The South African Institute of Mining and Metallurgy was approached by the Australian Institute of Mining and Metallurgy to present a paper on the current practice in terms of the valuation of mineral projects and properties, given the development of a Code for the Valuation of Mineral Properties, developed in Australia (the VALMIN Code), and a similar Code in Canada (the CIMVal Code).This paper is the result of research and investigation into the matter, in terms of the reporting of Mineral Resources and Reserves, financial reporting practice, the Listing Rules of the Johannesburg Securities Exchange, and various practices in valuation. The paper establishes that a strong linkage has already been established between the SAMREC Code for the reporting of Mineral Resources and Reserves and the Listing Rules, and that, for completeness, a Code for Valuation needs to be developed. This Code will be similar to its international counterparts, with the necessary inclusions which are relevant to South Africa, and will provide guidelines and definitions on matters such as transparency, materiality and competency in valuation. It proposes that a multi-stakeholder steering committee be established under the auspices of the SAIMM, to deliberate and design a process for establishing such a Code.

Strategic and tactical planning are both required in the mining industry but have completely different objectives and require different environments. If these are not fully understood, then the best value for a mining operation may not be realized. This paper examines the differences in these approaches and how they interface in the mining environment. The objectives, content, skills required and the implied management issues for these two components are examined with the hope that this will assist management and the planning teams in defining their respective roles and expectations. The opinions are those of the author based on his experience on several mining operations and projects.

Dry air classification is a well-known technique used for decades in the cement industry to separate material in the size range of 0.01-1.0 mm. Additionally, in corresponding dry grinding circuits with effective machines such as High Pressure Grinding Rolls (HPGR), the energy consumption can be reduced compared to wet applications. These dry systems are not state of the art in minerals processing plants, but first prototypes have been installed and an increasing number of projects are starting to evaluate this option. One challenge in this field is the mineral composition of ores, which have, by far, a higher variety in density and size than those of cement. High density particles such as iron- containing ones have higher settling rates than low density silica particles of the same size. The main question to answer in this paper is how to evaluate this effect, so a quantitative method using Mineral Liberation Analyses was developed to calculate two-dimensional partition curves. Additional statistical analyses allow for isolation and quantifying the interaction of density and size, enabling engineers to consider this effect for the sizing of process plants. Paper written on project work carried out at the University of Pretoria in partial fulfilment of the requirements of the B Tech degree at the Tshwane University of Technology This work tested whether ore particle size affects the carbon-based pre-reduction of titaniferous magnetite. Pre-reduction is performed at a temperature of some 1100°C in a rotary kiln, in the Highveld Steel process. Laboratory isothermal reduction measurements were performed with ore-coal mixtures at this temperature, to test the effect of ore particle size. The results show that size does limit the degree of reduction for particles larger than 15 mm.

The launch was attended by invited guests from the mining and aggregate industries ,representatives of the Patron Organisations (see below),non- government and scientific organizations, the media, other government departments involved with mining environmental management and members of staff of the DME both nationally and regionally.

Outsourcing? and ?sub-contracting? have become buzzwords in recent years, as SA industry becomes increasingly exposed to the global economy, and global competitiveness. In its effort to ?catch up? after years of relative isolation, there is a concerted effort to learn from global ?best practice?, in order for South African companies, and the SA economy, to become ?winners?. There seems nothing wrong with this approach at face value. Companies need to compete and be profitable if they are to remain in business. Failure will in the end mean bankruptcy, and the loss of jobs. However, if one interrogates the precise practices, and their implications for all concerned?not just shareholders and employers, but workers, communities, the environment, future generations, the national economy?then the picture can change dramatically. ?Best practice? for whom?

Some 30 years ago exposure to dense-medium separation in South Africa, culminated in the adaptation of the process for the treatment of -0.5 mm fines. The first commercial plant at Greenside Colliery apparently operated for some 18 years. Three further plants followed, including one treating tin ore. It is gratifying to learn, therefore, that there is renewed interest. The objective of making the process easier to operate (?more practical??) is commendable but the cumbersome technical approach could be counter productive. Perhaps a brief outline of the original thinking might be helpful when analysing the problem.

There are few data on the composition of discard coal in South Africa, and no overall view of the discards for the entire industry. As a result of work on coal qualities in South Africa, a database was established which enabled a good estimate to be made of the composition of the discard from every mine. The data are presented in the form of histograms of ash, volatile matter and fixed carbon content of the 43 million tons of material which were discarded in 1990. The results are discussed in terms of the closeness of the composition of much of the discard material to presently used power station coal. It is concluded that it is mainly developments in equipment, particularly fluidized bed boilers, which inhibit the wider use of discard coal. However, other factors must be noted, including the relatively high sulphur content of the discards, and the fact that even with the most careful storage the material ages and may become unusable after about 15 years.

Mintek has developed a level-control system, FloatStar, for use in flotation circuits. Instead of controlling levels separately in each unit, the controller monitors levels throughout the circuit. It can thus take account of the global effects of any control actions. A collaborative project between Mintek and Karee Platinum Mine has begun, looking at aspects of flotation control. Karee plant was chosen as the site for this work because of its good existing control infrastructure. As a first stage of the joint project FloatStar was installed. Analysis during installation and running of the FloatStar has illustrated how circuit design and measurement technology can affect process control. Severe interactions have been observed in the levels of adjacent banks. The effect of FloatStar on flotation performance was tested and an improvement in level control was observed. Similarly, a faster settling of the plant after start-ups was observed. Both the improved level control and faster start-ups lead to higher platinum recovery.

The inclination of any pit wall composed of stacks of benches is limited by the overall quality and structural complexity of the rock mass in which the slope is situated. For a bench stack angle that satisfies the stability criteria, various combinations of bench height, bench face angle and berm width can be used in the slope design. The bench face angle and berm width geometries must be chosen to fit the bench stack angle but must provide a berm that will be capable of catching the volume of failed wedge material from the bench faces above. Other considerations for bench height and berm width are equipment size, ore selectivity and blasting design. This paper studies the effects of different slope configurations on slope performance as it relates to wedge stability, volume of rock safely contained on berms, and rockfall. Optimisation of the geometry is carried out based on the need to minimise the volume of failed material which limits the effectiveness of the berm. This will reduce the number of rocks that can continue to fall further, reaching geotechnical safety berms or pit ramps, that put safety of personnel and equipment at risk. For general study it is most effective to investigate and compare the performances of each of a wide range of geometrical combinations of bench height, bench face angles and berm widths that fit a variety of different bench stack angles. These analyses were conducted for a predetermined bench stack height and three different bench stack angles.

Consideration of the economic, environmental, and social impacts associated with the life-cycle of a technology is of increasing importance for decision-making in industry. It has been suggested that economic assessment of technology deployment projects requires the translation of associated environmental effects into monetary values. This paper introduces an approach for identifying and evaluating environmental damage in monetary terms. The approach groups the environmental impacts associated with a technology life-cycle system into four main criteria: air, water, land, and mined abiotic resources. The valuation of the impacts on the resources consists of an economic cost benefit analysis (CBA) procedure that comprises four steps: the compiling of an impact inventory, a monetary valuation of the inventory, discounting, and a risk/uncertainty analysis. The monetary valuation step for impacts on air resources is primarily based on published externality costs for Europe and the United States, which are adopted and converted to reflect the South African context. Local opportunity costs are utilized for the other resource criteria. The damage costs are transformed into South African Rand at 2005 prices. The paper demonstrates how the approach may be applied in the assessment of projects in the metallurgical industry. Shortcomings in the approach are identified. For example, not all of the aspects that are considered necessary to assess environmental performances comprehensively can be valued in monetary terms. Also, certain values, specifically those pertaining to opportunity costs, need to be determined on a case-by-case basis. Furthermore, the uncertainties associated with the indicators obtained may strongly influence the usability of the results of an environmental performance assessment, e.g. future damage costs will change with fluctuations in the markets. It is concluded that although such an approach has merit in increasing the understanding of the potential financial implications of a technology?s environmental performance, further research is required to improve the approach described if it is to be used further in the South African metallurgical industry. Damage cost estimates that are specific to South Africa need to be developed to reduce uncertainty, and the combination of both quantitative and qualitative approaches is recommended for comprehensive sustain-ability decision-making.

ABSTRACT: A three-dimensional elastic constitutive model for rock salt is proposed. This stress strain law takes into account the three phases of creep (transient, steady state and accelerated creep), dilatancy, as well as the failure and post failure behaviour. The model was implemented into a finite element program and validated on the results of laboratory tests and in situ measurements. A good qualitative and quantitative agreement with the test and measurement results is achieved. A stability analysis for an underground repository in rock salt is presented. ZUSAMMENFASSUNG: Es wird ein dreidimensionales elastisch-viskoplastisches Stoffgesetz für Steinsalz vorgestellt. Mit diesem Stoffgesetz können die drei Kriechphasen (primäres, sekundäres und tertiäres Kriechen), Dilatanz sowie das Bruch- und Nachbruchverhalten erfaßt werden. Dieses Modell wurde in ein Rechenprogramm, das auf der Methode der finiten Elemente basiert, implementiert und an Ergebnissen von Laborversuchen und in-situ-Messungen validiert. Die Versuchs- und Meßergebnisse lassen sich mit diesem Stoffgesetz qualitativ und quantitativ gut nachvollziehen. Als Anwendungsbeispiel wird der Standsicherheitsnachweis für eine Untertagedeponie im Steinsalz erläutert. RÉSUMÉ: Cet article présente un modéle constitutive élastique/viscoplastique à trois dimensions pour sel gemme. Ce modéle comprend les trois stade de fluage (fluage primaire, secondaire et tertiaire), la dilatation, le comportement de défaillance et d'après défaillance. Il est implanté dans un programme de calcul aux éléments finis. À l'aide des essais laboratoire et des mésures in situ, le modéle a été validé. Les résultats des essais et des mesures concordent qualitatifs et quantitatifs aux résultats des calculations.

Mud rushes are hazardous occurrences that have occurred frequently in mines in South Africa, and have been the cause of numerous fatalities in the past. Mud rush incidents not associated with accidents are believed to be common occurrences that are not generally reported. Many such incidents are probably associated with the operation of chutes and box fronts. This paper describes the conditions necessary for mud rush occurrences, postulated mud rush mechanisms, and methods of combating the mud rush hazard.

"SynopsisThis paper is intended to document recent personal thoughts, opinions, and debate around the South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (the SAMREC Code) (2009) and its current usage by Competent Persons. Admittedly, some debates are as old as the SAMREC Code itself and have been ‘parked’ as no consensus could be reached by members of the SAMREC Working Group.Some of the more critical issues currently under examination are the definition of Competent Person and the potential registration of Competent Persons, the current re-write of the Code, and the introduction of reporting of Exploration Results, Mineral Resources, and Mineral Reserves on an ‘If not – why not’ basis, noncompliance with the Code and discipline, the role of the Johannesburg Stock Exchange Readers Panel, and the valuation of mineral assets based on scoping studies.IntroductionThis paper is intended as a personal memoir of recent thoughts and debate around the South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (the SAMREC Code) (2009) (‘the Code’). Admittedly, some debates, such as reporting of Mineral Reserves inclusive or exclusive of the Mineral Resource, are as old as the SAMREC Code itself and have been ‘parked’ as no consensus could be reached by members of the South African Mineral Resource Committee (SAMREC) Working Group. Changes in reductant and energy inputs which are required to adjust the slag composition in anilmenite smelter to a higher or lower FeO content are calculated. The calculated changes are based on the assumption that solidification equilibrium with the freeze lining constrains the slag composition to follow a eutectic groove in the TiO2-FeO-TiO1.5phase diagram. Calculated equilibrium conditions along the eutectic groove are presented, and form the basis of the calculations. The inputs of energy and carbon need to deviate strongly from the steady-state values to adjust the slag composition. The inputs required at any given time depend on the desired rate of change of the slag composition, and the current slag composition. The steady-state relationship of a change in energy input of 5 kWh corresponding to a 1 kg change in carbon input does also hold for the changed inputs during transient changes in FeO content. Abstract For the feasibility study of an underground waste disposal the characterization of the coupled behaviour of the host rock is required: Because of the very low permeability of these formations few experimental data are generally available. In this framework the uses of the sensitivity studies could orient the experimental efforts by highlighting the key parameters of the formation. This paper gives a first approach of the sensitivity studies performed with probabilistic methods in the geomechanical field. A one dimensional model which characterizes the thermohydromechanical response of an argillaceous rock to the excavation of a waste canister site and its setting up, is considered. Zusammenfassun Die Machbarkeitsstudie eines tiefliegenden Endlagers für radioaktive Abfälle beinhaltet die Untersuchung des gekoppelten Verhaltens des im Lagerbereich anstehenden Gesteins. Aufgrund der sehr geringen Wasserdurchlässigkeit dieser Formationen liegen häufig nur wenige experimentelle Angaben vor. Die Verwendung von Sensibilitätsstudien kann in diesem Zusammenhang als Hilfsmittel zur Entscheidungsfindung dienen. Dabei sollen die maßgeblichen Eigenschaften der Formation festgestellt werden, anhand derer der Umfang der experimentellen Erkundung festgelegt werden kann. Dieser Artikel stellt einen ersten Ansatz zur Durchführung von Sensibilitätsstudien mittels einer mechanisch-probablistischen Kopplung im Bereich der Geomechanik sowie die Vorteile gegenüber Parameterstudien vor. Zur Abbildung des thermohydromechanischen Stoffverhaltens von tonigem Fels während der Schachterstellung und der Einlagerung der Abfälle wird ein eindimensionales Model verwendet. Résumé L'étude de faisabilité d'un centre de stockage de déchets radioactifs en profondeur passe par la caractérisation du comportement couplé de la roche hôte. Du fait de la très faible perméabilité de ces formations, souvent peu de données expérimentales sont disponibles. Dans ce cadre l'utilisation d'études de sensibilité permettrait d'orienter les efforts expérimentaux en faisant ressortir les caractéristiques primordiales de la formation. Cet article présente une première approche de la réalisation d'études de sensibilités à l'aide de couplages mécano-fiabilistes dans le domaine de la géomécanique. Un model unidimensionnel caractérisant la réponse thermohydromécanique d'une roche argileuse au creusement d'un puit de stockage et à la mise en place de conteneurs de déchets est considéré.

In the synopsis, the author concludes that ?high levels of seismicity do not coincide with high rockburst rates?. Implicit to an appreciation of this statement is the necessity of a common understanding of what is understood by the terms: ?high level of seismicity? and ?high rockburst rates?. With respect to the former term there is no difficulty in that the level of seismicity is traditionally measured in terms of the Richter Scale. The latter term however presents a problem in that the author defines it as a particular sort of seismic event?viz: ?Rockburst? is understood as a seismic event that causes damage to an underground excavation with subsequent injury, loss of material/equipment or production shifts? (p. 322). No scale is given of the amount of: ?excavation damage ?level of injury ?material/equipment loss ?production shifts lost whether separate or cumulative, for a particular seismic event to be classified as a rockburst. A further difficulty arises in that in common usage the words ?rockburst?, ?seismic event? and ?earthquake? are all used to describe the same event.
