Oxide copper was discovered in 1946 at Guelb Moghrein. Early work culminated in the construction in 1970, by a consortium headed by the Anglo American group, of a project producing copper concentrates from 1,000,000 tonnes per annum of oxide ore. The process used was the TORCO (Treatment Of Refractory Copper Ores) process, which reduced oxide copper minerals to elemental copper by roasting in fluidised beds at 800°C with salt and coal. The roaster product was then floated to yield a high grade smelter concentrate, which was exported. The project closed in 1976, due to low copper prices and increased energy prices, leaving an open pit, the old TORCO plant, a water pipeline, and more than 2,000,000 tonnes of tail­ings, which contained remnant copper, as well as an average of 3 git of gold. After several attempts to recommence operations at Akjoujt, recovery of gold from the old TORCO tailings was started in 1992 by a joint venture company known as MORAK (Mines d'Or d'Akjoujt). This company comprises General Gold Resources N.L. of Australia, who are the managing partner, SAMlN (La Societe Arabe des Mines d'Inchiri) and the International Finance Corporation. Because the tailings are high in copper (0.1-0.3% Cu), the project used the 'Hunt' process, which uses a combination of cyanide and ammonia to leach gold while suppressing copper extraction. The gold is recovered from leach liquor by carbon absorption.

The Finniss River system in tropical northern Australia has received 'acid-drainage' contaminants from the Rum Jungle uranium/copper mine site over the past 4 decades. Following mine-site remediation that began in 1981-82 the annual contaminant loads of sulfate, Cu, Zn and Mn have declined by factors of 3, 7, 5 and 4, respectively over 1990-93, compared to the 1969-74 pre-remediation loads. Comparison of the frequency distributions of contaminant water concentrations over these pre- and post-remedial periods have shown varying degrees of reduction in the highest levels following mine-site remediation, that are consistent with reductions in their annual-cycle loads. Among the three selected major metal contaminants the reductions in maximum water concentrations are most pronounced for Cu. The demonstrated reductions in the highest water concentrations of all four contaminants are also associated with previously reported ecological improvement in the Finniss River system, compared to the benchmark of environmental detriment established in 1973fl4, prior to the beginning of remediation at the mine site.

Introduction Metals exploration activity is moderately intense in the US despite the 1981-82 recession in the mining industry. Although exploration expenditures are significantly less than the 1981 peak, quality and goal orientation of current exploration are high. Major foreign and domestic mining companies as well as nonmetal companies had been attracted to invest in minerals in the US. Its capital markets, political stability, and open-door policy are attractive for hard mineral explo¬ration, particularly in the West. The approach was to either acquire fully or partially developed ore bodies through merger and acquisition, or to fund large scale exploration programs in search of bulk-tonnage deposits. The acquisition avenue has not proved the panacea envisioned for overcoming lack of substantive mineral development. Nor has the decentralized approach to exploration that was adopted proven cost-effective. The emphasis on gold, to the exclusion of all other commodities, raises questions regarding the direction of exploration in the US for the rest of the 1980s. Overview More than 300 companies are active in metals exploration in the US. These range from established, well-known domestic and foreign corporations to hurriedly incorporated, unknown companies financed by having promoted mineral prospects or occurrences of questionable quality. Junior companies tend to be oriented toward property entrepreneurship, rather than the development of minerals resources. These companies have helped maintain mineral lands from prospect to production by holding blocks of property intact during periods of exploration inactivity. This was done through promotional efforts, even though few properties that attracted major venturers proved to have real merit. Exploration objectives of senior and junior exploration companies currently embrace only a few commodities. Arranged in approximate descending order of priority, these are: precious metals; base metals in monometallic or polymetallic deposits; strategic metals, such as tungsten, tantalum, and tin; unconventional commodities, such as diamonds; ferrous metals; and commodities such as beryl, zeolites, and barite. Prospectors are important in searching for these targets. In the US, where they have been financed by major and junior companies, prospectors have proven a useful and low-cost means of locating gold prospects (e.g. the Alligator Ridge property in Nevada). The tenacity and persistence of independent prospectors have been factors in discovering properties rejected or overlooked by professional geologists (e.g. Lornex mine in British Columbia). This has been realized by the provincial government that grubstakes bona fide prospectors. Exploration interest in commodities has always been cyclic with price. Gold is one of the few metals that has experienced a price increase of such magnitude to warrant attention. The potential for realizing adequate operating margins for the Nevada open-pit "no-see-um" gold deposits is great. The present declining gold price, however, may indicate that this emphasis on gold, to the exclusion of other commodities, is shortsighted. Mining companies have been the last to react to price increases, opening new mines based on unrealistic market expectations. A scenario could develop where plummeting gold prices bring recession to the gold industry, as lately occurred in uranium, molybdenum, and copper. This paper describes the development of the underground mining methods employed for narrow silver-lead-zinc orebodies at the Isa Lead Mine. Cut-and-fill methods were the chief underground mining methods for the narrow orebodies at the mine over 35 years ago. Benching methods were introduced approximately two decades later, and quickly replacing the cut-and-fill methods. The cut-and-fill methods and the benching methods are briefly reviewed in the paper. The benching methods and technologies have been continually evolving and one of the recent achievements is a multi-lift benching method. The multi-lift benching method is described in detail.

Pore-fluid/rock chemical interactions on both short and long time scales can produce significant pore structure and mineralic changes that can markedly alter transport properties, such as fluid permeability. The introduction of the chemical factor requires modification of experimental systems and methodologies developed for measurements in which chemical effects are minimal. Particular attention must be given to temperature effects, fluid chemistry, fluid/rock reactions and kinetics, fluid flow rate, and fluid/experimental-system reactions. The ability to obtain very low, steady flow rates at constant fluid pressure is important for study of some fluid/rock systems. Minimization of metal corrosion is of paramount importance and requires choice of proper metals, such as titanium, and certain Ti-alloys and Ni-alloys. In this paper, we briefly discuss the relevant chemical factors affecting system and experimental design. The primary focus, however, is on the characteristics of highly corrosion resistant metals, thermal and chemical resistant jacketing materials, and the attributes and limitations of various flow-rate and back-pressure control systems and flow-rate measurement systems.

Gold concentrates are produced at many mines by a variety of centrifugal and gravity machines, such as Knelson and Falcon concentrators, however the subsequent recovery of gold is relatively inefficient and subject to security problems. The InLine Leach Reactor (ILR) offers a new method to recover over 95% of gold in concentrates using a simple, secure leaching process. The InLine Leach Reactor is of particular benefit in treating slow or difficult leaching sulphide concentrates and its performance can be reliably predicted from simple laboratory tests. The InLine Leach Reactor is now successfully operating in two gold mines providing benefits of high gold recovery, low operating costs, high security and ease of operation.

In reference to the section "Excess pyrite," the author discusses difficulties in separating chalcopyrite from pyrite. A technique does exist, and has been used commercially, for the flotation, separation, and recovery, if desired, of both chalcopyrite and pyrite. The method was described in Mining Engineering, March 1966, "An Improved Flotation Method for Cornwall Sulfides." While it was not used on a porphyry copper ore, it was used on a chalcopyrite- pyrite-containing ore and might well have application. Both sulfides, chalcopyrite and pyrite, were floated simultaneously using xanthate as a collector and MIBC frother to produce a cleaned sulfide product. This concentrate was then thickened and conditioned at high solids with aeration and lime to a pH above 12.0 for a period of 1.5 to 2 hr. A supplemental suppressant, such as cyanide, could be used if necessary to sharpen the subsequent separation; however, it was not required at Cornwall. The conditioned sulfides were floated with two stages of cleaning to produce a high- grade chalcopyrite froth product and a pyrite sink product barren in copper. The separation at Cornwall gave a 28.6% Cu grade chalcopyrite product and a pyrite analyzing 0.06% Cu. A desliming step on the raw ore initially used at Cornwall for a period of time was later discontinued. Advantages to be found in using a strong sulfide collector, such as a xanthate, is the rapid flotation it induces and, generally, an ability to float at a coarser grind. A following regrind circuit could be used to give maximum liberation and produce a clean sulfide concentration. The "differential" separation is concerned primarily with grade and with assuring a barren pyrite for maximum recovery.

CANMET/MRL has been contributing to an industry/government program to assess the quality of air in mines, and improve the working environment for Canadian miners. The ultimate aim of this program is to recommend a sampling methodology and appropriate concentration limits for both the soot (diesel particulate matter - DPM) generated by diesel equipment, and respirable combustible dust (RCD) as measured underground. The program was conceived by the Canadian Adhoc Diesel Committee, which consists of representatives from seven major Canadian mining companies, three provincial inspectorates, one union representative, two manufacturers of diesel equipment, and CANMET, a Federal Canadian research agency. This paper describes the modification and laboratory confirmation of an existing methodology for the sampling and analysis of DPM/RCD, including: sampling problems, filter selection, filter efficiency, DPM size distribution, the approximate performance of fractionating devices, and it reports the results of current ambient measurements of exposure levels in Canadian underground mines. Because of the concern about the health impact of DPM/RCD on mine workers, North American agencies are in the process of establishing limits for these aerosols. So far, the Province of British Columbia is the only jurisdiction in North America to legislate the maximum exposure level of RCD in its underground mines, i.e. 1.5 mg/m3 interim level recommended by the Adhoc Diesel Committee. It has also recommended the use of the CANMET/ADHOC RCD sampling protocol.

This paper presents an apparatus and procedures to implement a methodology for controlling ambient air quality in a confined working environment, such as an underground mine, an underground storage area, or a tunnel. The air quality control methodology is directed at limiting the quantities of exhaust pollutants emitted by diesel-powered vehicles into the confined space by identifying vehicles that are excessive polluters. The methodology is based on tailpipe and ambient air measurements in the confined space, and the ambient air threshold limit values (TLVs) for the various diesel exhaust pollutants. The methodology consists of two computational methods; a deterioration criteria computational method to identify excessive polluting vehicles, and an engine performance computational method to determine engine performance and to provide information needed to diagnose engine faults. The methodology is designed for implementation in conjunction with a preventive maintenance program. The first part of the paper describes the mine air and tailpipe emissions measurement apparatus and techniques used to obtain data. This is followed by sections discussing the deterioration criteria and the engine performance computational methods. A section discussing some common engine emissions-related faults is also presented. Lastly, a proposed procedure to implement the methodology including a possible hierarchical structure for mine personnel involved to implement the procedures is presented.

Cement production involves the processing of raw materials that contain - Si02, A1203, Fe203, CaO, MgO, LOI (loss of ignition), S03, K20, Na2O, Ti02, P2055 and Cl- to produce the synthetic mineral mixture called "clinker". The use of other additives - sandstone, flyash, iron ore, and clay - is also mandatory in order to achieve the optimum blending requirements of cement. However, the use of these additives needs to be minimized due to their significantly higher costs ($/Ton). This paper presents a mixed integer programming (MIP)-based optimum quarry scheduling algorithm, which is used to generate quarry plans, satisfying geometric and production capacity constraints while providing minimum cost/optimum blend of raw materials mix to a cement plant. The benefits of this new methodology are demonstrated on a case study.

During iron ore pellet production, bentonite clay is used as a binder. Typical pellet plants spend from $3 million to $5 million annually for the clay. If bentonite dosages could be reduced by using it more efficiently, a significant cost savings would result. If the binding mechanisms can be completely understood, procedures can be developed to use bentonite more efficiently. Classical bentonite bonding theory is based on the behavior of bentonite at low percent solids and high mixing shear rates. Under these conditions, bentonite was understood to expand, disperse into platelets, and dry into a bonding "film" or "gel." However, these are not the conditions that exist during pelletization, which is carried out at high percent solids and relatively low shear rates. In this paper SEM imaging was used to identify and explain the bonding mechanisms of bentonite on the surface of magnetite concentrate. It was determined that bentonite would form a fibrous network under the proper conditions and that the formation of these fibers corresponded with an increase in the bonding of particles by the bentonite.

About 100 mine-waste dumps from past metal exploration and mining in Colorado and Montana were sampled using surficial-sampling methods for laboratory studies of the minus-2-mm fraction. In the laboratory, the composite samples were split into l00g samples that were leached to assess their acid-generation potential and associated release of potentially toxic metals that may degrade water quality in the headwaters of the Animas River watershed in Colorado and the Boulder River watershed in Montana. Two leach methods were studied: a passive leach using de-ionized water, and a more aggressive leach following the EPA-1312 method. The resulting pH values of the leachates using both methods are comparable. The concentrations of sulfate and several, but not all, dissolved or water-soluble metals are higher in the EPA-1312 leachates than in the passive leachates; however, the overall trends of the data are very similar. The passive leach method is less labor intensive and may be more representative of the natural weathering process occurring on the mine-waste dumps, simulating the natural precipitation and snowmelt. Three chemical characteristics of mine wastes studied here provide a relative ranking of mine-waste dumps for the purpose of determining priority for removal or remediation. These characteristics are: net acid production (NAP), sum of dissolved toxic metals (?As+Cd+Cu+Pb+Zn), and dissolved iron in leachates. Ranking can be done evaluating plots of NAP versus the sum of dissolved toxic metals, and NAP versus dissolved iron. These two plots serve as a basis for relative ranking of polymetallic-vein and acid-sulfate mine wastes studied. This ranking scheme may apply to mine wastes from production of other deposit types in other watersheds.

During the 1950's and 1960's a program of geologic mapping of counties has been underway in Nevada by geologists of the U. S. Geological Survey and the Nevada Bureau of Mines. The aping has been done principally at reconnaissance scales, with more detailed work in local areas. Geologic maps are either published or open-filed for about a dozen counties at scales of 1:200,000 or 1:250,000. One by-product of the geologic mapping has been the recognition of about 80 Tertiary volcanic centers from which large or very large volumes of volcanic material ranging from rhyolitic to andesitic in composition have been erupted. For purposes of this discussion these are regarded as the major centers; the tally does not include hundreds and perhaps thousands of small rhyolitic domes and plugs and basaltic vents. About 15 to 20 of the 80 major centers are believed to be calderas ranging in diameter from 3 to 25 miles. Some have been described in the literature by geologists of the Nevada Test Site and others. However, the vast majority of the 80 centers have not been described in print, and we are indebted to our colleagues for locating them for us in many of the counties. European industrial policy seeks to provide the right framework conditions to allow companies to develop and innovate and to make the EU an attractive place for job creation. This includes providing the basis for a competitive manufacturing industry which provides around 20% of EU economic output and employment for about 34 million people. The EU non-energy extractive industry with an annual turnover of around ?40 billion and a direct workforce of about 270,000 people is considerably smaller, but it plays a vital role in providing much of the manufacturing sector with raw materials. It also supplies very large quantities of minerals such as aggregates and natural stone to the construction industry, facilitating the development of modern infrastructure such as roads, railways, houses, schools and hospitals. However, despite an active extractive industry, Europe is increasingly dependent on imports of raw materials and particularly metallic ores and concentrates. In 2005, the trade deficit for minerals was in excess of ?11 billion, of which ?10 billion related to metallic minerals. Such import dependency is not a new phenomenon, but the rapid industrialisation of developing countries such as China and India has significantly increased global demand, resulting in large price increases for downstream industries and at times, bottlenecks in supply. The impact of this and other competitive pressures on some sectors of the European manufacturing industry, including the possibility of them being lost to lower cost countries outside Europe, has moved the issue of industrial policy and access to raw materials up the political agenda. A number of measures have already been announced by the European Commission to address these issues including: - The analysis of the competitiveness of individual industrial sectors, in order to understand their specific needs and take account of the particular opportunities and challenges they face.

INTRODUCTION The need for substantial advances in underground excavation technology has produced considerable research activity on a wide variety of concepts under a variety of Government funded programs. One goal of this "Rapid Excavation" effort has been the development of a means to apply the well-known virtues, both technical and economic, of the drill and blast method in a continuous process. The spiral blast concept, aimed at this specific goal, has been funded for initial studies (1) by the ARPA Rapid Excavation Program and, for the experimental work reported herein, by the Department of Transportation (2). The economy enjoyed by the drill and blast method stems from two factors: explosive energy is relatively cheap; and this energy is released so as to cause rock fragmentation largely through tensile failures. The relative ease and efficiency of tensile rock failures have long been recognized. The drill and blast process of course cannot be truly continuous since drilling and blasting (and other necessary functions) simply are separate, distinct operations. Although some surface explosive work has been done to avoid the need for drilled blast holes (3) it does appear that the high performance associated with explosive excavation requires placement of the explosive beneath the rock surface. This paper describes studies of blasting pattern which, in simplest terms, replaces the occasional heavy blast of conventional practice with frequent, much smaller blasts. A form of column flotation cell is described in which the contact between the feed and the air stream is made in a mixing device at the top of a vertical downcomer. The air-liquid mixture flows downward to discharge into a shallow pool of pulp in the bottom of a short cylindrical column. The bubbles disengage and rise to the top of the column to overflow into a concentrate launder, while the tails are discharged from the bottom of the vessel. The main advantages of the device described are that the overall height of the column is reduced to about 1 m (3 ft), and the column can be self-inducing with respect to the air supply. Experimental results are given from tests on a feed stream to a conventional zinc cleaner circuit. Using wash water to reduce gangue entrainment, the column gave high concentrate grades and high recoveries.

Extensive test work performed on the Coalscan 3500 ash analyzer at the Grootegeluk Coal Mine has led to the successful implementation of on-line ash monitoring to control the quality of coking coal and power station coal. Test work results are given and the advantages of on-line bias compensation discussed. Some details of the quality control systems subsequently implemented are also highlighted. Finally, the economic benefit of on-line ash monitoring based on the Mayer curve is demonstrated.

INTRODUCTION The rapidity of onset, rate of increase, and magni¬tude of loads in an underground support system can be measured using load cells or pressure cells, whichever is appropriate to the type of support. These instruments should be installed at the various instrumented station locations immediately after excavation. If the loading of a member is of interest, the load should be measured, whereas if the deflection or strain of a member is of interest, the strain should be mea¬sured. It makes as little sense to use a load cell to allow computation of strain as it does to measure the strain and then back calculate the load. Tunnel steel set de¬signers today invariably rely on the early work of Karl Terzaghi, the basis for which is load, so load measure¬ment should be the main concern. The current trend of using strain gages on steel sup¬port systems stems from the inability by some to eval¬uate unusual loading conditions caused by uneven block¬ing. In fact, uneven blocking will obscure almost any attempt (whether with load cells or strain gages) to properly evaluate support performance. The load curve in Fig. I shows the development of a characteristic early peak load sometimes called the "rear abutment load" seen in many underground open¬ings. It is thought that the peak reflects the coupling of the rock and the support system, and that the magnitude will increase until some yielding, or minor failure, of the support system occurs. At that time, the slight deforma¬tion of the support system promotes the formation of minute shears in the opening walls, and these shears tend to distribute stress between the support system and the adjacent rock in proportion to the relative rigidity of the support elements and the rock. In normal rock, as a result of this stress redistribu¬tion, subsequent load magnitudes generally do not reach the magnitude of the early peak load. In physically unstable (squeezing) or chemically un¬stable (swelling) rock, however, the loads experienced after passage of the early peak load may in fact show a slow, continuous increase. One of the very important purposes of load instrumentation is to provide the means for recognizing such long-term adverse trends, thus enabling the proper remedial steps to be taken. Another purpose of load instrumentation is to pro¬vide a comparison between the magnitudes of the early peak load and the subsequent stable load. The ratio of these two loads is analogous to a safety factor, and may be used to evaluate the efficiency and economy of the support system design. Aside from considerations of economy, it may be well to design support systems which do not have excessively high ratios of early peak load to subsequent stable load. Should these ratios be exces¬sively high, the support system may be so rigid that the yield or failure associated with stress redistribution may occur with explosive violence. Load cells for use in mines, tunnels, and on con¬struction projects come in many forms. Almost all, however, employ the same procedures for installation, readout, etc. Therefore the following comments are almost universal in application. LOAD CELL INSTALLATION Load cells should be installed with bases parallel to the surfaces against which they bear. Care must be taken to orient the cells so that their signal cables are protected from accidental damage as a result of con¬struction, maintenance, or cleanup activities. Most electronic load cells are compensated for tem¬perature variations likely to be encountered during nor¬mal operations. However, if a large difference is an¬ticipated between the calibration temperature [21°C (70°F)] and the average operating temperature, the cells should be conditioned to the operating temperature for at least 8 hr prior to installation. This is to insure that the initial reading, made under no-load conditions prior to installation, provides a stable value to which subse¬quent measurements can be referred. Hydraulic load cells tend to be temperature sensitive and should be used with that in mind. Also, hydraulic load cells tend to be soft compared to electronic types and will sometimes allow movement to take place in a system intended to be semirigid. Furthermore, hydrau¬lic load cells tend to be difficult to read remotely. Care must be taken to use bearing plates on both sides of load cells which are sufficiently rigid and of high enough bearing capacity to prevent bending and crush¬ing under load. This is very important with tieback load cells (basically a ring of steel) which can easily dig into bearing plates. MAINTENANCE AND TROUBLESHOOTING Except for a direct hit by a miner's axe or flyrock from a blast, most hydraulic load cells are nearly in¬destructible and require little, if any, maintenance. Hy¬draulic oil on the bearing plates is a good indication of a leak and the need for corrective action. Field maintenance of electronic load cells involves protecting the instrument and signal cable from mechani¬cal damage and from unnecessary exposure to dirt and moisture, and recognizing and correcting damage and the effects of normal wear and tear.

It has been demonstrated by Arrowhead Industrial Water that a proprietary reverse osmosis technology can be used efficiently, effectively, and economically to reduce the levels of cyanide species, heavy metals, and other ions as shown in Figure 1 to allow safe discharge of a permeate solution to the environment. A simultaneous benefit of this process was the cost savings of reduction in quantities of cyanide requiring destruction by hydrogen peroxide and recovery of a concentrated gold and silver value in the concentrate solution.
