This paper provides an example of how industry can respond to the implementation of new regulatory approaches to mining risk, health and safety by adopting a robust, practical, software-based approach to the management of risk accountabilities in terms of competence, experience and suitability for obligations and responsibilities, as required in Queensland Coal Mining operations due to the introduction of Recognised Standard 22 (‘RS22’; Resources Safety and Health Queensland, 2021). Based on the authors’ experience from working with several Qld mine operations, it offers a snapshot of the experiences, approaches and reservations faced collectively by industry as a result of the introduction of RS22. Several challenges exist within the detail of RS22, leading to varied interpretations, implementation strategies and overall compliance between mine sites. Arguably the single biggest challenge identified has been how to find a balance between compliance and practicality – considering cost, operational interruption, available pathways for delivery of competence, ongoing compliance and value adding to the business operations and people. Software-based solutions are increasingly being relied upon to address the introduction of new regulatory approaches and the significant administrative load placed on mining operation Site Senior Executives (‘SSE’) due to RS22 means this case is no different. This is further complicated given the continuous, ongoing changes with the site management structure witnessed by the authors across each of the mining operations as a result of continuous changes to personnel, the site risk profile and an overall mining industry uncertainty of how to respond to RS22. The stringent reporting/notification requirements under legislation compounds this further. The approach put forward by the authors is a well-considered rationale and approach to the application of training and skilling; and equally how to ‘future proof’ the coordination of site training needs around changes to the Management Structure, the Risk Register, skilling processes and succession planning. A brief investigation of other legislative frameworks concluded this approach would likely meet or exceed expectations of jurisdictions across Australia and overseas, making this a highly flexible approach for establishing a competent Management Structure to provide safe systems of work.

In response to the need for improved magnetic separators for beneficiation of fine grained iron ores that have been finely ground to liberate the iron minerals from the gangue, a series of high efficiency wet drum permanent magnetic separators (T-GCT) has been developed by Maanshan Tiangong Technology Co Ltd. These magnetic separators have high efficiency for separating superfine strongly magnetic minerals and the ability to produce high-grade concentrates with high recovery. They are ideal replacements for conventional drum magnetic separators, especially for treating superfine particles.

Fatality prevention and zero harm are key focus areas for resource companies. However, they remain an ongoing challenge for high hazard industries, including the mining sector. As one example the latest International Council on Mining and Metals (ICMM) Safety Performance Report shows that, while there is generally a declining fatality trend since the organisation commenced publishing data in 2012, there were still 33 fatalities across member companies in 2022 (ICMM, 2023b). Every fatal incident brings significant pain and suffering to the colleagues, friends and family of those involved, however the failures and causal factors leading to each incident are frequently very familiar to people working in the industry, particularly those tasked with managing risk and safety. In the words of Dame Judith Hackitt, Grenfell Tower Fire Investigator, ‘there are no new accidents – just different people making the same mistakes because they haven’t learned’ (Hackitt, 2022). The recurring themes in terms of the nature of fatal hazards and their associated causes across the mining sector show that, despite improvements evidenced by the favourable declining fatality trends over the long-term (in general and outside of catastrophic multiple fatality events), changes are required to achieve fatality elimination and the aspiration of zero harm. This extended abstract and the accompanying presentation apply a mining frame of reference to the idea that there are no new accidents, examining how this applies within the industry and why the lessons from past failures are not always well understood or applied to prevent the reoccurrence of material unwanted events. Many contemporary mining and resources organisations have extensive internal incident history data and a wide variety of information on fatality incidents is publicly available, including the annual ICMM Safety Performance Report. This extended abstract and the accompanying presentation explore how this existing data can be used effectively to learn from the past and proposes practical ideas regarding strategies for successful knowledge transfer to the workforce as a key component of preventing history repeating and improving safety performance across the industry. As noted by ICMM, ‘sharing lessons from failure is vital to improving health and safety, but it’s not enough’ (ICMM, 2023a).

Sampling errors result from heterogeneities within the lot under study. Within a rock mass in situ heterogeneity results in the geological nugget effect, which accounts for most of the natural variability. In broken rock, constitution and distribution heterogeneities are important. A major result of the constitution heterogeneity is the Fundamental Sampling Error (FSE) which is the smallest residual error that can be achieved. It cannot be eliminated, but can be minimised and refl ects the fact that the broken rock sampling process is never completely free of error. Together with other sampling errors, FSE contributes to the total nugget effect. The FSE for a sampling protocol can be evaluated using the so-called Gy equation. Its practical applications to low-grade gold ores have often been unsuccessful due to problems linking the FSE and minimum sampling mass and the defi nition of key parameters such as the liberation diameter. Well-designed sample protocols minimise the total sampling error and hence the nugget effect. Reduction of the nugget effect is a key requirement for all sampling programs whether related to exploration and resource evaluation, metallurgical test sampling, grade control or metallurgical plant sampling. This contribution reviews the relationship between heterogeneity, FSE and nugget effect in gold deposits; and emphasises the need for FSE management throughout the mine value chain.

Over the past three decades, mining operations have seen a significant increase in the use of contractors for mining, camp management and catering, recruitment, maintenance, power management, and commissioning. More recently contractors have been engaged for stores and logistics, OH&S, environmental, exploration, training etc. In some countries, such as South Africa, the trend is towards total outsourcing of all aspects of a mining operation which is coordinated by the owners’ management team.During the Global Financial Crisis (GFC) more Australian companies considered and/or took on this approach to recruiting for both projects and operations as mining companies were forced to rethink their corporate strategies as commodity prices plummeted to low levels, pushing operations and projects into potentially financially unviable territory.This paper discusses the labour recruitment, commissioning and operating strategy of Western Areas NL (WSA), with the assistance of Independent Metallurgical Operations Pty Ltd (IMO), as it progressed construction, commissioning and operation of the Cosmic Boy nickel concentrator at the Forrestania Nickel Project during and post GFC. The use of IMO contractors allowed Western Areas to mitigate labour cost risk during the uncertainty caused by the GFC and let their management team focus on the task of bringing a new operation into viable and profitable production.

Best practice for the submission of samples to an internal or commercial laboratory requires quality control materials to be included for the purpose of independently and comprehensively assessing laboratory performance. These quality controls include the use of certified reference materials (CRMs) and may be blind to the laboratory. Iron ore companies purchase these materials from reputable manufacturers from stock of run-of-mine materials at the appropriate grades. The international standard, ISO 17034 (ISO, 2016), specifies the competency requirements for organisations manufacturing reference materials, and includes rigorous requirements for the assessment of homogeneity, stability and establishment of property values and their uncertainties. Homogeneity is one of the most important measures of suitability for all certified reference materials and refers to the degree to which the composition and properties of a sample are uniform throughout the batch, relative to the analytical precision of the method. More specifically, homogeneity studies of candidate reference materials should be assessed for both within sample variance and between sample variance with appropriate statistical controls. The design and application of homogeneity studies are discussed as they apply to both crushed and pulverised reference materials. Crushed certified reference materials have been utilised by the iron ore industry for a number of years and provide the user with a critical assessment of variances in sample preparation in addition to analysis. Crushed reference materials are similar in presentation to an RC sample and are generally used as discrete parcels of material submitted to the laboratory from the field. Pulverise certified reference materials miss the sample preparation step and are subsampled from th delivered sachet at the point of analysis. This paper compares the relative homogeneity performance of crushed and pulverised certified reference materials by grade across key iron ore chemical constituents. Outcomes are benchmarked to the international standard ISO 9516 (ISO, 2003) for the determination of various elements in iron ores by lithium borate fusion and X-ray fluorescence. Practical implications are discussed with reference to a case study from an iron ore laboratory in the Pilbara.

The Jinfeng mine is Sino Gold's flagship project and is the second largest gold mine in China. Sino Gold Limited (SGL) holds 82 per cent equity in the Sino-Foreign joint venture Sino Guizhou Jinfeng Mining Limited (SGJML) with a Chinese partner. Jinfeng is located in a relatively remote site in southwestern Guizhou province. The orebody is considered to be the largest known Carlin type deposit in China. Jinfeng Plant has the world's third largest BIOX« bacterial oxidation facilities (790 t/d), treating highly refractory concentrate generated from crushing, semi-autogenous grinding (SAG) and ball milling and bulk sulfide flotation operations. The Jinfeng Plant construction started in February 2005, commissioning was completed in April 2007, and commercial gold production was achieved in September 2007. This paper describes the successful operations of Jinfeng Plant over the last two years. The key events of the project development are described, from the project background and process design, through to the commissioning and achieving design mill throughput of 3600 t/d resulting 180 000 ounces of gold per year. Process aspects of the BIOX« and carbon-in-leach (CIL) operations over the last two years are discussed which illustrate a very high BIOX« oxidation rate (more that 97 per cent) and excellent CIL recovery (more than 96 per cent). The management of the Jinfeng plant CIL tailings detoxification and filtration is described, and Jinfeng has became the first BIOX« processing plant to have achieved dry stacking of detoxified and pressure filtered CIL tailings. Current efforts to recover cyanide from CIL detoxified solution and the achievement of a zero discharge site water balance are also introduced. Many improvement projects have been made over the last two years which have culminated in a 15 per cent increase in mill throughput over the design and BIOX« CIL recovery increasing from 92.5 per cent to 96 per cent. Significant operating cost reductions from lowered of acid, lime and cyanide usage through process modifications and technical innovations are discussed.

For some time fine coal (-0.5 mm) flot ation has been considered as a bulk flotation problem. Combinations of hydrocarbon oils and frothers have been used as surface active agents in coal flotation. The selectivity of the flotation process has always been poor in such cases. With the increase in fine coal production due to mining methods and coal handling systems, optimisation of fine coal treatment.has become important. Petrographic and mineralogical composit- ions of coal particles have been reported to influence their flotability. The problem becomes more complex due to surface oxidation of coal and the presence of slime forming clay minerals in the run of mine coal. In this paper, the flotation problem is examined on the basis of various constituents of coal and their associated gangue minerals. The selection of reagents has been suggested on the basis of their surface chemical properties. Factors such as surface modific- ation of coal and gangue materials, flotation kinetics and hydrocarbon oil - coal inter- action have been critically evaluated to improve fine coal flotation recovery.

The development of present methods of pillar extraction has evolved from the very earliest of hand mining operations which were limited in scope by venti- lation and transport considerations. Conservation and safety considerations also have led to the current shortwall operations with conventional equipment and powered supports. The shortwall methods have had significant effects on safety, costs, con- servation, flexibility, and other aspects of pillar extraction. The present stage falls short of the ideal but is some guide to prediction in what direction may lie the ideal methods for the future.

Large areas of ground are permanently supported on coal pillars, both in extensive old workings and current drivages in active mining operations. Continued growth of civil infrastructure is resulting in more surface development above old bord and pillar mines and an increased need for mine development beneath existing surface structures and features. The result is a greater likelihood of conflict between miners, developers and regulatory bodies. However, over the last 40 years there has also been significant improvement in the general level of understanding of pillar behaviour and stability, both in Australia and overseas. This paper examines some of the issues to be considered when undermining surface structures or undertaking surface development above old workings. The Factor of Safety (FoS) methodology widely employed for the assessment of pillar stability is reviewed, including the key geometrical, geological and statistical concepts associated with the probability of pillar failure; local and international experiences are examined and significant parameters isolated. Common concerns are addressed in the context of actual practical experience, utilising a risk management approach. Recent advances in methods for the assessment of pillar stability are put forward, along with criteria for arriving at rational design outcomes.

There are two major aspects to wall control blasting – the potential for any blasthole to cause wall damage and the potential for a delayed sequence of blastholes to cause damage. The damage potential of individual blastholes is governed by standoff distance and charge weight. However, for locations sufficiently close to a highwall, dynamic finite element models and field measurements show that there is also a critical nature to those blastholes very close to the wall, over and above standoff distance. At many mine sites, the charge weight/standoff-distance is set by trial and error. Thus, a significant aspect of the present work is the determination of dynamic stress radiating from a blasthole. Unfortunately, the modelling and measurement of this dynamic stress is still faced with many difficulties. Typical models have questionable aspects, which casts serious doubt over their predictions, and it is shown that the Hustrulid Bar experimental technique does not correctly account for stress wave attenuation in extended media. In an attempt to solve the dynamic stress problem, the present work describes a model based on an exact solution under the assumption of viscoelastic material. The model takes full account of the rock mass elastic/viscoelastic properties, the explosive type, geometry and primer location and predicts a dynamic stress for direct comparison with the unconfined compressive strength of the local rock mass. This model predicts the standoff distance required to avoid damage due to a single blasthole. The behaviour of a delayed sequence of blastholes is analysed using an upgraded waveform superposition model, covering a range of initiation delay combinations, which predicts the peak particle motion (PPM) induced in the wall for each combination. This approach shows that there is no need to fire dedicated trim shots close to walls; all that is required is a carefully modified production shot. The mechanism of vibration screening is discussed, and its use in a superposition model highlights the potential of reverse firing (shield blasting) to reduce wall PPM. A conceptual model is also introduced to give a further insight to vibration screening and damage (via ground heave). This model predicts that a centre-lift blast will have a central heave profile and that a reverse-fired shot will produce a smaller power trough than that produced by a standard shot. It is demonstrated that the mechanism of presplit formation is not well understood; nevertheless, experimental evidence shows that presplits can be an effective method for reducing wall vibrations.CITATION:Blair, D P, 2015. BHP BillitonÆs new rotary iron ore car dumper installation at Finucane Island (Port Hedland) was constructed to increase the total capacity of the port facility from 110 Mtpa to 120 Mtpa and to allow for incremental capacity increases in future. The arrangement of the dumper is similar to other car dumper installations existing on site. To construct the facility, approximately 120 000 m3 of material was excavated in six months, to a total depth of 22 m. The saline water table was nominally 6 m below ground level and the materials excavated varied depending on depth, ranging from sand to mangrove muds. There was a need to retain the sides of the excavation and limit the amount of water from entering the excavated area. This was required to allow excavation to progress and had to be maintained during construction of the permanent concrete and steel facility. The excavation was backfilled progressively as construction progressed. Various retaining wall methods were investigated with the preferred option being sheet piles secured by walers and ground anchors. Detailed electronic models were developed and assessed to complete the final design arrangement. Dewatering bores around the perimeter of the excavation removed the groundwater to intercepted sumps within the site. A strict and methodical program was developed to monitor the integrity of the temporary works and the quality of the groundwater. The works were completed on time despite the following challenges being encountered: availability of resources and equipment, movement of mobile plant on æboggyÆ materials, difficulty driving sheet piles into material at depth, drilling of ground anchors to 32 m, grouting of ground anchors, greater than expected groundwater flows, and the risk of hydrocarbons within the groundwater. The lessons learned from the use of the retention system and, in particular, the associated construction challenges overcome, provide a sound basis for similar work in this buoyant resource market. The conference paper describes the temporary works options investigated, design considerations and processes, construction methodology and challenges encountered, and the monitoring systems developed. Lessons learned are also discussed.

Conventional treatment of oxide and oxidised sulphide minerals by flotation involves the use of sodium sulphide for sulphidisation. Sodium sulphide is generally applied in a "slug" dosing fashion with manual regulation. However, it is recognised that "over addition" or "under addition" of sulphidising reagent can result in poor flotation recoveries. Thus, control of sodium sulphide additions is an important aspect of a sulphidisation circuit, both commercially and metallurgically. In any plant where the flotation feed is "constant" it is possible to operate at a constant rate of addition of sodium sulphide. In actual plant practice, however, it is difficult to maintain a truly constant feed for any reasonable duration because this implies not only a constant feed-rate, but also constant mineral composition and particle size range. These factors can vary significantly and ideally require corresponding variations in the additions of sodium sulphide to maintain optimum recoveries. To cope with variations in the feed, it is essential to have automatic rather than manual regulation of the sulphide reagent addition. The CPS process achieves this control by utilising a sulphide ion-selective electrode as a control instrument in sulphidisation. The CPS process which uses a selective electrode, enables the sulphide ion concentration in the flotation pulp to be monitored and controlled continuously throughout the stage of sulphidisation.

The world is becoming an increasingly complex environment to operate within. Adoption and evolution of technology is occurring at a rapid pace and operating spaces are growing in interconnectedness and interdependency. In mining this is evidenced by the large-scale adoption of autonomous machinery, intelligent systems, Internet of Things (IoT) devices, and robotics to realise benefits in optimisation, productivity, and safety. To enable continual delivery and growth in operational performance, and to realise the aforementioned benefits, a new approach for managing mining and metals is required (Mining Review Africa, 2023). This means that an already talent constrained workforce must learn to manage the complexity inherent, evolving, and growing in the environment (Abenov et al, 2023). A key skill that needs to be further developed and deployed to combat these challenges and to enable robust problem solving is that of systems thinking, which is already practiced in pockets within the mining industry. Experience and learning can be leveraged from other industries and their application of systems thinking to ensure that focus is maintained on areas where the benefits from which will be optimised. With targeted application, a workforce capable of effective systems thinking can be the catalyst to optimisation across mining organisations.

This paper presents an overview of a program PC-BC developed for application to the design and evaluation of block cave operations. Conventional mine planning software tools are not well suited to the evaluation of this type of deposit. The paper looks at the modelling approach as applied to a block cave mining project. The following steps are described:Initial preparation of data including block models, draw point footprint geometry and draw cone geometry. Computation of individual draw point reserves. Procedure for modelling of vertical mixing of material within each draw point and subsequent determination of the best height of draw for each draw point based upon an economic cut-off value. Smoothing of draw heights amongst neighbouring draw points to produce a realistic draw envelope. Mineable reserves within the envelope are then computed. Tools for preparation and evaluation of various production schedules. This includes definition of draw rates, and rates for commissioning new draw points. In an operating mine, the capture and analysis of daily draw tonnages is important. How PC-BC accommodates this is described as well as the processes for depleting the draw column reserves. In the 12 years since the program was first developed, it has been used on a number of projects for feasibility studies and operating mines. Some practical examples of the use of the program in these projects are presented. Finally, some commentary on the sensitivity of various parameters is presented. Particular emphasis is placed on the overall footprint design.

Long Shaft has traditionally been seen as one of the most challenging mines in the Kambalda area with operations having been suspended by the previous owners in 1999. When mining recommenced in October 2002, the current owners (Lightning Nickel) decided that a different approach was required for mining operations in such an aggressive geotechnical environment. This paper describes how Lightning Nickel has successfully and safely operated the Long Shaft complex on a traditional mining approach, which encompasses the key learnings of the previous owners.

Hard rock TBMs are very often open machine layouts, with just a part roof shield over the front of the machine. The whole system is designed for fast face advance and the economy of the project often depends entirely on the rate of advance. Typically, hard rock conditions will demonstrate stable and good ground for a major part of the tunnel. However, short sections of crushed shear zones with clay and gouge material may cause serious time delays. Spiling rock bolting has been proven to be very efficient under such circumstances, provided the fully grouted rebar bolts can be placed in a controlled and practical manner.Environmental restrictions are becoming more and more a part of tunnel excavation projects. Even hard rock TBM tunnelling may require a strict ground water control, because of consequences on the ground surface from lowering the ground water level. Such consequences may be surface settlement, negative influence on ground water resources or damage to vegetation.Pressure injection ahead of the advancing tunnel face (in this paper named pre-injection), using microfine cement and chemical grouts, is today a proven technology. As examples can be mentioned (Garshol, 1997) about 100 km of pre-injected tunnels below Oslo City and about the same length of subsea tunnelling elsewhere in Norway. Examples from other parts of the world are also available, like below Stockholm, Sweden, the Inland Feeder project and Hollywood Metro both in Southern California.To take advantage of spiling rockbolts and pre-injection, it is an obvious prerequisite to be able to drill the necessary boreholes in the right positions and at the correct angle. In drill and blast excavation this is simple, but in TBM projects it has repeatedly turned out to be difficult. More than once owners have accepted bids containing reassurance from the contractor that the drilling method will be sorted out later. Experience shows that if ælaterÆ means after start of the TBM operation, it is often too late.

The Julius Kruttschnitt Mineral Research Centre has conducted an intensive VertiMill® (VTM) survey program at the Cannington mine concentrator as part of the ‘collaborative research in stirred milling technology’ program funded by Metso Minerals. Since 2003, Cannington has progressively added grinding capacity into the circuit through VTMs operating in secondary and regrinding duties. Cannington was one of the first mines to adopt this technology in secondary duty by installing two VTM-1500-WBs as part of a capacity expansion to produce sub-100 µm rougher feed. Subsequently, an additional VTM-800-WB was installed in the lead regrind circuit to prepare sub-20 µm cleaner stage feed.Several surveys were carried out to evaluate the VTM performance over a range of changed conditions. Among the key changes in operating variables were circuit power draw, feed rate and water addition to the bottom of the mill. The average specific energy for secondary duty was 3.7?kWh/t. The lead and zinc regrind mills consume 8.1 and 15.3 kWh/t respectively. Generally, the VTM installations have successfully prepared feed for rougher and cleaner circuits by reducing the top size into the floatable regime with steeper particle size distribution, which has led to enhanced recovery. This paper examines the statistical relationship between quality of life indicators and the gross value of mineral production from Australian regions. We used quality of life indicators, aggregated for 673 local government areas, of household income, housing affordability, access to communication services, educational attainment, life expectancy and unemployment. We find no evidence of systematic negative associations between quality of life and the gross value of minerals production. Instead, mining activity has a positive impact on incomes, housing affordability and communication access across regional and remote Australia. Whilst we do not establish causality between mining activity and quality of life, our analysis prompts a rethink of the æresource curseÆ as it applies within a single country. Nevertheless, our findings are tempered by extensive anecdotal and empirical evidence of the negative social impacts of mining on specific demographic sectors, localities, families of fly-in, fly-out mining operations and individuals. This contrast may be a scale issue, with the regional benefits of mineral wealth masking highly-localised inequalities and disadvantage. We suggest that there is a need to better understand these impacts and, more importantly, the types of policy mechanisms government and industry can adopt to mitigate or avoid them.

The objectives of mining grade control are presented and examples of the techniques used in various open pit and underground mines are used to define the attributes of good grade control. Reasons are discussed for the success of various improved practices. The progressive development of grade control is presented and the balance between quantitative and qualitative data is analysed. The skills and resources required for grade control on mine sites that are using best practice are also presented. A number of problems in grade control have been solved recently however there are still issues that need to be addressed. Examination of the grade control process frequently stops after sample quality has been examined. There is much more beyond this that can now be optimised using conditional simulation models. Other future directions of mining grade control are also suggested. An extensive bibliography of published papers on grade control is included that will be maintained and updated on a website.
