This publication is one of a series prepared by the Federal Bureau of Mines on methods and costs of producing uranium ore on the Colorado Plateau. The information it contains was gathered in 1955-58 and applies to eight small operations. (See fig. 1.) Mining costs have increased since the data were I collected, but the information should be helpful in estimating future costs I at similar deposits. The Bureau of Mines had early experience in the production of carnotite-type ores on the Colorado Plateau.3 4/ Under a cooperative agreement with the National Radium Institute in 1914-16, the Bureau mined and concentrated carnotite ore for recovery of radium, uranium, and vanadium. The ore was taken from claims in or near Long Park Montrose County, Colo., about 3 mi. south of La Salle Mining Co.'s La Salle mine, which is one of the mines described in this report. The Bureau leased the claims from Crucible Steel Mining & Milling Co., a subsidiary of Crucible Steel Co. of America, and from 1914 to 1916 produced 990 tons of high-grade ore, containing 2.6 pct. U308, and about 2,000 tons of mill-grade ore, containing 0.85 pct. U308. The high-grade ore was shipped directly to a radium-recovery plant built in Denver in 1914 under the cooperative agreement. There, commercial methods of extracting uranium, vanadium, and radium from carnotite ores were developed by Bureau personnel. The lower grade ore was concentrated at a small mill in Long Park before being shipped to Denver. The final recovery was 69,000 lb. of U308 and 8.8 g. of radium. The direct mining cost of producing the high-grade ore, including the labor to hand sort and sack it, was $35.96 per ton. Freighting the ore 58 miles to Placerville, Colo., the nearest rail point on the Rio Grande Southern Railway, cost $25.28 per ton, which included $4.55 per ton for ore bags and twine. The coal industry had another prosperous year in 1966. Since the turn of the decade, production has been climbing at an average rate of 6% per annum. Although the fast pace slackened somewhat, 1966 production showed a gain of almost 3 % over that of 1965. An impressive record can be drawn from the fact that output per man-day in 1966 was more than twice that of the early 1950's, and more than three times that of the early 1940's. And even though man-power requirements lessened, those men retained by the industry worked longer hours and benefited through higher hourly pay rates. However, cost to the customer increased a little. Such statements can only be made for a healthy industry -one that is constantly improving its efficiency. Coal currently provides more than 25% of the total U.S. energy output. About 50% of all U.S.- mined bituminous coal goes directly to the electric utility market. It should be noted that, now, well over one trillion kwh of electricity is generated annually. Dependence of the giant electric utility industry on coal is based on economy and an abundant, dependable supply of this fuel.

SUMMARY: Geotechnical problems often lead to an increase of construction time and costs for large highway and railway projects. Some reasons, which have led to failures and thus to a delay of construction works as well as to increasing costs, are demonstrated by means of case histories, in which the author was involved as expert or planner. Proposals are made how to identify the reasons and to avoid repetitions. ZUSAMMENFASSUNG: Bei Großprojekten der Verkehrsinfrastruktur stehen häufig geotechnische Aufgabenstellungen im Vordergrund. Wegen geotechnischer Probleme kam und kommt es häufig zu Termin- und Kostenüberschreitungen. Anhand einiger Beispiele, bei denen der Autor als Gutachter und Planer beteiligt war, wird gezeigt, welche Ursachen zu Schadensfällen und damit auch zu Termin- und Kostenüberschreitungen geführt haben. Es werden Hinweise und Anregungen gegeben, wie die Ursachen erkannt und Wiederholungen von Schadensfällen vermieden werden können. DURING the closing month of 1929, Walter Douglas found his health impaired by the strain of many difficult years of alternating prosperity and depression, and in April 1930 resigned the presidency of Phelps Dodge. Douglas was succeeded by Louis S. Cates. The choice broke a tradition that had been held inviolate for almost a hundred years. For the first time in its long history, the direction of the company's policies and operations was entrusted to a stranger without previous Phelps Dodge background, training, experience, or tradition. But the choice was wisely made. For a time at least, the path of Phelps Dodge was to run through rough and dubious ground, and no man in the United States was better qualified to blaze that trail than Louis Cates. After graduating from the Massachusetts Institute of Technology, Cates had served a rough and financially un- profitable apprenticeship at one of the century-old mining camps of Chihuahua, Mexico. Complete isolation of chromium (III) from the reference material (SARM 131), Upper Group 2 (UG2) chromite ore, and Merensky Reef mineral ore was achieved using ammonium phosphate salt as flux. Optimum pH (3.2–3.8) conditions and sample to flux ratios (1:25) were some of the factors that were critical for the complete isolation of chromium. Increasing the sample to flux ratio (1:50 excess) however resulted in the conversion of all the elements in the melt into a green solution (pH, 5.8–6.7). A different chromium compound was subsequently isolated from the green solution by allowing this solution to stand in an open vessel in a cupboard for a month during which time the pH decreased to pH 3.5–4.2. Quantitative analyses of chromium from the isolated precipitates of SARM 131, UG2 chromite ore, and Merensky Reef mineral ore indicated chromium contents of 41.87, 60.41, and 23.93% respectively which were very close to the chromium content in the original samples. Analysis of the chromium precipitates using IR indicated the presence of phosphates (1100–1200 cm−1 ) while SEM-EDX analysis showed the presence of microscopic crystalline particles with Cr, P, and O as the major elements. Further characterization of the chromium precipitates using XRD and Raman successfully identified the product as chromium (III) metaphosphate C-type (Cr(PO3)3, JCPDS no. 01-077-0672), in the isolated chromium precipitates.

The depth capability of engineering seismographs has been greatly increased by the use of signal enhancement, a technique in which seismic waveforms created by repeated impacts are digitized, stored, and summed. Summation amplifies the signal and partially cancels background noise. This gives a clearer picture of the wave aid makes it possible to determine the travel tune of signals from 'eater depth. Signal enhancement combined with continuous display of waveform, permanent recording of waveform, and precision digital readout of travel time has opened new fields of application in mining and engineering. Recent work has clown that replacement sulfides can be distinguished seismically from country rock at Bistee, Ariz. Work on the Iron Range of Minnesota indication,: that, by using a 300 pound weight as the source, the Biwabik iron Formation can be traced down dip to several hundreds of feet traverses over known areas show that reflections can sometimes be identified. The report provides guidance for determining those environmental impacts associated with the surface mining of steeply pitching coal seams. In addition to the environmental impacts, four additional issues are addressed, namely (1) Time and motion studies of those coal mining systems employed in mining seams which pitch in excess of 25°, (2) Assessment of those mining techniques, (3) Development of rationale for the mining methods employed, (4) Identification of the reclamation practices and determine whether these practices were in compliance with appropriate Federal and State regulations. Five surface mines located in three geologically distinct basins of the United States were analyzed during the period of August through November 1979. The three basins include the Hanna Basin of Wyoming, the North Park Basin of Colorado and the Southern Anthracite Field of Pennsylvania.

Modern shaft kilns in Europe are fully mechanized and burn cement of acceptable quality at 700,000 Btu per bbl and lime at 3.2 million Btu per net ton. Rotary kilns for cement have increased in thermal efficiency by using exit gas heat for preheating incoming raw material and by recovering heat from outgoing clinker in air-quench coolers. The dry process Lepol or ACL kiln has the lowest fuel consumption, 580,000 to 630,000 Btu per bbl, and very low dust loss, about 1 pct weight of clinker. The Holdebank-Gygi system reaches 720,000 Btu per bbl. The calcinator kiln for the wet process consumes 1.1 million Btu per bbl. IN every country economic circumstances prescribe the method used to produce a commodity at lowest cost. In Pennsvlvania a man's wages for working 4 hr buys a ton of coal wholesale; in Germany a laborer must work 40 hr, or ten times as long. In western Europe, therefore, conservation of fuel is of primary importance, and recent practices of burning lime and cement differ from those employed in the United States. The trend toward encouragement of worker participation in accident prevention in the coal mines of the United States is not new; however, it has been given added impetus in recent years and is now definitely progressing. It has been found by experience that, although there are many approaches to a mine-safety program that will include the workers themselves as well as their supervisors, no one way is suitable under all circumstances. It requires the concerted efforts of many agencies working along parallel lines toward a common goal. The following seven principal agencies, using somewhat different methods, are listed to illustrate how this problem is approached throughout the coal-mining industry 1. Federal Bureau of Mines. 2. State mining departments (in individual States where coal is produced). 3. Programs conducted by individual mine operators. 4. Programs conducted by mine workers' organizations (unions). 5. Institutes, societies, and other educational organizations. 6. Coal operators' associations (regional and national). 7. Universities, college, and high schools. Each of the seven approaches to safety are discussed briefly, and their methods end contributions, such as publications and other activities, are listed.

This report presents a literature review conducted by the U.S. Bureau of Mines. The review summarizes what has been learned from recent empirical studies of the relationship between mine safety and characteristics of miners, mine management, and mining companies. The review is based on literature published in the United States during the period from 1976 to 1988. In addition to summarizing the empirical findings, this report discusses the implications and limitations of these studies, and gives recommendations for improving mine safety. An annotated bibliography section appears in the appendix.

Several years ago investigations were begun by the United States Government to determine the most efficient methods of utilizing the coals of the United States. These investigations, which were continued along several different lines, are now being carried on by the Bureau of Mines, in accordance with the provisions of the act creating this bureau . . It was because of the need for more complete information concerning the conditions under which coal could be economically burned in boiler furnaces without objectionable smoke that tests were made at the Government fuel-testing plants at St. Louis, Mo., and Norfolk, Va. In addition to this experimental work a number of commercial plants in the larger cities were inspected to ascertain what were the best methods then in use for abating smoke. The results of these investigations were reported in Bulletins 334 and 373 of the United States Geological Survey. Because of the continued demand for the information contained in these bulletins, the original editions of which are exhausted, they are reprinted by the Bureau of Mines. The text of this bulletin, particularly the information relating to smoke ordinances, was revised in the latter part of 1910 and the early part of 1911 by S. B. Flagg, engineer, who has charge of the steaming tests being conducted by this bureau.

The use of coal as a fuel causes air, pollution in; a number of different forms, and in nearly all stages of its, handling, preparation, storage, use and-disposal of its residue. First let us consider the handling of coal. As shipped, particularly to large utilities, it is run-of-mine bituminous made up of large chunks as well as pulverized particles. Because it 'is in an open car or barge, it is subject to the action o winds and the small particles may be blown around adding to the-particulate load in the atmosphere. Mien un¬loaded from the barge or car, there is again an opportunity for the wind to blow the fine particles around. All of us I am sure have seen a barge at the dock of a utility plant being unloaded by a clamshell bucket. This, after grabbing its load from the barge, lifts it some 60 or 70 feet and, then drops it on a conveyor, which carries the coal to a storage area.

What is a nugget effect? In the early development of geostatistics, the term ?nugget effect? was coined for the apparent discontinuity at the beginning of many semivariogram graphs. This name was chosen to reflect the large differences found between neighbouring samples in ?nuggety? mineralizations such as Wits gold reefs. Geostatistical theory assumes that the difference between a sampled value and a potential repeat sample at the same location is actually zero. Included in this ?nugget effect? would be true variation between contiguous samples due to the nature of the mineralization, micro-fracturing, nugget or crystal size, and so on. Also included in the nugget effect would be any ?random? sampling variation which might occur due to the method in which the sample was taken, the adequacy of the sample size, the assaying process, etc. Arguments were put forward that ?sampling errors? actually exist at zero distance. Some geostatistical schools actually maintain that the ?nugget effect? is all sampling error. This would imply that ?perfect? sampling would eliminate the nugget effect entirely. There is now a dichotomy both in the geostatistical world and in the software packages provided for geostatistical analyses. It may seem academic to argue over whether the semivariogram model should take a value of zero, a value equal to the nugget effect, or a partial value at distance zero. However, the decision can have a profound effect on both the estimated resource and in our confidence on that resource. Whereas most geostatistical texts define the semivariogram model as taking the value of zero at zero distance, others imply that the full nugget effect should be used at zero distance. For example: ?The nugget effect refers to the nonzero intercept of the variogram and is an overall estimate of error caused by measurement inaccuracy and environmental variability occurring at fine enough scales to be unresolved by the sampling interval3 ?Christensen4 has shown that the ?nugget effect?, or non-zero variance at the origin of the sernivariogram, can be reproduced by a measurement error model ?The nugget effect is considered random noise and may represent short-scale variability, measurement error, sample rate, etc.5. In many training texts and Web courses, the definition of the semivariogram is ambiguous as the formulae for semivariogram models is not actually specified at zero distance6,7,8.

The basic study from which this paper was prepared was started as the result of the growing need throughout the world for increasing quantities of energy in all forms. Quite obviously, natural forms of energy that are readily available at low development cost are those in greatest demand. The underdeveloped countries — and particularly those having little or no petroleum resources — are the countries in which the most interest is being shown in the newer energy sources. One of the least expensive energy sources is natural geothermal steam.'-* Although this form of energy has been recognized for centuries, it has been only during the past 20 years that serious efforts have been made to harness it. Natural geothermal steam energy in Italy, New Zealand, Mexico, Japan, and California is now being produced through wells to drive turbines and generate electricity. Further, active exploration for natural geothermal steam is being conducted in Hawaii, Fiji, Taiwan, Chile, Russia, Greece, and Katanga. It is surprising to find that most geothermal steam exploration is in the "steam seep" stage. That is, surface studies are made and exploratory wells are drilled in the general area of steam seeps. However, in the larger geothermal steam areas, there have been efforts to apply the most modern geological and reservoir engineering principles in order to define the reservoir parameters, particularly those relating to estimates of reserves and future productivity. This paper is concerned with the development of appropriate equations and techniques to facilitate these estimates. Production of natural steam or hot water presents problems different from those experienced in the production of oil and gas. For example, steam or hot water systems may be essentially single-component systems, while hydrocarbon systems are most frequently multicomponent fluid systems. Heat effects are much larger for water than for hydrocarbon systems; and the natural steam production may or may not be isothermal, while production of petroleum reservoirs is considered normally to be isothermal. Petroleum reservoir engineering principles may be applied to natural steam or hot water reservoirs if the inherent differences in the systems are considered. The basic considerations involved in geothermal steam reservoir engineering are: thermodynamics, physical and thermal properties of water, materials and energy balances, fluid influx, and performance matching and predicting. "The conditioning of natural gas to meet contract pipeline specifications involves in the majority of cases in Western Canada, the appropriation of substantial capital expenditures for treating and processing installations. It is therefore of vital importance to the owners and producers of natural gas to arrive at an appreciation of the economics pertaining to the production and surface handling of their gas reserves at the earliest possible stage of field development. The treating and processing of natural gas often results in considerable changes in composition and related physical characteristics between the wellhead and the point of delivery of the saleable gas. This paper presents a general outline of engineering calculations which can be applied in the pre-determination of the effects that surface handling of gas will have on the composition and physical characteristics of sale-able gas. Emphasis has been placed on the calculation of hydrocarbon dew-points, heating values and shrinkages prevailing at the various stages in the surface handling of natural gas. It is believed that advance information indicating the approximate ranges of these physical properties will facilitate process selection and will provide a basis for the estimation of capital and operating costs of process installations."

The XCVIIth meeting of the Institute for the reading and discussion of papers will be held at Spokane, Wash., beginning Monday, Sept. 27, 1909, as already announced in Special Circulars of May 8 and Aug. 14, 1909, and in the Bulletins for June, July, and August. The meeting will be preceded by a tour through Yellow stone Park and visits to Butte and Anaconda, and will be followed by visits to the Coeur d'Alene district, to the Alaska-Yukon-Pacific Exposition at Seattle, to the mining- and smelting-plants near Salt Lake, and to the iron- and lead- and zinc-plants at Pueblo. The special train for the party' will leave Chicago, September 16, and return about October 12. Details of the itinerary are given later in this announcement. The Secretary of the Spokane Local Committee is Lyndon K. Armstrong, 615 Hyde Block, Spokane, Wash., to whom should be addressed all inquiries concerning local matters. The control of the papers and proceedings will remain in charge of the Institute office, as usual. Regular monitoring of surface deformation over mine sites is important for providing updated information to managers regarding geotechnical risks related to ground instabilities. This is particularly true in cases where unexpected or accelerating movement patterns are observed, as these trends may have implications related to worker safety within active mining environments, as well as continuity of ongoing operations. InSAR is an active remote sensing technique that uses radar satellite imagery to precisely measure ground movement. This technology has started to become a standard tool for monitoring surface stability in many different sectors, including underground and open pit/cut mining applications. In recent years the launch of satellites that collect radar imagery on a more frequent basis, coupled with advances in InSAR processing techniques, has improved both the extent to which movement patterns typical of mining operations can be characterized and the temporal scale on which results can be reported to geotechnical departments. As a result of these developments, InSAR monitoring can now better meet the operational needs of mine sites. An overview of the more recently launched satellites that have a particular relevance to the monitoring of mines is provided, along with an explanation of the InSAR tools that are the most valuable to mine managers and geotechnical engineers. First, broad differences between high resolution X-band imagery and low resolution (but freely available) Sentinel imagery are discussed. Second, the various InSAR tools and their particular applications for different types of mine sites and operations are covered, which include fast delivery deformation maps for short-term reporting, multi-interferometric algorithms for longer-term analyses and rapid movement tracking (RMT) for emergency monitoring or high-risk situations. The ability of the technology to resolve 2D and 3D movement is also touched upon. Practical examples of InSAR application over a variety of mine sites will be presented, as well as surrounding hazards including landslides, to illustrate how InSAR can help provide geotechnical engineers with a picture of surface stability over the full mine site and surrounding areas to help manage risk. History attests to the catastrophic consequences that fire, explosion and contaminated, noxious andirrespirable atmospheres can have for workplace health and safety in underground coal mining. It also confirms that fires and explosions present the greatest risk of partial or total loss of underground mines and equipment and that this risk continues to materialise. The design, implementation, operation and maintenance of the mine ventilation system are core controls for managing the hazards associated with these risks, both for preventing them from materialising and for mitigating their consequences if they do materialise. These are most effective when embedded in a risk management approach.
