The worldwide budget for nonferrous, nonfuel mineral exploration was expected to increase by 58 percent in 2004 from the 2003 budget, according to Metals Economics Group (MEG) of Halifax, Nova Scotia. The increase comes two years after a five-year period of declining spending for mineral exploration (1998 to2002). Figures suggest a subsequent 27 percent increase in budgeted expenditures from 2002 to 2003. For the second consecutive year, all regional exploration budget estimates were anticipated to increase. The worldwide budget for gold exploration achieved about 50 percent of the total amount budgeted in 2004.This was 68 percent, or US$715 million, higher than the reported 2003 budget. The 2004 worldwide exploration budget estimates for copper increased by 70 percent, orUS$237 million, to US$577 million from the 2003 budget. The budget for nickel exploration increased 52 percent, or US$89 million more than in 2003. The 2004 exploration budget for other mineral targets (primarily cobalt, heavy minerals, industrial minerals and silver) increased114 percent, or US$118 million.

The Reserve Mining Co., in the processing of taconite iron ore quarried from the Peter Mitchell Pit, deposited the finely crushed waste rock into Lake Superior near Silver Bay Minnesota. In the early 1970s The U.S. Environmental Protection agency filed a lawsuit against Reserve Mining Co., asking the court to force the company to stop dumping into the lake. On April 20, 1974, after a lengthy court battle, the U.S. District Court concluded that the Reserve Mining discharge into Lake Superior violated federal and state pollution laws and thus ordered Reserve Mining Co., to halt the lake disposal of taconite tailings. At the time many feared that some of the mineral particles contained in the tailings (alleged to be asbestos or asbestos-like) would cause human health problems. This Conference was thus convened to readdress the problem of the mineral content of the Biwabik Iron Formation and to whether any minerals contained in the ore could cause human disease. The four papers given in this session address the nature of the mineral particles in the taconite rock, the definition of the term ??asbestos?? and the history of the legal controversy over the possible health effects of certain mineral particles contained in the Biwabik iron range ores. Morey The Biwabik Iron Formation was a principal source of ore for the American steel industry during the 20th Century. The unaltered iron deposits, called taconite, contain approximately 30% iron and 50% SiO2. About 75% of the iron in taconite resides in the mineral magnetite, the remainder is largely in iron carbonate and several iron-silicate minerals.

The traditional approach for the beneficiation of South African siliceous sedimentary phosphate ores has been reverse cationic flotation. The robustness of this approach, however, has been a concern due to its sensitivity to parameters such as slimes content, headgrade ( P2O5 and SiO2 content), reagent dosages and conditioning times. The phosphate mineralisation for the ore body under investigation is predominantly carbonate fluorapatite composed of mainly quartz and apatite and minor amounts of chlorite, ilmenite and carbonates. Beneficiation of low grade sedimentary ores containing calcareous impurities, such as calcite and/or dolomite in addition to siliceous gangue, is required to meet the increasing demand; therefore, much research has been carried out to find an alternative technique to beneficiate this material. This paper investigates traditional flotation approaches versus the currently adopted ‘Crago Process’. Comparative results are presented in terms of upgrade potential for the production of concentrate rock for downstream applications. The novelty of the ‘Crago Process’ lies in its double stage approach, i.e. direct fatty acid flotation followed by reverse cationic amine flotation. The Crago process was able to achieve higher upgrades reporting at 32.1% P2O5 compared to conventional cationic flotation only achieving grades of 18.5% P2O5. Furthermore, the recovery gain was 3%.

"The National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Mining Research Division (PMRD) conducted underground evaluations in an attempt to quantify respirable rock dust generation when using an untreated rock dust and a rock dust treated with an anti-caking additive. Using PDM 3600s and 3700s, these evaluations measured respirable rock dust levels arising from a flinger-type application of rock dust on rib and roof surfaces. Rock dust with a majority of the respirable component removed was also applied in NIOSH’s Bruceton Experimental Mine (BEM) using a bantam duster. The respirable dust measurements obtained downwind from both of these tests are presented and discussed. This testing did not measure miners’ exposure to respirable coal mine dust under acceptable mining practices, but indicates the need for effective continuous administrative controls to be exercised when rock dusting to minimize the measured amount of rock dust in the sampling device. INTRODUCTION Two factors have combined to renew concern regarding respirable dust measurements and compliance. This renewed recognition is due to two regulations that have modified operators’ rock dust schedules. First, the 80% incombustible requirement in intake entries has increased both on-section and outby-the-section rock dusting. Secondly, the recent respirable dust regulation change that has increased the number of respirable dust samples taken per sampling cycle. Previously, when only 5 samples were needed bi-monthly, rock dusting could be scheduled to not interfere with the respirable dust sampling schedule. The significant number of samples now required under new regulations combined with the need to maintain 80% total incombustible content in active mining areas require the schedules for respirable dust sampling and rock dusting to intermix. This raises concerns about the amount of rock dust that potentially is included in the sampler weight gain. Additionally, the respirable dust maximum was lowered from 2.0 mg/m3 to 1.5 mg/m3 (effective August 1, 2016) increasing concern that rock dust contamination may be an issue. Currently, the acceptable practice is to apply administrative controls such as keeping the miners upwind during rock dust application or to schedule rock dusting during a maintenance shift when the number of miners present is lower. NIOSH’s research examining the quality of rock dust has led to the development of hydrophobic rock dusts."

Over the past few decades a great deal of effort has gone into characterizing the effects of frother type and concentration in flotation using a variety of two-phase techniques. Whilst useful and informative, this research still does not assist in the selection of suitable frothers for three-phase industrial-scale froths. This paper investigates the effects of frother type and concentration in a three-phase industrial froth. The objective was to determine if progress could be made in terms of understanding the behavior of frothers in flotation and understanding how they affect the sub-processes occurring in the pulp and froth phases and, ultimately, the metallurgical performance of a flotation cell.

San Martin Mine is an open pit, gold heap leach operation located approximately 70 kilometers from the Honduran capital of Tegucigalpa. Mining operations commenced in 2000 and were completed late in 2007, while heap leaching operations continue. Reclamation was executed concurrently with operations to the extent practical. The area has distinct rainy and dry seasons and closure objectives include: prevention and mitigation of acid rock drainage, sediment and erosion control, and mitigation of visual impacts. Final closure is well underway at San Martin and this paper describes the closure processes conducted to date, problems encountered, and the subsequent lessons learned.

Present and emerging technologies are renewing interest in domestic rare earth elements (REE) production. REE deposits throughout the North American Cordilleran alkaline-igneous belt are being re-examined for their economic potential. In New Mexico, the mineral deposits found in this belt are associated with Eocene–Oligocene alkaline to calc-alkaline igneous rocks. Four areas in New Mexico have been examined for their REE potential. The chondrite-normalized REE patterns are similar for all four districts, even though different REE minerals are found. Crandallite, xenotime, bastnäsite and brookite are found in fluorite veins and carbonatites at Laughlin Peak. Bastnäsite was extracted during fluorite processing from 1954-1980 from the Gallinas Mountains, where samples as high as 8% total REE are found in fluorite veins. Other REE minerals include agardite, parasite, xenotime, and monazite. Allanite, thorite and as much as 8133 ppm total REE are found in fluorite veins in the Capitan Mountains. In the Cornudas Mountains, exploration along the outer edge of the Wind Mountain nepheline syenite laccolith and within phonolite dikes, plugs, skarns and carbonate-replacement deposits in Chess Draw contain as much as 3110 ppm TREE, hosted in eudialyte, monazite, bastnäsite, and calciocatapleiite.

"The global underground construction and tunneling industry is in pretty good shape. Billions are being spent in shoring up aging infrastructure in the United States and other places, and new underground projects are being put out for bid.With each new project, comes new equipment, technology and tunneling methods. So it is incumbent on tunneling professionals to constantly improve their knowledge of the profession. This is where spending a few days with other underground construction professionals can assist the tunneler in keeping up.Every two years, tunnelers and underground construction engineers, contractors, suppliers, designers and owners from around the world gather for the Rapid Excavation Tunneling Congress (RETC). The 2017 conference was held in June in San Diego, CA. The UCA of SME puts on the conference.This years’ RETC attracted 1,400 attendees. The accompanying sold-out exhibit totaled 188 service and equipment suppliers. In addition, the conference had the UCA of SME bookstore, where the new History of Tunneling in the United States book was introduced. And a short course on tunnel rehabilitation was featured.Technical programmingRETC 2017 featured nearly 100 technical presentations. Topics covered the breadth of the global underground construction industry. Here is a sampling of a few. The proceedings from the conference is available from SME, 303-948-4200, www.smenet.org.Accomplishing extraordinary tasks as a machine supplier for Metro Doha: The construction of the Metro Doha in the State of Qatar established a modern, safe, efficient and integrated public transportation network. Upon final completion of multiple phases, the network will comprise four metro lines with a length of 216 km (83 miles) and 100 stations. Phase one comprises 112 km (43 miles of underground tunnels (56 km or 22 miles of twin-tube tunnels). Twenty-one earth pressure balance tunnel boring machines (TBM) were deployed by the four different joint ventures. The project was initiated, managed and supervised by the owner, Transport Authority Qatar Rail.Phase two of the Doha Metro will start upon the completion of Phase One in 2019 (Qatar Vision 2030). The owner placed full faith in the manufacturer’s abilities to deliver equipment of high quality, state of the art standards within the given time frame. This paper focused on the manufacturer’s scope of delivery and on the supplier’s high standards of quality in production, logistics and services."

Thunder Basin Coal Company received the 1987 Wyoming Excellence in Surface Mining Award for construction of the State's first major sediment control reservoir to be designed using the new settleable sol ids standard. Use of this standard resulted in construction cost savings of more than $250,000; reduced water quality monitoring; enhanced downstream channel stability because of more natural sediment loading; allowed simultaneous establishment of permanent waterfowl and fisheries habitat; and provided a quality recreational site. This article will address factors associated with the design and construction of that sediment reservoir and the benefits that were realized. The average annual growth rate of real gross domes-tic product (GDP) from the third quarter of 2001through the second quarter of 2003 in the United States was about 2.6 percent. GDP growth rates in the third and fourth quarters of 2003 were about 8 percent and 4 percent, respectively. Many other indicators reflected a rebounding U.S. economy — rising consumer confidence, higher retail sales, greater industrial production and more housing starts. Inflation also reached a 38-year low in 2003. The upward trends in many sectors of the U.S. economy in 2003, however, were shared by few of the mineral materials industries. Annual output declined inmost non fuel mining and mineral processing industries, although there was an upward turn toward yearend as prices began to increase (Table 1).

As a preventive action, the geotechnical department at the mine analyzed the original topography overlying a conveyor tunnel at the mine. Several dewatering drains were installed to intercept water collecting from an old lakebed. Subsequently, 20 steel arches were installed to provide additional support in an area of tunnel where original geological mapping indicated Type IV rock. This project was completed ontime with no loss to production. Construction schedules had to be developed to half hour precision, to accommodate the installation.

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977, that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

Extending an organization?s knowledge base throughout the entire enterprise can improve operations. Until recently, though, field operations were often left out of the information loop, as extending high-bandwidth communications into harsh environments often proved impossible due to thermal extremes, physical hazards and caustic chemicals. However, advances in the design and manufacture of rugged fiberoptic cables have now enabled the successful installation of 10-gigabit transmission links to places such as mining operations. The experience of Consol Energy exemplifies how plant managers can successfully enlist ruggedized tight buffered cables to help carry the efficiency of ERP communications into even the most challenging work environments. ?As part of our ERP implementation, we extended our corporate network underground into our mines using fi beroptic cable,? said Tom Prokop, manager-site support for Consol Energy. ?We?ve actually had rooffalls bury the cable between rocks and still did not lose data communications. Our maintenance personnel are now able to access our ERP system while underground at locations that can be up to 32 km (20 miles) away from their desks or the warehouse. Access to the corporate network allows them to order parts, look at electronic schematics, access monitoring data, no matter where they are in the mine. With a few hundred workers below ground, this immediate access translates into a time-savings that adds up in a hurry.?

Water-jet-assisted cutting involves the use of a mechanical cutting bit in combination with a high-pressure water jet directed just in front of the bit tip. Such a jet can offer benefits in terms of improved cutting, reduced dust and fines, and improved bit wear. The Bureau of Mines, through a contract with the British National Coal Board, has researched the use of water-jet-assisted cutting on roadheaders. After several engineering design problems were overcome, this program led to the successful underground testing of these roadheaders. Today, more than 60 water-jet-assisted roadheaders are in operation around the world and numerous others are on order. This paper details the evolution of these machines and the benefits to be gained by their use.

"‘Gas hydrate’ is the common term for a solid material formed from the combination of various gases as ‘guest’ and water as ‘host’. A series of large-scale scientific drilling and coring programmes conducted since 2000 revealed that natural gas hydrate exists in a wide variety of accumulations in the sediments. The scaled-up onshore and offshore field production tests during the last decade show that gas production technology will be realized to make gas production from gas hydrates viable in the future, recognizing its potentials as one of the future sustainable energy resources.The total produced gas was approximately 470 m3 by the hot water circulation method over 6 days of operation in the permafrost-associated Mallik 2002 project in the Mackenzie Delta of Canada. In the Mallik 2007-2008 project, the gas was successfully produced stably by the depressurization method for 6 days, up to 13,000 m3 cumulatively. The depressurization method applied in the Mallik test was shown to be an effective way to produce gas from gas hydrates. The Alaska field trial to inject mixed gas of CO2 and N2 to exchange CH4 in 2012 was successfully done for the first time to produce maximum 1,270 m3 per day. A remarkable achievement was made by Japan when it completed its first offshore production test in the Eastern Nankai Trough, producing approximately 120,000 m3 of methane by the depressurization method over 6 days in March 2013. The technical challenges and scientific uncertainties obtained from Nankai Trough production test provide Korea with more considerations as to the aspects of well completion, reservoir formation and seafloor stability, sand control, flow assurance, environmental monitoring, and etc., due to the different geological setting and geomechanical properties of the Ulleung Basin in Korea."

Editor's note: information for this feature was taken from the published APCOM proceedings. Computer trends, with special focus on the reasons for computer use, grabbed the lion's share of attention at the 23rd worldwide meeting on the Application of Computers and Operations Research in the Mineral Industry (APCOM 23). However, technical topics did not provide the meeting's sole focus. The last-minute inability of certain former communist countries to fund the travels of a few scheduled speakers was a reminder that science does not operate in a void. As with all technical progress, the APCOM presentations raised interesting questions regarding interrelated organizational dynamics and political and socioeconomic issues. Consider US Bureau of Mines (USBM) research to design an expert control systems to "duplicate" an experienced, "good" operator during automated underground roof bolting. In his presentation of the project, Takach, Jr. stressed the importance of preserving the ability to switch from automatic to manual drilling control. From a technical standpoint, this allows the expert system to "learn" from a good operator. As important, he said, is that this flexibility decreases the human operator's sense of being replaced by the machine. The question arises: Which will loom larger in union minds, increased operator safety through remote opera¬tion or the potential for total operator replacement? Like any new product, computer technology relies on marketing to aid its acceptance and use. Consider, too, a decision support system, by Schena and Gochin, for mineral resource management in a developing country. The Underground Construction Association?s (UCA) 2014 North American Tunneling (NAT) conference is expected to attract about 1,000 tunneling and underground construction professionals. With the theme ?Mission Possible,? attendees from around the world will hear the latest in tunneling and underground construction technology in the two-and-a-half days of technical sessions. The meeting is scheduled for June 24-27 at the JW Marriott Los Angeles Live in Los Angeles, CA. In addition to the technical programming, the accompanying exhibit has attracted 143 exhibitors in 162 booths. And the conference will offer short courses and plenty of social activities that will provide attendees the opportunity to catch up with each other. In addition, a proceedings volume containing all of the 128 papers will be available. An impressive lineup of sponsors will help attendees enjoy the conference. The substantial investment in tunnels anticipated in the next twenty years has focused new attention on the economics of tunnel construction itself and on some costly problems associated with underground work: the uncertain geologic conditions, the performance and adaptability of men and equipment, and the need for quicker, more efficient excavation methods. There also exists a need to develop better ways of estimating tunnel construction. Inaccuracies in current bid estimates stem from a number of causes, among them (1) the effects of geologic conditions, which are not adequately known prior to construction, (2) the dependence of actual cost on the construction method used and on the interactions among the operations occurring underground, and (3) the reliability of tunneling equipment. Inability to estimate final costs for conventional tunneling more accurately has in turn caused difficulty in gauging the costs and benefits attributable to new tunneling technologies either under development or for which R&D programs are planned. ATTRIBUTES OF THE TUNNEL COST MODEL This paper presents a computer based Tunnel Cost Model (TCM) which quantitatively assesses the uncertainties inherent in underground work, and is detailed enough to aid in preparing estimates or bids. The model employs appropriate techniques of subjective (or "degree of belief") probability and computer simulation of tunnel construction operations to estimate distributions of total tunnel

Charleston, SC is anything but boring. The city was founded in 1670 and has played a significant role throughout the history of the United States. Located along the coast of the Atlantic Ocean in the southeastern United States, Charleston was a vital city in America?s early existence. Charleston?s coastal location has helped the city become the fourth largest cargo port in the United States and earn the 2011 designation as the number one travel destination in the United States by the Conde Nast Traveler Magazine. Part of Charleston?s charm and beauty can be attributed to its historic structures and churches that line nearly every sidewalk, roadways that were laid out based on the width of horse carriages, great weather, southern hospitality and coastal living. Now imagine the challenges of installing new, or re-placing aging infrastructure, in this setting. Every shovel full of dirt, every stick of pipe and every roadway sub-surface has its own historic story to tell. For engineering minded individuals, Charleston?s infrastructure has almost as fascinating a history as its more visible surface structures. Charleston was among one of the first American cities to construct separate sanitary and storm water drainage infrastructure. This concept has roots dating back to the city?s founding and is a credit to the foresight of its founding fathers who understood the basic health differences between sanitary and storm water.

As the 2009 George Fox Conference neared its conclusion, Arthur Silber, project chief of the Mass Transit Tunnel (MTT) project was able to pull away from the constant buzzing of his Blackberry long enough to give a short presentation and a significant piece of news to the record 318 attendees at the Graduate Center, City University of New York regarding the MTT project. ?As the former administration (The Bush administration) was leaving office, we were told that Congress was notified of the FTA?a (Federal Transit Authority?s) intent to issue final design construction approval to us,? Silber said of recent advancements concerning the $7.2-billion dollar project. It will add passenger rail service from New Jersey to New York City as part of the Access to the Region?s Core project in the form of the Trans Hudson Express Tunnel (THE tunnel). ?That 10-day waiting period ended yesterday (Jan. 26).? In days leading up the Fox Conference, those involved in the tunneling industry, and the MTT in particular, had a lot to be optimistic about. The MTT received environ-mental approval on Jan. 14 (see page 9) and, with the acceptance of the final design, the multi-billion dollar project moved that much closer to a ground-breaking ceremony. So close, in fact, that before leaving his office for the conference, Silber posted the contract documents and plans for the Manhattan Tunnel project online at www.arctunnel.com (an indepth look at the project from Silber is on page 22). While many were interested in the progress of the project, Silber also spoke about the new plans for the cavern complex at the New York Penn Station expansion. The original plans called for two lines that would come into a large cavern complex with a north and south cavern to access the trains. After numerous core samples were taken from the streets of Manhattan, it was deter-mined that this design was not feasible and changes were made that will include a deeper cavern under Sixth Avenue, with 14-m (45-ft) of cover with a 30-m (96-ft) wide cavern that resides entirely under 34th Street. The cavern was also moved 20 m (60 ft) to the west to remain at least 61 m (200 ft) away from New York City Water Tunnel #1. The new design will include three-over-three track arrangement. The mezzanine will be 46 m (150 ft) below street level at 8th Ave, Silber said.
