The flow behaviour and microstructure development of a near-alpha titanium alloy during beta working has been investigated. Typical cogging conditions were simulated through compression testing of IMI834 at temperatures of 1025°C-1100°C, strain rates of 0.01 s-1 - 1 s-1 and post-deformation heat treatments up to 4h. Using a synthesis of available literature models, a finite element model has been developed and validated through quantitative measures of flow stress-strain data and beta grain characteristics. Flow behaviour was analyzed through a self-consistent method while the microstructure development was considered with regard to the kinetics of beta recrystallization. Deformation at beta or high alpha/beta working temperatures (T>l025°C) produced minor flow softening with complete grain refinement achieved through metadynamic recrystallization.

The electrochemical deposition of polypyrrole coating on different pretreated aluminum-alloy 7075 substrates was carried out using cyclic voltammetry, The pretreatment of specimens consisted of mechanical polishing and/or electrochemical etching, In the latter case, an aqueous solution of phosphoric acid and ethanol was used, The electrodeposition solution was 0,25 M pyrrole and 0,1 M oxalic acid in double-distilled water, The cyclic voltammetry scan rate used was 700mv/s, Morphology of the coatings was examined using scanning electron microscope (SEM), Using the Tafel experiment, corrosion resistance of the coated substrates was investigated in 0.1 M NaC1 solutions, Results obtained revealed that electropolymerization of polypyrrole on 7075 aluminum alloy would increase the resistance against corrosion in 0,1M NaC1 solution, Also it was observed that, compared with mechanical polishing, electroetching pretreatment would be more effective.

"This paper describes, for the first time, a patented method of extracting sodium sulphate from a natural deposit in Western Canada. The method resembles, but is not, strictly speaking, solution mining. The fact that a plant based on this method has been in successful operation since late 1969 will be of added interest. The deposit in question is located near Metiskow, Alberta, and conventional surface recovery methods could not be applied because of heavy concentrations of mud. Considerable pilot work went into the separation and recovery process on which the plant operation is based. The history of the industry is covered briefly as background to this development. Today it is clear that the method has broader application within the industry and, in concept, may generate interest in many other applications."

"Feasible and sustainable separation of lanthanides outside of China has been a dilemma for the past few years. The present technique uses REE electrophoretic mobility (Ui) variation in an electrical field to separate them. The present invention relates to a system and a method to separate and refine rare earth elements/compounds produced in hydrometallurgical processes while they are dissolved in an acidic medium, without any intermediate precipitation step. This process uses free-flow electrophoresis to isolate REE from the concentrate simultaneously without any pre-treatment or intermediate steps related to the nature of elements.INTRODUCTIONRare earth elements (REE) invariably occur together in nature, and any given mineral contains several or most of them. Production of high purity individual rare earth (RE) elements/compounds from their ores generally requires two stages of processing, including mineral processing and hydrometallurgy.Depending on the ore, mineral processing and hydrometallurgy treatment of the ore before REEs purification is relatively simple and quite achievable though conventional methods. However, producing individual REE from mixed REs compounds is tremendously tedious. RE processing often requires dozens of steps, each resulting in minute improvement in the complex RE streams. Separating and extracting a single REE requires a great deal of time, resources, and expertise. Today, advanced RE refinery facilities cost hundreds of millions of dollars to build. The high purity RE concentrates are separated into individual REE using solvent-based or ion exchange methods. Although there are several techniques to separate REEs, most of them suffer from different types of drawbacks. For instance, solvent extraction requires a great number of steps to achieve high purity REEs. The process which uses ion-exchanger for separation and refinery operates with low REE concentration in solution which leads to very large liquid volume quantity, bulky tanks, dehydrators, pumps, etc. The low concentration will adversely affect the water consumption as well as other chemicals. Similar chemical properties of those three valent elements do not allow them to be isolated easily one from one another using conventional separation techniques. Solvent extraction has been successfully applied for rare-earth refining (lanthanide, scandium and yttrium) for the past few decades in China. Since then, efforts have been dedicated to develop other techniques which could be applied industrially around the world."

"The Swedish Nuclear Fuel and Waste Management Company are planning to construct a permanent storage facility for high-level nuclear waste at about 500 m depth in fractured crystalline rock. One potential concern for the long-term performance of the repository relates to large fracture shear displacements, since these may damage intersected waste containers. Although details in fracture surface geometries are known to influence slip magnitudes and distributions, fractures are commonly approximated as planar features with lab-scale properties due to lack of relevant field-scale data and to limitations in available modelling tools. The purpose of the work described in this paper is to explore the possibilities to use the distinct element code 3DEC to generate and analyze models with isolated, non-planar fractures and, based on the results of such models, get perspectives on the influence of basic disturbances such as ridges, steps and waves. Given the model set-up, fracture segments with orientations deviating from the critical one will contribute to stabilize the fracture. As a result, all analyzed non-planar fractures slip less than the critically oriented planar fracture. We demonstrate that the angle of deviation is the most influential parameter determining the slip magnitude for comparable surface geometries. Similarly inclined steps and ridges have almost equal slip reductions despite differences in surface area restricting the movement. Although it may be possible to translate the influence of such irregularities to an effective coefficient of friction that could be used as input to models with idealized planar fractures, additional analyses with randomly shaped and distributed asperities, different fracture sizes and with alternative stress loads, need to be carried out to devise a defensible strategy for this type of parameter variation. INTRODUCTIONThe Swedish Nuclear Fuel and Waste Management Company’s (SKB) concept for deep geological storage of high-level nuclear waste is the KBS-3 method according to which the waste will be encapsulated in copper canisters and deposited, surrounded by compacted bentonite clay, in vertical deposition holes at about 500 m depth in fractured crystalline rock (SKB 2011). A site has been selected in the Forsmark area, which is located some 120 km north of the Swedish capital Stockholm. One potential concern for the long-term performance of the repository that has been identified by SKB (SKB 2011) is related to large shear displacements along repository host rock fractures induced by a nearby earthquake, since these may cause mechanical damage to intersected waste containers. Due to lack of relevant data at the appropriate field scale and to limitations in available modelling tools, fractures are commonly approximated as planar features with lab-scale properties. The standard numerical tool, 3DEC (Itasca 2013), used in SKB’s rock mechanics analyses, for example, generates planar fractures by default. Results from dynamic 3DEC earthquake-models (Fälth et al. 2010) currently provide input to layout decisions, i.e., the diameter of the smallest planar fractures that must be avoided when deciding on waste container positions at different distances from potential earthquake faults. It is, however, well known that fracture surfaces are rough or undulating on a wide range of scales (e.g., Candela et al. 2012) and that such deviations from planarity influence the mechanical behaviour of the fractures (e.g., Dieterich and Smith 2009, Marshall and Morris 2012, Ritz and Pollard 2012). It will probably never be a realistic option to attempt to represent the geometrical complexity of a population of fractures of different size, shape and surface structure in any large-scale rock mechanical analysis relevant for the performance assessments of the nuclear waste repository. "Abstract -The Kipawa yttrium-zirconium prospect is located about 150 km south of Noranda, Quebec . Yttrium-zirconium mineralization occurs in an elongate, regionally metamorphosed and deformed peralkaline complex in the Grenville terrain. The mineralized zone, as defined by ? 0.10% Y203, is 1300 m long and 10 m to 30 m wide. Zirconium content typically ranges from 0.50 to 1.20% Zr02. The mineralized zone strikes northwest and dips 20 degrees to 35 degrees to the southwest. It occurs at the structural base of the peralkaline complex in syenite gneiss and cale-silicate rocks and is conformable with both the footwall contact of the complex, and the layering and gneissosity in the enclosing rocks. Minerals of economic interest are eudialyte (sodium-zirconium silicate), mosandrite (sodium-titanium silicate), britholite (calcium-silica phosphate), and a few other uncommon zirconium and titanium silicate minerals.The highest and most continuous yttrium grades occur in the upper part of the syenite gneiss unit in areas containing eudialyte, mosandrite and rninor britholite. Yttrium also occurs in britholite in cale-silicate rocks and in mosandrite in syenitic rocks in the lower part of the syenite gneiss unit. Both the yttrium-bearing minerals and yttrium grades are erratic in the lower part of the unit. Zirconium is generally more uniformly distributed than yttrium. A peralkaline granite gneiss phase of the complex intrudes the syenite gneiss and possibly truncates it, and the mineralization, near the southern boundary of the mineralized zone.The mineralized zone is coincident with a radiometric anomaly and discontinuous yttrium and zirconium soil anomalies.More drilling and metallurgical studies will be required to determine the economic viability of the yttrium and zirconium mineralization at Kipawa."

"The Monkman Coal Property is located in the Northeast Coal Block of British Columbia. It is divided into the Duke Mountain Block on the north east and the Dip Slope on the west. Together, these areas cover 39,503 ha of coal licences.The property is underlain by Jurassic and Lower Cretaceous marine and continental sedimentary rocks. Economic coal measures are contained within the Gates Formation. Exploration of the property began in the early I970s, with drilling commencing in 1975. To date, 255 holes have been drilled and nine adits have been driven to recover unoxidized coal samples.The property has a geological resource potential of 2.8 billion tonnes of medium and high-volatile bituminous coal. Medium-volatile bituminous reserves, totalling 68.9 million ROM tonnes at an over-all strip ratio of 6.3:1, have been identified in three pit areas in the Duke Mountain Block.Construction start-up will commence when sales contracts are arranged. The clean coal will be exported via the Ridley Island Terminal at Prince Rupert.IntroductionThe Monkman Coal Property is located in the Northeast Coal Block of British Columbia in the southern port ion of the Peace River Coalfield. The coal field encompasses a strike length of 250 km of Lower Cretaceous coal-bearing strata in which 13 companies have identified several billion tonnes of resources and several hundred million tonnes of reserves. Quintette Coal Ltd. has a contract with Japanese steel mills to supply annually 5.0 million tonnes of metallurgical and 1.5 million tonnes of thermal coal. Teck Corporation (Bullmoose property) has a contract to supply 1.7 million tonnes of metallurgical coal annually."

Syphons can be a simple, reliable and proven alternative to otherwise more complex pumping systems or low level outlet works. In a simple form they consist of a pipeline constructed over the top of an embankment or high topographic feature, connecting a source pond to a receiving pond or channel (see Photograph 1). The syphon action is initiated by removing air from the pipeline (priming) using simple devices which can be purchased ?off the shelf?. Once primed, the syphon flow rate can be controlled or stopped using conventional gate, valve, orifice plate or other devices. Repriming is not required even if the flow is stopped, provided the syphon is not drained. A limiting factor in considering a syphon as a design option is the maximum lift (i.e., vertical distance from source pond level to summit of syphon) which is approximately 9 metres, or less, dependent on syphon pipe features and site conditions. Pipeline syphons can be quickly constructed from readily available materials including steel, polyethylene and PVC pipe. They are particularly well suited to many of the unique conditions often encountered at minesites. This paper identifies situations that can sometimes be best resolved using pipeline syphons. It provides basic principles for pipeline syphon design and includes case histories of their successful application.

"The presence in Saskatchewan of sixteen kimberlite pipes of probable late Albian age has been reported. An abundance of aeromagnetic anomalies possibly attributable to kimberlite pipes have been identified and it is anticipated that industry has acquired reasonable proof of the presence of more than seventy k imberlite pipes in Saskatchewan. Historical reports of diamonds, the discovery of kimberlite pipes and these aeromagnetic anomalies indicate the Phanerozoic Basin and some parts of the exposed Shield in Saskatchewan have an excellent potential f or the occurrence of economically exploitable diamond deposits. The presence of some igneous minerals found in some salt solution breccias also indicates the probable occurrence of extensive diatreme activity during the Devonian.A Laramide Orogeny-induced crustal hinging or arching of the eastern margin of the Phanerozoic Basin and probably dextral wrenching-induced arching and faulting within the basin are proposed as major factors in the emplacement of Cretaceous or younger kimberlites. Zones of crustal weakness between subcratonic Archean blocks and internal faults are also thought to be significant controlling factors in the location of kimberlites in Saskatchewan.Mapped aeromagnetic anomalies interpreted as being possibly due to kimberlite pipes generally tend to be concentrated in, areas underlain by a basement of or with components of Archean age. Within Saskatchewan, these anomalies occur within the probable Trans-Hudson Orogen zone; the Rae-Hearn Craton margin; and the northeast flank of the Elkpoint Basin. Recognized areas of potential f or kimberlite emplacement are the Phanerozoic basin margin, the western limit of the Superior Province adjoining the Churchill Province, and a swath approximately 150m wide along the northeast-southwest trending Shaunavon linear and other areas of inner basin arching."

Air is the gaseous substance that envelopes the earth and forms its atmosphere. It is remarkable in the constancy of its composition; for while this is being continually changed as the result of the respiration of men and animals, and by addition of gases arising from organic changes and the products of combustion, it is ever being brought back to normal and the proper balance restored by the processes of plant and vegetable life. Nature sees to it that the air in which we live and breathe is kept purified. This does not apply to the air in a coal mine, where there are no natural forces to change and make use of the different gases formed or evolved, and where mechanical ventilation is the only effective means of keeping the air pure. The atmosphere consists of oxygen and nitrogen, not in the combined state but merely mixed. By volume, the composition is: oxygen, 21 percent, nitrogen, 79 percent, there being included with the latter small quantities of such substances as water vapour, carbon dioxide, nitric acid, ammonia, ozone, argon, neon, and organic gases. Of the two principal gases which form air, oxygen alone supports life. When air is inhaled into the lungs the oxygen is absorbed by the blood, which carries it through the body to nourish and energize it. Exhaled air consists of water vapour and about 4 per cent carbon dioxide, with from 16 1/2 to 17 per cent oxygen and 79 per cent nitrogen; the oxygen alone having been drawn on to any considerable extent.

Bubbles play an important role in many industrial processes. In a Hall-Heroult cell, used for aluminum production, bubbles contribute to induce flow in the cell. The induced flow is important for the thermal balance of the cell as well as for the distribution and dissolution of the alumina. The existence of the bubble layer does not have advantages only. It increases the voltage of the cell and causes deformation along the cryolite-molten aluminum interface. The role of the anode inclination in the behaviour of the bubble layer as well as in the hydrodynamics of the bath is not clearly understood. In this work, the effect of the anode inclination angle on the bubble driven flow is studied in an industrial scale air-water model. The inclination angle is varied up to 5° from the horizontal. The instantaneous flow field is captured by Particle Image Velocimetry (PIV) system. The mean velocity fields were calculated by ensembleaveraging the instantaneous velocity fields measured at different time. The existence of the counter-flow in the interpolar space and the vortex in the side channel has been confirmed. Furthermore it has been observed that the effect of anode slope on the velocity field is weak.

In this paper we examine, through pilot-scale testing, the possibility of operating a circuit comprised of two stages of HPGR comminution, followed by grinding through a horizontal stirred mill. In order to assess whether the novel circuit design could achieve the reduced energy requirements indicated in the literature, two more-established circuits, a cone crusher / ball mill and an HPGR / ball mill, were examined using a combination of testing and flowsheet simulation. The results showed that, based solely on the specific energy requirements for comminution, the HPGR / stirred mill circuit achieved a reduction of 9.2% and 16.7% over the HPGR / ball mill and cone crusher / ball mill circuits, respectively.

Positron Emission Tomography (PET) is a medical technique that produces three dimensional images of the body, commonly to aid diagnosis and treatment of tumours. PET has been developed by the University of Birmingham in order to track particles in an opaque system which is known as Positron Emission Particle Tracking (PEPT). The object to be tracked is irradiated. As the radionuclide decays positrons are produced; when these collide with electrons a pair of concurrent parallel back-to-back gamma waves are emitted and detected, from which the position of the object can be calculated. Stirred media mills are used for particle size reduction. The mill is usually operated at high solids loading with grinding media and has a polyurethane or polyurethane-lined steel pot and is thus opaque. For this study grinding media has been directly irradiated and tracked using the PET camera during the grind. The stirred media mill can be divided into cells of equal volume known as voxels. The fraction of the total time the irradiated media spend in each voxel can be shown in an occupancy diagram. The mean velocity and kinetic energy of the media for each voxel are calculated and also plotted. In occupancy and kinetic energy plots colour indicates the value of the voxel, in dimensionless time and Joules respectively. The arrow in velocity plots shows direction and length of arrow indicates magnitude of the mean velocity for the voxel. From these diagrams and further data analysis a detailed understanding of the flow patterns, media behaviour and high energy areas of the mill can be developed. Variables considered were the tip speed of the impeller and density of the grinding media. It was found that the grinder has three distinct regions: above, at and below the impeller with each region having its own flow patterns and velocity and kinetic energy profiles. These are different for each variable and so are used to characterise the grind. Tip speed and density of the grinding media were shown to both affect the velocity of the media and the proportion of time spent in the each region of the grinder.

Since the beginning of the 20th century, coal has been the world?s main source of primary energy. In the last few decades, consumption of coal has gradually decreased in some European countries and elsewhere due to the introduction of other energy sources. Regardless, industry continues to use solid fuels for energy production despite of their association with carbon dioxide emissions (about 7 billion Mg). For global development going forward, it is important to estimate what level of energy consumption can be expected as far into the future as the next few decades. To answer this question, specialized global institutions such as the International Energy Agency, the World Energy Council, the World Coal Institute, the U.S. Energy Information Administration, the International Institute for Applied Systems Analysis, as well as oil companies (BP, Shell), conduct periodic forecasts of world energy consumption. The development of such forecasts is very complex because their reliability is influenced by many factors that are difficult to estimate, such as economic development, population growth, climate change, and public awareness. We are all aware that the global demand for electricity will rise significantly in the coming years as a result of anticipated population growth, industrial development, rising living standards, and the general development of civilization. The world?s mineable resources in 2010 were as follows: coal 665.6 million Mg, brown coal 195.4 billion Mg, oil 163 million Mg, and natural gas 185.5 billion m3. The annual global primary energy demand in 2008 was more than 12 billion toe (12,267 Mtoe). In 2006, electricity production in the world amounted to 18,921 TW?h. The structure of the primary energy mix in TW?h (2006) was as follows: coal 41.0%; natural gas 20.1%; nuclear fuel 14.8%; hydro energy 16.0%; liquid fuels 5.8%; and other renewable energy sources 2.3%. The European Union (EU) is one of the largest coal consumers in the world. In 2010, the EU-27 produced 396.1 million Mg of brown coal, and 132.9 million Mg of hard coal; 188 million Mg of coal was imported from outside the EU. The largest hard coal producers in the EU-27 are Poland, Great Britain, Germany, the Czech Republic, and Spain; major brown coal producers are Germany, Greece, Poland, the Czech Republic, and Hungary. For many years, the Polish energy sector has been based on domestic fuel sources ? hard coal and brown coal. The characteristic feature of the Polish balance of primary energy resources is a very high share of coal ? much higher than the world average. Pursuing the decarbonisation of the Polish economy may jeopardize Poland?s energy security, leading to a significant increase in electricity prices, which would hamper the country?s economic development. Price volatility and supply uncertainty are now the dominant features of the international markets for oil and natural gas. The high share of these fuels in meeting energy needs is the reason for unrest in many countries, including those in the EU. Under these circumstances, coal may become the stabilizing element of EU energy security.

This is in direct contradiction to the generally accepted philosophy of tube-mill grinding, which is based upon an enormous amount of experiment carried on in different parts of the world. Personally, I have no faith in the reliability of these conclusions of the authors. (Incidentally, the two circuits compared consist of six mills each of which the change in the hook-up is only in the last three mills-in one case, these three mills are in closed circuit and in the other, open or series circuit. Hence the last three mills are alone responsible for the alleged improvement, which means that the improvement in these three mills amounts to at least 18.8 per cent). The value of these figures depends upon the reliability of the work, of the measurements and the calculations of the authors. As very little information is contained in this Addendum concerning the methods of the work and the details of the measurements, it is necessary, in order to form an estimate of this reliability, to study carefully the previous paper published in the July, 1940, BULLETIN(3). Referring to the original paper, the present paper has this to say (bottom of page 379): "Here it may be remarked that we have made more money for Lake Shore digging into and forming the report than in obtaining the figures and data, and so far have never gone back to work on it without a resulting Lake Shore profit". Let me state that I, so far, have never gone back to work on it without finding more discrepancies and inconsistencies and illogical reasoning. In my first contribution to the discussion of the first paper, which discussion was published on page 355 and following, in the July, 1941, BULLETIN, I pointed out discrepancies and inconsistencies and illogical reasoning.

Blasthole stoping methods were introduced at Birchtree Mine as an alternative to the original cut-and-fill and shrinkage stoping methods. The object was to take advantage of the ore structure and conditions, and achieve increased productivity. This paper outlines the design, operation and economics of three areas which utilized blasthole stoping. The 108areafrom 2300 level to 1500level was converted from cut-and-fill to sublevel blasthole stoping based on a block mining-and-filling sequence. The second area, the crown pillar of 110 mechanized cut-and-fill stope below 500 level, was recovered using horizontal rings drilled from raises within the ore zone. The third area, the 83 orebody from 1300 level to 1100 level, used the vertical crater retreat (VCR) method with large-diameter blastholes. Blasthole stoping has increased productivity and improved operating conditions.

Elemental sulphur occurs as aformational sedimentary deposit in Upper Devonian Wabamun evaporites near Coronation, Alberta. The deposit developed in a stratigraphic jacies-change lrap; it is assumed that petroleum reacted with anhydrite to form sulphur, calcite, hydrogen sulphide and other reaction products. The deposit contains about 362,800 tonnes of sulphur and lies at a depth of 1200 m. The Coronation deposit is expected to be geologically typical of such other native sulphur deposits as may be found in Wabamun Group sediments. Widespread sour gas sulphur production f rom the Wabamun suggests the possibility that additional native sulphur deposits will ·be found.

ALBERTA has been generously endowed with oil, natural gas, coal and water power, thus giving power producers a wide choice in the type of plant and fuel which can be used. Therefore, with such a variety of energy sources to choose from, why was coal selected as the primary fuel at Calgary Power's Wabamun steam plant? This part of the paper will cover the circumstances that led the Company to decide in favour of coal. The second part, to be presented by C. F. Doerr, will describe how the Wabamun coal mine has been developed to supply the large fuel requirements of the power plant. Before considering the Wabamun plant, we require a general under-standing of? the Company's electric system and load. Power is fed into a 5,100-mile high-voltage transmission grid from eleven hydroelectric plants and from the Wabamun steam electric plant. Coal was first banked by the Dominion Coal Company, Limited, in 1898, near No. 2 Colliery, the same site as is presently used for that purpose. Though today there are banks at Glace Bay, Sydney, and Sydney Mines, these notes, except when otherwise desirable, will be confined to describing the practice as developed at the No. 2 Banking Station, Glace Bay, as being typical of methods obtaining at all sites. Storing The manner in which the coal was piled is illustrated diagrammatically in the accompanying sketch. A train of coal was brought on the main trestle, which extended the full length of the banking ground at a height of 22 to 39 feet above the natural surface, and dumped into bins which were integral with the trestle work. Chutes from these bins permitted the coal to be fed into 3-ton cars, which were horse drawn laterally on narrow gauge tracks laid about 10 ft. centres, to a maximum distance of 400ft. from the trestle. These cars were end-dump and as the pile extended laterally the narrow gauge tracks were lengthened by shorter or longer filling pieces, so that their ends were always kept at the brow of the bank. Much coal, however, had to be dumped directly on the tracks and hand trimmed to fill the valleys, and level off, between the tracks.

The goal of this presentation is to firstly, review mine effluent permits in a number of regulatory jurisdictions; and secondly, to develop a strategy for incorporating the regulatory requirements into the environmental assessment (EA) process for new mine proposals. The focus was on the province of British Columbia (BC) and their recent initiative on the One Project, One Process initiative. This task was approached by reviewing mine effluent permits for various regulatory jurisdictions and comparing them to BC mine effluent permits. This comparison revealed a variety of approaches for designing mine effluent permits, but there is a common scientific approach, which supports the conclusion that the permitting of mine site discharges can be designed based on a scientific approach. This approach is expected to: (a) achieve sound environmental protection, (b) demonstrate the application of Best Achievable Technology, (c) incorporate sound sustainability approaches, (d) incorporate regulatory objectives, and (e) create efficiencies for the regulator and mining industry. There is an essential precursor to developing a sciencebased effluent permit for which the proponent must provide: (1) the necessary technical assessment information to demonstrate the mine effluent permit application will result in an environmentally protective effluent discharge, to the satisfaction of the permitting agency; (2) the necessary level of detail for essential mitigation pollution control works to demonstrate how they will be operated to achieve the necessary treatment goals; (3) the necessary level of detail for non-treatment mitigation (passive treatment, or passive pollution control); and (4) the necessary level of detail to demonstrate how pollutants will be prevented from being mobilized (or being generated) from ore and waste materials, or, if the pollutant originates from an added milling reagent, how the reagent will be reduced. While (active) mitigation pollution control equipment is more definable in an effluent permit, non-treatment mitigation is more nebulous in terms of defining in a mine effluent permit; it is therefore recommended that appropriate management plans be developed for essential mitigation pollution control and non-treatment mitigation (passive treatment) and submitted with the proponent?s EA/effluent permit application packages. Major deficits in adequate active and passive pollution control will inevitably lead to regulatory impediments to developing a permit and allowing a mine to be developed, although EA processes strive to preclude major permit information gaps; the onus is on the proponent to provide complete information in this area. Hence the importance of EA processes ensuring that the major technical information requirements for effluent permit development are included in the EA phase. Recently, this aspect of the mine EA process has taken on a new role under the political efforts of One Project, One Review Process (Canadian) and One Project, One Process (in BC). These initiatives translate, in part, to ?synchronous permitting? (in BC): effluent permitting, for example, may be initiated shortly after the proponent submits the EA application to Ministry of Environment.
