The mining workforce experiences high rates of hazardous noise exposure and hearing loss. However, previous studies have identified specific behavioral and attitudinal barriers that keep miners from effectively acting to prevent their own hearing loss. The National Institute of Occupational Safety and Health (NIOSH) has developed several new hearing loss prevention tools and interventions that specifically target these barriers to prevention. The NIOSH Hearing Loss Simulator addresses motivation to take action and knowledge about the consequences of noise exposure. The QuickFit earplug test device and QuickFitWeb online hearing protection tester address barriers to effective earplug and earmuff use by verifying at least 15 decibels of protection. The NIOSH Roll-Pull-Hold technique helps miners obtain better protection through an easy-to-remember set of steps that improves attenuation by nine decibels. The “Inquiring Ears Want to Know” fact sheet helps miners to understand audiograms and to use them to maintain their hearing health. Each of these interventions can be used within the context of a comprehensive hearing loss prevention program.

The current understanding of the mechanics of rock fracturing during smooth blasting is largely empirical and qualitative due to an inability to model the dynamic process at the fundamental level. In order to overcome this difficulty, a numerical simulation of smooth blasting is performed using the Dynamic Lattice Network Model. This model is capable of simulating material inhomogeneities and the dynamic evolution of fragmentation at the micromechanical level. In this study, smooth blasting techniques are numerically analyzed to characterize the development of the damage rock zone during explosive fracturing.

Feed-forward control (i.e. the forward flow of information in a control system ) is a simple and flexible approach to over-all control of a ball mill-rake classifier grinding circuit. The system described here uses mill power, feed rate, mill dilution water flow rate, and classifier dilution water flow rate only, to control mill load, throughput, mill solids, and classifier solids as well as classifier overflow grind. The mill load is controlled by a simple feed-back control loop, while mill solids and overflow grind are controlled within close limits by a unique non-linear feed-forward water control system. In effect the control follows a limited mathematical model of the grinding circuit. The configuration minimizes deviations in overflow grind due to changing ore conditions, but since it is open-loop, and the model is not complete, it is affected by changes in total ball charge and liner wear. These effects are fortunately gradual, and changes in the grind can usually be kept to within ± 1% of a target continuously for several days without adjustment. Control adjustments are made with feed-back from laboratory composites. This control system has won enthusiastic operator acceptance; it is easily started up and shut down; grind-outs have been eliminated along with flotation machine flooding and mill spills. Standard measurements and components are used throughout providing a trouble-free system design at a moderate cost.

Back in 1970 Congress passed the National Mining and Minerals policy Act, which had as one of its basic tenets to rely on a strong and stable private minerals industry for the development and production of our mineral resources. Since then, a substantial amount of legislation has been introduced that impacts on the minerals industry. Although most of the bills proposed are not passed into law, each bill affecting minerals and mining is given careful review by the Bureau of Mines. Comment is forwarded with the object of being helpful to legislators by providing our assessment of the probable impact of each bill proposed along with suggestions to improve them. Actually few bills introduced become law. For example, in the 93rd Congress 4,260 bills were introduced in the Senate and 17,690 in the House. In the final accounting there were passed 123 private laws and 649 public, 3 percent of the bills introduced. There would be little merit here in attempting to analyze each mineral-related bill that was proposed. Many are similar and aim at making a certain aspect of our minerals activity fit needs. So, to simplify the task the many bills have been grouped by subjects. Slide 1 shows the principal topics and the number of related bills introduced. Putting it altogether, there are 26 principal subjects and almost 200 bills. And these numbers are probably off somewhat, as this accounting was made early in December.

Power plants that utilize conventional wet flue-gas desulfurization methods produce enormous amounts of flue-gas scrubber sludge. A typical 400 MW power station that burns a high sulfur coal produces 170,000 tons of wet flue-gas scrubber sludge per year. This scrubber sludge is currently landfilled at an enormous cost to utility companies. This material could be used as a raw material for industries that use gypsum, such as the wallboard and plaster industries. However, before it can be used as feedstock for these industries, some of the impurities such as unreacted limestone and silicates must be removed from the scrubber sludge. Froth flotation has tremendous potential for separating these impurities from scrubber sludge. In order to select an optimum flotation process, it is necessary to characterize the surface properties of the major components in the scrubber sludge, which consist of calcium sulfite, calcium sulfate, calcium carbonate (limestone), and silica. In this study zeta potential measurements were used to determine the surface charge of the components in scrubber sludge, with the goal of optimizing a froth flotation process to produce a marketable gypsum product for the wallboard and plaster industries.

"U.S. Mine Safety and Health Administration (MSHA) regulations require underground coal mines to use refuge alternatives (RAs) to provide a breathable air environment for 96 hours. One of the main concerns with the use of mobile RAs is heat and humidity buildup inside the RA. The accumulation of heat and humidity can result in miners suffering heat stress or even death. MSHA regulations require that the apparent temperature in an occupied RA not exceed 95 °F. To investigate this, the U.S. National Institute for Occupational Safety and Health (NIOSH) conducted testing on a 23-person tent-type RA in its Experimental Mine in a test area that was isolated from the mine ventilation system. The test results showed that the average measured air temperature within the RA increased by 9.4 °C (17 °F) and the relative humidity approached 94 percent at the end of a 96-hour test. The test results were used to benchmark a thermal simulation model of the tested RA. The validated thermal simulation model predicted the volume-weighted average air temperature inside the RA tent at the end of 96 hours to within 0.06 °C (0.1 °F) of the average measured air temperature. IntroductionIf an accident occurs in an underground coal mine, miners who fail to escape from the mine can enter a refuge alternative (RA) for protection from adverse conditions, such as high carbon monoxide levels. One of the main concerns with the use of mobile RAs is the potentially adverse thermal environment inside an RA from the metabolic heat of the occupants and the heat released by the carbon dioxide (CO2) scrubbing system. Moreover, the humidity within the RA will increase through occupants’ respiration and perspiration, and from the chemical reaction within the CO2 scrubbing system. The accumulation of heat and humidity can result in miners suffering heat stress, heat stroke or even death."

Hedges Gold Pty. Ltd. mines and processes a lateritic gold orebody approximately 120 km south east of Perth in the Darling plateau. The operation is approximately 26 km from the town of Boddington and 31 km from the town of Dwellingup. Hedges operates under The Western Australian Environmental Protection Act, Licence Number 3183. Presently, nine Limitations and Conditions are applicable to the tailings dam. These conditions apply to maximum discharge/disposal quantity permitted. Hedges mine is located in state Forest within the eastern, low rainfall section of the Darling Range and within the waler catchment area of the Murray River. Ore is carted by 120 tonne haulpacks to the plant. The plant and tailings dam is on private farm land some six kms from the mine.

The Homestake Mining Company at Lead, South Dakota is one of the few remaining gold properties still in operation, in this country. The mine is relatively deep, with a bottom production level of 4250 feet, and a bottom development of 6200 feet. 4, 800 tons of ore are produced daily from three rather large, but inconsistent ore bodies; the dip of which is easterly at about 72 degrees, and the plunge to the south is about 30 degrees. The ore is, for the most part, a chlorite schist with large veins of secondary quartz and cummingtonite schist The ore is not continuous in any direction, but is localized at the ridges of the very intricate system of anti clinal folds. This property has been in active production since its establishment in 1876, except for a period during World War II. The incentive, or contract pay system, has been a gradual process that has been developed by the trial-and-error method down through the years. In looking over the old records, hand-shoveling was paid on an incentive basis as far back as 1916. Since this time, the contract system has grown until it now includes almost all types of underground work - except haulage and maintenance work

The 25th Peruvian Mining Convention (Convención de Ingeneieros de-Minas del Perú) was held Sept. 10-14, 2001, in Arequipa, Peru. The biennual meeting, sponsored by the Peruvian Institute of Mining Engineers (Instituto de Ingeneiros de Minas del Peru), is designed to showcase the Peruvian mining industry and to ?promote progress in the national mining sector.? The convention consisted of technical sessions, forums, field trips and social activities. The technical sessions featured 80 papers selected from more than 200 papers submitted. The well-organized 2001 meeting was held at the Tecsup Institute of Technology of Arequipa. The meeting was held in conjunction with Exposición Technologica Minera (Extemin), a mining trade exhibition. The2001 Extemin had representatives from more than 400 companies in attendance. In addition to the many Peruvian companies present, the trade exhibition featured pavilions representing the United States, Canada, Germany, Australia and Chile. Registration at the 2001 meeting was about 3,300, a conference record. The theme for the 2001 meeting was Mining: Society and Development. Mario Brescia was chairman of the organizing committee. He said in his opening remarks that ?this year?s meeting seeks to emphasize the commitment on the part of the [mining] companies to treat our natural resources responsibly, controlling any adverse impacts and giving priority to group benefits.? Consistent with this theme, many of the technical papers stressed environmental and social responsibility. Many successful examples of environ-mental and social responsibility on the part of the mining industry were presented in the technical sessions.

In Situ leaching for the recovery of uranium from low grade sandstone deposits is one of the newest technological advances in the mineral industry. It is rapidly developing into a commercially feasible mining system which has economic, environmental, and social advantages over conventional mining systems. Because of the current uranium shortage, development of In Situ leaching into a sophisticated system has gained new impetus. In Situ leaching will become an important mining technique in the future, which will greatly help to supply uranium for our nation's energy heeds. In this paper, I will be giving an overview of the merits of the system, as well as the technology, problems, and research in solution mining of uranium.

The historic Getchell property, near Golconda, NV, is being mined from the Getchell Main Under- ground workings, a footwall extension of the Getchell open-pit deposits along the Getchell fault. Drift-and-fill techniques are used to extract the ore through a ramp access. The adjacent Turquoise Ridge deposit is under development by two vertical shafts. These two mines will continue to provide feed to the Getchell's 2.9 ktld (3,200 stpd) mill/autoclave circuit. This will take Getchell Gold from its current production rate of 6.2 t/a (200,000 oz/year) to more than 12.4 t/a (400,000 oz/year) by 1999.

"Phosphate" is a misnomer as often used. The word is increasingly used to refer to any material containing phosphorus - an element essential to any form of life. Phosphate rock, a mineral - fluorapitate - is recovered from Florida's sedimentary deposits in particle sires ranging from 0.1 to 13.0 millimeter. This product of mining, washing, screening, and flotation is commonly called "phosphate". Its phosphorus content, measured and reported as P2O5, varies from 29% to 35%, and is essentially insoluble. "Phosphate" is also used to describe products containing soluble phosphorus obtained from acidulation of phosphate rock with mineral acids; primarily, sulfuric acid. Many miners have nearby chemical plants wherein phosphate rock is converted into upgraded products such as phosphoric acid, superphosohates, and ammonium phosphates with 45% to 70% P205, soluble and suitable for use as fertilizer. The rock and upgraded products are all commonly called "phosphate"; the plants, "phosphate plants' and the producers collectively are known as the "phosphate industry". The public in Central Florida generally loses identification of the individual operators that include major corporations such as IMC. Williams Companies, W.R. Grace, Mobil, Embark, U.S. Steel, Borden, American Cyanamid and others. They all become just a "phosphate company".

Over the next two decades there will be significant trade and development opportunities in China for mining, engineering, equipment, and construction companies interested in becoming part of the development of China's chemical and fertilizer industries. At last count, China's phosphate ore reserves of 11.8 Gt (13 billion st), ranked fourth in the world behind the US, the USSR, and Sahara-Morocco. However, a recent statement by the head of the Ministry of Geology and Minerals, Sun Daguang, claims that with increased prospecting in the last few years, China's phosphate reserves now rank first in the world. Whatever the actual size of its known and potential reserves, China's present phosphate processing capabilities fall far short of demand, while the substantial progress that has been made in this area points out the severity of the problems that still remain. Since 1949 China has developed 181 mines and increased its phosphate concentrate production from 10 kt (11,000 st) to 10.86 Mt (11.97 million st). By the 1980s, China was the third largest chemical fertilizer producer in the world-although this claim is slightly misleading as China's nitrogen/phosphate potassium ratios are far from average world ratios and even further from US standards. According to the Sixth Five Year Plan promulgated in 1982, the country's development plans emphasize the expansion and upgrading of key energy and industrial sectors, including that of fertilizer production-specifically phosphate and potash. Within the framework of the plan, the Ministry of Chemical Industry's development priorities are to: • Increase potash production by 150% to 50 kt (55,115 st). • Raise phosphate fertilizer production 21.2% to 2.8 Mt (3.1 million st), 46 kt (50,705 st) of which will come from new projects constructed and completed within the Sixth Five Year Plan, with projected new production of phosphate concentrate and complex fertilizer in the next decades totaling 500 kt (551,146 st). • Commence work to increase phosphate ore production by 8.33 Mt (9.18 million st). Facilities for 2.43 Mt (2.68 million st) will be completed and come on stream by 1985. • Commence work to increase iron pyrite ore production by 3.69 Mt (4.07 million st), facilities for 2.9 Mt (3.2 million st) will be completed and come on stream by 1985. • Verify 600 Mt (661 million st) of new phosphate ore reserves. Since the promulgation of the Sixth Five Year Plan, Chinese authorities have announced that 70 key construction projects will receive top priority in the implementation of the plan. These projects include five in the chemical industry area, including the construction of four fertilizer plants in Urumqi (Xinjiang), Zhenhai (Zhejiang), Beijing, and Lucheng (Shanxi), and a pyrite mine in Yunfu (Guangdong). In addition, by 1985 the state will expand or construct three major phosphate mines: Wangji in Hubei, Kaiyang in Guizhou, and Kunyang in Yunnan. Fertilizer Ratios In 1982, China's fertilizer production was slightly higher than 12 Mt (13.2 million st) and consisted of 80% nitrogen, 19% phosphate, and 0.19% potassium. By 1985, state officials project that fertilizer production will reach 13.4 Mt (14.8 million st) and consist of 78.4% nitrogen (10.5 Mt or 11.6 million st), 21.2% phosphate (2.8 Mt or 3 million st), and 0.39% potassium (52.3 kt or 57,605 st). To attain the world average using the country's 1985 projected production level for nitrogen, China will have to double its 1985 phosphate production to 5.76 Mt (6.35 million st) and increase its 1985 potassium production almost 80 times to 4.1 Mt (4.5 million st). These numbers demonstrate the seriousness of the fertilizer production problem in China today and the long-term nature of the problem's solution. Development Examples Yunnan is the third largest phosphate-rich province in China with verified deposits of 1.9 Gt (2.1 billion st). Despite this abundance, the province only mines around 3 Mt (3.3 million st) of phosphate rock annually. In June of this year, Yunnan announced its intention to initiate 39 development projects within the next two and a half years, requiring an estimated $200 million worth of foreign investment. The scheelite concentrate was leached with a mixture of sulfuric and oxalic acids. Chemical compositions, mineral phases, and morphology were characterized by XRF, XRD, and SEM–EDS. Based on the results of the single-factor experiments, the response surface methodology (RSM) was chosen to optimize the leaching parameters: temperature, time, and concentrations of sulfuric and oxalic acids. The RSM results indicate that the optimum values for those parameters are as follows: temperature 72 ℃, sulfuric acid concentration 1.48 mol/L, oxalic acid concentration 0.96 mol/L, and reaction time 2 h. Under the optimal leaching conditions, the model predicts a maximum leaching yield of 99.5%, compared to the value of 99.1% obtained experimentally, that is, a discrepancy of only 0.04%. This good correlation shows that the quadratic polynomial equation obtained by the RSM optimization is reliable. The importance on leaching parameters of scheelite is, in decreasing order, temperature, time, sulfuric acid concentration, and oxalic acid concentration.

The Walworth Run stream was brick-culverted in the 1800s, converting it to a 16-ft diameter sewer. This Cuyahoga River tributary contributed to the infamous burning river that became the catalyst for USA’s environmental movement. The NEORSD has been working hard to reduce CSOs here, most recently by diverting Walworth Run’s 882 MGD of flow to the new Westerly Tunnel. This had to consider structure age/size, alluvial/glaciolacustrine deposits (requiring several ground support systems, groundwater control), and maintenance of massive flows. This paper examines challenges identified during design that supported the contractor in development of a risk-mitigating plan, culminating to successful implementation.

Most Newfoundland. mineral deposits can be clearly classified as within rocks formed either as accreting plate margins (ophiolitic pyrite-chalcopyrite massive sulfides such as Betts Cove, Whalesback, York Harbour, chromite at Lewis Hills, and asbestos at Baie Verte), at consuming plate margins (Kuroko-type polymetallic massive sulfides such as Buchans and Pilleys Island, porphyry-type Mo-Cu at Rencontre, fluorite at St. Lawrence), or within plates (zinc deposits at Daniels Harbour, sedimentary iron ores at Wabana, manganese in Conception Bay.) As these metallogenic patterns can be convincingly extrapolated southward into the Appalachians and northward to the Caledonides, they provide an important means of eliminating and selecting areas for particular exploration targets. Sonic criteria are described for the recognition of these environments of differing economic potential.

The paper deals with the assessment of the visual impact generated by surface mining and quarrying. Previous research works proved the applicability of an indirect method based on the elaboration of digital images through which the extent of the visible altered area and the chromatic contrast with the surrounding environment is calculated. The resulting level of visual impact allows an objective comparison among different cases as far as the evaluation procedure is univocally defined. The article illustrates the application of the method to a number of selected quarries located within the Sardinian territory; different issues are discussed such as the choice of the viewpoints from which the pictures are taken, the influence of the distance from the quarry to the selected viewpoints, the light condition and the orientation of the quarry faces. Moreover, the visual impact level obtained from pictures taken at the same time with five digital cameras are compared in order to evaluate the contribution on the overall uncertainty.

Phase III and Phase IV of the Beaver Creek Clean River Project, Albany, NY, includes microtunnel construction of 2,320 feet of 48-inch/36-inch internal diameter (ID) conveyance pipe and a 525 foot long 9.5-ft horseshoe shape roadheader excavated tunnel. Notable challenges were encountered during the construction including mixed face tunnel conditions, undocumented existing fill ground conditions that resulted in settlement during shaft construction, and unstable tunnel face conditions. This paper discusses several of the key challenges encountered during construction and selected solutions to construction sequencing and methodology to successfully complete Phase III and Phase IV of the Beaver Creek Clean River Project.

Sulfate-impacted mine waters are under regulatory scrutiny to reduce total dissolved solids (TDS). There are several options to reduce TDS. One option is transforming the soluble sulfate into insoluble ettringite. The Water Company LLC (TWC) patented a process for sulfate removal through ettringite formation by reacting directly with metallic aluminum. Freeport-McMoRan (FMI) and TWC have collaborated to design, build and operate a 10-gallon-per-minute (gpm) ettringite pilot plant to establish reagent consumption, plant availability and full-scale design criteria. Using metallic aluminum as the primary aluminum source for ettringite precipitation eliminates the addition of other ions, resulting in significant demineralization. The pilot plant achieved greater than 98% water recovery, greater than 90% reagent efficiencies and maintained reactor sulfate levels below 250ppm. BACKGROUND Ettringite is a hydrated calcium, aluminum, sulfate mineral with the following formula: Ca6Al2(SO4)3(OH)12•26H2O Ettringite readily precipitates in high pH water and by doing so, removes sulfate from impacted waters. The SAVMIN process, piloted in South Africa, is one method to produce ettringite. In this process, aluminum hydroxide is the aluminum source. The Cost Effective Sulfate Removal (CESR) process is similar to SAVMIN, but uses a proprietary aluminum source instead of aluminum hydroxide. Outotec and Veolia also have their own versions of the process using their specialized process equipment. TWC patented a version of ettringite precipitation using metallic aluminum as the aluminum source for ettringite formation. The benefit of using aluminum metal is that no additional ions are added to the process. At high pH, the raw aluminum corrodes in water causing hydrogen gas generation as the water is chemically reduced. This reaction is shown below:

A crucial step in the acquisition by one company of the assets of another, the acquisition of the stock of another company, or the merger of two com-ponies, is the legal due diligence which needs to be performed in order for the acquirer to ascertain or confirm the obligations, liabilities and exposures to risk that are being assumed along with the assets or corporate stock being acquired. Where the obligations, liabilities, or exposures to risk arise from existing contracts, or from pending lawsuits, administrative proceedings, or threats of these actions, those matters are relatively straightforward to discover by careful review of the files of the party whose assets or stock is being acquired. However, where a company is engaged in ongoing mining or processing operations and has operated or owned mining proper-. ties, there are many sources of liability and exposure to risk which could have major adverse economic consequences to the acquiring party and which are not revealed, or at least are not clearly delineated, by the records of the company whose stock or assets are being acquired.
