Near misses recorded and reported by workers can provide awarenessto the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, it is unclear what the value of these reports are, if any, and how they influence subsequent actions or controls to reduce on-the-job risks. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. Of those, 167 were valid near misses that occurred at work. Researchers coded the reports using a qualitative 5 × 5 risk matrix. Of the 167 near misses, 19% were deemed low risk, 25% moderate risk, 30% high risk, and 26% critical risk. Several patterns in the near-miss incidents were documented, including classification of incidents and common corrective actions referenced (i.e., elimination/substitution, engineering control or redesign, work process/procedures, and personal protective equipment). The analysis provides insight into ways that risk communication and management programs can be improved to reengage workers and their situational awareness on the job.

This report presents the results of an investigation of a mine production-scheduling model and a critical path analysis for long-range mine planning. An example is given to illustrate how these techniques might be used to plan long-range development and production scheduling for a large underground mine. The model, based on estimated ore block grades and tonnages, and on designed mine development layout, simulates mining of ore blocks in a sequence necessary to fulfill mill requirements for ore tonnage and grade evaluation within pre-established system restrictions. Simulated production schedules are obtained as output from the model. These production schedules are then incorporated into a critical path analysis to determine the sequence for the long-range development work so as to fulfill the production schedules and thereby meet the ore grade and tonnage requirements of the mill.

The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. This paper compares response of large urban structures to small charge weight, ultra-high frequency rock blast excitation from contiguous excavation to that of houses to more distant, larger charge weight blasts. Time correlated responses were measured for both structures at the corners, top and bottom of the structures as well as in the foundation rock below the bottom. The comparison allowed the following conclusions: Close-in blasting with direct rock to building wave transmission imposes short wave length excitation which fails to excite the large, massive structures synchronously whereas the more distant blasts do synchronously excite houses. The larger urban structures respond predominantly in wave transmission mode where there is a noticeable difference in time, frequency, phase and amplitude of motions measured at the bottom and top corners of the structure. Excitation motions along the base of the larger urban structures also differs in time, frequency, phase and ampli-tude. The short wave length of the excitation motions leads to attenuation of the peak particle veloc-ity along the base. Ultra-high excitation frequencies, which are much higher than the expected struc-tural natural frequencies, lead to deamplification for all events for the large urban structures.

A users friendly PC Computer Program has been developed to implement a systematic design of the powered support. The required input data are: (1) thickness, RQD, and compressive strength of the immediate roof; (2) mining height; and (3) type, thickness, and tensile strength of the main roof. Several important parameters for support selection under a given geological condition are generated through the implementation of the program, including type of support most favorable for the geologic condition, minimum inclination angle of the legs with respect to the horizontal axis, suitable setting load ratio of the front to rear leg for the 4-leg supports, optimum setting load, and support capacity.

THERE was an, extensive mining and industrial exploitation of Russia, about 20 years ago, by Belgian, French and British capitalists; but the results were discouraging. It is said that the Belgian and French public together lost approximately $400,000,000, chiefly in the coal and iron industry of southern Russia. This loss is largely accounted for by the fact that most of the companies were formed, as usual in " boom " times, to sell stock; and that thorough investigations were not made. In 1906, renewed interest was taken in Russian mines, especially in those of gold and copper, and a considerable literature is growing on this subject; but as yet I have seen no account of one of the large Russian mining estates. The following notes on such property, where the conditions are so different from those in the mining regions of the United States, should be of interest This inadequate and probably somewhat inaccurate account is made up, partly from my own notes made on the ground, in the summers of 1904 and 1905, and partly from a volume on the geology and resources of the estate issued several years ago, containing surface-and mine-maps, and from a pamphlet published in 1904, giving a general account of the condition and prospects of the property. This pamphlet includes a report made by Arthur L. Pearse, a member of this Institute, in 1899. Both these books are in Russian, and were prepared by the Bogoslovsk Mining Co., which owns and operates the property. Articles in many other languages have appeared dealing with various matters connected with the estate; but I know of no other general account of it. Liquid-solid separation and slurry handleability relate directly to commercial plant ramp-up success or lack thereof. The paper provides a well-proven approach for testing, scale-up and commercial application of difficult processes. Emphasis is placed on practical applications of rheological concepts developed both academically and empirically. The cause-effect relationship between the process chemistry and possible physical implications on the metallurgical plant operability is presented in a simple, direct form. Examples include recent results in areas of mineral processing and extractive metallurgy. Technical process risk factors and their mitigation are included in the discussion.

Mina Santa Rosa, in west central Panama, is the first large-scale gold mine in Panama and will soon be the largest single-mine gold producer in central America (Fig. 1). At full production, the mine will process 1.8 Mt/a (2 million stpy) of ore and produce more than 1.8 t/a (60,000 oz/year) of gold and 9.3 t/a(300,000 oz/year) of silver. Mina Santa Rosa is a subsidiary of Greenstone Resources of Toronto, Ontario. Freeport-McMoRan geologists first visited the area in 1985. Their rock chip sampling adjacent to old shafts and adits confirmed widespread gold and trace element geochemistry anomalies. Surface mineralization appeared to be localized in and adjacent to narrow veinlets. However, they recognized astructural setting similar to the Nevada Tertiary volcanic-hosted epithermal gold systems.

THAT gold ores occur in Georgia is a fact apparently not widely known outside of that state, yet in the last hundred years nearly $18,000,000 worth of gold has been mined there. The discovery of gold-hearing quartz was made in 1823 on the "Forty Acre Lot" (which now belongs to the Columbia Mining Co.), in McDuffie County, and about seven years later the first stamp mill on record was erected near there. In recent years Georgia's gold production has dwindled to an insignificant figure. However, with the increase in gold price, interest in this district has been revived, so an electrical geophysical survey was undertaken to aid in discovering new quartz veins, on a part of the Forty Acre Lot, the adjoining Hamilton mine, and the nearby Woodall property.

I.- In order to keep pace feeding its fast growing population, Mexico with only about 20% of its surface suitable for intensive agriculture, will need the application of modern foodgrowing techniques. To assure greater crop yields it will be necessary to apply more fertilizers than used at present (yearly average of 29 Kgs/hectare)** For its fertilizers production Mexico still depends mostly on imports of phosphate concentrates from Florida, U.S.A., Morocco and Spain. To reduce or eliminate this dependence on foreign providers, the Consejo de Recursos Minerales -a Federal Government exploration Institute- started in 1974 an exhaustive exploration program for phosphate deposits more amenable to commercial exploitation than the phosphatic limestones contained within the La Caja Formation of Upper Jurassic, found along the Sierra Madre Oriental. After studying literature on the origin and deposition of marine phosphate and visits to deposits in Florida, U.S.A., the Baja California peninsula was selected as most favorable for starting this program because of its geologic and sedimentary history and also for its geographic location, where the cold California and warm Counterequatorial currents meet. Exploration activities executed by FORNOS, S. A. (1956) led to the disco very of low grade phosphate (3 to 5% P2O5) in the recent beach sands along the Bahia de Magdalena (Fig. # 1). In his doctoral thesis Bruno D'Anglejan Chatillon (1965) reports the presence of nodular phosphate on the continental shelf, between Isla Margarita and the Vizcaino peninsula. He estimated reserves of up to 1.5 million tons. A Mexican-American marine exploration company attempted in 1966 the evaluation of this deposit with negative results.

This report presents a complete qualitative picture of knowledge of the composition of petroleum as of April 1965. The material is presented in detai 1 on two imaginative maps--one, the Hydrocarbon Hemisphere, depicts the hydrocarbons that have been identified in petroleum; the other, the Heterogeneous Hemisphere, shows the sulfur, nitrogen, and oxygen compounds that have been found. All compounds are placed on the maps according to boiling point. The accompanying text illustrates by structural formulas the several types of hydrocarbon and nonhydrocarbon compounds identified, presents some quantitative data, and points out the possible geochemical significance of a number of the compounds. The possibilities of the Petroleum World of the future are discussed as a function of needed research.

With a return to coal as a major energy source for many companies, more emphasis is being placed on recovery of coal from areas that were formally considered uneconomical to mine. Increasing emphasis is being placed on production from low coal (seam height 48 inches or less) as high coal seams are depleated. Mining in restrictive spaces requires unusual work postures that can turn easy jobs into demanding ones. The objectives of this research were: (1) to evaluate the job demands associated with low coal mining, (2) to survey the anthropometry, strength, and aerobic capacity of low coal miners to determine if they differ from the U. S. population, and (3) to recommend, on the basis of available information, optimal job and work station design for low coal mining. This research effort was supported by the U. S. Bureau of Mines. The male and female anthropometry with the exception of weight and circumferential dimension, was quite similar to the comparison population. Back strength for male and female miners was significantly lower than the industrial worker population. This can be one of the contributing factors of low back problems in mining. Shoveling, timbering, and helpers tasks were physiologically demanding activities. However, due to the frequent stoppage of work, adequate rest was usually available. If work stoppage is corrected, then better work/rest schedules are essential.

"Canada developed pioneering rare earth solvent extraction methods to recover the rare earths and thorium as by-products of uranium recovery operations in Elliot Lake, Ontario, and was a major supplier of these key elements from about 1960 until 1990. At one stage, Elliot Lake was supplying perhaps one third of the world’s yttrium as well as much of its thorium. This paper reviews the development of Canada’s early rare earth and thorium production facilities. INTRODUCTIONThe rare earths and thorium were first identified in the early 19th century but were little more than curiosities for the next century. However, in the mid-1960s the invention of rare earth-based phosphors for the cathode ray picture tube used in colour television sets launched a major demand for certain rare earths.The use of thorium as an alloying agent in aircraft and missiles grew rapidly in the late 1950s. In the same period, demand for uranium for both weapons and power production soared. Also in the late 1950s, the Elliot Lake uranium-thorium-rare earth deposits (also known as the Blind River deposits) were discovered. This conjugation of events led to uranium production in the Elliot Lake camp, quickly followed by the co-production of thorium and, later, the rare earths.Uranium production in the Elliot Lake camp continued from 1955 to 1996. Thorium was produced continuously from 1959 to 1969. Rare earths were produced, intermittently, from 1965 to 1990. Complete production records are not readily available but unquestionably Elliot Lake made a significant contribution to world thorium and the rare earth production. This paper, presented earlier in an abbreviated form (Goode, 2012), is intended to present as much of the information that is available."

As part of a U.S. Bureau of Mines program to develop a more continuous titanium metal extraction process that uses domestic resources, a study was made to determine the extraction of titanium (Ti) and iron (Fe) from New York rock ilmenite using fluosilicic acid (H2SiF6). The effects of leach temperature, acid concentration, and particle size were investigated for the rate at which Ti and Fe are extracted from the ilmenite. Within the leach time studied, the extraction data fit a shrinking-core model; the rate-controlling step was diffusion of H2SiF6 through an ash layer resulting from a heterogeneous leaching reaction. The rate is linearly dependent on the H2SiF6 concentration and is inversely proportional to the square of the particle diameter. Using 2.6M H2SiF6 at 85°C, 49% of the Ti and 53% of the Fe in 44-to 74-µm New York rock ilmenite were extracted in 3 h.

This paper gives the results of a reconnaissance of the mining districts of Mineral County, Nev., made during the month of June and the first 10 days in October 1936.3/ During the field work virtually all the mining districts in the county were visited and many data were obtained relative to active and inactive properties. The report covers the location of the various mining districts, nature of deposits, ownership, information on past and current activity, data on economic conditions, and general information likely to be useful to operators and investors and others interested in mining. The geology of the deposits is discussed only in a general way. For nearly three-quarters of a century mining tin Mineral County has been the principal if not the only industry of importance. At times it has reached a very low ebb, and at other times it has been attended by the wild excitement that usually accompanies valuable discoveries of precious metals.

Four taconite plants were studied to establish the extent of hazard to plant personnel which exists based on long-term exposure to noise. The criteria for evaluation include the 90 dBA and 85 dBA summations of partial exposures. Data from extensive interviews were used to determine all work stations or locations which employees occupied and how much time they spent in ach location in a typical working day. Noise level measurements at every designated location were then made. By means of a computer program, these time and noise level data were us d to find the optimum noise reductions which would be required throughout each plant to meet both noise criteria. Subsequently, each plant was examined in detail so that the apparent sources of noise for each of the locations requiring noise reduction could be delineated. In tabular form, this report presents the hazardous locations for each plant, the existing noise level, the optimum noise reduction which would be required to meet the current and proposed laws, and the sources of noise which produce the existing noise level.

The use of electricity in coal mines dates almost from the time when it was realized chat it could be used to produce mechanical power. The first motor put in service underground was installed to drive a small pump nearly 40 years ago, and since then the use of electricity in mines has reached an extent undreamed of at that time. We now find its universal adoption in all the mining countries of the world. Great progress has been made in the development of mining electrical apparatus in the last decade, and excellent and adequate material is now available for the use of electricity underground. Although mining accidents, due to the use of electricity, are not frequent, the miner is justified in demanding chat all electrical apparatus for installation below ground be constructed with a greater degree of safety than that used on the surface. That this view is shared by the authorities of the different mining countries is evidenced by governmental regulations relative to the use, erection, and maintenance of electrical apparatus below ground. Those with which we are specially concerned are the regulations for the installation and use of electricity in the coal mines of Nova Scotia. The potential dangers of electricity in coal mines are: Shock or burns by contact from live parts. Shock or burns by contact with parts which, although normally dead, have become accidentally alive. Fire. Explosion of gas or coal-dust Explosion of apparatus.

Some twenty to twenty-five years ago we saw the beginning of mechanization in our coal mines, It has now progressed to the point Chat as instruments of production the pick and shovel are things of the past, They had to give way to better and more efficient methods--so mechanization, followed by and combined with automation, has become common-place in our mines. Our coal could not keep its competitive position without this progress Without it our industry could not look to the future with any degress of confidence. Today we lock back and see cases of regained and salvaged markets. We see better coal products being produced at decreasing costs. We see better utilization of manpower and a stronger, more confident industry, Our hats arc off to those mining men, equipment manufacturers, labor leaders, and others who had the foresight to work toward these ends and the ability to bring them about.

Tailings from mines and industries impose danger to the environment as evidenced by the recent failures of tailing storage dams. The tailings are mostly non-plastic with silt-size particles, but their behavior is largely dependent on the extreme void ratios of the material. Hence, the critical state provides an appropriate perspective in explaining the behavior of these geomaterials. Based on a comprehensive dataset of non-plastic tailings and non-plastic soils, an attempt has been made here to correlate critical state parameters to extreme void ratios and stress parameters. A hybrid algorithm with multi-objective feature selection (MOFS) and extreme learning machine (ELM) was used to establish the correlation and to identify the most influential input parameters. Based on the information from the proposed hybrid algorithm, a comprehensive prediction model is proposed using multi-gene genetic programming (MGGP) algorithm to facilitate quick estimation of critical state parameters. The performance of both models has been assessed using several performance metrics. The results from the study indicate that hybrid MOFS algorithms perform very well in the prediction of critical state line parameters and the identification of influential features. The findings of the study have significant implications for future research on the safe management of tailing storage facilities.
