INTRODUCTION A rail rapid transit system called the "Metro" system is presently under construction in the Nation's Capital area. The agency responsible for the design and construction of the Metro system is the Washington Metropolitan Area Transit Authority, an independent tristate organization set up under an Act of Congress and financed by federal, state, and local public funds supplemented by revenue bonds. When completed, the Metro system will comprise nearly 100 route miles. About fifteen percent of this mileage is now under construction, while designs for the-remainder are in progress. The system is scheduled for completion in about eight years at a cost of approximately 3 billion dollars. The Metro system will involve nearly all types of construction generally used for rapid rail transit projects. About half of the mileage will be underground, comprising approximately 16 miles of rock tunnels, 10 miles of earth tunnels, and nearly 21 miles of cut-and-cover construction in earth (see Figure 1.). The remaining 51 miles of the system is planned to be constructed on the surface as at-grade or elevated structures. The system includes 86 passenger stations, 53 of which will be underground structures. Twelve of the underground stations will be large size chambers in rock while other underground stations will be constructed in earth as cut-and-cover structures. Thus, about one-fifth of the system will be designed as underground structures, namely tunnels and stations, in rock. One of the many responsibilities of mining engineers and mill superintendents is to provide for the safe and economic disposal of wastes (or tailings) remaining after a mineral has been extracted from an ore. The cost of disposal of these tailings exerts a considerable influence on the minimum grade of ore extracted from the mine. It varies to a great extent with each project and is dependent on many diverse factors, such as the local topographical, meteorolgical, geological and seismological conditions together with the applicable water pollution laws of the area. The process used to extract a mineral from an ore determines the physical characteristics of the tailings and thus is one of the more important factors to be considered when planning disposal facilities. Today's trends .in ore-processing operations complicate the problems of waste disposal: recently developed extraction methods result in the production of finer tailings, the use of lower grade ores produces greater volumes of wastes, while the enhanced land values in the vicinity of industrial plants preclude the former practice of spreading wastes laterally and force the expansion of waste desposits upwards to greater heights. The frequent occurrence of stability problems in waste deposits indicates that many mining organizations may not be employing current soil mechanics concepts and practices. One of the most spectacular, and often most disastrous, types of tailings dike failure is that resulting from liquefaction of the fine particles combined with a breach of the main retaining dike.

Selective fatty acid flotation of carbonate gangue from sedimentary apatites was achieved under acidic pHs without a specific apatite depressant and without conditioning the pulp with the collector. Concentrates (35% to 38% P2O5, 0.8% to 1% MgO) with high recoveries (80% to 85%) were produced from Indian and Chinese dolomitic ores. The calcareous and/or dolomitic-siliceous phosphate ores of South Florida and Utah required two flotation stages: one for carbonate removal, as mentioned above, and the other for phosphate recovery from siliceous gangue. Preliminary tests on the South Florida ore gave concentrates analyzing 29% P2O5 and 0.8% MgO, with a P2O5 recovery of 76%. A concentrate obtained from the western US phosphate ore from Utah assayed 30% P2O5 and about 1% MgO, with a P2O5 recovery of 89%.

As the world tension relaxes and as the interest and taste for consumer products change, complacency is beginning to prevail over the needs of minerals and primary metals. The current trend towards resources and energy conservation calls for miniaturization of consumer goods, and lowers the demand for virgin materials to produce goods and services. Challenged by the third world countries with high grade ores and low labor costs, industrialized nations with lower grade ores are being pressed into more efficient operation through technological innovation, while protecting the environment. In many countries, domestic mines were forced to close since the oil crises due to rapidly rising energy and labor costs. Research in conventional mineral processing needs to be directed towards breakthrough technologies in order to maintain the competitive edge in the global marketplace. Research activities will provide new challenges in the processing of solid waste and waste water for environmental remediation as well as for resource conservation, in the preparation of new functional materials of extreme purity and/or unique properties for high technology applications and in the development of such future resources as deep sea minerals and extraterrestrial materials.

President Reagan may be "a nice guy," but he is "misinformed, misdirected, and misadvised," when the subject is the state of the US copper industry, according to Sen. Dennis DeConcini (D-AZ). DeConcini took the opportunity as keynote speaker at the Arizona Conference AIME in Tucson to fire a few salvos at the Reagan Administration's industrial policies. "American copper used to stand above the rest of the world," he said. Now 21,000 copper workers, about half of the total, are out of work due to less expensive foreign imports. "Those 21,000 are real people, not statistics," he said. US production has been cut to one-third of its capacity, he said. And the Administration shows no signs of changing its position to favor US copper protection. "Third world copper towns are booming," he continued, "while ours are dying." Regardless of profits and despite oversupply, Chile continues to produce, he said. And, while US mines continue to close, "the International Monetary Fund (IMF) is handing more than $1 billion to six copper producing countries." President Reagan wanted $8.6 billion from the IMF. "I'm damn mad about it," DeConcini said. "For the life of me, I can't understand how this Administration can stand by while this industry is brought to its knees." Last year, the International Trade Commission ruled that imports were injuring domestic copper and recommended relief. The President, DeConcini said, vetoed those recommendations. DeConcini softened his tough talk a bit saying the President's image makes it difficult for people to not like him or stand up to him. "How can anyone stand up to President Reagan?" he asked. "He's such a nice guy. But it's time someone did. He's just misinformed, misdirected, and misadvised. We must take real action and we must have a president who understands this." DeConcini said he has introduced legislation aimed at helping domestic copper. It would limit copper imports to 385 kt/a (425,000 stpy). Imports now stand at about 635 kt/a (700,000 stpy). The bill would also impose a $0.33/kg ($0.15-per lb) duty on foreign copper. DeConcini called the duty a sort of "environmental equalizer" because that is the amount domestic producers must spend on pollution control devices. Foreign competitors do not have such controls, he said. "I face people who are damn mad that this country is being pushed around," he concluded. "It's time we stand up and say we can be competitive. If they (foreign countries) put an import duty on our stuff, we will do the same. It's time this country stopped being the nice guy." As if to underscore domestic copper's desperate situation described by the Senator, Duval Corp. announced about the same time as the meeting that it has nearly closed its eastside office in Tucson. Staff has been reduced from 120 to four. Spokesman Dean Lynch said the four will consist of President A. Everett Smith, a secretary, a person in environmental affairs, and another in purchasing. Duval is also selling an office and a laboratory in Tucson. Pennzoil Co., Duval's parent, has been trying to sell the company for more than a year. It began dismantling Duval in November 1984. Pennzoil took over its subsidiary's profitable sulfur operation in Texas, sold the New Mexico potash facility, and spun off gold interests in Nevada, forming Battle Mountain Gold. Northwest Mining Association - Spokane Rock Jenkins, Associate Editor The true role of minerals needs to be realized by both the policy makers and the people of the US, according to Robert Dale Wilson, director of the Office of Strategic Resources, US Commerce Department. In addition, a re-thinking of the theory of free trade and competitive advantage is necessary. Wilson made his remarks in December at the opening luncheon of the 91st Annual Convention of the Northwest Mining, Association in Spokane, WA. At a later press conference, Wilson said one of the mining industry's main problems is that its presence in Washington has been reduced in the past few years. Part of this can be seen by events within the American Mining Congress (AMC), he said. "The problem with AMC," Wilson said, "is that in 1981, when Reagan came in, no problems were seen for mining and a lot of their (AMC's) lobbyists were let go." He

"Controlling dust generation and keeping it below permissible limits at the working face of a room and pillar mine is a challenge for mine operators. With the recent changes in the respirable-dust regulation, it has become increasingly difficult. The current most effective practice of dust control at a continuous miner face in an underground mine is the use of a flooded-bed scrubber. A study carried out by the National Institute for Occupational Safety and Health (NIOSH) stated that a flooded-bed scrubber, under its optimum condition, can achieve cleaning efficiencies between 58 and 90 percent. The performance of such a system can be maintenance intensive. Other industries face similar dust control issues. The University of Kentucky partnered with Toyota Motor Manufacturing for the development of a novel wet scrubber for capturing paint overspray, with capture efficiencies in excess of 98 percent and minimal maintenance. The aim of this study is to assess the ability of this novel wet scrubber to capture respirable dust in an underground coal mine. This paper presents the conceptual design and the computational fluid dynamics (CFD) modeling of this novel wet scrubber. It discusses the results of the CFD simulation performed on the novel wet dust scrubber. INTRODUCTION Dust generation from underground coal mining is an inescapable phenomenon. No matter the practices employed, it inevitably occurs. Elevated concentrations of coal dust are potential health and safety hazards. Although dust in an underground coal mine cannot be completely avoided, its influence can be mitigated through good engineering practices. The effect of dust on the health of mining personnel has had a significant impact. The prolonged exposure of airborne respirable dust (< 5 µm) can cause coal workers’ pneumoconiosis (CWP), silicosis, emphysema, and chronic bronchitis, collectively known as black lung (U.S. Department of Labor, 2014). According to the National Institute for Occupational Safety and Health, black lung has killed more than 10,000 miners between 1995 and 2004 (NIOSH, 2008). In addition to being a health issue, coal dust is also a safety issue to the underground coal miners. The generated dust, if not captured, is dispersed into the mine air through the ventilating air and deposited downwind on the return entries’ surfaces. In the event of a methane explosion, the coal dust, if insufficiently diluted with rock dust, triggers a coal dust explosion which is much more severe than a methane explosion and causes more damage (Kenneth et al, 2006). The Jim Walters No. 5 Mine and the Upper Big Branch Mine disasters which together killed 42 people and resulted in damage worth millions of dollars in property are the examples of coal dust explosions (U.S. Department of Labor, 2001 & 2010)."

Numerous seismic techniques have proven to be important and cost effective aids to both coal exploration and nine planning. Projects conducted by Sandia in recent years have sham seismic refraction is a valuable tool for determining overburden properties while high resolution, 2-0 and 3-D seismic reflection surveys are the primary means of napping coal seam distribution, structure, and continuity. Further, seismic methods utilizing existing boreholes (e.g. downhole, crosshole and guided wave) provide detailed measures of overburden/interburden modulus variation, seam continuity, and calibration for other seismic surveys. Examples include mapping faults of 2-10 m threw in seams 3-15 m thick at depths of 80-300m.

Liberation of valuable minerals during size reduction is an important aspect of mineral processing technology. In practice, most quantitative information on liberation is based on the application of stereological theorems for the analysis of image data from two-dimensional polished sections. On this basis an estimate of the volumetric grade distribution is made. Recently, a new method based on cone-beam xray microtomography has been used for direct determination of the three-dimensional liberation spectrum of multiphase particles 100 microns in size or less. Preliminary results for a packed bed of particles indicate that high spatial resolution (approximately 15 microns) and the direct processing of raw volumetric data are two important benefits offered by this new method. Three dimensional liberation analysis by microtomography provides an excellent opportunity to overcome many of the limitations of currently used polished section techniques. For example, detailed textural information is provided. Of course microtomography provides an independent method to verify current procedures used for analysis and transformation of polished section data into an estimate of the volumetric grade distribution. More important, however, is the possibility that this method could be developed as a routine procedure for liberation analysis in the 21st century.

Since 1964, the US Bureau of Mines has been conducting a comprehensive program of research on the origin and control of coal bed gas. Several extensive databases have been developed during the work representing information from every major coal producing region in the United States. Gas content measurements have been made on 885 coal samples from 15 states representing 221 coal beds. Records indicate that the range of gas content varies from zero to over 640 ft3 per ton (20 cm3 per gm). During the conduct of the research program, several drilling and completion techniques have been developed or refined to divert and collect coal bed gas before it enters the mine environment. Such techniques include horizontal, cross-measure and vertical boreholes. Samples of gas collected from boreholes drilled under the program indicate that the primary gas constituent is methane which comprises 97 pct, the remaining hydrocarbons make up approximately 0.2 pct. Nitrogen and carbon dioxide account for the majority of the remaining gases at average concentrations of 1 pct each. Surveys have been made on the total daily gas emissions from underground coal mines. In fact, the most recent survey indicates that 180 mines had emissions in excess of 100 Mft3 per day (2.8 Mm3 per day). Furthermore, total mine emissions were in excess of 300 MMft3 per day (8493 Mm3 per day). An analysis of the data showed that there appears to be no relationship between in-place gas content and coal bed gas composition. Furthermore, no correlation was observed between in- place gas content and daily mine emissions. In a general sense, the higher the gas content the higher the relative gas emissions. Perhaps a more direct relationship would be observed if more complete emissions information (including gob gas borehole production) was available.

Effect of feed size, pulp density, coalescing agent dosage, and mixing intensity and duration on the kinetics of agglomeration are principally evaluated. A computer coded population balance model governing agglomerate size distribution and composition utilizing coalescence and breakage mechanisms is developed. Model calibration, verification and extension are analyzed.

Ilmenite-rich lunar deposits can be converted to liquid oxygen to support lunar base operations and space transportation propulsion needs by a Carbotek-developed process. Iron oxide in ilmenite is reduced at elevated temperatures by hydrogen in a fluidized-bed reactor to water vapor which is electrolyzed to product oxygen and recycle hydrogen. Reaction rate, thermodynamic equilibrium, and lunar-gravity fluidization behavior are key factors which have been considered. Fluid-solids behavior has been modeled from data taken at lunar gravity conditions aboard NASA KC-135 flights. Large-scale pilot plant operations are planned to complete the development.

On 30 April 2004, a large scale slope failure incident occurred at the external waste dump facility of the South Field Mine, in the Western Macedonia Lignite Center, Greece. This landslide involved the mobilization of waste overburden material (that was continuously deposited for the last 20 years) in the order of 40 Mm3, while the material that moved outside the boundaries of the waste dump was in the order of 3 Mm3. The factors that led to failure as well as the procedures and measures taken in order to stabilize the failure and resume normal operations at the South Field Mine are presented and discussed. Emphasis is given to the impact on mine operations and the cost related to resuming of normal production operation as well as to implementing important modifications and improvements of the materials handling system.

Based on resource studies in many developing countries, four categories of industrial clay resources are recognized as precursors to development strategies. Category I: High quality, high technology clays requiring major investment for large tonnage international markets. Category 2: Unique specialty clays requiring advanced technologies for small tonnage niche markets. Category 3: Lower technology, moderate quality clays, predominantly to supply local markets. Category 4: Low quality clays requiring little or no processing. Projects with Categories 1 and 2 clays require extended development times (green field to investment decisions) with significant pre-development investment, while projects with Categories 3 and 4 clays require shorter development timetables and lower levels of investment.

[There are significant quantities of anthracite silt deposits in Pennsylvania, known as &apos;liver silts" (l,2). These contain from 20 to 55 per cent of non-combustible materials, the major portion of these impurities being clay slimes. Both the anthracite coal and impurities are mostly of extremely fine particle size. The utilization of these raw silts in power-plants faces such serious problems as, handling difficulties causing plug-up in equipment, disposal of enormous ash-residue, and corrosion. These problems may be solved by upgrading the raw silt with a cleaning process, which will be capable of removing most of the clay slimes and electrolytes.]

On the basis of tonnage, the sand and gravel industry is the second largest nonfuel mineral industry in the United States. In 1990, the production of sand and gravel was 927 Mt valued at $3.4 billion. California, which leads the nation with more than 126 Mt, together with Texas, Washington, Michigan, and Ohio, account for 36% of the total production in the nation (Table 1). In commercial usage, sand applies to rock or mineral fragments ranging in size from particles retained on a No. 200 Sieve (0.074 mm openings) to those passing a No. 4 Sieve (4.76 mm openings). Gravel consists of rock or mineral fragments larger than 4.76 mm, ranging up to 88.9 mm maximum size. The construction industry consumes 97% of the sand and gravel produced; the remainder is sand used for specialized products such as glass (see chapter on Industrial Sand and Sandstone and Glass Raw Materials). Utilization The building industry uses sand and gravel chiefly as aggregate in portland cement concrete, mortar, and plaster; the paving industry uses sand and gravel in both asphaltic mixtures and portland cement concrete. Aggregate is commonly designated as the inert fragmental material that is bound into a conglomerate mass by a cementing material such as portland cement, asphalt, or gypsum plaster. Sand and gravel is also used as construction fill, road base and subbase, and decorative material. Portland Cement Concrete Aggregates: Portland cement concrete consists of sand and gravel surrounded and held together by hardened portland cement paste. Concrete mixes commonly contain 15 to 20% water, 7 to 14% cement, and66 to 78% aggregate. Sand and gravel used as concrete aggregate have to meet many requirements (Goldman and Reining, 1983). Premature deterioration of concrete has been traced in many instances to the use of unsuitable aggregates. Asphaltic Aggregate: Asphaltic mixtures used predominantly for paving consist of combinations of sand, gravel, and mineral filler (material finer than 0.076 mm), uniformly coated and mixed with asphalt produced in the refining of petroleum. Sand and gravel used as asphaltic aggregate must meet the same general physical requirements as materials used for portland cement aggregate. GEOLOGY General Requirements of Aggregates Construction aggregate has many requirements that are difficult to meet if only unprocessed material from natural deposits is used. Suitable material is composed of clean, uncoated, properly shaped particles that are sound and durable. Soundness and durability are terms used to denote the ability of aggregates to retain a uniform physical and chemical state over a long period of time so as not to disintegrate when exposed to weathering and other destructive processes. Individual particles must be tough and firm, possessing the strength to resist physical stresses and chemical and physical changes, that may cause swelling, cracking, softening, and leaching. The aggregate should not be contaminated by excessive clayey material, silt, mica, organic matter, chemical salts, and surface coatings. Physical Properties: The quality of aggregate depends upon its physical and chemical properties. These, in turn, may be inherent mineralogical and textural features of the rock or may be the effects of later changes such as tectonics, mechanical or chemical weathering, or incrustations. The physical properties most significant for concrete use are: 1) abundance and nature of fractures and pores, 2) particle shape and surface texture, and 3) volume changes which may occur because of freezing and thawing or wetting and drying. An aggregate is considered to be physically sound if it is adequately strong and capable of resisting the agencies of weathering without disruption or decomposition. Minerals or rock particles that are physically weak, extremely water absorptive, and easily cleavable are susceptible to breakdown. The use of such materials in concrete reduces strength or leads to early deterioration by promoting weak bond between cement and aggregate, or by inducing cracking, spalling, or popouts. Severely weathered, soft, micaceous, or porous materials may cause localized stresses to develop in concrete by swelling and shrinking during wetting and drying or freezing and thawing cycles. Physical Suitability of the Various Rock Types. Sedimentary rocks have a wide range in physical and chemical qualities. Sand- stones and limestones, if hard and dense, are ordinarily satisfactory, but many sandstones are friable and excessively porous and commonly are clay-bearing. Shales generally make poor aggregate material, being soft, weak, and absorptive. Most igneous rocks are satisfactory, being normally hard, tough, and dense. Tuffs and certain flow rocks may be extremely porous and have high water absorption and low strength. Metamorphic rocks differ in character. Most quartzites are massive, tough, and dense. Fine-grained marbles are usually durable, but coarse-grained marbles have low abrasion resistance. Gneisses are ordinarily very tough and durable. Some schists contain micaceous minerals that are undesirable because they are soft, laminated, and absorptive. Micaceous minerals are susceptible to splitting along cleavage planes and thereby impair particle strength and durability. Some schists and slates in particular are thinly laminated and tend to assume flat slabby shapes that lack strength-and do not pack well. Any or all of these rock types may be rendered undesirable because of harmful exterior coatings. Weathering processes, particularly the action of ground waters, deposit these coatings. The most common coatings are calcium carbonate, clay, silt, opal, chalcedony, iron oxide, manganese oxide, and gypsum. Particles with these coatings are undesirable as aggregates because the bond between particle and coating may be weak, and decreasing the strength of the aggregate-cement bond.

The idea of automatic or remote control of the mine ventilation process generally, and methane concentration particularly, attracts the attention of mining engineers more and more. The advantages of introducing mine ventilation control systems are breaking traditional reluctance. The change of attitude is not only because of the requirements of modern exploitation technology, but it is also due to the recent progress in development and successful introduction of reliable monitoring systems and actuators in the form of controlled ventilators and doors [1]; [2], [3], [4], [5], [6]. Many &apos;years of theoretical and experimental studies of the dynamics of mine ventilation processes created the needed base for a proper design of an automatic control system [7],[8],[9], [10]. From these studies must, however, be drawn a fundamental conclusion, which may be regarded as the motto of this paper: An automatic control system for mine ventilation ill-conditioned or improperly designed is capable of creating hazard situations in response to random disturbances, much more, severe in consequence than a traditional ventilation system without any automatic or remote control! This statement is easy to prove if the dynamic properties of the ventilation process are taken into consideration. The ventilation process, as a matter of fact, is described by non-linear equations, and it must be expected that the process has more than one state of equilibrium. In other words, in the ventilation process may exist not only one but also more than one steady-states of flow, of which some are stable and others unstable. In certain circumstances, there may be no steady-state at all, and the process will oscillate [8], [11] , [12] . The state of flow in a network tends towards a steady-state and the actual steady-state established will depend on the initial conditions or disturbances in flow (fire,. etc.), which steady-state from the total number that will be . We frequently observe jumps from one steady-state to another. Disturbances in flow conditions which may cause such transitions are events of random character, occurring very rarely. Concluding, it must be stressed that there has to be a control system adjusted to the ventilation process in order to avoid situations mentioned above. There is only one alternative available and suitable for examination or study of the dynamics of a given mine ventilation problem: either by continuous monitoring of the real process, or numerical simulation of the process using a mathematical model. The advantages of the second method are obvious. This method allows consideration of every possible case very quickly and cheaply in relation to the first method. The aim of the paper is to show again that the simulation of the mine ventilation process and particularly a methane concentration process, separately or combined together with a control system, are real possibilities. A simulation method requires precise specification of the problem under consideration. For example, if we intend to examine a methane-concentration control system, the following items have to be specified: - expected target function of the control system. - structure of the control system. - mathematical model of control system, including sensor system, data preparation system, controllers, decision routine, regulators, etc. - structure of mine ventilation network. - mathematical model of ventilation process, including air flow and methane concentration processes. - pattern of disturbances which may occur in the controlled process as well as initial conditions on a &apos;start-up&apos; of the system. Using typical computer programs for numerical solution of equations in the mathematical model of the problem involved, we are able, within the adequacy of the model, to simulate every case specified by the disturbances and initial conditions. As a result of simulation, it is expected that the following parameters could be defined: - transient flow in the network. - transient state of methane concentration in working areas. - stability of flow and methane concent¬ration. - stability of the control system. - range of control. - efficiency of control, etc. It is obvious that simulation methods readily allow for modifications to existing systems such that desired results will be obtained. A positive pressure ventilation system, augmented by a dewatering well curtain and underground longhole drilling, provides effective ventilation and radon control at EXXON Minerals Company&apos;s Highland Underground Mine in the Southern Powder River Basin of Wyoming. Testing different types of bulkheads, sealants, and bleeder systems has led to improvements in the basic ventilation system. Continued testing of new or different materials and equipment is expected to lead to further improvement in the ventilation program. Effective training of both miners and supervisors is essential to maintaining and improving ventilation techniques. This paper addresses the ongoing ventilation program and experience to date at the Highland Uranium Mine.

"The technical lifetime of underground structures does not only depend on the long-term behavior of individual support elements and material characteristics, but also on various boundary conditions, which influence the entire long-term system behavior of the structure. Thanks to the construction of second tunnel tubes and the corresponding cross passages sampling of support materials such as shotcrete, concrete of the inner lining and rock bolts including sheet membranes is possible. To evaluate the stresses and the supporting effects of the tunnel shells, flat-jack tests and different simulations were performed. With these simulations the percentage of the load bearing behavior of the shotcrete shell can be determined. From the results, conclusions for new design approaches for tunnel construction should be generated. New concepts, in which the outer lining is part of the permanent support elements can be considered. This approach would be applicable for conventional as well as mechanical tunneling. INTRODUCTION Tunnels are an indispensable part of modern transport infrastructure. As multi-generation structures their long-term preservation as well as their technical service life is of central importance. The current state of research in the field of durability of structural elements must be considered separately. In almost all areas a prediction of materials and structural components towards lifetime exists. System-wide investigations were rarely performed, so that there is no technical lifetime consideration of the outer lining in systems included. In this study the mechanical behavior of the interface connection in a double shell lining (DSL) tunnel was investigated in laboratory tests. Objective The target of this work is, at first, to create a large database with the lifetime of different structural elements and materials, which may be the basis of durability considerations of tunnels. Secondly, the goal of these investigations is to optimize tunnel designs and their dimensioning regarding to the technical lifetime. For that matter, it is necessary to analyze the selected approaches of the loss of strength and stiffness of the outer lining."

A comprehensive, site specific water management plan is of primary importance to the successful implementation, operation and decommissioning of any mining project. Formulation of a plan requires an orderly planning process consisting of identifying problems, establishing planning criteria based on the guidelines and requirements of regulatory agencies, and an iterative procedure of identifying, investigating, and evaluating plan elements and alternative plans. A typical uranium surface mine operation consists of a mine pit or pits, spoil pile areas, crusher, processing plant, and tailings disposal area. A water control plan addresses the problems of diversion of natural runoff from undisturbed areas around the mine; and diversion, collection, and treatment of runoff from within the mine area. A water control plan is required to determine the location and size of appropriate control and detention structures; their cost; and the schedule for permit activity, design, and construction. The plan must be formulated to meet the requirements of both the State and Federal regulatory agencies.

This presentation we hope will provide you with an orderly approach co mine and surface plant closure taken from our experience over the past several years on six different projects within the intermountain states. There is no magic to the approach. It is basic common sense and yet it is interesting how many of the specific details are overlooked due to the individual complexity of each site. Our attempt here is to share some of the issues that have confronted us on these six sites. Please recognize that it is impossible to be all inclusive. Of the six sites we have drawn from; two are mine, mill and smelter sites dating back to pre-1900, one is an industrial site dating back to the early 1900s, two are mill and concentrator sites dating from the late 1940s and one is a mining district site dating from the late 1800s.
