This paper, describing the concentrator practice of the Chief Consolidated Co., is one of a series being prepared by the United States Bureau of Mines. The concentrator adjoins the town of Eureka, Utah, in the Tintic mining district. The Chief Consolidated, Eureka Lilly, Plutus, and Grand Central mines, all of which are owned or controlled by the Chief Consolidated Mining Co., are the principal sources of milling ore. The ore is transported from mines to mill by railroad. Although all the mines are within 3 miles of the mill, the railroad distance varies from 1 mile to 12 miles.

The analysis of water produced with crude petroleum has interested oil producers since inception of the industry. Records of the first analysis of mineralized water produced from an oil-productive formation are obscure, and references to the first use of brine analyses to assist in solving problems of petroleum production are not available in the technical literature. However, many early reports of the Federal Bureau of Mines5-8 and Federal Geological Survey,9-11/ as well as articles in engineer and geological journals12-14/ placed special emphasis on the importance, interpretation, and application of water analyses. One of the earliest applications of water analyses, and still a major one today, is for identification of intrusive waters in oil wells. This may be done by comparing the chemical constituents of a sample of water indigenous to the oil-productive formation with those of samples from upper, water-bearing formations within the same general area. Some earlier investigators recognized the need for Analyzing samples of all waters encountered in drilling operations. Ambrose15/ stated, in part, "In wells being drilled, the engineer should grasp every opportunity to get a true sample of water from each sand. . .," and, "The waters of each oil field are chemically different from those of another field." The validity of the latter observation and the importance of the former one have been borne out by comparing the results of analyses of many samples and noting the differences in relative concentrations of like constituents of waters from the a geological formation in different localities or oil pools.

This report describes an investigation in which we used iron-doped diesel fuel to generate metal-bearing diesel particles and a subsequent analysis of the particles using transmission electron microscopy (TEM) and energy-dispersive spectroscopy (EDS). For this study, DPM was generated by a 1.5-L diesel engine and the fuel was doped with ferrocene to enhance the level of iron in the system. The exhaust particles were collected on TEM grids and analyzed using the Philips CM12 TEM/EDS instrument. Results show that when the iron-to-carbon (soot) ratio (Fe/C) in the engine is low, the exhaust particles have morphologies similar to those for the undoped case, but at a threshold Fe/C value of 0.013 (for this engine), homogeneously nucleated metallic nanoparticles are formed and begin agglomerating. The number and size of these nanoparticles increase with level of doping. Metal-bearing particles that span a wider size range are also formed. Agglomeration of metallic and carbon particles is observed in two distinct modes: attachment of iron primary particles (5–10 nm in diameter) to carbon agglomerates, and coagulation of iron agglomerates (20–200 nm in diameter) with carbon agglomerates. Results of this work imply that as new engine technologies reduce soot levels in the engine and/or levels of trace metals in the fuel are increased, the generation of metallic nanoparticles may ensue, creating a potential health concern. A study was made of scrap iron and steel in the South Central States in order to determine trends in processing, shipment, and consumption if this important commodity. These data were derived in part from statistical sources and in part by visits to scrap yards and steel mills. Trends in the industry were reviewed. Dealers in 1963 supplied 1.8 million tons of iron and steel scrap to steel mills and foundries in the south-central area, compared with 2.1 mill ion tons in 1955. Most of the scrap was processed and shipped within 200 to 300 miles of consuming centers. Exports provide a principal outlet for dealers along the gulf coast. Most of the scrap that fills these orders is loaded onto freight cars at yards in Texas and Louisiana and is shipped to ports for direct transfer from railroad car to ship. The tonnage exported varies greatly from year to year. The largest scrap operations are in or near large cities which are heavy scrap generating areas, steel mill sites, or port cities for export of scrap. A tentative analysis indicates that the short-run supply of prepared scrap is inelastic to price changes; therefore, buyers probably are in a strong bargaining position at times of declining demand. One technological development in the iron and steel scrap industry is the use of large presses which can take complete automobiles with frames, wheels, springs, and other heavy parts still intact and reduce them to bundles. At Houston, Tex., and Kansas City, Mo., shredding plants are in operation that reduce car bodies and other light scrap into flat pieces 4 to 6 inches in size.

This Bureau of Mines publication consists of an overview of the mine waste management research currently being conducted by the Bureau. The following papers, given at a Technology Transfer Workshop, emphasize the increasing importance of research related to the safety and environmental considerations of mine waste disposal In recent years. Current work related to legislation passed in the last 10 years and their subsequent standards includes the development of adequate monitoring systems, development of stability and seepage prediction and control techniques, control of runoff water, and control of leaching solutions. Selected topics are included here that cover coal mine waste disposal, embankment slope stability monitoring, flow failures of mine tailings impoundments, and controlled burnout of abandoned coal mine fires. The projects described provide a current documentation of problems being addressed.

Effective control of respirable dust is one of the most serious problems associated with longwall mining in the United States. This report describes the development and the underground evaluation of ventilated cutting drums, on a double ended ranging drum shearer. The ventilated drum uses high pressure (1,500 psi) water sprays to draw air (3,500 cfm) through 12 airmoving tubes mounted in the drum hub. The sprays draw dusty air from the face side of the drum, scrub the air, and discharge the clean air on the gob side of the drum against a deflector plate. During a three week underground evaluation, the cutting drums reduced shearer generated dust levels at the shearer operators position by 40%, at the shield operators downwind of the shearer by 55%, and at the tailgate by 55%. Cutting and loading performance of the drums were superior to the mine?s conventional drums. After the evaluation, the mine continued to use the ventilated drums to finish mining the panel. During this 3 month period, there were no mechanical or seal failures demonstrating excellent system reliability.

The effectiveness of an industry?s safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and ?service" contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. "Observation of the use of trailing cables in ""mines shows that the chief limiting factor in the life of the cables and their safe use is the smashing or crushing of the cables in service, together with the effects of consequent splicing.Trailing cables are crushed when run over by cars, mining machines; and locomotives or when hit by falls of roof. Crushing damages the insulation and may cause failure at once or in later use. Failure may be either by short circuit between the conductors or by grounding to the track. The failure of a live cable causes electric arcs capable of igniting explosive mixtures of methane and air. Every cable failure in a gassy or dusty mine is, therefore, a real or potential hazard.Some mine operators do not allow the splicing of trailing cables for use in gassy mines, bet require that a damaged cable be immediately replaced and if repaired that it be used only in nongassy mines. Other operators allow the making of temporary splices to permit completion of the shift but require that such splices be remade and vulcanized before the cable is used again.Still other operators allow the continued use of temporary splices, which in general means that a cable is used until the splices give trouble in reeling, or overheat, or pull apart. Then the spliced sections are either cut out or the whole cable is replaced.Splices often determine the useful life of a cable. A splice poorly made may pull apart ueder mechanical strain and cause arcing that burn* the surrounding cable or ignites as or coal-dust. If it has lower conductivity a splice is the first part of the cable to heat; it may become so hot under load that it will burn apart and damage other parts of the cable, or, if it be a soldered splice, the solder may melt and allow parting of the cable. A poorly made splice often has insufficient insulation which may alloy short-circuiting between conductors or permit external contacts capable of giving an electric shock to one handling the cable. The splice is sometimes bulky from too much insulation and takes up too much room on the reel, causing uneven reeling; also by catching on the spooling device the oversized splice may receive expressive pulls and wear. Splicing is therefore a very important factor in the use of trailing cables."

This evaluation of the sulfurous acid process for the production of metallurgical-grade alumina is the first of a series concerning various known methods of extracting alumina from low-grade aluminous materials and was undertaken to permit comparison with other processes. In the process with which this Bureau of Mines report is concerned, calcined clay is leached under pressure with 20 percent sulfurous acid and then filtered to remove a siliceous residue. The aluminum sulfite remaining in the filtrate is precipitated as a monobasic sulfite which, together with iron sulfite, is then decomposed under pressure to form a crude alumina hydrate and iron oxide. This intermediate product is purified in a modified Bayer process to yield alumina suitable for electrolytic reduction to aluminum. A study estimate (16)3 is used for these evaluations. The capital cost, not including land, is estimated at $95,701,600 on a Marshall and Stevens index basis of 240.0 for a plant producing 1,000 tons a day of alumina or 350,000 tons a year. The annual operating cost for this size plant is estimated at $22,831,100 or $65.23 per ton of alumina using clay at $1 per ton. Depreciation and local taxes are included in the estimate, but profit and Federal taxes are not considered.

The primary goal of this research report is to discuss safety considerations involved in the use of lead-acid batteries for traction purposes in underground coal mines. In order to arrive at the objective, the topic of battery safety has been divided into two specific areas. The first deals with the fact that batteries emit hydrogen gas during and after the charge cycle. Hydrogen gas can be the source of dangerous explosions or mine fires. The second major topic deals with the electrical nature of the battery and battery-charging systems, which also provides a source of mine fires as well as electrocution hazards. In addition to the discussion on battery safety, a literature review has been undertaken to acquaint the reader with some basic concepts inherent to the battery usage process. The result of this research is a set of design specifications and procedural recommendations directed at improving the safety factors inherent in any underground battery usage scheme.

Burning coal-mine refuse banks were surveyed in 15 States. The following characteristics were tabulated for 495 hanks: County; name, population, and distance of nearest town; size and status of bank; status and stage of fire; and topography. Ways of controlling fires were reviewed, the compacting and sealing method proving most satisfactory. Means for preventing refuse-bank fires by proper construction of banks are described.

A brief résumé follows of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code fur Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous -coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reportin; to the Coal Mines Administrator any violations of the Federal Minis Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

In any construction project involving explosives, care must be taken to protect workers from carbon monoxide (CO) generated by blasting operations. CO is an odorless, colorless gas that can cause illness and death by asphyxiation. In general, the first symptoms include headache, fatigue and lightheadedness. At higher exposures to CO, skin flushing, rapid heart rate, and lowered blood pressure occur. At ever, higher exposure levels, decreased attention span is followed by nausea, vomiting, unpaired coordination, fainting, coma, convulsions and, finally, death. The detonation of explosives in blasting operations generates a range of toxic fumes, but CO is the most insidious because it is colorless, odor less, and is long lasting, since it is not readily removed try reaction with ground water, soil or rock. Additionally CO is generated in relatively large quantities compared to other toxic: fumes. CO may continue to seep out of blasted material long after the odor commonly associated with detonated explosives has dissipated. It is never safe to assume as confined space in the vicinity of a blast is clear of toxic fumes. CO may be present even if the area looks Clear and many hours have passed since the last blast.

The safety analysis of shaft-sinking operations included a review of accident reports from coal and metal-nonmetallic mine shaft-sinking projects in the United States, a review of foreign and domestic shaft laws, and discussions with shaft contractors and Federal mine inspectors. Accident data were studied to identify the most common and the most severe types of shaft accidents and to determine their immediate and contributing causes. Additional factors such as worker training and experience, equipment and sinking procedures, regulations and enforcement practices were also investigated to determine their impact on shaft safety. The results of the study are summarized in recommendations for improved training of shaft miners and clarification of Federal shaft-sinking regulations. A guide to assist mine inspectors in examining shaft-sinking projects is also included.

Shales in the Appalachian Region of Kentucky and Tennessee were sampled and tested to determine their use as raw materials for the manufacture of lightweight aggregate by the rotary-kiln method. Nine samples were obtained from eastern Kentucky and 143 samples were obtained from eastern Tennessee. As a result of preliminary testing of these samples, two sources in eastern Kentucky and 11 sources in eastern Tennessee were resampled for rotary-kiln tests. The rotary-kiln tests showed the two sources in Kentucky and seven sources in Tennessee contained shale that would produce satisfactory aggregate. Lightweight aggregate processed from these nine sources was tested in concrete shapes and was found to be suitable for use in structural concrete.

Water sprays and water powered scrubbers have both been utilized in the mining and milling industry to suppress airborne dust. Unconfined water sprays operated at lower water pressures of ?689 kPa (?100 psig) can be very effective at wetting the mine product at the dust source and significantly reducing the amount of respirable dust that becomes airborne. However, unconfined waters sprays can be somewhat ineffective in actually removing airborne dust from the air. On the other hand, water powered scrubbers operating at higher water pressures of ?1,724 kPa (?250 psig) in physical enclosures or ducts have previously been demonstrated to be very effective in removing airborne dust from the air. These higher operating water pressures are uncommon in many mines and mills, so their use is limited. The National Institute for Occupational Safety and Health (NIOSH) recently investigated the performance of a lower-pressure, water powered inline series spray scrubber for removing localized airborne dust emitted at the source. Results showed noticeable improvements in airborne dust capture efficiency through the operation o f multiple inline series hollow cone spray nozzles within a round duct or pipe at the same water pressure as a single spray. Operating hollow cone spray(s) at higher water pressures noticeably improved airflow through the scrubber and yielded some additional scrubber efficiency improvements. Thus, in-line spray scrubber efficiency trade-offs were observed to be made by altering spray power components of water pressure and/or quantity (number of sprays). Results show that, on average, up to 0.23 and 0.32 m3/s (484 and 679 cu ft per min) of airflow at 0.81 and 0.69 dust capture efficiencies can be achieved with three 81° and 33°hollow cone inline series sprays, respectively, operating at 1,655 kPa (240 psig).

The Bureau of Mines devised and demonstrated a portable linear cutting tester that directly measures and records the in situ cutting forces required of continuous-mining machine picks to it coal in underground mines. It requires only two operators to transport and operate the tester, which can be assembled and operated through a complete test cycle within a single mine work shift. This report reviews the factors considered in the design and development of the tester and the results of its system verification testing at coal mine sites.
