Tunnel contracts in New York have in recent years had few bidders with the bids received being much higher than anticipated. Since 9/11, security has become a key issue in planning key infrastructure projects in New York. This is especially true in the case of large water supply tunnels. Striking the right balance between cost and security was the major factor in determining the best configurationfor the Kensico-City Tunnel. This paper outlines the efforts made to determine realistic probable bid costs for the tunnel contracts, and the innovative approaches taken to deal with security issues.

Ghana’s physiographic and geologic features are the basis for its long mining history. The Gold Coast colony has been a significant producer of gold. The gold of the Akan forest (Ghana) was a terminus for caravans that plied Saharan trade routes. Now it also produces significant quantities of manganese, bauxite, and diamonds In addition, the country produces kaolinite, silica for glass, salt, and both aggregate and dimensioned stone. Most secondary minerals are consumed locally but some amounts do find international markets. Ghana revised the mining laws and regulations in 1986. These revised laws dramatically increased gold production and improved the country’s economy. The success of these laws spawned imitators in other African states such as Cote d’Ivoire, Mali, and Burkina Faso. Representatives of these countries claim Ghana was their model. Environmental regulations exist but an intensive adversarial atmosphere is lacking. Ghana has also offered the mining industry incentives like accelerated depreciation rates and exemption from import duties on related supplies and capital equipment. The country has also pursued an aggressive policy to restore the nation’s business infrastructure.

Introduction An integrated oil company has two options in approaching strategic planning. It has to decide whether it is in business for the long-term. I state this in all seriousness. Those who help manage public companies have the responsibility of good stewardship of other people's money. We must decide whether continued investment in our basic business will generate a reasonable rate of return. With a world surplus of petroleum production capacity, and continuing downward pressure on prices, this question should be addressed by all oil companies. And a positive answer is not necessarily a foregone conclusion in all cases. The decision should be made based on proven competence in finding and developing petroleum reserves on a cost-competitive basis with other producers, and on a frank analysis of future prospects. This should include a realistic assessment of the projected rate of return on specific investment projects. If a company did not pass these tests, its strategy could take one of four paths. Diversification First, it could diversify. But recent history suggests that oil companies are not good at managing other businesses. Second, it could seek a buyer for its business at the optimum return for its owners. Third, it could sell its assets on a piecemeal basis. And, fourth, it could adopt a longer-range plan of self-liquidation by living off current recoverable reserves. In other words, by not investing in exploration and development, it could maximize short-term profit and pass the money back to shareholders in the form of dividends. The Conoco component of DuPont has a below-average cost of finding petroleum, a good track record of efficient production, and a full plate of projects that pass the test of return-on-investment. In short, Conoco is in business for the long-term. That fact, in itself, determines at least one key element in strategy. This is to extend the life of the petroleum reserve base while at the same time maintaining maximum efficient rates of production to provide a strong cash flow. A company that is able to maintain a strong reserve base will ultimately see the value of those reserves escalate as world oil supplies tighten. Our planners expect this tightening to occur within the next decade as demand grows and production in non-OPEC areas of the world begins to decline. An exploration program tailored to meet the requirements of reserve replacement and current production should have two basic parts. The Flambeau and Ridgeway Mines, both owned and operated by wholly owned subsidiaries of Kennecott Minerals Company, were located very close to populated areas having initial concerns about health, safety and the environment. The success of both operations depended upon developing a framework of community support and enhancing sustainable development opportunities throughout the entire life cycle of the mining operations to address these concerns. The protection of the Flambeau River was the cornerstone of the Flambeau Mine’s success. The highest priority for the Ridgeway Mine was to ensure long-term physical, chemical and ecological stability of the reclaimed mine site. Both of these goals have been achieved and are discussed in this paper, which highlights Kennecott Minerals Company’s integration of sustainable development principles into its business decision-making and management processes.

The recovery of natural gas (primarily methane) from coalbed deposits is an established and growing source for the U.S and accounts for over 7% of its total production. The gas from on-purpose degassing is often pipeline quality and requires only compression and dehydration before being admitted to the pipeline grid. However, the raw gas is sometimes contaminated with nitrogen (N2) and/or carbon dioxide (CO2) that can make the gas inadmissible to the transportation pipeline. In general, the N2 must be 4% or less and the CO2 should be 2% or less. In treating gas produced from virgin coal bed or from degassing operations where CO2 is present, amine systems are traditionally used for its removal. Engelhard’s Molecular Gate® adsorption system offers an attractive alternative due to its skid-mounted equipment, low pressure and unattended operation, cost and high on-stream reliability. Natural gas can also be sourced from the residual coal, after the coal has been mined. This source can be the GOB or gas remaining in abandoned coal mines. This source is almost universally contaminated, often with a combination of CO2 and N2. If the source is from air intrusion, the source can also be contaminated with O2. In treating CO2 / N2 contaminated feeds, the Molecular Gate adsorption system removes both of the impurities along with a level of O2 within a single processing step. To date, ten Molecular Gate units are underway with three systems having been installed for upgrading gas from abandoned coal mines. The technology consists of specialty adsorbents and advanced PSA processes that are jointly offered as fabricated packaged equipment by Engelhard Corporation and Guild Associates, Inc. Upgrading requirements, project challenges and project arrangements are discussed in this paper.

It is difficult to remove cadmium from raw indium using only electrolytic refining because their standard potentials are similar. In this paper, physical and chemical methods were used to remove Cd from raw indium. Indium metal is vacuum refined for two hours at 400°C with a vacuum pressure of 20 Pa. In this process, 99.70% of the Cd can be removed. The removal rate of Cd reaches 90% to 95% when indium is further smelted for 10 minutes in a 20% glycerin solution of KI and I2 at 180°C. When pre-indium is electrolytic refined in an In2(SO4)3-H2SO4 system, in which the indium content is 80 to 100 g/L, the pH is 2.0-3.0 and the current density is 80 to 100 A/m2, the contents of the impurities decrease and the purity of the indium product reaches 99.99%.

A laser-based particle deposition (LBPD) technique has recently been developed at Michigan Technological University for patterning mesostructures made of nanoparticles and their clusters. The LBPD technique makes use of laser induced optical forces to transport and pattern nanoparticles on a variety of conductive and non-conductive substrates from nanoparticle-in-liquid suspension. A weakly focused laser beam is used to confine and propel particles along the laser beam. Confinement is accomplished by forces due to optical field gradients that act on polarizable particles and tend to move them to axis of the laser beam. The force propelling the particles along the direction of the laser beam arise from momentum conservation of photons scattered from the particles. In this paper, this novel LBPD technology is briefly reviewed, and several examples of patterning are presented. The size and morphology of mesostrips produced from gold and polystyrene nanoparticles, under a range of deposition conditions, have been characterized by optical microscopy, atomic force microscopy, and scanning electron microscopy. The results presented here demonstrate that gold and polystyrene nanoparticles deposited by LBPD can form clusters of particles. When deposited at an appropriate rate, such clusters can form multilayer mesostrips of high particle density. One goal of research on such systems is to fabricate arrays of parallel lines made up of colloidal particles having a range of surface functionalities. Such arrays have potential for application as novel microsensors for environmental sensors.

A computer simulation of the automatic control of continuous mining machines has been prepared, similar to previous simulations of longwall mining systems and coal thickness sensors. The simulation allows for programmed variation of the horizon detection method, the azimuthal guidance system, the type and configuration of the miner, varying hardness in the unmined face material (leading to varying error in the machine heading), and the miner's cutting cycle. It simulates control of the miner in three axes. Use of the simulator makes it possible to anticipate problems arising from the complex character of underground mining, which include unpredictable multi-pass coupling and unpredictable variation in geological conditions.

The approach to Risk Management during the procurement of major projects often has a significant outcome on the ultimate successful delivery of a project. The $NZ4.4B Auckland City Rail Link project is the largest and most complex transportation project yet undertaken in New Zealand. Risk management prior and during procurement was undertaken in accordance the ITIG Code of Practice for Risk Management of Tunnel Works (TCoP) and through the use of an Alliance Geotechnical Baseline report. This paper describes the measures taken during the procurement process to achieve certainty with respect to outcomes and minimise project risks whilst also achieving value for money. This included the use of cloud-based delivery of geotechnical data and 3-D geological models, reducing tendering costs and allowing a focus on risk mitigation measures during the tender rather than data management.

During the course of evaluations by the Mine Safety and Health Administration’s Roof Control Division, the controls on ground instability were investigated at surface and underground limestone mines throughout the eastern and southern United States. Structural geologic features, including joints and faults, were identified by basic geologic mapping as primary controls on highwall and back instability in surface and underground limestone mines. By comparing the spatial orientation of discontinuities and internal angle of friction with the orientation of highwalls on a stereonet, the potential for sliding, toppling, and raveling failures was evaluated in a semi-quantitative fashion. Structural geologic mapping identified faults and joints, which dismembered the back and were associated with ground instability, in underground mines. This paper documents the importance of recognizing structural geologic controls on ground stability in limestone mines, advocates basic geologic mapping as a critical component of ground control programs at surface and underground limestone mines, and provides examples of simple stability evaluations using the stereonet method.

The prevention of AMD in situ is more attractive compared to subsequent downgradient treatment alternatives that do not involve source control. AMD source control can be achieved by shifting the microbial activity in the sulfidic rock from pyrite oxidation to anaerobic heterotrophic activity. This is achieved by adding biodegradable organic carbon amendments to the sulfidic rock. This technique was applied in an abandoned mine pool with a pH of 3-3.5. Following treatment, near-neutral pH and decreased effluent heavy metal concentrations were achieved. In situ bioremediation by enhancement of bacterial iron and sulfate reduction is a promising technology for AMD prevention.

This paper presents a case study of two major Australian infrastructure projects that used digital engineering to facilitate design delivery: WestConnex Project (Rozelle Interchange), and Sydney Metro West (Eastern Tunnelling Package). The paper presents project overviews and building information modeling (BIM) execution and focuses on modeling techniques, software utilization, data management strategies and how the digital models helped the design-build team mitigate impacts to schedule by identifying clashes between disciplines before the execution of work. Finally, it demonstrates the positive and transformative impact of digital engineering on the design and construction of large underground infrastructure projects and highlights its role in asset management throughout the project lifecycle.

In this study, a 3D model of the shovel motion based multi-body system dynamics in the Automatic Dynamic Analysis of Mechanical Systems (ADAMS) environment was developed. The kinematics model of the shovel was modeled as a multi-body system, which comprises the lower, upper, and the attachment mechanisms. The Euler-Lagrangian equations were employed as the computational framework to describe the dynamic behavior of the model. A virtual prototype of the shovel was built in the ADAMS software environment. This environment allows the visualization of a 3D motion of the general mechanical system and the prediction of interference of the moving components of the shovel. The numerical analysis and animation of digging, swinging and dumping motions for the shovel were performed. The superimposed display of the deployment for the shovel in three phases allows a detailed examination of the dynamic interference among assembly components. One of the most important parameters in mine ventilation planning is the friction factor (K). Accurate values of friction factors are critical especially when carrying out mine ventilation simulations. No computer simulation of a mine ventilation network is meaningful if the airway resistances are not accurately estimated (when planning a new mine) or measured (for an existing mine). However, in the first case not many reliable values of friction factors exist in the international literature. This paper presents the results of a research project carried out in the province of Quebec where ventilation friction factors were measured in all underground metal mines. These friction factors are statistically analyzed and tabulated. A friction factor database was created that also includes the friction factors measured in the past by other people. This database can help the mine engineer to accurately estimate ventilation friction factors according to the specific conditions. This database offers several values of friction factors typical for hard rock mine conditions typical of modern underground metal mines.

The National Institute for Occupational Safety and Health conducted laboratory and field tests to evaluate the effectiveness of dust collector bags for reducing dust liberation and operator exposure from a roof bolter?s dust collection system. The laboratory tests evaluated the bag?s effectiveness to contain dust and the effect on canister filter loading in both a bag and bagless condition. The dust emissions from the collector?s exhaust were also measured in each condition during laboratory testing. Laboratory results show that nearly 100 percent of the test dust fed into the collector was captured by the dust bags. Loading and pressure drop on the dust collector?s canister filter is greatly decreased when using the bags, enabling longer periods of drilling without filter removal/cleaning. The field results showed that, even though dust standards were met, respirable dust in exhausted emissions was reduced around the bolter. Laboratory and field results show that benefits from use of the bags are realized in all areas of operator exposure.

Diesel fuel fire experiments were conducted in NIOSH’s Pittsburgh Research Laboratory’s (PRL) Safety Research Coal Mine (SRCM) to determine the critical air velocity for preventing smoke rollback. Such information is necessary for the preplanning and implementation of ventilation changes during mine fire fighting and rescue operations. The fire intensity varied from 50 kW to 300 kW depending upon the fuel tray area. Airflow in the 2 m high and 2.9 m wide coal mine entry was regulated during the course of each experiment; measured upwind from the fire as an average over the entry cross-section with an ultrasonic airflow sensor; and recorded dynamically with a mine monitoring system. The extent of smoke reversal was monitored with light obscuration monitors, ionization smoke sensors, and visual observations. Experimental results for the critical air velocity for smoke reversal as a function of fire intensity compared very well with model predictions based upon a computational fluid dynamics (CFD) fire dynamics simulator.

The North-South Bypass Tunnel is a new $AUD1.5 billion underground traffic route in Queensland, Australia, a project of the Brisbane City Council. The tunnel is approximately 5.2 km long, bypassing the Central Business District, and is adjacent to and below major buildings and services. Road tunnel alignment issues include the complex southern connections to the Pacific Motorway and the design of ramps to the east and the north. A review of road tunnel alignment criteria and accident data for Australian and overseas tunnels, similar to the proposed NSBT, are discussed. The key findings of this review lead to a rationalization of the traditional tunnel cross sectional width allocation. The road alignment design elements adopted for the NSBT are also discussed. The NSBT route crosses beneath the Brisbane River. Geotechnical investigations and hydrogeological modelling are described. The crossing has a fundamental impact on the alignment and the tunnelling methods. The tunnelling methods to be adopted and the tunnel support are described. The geotechnical investigations and hydrogeology analysis culminate in the selection of a single shielded TBM for the reference design. These outcomes are related to complex issues of hydrogeology and contaminated groundwater. These are discussed in detail.

The link between artificial ground freezing and the mining industry stretches back more than 140 years, and across an ocean. Patented by the German scientist F.H. Poetsch in 1863, the technique is reported to have first been used circa 1862 in the coal mining valleys of South Wales. In the United States, the first ground freezing application, to a depth of 30 m (100 ft), occurred in 1888 for the Chapin Mine Co. in Iron Mountain, MO. In England in 1901, the Poetsch method was used for the first time to successfully sink two shafts through 24 to 27 m (80 to 90 ft) of wet sand and boulder clay at the Washington Glebe Colliery, near Sunderland. British mining engineer T.H. Cockin, in his 1905 Class-Book of Practical Coal-Mining, noted that, ?This method of sinking through thick beds of very wet quicksand has met with great success; it is one of the recognized methods of sinking on the Continent.? Mine shaft freezing soon became relatively common in Europe where the project could bear the cost of a major refrigeration plant construction. However, it was not until 1952 that the second North American ground freezing project was completed to facilitate the sinking of a 4.5-m- (15-ft-) diameter, 233-m- (765-ft-) deep shaft at a Potash Company of America (PCA) mine in Carlsbad, NM. Nowadays, ground freezing is used worldwide for both mining and civil applications. In small mine shafts of 3 to 6 m (10 to 20 ft) in diameter, excavations have been carried out to depths of more than 820 m (2,700 ft) within the protection of unbraced or unlined frozen walls. In fact, for deep mines, no better method has yet been established for sinking production shafts through deep, water-bearing ground. Major deposits of coal, potash and salt would still be inaccessible if not for artificial ground freezing. There are several advantages of ground freezing unique to the construction of shafts. Proper instrumentation can provide complete assurance of the integrity of the freeze to full depth prior to excavation. The frozen wall allows construction to be scheduled without evaluating the in-shaft time necessary to probe ahead, place additional sup-ports or deal with ground water. The freeze can be implemented perfectly through the soil/rock interface, which is often the most difficult geology in which to create a ground water cutoff by other methods. The Blue Ridge Low Level Outlet (LLO) was a design/build contract to provide a secondary means of discharging water from the Blue Ridge Reservoir. The project involved driving a 3.25 m (11 ft) modified horseshoe tunnel by 293.5 m (963 ft) long utilizing conventional drill and blast methodology. The intake shaft and structure were constructed inside of a sheet pile cofferdam surrounded by a maximum of 20.1 m (66 ft) of water. The shaft was excavated 4.87 m(16 ft) diameter to a depth of 12.8 m (42 ft) below the tremie slab elevation. Steel lining, including a transition from 3.66 m to 2.74 m (12 to 9 ft) diameter and a90 degree elbow were installed in the inlet shaft and then backfilled with concrete. This paper will describe the RFP phase, the design phase, challenges of the underground construction and contractual challenges.
