On January I, 1988, Chino Mines Company initiated the use of a system of economic splits for all materials encountered in mining. All mined material is evaluated as mill ore, solvent extraction-electrowinning plant feed and non-ore material to determine its disposition. Post-implementation studies indicate that a significant increase in financial returns on material mined was realized when compared with the copper cut-off grade previously in use.

The transportation of mine products incurs a cost which can have a significant bearing on the competitive position of the manufactured product. Clearly, the engineer who is responsible for selecting a mode of transport must base his decision, at least in large measure, on economic comparisons. And today, the engineer usually finds that he has to choose between several modes, including slurry pipelines. For the purpose of an initial economic screening, it is not necessary to go deeply into the technical details of a slurry system. What is usually needed, however, is a method with which the engineer can make a quick economic assessment to determine whether a slurry pipeline should be included in the detailed final analysis. This paper presents a rapid method for making such a preliminary appraisal. Experience with commercial slurry pipeline systems in several countries and with a variety of solid materials has shown that if several assumptions pertaining to critical design variables are made, it is possible to roughly estimate the transportation cost of a slurry system on the basis of only three factors: the specific gravity of the solid material, the length of the system, and the quantity of slurry to be pumped each year. It is assumed that conditions pertaining to field construction, corrosion inhibition, and the like, will be favorable. This assumption is critical because any factor which analysis shows to be particularly unfavorable will raise the total transportation cost estimate which this paper establishes. If the engineer employs this estimating procedure and decides that the use of a slurry pipeline is economically unattractive, his chances of being wrong are small. Conversely, if his quick appraisal indicates that the use of a slurry system is economically favorable, the engineer is justified in committing the time and money needed to make a more detailed investigation of the slurry pipeline potential.

The development of new coal markets is -t upon the ability to utilize coal in an environmentally acceptable and economically viable fashion. Foremost in the concerns about coal utilization is the impact its combustion has on air pollution. Concerns over environmental issues, such as acid rain, are currently one of the major impediments to the development of new coal markets. The Department of Energy and the Synthetic Fuels Corporation are addressing certain aspects of the development of new technologies for the utilization of coal. However, at the present time, there is a void in the new technology development process. That void is the step from proof- of-concept to commercial demonstration. Congress has established the Clean Coal Technology Fund at a level of $750 million to fill this void. The Department of Energy, in a solicitation of interest, received over 175 proposals for commercial demonstrations of clean coal technologies. A review of these solicitations indicates that $1.2 billion worth of research could be accomplished with a federal cost sharing of $425 million or 35 percent of the total. Industry has indicated, through this response, its willingness to invest its limited funds on projects it feels have the greatest potential for the clean use of coal. What must now occur is that Congress must appropriate the monies from the fund to initiate the commercialization of these clean coal techno1ogies.

This paper will describe the excavation of a 5.4 percent decline at the Montanore Project for Noranda Minerals Corporation. The 5.3 m by 4.9 m tunnel was driven to provide access for the exploration of a major copper-silver deposit. Soft ground and conventional drill-blast mining were used on the 4,270 m tunnel. Ground support consisted of steel sets and concrete in the soft ground and pattern rockbolts providing the majority of the rock support. A special feature of the project was the use of conveyor haulage in conjunction with the drill-blast excavation.

Plant testing of DuPont's Activator Technology in the vat leach circuit of the Homestake mine shows increased gold recoveries of 3-5%. Activators are catalysts of gold dissolution in cyanide solution. DuPont received the patent for this technology in January, 1996. The test was run in the west sand plant alternating control and activated vats to reduce the variability in head grade and cyanide consumption. Activated vats had gold in the preg solutions earlier, higher gold recovery, and lower gold residuals. Activator addition did not adversely affect mill operations or the environment. Optimization of the technology continues.

The requirements of metals by modern society have created big challenges for mining engineers minerals processing engineers, metallurgical engineers and economists to produce these metals economically from mineral deposits which contain, with time, less and less value. The advances of science and technology allow, today, the exploitation of mineral deposits which only few years ago would not have been considered economical. However, there are limitations both on the minimum grade of recoverable values contained in the ore to be fed to a mill or on the concentrate to be smelted, and on the maximum content of "impurities" i.e. chemical elements which are difficult or expensive to refine from the ore, from the concentrate or from the metal. It is also known that the cost of treatment in a mill or in a smelter, for unit of metal contained in the ore or in the concentrate, increases as the grade of the recoverable values contained in them decreases and also if the content of impurities increases. The Duval Corporation Sierrita copper and molybdenum mining complex is located approximately twenty-three miles south of Tucson, Arizona. The original open pit mine, Esperanza, was put into operation in 1958 and utilized one tailings dam until the Sierrita operation began in 1970, and a second pond was started. Both tailings operations continued to be operated separate and independently of each other until 1977, when the Esperanza Mill was temporarily shut down, and the Esperanza Tailings Dam was retired from service. Except for short periods of use, no new tailings were put on the surface. With the reactivation of the Esperanza Mill in 1979, the Esperanza tailings were combined with the Sierrita Mill tailings and put on the Sierrita Dam, leaving the Esperanza Dam in a retired state.

The Bureau of Mines analyzed coal mine blasting accident data obtained from the Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The data were examined to determine the causes, frequency, and severity of accidents in an effort to point out the most dangerous aspects of coal mine blasting. Accident data for the 14 years from 1971 through 1984 show that there has been a total of 43 fatal and 926 nonfatal blasting accident victims in surface and under- ground coal mining. This is an average of 3.1 fatal and 66.1 non- fatal injuries each year. Underground coal mining accounted for 60.5% of the fatal and 78.7% of the nonfatal accidents involving explosives and breaking agents in coal mining. In addition, since 1970 there have been 53 fatal and 20 nonfatal injuries that occurred when explosives were the ignition source for dust and/or methane explosions in underground mines. Abstracts from 297 accidents that occurred from 1978 through 1984 were also examined to determine accident causes. Most accidents occur during scheduled blasting, and failure of the blast area security system is the leading cause. Blast area security problems in surface mining are failure to clear the blast zone, failure of personnel to follow instructions, inadequate guarding, and failure to retreat to a safe location and/or take adequate cover. Other common causes in surface mining include premature blasts, excessive flyrock, and misfires. In addition to the above causes, accidents in underground coal mining can be due to rockfalls triggered by the blast, unexpected breakthroughs, fumes, and incidents associated with Airdox-type systems.

A preliminary evaluation of a new in-stream particle size analyzer has been carried out using materials obtained from a taconite plant in Northern Minnesota. Results are reported for bench scale, pilot scale and full scale tests, the latter being carried out in a taconite plant concentrator. The unit employs a novel scanning laser microscopy principle and details of the equipment configuration and operating principles are presented and discussed. Data acquisition is via an eight channel digital electronic system and particle counts are collected on the basis of reflected light pulse time intervals which are a direct measure of particle size. Output is available as an eight point individual or cumulative size distribution or as computed averages. The practical aspects of sample point location and flow requirements for reproducible results are outlined and discussed.

Errors associated with estimating the grade of an attribute of interest in a deposit can compromise planning, sequencing, and mineral beneficiation decisions. Several factors are associated with estimation errors. Among them, we can highlight the factors associated with sample spacing, the size of production volumes, and the variability of the attribute considered in the estimation. The access to estimation error can be obtained by some geostatistical methods, for example, by stochastic simulation. However, this is a process that in some situations is computer intensive and takes time. Previous works have proposed a simplified method to access the Maximum Estimation Error (MEE) associated with different types of grade variables, depending on the sample spacing, at small production volumes and considering specific coefficients of variation ranges. This paper presents an approach to assess the MEE associated with long-term volumes. Considering the methodology proposed, it is possible to approximate if a specific drilling pattern used in a deposit provides an acceptable pre-determined estimation error for Resource Classification. Results and considerations on the impact of the geometry of larger production volumes on the MEE calculation are also presented.

H. P. Ferri I refer to the article "Degradation Process in Coal Slurry Pipelines" by M.G. Ayat and B.C. Scott in the September 1988 issue of Mining Engineering. I would like to congratulate Dr. Ayat and his colleague on a very interesting and valuable piece of work. This article is an excellent one, describing a real phenomenon that has been ignored for so long. I do, however, have an objection. The article fails to address the degradation process when coal is processed or transported in other ways than slurry form, particularly those employed in this work. Could, for example, screening (wet or dry) have contributed to the extent of degradation? Perhaps scanning electron micrographs of the samples examined and after screening would have helped to clarify this. I would like to point out that degradation is also observed in pneumatic conveying systems, mechanical conveying, and other means of transportations employed by the mineral industry. Reply by M. G. Ayat We gratefully acknowledge Dr. Fern's comments on the subject paper. As he so rightly points out, the degradation process is a real problem, not only in coal slurry pipelines, but also in many handling and processing equipment employed by the coal and mineral industry. Scanning Electron Microscopic examination of samples may offer very little information about the extent of degradation for several reasons. One is that preparing a representative sample that has undergone degradation will be extremely difficult if not impossible. This problem is exacerbated by the fact that SEM requires only very small amounts of material for testing. Secondly, there is a sample preparation step involved in the SEM examination and, as such, it would be very difficult to associate the extent of degradation to either sample preparation or handling and processing operations. Finally, it is probably worth mentioning that degradation is a multi-faceted phenomenon involving many natural and man-made factors. The logical approach to this problem would, therefore, seem to be a "one-step-at-a-time" approach.

The Cowles Mountain Tunnel was driven 2,073 m (6,800 ft) with a 3.43 m (11 ft 3 in) shuffle shoe TBM, for the San Diego County Water Authority, through extremely high strength granitic rock in the City of San Diego, Ca. The initial contract was $10.9 million. Tunneling began in March 1992 and all work was completed in May 1993. After the tunnel drive was completed in September 1992, a 2.44 m (96 in) Welded Steel Pipe was installed, welded and encased with cellular backfill to complete a small portion of the County's $970 million Capital Improvement Project. This paper will discuss the successful completion of a tunnel through some of the hardest most abrasive rock ever excavated with a TBM in North America.

Complex combinations of technical, economical, safety and environmental factors are causing mining engineers everywhere to review their operations. Naturally, some of the traditional methods still have a large role to play because they are, in certain circumstances still adequate and are well understood. But, as circumstances change, a new approach is required. The combination of technical and economical reasons for introducing Long- wall mining in some seams in the United States is associated with strata control. Other reasons include simplifications and improvement of ventilation, reduced coal dust, more output from each unit and crew, increased percentage of recovery from each area of the coal deposit, and reduction of rock dusting. The innovations which transformed Longwall mining from a cyclic to a continuous mining system were the armored conveyor and power loading machines, but the crucial breakthrough for application to high production was the development of the powered roof support, which at once gave the system the advantages of mastery of strata control, increased rate of advance, significant reduction of manpower, and increased safety.

Laboratory test work, pilot plant testing and plant experience with wet, fine mesh screens is discussed. High frequency, low amplitude, fine mesh, wet screens were installed on the 6th cleaner concentrate stream. These screens produce a 60% oversize recovery split of the molybdenite concentrate that is of leached equivalent quality. The undersize stream is leached with 'hot ferric chloride to remove Pb and Cu contaminates before roasting or shipment to sulfide customers. This plant modification is a good example of using existing technology in an unconventional flow sheet to yield significant cost savings.

In situ solution mining of uranium has environ- mental advantages over conventional mining. The leaching of uranium, however, alters the groundwater quality in the aquifer where the mining occurs. Currently, regulations require that the groundwater be restored to approximately its original condition. This paper, a summary of a study funded by the Bureau of Mines, reviews the state of the art in restoring groundwater quality after in situ uranium leaching. Current restoration practices discussed include disposal of liquid wastes in deep disposal wells and evaporation ponds, producing from all wells during restoration, and recirculating water purified in surface plants. Methods for predicting the effectiveness and cost of current techniques are presented. Possible alternative techniques are also described. Two restoration operations are discussed.

Published subsidence data for the western United States is limited in comparison with data for the east. This paper summarizes the results of a subsidence monitoring program above two longwall panels at the Foidel Creek Mine located in northwest Colorado. The monitoring area is characterized by overburden ranging from 1000 ft to 1100 ft in thickness. The surface slope parallels the dip of the bedding at approximately 5 deg. Average mining height is 9 ft. Smax averaged 3.4 ft. Draw angles averaged 15 deg for up-dip ribsides and 19 deg for down-dip ribsides. A site-specific profile function is developed from the data.

INTRODUCTION Manufacturer sponsored research over the past three years has proven the suitability of styrene-butadiene/ asphalt membranes in many waste disposal seepage control applications for the mining industry in general and uranium mining and milling in particular. The class of membranes that have been tested are SBR/asphalt blends containing up to 68 weight percent asphalt, the balance being elastomeric polymers, fillers and phase compatibility promoters. These membranes are classified as thermoplastic, elastomeric materials and can be hot spray applied to any moderately dry substrate at 177°C (350°F), and placed in service within one hour of application. The properties of this membrane that make it suitable for use as an engineering_ material in these applications are discussed. These properties include chemical resistance, bacterial resistance, UV light resistance, permeability, stress/strain characteristics and bonding data. The favorable economics of the system are also discussed. The preliminary raw test data on the above properties were reported in a previous paper, (Chambers, 1980) and most will not be repeated here. Instead, this report considers the original data in relation to subsequent data and concentrates on interpretation of the trends for engineering purposes. However, several of the pictures contained in the original paper are reproduced in this report for illustration purposes. BACKGROUND Asphalt alone has a long history of use as a water-stop material. Its limitations of becoming brittle when cold and soft when hot, however, are well recognized. The service temperature for common grades of asphalt is usually in the 4° to 49°C (40° to 120° F) range. Modifications to the base asphalt can generally improve its performance at the high end of the temperature range by raising its softening point, but only the addition of one class of modifiers, elastomeric polymers, improves low temperature flexibility as well and also adds resilience. Both of these properties are of extreme importance if the waterstop material is to maintain its integrity when used on substrates which are unstable, non-cohesive, discontinuous or have significant expansion/constraction coefficients. "Diesel Particulate Matter (DPM) measurements were taken at Tronox’s Westvaco Trona mine in Wyoming. Both shift-average and real-time monitoring using Elf pumps and Airtec analyzers, were used. The mine’s underground transportation fleet consists of more than 250 diesel-powered vehicles. A vehicle monitoring log tracked fleet usage during the test; logged data consisted of vehicle type, direction of travel, and time. The log was used in analysis to determine the DPM spread rate, of normally operating equipment, in the different entries with respect to vehicle location. Airflow velocity measurements at the stations were taken during the survey. The survey results also identified vehicles with higher emission rates. An ECOM gas and a MAHA DPM analyzer, both located in the mine’s underground emission shop, were used to obtain various vehicle emission rates. The correlation of the workshop and field measurements was investigated with regard to the machine activity, fuel usage and atmospheric conditions. The results were used to identify and execute a ventilation project to reroute 45% of diesel shop air back to intake entries, by interlocking an automated door and a regulator. The result is reduced DPM downstream. INTRODUCTION DPM has been classified as a potential occupational carcinogen by the National Institute for Occupational Safety and Health (NIOSH).The Mine Safety and Health Administration (MSHA) rule governing DPM exposures in metal and nonmetal mines cites total carbon (TC), a summation of elemental carbon (EC) and organic carbon (OC) obtained by NIOSH Method 5040, as a surrogate for determining DPM exposures (Noll, 2006). MSHA personnel use the 1973 sampling criteria outlined by the American Conference of Government Industrial Hygienists (ACGIH) for collecting compliance-based respirable and inhalation samples in metal/nonmetal mines. Instrumentation developments are allowing improved real time monitoring of ventilation parameters. DPM is within the aerodynamic particle size range of the samplers used for respirable and inhalable dust measurements. If a sampler used by MSHA to collect inhalable or respirable dust samples in underground metal/nonmetal mines was used to collect DPM, both the DPM and mine ore dust would accumulate on the sample filter (Noll, 2006). To comply with the requirement and lower the DPM exposure, mines are implementing a variety of control technologies such as emission based maintenance programs where adjustments or repairs are performed on the vehicles (McGinn, 2000)."

The history of the Australian coal industry is almost as old as the history of Australia after new settlement. The first cargo of coal was exported from Newcastle to India in 1799. Although coal has been mined in Australia for almost two centuries, there are indications that the first coal was processed in 1877 in the New-castle area, nearly a half-century after the first coal processing in Europe. Processing on any significant scale began only in 1944 at the Newcastle Steel Works. In Queensland, however, coal processing did not begin until the second quarter of this century. The well-known dramatic growth of mining and processing of Australian coal since the mid-sixties has primarily been due to the expansion of the export market in Japan and other Asian and European countries. Black coal occurs in most of the major sedimentary basins in Australia. The better known deposits of commercial importance are in Sydney, Bowen, Oakland and Gailiee Basins (Figure 1). Apart from Collie Basin in Western Australia, other coal deposits of the Arckinga Basin in South Australia, the Bonaparte Basin in Northern Territory and Tasmania Basin, Tasmania, are basically unexploited. Sydney Basin of New South Wales and Bowen Basin of Queensland remain the major producers of black coal in Australia.
