Due to its low mine production costs, competitive rail rates and low sulfur content, the Southern Powder River Basin (SPRB) now commands 30 percent of the U.S. utility coal market. In 1996, production exceeded 260 million tons, a growth of 110 million tons since 1989 and 15 million tons over 1995. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) looms. This growth will be the greatest in the southern part of the basin, where coal quality is higher. This article is an overview of supply and demand issues affecting markets for SPRB coal. It reviews the current markets for SPRB coal and addresses future prospects for market expansion.

In 1982, the result of a 3-year study was published as "A Guide to the Understanding of Ore Reserve Estimation". The principal conclusions were that computation formed only part, and perhaps not the most important part, of an estimate and that the estimate should recognize that geological, mining engineering and metallurgical judgements formed an essential part of the eventual result. Subsequent expectation/realization studies of several mines have produced case histories which form the principal basis of the paper. These imply that geology is even a larger factor than thought earlier.

Unfortunately from 1991 through 1995, 44 miners were fatally injured in the stone industry. Of these 12 occurred at underground mines from a total work force of less than 2,000 miners. Nine of these 12 miners were fatally injured in falls of roof or rib. A safer environment for the miners can be achieved by evaluating the nature of the hazardous ground and by developing more efficient and effective ground control strategies. Roof and rib conditions in the underground stone industry were observed and assessed at 33 mines in Illinois, Indiana, Kentucky, Maryland, Missouri, Pennsylvania, and West Virginia (Figure 1). Hazard assessment indicated that those ground failures occurring under moderate to substantial overburden ( > 30 m [100 ft]) were caused by stress concentrations and geologic structures. Ground failures near the surface are caused by solution (water) processes. Selection of the mining horizon and mine layout decisions tremendously influence ground stability.

OUTLOOK FOR COAL UTILIZATION In 1975, about 650 million tons of bituminous coal and lignite mined in the United States was used to meet 55% of the primary energy input for electric power generation and 26% of the total industrial consumption.1 Even though this amounts to only 21% of the total energy requirements, it is believed that with the declining natural gas resources and uncertainty of liquid fuel imports, coal will assume a more dominant role in suppplying our future energy needs. A regional breakdown of the coal reserves of the United States along with their characteristics is shown in Table I. At present the United Stares Energy Research and Development Administration (ERDA) and the US Bureau of Mines (USBM) are financing extensive research programs in advanced mining methods and energy conversion processes. The increased demand for wal which may result from these research programs may also create large-scale environmental protection problems. As more and more coal is mined the production of undesirable coal fines and dust also increases proportionally. The USBM and the Environmental Protection Agency (EPA) research in this field includes development in the areas of instrumentation for qualitative and quantitative analysis of wal dust, protective devices, and dust collectors. Dust control by water sprays, steam, and foam are also being investigated. Other aspects of safety in mining include developing methane drainage techniques prior to coal mining, fire and explosion prevention, and neutralization and disposal of acid mine waters. It is the belief of coal technologists that when the emphasis shifts to coal as the primary source of energy. the existing methods of mining and preparation of coal must be improved considerably to supply large quantities of quality coal for energy conversion. It is the objective of the present large-scale research financed by ERDA to produce substitute fuels from coal. Large-scale gasification pilot plants are being constructed by Bituminous Coal Research, Consolidation Coal Co., Institute of Gas Technology, and the Pittsburgh Energy Research Center to produce coal gas of natural gas standards at 1,000 psig. The processes being adopted by these pilot plants are oriented towards recovering most of the sulfur from coal by absorbing H2S and its subsequent conversion to elemental sulfur. The environmental protection standards will be strictly followed in using the results of these pilot plants to construct large-scale coal gasification plants in the latter part of the 1970's. With the increasing awareness of the need for air pollution control, considerable research is being done to minimize sulfur dioxide emission from thermal power plants. Utilization of limestone and dolomite scrubbing systems and caustic treatment of stack gases have proved to reduce sulfur and nitric oxide emissions by about 90 to 96%.3 Currently, about 22 scrubbers are in use in the United States to reduce sulfur in stack gas emission. In the long-term, it appears that optimal combinations will be developed involving both advanced coal preparation technology and wet scrubbing. The sulfur compounds are converted either to elemental sulfur of sulfuric acid. Besides the sulfur compounds, the major byproduct of the coal utilization industry is the large amount of coal ash. The Coal Research Bureau at West Virginia University has developed a practical use for coal ash as a structural material. The coal industry will undergo revolutionary changes when coal becomes the primary source of energy. New coal mining and preparation processes will be introduced to meet the ever-increasing per capita energy requirements. 2. BENEFICATION Introduction Coal preparation, like the beneficiation of ores, is also aimed at the separation of values from associated waste. Even though the unit operations involved when enriching ores and coal are similar, there are certain characteristics unique to coal preparation. Unlike the scattered and concentrated veins of underground minera1 ores, coal is distributed uniformly and very much in abundance in the coal mines. Coal occurs as the metamorphosed sedimentary deposits of vegetable matter, while metal and mineral deposits occur in great varieties of forms, structures, and origin-from igneous to sedimentary and metamorphic. The mined coal, being much more friable than mineral ores, is subjected to less intensive size reduction operations. Ores are usually ground to a very fine size for subsequent concentration, while coal is crushed to a coarser size, since considerably less liberation is needed to achieve the desired degree of separation. Since mineral matter is to a great extent discretely distributed in coal, concentration is mainly achieved by taking advantage of differences in specific gravity between clean coal and associated waste. In general, about 90% of coal is concentrated using specific gravity separation and about 10% by froth flotation. In contrast, these operations are frequently reversed in the beneficiation of ores. In coal preparation almost all fractions separated during various stages are made use of. while large amounts of gangue material are rejected in the concentration of ores. Hence, coal generally has a much lower ratio of concentration than ores. Since ore deposits are frequently more variable and mineralogically complex than coal, beneficiation of ore may require more plant flexibility and point-to-point quality control. This characteristic difference between the mineral ores and coal is attributed to the generally used one-step processing in coal as compared to the multiple-step processing of ores. Dewatering to enhance the energy content of coal is usually considered a major unit operation. Even though thickening and filtration are common for dewatering ore concentrates and cleaned coal, vibrating centrifuges and disk filters find unique application in the coal industry for achieving these types of solid-fluid separation. In coal preparation, thermal drying is carried out in separate units at the mine. While ore concentrates are usually dried at the smelter. Although the drying of ores is seldom considered dangerous, volatile matter and combustible dust are reasons why the thermal drying of coal can be hazardous. Open air storage of ores and mined coal results in partial oxidation. Unlike the oxidation of ores, the oxidation of the pyritic and carbonaceous constituents of coal together with the heat of condensation of moisture contribute to spontaneous heating and the subsequent combustion of coal in storage. Among the other significant difference between concentration of ores and coal are the weight and capacity of processing equipment. Coal processing employs less cumbersome, higher capacity units while the beneficiation of ores usually requires much more massive and frequently lower capacity equipment. Properties of Coal Which Influence Design The widely varying and heterogeneous composition of coal, due to metamorphism, determines the preparation design and uses of the resulting products. This paper reports on testwork exploring the dissolution/reprecipitation reaction: ZnS + 2HCl ? ZnCl2 + H2S, as part of a process for the production of pure ZnS. In spheroidal form, this would constitute a premium fonn of zinc refinery roaster feed enabling the production of pure ZnO. The research focused on the influence of proton activity on dissolution of zinc concentrates from Brunswick Mining & Smelting, Red Dog and Tara. The results and thermodynamic data suggest that the three concentrates contained significant amounts of the more reactive mineral wurtzite, although XRD analysis showed mainly the presence of the mineral sphalerite.

of high specific gravity, resistant minerals that form from mechanical concentration by waves, currents, and winds in marginal-marine environments. These sediments are enriched in critical minerals such as titanium, zirconium, and REE. Cretaceous beach-placer sandstones are found in the Colorado Plateau of northwestern New Mexico. Originally discovered by airborne radiometric surveys for uranium in the 1950s, these beach-placer sandstones are being re-examined with modern methods as potential sources for critical minerals. Selected beach-placer sandstones have been sampled, mapped with ground radiometric surveys, and analyzed with whole-rock and trace element geochemical methods. Mineralogy is being determined with optical methods, XRD, and EMPA. Zircon, rutile, ilmenite, and monazite are the primary heavy minerals of interest found in the studied deposits. Initial results show that the sandstones contain up to 1.4% total REE, 29.4% TiO2, and an estimated 4.9% ZrO2. Chondrite-normalized REE diagrams show distinct light REE and minor heavy REE enrichment, as well as pronounced negative Eu anomalies for each deposit.

The criteria used to design, operate and control flotation columns are significantly different from those used for conventional flotation machines. Therefore, a computer-aided design (CAD) package for column flotation has been developed. The simulator has been set up using guidelines developed at Virginia Tech and information published in literature during the past few years. The simulator is useful for determining the proper design and appropriate operating conditions for a column cell to fit a specific set of conditions. In addition, the simulator can be used for training in column operation and for trouble-shooting operational problems. Simulation results have been found to be in good agreement with experimental data obtained using laboratory columns.

Refractory ores and concentrates containing silver tend to form Ag-jarosite during autoclave oxidation. Silver extraction from the oxidation products is therefore low, unless a hot lime treatment step to decompose Ag-jarosite precedes cyanidation. Since silver iodide is very stable but soluble in cyanide solutions, the formation and decomposition of Ag-jarosite in the presence of iodine species was studied. Results indicate that Ag-jarosite formation could be prevented in favour of H3O-jarosite and AgI while oxidizing Ag2S under industrial autoclaving conditions, when the total iodine species to Ag mole ratio exceeded 5. Lower ratios gave proportionally more Ag-jarosite and less AgI. Under these conditions existing Ag-jarosite was also found to decompose in H30-jarosite and AgI.

The Automatic Extraction System (AES) was designed and built under a U.S. Department of Energy Contract by the National Mine Service Company in cooperation with the Lee Engineering Division of Consolidation Coal Company. The Pennsylvania State University, Mining Engineering Section, was contracted as an independent auditor of the AES performance. The AES had a rotating cutter drum like a continuous mining machine; but two hydraulically powered roof supports, four roof-bolting drills, a dust scrubber, a ventilation fan and ducting in the roof supports, semi-automatic control, an extensible chain conveyor, and other innovations led to the distinction "extraction system" as opposed to "miner-bolter" or "continuous mining" machine. After design and assembly, the AES was field tested experimentally in an underground coal mine. The in-mine performance audit was preceded by a computer simulation of the potential production for a later comparison with the actual tonnage mined by the AES. This paper describes the results of an in-mine trial and assesses the production potential of the AES.

"The fortunes of mining companies and their implied value are tied to cycles - both economic and commodity – within which they operate. Hence the determination of appropriate future metal prices is one of the most critical factors faced by mineral valuators especially for advanced projects. Price, and hence revenue, is usually the most sensitive input to the valuation model. Empirical studies of past forecasts show that the success rate for commodity price forecasting is very poor. This paper explores various approaches and comments on their strengths and weaknesses. We conclude that careful evaluation of long-term metal prices is a key element and is hardly a luxury that can be left to simple averages or rules of thumb. INTRODUCTION Discounted Cash Flow (""DCF"") analysis, is well suited for the valuation of advanced mineral development assets, for which there are identified mineral resources and some form of economic assessment (Pre-Feasibility or Feasibility Study). The DCF method is also the most commonly used method for determining value for such assets. It provides a means of relating the magnitude of expected future cash flows from profits (or losses) to the magnitude of the initial cash flow (investment) needed for capital expenditures to purchase or to develop an asset for commercial production. The method proves useful in making investment decisions as it allows for the quantification of the Net Present Value (“NPV”), as well as the Internal Rate of Return (IRR) and Payback Period on initial investment capital. Valuation by its very nature is a forward-looking exercise. The DCF method attempts to estimate the NPV of expected future cash flows, by selecting factors that will likely affect future cash flow based on informed analysis. One of the most critical and sensitive factors is the determination of appropriate future commodity prices. “The variables that have the greatest impact on a DCF evaluation are the reserves, the metal prices, and the discount rate.”1 The determination of future commodity prices for valuation purpose or during M&A negotiations is a hotly contested issue. There are a number of analysts, institutions and specialized commercial data suppliers that provide both short and long-term commodities price forecasts. Also, the use of an aggregated mean for all available forecasts, or consensus forecasted prices for valuation purposes is not uncommon. The methods used in making forecasts for each forecaster may vary and in many cases may not be publically disclosed. Nonetheless, the aggregated mean of all forecasted commodity prices of reputed institutions is usually taken to “represent the market’s view of likely future commodity prices.”"

There are more than 15,000 abandoned mine features in New Mexico. A considerable number of these mines have not been cataloged or assessed for prioritized reclamation efforts. These mine wastes can be examined as a resource of critical minerals. Many of legacy mine waste deposits have undiscovered commodities and critical minerals, due to low recovery processes during past production. In this project, Black Hawk mine wastes in Grant County, New Mexico are examined by thorough mineralogical and geochemical characterization. This project seeks to characterize and estimate the critical minerals in mine wastes of Black Hawk mine, and determine the acid generating potential of mine waste. Identifying and producing critical minerals in New Mexico may directly benefit the U.S economy and national security.

In several investigations the correlation has been studied between the fuel consumption and the reducibility of the charged material in the zone of indirect reduction in the blast furnace (1, 2, 3, 4, 5). It has been found that increased reducibility allows greater gas utilization which accordingly lowers the fuel consumption. In direct reduction units this relation has not yet been fully established partly owing to the lack of accurate test methods and experience with different materials as regards reducibility. However, since the production rate in a direct reduction unit is closely related to the time required to reach high degrees of reduction, the reducibility must be regarded as one of the most important properties of the material.

Most coal mining states have passed or amended laws restricting strip ruining in the past two years. In light of this and in anticipation of further restrictions by the states and the federal government on strip mining this paper attempts to show the Impact of these new laws on the structure of the coal mining industry in Ohio and specifically on one small stripping firm in Ohio. The implications of the study are applicable to other states under similar circumstances and to other industries which are being caught up in the ecological-economic struggle.

Operational excellence is generally known as a management system integrated across critical functions that is geared towards continually improving operational performance. Functional areas such as health, environment and safety, quality and human resources are the focus of many corporate-wide operational excellence programs. Operational excellence also focuses on improving areas such as customer orientation, employee empowerment as well as process, and systems optimization. It is widely viewed as critical to sustaining business performance improvement. Although it is difficult to find a universally accepted definition, or even common foundation in many respects, operational excellence remains a popular term in the business world. Many organizations have developed their own version of organization excellence, influenced by such individual factors, other similar institutions or even third-party service providers. A mining organization is no different from other organizations in that adopting and implementing effective operational excellence programs can dramatically improve business execution and performance across regional or global interests. This paper brings together various perspectives of operational excellence and reconciles them for a useful composite for the mining industry. While most agree that operational excellence should include normal functions in a manufacturing operation such as production, maintenance and engineering and processes such as quality, environmental and continuous improvement, many other factors for operational excellence seem to vary from perspective to perspective. Thus, programs that manufacturers engage in may seem the same, but may, in fact, be different in key areas. This may affect organizational performance in tangible ways. Management must buy into the company?s definition of operational excellence and be dedicated to achieving it. A review of many of the existing definitions of operational excellence, explicit or embedded as part of a program, seems to yield the following common factors: ? It should help organizations better execute their processes and services. ? It should be geared towards improving quality ? It requires that the various operations should be aligned with the overall enterprise strategy. ? It should be geared towards continuous improvement. A composite of operational excellence definitions suggest that it is: ? Geared towards helping the organization achieve sustained profitability; ? tied to strategic alignment and business objectives; ? tied to solid investment strategies; ? integrated as part of the culture, process, time plan and performance; ? a relevant performance measurement system; ? extended to include all aspects of the supply chain (including external suppliers); ? integrated with health, safety and environmental (HSE) aspects. And, while the pursuit of operational excellence intuitively suggests that businesses should improve, it is very difficult to achieve given the difficult challenges facing companies today. Mining businesses face numerous pressures to perform in a global marketplace such as demand, energy cost, variable cost and pricing fluctuations as well as infrastructure challenges to further confound the environment. Companies generally must look to the following:

The Henderson molybdenum mine, near Empire, CO, has operated since 1976 using a panel caving process and a rail haulage transportation system. After two decades of service, the rail haulage system required a substantial capital expenditure to improve operations. The timing for this worked well because Henderson was able to combine this capital need into a mine plan that addressed process bottlenecks and current mining practices as a new production level was designed and developed. This process was a logical step, following an equipment upgrade program, and became known as the Henderson 2000 project. One of the key components of Henderson 2000 is a new ore transportation system. Throughout Henderson's life, the bottleneck has been the rail haulage system. Henderson staff evaluated several transportation alternatives and decided on a truck haulage configuration feeding an underground crusher and conveyor system. This configuration will eliminate the haulage bottleneck and will allow the mine to increase capacity. The installation of this system will be completed by the year 2000. The second key component of Henderson 2000 is the development of a new 7175 production level to extract the lower reserves of the ore body. Henderson staff benchmarked other caving operations and compared their mining practices to Henderson's basic mining guidelines. It became apparent that Henderson's practices could become more efficient, particularly in the areas of drawpoint spacing and column heights. These concepts were incorporated into the layouts

The Kennecott Copperton concentrator is currently the bottleneck for the Kennecott operation and several projects have been initiated to increase throughput. This increase in grinding circuit throughput has resulted in a coarser grind size which has impacted flotation circuit recovery. Metso Outotec 300m3 forced air tank flotation cells are currently utilized in the rougher flotation circuit at the Copperton concentrator. Higher overall recoveries have been observed on the newer Outotec tank cells compared to the original 85m3 self-aspirated flotation cells they replaced. However, coarse particle flotation response on these large, forced air cells did not show encouraging results when compared to smaller previously installed cells. This coarse recovery loss has been attributed to the longer froth transport duration and transport distance on large cells (100m3 and larger). Cell manufacturers addressed the risks of additional coarse particle losses in large cells by installing concentric circumferential launders and crowders (also called center launders). These are designed to reduce froth transport time and distance in the last cells in rougher stages where low residual floatable minerals causes a lack of froth mobility. The center launders also increase froth crowding, which also helps to increase froth transport velocity and increases copper and molybdenum recoveries. A trial set of the center launder retrofits were installed on the last three tank cells in one of the parallel rougher flotation rows at Copperton. The launder retrofits were installed at the end of October 2020 and monitored until March 2021. This six-month trial showed statistically significant improvements in copper and molybdenum flotation recoveries through the rougher circuit.

One of the chief sources of the world's supply of asbestos lies in a belt of ultrabasic rocks which runs northeastward through an area called the Eastern Townships, south of the St. Lawrence River in the Province of Québec. The productive portion of this belt extends from the town of Asbestos in the south, for a distance of some 9,5 km to beyond the village of East-Broughton. The first discovery of asbestos in this region was made in 1874. Only crude fibre was produced until 1888 when the first mill was erected near the town of Black Lake. Since the inception of the industry, almost 100 years ago, no less than 100 different compa¬nies have been formed and 46 different mines have been operated. There are presently 5 active companies in the area providing direct employment for 4100 workers, down from 6000 during the seventies.

Selected voltammograms in tetraborate buffer solutions in the presence of ethyl xanthate or isopropyl xanthate at pH 9.3, for chalcocite, covellite, chalcopyrite, and enargite mineral electrodes, are presented. The concept of critical Eh of dixanthogen condensation (Ehc) is introduced, and the line of Ehc is thermodynamically defined in plots of log [X i] vs Eh, for methyl, ethyl, propyl, and butyl xanthates. A reaction scheme of xanthate oxidation in four steps, involving the dixanthogen condensation step, is proposed. A first attempt to interpret mineral flotation from a more general point of view is made. The electrochemical mechanism of dixanthogen formation and condensation is considered as a particular case of a more general and relevant phenomenon, which is the decomposition of the collector giving hydrophobic colloidal forms, whose associative behavior in bulk solution and at the mineral/solution interface is governed by colloid chemistry.

Semi-autogenous, (SAG), milling operations can realize substantial Increases in mill throughput by removing and crushing critical size, slow grinding, material from the SAG mill. Full-scale plant testwork showed that modifying the Kidston SAG/ball circuit to a semi-autogenous-ball milling-crushing (SABC) circuit would increase plant throughput by 25 to 30%. The methods used to determine the value of the SABC circuit and the design of the circuit are discussed.
