In Romania, there are significant lignite and brown coal reserves hosted by different regions of the country. The most important lignite bearing zone of the country situated in the North ? West part of Oltenia region and which covers a surface area of 2,500 km2 and host a total reserve of 3.0 billion tons of lignite, of which more than 95% can be exploited by open cast method. The paper deals with the existing geological and mining conditions of the zone , the distribution by mining basins and exploitation perimeters, the open cast working technologies and the economic outcomes obtained throughout the time. Years ago, for the improvement of the economic situation as a whole and in each unit, a large production reorganization, technology update and modernization process was started up. There are described the rehabilitation measures of the technological lines and modernization of the equipments of the production flow-sheet, measures developed at present, too and which will still continue in future. There are mentioned the equipments considered, the components under modernization and the economic outcomes obtained so far. At the end of the paper there are presented the future actions for the equipment modernization and perspectives of the lignite deposit exploitation to meet the national economy requirements of solid fuels.

While a sizable amount of data exist as to the activity and distribution of minor elements between matte and metal, there has been no unifying theory presented delineating the form of dissolution of these elements in molten sulfides. In order to alleviate that deficiency the literature concerning the behavior of As, Sb, Bi and Pb in mattes is reviewed. Models present in the literature, regarding the thermochemical behavior of minor elements, are tested, and new models are presented and evaluated using thermodynamic theory. The results of those analyses are used to predict optimum conditions for the volatilization of minor elements. The dearth of data on the behavior of minor elements in nickel mattes requires that this review focus on copper- iron mattes. An effort is made, however, to utilize basic knowledge regarding nickel sulfides and the interaction of nickel with the minor elements to predict the behavior of those elements in nickel-copper and nickel-iron mattes.

The mining of coal in Alaska receives special treatment in the Surface Mining and Reclamation Act passed by the U.S. Congress in 1977 (PL95-87). Section 708 of the Act required that the National Academy of Sciences (NAS) perform a study of "Surface Coal Mining Conditions in the State of Alaska, In Order to Determine Which, If Any, of the Provisions of the Act Should be Modified with respect to Surface Coal Mining Operations in Alaska'. The special committee on Alaskan Coal Mining and Reclamation of NAS completed their study in 1980 and prepared their report (NAS, 1980). At this time, the Secretary of the Interior and the Congress have taken no special action with regard to either special regulations geared specifically to Alaska or to submitting special draft legislation to the Congress requesting amendment of PL95-87. The Alaska Department of Natural Resources (DNR) has drafted legislation which was submitted to and passed by the 1982 session of the State Legislature. The State regulatory agency has also drafted the requisite regulations necessitated by the amendments to the State's Basic Coal Mining Act. It is expected that by mid 1983 DNR will have applied for "primacy" to the office of Surface Mining, U.S. Department of the Interior (OSM). They will be submitting the amended State Law, the revised State Regulations and an operational plan as called for by OSM regulations. The presumption is that primacy will be granted to the State of Alaska under PL95-87. The Usibelli Coal Mine continues to be the only operational commercial mine for coal in the State of Alaska. It produced 7.26 x 10 kg (8 x 10 " T) of coal during 1981. The current mine was started in 1920 by Captain Lathrop, an early developer and pioneer in Alaska. It was continued by Emil Usibelli and was taken over after the death of E. Usibelli (in the 1964 earthquake) by his son Joseph Usibelli who is the current President of, the firm3 Their latest improvement is a 27.5 m (36 yd. )Bucyrus-Erie Dragline which handles most of the overburden removal. The coal is removed by a loader-truck combination. They are currently starting up the use of a unit train loading facility which handles forty cars every two hours. This loading system was a development necessitated by the Sun Eel Export contract. The Alaskan Railroad was a major cooperator in the development of the first unit train loading facility in Alaska.

This paper discusses the methods used in the design of flotation plants, including benchscale batch and locked cycle tests and pilot plant trials. Two case studies are presented, one for the Cadia Hill Gold Mine and the other for the Hellyer copper, zinc and lead plant. These case studies present different problems with widely different target grind sizes, liberation characteristics and HellyerÆs sequential flotation circuit versus CadiaÆs æsimpleÆ copper/gold flotation circuit. They have a common theme in that pyrite forms the principal floatable concentrate diluent. Hellyer ore contains finely disseminated chalcopyrite, sphalerite, galena, and tetrahedrite. The flotation plant design was based on extensive benchscale testwork (including locked cycle tests) on drill core and many months of operation of a 30 tonne per hour æpilot plantÆ, using the old Cleveland Tin Mine process plant suitably modified for the duty. The Cadia concentrator was designed on an extensive benchscale variability testwork program, approximately a dozen locked cycle tests conducted on drill core and two weeks of continuous pilot plant trials on three separate samples obtained from an adit into the orebody. The orebody is a monzonite porphyry with disseminated chalcopyrite/bornite/pyrite of very low grade (0.17 per cent Cu, 0.73 g/t Au). Methods used to establish the appropriate flotation circuits for the treatment of the Hellyer and Cadia ores, as well as the interpretation of the testwork data, are discussed in this paper. Plant performance is reviewed in the context of predicted versus operational performance.

Within the mining industry, the pathway from exploration, to planning, construction, operation and closure has become more complex over the last few decades. The current financial, environmental and social influences present the mining industry with unprecedented challenges and opportunities. In addition, international environmental and social reporting standards and codes are becoming increasingly robust. The reporting requirements provide an added impetus for issuers to effectively manage environmental and social impacts and risks. Reporting requirements also provide the opportunity to be transparent. The intended audience for these Environmental, Social and Governance (ESG) Guidelines for Mineral Resource and Mineral Reserve Estimation includes practitioners, industry participants at all levels of skill and experience, corporate management and board members, government agencies, academic institutions and interested parties. For practitioners, this document provides underlying key principles of environmental, social and governance practices. The ESG Guidelines provide guidance for those using environmental, social, governmental and governance information when preparing and implementing mineral exploration programs and contributing to the preparation of mineral resource and mineral reserve estimates for mineral properties that are either at the study stage (i.e., scoping / preliminary economic assessment, pre-feasibility, or feasibility studies) or in operation. The guidelines can also be used to help mineral resource and mining companies apply good practice to manage their environmental and social risks and opportunities. Companies can identify and retain appropriate professionals to prepare environmental and social materials to support company studies. The guidelines are also a resource for companies developing effective environmental and social management strategies at any project stage. This document is not intended to be prescriptive and is not intended to provide exhaustive guidance on what to consider in terms of environmental, social, legal and governmental modifying factors in the preparation of MRMR estimates. Rather, it is intended as general guidance to assist companies and practitioners in considering and applying these modifying factors for MRMR estimates. This document is also not intended to guide environmental and social impact assessment (ESIA); however, the measures needed to manage impacts help inform the constraints and costs for defining mineral resources and mineral reserves and inform the costs and schedules of mineral project studies. All documentation of MRMR estimates made by an issuer and intended to be, or reasonably likely to be, made available to the public in a jurisdiction of Canada must comply with the requirements of National Instrument 43-101 Standards of Disclosure for Mineral Projects (NI 43-101), as amended from time to time (Canadian Securities Administrators, 2016a and 2016b). Disclosure is not addressed in these ESG Guidelines. Determination of what to include in disclosures is defined in the applicable Securities’ legal frameworks. Appendix A presents a summary table showing the linkage of the principles and topics in these ESG Guidelines to the potential effects on project costs, schedules, government permits and approvals, social licence to operate and financing.

"Plantwide control of mineral processing operations has long been sought for its potential benefits. These benefits include minute-to-minute optimization, reacting to disturbances in ore characteristics and equipment status as they happen, and the coordination of all unit operations in pursuit of the highest performance level. However, several difficult challenges have kept us from fully realizing those benefits. One of these challenges has been to provide fairly complete quantitative descriptions of unit operations to account for critical interactions within and between unit operations. In some cases we understand the physics and chemistry very well and can incorporate that knowledge into phenomenological models. In other cases our knowledge is incomplete, so we must rely on other forms of knowledge such as fuzzy logic or neural nets. Another challenge to be met has been to simultaneously compute a large number of manipulated variables. In the past this challenge was met by optimizing only unit-by-unit, rather than on a global basis to significaritly reduce the number of variables. In this paper, a procedure that globally optimizes one or two important variables is outlined. This procedure comes much closer to true plantwide optimizing control while remaining computationally feasible. Finally, another major challenge is to choose a meaningful global objective that can be calculated with the models and can be effectively optimized. Financial goals seems to be the objectives of choice.This paper discusses recent progress in overcoming the challenges and illustrates a promising approach which is being pursued at Mexicana de Cobre's La Caridad copper ore concentrator. At M de C, advanced control strategies have been installed one at a time in the crushing, grinding and flotation sections. During this period, the throughput of La Caridad, Mexico's largest copper concentrator, increased from 76,000 tpd to 90,000 tpd. Plantwide integration is expected to gain an additional 3% improvement in profitability."

This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

The eastern and southeastern regions of Ohio are part of Appalachian coal country, with a documented 1,300 miles of streams impacted by acid mine drainage. Since 1995, partnerships of local watershed groups, government agencies, private industries and universities have focused on the remediation of the affected waterways. The partnerships have spent $2.4 million annually in constructing and operating treatment systems such as wetlands, anoxic limestone drains, successive alkalinity production systems, steel slag leach beds, and lime dosers. These systems have been partially successful, and water quality has improved in the region, but no treatment has yet met the ultimate objectives of low cost, continual remediation. Our research group has investigated an alternative system for acid mine drainage treatment: electrolysis combined with pH adjustment to selectively precipitate recoverable, saleable metal products to offset the cost of treatment. We utilized a $0.2 million pilot facility constructed by the Wayne National Forest, in Nelsonville, Ohio, to process approximately 40 L/min of mine drainage from surrounding seeps. The pilot facility has multipurpose tanks that can be adapted to process acid mine drainage with different characteristics, such as high or low aluminum content or high or low carbonate concentrations. Sodium hydroxide was used for pH adjustment. Results indicate that saleable product can be generated with this treatment technology. In an initial, not optimized trial, one seep yielded 4.7 kg of dried 69 % iron oxide product from 10 hours of pilot facility operation, treating 23,000 L with electricity costs of $4.68. Dissolved iron concentrations in the water were reduced from 242 ± 18 mg/L to 2.8 ± 2.0 mg/L (99.0 % removal) while the initial acidity of 443 mg/L as CaCO3 was neutralized to an alkalinity of 160 mg/L as CaCO3. Iron oxide can be sold as pigment for an average of $1.47 per kg in the United States. Currently, approximately 80 % of all pigment used in the United States is imported, and there is incentive to purchase domestically recovered pigment. If the iron oxide from the pilot facility could be sold as pigment for $1.47 per kg, 43 % of the operating cost (raw materials, electricity and construction costs) of treatment could be offset by the sale of the product. Considering the cost offset, the electrolysis process shows potential as a sustainable low cost alternative for treating acid mine drainage.

"Adoption of the International Cyanide Management Code, regulatory requirements and community concerns have increased the need to implement suitable cyanide destruction processes at gold operations to meet ever more stringent discharge limits. As standards set for the allowable concentrations of cyanide, cyanide compounds and other contaminants may vary from country to country, jurisdiction to jurisdiction, and even from site to site, there is no “one size fits all” technological solution. Currently the most common cyanide destruction processes used in industry are sulfur dioxide/oxygen, hydrogen peroxide and Caro’s acid. Regardless of the process used, cyanide destruction plants must be reliable and achieve permit guidelines at all times. The selection of the most appropriate cyanide destruction process for an operation depends on several factors, including permit discharge requirements, tailings chemistry, location, site-specific climatic conditions and size of the operation. Only after considering all these factors together can the most effective approach be selected to achieve the permit guidelines economically and technically feasible. Finally performing the correct test work program is the most important step to ensure that the correct process design criteria can be determined to accurately calculate capital and operating costs.IntroductionThe adoption of the International Cyanide Management Code in 2005, stricter regulatory requirements and community concerns prompted by environmental incidents involving cyanide have increased the need to implement cyanide destruction processes at gold and silver operations.Process solutions associated with the extraction of gold and silver contain several forms of cyanide. The most toxic form of cyanide is free cyanide, which can be present as a dissociated cyanide anion (CN-) or gaseous or aqueous HCN. Weak or moderately stable cyanide complexes such as those of zinc, copper and nickel are classified as weak acid dissociable (CNWAD). Although less toxic than free cyanide, weak acid dissociable cyanide complexes are considered “ecologically sensitive” forms of cyanide and are regulated in most jurisdictions. In practice, reported WAD cyanide values are comprised of both free cyanide and weak acid dissociable cyanide complexes. Cyanide complexes with gold, mercury, cobalt and iron are referred to as strong acid dissociable complexes (CNSAD) and are much more stable even under mildly acidic conditions. Another term commonly used in cyanide chemistry is total cyanide, which represents all cyanide compounds present in solution, with the exception of cobalt complexes. Total cyanide levels in solutions are in most cases higher than WAD cyanide values and the difference between the two usually indicates the presence of iron-cyanide compounds. Typically, in Canada CNTOTAL levels cannot exceed 1 mg/L in solutions."

From presently available components a portable, rugged, reliable apparatus can be built which will be able to detect methane concentrations of 0.1% and lower in air. Sensitivity and design considerations of the apparatus are given. Ways to build even simpler and cheaper apparatus in the future are indicated. Traditionally the problem of detecting and monitoring the presence of dangerous gases present in small concentrations in air has been a difficult one. Whether canaries,' or sophisticated chemical or thermal conductivity methods are used, they seem to be either slow, cumbersome, or otherwise not completely satis factory. A seemingly natural way of gas detection is to measure the strength of absorption undergone by light of a wavelength that the gas to be detected absorbs. This method has been difficult to apply in view of the low power output over a narrow wavelength range in the infrared from traditional glow bar light sources. Besides, the apparatus to select such a narrow band of wavelengths is quite costly and complex. The use of a laser solves these problems simultaneously. Although a variety of lasers are available to detect a variety of gases (such as carbon monoxide or methane) whose early detection would be desirable, this paper deals exclusively with the use of lasers for methane detection. ABSORPTION SPECTRUM OF METHANE IN AIR The absorption spectrum of pure methane is very well known.2-4 There are four fundamental vibrations, all occurring in the infrared of which only two absorb strongly. They occur at 3.3 µ and 7.7 µ. The absorption spectrum is quite complicated due to the fact that the methane molecule can rotate in a variety of rotational quantum states. These rotational states are furthermore split by anharmonic forces such as the Coriolis force.4 When methane is present in air at atmospheric pressure, much of the very fine structure due to the anharmonic force is washed out since the pressure broadening is of the same magnitude as the splitting due to anharmonicity. For most of the spectrum at 3.3 µ, the rotational lines are typically separated by 0.01µ while the individual linewidth is 0.0001 µ. It is thus very important that the laser emit at a wavelength that coincides with one of these rotational lines. In the search for the development of more "environmentally friendly" and more intensive waste disposal approaches to meet more and more stringent environmental regulations, thermal plasma-based processes are considered one of the most promising alternatives to well- established technologies such as incineration. This paper presents an overview on the research and development status of thermal plasma-based waste remediation technologies. The properties of thermal plasma are described. Due to its unique feature of high-energy intensity and super high temperature, thermal plasma is particularly capable of destroying organic- containing wastes. Its potential and promising application to waste remediation may include: treatment of incinerator ashes; metallurgical dusts (especially, electric arc furnace dust); medical wastes; radioactive wastes; and other Resource Conservation and Recovery Act (RCRA) listed hazardous wastes. Many research institutes and vendors have been involved in the development of thermal plasma-based waste treatment technology encouraged by the cleanup programs supported by the Environmental Protection Agency (EPA), the Department of Energy (DoE) and the Department of Defense (DoD). More recently, thermal plasma-based waste treatment technologies (sometimes called plasma-enhanced pyrolysis) are focused more and more on not only just destroying organic wastes but also on how to practically, and economically recover energy contained in the organic waste materials in addition to the recovery of metals in order to offset the high operating costs.

This report is a study of the impact of Federal laws and regulations on the domestic supply of metallic and nonmetallic minerals. The study was confined to pertinent environmental legislation and the recently enacted Federal Mine Safety and Health Act of 1977. Emphasized were the legal requirements placed on individual selected mineral industries, and the economic impact of these requirements. A certain amount of attention was also directed to the particular environmental and health and safety problems generated by selected mineral industries. The study also pinpointed a list of major problem areas having significant impact on the domestic mineral supply.

The 2,250-MW, coal-fired Navajo Generating Station located in Page, AZ draws water from Lake Powell using submersible pumps installed in five inclined shafts. Drought threatens to lower the reservoir to below the existing intakes. A system of new steel-lined intake shafts located on the same site was required for uninterrupted plant operation. The small size of the site, and the need to keep the existing system in operation, required detailed designs and placed significant limitations on construction equipment and activities. The Navajo Sandstone that forms the near vertical shoreline of the reservoir is 98 percent very fine grained quartz, highly abrasive and contains highly fractured intervals that presented numerous challenges to drilling the new 152-m (500-ft) deep, 109-cm (43-in.) diameter intake shafts inclined 23° to 26° from vertical. Spatial constraints, submersible pump design and operational criteria required that each shaft have a unique inclination and orientation and hit a small breakout target located 76 m (250 ft) under water. Sophisticated drilling equipment and techniques as well as state of the practice downhole survey technology and methods were used to make adjustments and maintain drilling accuracy with less than 1 percent deviation. Environmental requirements mandated water as the drilling fluid and grout was not allowed in to the lake under any circumstances. The shafts were videotaped and the breakout locations were examined using an underwater remotely operated vehicle (ROV) to verify shaft locations and rock conditions, and to guide placement of pneumatic packers to ensure grout did not transmit to the lake during the steel liner installation. In anticipation of the invasion of quagga mussels, the shaft design included an allowance for a chemical dosing system and a copper-rich alloy at the exposed portions of the steel liner.

O presente trabalho descreve o desenvolvimento de um modelo matemático de conservação de massa e energia tendo como base a medição intermediária da sublança (Modelo Dinâmico). O modelo utiliza como dados de entrada informações sobre massa e composição da carga metálica, valores adicionados de fundentes na corrida e as informações obtidas com a medição intermediária aos 88% do sopro de oxigênio calculado pelo Modelo Estático. O algoritmo foi desenvolvido em C# e está integrado na rede de Nível 2 da CSN. Os resultados de acerto simultâneo de temperatura e carbono final de sopro obtido pelo modelo dinâmico foram superiores ao Modelo Estatístico até então utilizado. Tal fato permitiu a redução do ressopro decorrentes de imprecisão do modelo e ganho em produtividade.

"Due to the way drilled deep foundations are being constructed, their structural integrity and geotechnical capacity are highly variable. Drop weight systems are increasingly being used to dynamically test the capacity and integrity of drilled deep foundations. Conventional pile driving hammers are often either inadequate or not economical to test these foundations and drop weight systems have therefore been developed to allow for dynamic testing.The advantages of the tests include high mobility, short testing time, low cost relative to static load tests (allowing multiple tests at a single site), and integrity/construction quality evaluation concurrent with capacity determination. The dynamic testing method for drilled deep foundations encounter several difficulties including: the need for a pre-testing analysis for matching pile, soil and testing system, adequate mass and drop height to reflect the mobilized capacity without structural damage, test interpretations for irregularly shaped and/or non-uniform piles, need for reliable dynamic measurements depending on the impact and the distance between the impact and the measuring point, and limited knowledge about the accuracy of the predictions.The principles of the tests are presented using simplified models and demonstrated via a case history. Drop weight systems are reviewed. Dynamic measurement principles are explained and the construction and testing quality effects are outlined and demonstrated via numerical modeling and case histories. A comparison of dynamic and static tests is presented via a database, case histories and finally a short review of relevant codes is provided.1 IntroductionTraditional static axial load test is performed by a slow application of a force produced against independent reaction, imitating structural loading. It is the most reliable method to determine the pile’s performance as commonly required under typical service conditions. The major limitations of this testing are: (i) high cost associated with set-up, test duration, interpretation and construction delays, and (ii) inability to obtain information about the pile-soil interaction along the pile without additional testing means (e.g. tell tales, strain gauges, etc.). These limitations are acute when high capacity foundations are involved."

A novel separation process for detoxifying cadmium-containing residues arising from zinc hydrometallurgical processes has been developed. An initial investigation indicated that a high concentration of zinc in the sulfate solution can be effectively separated from cadmium by solvent extraction with P204 (di(2-ethylhexly)phosphoric acid, D2EHPA). The mixture of sulfuric acid and ammonium citrate ((NH4)3C6H5O7) is thus used to extract metals from the residue at room temperature. Copper in the leachate is recovered by solvent extraction (SX) with LIX 973. Cobalt in the raffinate from the copper SX process is recovered by precipitation with a-nitroso-ß-naphthol. The results show that more than 50% of the copper and virtually all the zinc, cadmium and cobalt in the residue can be leached under the experimental conditions used here. Virtually all dissolved copper and cobalt can be recovered in the subsequent solvent extraction and precipitation processes. The presence of (NH4)3C6H5O7 could significantly facilitate the extraction of zinc by D2EHPA in the subsequent separation of zinc and cadmium. More than 97% of the dissolved zinc can be recovered through a two-stage counter current solvent extraction process. After separating copper, cobalt and zinc, cadmium can easily be recovered from the solution either by cementation with zinc powder or by electrowinning, while the purified solution can be recycled back to the leaching process.

Abstract A division of part of the Canadian Shield into provinces believed to represent former mountain belts is attempted, special emphasis- being laid upon radioactive age determinations, the relation of Archaean to Proterozoic rocks, and the structure of the Grenville province. Original data on the distribution of radioactivity within several batholiths and their connection with ore deposits are' presented. The possible growth of continents and a theory which explains the shape and distribution of the world's younger mountain and island areas are discussed and applied to the Canadian Shield in an attempt to explain how the growth and present structure came about. The relation of the major mining camps of northeastern Ontario to fault zones is discussed in the light of this theory. Introduction The valuable symposium issued by this Institute to celebrate its jubilees emphasizes the important role of major faults in determining the location of many ore deposits in the Canadian Shield. Many of these faults are known to extend for long distances. It is therefore widely appreciated that it would be of great value if the pattern, ages, and causes of these faults were better understood. This would be particularly useful if the relations of the major fault systems to petrological and metallogenic provinces and to former mountain belts could be established. Each year the volume of available data, and hence the chance of reaching a fuller solution of this problem, increases. This article is a review of the present situation. Flame cutting and welding is one of the major causes of fires and explosions in underground U.S. coal mines. On May 20, 2006, a flame cutting operation at the Darby Mine No. 1 led to an explosion that resulted in five fatalities. On January 22, 2003, another explosion caused by flame cutting at the McElroy Mine resulted in three fatalities and three serious injuries. On June 22, 1999, a flame cutting and welding operation at the Loveridge Mine caused a fire that resulted in sealing of the mine for an extended period. Finally, on March 19, 1992, an explosion at the Blacksville No. 1 Mine that was caused by welding resulted in four fatalities. The National Institute for Occupational Safety and Health (NIOSH) conducted a study on fires and explosions in underground U.S. coal mines that were caused by flame cutting and welding operations to determine the root causes of these types of fires and explosions. The methodology included interviewing mining personnel who perform flame cutting or welding operations in underground U.S. coal mines and visiting mines to observe these operations, and MSHA reports of investigations and accidents statistics were analyzed. The results were used to identify and compare differences between flame cutting and welding practices and techniques in small and large mines, Eastern and Western mines, low seam and high seam mines, room and pillar and longwall mines, and between experienced miners and new miners. As a result of this study, best practices and interventions were developed to reduce the number of fires and explosions caused by flame cutting and welding. This paper provides a summary of this work.
