dr. Kawatra and Dr. Eisele in the laboratories of the Chemical Engineering Department of Michigan Technological University (Michigan Tech) that prepared self-reducing pellets with wheat flour as the reductant and limestone/dolomite as the flux. Initial results were encouraging so they extended their work to include hardwood, which is in huge supply in the forests of Michigan and Minnesota, as the reductant. Dr. Kawatra has also applied the E-Iron Technology to other iron bearing minerals to produce pig iron grade iron nuggets. He used the E-Iron Process to convert red mud, a high iron waste product of the aluminum industry, into pig iron nuggets with the rare earth elements reporting to the slag. This work resulted in a patent with Dr. Kawatra and Dr. Michael Archambeau named as the inventors. Dr. Kawatra then extracted the rare earth elements as a separate high value bi-product using oxalic acid, which he produced from carbon dioxide. Dr. Kawatra also conducted a test program that produced pig iron nuggets from New Zealand beach sands. The vanadium in the beach sands was retained in the iron nuggets, recoverable as a valuable bi- product in a separate process. The titanium dioxide in the beach sands reported to the slag. This demonstrates the potential use of the E-Iron Process to convert the large ilmenite reserves in Northern Minnesota into pig iron and titanium dioxide. Another use of the E-Iron Process discovered by Dr. Kawatra was its ability to produce iron nuggets from manganiferous ores. Dr. Kawatra was able to direct the manganese into either the metal or slag by adjusting process temperature. The above discoveries are included in several patents that were assigned to Carbontec Energy. This presentation will only address the use of the E-Iron Process to produce pig iron nuggets from steel mill waste and un-pelletized, mid-grade iron ore. Carbontec Energy Corporation agreed to sponsor additional research directed at improving this new technology that would later be trade named, The E-Iron Process. Carbontec Energy conducted further work that proved that the E-Iron technology could also convert steel mill waste into metallurgically acceptable iron nuggets. Carbontec also collaborated with the Lawrence Livermore National Laboratory and Purdue University Northwest to conduct a Department of Energy (DOE) sponsored program that would use their high performance computer capability to both verify and model the E-Iron Process. Purdue University Northwest reported that the E-Iron Process can produce pig iron nuggets with 85% less carbon emissions than a blast furnace. The E-Iron Process is similar to the ITmK3 process, developed by Kobe Steel, that also produces iron nuggets but uses coal as the reductant.

Falconbridge, Ltd. operates six mines (the strathcona, Fraser, Lockerby, Onaping, East and Kidd Creek) in the Sudbury and Timmins districts of northern Ontario (Fig. 1). These mines vary in depth to approximately 1500m and experience a wide variety of ground conditions. Problems of greatest concern include rockbursting, backfill pillar stability, wall and pillar stability, and the use of cable anchors. A study was initiated approximately two years ago to identify how numerical models could aid in the examination and possible understanding or solution of these problems. This paper discusses the use of numerical models at Falconbridge and describes a case history of their use in examination of rockbursting at the Strathcona Mine.

In the recent past, there have been numerous projections of the capital requirements for additional mine and processing capacities required to meet projected non-Communist World demand for minerals during the next 15 years. A consensus judgment would place this currently at $14 billion per year, with the largest expenditures required for increases in aluminum and copper production. Until the early 1960&apos;s, internally-generated funds were used to finance nearly all of the large mining companies&apos; capital requirements. Since that time, however, the enormous rise in capital costs per ton of capacity, accompanied by a relative stagnation in the financial condition of many of the major mining companies, have caused the industry to begin to rely on external sources for financing expansion, most notably, project financing from commercial banks and institutional lenders. Seven years ago, it was estimated that, in the five-year period 1972-1976,75% of the total capital requirements of $10 billion per year would come from internally-generated funds, with the balance to be provided by external sources. l There is little doubt that, in the coming decade, the percentage provided by external sources will increase. There should be little difficulty in attracting the necessary investment within the U.S., particularly in view of the expected continuation of companies in diverse industries seeking mineral investment opportunities. The more serious question lies in the availability of internal and external sources of funds for the expansion of mine and smelting capacity in the developing countries. Recently, R. F. Mikesell projected an average annual investment of $4.7 billion (in 1977 prices) over the 1977-1990 period would be required from foreign sources to expand metal producing capacity in developing countries. Mikesell concluded that external financing of mining projects in the developing world has averaged less than $1 billion per year over the past five years, thereby requiring more than a quadru1ling of this financing over the next decade.
