In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. In the summer of 1998, Ontario Hydro awarded a contract to demolish an obsolete and inefficient chimney by blasting. The Ontario Hydro Thunder Bay Thermal Generating Station (T.G.S.), is a fully operational hydro thermal generating station located in Thunder Bay, Ontario, Canada. The Chimney was a 356 ft (108 m) high freestanding structure constructed of reinforced concrete with a brick liner. Falling the chimney required careful planning due to the highly sensitive structures and equipment which surrounded it. Damage either sustained to the existing systems through ground vibrations or direct contact would have resulted in expensive power outage and/or lost production. The role of Explotech Engineering Ltd. on this project was to provide and evaluation of the proposed demolition procedure, defme the predicted and maximum seismic vibrations at sensitive structures including underground services, conduct pre-blast / post-blast inspections and recommend various safety precautions. The general contractor for the project, LeBrun Northern Contracting Ltd., of Thunder Bay, Ontario was responsible for all site preparations and post-blast clean up. All demolition blasting calculations and operations were conducted by Dykon demolition experts from Tulsa, Oklahoma. On September 13, 1999, the chimney was successfully demolished. Extensive analysis of the vibration records and visual post-blast inspections of the surrounding structures concluded that the demolition event induced no damage to any of the Ontario Hydro facilities.

Danieli Linz Technology has been honored at 4.1.2013 with the first contract for the exchange of a 350 t BOF converter for ArcelorMittal Poland Dabrowa Gornicza on a turnkey basis. This paper describes the new design features of this converter based on the development of a new Danieli converter suspension system. The issue was to install a new converter (incl. trunnion ring, suspension system and bearings) with maximum volume but keeping most of the existing equipment unchanged. So, the big tilting drives on both sides had to be reused and the existing foundation, pedestals as well as the bearing distance had to be maintained. Further on the welded coreequipment (vessel shell, trunnion ring, pedestals, slag shields, etc.) was manufactured in-house within the pressure vessel division of Danieli Thailand. Due to the huge dimensions of these parts the delivery had to take place in parts which had to be welded together on site under full production conditions of the steel plant. But also the erection had to be applied under this condition. Additionally the main support bearings, parts of the screening (doghouse) as well as an upgrade of the existing relining machine had to be delivered.

Whilst dense medium separation is best known for its ability to concentrate diamond and coal deposits, the process is now being employed in southern Africa as a pre-concentration step to improve the economics of platinum group metal and nickel ores. DMS plants built for these industries (such as the 1600tph unit at Tati Nickel, Botswana), are spearheading an expansion in this area by reducing mine and process operating costs yet maintaining economic metal recoveries. This paper provides an overview of DMS technology and examines the economic benefits available to North American operators and projects, with recent case studies as reference.

This publication describes a study by the Federal Bureau of Mines of devices and methods used for testing and splicing 4,160-volt and 440-volt cables and for providing ground-fault protection for 440-volt circuits, as developed and used by the electrical staff of the Tecumseh coal mine, an open-pit operation at Boonville, Ind. The testing and ground-fault devices described should find ready application in other open-pit mines, and, with suitable modifications for voltages involved, in underground mining. The devices and testing methods are based on sound engineering principles and are time-tested and economically feasible, Four devices are used: A high-voltage tester, and a low-voltage high- current tester, both for testing 4,160-volt cables; a tester for 440-volt cables; and, electronic ground-fault protective device for 440-volt cable circuits. All the cable testers and the grounding device were designed and built at the mine from standard parts. They are inexpensive, dependable, and job tested, An attempt has been made here to describe them in enough detail so that interested persons can assemble duplicate units.

Operations ill Colorado oil fields in 1934 were not quite so extensive as in 1933, but much better results were obtained and one new oil field was discovered. In all, 26 wells were drilled, of which 9 were oil wells, 1 was a gas well, and 16 were dry holes. New oil production totaled 10,220 bbl. and new gas production totaled 33,714,000 cu. ft. This compares with new oil production in 1933 of 1238 bbl. and new gas production of 14,307,000 cu. ft. Dry holes in 1933 totaled 29 as conlpared with 16 in 1934. Oil was discovered in the Hiawatha gas field, Moffat County, in 1934 in the Mountain Fuel Supply Company's No. 4B Wilson, C. NE. NW. of sec. 23, 12N., 100W. This well was completed in a sand in the Wasatch (Tertiary) at 2304 to 2337 ft., after plugging back from 3797 ft. It made 20 bbl. of oil initially. No. 4B Wilson is the first well in the Rocky Mountain region to discover oil in commercial amounts in rocks younger than Cretaceous, and while it is not expected that Hiawatha will develop into an oil field of important proportions, eventually it may produce a considerable amount of oil as the gas pressure declines. There is currently a worldwide interest in coal-oil technology as the search continues for alternative energy sources to reduce the consumption of petroleum crude. An important aspect of this coal-oil technology study is to obtain information on the flow properties of coal-oil slurries. While some work has been reported on the flow behaviour of black coal-oil suspensions, very little work on brown coal-oil suspensions has been reported. In this paper flow characteristics of brown coal-oil suspensions for various coal concentration and temperatures have been presented. A capillary rheometer, designed to handle settling suspension, has been used for determining rheological properties. Brown coal of 0.0725 mm average particle diameter has been used in this work. The oil was a coal derived product having a boiling point range of 234¦C - 319¦C. Apparent viscosity of all suspensions was found to increase on storage due to ageing. Ageing might have occurred due to physicochemical interactions between coal and oil. Flow behaviour of some suspensions changed from Newtonian to non-Newtonian on storage. Apparent viscosity increased sharply with increase in solids concentration and suspensions at higher concentration behaved as non Newtonian liquids. Viscosity decreased with increase in temperature; rate of decrease slowed down with increase in temperature.

Jet grout column formation at large depths are prone to several uncertainties, such as inaccuracy in setting out boreholes, drilling deviation, soil variability and reduced jetting energy at the nozzle. This would result in shorter cutting distance of the jet, with potential lack of interlock between grouted columns. A design strategy for mitigating the risk should include a soil investigation program aimed at discovering potential variability in soil conditions at the locations of jetting. Determination of soil strength profiles with depth would be useful for evaluation of jetting parameters and prediction of the achievable cutting distance at any depth. Selection of design column spacing should include allowance for setting out accuracy, verticality of the boreholes and the achievable jet cutting distance. For deep jet grouting operations, it would be necessary to take into account the energy losses at the nozzle inlet; however the increase in the presiding pressure at the nozzle outlet at depth is small relative to the range of jetting pressures commonly employed and would not affect the cutting distance to any significant degree. Design column spacing should not be so close as to cause problems with ?masking? which may lead to localized ungrouted zones of soil. For effective field control, boreholes should be cased up to the top elevation of the grouted zone so that the orientation of the borehole can be measured prior to grout injection. An analytical equation for calculating the cutting distance is proposed for adjusting jetting parameters where necessary to compensate for drilling deviation and changes in soil conditions. It is preferable that jet grouting trials be executed at elevations that correspond to the actual production jet grouting depths for accurate evaluation of jet cutting performance.

The saturated solubility of chromium oxide and the valence of chromium in the slag are important matters when considering how to effectively utilize chromium-containing slags. The experimental data of various types of slags cited in the literature were arranged according to the optical basicity in order to evaluate the effects of the oxygen potential and the slag composition. The saturated solubility of chromium oxide and the Cr2+/ Cr3+ ratio tend to decrease with the increase of the optical basicity of the slag at an oxygen potential below 10.5 atm. However, at an oxygen potential of 0.21 atm, the saturated solubility and the Cr6+/Cr3+ ratio tend to increase with an increase of the optical basicity. A practical approach was suggested to reduce chromium in the stainless steel slag and simultaneously recover it as a ferroalloy by the direct smelting reduction of chromium oxide in the molten slag using some reductant in a small furnace.

Self-cleaning fluidized bed heat exchangers are conquering the world for reason that they are able to solve any severe fouling problem in indirect heat transfer due to the circulation of cleaning particles through the tubes of vertical shell and tube exchangers. In most cases, these particles consist of chopped metal wire. Moreover, self-cleaning fluidized bed heat exchangers perform with excellent heat transfer at very low liquid velocities, which makes completely new designs of shell and tube configurations possible. Further, self-cleaning fluidized bed heat exchangers show a strong shear thinning effect in non-Newtonian liquids. All the above characteristics make the self-cleaning fluidized bed heat exchanger an ideal tool for the indirect heating of laterite nickel slurry in High-Pressure-Acid-Leach (HPAL) plants. Preliminary tests and evaluations of these heat exchangers have shown that the performance and price of these heat exchangers used for the production of nickel and cobalt from a laterite slurry, cannot be matched by existing conventional heat exchange systems. This article explains the principle, design, lay-out and enormous advantages of the self-cleaning fluidized bed heat exchange technology in a plant suitable for an annual production of approx. 45,000 ton nickel and 4,500 ton cobalt from laterite slurry through high pressure'acid leaching.

At Sams Creek a gold-bearing, peralkaline granite pophyry dike intrudes Ordovician-Silurian metapelite and quartzite. These metasedimentary rocks have undergone three phases of folding: a first phase of recumbent folds (F1), a second phase (F2) of northerly-trending inclined folds with a prominent crenulation cleavage, and a third phase (F3) of steeply plunging folds. The granite porphyry dike has a thickness of up to 40 m and intrudes thin lamprophyre dikes along its contacts. Deflection of the crenulation cleavage around the granite dike, shearing within the dike and its sinuous outcrop pattern indicate that the granite dike has been deformed during F2 and F3. The granite has been hydrothermally altered, with a first stage of magnetite-ankerite alteration. This first stage is cut by a second stage of quartz-pyrite veins and a third stage of sulphide, quartz and ankerite veins, accompanied by pervasive silicification represented by quartz-perthite-albite-rutile¦pyrite-ankerite-sericite assemblages. Lamprophyre is altered to an ankerite-chlorite-sericite assemblage. The sulphide veins are composed of arsenopyrite + pyrite ¦ gold ¦ galena ¦ sphalerite ¦ chalcopyrite ¦ pyrrhotite. The altered granite and the veins have been deformed and recrystallised. The competent sulphide minerals pyrite and arsenopyrite are fractured and brecciated, with fractures locally filled by galena, a ductile sulphide mineral. Vein quartz shows local cataclastic and mortar textures and develops pressure shadows around arsenopyrite. Alteration and mineralisation are confined to the granite porphyry and adjacent lamprophyre. These features together with the style of veining and the sulphide mineralogy indicate that the mineralisation was formed from a magmatichydrothermal fluid that was sourced from the granite. Oxygen, carbon and sulphur isotope values of the vein minerals (quartz, ankerite and sulphides) are also consistent with a magmatic source.

In the summer of 1937 the authors began a series of time studies of the various processes employed in the production of crushed stone. These studies, made at quarries scattered over the eastern and southeastern parts of the United States, have not been completed, but to make results available to thee industry as early as possible it was decided to publish summaries of the studies made to January 1, 1939, as a series of progress reports. The first of these reports dealt with power-shovel loading and was issued as Report of Investigations 3461 in September 1939. The present circular discusses analyses of the time Studies of the haulage systems at the same quarries. OBJECT OF STUDY The pressure of business problems frequently requires the entire attention of quarry management and in consequence internal plant economies often are neglected, Also, operating officials absorbed in their local problems are prone to overlook possible economies that would attract attention immediately were they critically examining another plant. The authors felt that similar studies of many plants by impartial engineers -would disclose possibilities for cost reduction or greater efficiency in internal plant processes.

There is wide agreement that sustainability has multiple dimensions, but substantially less agreement on the appropriate balance among those dimensions. This occurs because peoples’ vision of a sustainable future, their goals for sustainable development, and their objectives for resource management are reflections of their values, culture, and life experiences. Even assuming agreement about the objectives of sustainable resource management can be reached; there is still a need for policy and decision makers to choose from among alternative courses of action, each of which has its own set of impacts and outcomes. One of several tools used to compare the consequences of alternative actions is the Computable General Equilibrium (CGE) model. This paper uses CGE modeling to demonstrate how policy decisions do not take place in a vacuum and how policy-makers must be aware that there are trade-offs involved in any decision.
