Alaska Native corporations, as representatives of the aboriginal inhabitants of Alaska, control the mineral rights to 18 million hectares of Alaska, approximately 12% of the state. These corporations were established through legislation passed by the United States Congress in 1971 designed to settle the land claims of the Native peoples of Alaska. Twelve corporations, each representative of a specific geographic and cultural region, were established and granted the mineral rights to most Native lands in their respective regions. Since that time the Native corporations have taken an active role in mineral development in the state. Generally through agreements with established mining companies, Native corporations encourage balanced exploration and development of their lands. Substantial mineral potential has been recognized on Native corporation land, which includes holdings in many historic mining districts of Alaska. Several world class deposits have been discovered on Native corporation land, including the Red Dog zinc-lead deposit, which began production in late 1989. The experience of Alaska Native corporations demonstrates that aboriginal peoples can be very positive forces in resource development.Alaska, although remotely located in the Northeast corner of the Pacific Basin, is playing an increasing role as a supplier of natural resources to the region and the world. Most of Alaska's privately held natural resources are owned by the aboriginal inhabitants of the state. These aboriginal inhabitants, now collectively referred to as Alaska Natives, have emerged in the last two decades as having a major international impact in mineral resource exploration, development, and production.

A useful sampling device can be constructed using three movable flaps. One is moved between its two extreme positions as material is flowing past it; the other two are only moved while no material is flowing past them. Material commences to flow into a sample container as the primary flap is moved from right to left, continues to flow into the sample container as the primary flap is moved from left to right, and the flow is terminated as the primary flap is next moved from right to left. As for several other sampling devices, an argument that there is no delimitation error can be made on the basis that the sampler conceptually divides the stream up into discrete portions and takes a set of equally-spaced portions as a sample.

The Rum Jungle mine was operated by Territory Enterprises Pty Ltd who mined uranium on behalf of the Australian Government with operations spanning the period from 1953 to the final closure of the mine in 1971. In addition to the extraction of uranium from the open cut pits, copper, manganese and lead were mined and processed at Rum Jungle. During the latter part of the operation, and after the closure of the mine, environmental studies were carried out which were aimed at determining the causes of the pollution at Rum Jungle and identifying a rehabilitation strategy for the mine site. These studies identified sources of heavy metal and acid pollution and proposed a rehabilitation strategy which consisted of 1. recontour, construct impervious covers and controlled surface drainage on, and revegetate three overburden heaps,

Sampling is an integral part of gold bullion analysis. Gold mining industries sell millions of dollars worth of gold on the basis of analyses. Biased sampling can cause a serious loss in terms of monetary value to a mining company; hence accurate sampling is of great importance. The sampling procedures for gold bullion will be described. Emphasis is given to the most reliable method of obtaining a representative sample from a gold bar. The problems associated with sample preparation will also be discussed.The sampling procedure at the Kalgoorlie Metallurgical Laboratory will be evaluated in the light of comparative results from the Australian Gold Refineries (Perth, Kalgoorlie). The most common sampling practices adopted by different gold mining companies in the Goldfields and Australian Gold Refineries, Western Australia will also be presented.

There are three major human resource management activities which, depending on how well they are done, impact on the performance of people and therefore the bottom line. These are: ò recruitment; ò training and development; and ò performance appraisal. Most sizeable organisations would say they are involved in all three, but there are many more that would admit that their human resource management practices are limited to recruitment. If we concentrate on the organisations that currently undertake all three, we have to ask, `Are they using different systems/benchmarks for each activity, or is there congruence between the activities?'. Our experience is that most organisations use different systems/benchmarks. The end result is: ò one set of criteria to recruit staff; ò another to identify their training needs; ò and yet another set of criteria to measure their staff's Performance.

In recent years, wide consideration has had to be given to methods of improving the condition of the mine environment in many coal mines, and significant developments and changes have evolved. Thus even after substantial increases inòair flow rates at the working place (they have increased over three fold in the last generation), environmental conditions have arisen for which it has been necessary to introduce or consider: i) additional ameliorative measures, such as good housekeeping; ii) layout changes: such as Y or Z layouts; iii) homotropal ventilation; and iv) air conditioning. In certain countries, consideration has been given also to: v) additional payments reduced working times; vi) heat acclimatisation programmes; and vii) the use of cold or cooling suits At many hot and humid mines, the principal benefits from adopting (i), (ii) and (iii) have already been realised. Blasting is at first sight a simple operation. Blastholes are drilled in a suitable pattern, primed, charged with explosives, stemmed and finally the blastholes are connected together to give the appro- priate initiation sequence. In practice the action of the explosive takes place in the interior of an opaque rock mass and only the external faces of the rock mass to be blasted can be easily observed. The mechanisms of blasting cannot be observed directly and must be inferred from observations of the free face and meas- urements of particle movement made by sensors grouted into holes in the rock. Explosives react very rapidly, in some microse- conds and any instrumentation of a blast must have an appro- priate response time. In many mines several rock types can be encountered during production. Several different methods of blasting may be necessary to cope with changes in rock types espe- cially if weak rocks are found in the final limits. This also makes it difficult to be sure of getting a large enough volume of rock to perform a series of reproducible experiments. While there appears to be agreement on the mechanism of blasting it is unlikely that a detailed understanding of how all the variables that can be encountered in practice affect blasting. The ease of assessment of the results of blasting depends on the criteria used. It is easy to isolate, measure and count over- size boulders. It is however difficult and costly to get a complete fragment size distribution. Methods used to assess blasting can vary significantly from site to site and the ways in which data are collected, presented and analysed will vary making compari- son of blasts at several locations very difficult. The definition of an optimum blast can also vary with the type of blasting. The muck-pile profile and fragmentation will be different for a dragline to that for a truck and shovel operation. In order to be able to assess blasting the mechanism has to be understood. Th rock and explosive properties considered rele- vant to blasting can then be determined. This paper will present a series of examples drawn for a number of Australian and international mining companies showing their recent attempts at optimisation of capital. The results will be compared, contrasted and discussed in the light of six factors that are considered crucial to any analysis of this subject. The factors are: ò the market availability of capital ò the corporate strategy and performance ò the capital structure appropriate to the corporate positioning within the industry ò the parties to the optimisation equation ò the measurement of success of optimisation The factors above are not mutually exclusive and are generally interdependent so their order above is of little consequence. Other papers presented at this conference will dwell in more depth on all these factors, therefore this paper shall focus only on the key elements of each factor. By way of summary this paper will also address the issue of the longevity of optimisation - is it temporary or long term.

Despite significant advances in the platform technologies that could form part of a system of mine automation, the goal of full automation in most underground mining applications remains distant. This is because the industry developed these platform technologies to achieve local improvements in safety, machine and labour productivity, and asset utilisation, rather than to work towards a goal of a complete system of automation for general application in underground mines. This paper reviews the history and current state of automation in the underground mining industry and uses lessons learnt from the automobile and general manufacturing industries to gain insight into the opportunities and pitfalls in the complex and uncertain path to automation of underground mines. It also evaluates the relevance of the current drivers of interest in the industry. From this, we hope to engender an attainable vision of automation in underground mining and determine the best development path, process and timeline to achieve this vision.

Plenary Address Zinc is a trace element in all igneous rocks and its background geological occurrence roughly follows iron but at much lower concentration. Living matter reflects this abundance and zinc is an essential trace element for complex life forms. Thus, environmental issues include zinc deficiency in soils and/or water - and thus in local diets - and zinc toxicity evident in natural or modified ecosystems. Increased knowledge of the role of zinc in plant and animal metabolism emphasises the need to manage, within guidelines based on naturally occurring abundances, the concentrations of zinc in water, spils and in the food chain. Although recognition of the natural variability of zinc concentration provides some basis against which environmental protection standards might be set, the measure of environmental `pollution' is more commonly taken as the degree of change to natural, background levels, attributed to the particular land or water use activity. Iron-reducing bacteria are able to couple the oxidation of an electron donor to the reduction of Fe(III) to Fe(II) under anaerobic conditions in the generation of cellular energy. Recent evidence suggests that these bacteria are phylogenetically diverse and widely distributed in nature. Our laboratory has isolated thermophilic, thermotolerant and mesophilic iron-reducing bacteria from numerous petroleum reservoirs with varying conditions, groundwaters of the Great Artesian Basin (GAB), and petroleum-contaminated soils. Some of these isolates have been identified as novel species and from genera such as Deferribacter, Bacillus, Alkaliphilus, Clostridium and Thermoanaerobacter. Further investigations have shown that these bacteria are metabolically diverse, not only capable of reducing different metal species but also able to use a range of organic compounds, including polycyclic aromatic hydrocarbons, for growth. Due to their abundance and metabolic capabilities, it is possible that iron-reducing bacteria may be important in microbially-enhanced oil recovery processes and in the bioremediation of contaminated soils and aquifers, particularly in anaerobic zones.

As a part of Solid Energy's progressive rehabilitation of the Stockton Mine, it was determined that significant rehabilitation of the existing Mt Frederick Sidecast would be required to ensure the long-term stability of the sidecast. The goal of this rehabilitation is to reshape the existing stockpile into a more stable slope configuration, and the construction of a comprehensive stormwater collection and discharge system. The reconfigured slopes will facilitate the final revegetation of the exposed surfaces and the management of surface and groundwater discharges from the area. This paper briefly describes the specific details of the project and the significance of seismic conditions on the long-term stability of the reconfigured stockpile.

The report by Baker (1958, p. 27) of krennerite in contact with gold in a specimen from the 2500 ft level, Phantom South lode, Great Boulder mine, Kalgoorlie, led the writer to look into this further, since Cabri (1965) reported that the assemblage krennerite-gold was unstable between 238° and 356° C, and possibly down to room temperature.Dr. G. Baker very generously provided the writer with two chips from the same rock specimen (No. 14 as labelled from the mine) in which the krennerite gold assemblage was reported to occur. These were examined by polished section and x-ray diffraction techniques and returned to the classified collection of the Mineragraphic Investigations Section of CSIRO.One specimen, showing visible gold, was examined optically with a binocular microscope and telluride material was twice removed from contact with the gold for x-ray diffraction. This material proved to be petzite and so amends a statement by Baker (1958, p. 39) that no petzite was found in the Phantom lodes.The second chip was polished, and microscopic...

Case Study: Dragline Swing to Dump Automation By Peter Corke, CSIRO Manufacturing Technology/CRC for Mining Technology and Equipment (CMTE) Peter Corke presented a case study of a project to automate the dragline swing to dump operation. The project is funded by ACARP, BHP Coal, Pacific Coal and the CMTE and is being carried out on a dragline at Pacific Coal's Meandu mine near Brisbane. Corke began by highlighting that the minerals industry makes extensive use of large, mechanised machines. However, unlike other industries, mining has not adopted automation and most machines are controlled by human operators on board the machine itself. Choosing an automation target The dragline automation was chosen because: ò draglines are one of the biggest capital assets in a mine; ò performance between operators vary significantly, so improved capital utilisation is possible; ò the dragline is often the bottleneck in production; ò a large part of the operation cycle is spent swinging from dig to dump; and ò it is technically feasible. There has been a history of drag line automation projects, none with great success.

Worthy of note in Miss Bailey's paper are her comments on the attitudes of mining companies and their managers where women were employed, she says, "..another possible pitfall is reverse discrimination where in an effort to avoid being branded as having shown a person favouritism, supervisors end up treating the person in a manner much less than they deserve. This is manifested in denying an employee such things as challenging work, educational opportunities, promotions, or in the case of staff, fair merit increases." and further she says, "It has been observed that the treatment of women in non-traditional roles such as mining is different than for men in the same environment. There are people who treat women worse and some who treat them better simply because they are of the other sex." These statements may sound unjustified to today's audience, and whilst we need to credit pioneering women with having tolerated, understood and worked towards improving the mining culture, the move towards total inclusion of women in the workplace is still growing.

The constraints in university courses are lack of hours, high cost of scientific equipment, and poor availability of suitably experienced staff. These have forced the balance away from practical work and towards more theory. Labelling of individuals as either practical, or academic, does not help the inter- change of staff between industry and univer- sities that is necessary to balance idealism and realism. Practical men who do return to universities may lose seniority and find that industry is reluctant to have them back. Academics who specialise too long may concentrate on their research to the exclusion of basic material. It is difficult to operate pilot scale plants in universities because of lack of time, and obsolescent equipment. Small grants from industry might enable tests to be run in research laboratories such as at C.S.I.R.O.. Within universities there may be a need for greater interchange of students among depart- ments, aided by the absence of weighted student unit measurements, as suggested by Aus.I.M.M. and A.M.I.C.

Cyanide is a significant contributor to the cost of producing gold. Any reduction in cyanide consumption that is achieved through more reliable measurement, and/or more efficient management of cyanide dosing rates, can produce a significant financial saving to the mine operation.
