The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. A digital computer program has been developed to mathematically simulate the effect of limited changes in feed rate on the grinding circuit of an operating mill. The data on which the program is based was supplied by the staff of the mill in question. Samples taken around the complete grinding circuit were analyzed for solids content and particle size distribution for two feed rates. Matrix models were used to represent the grinding units: rod mill and pebble mills. Parameters for these models were computed using a method developed by Mular(l). Classifier parameters were computed by the Powell search method(2) for the Plitt model (3) . The simulation program, which permits the computing of the size distributions in the circuit resulting from the changes in feed rate between the two measured values, assumes that a linear relationship exists between the corresponding parameter coefficients. The program uses an iteration method to bring the simulated grinding circuit to a steady-state material balance for any specified' feed rate between those measured. The program is, in addition, extremely fast and economic in computing time. The results show that the simulations are not everywhere consistent with practice. For example, higher feed rates on simulation predict finer products. These errors are shown to be attributable to anomalies in data gathering techniques. In 1973 the percentage of total coal production mined by surface methods in the United States again increased, reflecting a long term trend. Barely three decades ago less than 10 percent of the U.S. coal was produced in this manner. Last year surface coal mines produced 299 million tons, 50.7 percent of our nation's coal. At present there are about 2450 strip mines producing coal in 23 states. While accident rates for surface coal mines are less than underground coal mining rates, surface coal mining is certainly one of the more hazardous occupations. Figure 1 shows the injury rates (fatal and non-fatal accidents) of major U.S. industries. Note that surface coal mining is more hazardous than all other industries except contract construction. Accident rates are about the same as the contract construction industry which uses similar equipment. A limited amount of detailed data was available on elements of surface coal mining jobs and this lack of compiled information made it difficult to assess the significance of the conditions contributing to accidents and to make recommendations that would reduce accident frequency. Therefore as part of the Bureau of Mines continuing research efforts related to the health and safety of the coal miner, a contract was awarded to Theodore Barry and Associates of Los Angeles to conduct an "Industrial Engineering Study of Hazards Associated with Surface Coal Mines."

Of the various critics of federal energy and minerals policy we are hearing these days--and they are legion--few make their points more vividly than our fellow SME member and eloquent spokesman for the mineral industry. Mr. Eugene Guccione. In a moment of comparative mellowness. Mr. Guccione recently characterized Washington's time-honored legislative and bureaucratic machinery as a case of "...scientific illiterates asking the incompetents to do the unnecessary." I hope the prevailing industry view of government is not quite that harsh, and yet one cannot deny that government intervention is indeed pressing in on the mineral industry with increasing force. What is happening today in Washington and in state capitols will have enormous impact--both short and long term--on the future of coal and mineral production in the United States. Symptoms of this trend are everywhere. In the first place, there is a sentiment, widely held and still spreading, that the government must become involved-- that no matter what the problem, the solution lies in more government intervention. Free enterprise versus statist, reflex reaction organizations. When it cones to regulation in the resource field, there is too often a tendency to start out by assuming guilt on the part of the mineral industry. This can lead to laws governing mineral recovery that are more punitive than constructive...laws drawn up with little research into the scientific or economic considerations involved.

Newmont?s Twin Creeks Mine, located in northern Nevada, is producing gold ore from surface mining operations. The ore is currently processed at three different on-site facilities depending on ore type and grade. Processing facilities operate under stringent geochemical blending constraints that must be met from mine ore deliveries and off-site sourced ore. To analyze various strategic options, the technical team utilizes the mathematical optimization approach. However, due to the size and complexity of the operation, there are unique challenges in optimizing life-of-mine production scheduling. This paper describes those challenges and methods developed to take advantage of different scheduling software to effectively compensate each other and result in reasonable guidance. This paper also describes how those scheduling results are reflected in detailed mine plan and cost estimate work.

The second underground coal gasification experiment conducted by ERDA's Laramie Energy Research Center at a site near Hanna, Wyoming, was completed on July 30, 1976. During the experiment production reached 0.32 Mm 3/d (12 Mft3/d) of 6.9 MJ/m3 gas (175 Btu/ft 3 ). Approximately 6100 tonne (6700 ton) of coal were gasified during the experiment. Energy return ratios of 4.5 to 5.3, cold gas - thermal efficiencies of 76 to 89 percent, and overall process efficiencies of 65 to 74 percent were achieved during the second Hanna experiment. This paper describes the experiment and the results obtained with emphasis given to the determination of the energy recovered relative to energy consumed in conducting the test. Data from this determination are compared with previously published data from the first test conducted at Hanna during 1973-1974.

Considerable attention has been given to the restoration of low-level radioactive (<1000 pCl/g) sites contaminated during the early years of the atomic energy program. Current clean-up activities which involve the relocation of contaminated soils to licensed disposal sites have been shown to be very costly due to the large volumes of soils which must be excavated, transported and stored. Recent characterization studies conducted at Virginia Tech suggest that the volume of soil requiring disposal can be greatly reduced using mineral processing techniques such as classification, density separation and froth flotation. This article discusses the application of these technologies for soil remediation and describes a conceptual flowsheet for treating soil samples from two contaminated sites.

In many papers concerned with fundamentals of the froth flotation process, authors have considered the contents of a flotation cell to be comprised of two immiscible phases, the froth and the pulp. I (Of course, each of these phases is in turn made up of several solid phases plus air and water.) This generalized concept of the flotation system can be extended by considering the cell contents to include two phases: an extracting phase, the air bubbles plus the collector, which removes a selected mineral component from the second phase, the ore pulp. Thus, there is an analogy between a flotation system on the one hand, and chemical extracting systems, such a solvent extraction system or a leaching system, on the other hand. Such extracting systems may be operated in cocurrent or countercurrent fashion. This paper includes first a brief discussion on the general nature of cocurrent and countercurrent operation as applied to froth flotation, and then presents the experimental results of flotation of a specular hematite ore by each method, using a tall oil fatty acid as collector. Cocurrent Flotation A conventional flotation circuit involving roughing, scavenging, and cleaning flotation is illustrated schematically in Figure 1. In such a circuit the col¬lector, or extractant, and new feed ore enter together at the head of the rougher circuit, and flow cocurrently to the scavenger circuit where more collector is added. According to this practice, sufficient collector is added to the head of the rougher (and scavenger) so that the final tailings are of low enough grade to be discarded. Since the flow of collector and ore is cocurrent, the process consists of single stage contact between the extracting phase and the ore pulp. If the scavenger concentrate is recycled to the head of rougher, the overall circuit has some of the characteristics of countercurrent flow. Water is one of the most important ressources of our planet. Unlike many other natural resources, water cannot be substituted by anything and must therefore be handled with the utmost care. Depending on the region and the possible shortage of water, the importance of water increases even further. Water consumption is not the only factor. In the construction industry, water pollution from auxiliary and operating materials and processes as well as other contaminants and their resulting load on wastewater play an important role. The sources for wastewater on tunneling construction sites are various: Washing water, seepage water accumulating in construction pits, tunnel water, water used in the slurry circuit in fluid-assisted tunneling methods or water from concrete work and stone cutting all these waters are contaminated with a range of pollutants like solids, hydrocarbons, heavy metals, etc. These contaminants can be removed or treated/reduced with the help of specifically designed wastewater treatment plants (WTPs). After the treatment the cleaned water can be either, in best case, reused on the construction site itself or discharged into water utilities like the available sewer or river pin respecting their discharge requirements. Due to dwindling water resources globally, the continuously rising discharge limits and the ever more important aspect of sustainability the use of WTPs on tunneling construction site will be indispensable. In this paper, it will be presented how these systems are designed and work, what advantages they offer environmentally as well as financially and what to look out for when planning and implementing such a system onto jobsite.

All life on Earth relies on the ocean and yet the ocean is 95 percent unexplored, unknown and unseen by human eyes,? said Paula Keener, director of education programs for National Oceanic and Atmospheric Administration?s (NOAA) Office of Ocean Exploration and Research. ?To better understand, manage and protect the ocean and its resources, NOAA believes it is critical to use the best technology to explore, discover, inform, educate and motivate? (MTS, newsletter, January 2011). In the last few decades, our understanding of the global mineral resource base has been drastically changed by some surprising new developments. The potential for commercial minerals per unit area in the oceans and seabed appears to be similar to that of the terrestrial lands. Thus, almost three-fourths of the global mineral resources are in, or under, the sea and are virtually undeveloped. The area of the Pacific seabeds alone is greater than the total area of the global lands. Half of the global seabed minerals are now controlled by nation states within their Exclusive Economic Zones (EEZ). The other half is controlled by the United Nations (UN) through the International Seabed Authority (ISA) within the ?areas beyond national jurisdiction? known as The Area. Thus, the Law of the Sea, ratified in 1994, has resulted in the largest transfer of control of natural resources in the history of mankind. This paper was prepared by the Society for Mining, Metallurgy and Exploration (SME) Committee on the Offshore Technology Conference for the SME Board of Directors and other interested parties. As the premier professional society for the mining and mineral community in the United States, with a history dating back to the 19th century, SME?s mission is to encourage and support young men and women engineers in the minerals industry, provide the services they need, improve the image of the industry, strengthen the networking among global industry professionals and engage in proactive collaboration among industry, government, academia and nongovernmental organizations (NGOs). The accomplishment of this mission can be strongly advanced by highlighting what is probably now the most significant development in the history of the modern minerals industry - the exploration of the marine environment and the understanding of the potential for the development of the minerals therein.

All grade control methods in use currently by the mining industry are imprecise. The methods suffer from being locally inaccurate, leading to are loss and contact dilution. An ore/waste indicator variable can be used to predict the probability of ore occurrence at a given location, Po. Then, an ore grade Zo for an ore location and a waste grade Zw for a waste location are obtained. The expected revenue is calculated at each location, based on its probability of being are or waste, the corresponding grade, and on the cost of mining and processing the ore or the waste. Finally, the decision of whether to recover the block is based on the expected revenue value for that block. The method is illustrated with an example taken from the Jerritt Canyon district in northeastern Nevada.

In 2007, Rosebud Mining Company (RMC) opted to extend the reserve base of Tracy Lynne Mine by developing through a sandstone channel. The extension provided access to approximately 6 million additional recoverable tons (approximately 8 years of mining) which originally had been deemed inaccessible. An evaluation of the mine?s existing ventilation system, which was designed to meet the needs of the original limited reserve, concluded that two ventilation shafts would likely be required to adequately ventilate the projected workings in the expanded reserve. To assist in the evaluation, a ventilation model of the mine was developed using Ohio Automation?s ?ICAMPS MineVent? software based on field data from Tracy Lynne Mine, prior ventilation survey experience at similar RMC mines, and relevant published sources. Model results suggested that the most economical shafts would be an 8-ft diameter return and a 4-ft diameter intake. Unfortunately, issues related to property leasing and shaft site permitting caused construction delays. Therefore, the model was also used and proved to be effective in prioritizing interim ventilation upgrades which could be implemented in order to maintain coal production. Model results indicated that the best interim upgrades included rehabilitating restricted entries and damaged stoppings and replacing the main fan with a higher pressure fan. From late 2010 to mid-2012, all interim upgrades and shafts were implemented. Current models and mine experience indicate that ventilation will not be the limiting factor for mining the additional reserve.

The Los Angeles County Metropolitan Transportation Authority (LA Metro) Purple Line Extension Section 1 (PLE1) is a $3.12 billion USD design-build, underground heavy rail project, connecting an existing station at Wilshire Blvd. and Western Ave. and extending 3.92 miles under Wilshire Blvd, terminating approximately 550 feet west of Wilshire and La Cienega Blvds. The project alignment runs immediately adjacent to the La Brea Tar Pits, world renowned for Pleistocene fossils and continuous seepage of asphaltum (locally known as tar) and gas in an urban setting. This paper presents a successful case history of the planning, design, and construction efforts to safely construct the bored tunnels through Reach 3 of the alignment (between Wilshire/Fairfax Station, and Wilshire/La Cienega Station), in a designated Methane Zone in the City of Los Angeles. Historical context on decades of challenges and studies is summarized. Further, this paper outlines the pro-active partnership between the Owner: LA Metro, the Design Builder: Skanska-Traylor-Shea Joint Venture, and geotechnical design services provided by Golder Associates to safely manage pressurized face tunneling through a confined gas zone near the La Brea Tar Pits. Specifically, a program of in-situ oxidation and soil gas extraction was designed to test and analyze risks associated with pressurized face TBM tunneling through the complex subsurface geological conditions, then implemented during construction. In advance of tunneling, a network of wells was used to draw air into the gas zone to oxidize the 6,500 ppm hydrogen sulfide gas, as well as determine methane recharge rate. During TBM tunneling, the wells were converted to a gas extraction system to evacuate, filter (H2S) and burn (CH4) the gas as the Tunnel Boring Machine passed, providing a preferential pathway for the gas to migrate toward extraction wells, and preventing the migration to adjacent buildings. The team extracted and treated 3,857,000 cubic feet of mostly methane gas over 40 days as the TBMs passed through the zone. Gas behavior, pressures, and concentrations were monitored not only from the extraction system, but also in basements and utility vaults along this section of the alignment.

Solution mining projects are conducted through one or more boreholes which penetrate en ore body. Proper drilling, completion and maintenance of the boreholes, therefore, is essential to the success of any solution mining operation. Wells drilled for solution mining encounter problems quite similar to problems encountered by the petroleum industry in drilling, completing and maintaining wells for the production of oil, gas or water. Many of the services developed and much of the experience gained by the petroleum industry is applicable to solution mining wells. As in the petroleum industry, each individual wellbore and ore body in a solution mining project provides its own problems. These vary greatly from well to well, and it is not possible to set down data or outline programs that will apply to all wells. Instead, the design of the drilling, completion, production and maintenance programs should be worked out for each individual well. The purpose of this paper, then, is to generally describe materials, equipment and techniques available for these programs and to discuss the purpose and sequence of their use.

This paper examines the effect of bucket geometry (cutting blade profile, floor profile, and blade thickness), speed, motor power output, and muckpile particle sizes on bucket penetration and draft for rubber tire loaders. The work uses a 1:16 scaled model of a load-haul-dump in full factorial experiments to examine the effect of the variables on penetration and maximum draft. The results show that speed and motor output are positively correlated to penetration and draft; muckpile particle size is positively correlated to penetration and negatively correlated to draft (p < 0.0014). The results show that buckets with a semi-spade cutting nose profile yield the highest penetration (mean 118.30 mm) followed by those with the spade (mean 108.88 mm), which also yield higher penetration than those straight blades (mean 95.19 mm). Bucket floor profile and blade thickness had no significant effect on penetration or draft. Also, we determined that increasing the speed and motor power output, simultaneously, can reduce bucket penetration. Thus, operators should not waste energy for no additional gain or even loss in bucket penetration. Also, the work finds speed and motor power output each combine with muckpile particle sizes to affect bucket penetration. This research furthers our understanding of the effectiveness of different bucket geometries in improving penetration and reducing draft for rubber tire loaders.

Separation of dolomite from phosphate is the most challenging problem in phosphate mineral processing. Over 50% of the future phosphate reserve in Florida contains too much dolomite to process using the current industry practice. The current phosphoric acid production practice requires less than 1% MgO in the phosphate concentrate as the feed material. The Florida Industrial and Phosphate (FIPR) Institute has collaborated with worldwide experts in the field to address this issue. As a result, the industry is now offered three feasible options. Option 1 offers three methods for reducing MgO content in the concentrate from the Crago process, including adding a dolomite depressant in the rougher flotation step, dolomite flotation of the cleaner concentrate, and scrubbing the cleaner concentrate in quartz sand. These methods could reduce MgO content in the final concentrate by 20–40%. Option 2 involves crushing and grinding of high-dolomite phosphate pebbles followed by dolomite flotation at slightly acidic pH using a new collector that does not require phosphoric acid as a phosphate depressant, achieving a final concentrate analyzing less than 0.9% MgO at about 87% P2O5 recovery. Option 3 is a gravity separation technique using an innovative separation jig, and its full potential remains to be demonstrated.

The movement of solids by pipeline is an art dating back well over 100 years as evidenced by many references in the literature. Even though all of the early pipeline transport systems were based on trial and error and relied mainly upon the designer&apos;s experience, hydraulic transport offered distinct advantages in convenience or cost for the chemical, mining, and civil engineering industries. It became well established for in-plant process lines, dredging, waste disposal, and other uses almost exclusively for short distances. During more recent times, much research work has been done in an attempt to understand the underlying principles involved in transporting solids in a fluid. Design criteria for pumping slurries have evolved to the point where pipelines designed for distances of several miles to several hundred miles can be accomplished successfully. Consolidation Coal Company designed and built a 10-inch diameter 108-mile long line1 for transporting coal in the 1950&apos;s and operated it from 1957 to 1963 when it was placed in mothballs because of falling freight rates for rail shipment. More recently, the 273-mile Black Mesa Pipeline2 was built and is operating. There are other examples of long distance pipelines,3 but all are for specially prepared fine slurries which allow the pipeline to be operated more economically.
