The sand and gravel industry provides an enormous quantity of materials vital to the maintenance of low-cost construction. There has been little effort to conserve this valuable natural resource. In fact, existing regulations which affect sand and gravel operations act more to waste these materials than to conserve them. Another factor affecting the industry is new legislation requiring the reclamation of worked-out pits. Although such legislation creates many administrative headaches for a sand and gravel operator, there exists the possibility through such legislation of gaining some conservation measures that could be helpful to the industry.

The Regional Copper-Nickel Study was initiated in large part because of fears that copper-nickel development might cause adverse effects on the environment from air pollutants such as sulfur dioxide (SOZ) emissions from a smelter, and water pollutants such as acid mine drainage. The Study comprehensively examined the potential for ad- verse effects on the environment and possible mitigation measures on both a local and regional scale by first characterizing existing air and water quality, and existing sources of pollution, and then developing hypothetical development scenarios to model potential adverse effects. This paper gives a brief overview of the Study's findings concerning air and water resources.

Gravity sedimentation is one of the most widely used processes for separating solids from liquids whether it be for ore and mineral processing or for treating municipal sewage or industrial wastes. Investment in sedimentation equipment can represent a significant portion of the total capital costs associated with a processing or treatment facility. In spite of the importance of sedimentation, little attention has been devoted in recent years to improving this equipment by applying the basic principles involved in sedimentation. In the water and waste treatment field, design criteria established one half-century ago is still the accepted standard and in reflection of this lack of progress, sedimentation and thickening equipment has remained virtually unchanged. The primary purpose of this paper is to present and describe a new innovation in gravity sedimentation which has been applied to water and wastewater treatment and could definitely have application in the field of ore and mineral classification. A secondary object is to introduce the mixed media filter which has been widely used to treat municipal drinking supplies, industrial process water and to provide tertiary treatment of sewage and industrial wastes. The tube-type clarifier was developed primarily to be applied in the field of water and waste treatment where it was found that it could be used to considerably reduce the size and cost of clarification facilities. A logical extension of the tube clarifier would be to the area of minerals classification, ore separation, and for treating waste water associated with these activities. In water treatment practice, most clarification processes are followed by a filtration step to provide further polishing of the water prior to use. This paper will also discuss the mixed media filter which is graded from coarse to fine in the direction of filtration and is capable of operating at high filtration rates and with greater applied suspended solids loading than other filter designs while providing a high qualify filtrate.

"Ten years ago," said a mining industry personnel manager, "we used to wine and dine new mining engineering graduates. Now I can pick and choose among men with 10 years of experience." Comments like that are common throughout the industry today. During the 1970s, the US and Canada did indeed suffer from a severe shortage of mining engineers, especially experienced ones. Moreover, it seemed likely this North American shortage would worsen. Increased production of minerals and coal was pushing demand for mining engineers upwards, and there appeared to be substantial new employment prospects for them in the nascent synfuels industry. The oil majors entering the mining industry were pushing for an increased professionalization of mining management, heralding a trend towards higher intensity in the use of mining engineers. In response to the shortage, mining schools expanded their programs dramatically. By 1982, American schools were churning out more than 600 new mining engineers per year, compared to barely 200 in 1970 (Table 1). The timing of the explosion in the number of mining engineers could not have been worse. The downturn in the economy and the resulting slump in the mining industry coincided almost exactly with peak output of mining engineers. The market for mining engineers shifted from shortage to surplus with startling rapidity. The new crop of engineers, no longer courted by the mining companies, struggled to find any mining jobs. At the same time, experienced mining engineers found themselves thrown into the job market, some for the first time in decades. The current oversupply of mining engineers is assumed to be a temporary phenomenon. As the economy recovers, the demand for mining engineers is expected to pick up at least enough to absorb today's surplus. Not so, according to a recent study by Fenvessy and Schwab, a general management consulting and executive recruiting firm. In 1979, Fenvessy and Schwab was commissioned by a group of major mining companies to conduct a worldwide study of supply and demand for mining engineers to the year 2000*. The study began at the height of the North American shortage. One major objective of the study was "to identify means by which business and educational institutions may cope with and alleviate a future shortage of mining engineering talent." The findings, however, ran directly counter to expectations. The current oversupply will not disappear with economic recovery, the study concluded. In fact, the US and Canada are facing a massive oversupply that will probably last until the end of the century, unless enrollments in schools are reduced. Study Method Fenvessy and Schwab's conclusions are based on supply and demand models for mining engineers that it developed in the course of the study. Specifically, predictions for the supply of mining engineers are based on a survey of the 54 mining schools that account for about 90% of the world's annual output of mining engineering graduates. This survey asked for data on historical and projected number of graduates, obstacles to further expansion, changing trends in the use of mining engineers, and graduate career patterns. Fenvessy and Schwab developed three mining engineering supply scenarios from the survey data. The high case, considered unlikely for most of the industrialized world, is based on a continuation of the 1970's soaring growth rates. The middle case was established from the mining schools' own estimates of future growth in the number of graduating mining engineers. Finally, a "low growth" case for the US and Canada assumed that the number of graduating engineers will remain at current levels. A new radioactive tracer method for the measurement of airflow in inaccessible airways was developed. The method can be used in situations where studies of the mine-ventilation system are not possible using conventional flowmeters (anemometers). The method was tested in the ventilation laboratory at the University of Kentucky and in the US Bureau of Mines Experimental Underground Coal Mine and was utilized in leakage, dilution and flow-velocity measurements.

Although Disputes Review Boards have been used for some time, they had not received wide publicity at the time Monroe County first used one. Public owners frequently resist adopting new contracting practices. This paper discusses an owner's experience with Dispute Review Boards, from learning about them to their use on two (2) projects. The experiences of potential and actual contractor claims are compared to a claim on an earlier contract and the ensuing litigation. Suggestions for possible use for Owner-Engineer disputes and recommendations for use are provided.

The only previous attempt to use a tunnel boring machine in the rock formations encountered in New York City was unsuccessful. However, technology has been developed since then which made a new attempt a practical proposition. Nine thousand feet each of 8'6" and 11'0" diameter tunnels were driven in Manhattan schist using Jarva TBM's together with 1100 ft. of the smaller diameter driven conventionally in Inwood marble and earth. (1) The selection of tunneling method was largely based on the need to avoid community reaction and hazardous tunneling conditions where the larger diameter tunnel passed beneath residential structures in poor condition in seamy and blocky rock. Experimentation with cutters and cutter mountings indicate that good cutter life and ease of change are available. It was found practical to use unusually large muck cars for an efficient muck disposal system. Conventional tunneling was successfully executed beneath a subway station whose invert was less than seven feet above the crown of the tunnel. Attempts at chemical consolidation and dewatering were unsuccessful in the earth section which was completed under compressed air.

In 1974- COGEMA (Compagnie Generale des Matieres Nucleaires) of France decided to exploit a uranium deposit discovered several years ago in a Permian formation of Southern France, near the town of Lodeve (Herault). The uranium occurs in black shales with high calcium carbonate content (7-10% CO2) and it was then necessary to use alkaline leaching. A fine grind (60-65% minue 270 mesh) was also necessary to obtain good' uranium recovery. A minimum of fresh water must be added to the alkaline system due to solution recycling. Filtration must be used because cake-washing requires less fresh water than countercurrent decantation.

Groundwater remediation is growing in occurrence in the western United States. Groundwater remediation programs are regulated by state water quality statutes. The remedial action plans implemented under these statutes may conflict with well-established existing rights to withdraw groundwater for beneficial use. This paper discusses how the states of Arizona, Colorado and New Mexico administer conflicts between the need to withdraw and remediate groundwater with the existing rights of others to withdraw groundwater for beneficial purposes.

The January 1988 issue of Engineering and Mining Journal includes two short articles on blasting practices in surface gold mines (Anon., 1988 ; Carr , 1988). A reader of these articles learns, among other things, that a "12 x 13 ft" blasting pattern is used at the Carson Hill Mine, and a "17-ft burden and 18-ft spacing" is used at Echo Bay Mineral's Borealis operation, while at Mascot's Nickel Plate Gold Mine "ore shots are on a 10 x 10 ft" pattern. Like a new edition of the World Book Almanac, these articles are overflowing with useful tidbits of technical data; but, they never mention why the particular blasting patterns were selected. A survey carried out during the Winter of 1988 at six surface gold mines in the western United States also failed to produce a satisfactory answer. The responses from mine planning engineers to the question "why is your blasting pattern X by Y", reduced to "we use X by Y here because we used X by Y at our last operation, and it worked ok." Certainly, with the available decades of experience and professional practice in blast holes design, rock fragmentation in surface mines has been thoroughly investigated. However, and this is the central issue, fragmentation of the rock is not the primary purpose of most rotary drill holes in surface gold mines. Feldspar is the earth's most abundant mineral group. The feldspars are aluminum silicate minerals belonging to the tectosilicate class. Feldspars are the most widespread of any mineral group and are estimated to constitute 60% of the earth's crust. They make up a large percentage of the exposed rocks as well as soils, clays, and other unconsolidated sediments. Feldspars are widely used in the glass and ceramic industry and are principal components in rock classification schemes. Feldspar minerals and their production are important contributors to the domestic and world economies and standard of living. In 1990, the United States produced 630 kt of feldspar minerals, and world production was estimated to be more than 5 Mt. Feldspar mineral production in the United States has a long and interesting history (Feitler, 1967, Rogers Jr. et al., 1983). The first commercial production in the United States occurred in about 1825 and came from pegmatite bodies located in Connecticut, where feldspar was mined, hand sorted, and shipped to England. Feldspar production grew during the 19th and 20th centuries with important developments in production location, integrated mine and processing facilities, and the development of the flotation process for feldspar by the US Bureau of Mines and the feldspar industry. The first commercial feldspar flotation plant began operations-in Kona, NC, in 1946, some six years after this process had been developed. In 1990, the domestic feldspar industry consisted of 12 operating companies with mines and processing plants located throughout the United States (see Table 1). During the last 25 years, the domestic feldspar industry has been dynamic, marked by new plant construction and capacity expansion at older plants. The industry has also seen plant closures, changes in ownership of existing operations, the consolidation of the Canadian nepheline syenite industry, and the increase of imported feldspar products. The industry has been affected by contractions in its major end-use markets brought about by economic cycles, product substitution, and environmental effects, such as recycling, land-use controversy, and air and water pollution. Despite problems, the industry remains mature and highly competitive. GEOLOGY Mineralogy The common feldspar group of minerals form a single crystalline phase or solid solution series of minerals. Fig. 1 is a ternary phase diagram that shows the feldspar mineralogy-KAlSi,O8, NaAlSi3O8, and CaAl2Si2O8. The end-member compositions are also referred to as potassium, sodium, and calcium feldspar. The feldspars whose chemistry ranges between the potassium and sodium end-members are known as alkali feldspars, while those between the sodium and calcium end-members are plagioclase feldspars. These feldspar groups can be further subdivided based on structural and compositional features within the alkali or plagioclase feldspar series. The distinction between and the proportion of members of the two feldspar groups are important to the classification of igneous rocks (Deer et al., 1966). Perthites are the exsolution product of an initially homogeneous potassium-sodium feldspar solid solution which forms (in an environment of decreasing temperature) a heterogeneous intergrowth of sodium-rich feldspar lamellae in a host crystal of potassium feldspar. Antiperthites are exsolution products in which the host mineral is sodium-rich plagioclase feldspar and the intergrowths are potassium-rich feldspar.

The Environmental Impact Statement (EIS) has become a routine requirement for mining operations on federal lands. A similar document is being required in developing countries. Baseline studies are needed prior to writing an EIS and these studies involve surface water, groundwater, air quality, and wildlife/ native plant evaluations. The required baseline hydrology and geochemical studies are often the most expensive and lengthy evaluations. This paper summarizes the hydrology and geochemical baseline studies required for .An EIS and presents suggested methods to expedite these studies and to shorten the time and the cost to complete the studies and the EIS.

A detailed heat flow project was conducted at the Homestake Mine in Lead, South Dakota. This paper presents results obtained from a stope sensor system installed in the mine. The design and installation of the system are described in detail in a previous paper (Duckworth et al., 1992). The major project objective was the construction of a comprehensive heat flow data base to allow the design and testing of a new climate prediction model applicable to irregularly shaped underground excavations in non-homogeneous surrounding rock types. A mechanized cut-and-fill (MCF) stope contributes a substantial overall heat source in a mine, and the effect of this source on the working environment must be considered when planning future ventilation and refrigeration requirements. The relative magnitudes of the component heat sources encountered with the MCF mining technique are presented, having been computed from actual stope beat flow data collected over a one-month study period. The percentage of the overall heat load that is removed from the scope for each component heat sink is evaluated, and the overall energy balance is analyzed. A one-month study length was considered a sufficient period of time to allow stope monitoring for a complete range of mining conditions.

The Central and Southern Appalachians were the major sources of gold in the United States throughout the first half of the 19th century and have continued to yield gold to the present day. Small amounts of gold were probably extracted by the Indians and the Spaniards but the first documented report of gold in the region was made by Thomas Jefferson who found a four pound lump of gold ore, which yielded 0.85 troy oz., in the Rappahannock River of Virginia in 1782. Gold was subsequently discovered in North Carolina between 1793 and 1799, in Virginia in 1806, in South Carolina in 1827, in Georgia in 1829 and in Alabama about 1830 (Becker, 1894-5; Pardee and Park, 1948). The gold belts of the Central and Southern Appalachian Piedmont and Blue Ridge Provinces are shown in Figure 1. The superimposed circles indicate the mount of production from some of the more productive and well known areas. Although North Carolina produced far more gold than the other states, the most significant concentrated area of production is the Dahlonega District in Georgia which yielded more than 500,000 troy ounces. After discovery, gold production increased rapidly as shown in Figure 2. Production was at its maximum between 1830 and 1852 with combined totals generally exceeding 30,000 troy ounces per year. Production dropped sharply after the California gold rush in 1849 as experienced miners moved westward in search of bigger and easier stakes. After the Civil War briefly halted gold mining in the Appalachians, production rose to an average of about 8,000 ounces per year from 1865 until 1878 and to an average of about 13,000 ounces per year from 1881 until 1915 when it again fell to near nil (Pardee and Park, 1948). Minor resurgences occurred in the 1930's and 1940's. Although there has been no reported production in recent years, it is likely that "weekend panners" still remove hundreds of ounces from streams annually. The total reported production for the area through 1959 is in excess of 2.5 million troy ounces.

New technology for removal of nitrate from low-temperature waters has been developed. Typical results from the first operational-scale system (operating at a metal mine in Montana since January 1996) are over 90 percent nitrate removal at a flow rate of 130 gpm and a water temperature of 12°C. The system also operated successfully at flow rates as high as 300 gpm and water temperatures as low as 2°C. The ABC is advantageous because it is: a) cost-effective to design, construct and operate, and b) effective at cold water temperatures. The system can be designed for a variety of flows, nitrate concentrations, water temperatures and water qualities.

In 1986, Gold Fields began negotiations with a large Nevada electrical power utility to supply power for its Chimney Creek mine in northern Nevada. After the long negotiations reached an impasse over various costs associated with the power line, a decision was made by Gold Fields to generate its own power. Self-generation is not uncommon overseas, but it is rare for any but very large or very small operations in the United States. Surprisingly, under certain conditions a mine can generate its own power profitably, and Gold Fields has found that the associated operating and maintenance problems are minimal. The following report details what factors went into this decision and how it works. Hopefully, it can serve as a guideline for those who may find themselves in a similar position. History In the spring of 1986, Davy McKee Corp. was contracted by Gold Fields Mining Corp. to provide design engineering and construction management for the chimney Creek Mine. Chimney Creek is located about 50 mi northeast of Winnemucca, NV in a remote part of Humboldt County. The nearest industry using utility power was the Pinson Mine, about 13 mi from the proposed plant site. The existing electric line was not capable of carrying another mine the size of Chimney Creek, which required 29 million kwh per year. There were three options available to Gold Fields for the power supply: 1 )Power could be supplied by the public utility from a coal-fired plant about 30 mi away by constructing a new line to the mine,

A quick glance at a-portion of the title of this discussion -'Rolling With The Punch" may immediately lead you to assume that I am about to expound on the so-called manly art of self-defense. So that you will not have been misled entirely we will devote our considerations to a far more important art and if I may, I should like to begin by quoting Vincent Van Gogh. According to a literal translation the artist in describing one of his famous paintings said "these peasants are eating their potatoes with those very hands that dug them from the earth' and put them in the dish". Vincent Van Gogh may not have realized at that time, that he could likewise have been describing what is probably one of the oldest of all arts - the art of Material Handling - an art that man with the aid of science has tried to improve since the beginning of time.

Compania Minera Disputada de las Condes S.A. (Disputada) is proactively implementing closure and reclamation planning activities at its mining and beneficiation facilities (mining facilities) in Chile where regulations governing mine reclamation are not yet fully in place. These activities are being implemented to improve currently employed measures to protect human health and the environment and to enhance reclamation and facilitate future closure with regard to these areas when mining is completed. As part of this process, Disputada, with the assistance of Shepherd Miller, Inc., developed recommendations and guidelines for future closure and reclamation of the Disputada sites. These recommendations and guidance incorporate planning and operational and post-operational design considerations and practices, and standards used by the mining industry and regulatory agencies around the world. The criteria presented in the guidance are based on achieving conditions that will be suitable for the anticipated post-mining land use. This paper discusses the process and approach taken, and the results.
