In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

To obtain the combustion process of a coal fire, a high-temperature programmed system is used to simulate the spontaneous combustion process of fresh and weathered coals. Both fresh coal and weathered coals from Liulingou, Inner Mongolia, China, were used to examine the gas releases from constant temperature to 650°C. Moreover, gas release rate was used to calculate the characteristic temperatures. The results showed the coal samples lasted to oxidise under high temperatures, and released plenty of heat to assist self-heating. The humic acid contained inside the weathered coal went through thermal decomposition as temperature rising and generated gases. This resulted in increasing concentrations of CO, CO2, CH4, C2H4, and C2H6. Changes of CH4, C2H4, and C2H6 gases were also similar. For weathered coal, concentrations of three gases were kept in balance under low temperatures, increased rapidly with the temperature rising. After the ignition temperature, the concentration of hydrocarbon was reduced. In addition, particle size affected coal spontaneous combustion. Coal samples with less than 0.9 mm in size produced much more CO than others. Our Western Australian Operations are a signatory to the WA Cleaner Production Statement, through which we provide a Cleaner Production Plan to the State Government on a voluntary basis. Hainan Province (Hainan Island) in South China hosts numerous Mo-polymetallic ore deposits that are genetically related to Cretaceous granitoid intrusions. Laser ablation inductively coupled mass spectrometry (LA-ICP-MS) zircon U-Pb dating and molybdenite Re-Os dating reveal three metallogenic episodes: the late Early Cretaceous (ca 112 Ma), the late Early to Late Cretaceous (ca 95–106 Ma) and the Late Cretaceous (ca 72–89 Ma). The third mineralising episode might represent the youngest Mo mineralising event in East China. Results from this study demonstrate that Mo mineralisation on Hainan Island occurred under an extensional setting that was prevailing in the late Mesozoic (ca 180–67 Ma) in South China, which was likely due to the slab rollback of the subducted palaeo-Pacific plate beneath the South China continent.CITATION:Xu, D R, Hu, G C, Wu, C J, Fu, Y R and Chen, H, 2015. Over the years, predictive techniques for Acid Mine Drainage (AMD) and the natural processes affecting acid generation have received considerable attention. Less emphasis has been placed on the sampling strategy and the integration of testwork results with the geological data base. The sampling strategy employed and the development of a geological model to determine the spatial distribution and volume of acid producing material are often crucial for developing cost-effective containment and mitigation measures. The geological model provides a link between the occurrence, timing, destination and placement of mined waste rock. Careful and accurate interrogation of a comprehensive geological database provides this linkage. The AMD testwork program at Cadia in NSW has been designed to identify the temporal selective handling requirements that will be required during operation. Sampling involved collection of representative combinations of all waste rock types identified within an extensive geological database. These samples were subjected to static, kinetic and accelerated weathering predictive tests. Preliminary results have been used to construct a waste block model for the deposit that identifies the quantity and distribution of acid producing material. Integration of the block model with the mine scheduling determines when the material will be mined.

In this paper, the Australian thick coal seam underground mining potential is highlighted and the characteristics are investigated by analysing a thick seam database. It is clear that thick coal seam resources should be mined with a high recovery, productive, efficient as well as a safe and reliable mining method. Longwall Top-Coal Caving (LTCC) is the most recent thick coal seam mining method which has been developed and extensively used in China for the last ten years. The successful applications indicate that this method has a very high recovery and productivity rate and less development cost in comparison with any other thick coal seam mining method. One of the aims of the current study is to seek potential for the application of LTCC as a thick seam mining method in Australia. In this paper, preliminary results of investigation on Australian thickseam potential are given and results of data analysis for potential LTCC seams in Australia are described. The outcome of this study shows a great promise for the application of LTCC in Australian coal industry.

Higher bed height up to 680 mm, including 30 mm hearth layer of sized return sinter and high suction below the grate bars up to 1400 mm WG have resulted in increasing the productivity to a level of 33 t/m2/day and reduced coke rate to a level of 46 kg/tonne sinter. The ferro-wastes like blue dust, flue dust, mill scale, collection from dust catcher and gas cleaning plant, etc have been successfully added in charge mix to produce quality sinters. In this paper, brief description of the work done at Regional Research Laboratory (CSIR) in last few years and two case studies are discussed including the successful development of pan sintering units.

Coal seam gas (CSG) exploration and development requires the abstraction of significant amounts of water. This is so because gas desorbtion in coal seams takes place only after aquifer pressure has been reduced by prolonged pumping of aquifer water. CSG waters have a specific geochemical signature which is a product of their formation process. These waters have high bicarbonate, high sodium, low calcium, low magnesium, and very low sulphate concentrations. Additionally, chloride concentrations may be high depending on the coal depositional environment. This particular signature is not only useful for exploration purposes, but it also highlights potential environmental issues that can arise as a consequence of CSG water disposal. Since 2002 L&M Coal Seam Gas Ltd and CRL Energy Ltd, have been involved in exploration and development of CSG in New Zealand. Anticipating disposal of CSG waters as a key issue in CSG development, they have been assessing CSG water quality along with exploration work. Coal seam gas water samples from an exploration well in Maramarua closely follow the geochemical signature associated with CSG waters. This has helped to identify CSG potential, while at the same time assessing the chemical characteristics and water generation processes in the aquifer. Neutral pH and high alkalinity suggest that these waters could be easily managed once the sodium and chloride concentrations are reduced to acceptable levels.

Constraints on the mineral industry are best treated as issues that have to be understood and managed in partnership rather than in conflict with communities. TheZapopan development at Mt Todd in Australia and the Martha Hill development at Waihi in New Zealand are but two of many recent successful examples at the local level.   However, at the national level, the issues are more complex and more difficult to resolve because the most influential stakeholders are now the urban electorates and governments defer to their perceptions when making decisions and policy. In the developed countries, government policies for the development of mineral resources have been progressively eroded since the early 1970s. At the same time policies for the environment and for native land rights have generally been carried out in a way that has reduced access to minerals and increased the cost and risks for prospectors and developers (Hancock, 1995). Since the end of the Cold War, the lesser developed countries (LDCs) have introduced policies to attract investment in their mineral resources that remained undeveloped under previous unstable or hostile regimes. The increased attraction of these LDCs and the decreased attraction of the developed countries has caused many Australian and North American companies to outlay increasing proportions of their budgets and capital investment in the LDCs.   Significantly, LDC policies for environment protection do not discourage exploration and mine development, Surveys of the relative appeal of the LDCs and the traditional mining countries of the developed world, rate Chile, Argentina and Indonesia ahead of Australia and Canada in terms of risk, delays and ease of doing business (Australian Mining Monthly, February 1994).

Straits completed its Feasibility study on the Whim Creek Copper Project in 1996. At this stage WCCP provided Straits with an open pit mine - heap leach - SX-EW copper project to follow on from its successful Girilambone Copper Operation (GCC). Since this time Straits has continued to review WCCP investigating a number of development and production scenarios. The development of Whim Creek, early 2004 and is on schedule to commence copper production in the final quarter of 2004. On current reserves Whim Creek will produce approximately 17 000 tonnes of copper cathode per annum for three to four years, at cash costs of The paper will cover a general description of the project, the project development and key design issues. Additional construction related issues associated with the complete relocation of the GCC plant to Whim Creek will be covered in the conference presentation.

This paper reviews rehabilitation, closure, and post-closure management of the Tui, Golden Cross, and Martha Mines, all of which are located in the Waikato Region of New Zealand. There was no requirement for rehabilitation of the Tui mine, which was abandoned in 1973. There was a requirement to rehabilitate the Golden Cross mine. Mining at that site ceased in 1997, and rehabilitation is now well advanced. When first approved, there were some requirements for rehabilitation of the Martha Mine, but when reconsented in 1998, those were extended, and in addition a requirement for post-closure management was included. As a result, a Trust, funded by the mining company, has been established to take long-term responsibility for the site following completion of closure. The different rehabilitation/closure requirements at each of these sites illustrates that we have learnt something from the experiences of the past.

Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

The treatment plant at Martha Mine was upgraded from a nominal throughput of 110tph (O.93mtpa) to 150tph (1.25mtpa) late 1999. Post-upgrade performance did not meet expectations when treating either the competent primary ore or the clay-rich oxide ore.   ò Plant throughput is constrained by milling capacity when treating the competent primary ore. This is not an issue at present as current plant feed is oxide ore from the top of the open-pit, but will become so in future years as the pit deepens. To counter this future threat, ball mill power has been restored to 1100kW through modifications to the drive train. The addition of a crushing circuit may also be necessary.   ò Plant throughput was originally constrained by thickener and leach/adsorption tank issues when treating the oxide are. Changes to plant equipment and operations has seen the removal of these constraints and throughput on this material is no longer a problem.   The most significant issue facing plant staff at present is the high silver grade and its impact on gold recovery. These high grades impact upon recovery through losses caused by insufficient leach and adsorption capacity. To counter this, the geology, mining, and milling teams are working together to blend the high grade silver zones with lower grade ores - this is seen to be the quickest and most cost effective way to deal with the issue. The plant design has also been evaluated with a view to modifying it to cope with the higher silver grades. The viability of these modifications will depend on cost and time (that is, the length of time to implement any modifications versus the length of time to mine out the high silver zones).

A general description of the geology of the Southern Coalfield is given. The relationship between the Illawarra Coal Measures, the overlying Triassic and the underlying Upper Marine Series, of Permian age as are the Coal Measures, is briefly explained and thestratigraphy of each is described. The eight coal seams are then treated in slightly more detail as to their thickness, quality, areas of distribution and best occurrences.In the last few years each of the authors has been concerned with one phase or other of the stTucture of the field in detail or in mining operations with the result that it is now possible to name a number of monoclines, anticlines, domes and synclines defined in detail. A minor quantitative study has been made of faults and dykes with regard to form, direction intensity and inter-relationship. It seems probable that with the further collection of data a more detailed study in these matters will be of considerable value to the economy of mining in the Southern Coalfield.

Shortly after Denny, Robson, and Irwin published their first paper in 1937, on the prevention of silicosis by metallic aluminium, experiments were begun on the practical application of the discovery.It was thought at that time that aluminium powder, to be effective in aluminium therapy, would have to be intimately admixed with siliceous dust at the latter's source. There followed several years of experimental work underground, during which the application of aluminium powder was tested in:(1) Speakers on machine columns, vibrated by drills.(2) Vials placed in drill holes to be blasted.(3) Both homogeneous and heterogeneous mixture with explosives.(4) Packages with tamping.(5) Compressed-air lines.(6) Special compressed-air ejectors for use while drilling and after blasting.(7) The discharge of ventilation fans.(8) The filters of respirators.It was concluded from this research that any adequate method of introducing aluminium powder into a mine atmosphere would require too much extra gear, supervision, and aluminium p;wder, and would interfere unduly with underground routine.Later, animal experiments by Denny, Robson, and Irwin2 showed that aluminium powder provided effective therapy when inhaled independent of silica dust. Therefore, some means of surface treatment was deemed more practical.APPARATUS USED IN THE DEVELOPMENT OF ALUMINIUM PROPHYLAXIS SAMPLINGA basic requirement was a method of sampling to assess accurately the particle-size concentrations of dispersed aluminium powder. Konimetry, though regularly practised at McIrityre, was inadequate for the research in mind. On the other hand, the efficiency of the thermal precipitator was recognized as being very high. Deformed regions of the Hamersley Province, Western Australia, contain several major iron ore deposits where banded iron-formation (BIF) of the Dales Gorge Member was converted to martite-microplaty hematite. The genesis of these ores remains controversial, in part because no study has systematically documented how stratigraphically equivalent rocks change chemically from undeformed regions into the deposits. Profound chemical and mineralogical differences do occur between rocks in the undeformed north and mineralised south. BIF and shale can be classified into three types: BIF, altered BIF and iron ore, and black shale, altered black shale and red shale. A series of low temperature (20 to 250¦C) chemical reactions can explain the observed differences in chemistry and mineralogy. The inferred reaction paths indicate that no single process could have produced all of the altered rocks at Mt Whaleback. Recently described carbonate-rich, silica-poor rocks at Mt Tom Price (Taylor et al, 2001) suggest this alteration sequence is even more complex. Our favoured explanation for the genesis of hematite ores is one that can explain deposits at Mt Whaleback and Mt Tom Price: following regional metamorphism, hydrothermal fluids locally formed carbonate-rich, silica-poor BIF with magnetite and carbonate-rich altered black shale. Subsequent surface derived fluids oxidised this magnetite, crystallised microplaty hematite (mpl) and eventually dissolved carbonates and silicates leaving high-grade ore. Either during or sometime after mineralisation, acidic, oxygenated fluids converted altered black shale to red shale and unaltered BIF to martite-rich BIF without carbonates across the southeast of the province.

Oxygen and carbon isotope mapping of hydrothermally altered wall rocks was applied to the blind ore prospecting of skarn Pb-Zn deposits in the Kamioka mining district, centralJapan, where the wall rocks consist of heterogeneous rock units. The results (d18OSMOW of -1.1 to +17.3ë and d13CPDB of -5.0 to +4.8ë for limestones, and d18OSMOW of -0.8 to +12.5ë for silicate rocks) show isotope zonations of the wall rocks with depletions in heavy isotopes (18O and 13C) toward the centre of mineralization. The isotope zonations likely formed by interaction of migrating thermal waters with the wall rocks during the mineralisation. The heavy-isotope depleted zone, which indicates higher temperature or higher water-to-rock ratio of the system, occurs in the footwall of a fault, indicating that the fault played the role of main conduit of the ore-forming fluids. A heavy-isotope depleted zone was also found in an area, where significant mineralisation had yet to be identified. Recent drilling in this area has intercepted a zone with a grade of 16.0% Zn, 0.8% Pb, and 35g Ag per metric tonne at a depth of about 360 m.
