Launching the Queensland Water Plan 2005 - 2010 in August 2005, Premier Peter Beattie compared the stateÆs water resources with liquid gold. QueenslandÆs peak industry body for the minerals and energy sector, the Queensland Resources Council (QRC), believes the analogy is appropriate. During early development of an industry water strategy, it has become apparent that water is like liquid gold, in that it is revered, hoarded, recycled, priced on purity, a magnet for speculators, both difficult and expensive to transport effectively, heavily regulated and fundamentally linked to issues of security. To date it has generally been economic and relatively straightforward for the resources sector to secure water. Although production has not been compromised, this must not be grounds for complacency as there is every indication that water will continue to become increasingly expensive, more tightly regulated and, relative to a growing demand for a finite water supply, increasingly scarce. During 2006, QRC has developed and is implementing a voluntary industry water strategy to address a range of challenges confronting the resource sectorÆs security of access to water. As a consequence of, at times, protracted community consultations over QueenslandÆs catchment-based water planning processes it has become clear that many community stakeholders have outdated perceptions of the stateÆs resources sector. Once established, QRCÆs water strategy will incorporate a community engagement campaign to present the industryÆs credentials as a leader in water resource management. The development of QRCÆs water strategy, and the challenges the strategy is designed to address, provides insight into the fundamental reforms that are occurring in how water is managed and regulated in Queensland. These reforms have implications for how government policies are designed and administered and also for how industry engages with communities during this transition process.

ITSL Technology group employs around 100 people at Mississauga in Canada. Its long and proud history as a driving force for the worldÆs nickel industry continues, progressively adapting to meet IncoÆs ongoing development needs. The nickel industry, unlike many others in the minerals processing world, has not evolved into one or two narrow technology paradigms. Rather, each process requires a degree of optimisation to meet the characteristics of the ore. Without a competent team to address this complexity, the uncertainties that arise can greatly increase the risk (and costs) associated with the nickel industry developments. The development work carried out at ITSL Technology ranges from milling and metallurgical processing of ores through to development of value added products for the battery and electronics industries. It covers routine evaluation of ores for exploration (mine planning and greenfield), and provides on the ground support to bring specialist technical perspectives to site-based projects. In recent years, ITSL Technology has had as its particular focus the process development and commissioning support for IncoÆs major projects. Over the next several years, Inco will commission its Goro laterite operation, design and construct the further processing facility for VoiseyÆs Bay, undertake major upgrades at Sudbury, Thompson and PT Inco, and bring forward some additional resources currently in the exploration stage. The appropriate mix of both internal and external resources to effectively manage this project portfolio will prove critical to success. The key to ITSL Technology meeting these development challenges has been in working closely with its internal customers to ensure alignment of the value proposition, to identify the critical issues to be managed, and to understand the deliverables required. This paper discusses examples to reinforce these principles in the definition and development for two different projects; processing of VoiseyÆs Bay ores and concentrates and resource optimisation at Thompson.

The potential for extracting gravel materials from active floodplain and channel areas has been investigated for three West Coast rivers û the Grey, Inangahua and Whataroa. Studies have focused primarily on resource availability and replenishment, but there are clearly also environmental management issues associated with such a proposal. The potential uses for of extracted materials include roading and concrete aggregates, as well as railway ballast, whilst a major benefit would be in assisting with flood control and channel maintenance in a naturally aggrading system. Sediment movement in the rivers has been examined at three scales; long-term (>100 years), medium-term (10 - 100 years) and short-term (<10 years). Long-term sediment movement is based on geological and geomorphological information, such as cyclic fan development and down-cutting in the Whataroa River where sediment input appears to be largely controlled by Alpine Fault rupture events. Medium-term assessment relied on air-photo interpretations over a period of about 50 years, with the mapping of channel changes and bank migration. Short term changes were evaluated from gauging records and other hydrological data, and took account of the development of an armour layer in these gravel-bed river systems. It was concluded that sediment in the lower reaches of each river was suitable for most aggregate uses, although input of more weathered Greenland Group materials in the upper reaches (eg of the Mawhera-iti or Little Grey) resulted in product that was not satisfactory for sealing chip or railway ballast. Of greater importance was the fact that short-term studies showed that a minimum threshold of flow was required for gravel entrainment, and that significant sediment movement only occurred above the one-year return period flood. Ongoing monitoring of river profiles, with accompanying flow gauging, would clearly be necessary were a substantial increase in river bed extraction to be permitted by The West Coast Regional Council.

An overview of flotation reagents used in sulfide and non-sulfide separations, from an industrial perspective, is given in this presentation to highlight the current applications knowledge. The historical and theoretical aspects, which are well documented in numerous books and reviews, will only be highlighted, when necessary, to support the theme of this paper, viz critical analysis of reagent research, design, selection and optimisation with an emphasis on relevance to plant needs and practice. The three types of flotation reagents; viz collectors, frothers and modifiers, used currently in the industry are briefly reviewed; pitfalls and gaps, arising from somewhat arbitrary and reductionistic practice in reagent applications, are identified; and the impact of environmental regulations on current and future reagent development is discussed. The importance of frothers and modifiers, which have received less overall attention than collectors, is highlighted. The need for a rational, holistic (or ætotal systemÆ, ætop-downÆ) approach for reagent design, selection and optimisation is discussed with a view to provide remedies for pitfalls and a platform for filling gaps in reagent chemistry and applications, and to develop reagent technology that can deliver robust solutions to plant needs. In order to realise seafloor massive sulfide (SMS) mining, the environmental baseline survey around targeted SMS mining areas and the creation of an environmental assessment technique suitable for quantifying the impacts of ocean floor mining are necessary. The targeted areas generally host large chemosynthetic communities in association with active hydrothermal venting. The ecosystem structure around the chemosynthetic communities has not been clarified yet in macro-scale or quantitatively. The systematic approach and plan for the baseline survey and the environmental assessmentÆs basic studies are introduced. An EXTENDED ABSTRACT is available for download. IN any assay office it is of paramount importance to keep the men interested in their work; and in order to do this, men on routine work, such as lead, zinc, and sulphur deterrrrinations, slag analysis, etc, should be changed around monthly. This gives some variety and helps to keep a man's interest on his work, so that better work results. It may be maintained that to keep a man on the same class of work indefinitely makes him more expert at his work. This is certainly true; but in assaying, where accuracy is so essential, it is absolutely necessary for a man to keep his mind on the work, and not 'get' into a mechanical method of working. He is also on the alert to discover means for shortening his analytical methods, and his capacity forwork is increased. Another advantage is that the men get a good all-round training, and one is never at a loss to replace a man on any class of work when he is absent from any cause. This tends to smoother and more efficient running of the assay department. In industrial assaying it is often advantageous to have a result quickly, so that it will be of maximum benefit in the running of some part of the plant, In such a case it pays to sacrifice a little accuracy to speed up a method. The shortest method is less costly, and a quick approximate method is all that is required to give the superintendent the requisite information. Time is thereby saved, and the cost is less. In carrying out assaying for any large industrial plant, such as a smelting works, there is always a tendency for superintendents running the different departments to send in more samples for assay than are absolutely necessary when no system of costing is in operation. Some of these samples may involve a lot of work and heavy expenditure, as, for example, the estimation of only one impurity in a sample of refined lead. The disposal and subsequent encapsulation of mine tailings in a cost-effective and environmentally secure and responsible manner is one of the principal issues facing any modern mining project. A careful assessment of all options available for the capping and subsequent remediation of tailings is important because it can result in large capital, operating and closure cost-savings. For these reasons, the technology of geopolymerisation is receiving increasing attention for the stabilisation and solidification of waste materials produced from mining operations. The first part of the current study investigates the application of geopolymer technology to the capping of hypersaline mine tailings. It has been found that suitable geopolymeric materials which have satisfactory compressive strength, durability as well as low permeability, can be formed using between 60 - 75 per cent of mine tailings as the main ingredient. It has been established that geopolymeric materials have the ability to suppress dust generation and prevent salt precipitation on the surface of the mine tailings. The slurry-like consistency of geopolymers would promote efficient application procedures through established tailings disposal techniques. This is a possible close-out technique for hypersaline tailings storage facilities such as those commonly found in Western Australia, which meets both regulatory requirements and community expectations. The immobilisation of contaminant metals within geopolymers has been investigated in the second part of the present study. In particular, the leaching characteristics of Cu and Pb from geopolymeric matrices derived from different fly ash sources have been examined. Potential breakdown of each geopolymer containing metal contaminants due to the leaching of Si and Al from the geopolymeric matrix has also been investigated.

The strategy of adjusting operating conditions to maintain optimum process performance as the feed quality varies - adaptive optimisation - is being investigated by computer simulation of chemical processes for the treatment of ores. Those ore-process systems that are most likely to yield substantial benefits from adaptive optimisation are being identified as a guide to the selection and development of systems for practical application. The generalised mathematical representation of the cost structure, ore quality variations, process kinetics, reactor characteristics and operating variables for ore-process systems is described. Results are summarised for temperature, reagent concentration or residence time as the manipulated variable. For almost all systems, adaptive optimisation was economically beneficial, although a few exceptions have been identified where there is a significant synergistic effect between poor-performance and good-performance materials in a blended feed. The sensitivity of the benefits of adaptive optimisation to a range of economic and technical factors is summarised.

Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractorÆs and ownerÆs perspectives and focuses on: when performance tests are required, what type of performance test/warranty is optimum for each type of project, and how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between ownerÆs risk and contractorÆs risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the ownerÆs corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide æcommon purposeÆ early in the contract negotiation process.

Exceptionally weak ground, usually associated with faulting, unanticipated groundwater pressures or flows and exceptionally high stress concentrations are some of the hazards which confront the underground excavation engineer. One or more of these hazards can seriously delay or even halt a tunnel or mining project, and methods for predicting these hazards are urgently required, particularly for projects involving high speed drill and blast or tunnelling machine excavations.This paper explores the current availability and the potential for the development of tools and techniques for the prediction of these hazards. It is concluded that systematic and automated geological data collection and interpretation represent the most promising avenue for development. It is suggested that there is room for the use of expert systems in which the computer is used to assemble and organize practical underground excavation experience into an interactive decision making system.

In'the past, innovation in explosives technology, spurred on by industry needs has assisted the Mining Industry to improve productivity and reduce costs. A symbolic relationship exists between Explosives and Mining. Australia has vast mineral wealth. Our Mining Industry is of major importance to the Economy., The value of mineral produc- tion in 1987 was $25 million or 10% of GDP. Australian Mining is a business depending on international markets. The Mining Industry is our leading export earner, generating 44% of all export income. 60% of mineral production is exported. About half of these minerals are extracted using explosives. Explosives rank as one of the top three consumable expenditures for a mine. For example: A major open-cut iron or coal mine can spend $6 million dollar per annum on explosives.

While I contemplate the formidable catalogue of bodies and organisations participating in this Conference and the impressive array of qualifications chalked up after the names of the representatives I am indeed honoured to be invited to address you. When I consider the theme you have chosen for your conference I am also somewhat daunted: "The Twenty First Century - Mining for Mankind". It is indeed dramatic, challenging. But what, I ask myself, can a mere KCMG say to all you professional fellows and doctors and academicians? It is not for me to stray on to the more esoteric areas that you will be covering, thereby running the risk of teaching my grandmother how to suck manganese nodules. On the other hand it seems to me that you deserve more than the courtesies, not to say banalities, that are sometimes - sadly, and unjustly - regarded as the stock in trade of diplomats.

The use of secondary desliming cyclones ahead of froth flotation cells to reject ultrafine (-45 ¦m) particles has become a popular option in the United States for preparing fine coal feeds for froth flotation circuits. In light of this popularity, several experimental studies have been performed at industrial plant sites to develop a better understanding of the impacts of ultrafine desliming on froth cell performance and, ultimately, overall plant performance. These studies included an evaluation of various circuit configurations incorporating different flotation technologies (conventional machines and column cells) as well as different dewatering systems (disc filters, screen-bowl centrifuges, and thermal dryers). The data obtained from these studies indicate that deslime circuits offer several important benefits including lower product ash, reduced product moisture, better froth handling characteristics, and lower capital and operating costs. In addition, case studies conducted as part of this investigation have been used to develop generic guidelines for how deslime circuits may be successfully applied to improve the overall profitability of fine coal flotation circuits for both the metallurgical and steam coal markets.

Mineral sand orebodies are typically mined for their TiO2 content. Increasingly over the past 30 years, the major mineral focus has shifted from natural rutile to ilmenite and an acceptance that the latter generally needs some form of upgrading for economic conversion into TiO2 pigment. This upgrading obviously has a cost, and in conjunction with diminishing mineable feed grades, results in higher cost TiO2 units for chloride route Pigment Plant feedstocks. The net cost of feedstock can be significantly influenced by the recovery and sale of accessory minerals and by-products from the processing chain to the extent that some producers have the potential to achieve a zero net cost. Whilst slagging plants typically reduce net cost from rutile, zircon and pig iron revenues, operations supporting Becher type synthetic rutile operations have been limited to revenues from rutile and zircon only. A range of alumino silicate minerals show industrial potential, as does activated carbon, iron oxide and gypsum, by-products of the synthetic rutile process. Tiwest is a good example of a company maximising revenue from the accessory minerals as well as from by-products of the synthetic rutile process.

The EPA National Risk Management Research Laboratory (NRMRL) Mine Waste Technology Program (MWTP) and the EPA Region VIII Superfund office are jointly conducting a field-scale technology demonstration of a two-step in situ treatment of the acidic Anchor Hill Pit lake at the Gilt Edge Mine Superfund site near Deadwood, South Dakota, USA. The project goal is to develop cost and performance data for the in situ treatment for potential application in long-term water treatment/management activities at the Gilt Edge site, and for potential application at other similar sites. Lime neutralisation of the pit using a Neutra-Mill was accomplished in the spring of 2001, with a resultant lime utilisation efficiency of about 71 per cent, and a typical throughput of about 1 tonne per hour using coarse, pebble quicklime and 1.4 tonnes per hour using finer, ground lime. Redox-mediated biotransformation treatment of the pit has been ongoing since May 2001. As of January 2003, denitrification is complete in the near-surface waters and about 90 per cent complete in the deeper waters. Bacterial sulfate reduction is expected to begin in the near future. This paper describes project activities, results, and lessons-learned to-date as well as future monitoring plans.

The paper looks at those factors which led the Latrobe Valley Community Forum to .focus on shortcomings of the consultative process. that existed around the 1980 period, and the limitations on the ability of the community of the Latrobe Valley to have input to the factors affecting their quality of life. Through a review of the Yallourn East Field Extension project it seeks to demonstrate the changes that have occurred and some of the shortcomings still existant in the consultation process.
