The environment in which the surface mining industry operates today is considerably different than that of a few years ago. Increased pressure from the public, government, labor and internal industry factors calling for the fulfillment of rapidly changing expectations is especially intense in the surface coal mining industry. Such things as requirements for increased production, the Mine Health and Safety Act, environmental concerns and land reclamation, shortages of qualified and enthusiastic employees and market cycles coupled with price competition are but some of the specific items that are requiring the surface mining industry to better utilize equipment, materials, and labor resources available, There is one technical tool available which will assist management to increase productivity, improve cost control and assist in planning, organizing and operating surface mines. Industrial Engineering is that tool. Before a discussion of specific applications of Industrial Engineering to surface mining is conducted, it is worthwhile to review a definition of Industrial Engineering and the history of its development. The following definition has been adopted by the American Institute of Industrial Engineers: "Industrial Engineering is concerned with the design, improvement and installation of integrated systems of men, materials and equipment. It draws upon specialized know- ledge and skill in the mathematical, physical and social sciences, together with the principles and methods of engineering analysis and design, to specify, predict and evaluate the results to be obtained from such systems."

High tonnage hoisting of materials by vertical conveyors through deep shafts is a relatively new concept in mining that is proving to be effective. The development of the Pocketlift® belt by Metso Flexowell, located in Moers, Germany, enabled the installation of a deep shaft vertical conveyor in 2002. This application followed years of design and operational experience gained in medium-depth shafts around the world. The design, manufacture, installation and operational experience of an 1,818 tonnes capacity, 273 meters vertical lift, Pocketlift® belt system at the White County Coal Pattiki 2 Mine is the subject of this work

Improvements in flotation technology are continually being made in the attempt to achieve the mineral processor's goal of maximum mineral concentrate grade and recovery at zero cost. Technology that cannot be totally proven in the laboratory must be tested under plant conditions either in a pilot plant or in the existing circuit. Problems associated with new technology can be solved effectively by the mineral processor who approaches each of the problems objectively.

The cost of remediation often drives the selection of the preferred remedial alternative at hazardous waste sites. The use of probabilistic cost/risk analyses can aid in predicting costs of remedial alternatives. Three types of information are discussed in performing cost/risk analyses: (1) data on the quantity of contamination versus the contaminant concentration; (2) unit costs of remediation for the remedial alternatives; and (3) risk to contaminant concentration relationships. Cost/risk evaluations are performed on a site-by-site basis, to account for combined risks of different contaminants and differences in quantity to be remediated versus contaminant concentration. The cost/risk analysis produces a graph of risk versus cost for each of the remedial alternatives. These costs are then compared to facilitate selection of a preferred alternative. An example of comparison of alternatives is illustrated for a historic coal gasification site.

In the early days of minimal environmental protection awareness and unreasoning economy development pressures, little attention was paid to growing environmental concerns in Fuxin colliery, especially the air pollution problem due to the long term mining activities. In order to determine air quality concentration levels, a new technique for synthetic assessment of ambient air quality by using the extension of matter-element method is proposed in this paper. The air pollutants data such as Sulphur Dioxide (SO2), Carbon Monoxide (CO), Nitrogen Oxides (NOx), Total Suspended Particulates (TSP), Particulate Matter (PM10), and dustfall collected at four different air quality monitoring stations located in four districts of Fuxin colliery is used. The results obtained indicate that TSP, PM10, dustfall and SO2 are the predominant pollutants. Other pollutants such as CO and NOx are also detected in Fuxin colliery. The air pollution comes mainly from industrial emissions, mining activities and the abandoned gangue stockpiles. Compared to those applied to other mathematical assessment methods, it is demonstrated that the extension of matter-element model is quite appropriate for air quality assessment.

In 1994, Cyprus Twentymile Coal Company and Scandura formed a joint task force charged with the purpose of developing the highest rated fabric belt for underground longwall coal mining. This paper details the development efforts and concepts utilized by Cyprus and Scandura to meet the challenging demands of Twentymile Coal's East Mine District (EMD). The finished panel consisted of a 5,500 meter (18,000 feet) conveyor with 245 meter (800 feet) of drop over the first 3,660 meters (12,000 feet) and 245 meters (800 feet) of lift out-by over 1,830 meters (6,000 feet). The panel was designed with an operating capacity of 4,500 tph (5,000 stph) and 4.1 m/s (800 fpm) belt speed.

The pressure pre-oxidation of refractory gold concentrate from the Golden Mile has been investigated and the conditions of temperature, oxygen pressure and percent sulphide breakdown for maximum gold extraction optimised. Both tellurides and sulphides were oxidised under optimal conditions and deposited in the residue as oxides along with haematite. Under non- optimal conditions, a reactive basic ferric sulphate was formed instead on the unreactive haematite. Maximum gold recovery after cyanidation (tail < 1 ppm) is well in excess of that produced by the present roasting process (tail 3-4 ppm).

A form of column flotation cell is described in which the contact between the feed and the air stream is made in a mixing device at the top of a vertical downcomer. The air-liquid mixture flows downward to discharge into a shallow pool of pulp in the bottom of a short cylindrical column. The bubbles disengage and rise to the top of the column to overflow into a concentrate launder, while the tails are discharged from the bottom of the vessel. The main advantages of the device described are that the overall height of the column is reduced to about one metre (3 ft), and the column can be self-inducing with respect to the air supply. Experimental results are given from tests on a feed stream to a conventional zinc cleaner circuit. Using wash-water to reduce gangue entrainment, the column gave high concentrate grades and high recoveries.

This work presents the results obtained with aggregation of fine talc (-19 m), a naturally hydrophobic mineral, in the presence of KC1 solutions. The classical DLVO theory describes well the aggregation of talc in dilute KC1 solutions. Beyond 1 M KCI we have found indications that a non-DLVO interparticles force is operative, say an hydration (repulsive) force. This structural force could be responsible for the unexpected re-dispersion of talc suspension. However, no repulsive force (depression) has been observed in salt flotation of talc at higher ionic strength, up to 3 MKCI.

In a longwall section that consisted of 7 longwall panels, there were two high pressure gas transmission pipelines across the panels burying from 3 to 10 ft. below the surface. One pipeline was 20 in. in diameter while the other was 24 in. in diameter. In order to investigate the stress conditions sustained by the pipelines during underground longwall mining, strain gages were mounted on the pipelines above panel #3, #4, and #5. Survey monuments were also installed along but near the pipelines. This paper presents a subsidence prediction method and the preliminary results of the pipelines&apos; stress conditions as affected by underground longwall mining.

PROGRAM DEVELOPMENT While Holmes & Narver is better known in other fields, the company has been active in many phases of underground excavation for over twenty years. In the 1950&apos;s, H&N participated in design and construction of nearly twenty miles of waste disposal tunnels in Southern California. As Architect-Engineer for the Atomic Energy Commission, we had design and management responsibility for many miles of tunnels and for thousands of feet of exploration and big hole drilling, from coast to coast in the States, and for gas well completions and exploration drilling for the Navy and the National Science Foundation from Pt. Barrow to Byrd Station in Antarctica. In my ten years with the company, we contributed to the development of big hole drilling techniques at a number of sites and analyzed the capability of boring machines for many of the tunnel projects. "BACKGROUND In the event of an explosion or fire in an underground mine, workers can be exposed to a deficiency of oxygen, an excess of carbon monoxide, or both. These threats can occur as separate conditions or simultaneously. A lack of oxygen in the breathing air can only be addressed via the use of a self-contained breathing apparatus (SCBA) acting as a source of oxygen. An excess of carbon monoxide can also be addressed via the use of an SCBA, but if the threat occurs in isolation (that is, the atmosphere still contains sufficient oxygen to support life) and the concentration of the threat gas is not extreme (< 2%) then the carbon monoxide threat can also be addressed by the use of a filter self-rescuer (FSR). Used together, the SCBA and FSR offer a far more efficient and universally capable life support system than when used in isolation. However, the SCBA does not take advantage of the fact that the surrounding atmosphere likely contains some level of useable oxygen; i.e., the SCBA always supplies the total required oxygen from its limited supply, resulting in a ceiling on its useful life regardless of the level of oxygen in the surrounding air. To address this technology gap, what is needed is a ""smart"" SCBA that provides filtration and catalytic protection against threat gasses and has an extended duration life-sustaining oxygen inhale stream independent of the threat content and oxygen deficiency of the surrounding atmosphere. DEVELOPMENT Developed under contract with NIOSH the Smart Escape SCBA is comprised of three major components including; 1) oxygen supply, 2) oxygen sensing & dosing electronics and, 3) a CO catalyst and carbon bed broad spectrum FSR. The SCBA is designed as a hybrid system that provides non-toxic breathing air by using an approved Chemical, Biological, Radiological and Nuclear filter self-rescuer and a catalyst to convert high levels of carbon monoxide to harmless carbon dioxide (CBRN FSR/CO). In addition, the Oxygen Sensing & Dosing Electronics (OSDE) package adds sufficient oxygen to make up for deficiencies detected in the ambient air (Figure 1). By making use of the ambient oxygen, less oxygen is required for a one-hour unit life. This means that the Smart Escape SCBA fits in a smaller and lighter package than a similar-duration conventional Self-Contained Self-Rescuers (SCSR). Alternatively, taking advantage of available ambient oxygen could offer a significant increase in working duration in a unit with the same size as current SCSRs. The research performed under this NIOSH contract involved numerous tasks including: (1) definition of performance and system requirements for the Smart Escape SCBA, including keeping environmental stressors within acceptable ranges, providing at least one hour of breathable oxygen supply, and using a mask or hood that allows high-quality voice communication; (2) designing, building, and evaluating prototype units to support extensive bench top testing at Avon Protection and third party labs to demonstrate the device’s capabilities; (3) building sufficient quantity of Smart Escape SCBAs designed to be intrinsically safe (per MSHA criteria); (4) testing and evaluation by the National Personal Protective Technology Laboratory (NPPTL)."

The Bureau of Mines conducted investigations on extracting phosphate values from fine-particle wastes generated during the mining and beneficiation of phosphate ore by leaching dried wastes using a H2SO4-methanol mixture. Although phosphatic clay waste contains up to a third of the phosphate originally present in the ore, recovery of these values represents a significant challenge due to the fine grain size of the material, the particles averaging less than one micrometer in diameter. Waste samples obtained from two Florida producers yielded phosphate extractions of 71 and 84 pct, respectively, when leached under ambient conditions and at a stoichiometric acid ratio of 1.4:l. Elevated temperatures did not improve the amount of phosphate extracted. Undesirable A12O3, Fe2O3, and PlgO impurities were largely rejected; higher grade wastes gave acids that meet established industry impurity standards and lower grade samples yielded acids that marginally fell short of the standard. Separation of the crude acids from the insoluble residues was accomplished via vacuum filtration through either filter paper or commercial filter cloths. Both filtration rates and solids retention were improved by the addition of 0.5 lb/ton of poly(viny1 acetate) (PVAc) or poly(ethy1ene oxide) (PEO) to the methanol-acid slurries. These results show potential for substantially increasing the reserves of an important domestic resource.

"MOTIVATION The storage of nuclear waste gives rise to a lot of innovative issues for underground space technologies. The nuclear activity of waste generates temperature effects on both the lining and the surrounding rock mass. In order to avoid these unfavorable effects, the number of waste containers is controlled in the gallery section. The galleries section has consequently ranged from a diameter of 4 to 6 meters. However, in the case of intermediate-level nuclear waste, due to the lower temperature, the number of containers in a cross section of a gallery is assumed to be safely increased. Despite technical difficulties, a large diameter gallery (typically 12m excavated) seems to be more cost effective. This paper demonstrate the feasibility of such a gallery in the specific context of CIGEO (French Geological Repository Project for nuclear waste), located in the Bure area in the north-eastern of France. The geology of Bure at the project’s depth (about 520 meters) consists in a quite homogeneous layer of Callovo-Oxfordian argillites (COx argillites). With such an overburden, this rock is known to have a high plastic behavior with significant time-dependent effects. These mechanical properties require complex behavior laws in computational modeling used for the design of underground facilities.EXPERIENCE OF LARGE DIAMETER GALLERIES In order to identify some specificities in the design of such openings, a research has been run on existing galleries of large diameter (more than 10 meters), like the tunnel of Chamoise, Lötschberg, Tartaiguille or Saint-Martin-La-Porte. Two of these representative examples are detailed hereafter. Tunnel of Chamoise (French Jura) In spite of a lighter overburden (400m versus 520m), an anisotropic initial stress state and a variable rate of carbonates, the highway tunnel of Chamoise is quite similar to the planned gallery for intermediate-level nuclear waste, with a geology very close to the CIGEO’s one in some sections. Because the northern tube encountered difficulties during the excavation a few years before (several over-excavations and spalling, especially in the bench), the excavation of the southern tube has been carried out in two steps, but with a high bench and a small curved invert (Figure 1). The design of the immediate support consists in long bolts and a shotcrete layer. The concrete lining is about 50cm thick."

Pittsburgh No. 8 coal, cleaned by conventional froth flotation, was oxidized in a 2-L Parr stirred bench-top autoclave. Autoclave tests were carried out for up to 5 hrs under the following conditions: 150 to 225ºC, 60 to 500 psi 02 and 15 to 60 g of coal per 600 mL of distilled water. The oxidation of coal was evaluated by measuring the total acidic group formed on the surface of the coal and by measuring the adsorption (under standard conditions) of calcium ion from a solution. The degree of oxidation of the coal increased continuously, without much leveling off, with increasing oxygen pressure. With increasing temperature, the oxidation of the coal increased sharply between 150 to 175ºC and then leveled off above 175 °C. The adsorption of calcium was >3% on coal oxidized under the most favorable conditions. The adsorption of calcium on coal increased sharply with increasing equilibrium pH. The loss in Btu was found to be sensitive to oxidation temperature. This study concluded that the optimum oxidation of coal is achieved over 3 hrs at high oxygen pressures (e.g., 500 psi) at ~170ºC. This study also concluded that, when measured in terms of calcium adsorption, Btu loss and reaction time, the oxidation achieved in an autoclave is far superior to that achieved in a fluidized bed.

The construction of a major sewerage scheme requiring 15.3 km of 5.5m excavated diameter tunnel in basalt, mixed and soft ground has been undertaken by the Melbourne and Metropolitan Board of Works. A double shielded Tunnel Boring Machine was selected to excavate 13.7 km of basalt and mixed ground. Advanced methods for recording operational data on the TBM were introduced. Progress to date has shown that the TBM can excavate rock very effectively with a best weekly production of 178.8m; soft ground has been encountered and successfully handled.

Many concerns have been expressed worldwide regarding the use of diesel equipment in underground mines due to the potential health risks associated with diesel particulate matter (DPM). In assessing the risk to the health of miners and designing control strategies for DPM, it is important to know the concentration of DPM in the working areas of a mine. In some mines, significant stratification occurs due to the characteristics of the diesel exhaust, affecting exposure and the ability to measure DPM concentrations accurately. This study outlines some of the concentration profile data obtained during sampling at three mines where diesels were employed. Mine #1 (a gold mine) employed large openings in which a diesel-powered roof bolter was used. Mines #2 and #3 are both room-and-pillar operations with varying conditions. Mine #2 is an experimental mine where two stationary diesels were utilized for sampling purposes, while Mine #3 is a traditional evaporite operation using two mobile diesel vehicles for section haulage. These field studies indicated that some level of stratification occurred in all the mines, but the stratification was not as pronounced in the case of Mine #2 due to the complex pattern of exhaust emissions generated by the vehicles. The stratification seemed to depend on the distance from the vehicle, the mine air velocity, whether the vehicles were moving or stationary, and whether the exhaust was diluted by equipment design features. The concentration of DPM was generally higher at samplers located near the roof and lower at samplers located near the floor. However, this was not found in all cases. This paper provides conclusions on how knowledge of stratification patterns can be utilized in sampling and control of DPM in mine atmospheres.

The use of clay granules as carriers for pesticides dates from the early 1940&apos;s and by the present day represents a business conservatively estimated at between 200 - 300 thousand tons / year in the U.S. alone. Aside from economic and specific target pest efficacy advantages, the use of clay granules as pesticide carriers also delivers a number of environmental benefits which will be reviewed. Topics to be discussed will include: 1) drift control (versus liquid sprays), 2) mobility (in the environment), 3) worker safety, and 4) transportation (spill) safety.

In the mid-I 970s the rallying cry sent out by the aggregate trade associations to aggregate operators was to come to Washington and help design national legislation mandating reclamation of pits and quarries. This collective effort paid off in that aggregate operators were able to assist in the design of "livable" legislation; however, the coal mining industry took some very hard hits. A principal argument used by the aggregate industry was that relatively small parcels of land are impacted, the operations are located in or near urban areas to serve in the development of that immediate area, and are of many years duration; whereas, coal strip mines disturb many acres, are of short duration, and whose products may have world or nationwide utilization. Historically, developments in reclamation are tied closely to the regulatory systems that have been created to control environmental effects of mining. Since reclamation generally results in a cost incurred after the stone, sand and gravel has been mined and does not add to the inherent value of the mineral, there was little incentive in the past for mine operators to reclaim the land. In 1977, the Surface Mining Control and Reclamation Act (SMCRA) became the law for coal mine operators. The law states that, among other provisions, reclamation must "restore the land affected to a condition capable of supporting the uses which it was capable of supporting prior to any mining, or higher or better uses". It is of interest to note that years before the initiation of legislation leading to SMCRA twenty-eight states already had reclamation regulations that covered virtually all minerals. The scope of performance standards found in the state reclamation regulations included slope stabilization, grading, revegetation, neutralization of toxic materials, visual screening, waste disposal, control of drainage, and other sources of pollution and erosion. Environmental legislation and the consequent regulations came about because the public perceived that private industry did not properly value environmental quality and as a result the government became the policeman.

General Industral Minerals - Penn Top South The silica industry is relatively small and in general is made up of small plants located near the consumer. In the United States there are approximately 155 established operating plants located in 37 states, extending from coast to coast. Silica, in varying degrees of chemical purity, enjoys a very diversified market. Silica is the basic ingredient of glass, bothcontainer and flat glass, and is used for grinding and polishing of flat glass up to the final polishing stages where rouge is generally used. Silica is used for foundry molds and cores, sandblasting, stone cutting, refractories, placing sand in furances, glass coatings and linings, laboratory glassware, construction, oil well fracturing for increased oil flow, filtering purposes, silicate of soda, silicon carbide, and others.
