Despite low commodity prices and mining industry cutbacks throughout the world, Peru remains one of the industry’s bright spots. The country’s remarkable economic turnaround during the 1990s remains a model for other developing nations to follow. And the Peruvian government has not forgotten the industry that was instrumental in that turnaround. True, the country has not been spared the effects of the mining industry’s retrenchment that has occurred in other parts of the world. However, foreign mining companies remain committed to doing business in Peru. And the government remains committed to attracting foreign investment and maintaining a strong mining industry. This commitment was evident in September 1999during the 24th Convention of the Institutos de Ingenieros de Minas del Peru in Arequipa, Peru. More than 3,000 mining industry professionals from around the world attended the convention. And Extemin, the accompanying exhibit, featured more than 450 companies, many from the United States, Canada, Australia, South Africa and other countries.

Denison Mines Corp. (“Denison”) has a 90% interest in the Wheeler River Uranium Project (“Wheeler River”) located along the eastern edge of the Athabasca Basin in northern Saskatchewan between the Key Lake mill and the McArthur River uranium mine. The project is host to the high-grade Phoenix and Gryphon uranium deposits, discovered by Denison in 2008 and 2014 respectively, which include combined Indicated Mineral Resources of 132.1 million pounds U3O8 (1,809,000 tonnes at an average grade of 3.3% U3O8). The Pre-Feasibility Study (“PFS”), completed in accordance with NI 43-101 in September 2018, is highlighted by the selection of the In-Situ Recovery (“ISR”) mining method for the development of the Phoenix deposit, with an estimated average operating cost of $4.33 (US$3.33) per pound U3O8. Phoenix is the highest-grade undeveloped uranium deposit known globally, including Indicated Mineral Resources of 166,000 tonnes at 19.1% U3O8 for 70.2 million pounds U3O8. The paper aims to provide a summary of Wheeler River and an overview of the proposed development of the Phoenix and Gryphon deposits according to the PFS completed for the Project. Further details regarding the PFS, including additional scientific and technical information are described in greater detail in the NI 43-101 Technical Report titled "Pre-Feasibility Study for the Wheeler River Uranium Project, Saskatchewan, Canada" dated October 30, 2018 with an effective date of September 24, 2018. Progress of Bureau of Mines research related to oil and gas during the past fiscal year has been marked by the publication of more than 40 reports on the various phases of the work . These include papers dealing with the production of oil and gas , transportation of gas , chemistry and refining of petroleum , thermodynamic properties of hydrocarbons , and the processing and utiliza- tion of helium . As an additional service to Pennsylvania oil operators , a new suboffice was opened in Bradford , Pa . , during the year . With this addition , the work of the Petroleum and Natural Gas Branch of the Bureau of Mines is now conducted in two large stations , the Petroleum Experiment Station , Bartlesville , Okla . , and the Petroleum and Oil Shale Experiment Station , Laramie , Wyo . , and three field offices and laboratories at San Francisco , Calif . , Dallas , Tex . , and Franklin, Pa., and two suboffices, Wichita Falls, Tex., and the newly opened suboffice at Bradford, Pa. In addition, this Branch operates large-scale helium-production plants in Texas, Kansas, and New Mexico, and maintains ex- tensive helium-bearing gas reserves in Texas and New Mexico. All helium opera- tions are supervised from headquarters at Amarillo, Tex. A small headquarters staff is in Washington, D. C. A backward glance at the road traveled during the past several years by the Petroleum and Natural Gas Eranch of the Bureau of Mines brings out a general background for the events of the fiscal year 1949. Throughout the fiscal year 1945, the activities of the Branch were still mainly concerned with such war activities as making special field studies for the Petroleum Adminis- tration for War, finding ways of increasing rates of production, and supplying data pertaining to the manufacture of aviation and jet-propulsion fuels. A period of adjustment came in 1946, characterized by a turning from war to peace procedures and efforts to give wide distribution to technical facts ob tained in wartime research; also, there came a realization that the demands of war had broadened the horizons of research. This was emphasized in 1947, when a peacetime program was restored, based upon the long view of the Bureau's place as a research agency in oil and gas. Close attention was given to tech- nical detail in 1948, and emphasis was placed on maintaining a balance between the industrial need for technical knowledge and Governmental-research possi- bilities in the fields of (1) withdrawal of petroleum from natural deposits, (2) utilization of petroleum and its products, and (3) commercial utilization of helium. Studies of petroleum production and utilization and helium production and utilization are the normal functions of the Branch. These functions (sometimes expressed in different words) have been the mainstay of this organization since initiation of the work. The details of approach vary with changing conditions, but, fundamentally, the functions have been the same in both peace and war. The work of the past fiscal year has emphasized the advantages that accrue when Government and industry join in a wise use of technical and scientific knowledge gained through research. Outstanding evidence of the beneficial results of cooperative effort by the Bureau of Mines and various organizations is found in the following typical examples, the details of which are discussed in the body of this report. Working in close cooperation with operators along the Gulf Coast, the Natural Gasoline Association of America, and the National Association of Cor- rosion Engineers, the Bureau found, through field testing, that corrosion protection by means of chromates in high-pressure gas-condensate wells costs less than $1 per million cubic feet of gas produced. Laboratory experiments to measure the corrosion effects of carbonic and propionic acids on various steels and alloy steels gave data that will serve as guides in the selection of new. materials for the construction of well equipment to be tested by industry under actual service conditions.

Stope back conditions in the cut-and-fill stopes at New Broken Hill Consolidated Limited often deteriorate to such an extent that, because conventional rockbolts are not able to maintain safe working conditions, square-set timber is installed. An attempt to eliminate this costly procedure has involved the use of long grouted rockbolts using high tensile prestressing wire. These bolts were developed in conjunction with the prestressing engineers of BBR (Aust.). This form of support has improved the back conditions, maintained safe working conditions, and delayed the introduction of timber in a number of stopes.Production from these stopes has been maintained at its previous level (at a rate approximately double that of a comparable timber stope).

Polaris Operations, a Cominco Ltd. lead-zinc mine, is located on Little Cornwallis Island, Northwest Territories, at Latitude 75°23' N and Longitude 96°75' w. When the Polaris Mine went into operation in late 1981, it became the world's most northerly base metal mine.The Polaris Concentrator, housed in a unique process barge, is a basic lead-zinc concentrator where flotation is used to produce the lead and zinc concentrates.The paper describes the ""coarse lead"" flotation feature incorporated in the concentrator flowsheet and describes the start-up problems and continuing operation of this circuit.

Waste rock facilities (WRF) generally have a large footprint depending on the strip ratio the mine plan provides. Considerable planning is involved during the initial phase of the mine plan regarding the location of the WRF. As the mining operations are commenced the locations of the WRF change accordingly with the variations in the mine plan involving feedback and support from local communities and stakeholders. Waste rock facilities management becomes challenging when the area available for placement is limited due to terrain topography, environmental and permitting constraints. Risks associated in the design of waste rock facilities constitute particle size of rock, chemistry associated with the rock for reactivity and stability of the over all facility. This paper will provide some insights on designing, scheduling and managing a WRF. Emphasis on geotechnical, geophysics and geochemistry aspects of waste rock with reference to design, construction process and scheduling of WRF are also presented. Design improvements in the reclamation slope of WRF for erosion control will be discussed. Continuous improvement (CI) methodology will be introduced in the process of WRF operations. Current practices and future recommendations towards sustainability and consistency in operating WRF will be discussed in conclusion.

Request to Mine Beneath Bridge The Jabs Run Bridge is a reinforced portland concrete arch filled bridge located on WV Bouts 7 near Pentress, WV. The bridge has a span of 22.9 m (meters) and a height of 4 m above normal pool elevation to the underside of the center of the arch (See Pig 1). The bridge is a two lane structure with a width of 6.86 m. The structure is over 50 years old Wing been built in 1929 and is owned by the Department (WV Department of Highways).

The California Department of Transportation (CALTRANS) evaluated several pile foundation schemes for supporting the structures along the realignment of Interstate 880. The project replaces the double-decked (Cypress) viaduct collapsed in Oakland, California during the 1989 Loma Prieta Earthquake. Structural support demands led to the selection of steel pipe piles (16-, 24-, and 42-inch-(406-, 610- and 1067-mm-)diameter), filled with concrete and steel reinforcement. Deep penetrations required through layers of very dense/cemented sands in some locations, caused serious drivability and pile integrity concerns. The need for large pile driving hammers and large diameter steel pipe piles pushed the engineers well beyond local experience. Such questions as the feasibility of driving the pipes closed-ended through dense upper strata and quantifying the effects of installation on the long-term capacities of the piles led Caltrans to develop a comprehensive pile test program to address the design and construction issues effectively. The results were furnished to prospective bidders on the production stages of the ensuing contracts.

The project is located in the northern region of the People’s Republic of China and was awarded to Impregilo, as sponsor of the Wan Long Joint Venture, in September1997. The project consists of four tunnels for a total length of 88,700 m, with an excavation diameter of about 4.9 m. The lining is made of honeycomb pre-cast segments, connected by PVC dowels and the joints are sealed with elastomeric gaskets. The geology is mainly Limestone, Dolomite and Sandstone. Karst cavities are abundant and are often in-filled with plastic red clay. This has adversely affected the TBM’s progress. Four double shield telescopic TBMs were mobilized to cope with the very tight construction schedule and, at the end of November 2000, more than 80% of the tunnel has been bored. The article analyses the TBMs’ productions in the various geological conditions and the results of different technical solutions adopted at the project.

The Getchell Mine, near Winnemucca, NR, was discovered in the 1930s and was initially mined to recover gold from oxide ores. During the 1940s and 1950s, gold was recovered from the highly refractory arsenic sulfide ores using horizontal kilns to roast the ores. During the 1960s, fluid bed roasters were used to oxidize the ore and recover the gold. The mine was shut down from 1968 through 1985. In 1985, heap leaching was started on the low-grade oxide ores that were available. In 1989, a pressure oxidation circuit was started to recover gold from the higher grade sulfide ores. Flowsheet The basic plant flowsheet of the Getchell Mine are shown in Figs. 1 and 2. The plant was designed to process a nominal 2.7 kt/d (3000 stpd) of ore with about an 85% onstream availability and a gold production of 15.5 kg/d (500 oz/ day). Run-of-mine (ROM) ore is fed directly to a wet semiautogenuous grinding (SAG) mill after the +457-µm (+18in.) rock is removed on a stationary grizzly. From the SAG mill, the ore goes to a ball mill where it is ground to 80% -75 µm (-200 mesh) and is then sent to a thickener. The SAG and ball mill operate in closed circuit using cyclones.

The mechanical properties of a low carbon low alloy steel in the austenite and _-ferrite regions have been examined by thermal-tensile tests using a Gleeble-1500D system at temperatures in the range 600oC to 1300oC and at a strain rate of 10-3/s; these being the conditions that apply to the unbending operation during the continuous casting of steel. The yield strength and tensile strength of steel decreased with increasing test temperature and the embrittlement zone occurred in the temperature range 800oC to 970oC. In the embrittlement zone, the fracture surfaces and microstructures of the tensile specimens were examined by scanning electron microscope. The results showed that the cause of the embrittlement at 950oC in which the minimum %R of A was around 36% is the second phase particles precipitated along the _ grain boundary during deformation leading to inter-granular brittle fracture.

"A study of the geological features of known occurrences of mineralization in Gaspe is the basis for a classification. Nickel, chromite, asbestos and some copper are pre-or syn-Taconic, whereas the most important deposits are tied to granitic post-Taconic stocks. Most occurrences are clearly related to igneous rocks: nickel, chromium and asbestos to Ordovician serpentinite; copper to volcanic rocks of different ages; and copper, zinc and lead to acidic intrusions with apparent zoning. Some lead-zinc deposits lying between the Grande Greve and York Lake formations are stratigraphically controlled. Some occurrences are tied to faults; e.g., the nickel-copper mineralization along the North Grand Pabos fault. Northerly-trending transverse structures appear to coincide with the Gaspe Copper, Mount McGerrigle (Tabletop) granite and Lemieux dome areas of mineralization. JEAN DUGAS, after graduating"

The Piquette Mining and Milling Co, operates a zinc mine and concentrating mill in the Upper Mississippi Valley zinc-lead district near Tennyson, Wis. The principal ore mineral is zinc sulfide, which occurs in limestones and dolomites of the Decorah formation. Exploration in the district is by churn drilling from the surface. An adit at the base of the ore zone provides access to the mine. A room-and- pillar mining method with irregular pillars is used. Drilling is done with Jumbo-mounted drills. The broken ore is loaded by crawler-mounted front-end loaders into diesel-powered trucks for haulage direct to the mill.

Hudson River Pier 86, home of the historic USS Intrepid Aircraft Carrier and the Intrepid Sea-Air-Space Museum, is currently undergoing a $30M reconstruction. This project involves the demolition of the old timber pile supported pier and construction of a new 150 ft wide by 782 ft long concrete pier, built over the footprint of the old piles. The new pier consists of steel pipe piles, precast concrete pile caps, and a composite deck, made up of precast, prestressed concrete planks and cast-in-place concrete topping. This paper focuses on both the structural design and construction of the new pier, with emphasis on the pile foundation. Pier 86 is unique in that it is required to resist the extremely high lateral loads imposed on it by the permanently moored 898 ft long aircraft carrier during severe storms. A total of 360 steel pipe piles support the new pier. These piles, which are 24 in. in diameter and range in length from 58 ft to 175 ft, were driven down to bedrock. The piles, each having 200 ton allowable capacities, work together to resist the significantly large lateral loads exerted on the pier by the ship. The installation of the piles was unique in that all the piles, including the ?super-longs?, were fabricated to-length offsite, delivered to the site via truck and barge, and installed in one piece, eliminating the need for field splicing. The Pier 86 reconstruction will be completed within an extremely aggressive 18 month schedule, from January 2007 through June 2008. The refurbished aircraft carrier Intrepid will return home in September 2008, and the grand re-opening of the pier will be on Veteran?s Day 2008. This paper provides a case history for owners, government agencies, engineers, and construction professionals that will be faced with the challenges of designing and building new piers.

The commercial extraction of metals from manganese nodules on an industrial scale requires more than 50% of the investment necessary to realize manganese nodule mining. This is mainly due to the fact that a completely new metallurgical processing scheme for the extraction of both base metals (Ni, Cu, Co) and high-tech metals (Mo, Li, Ga) has to be developed and upgraded to industrial scale. There are a number of conventional processing technologies that combine hydro- and pyro-metallurgical approaches such as the INCO and CUPRION processes which have been developed in the 1970s and 1980s. Today, new approaches based on selective leaching with chelating agents and bioleaching try to minimize energy consumption and waste production. All of these extraction methods require knowledge how the metals are structurally bound in the manganese oxides. In this contribution we will review the current knowledge about the mineralogy of iron and manganese minerals in the different marine oxide deposits, present our results, and discuss the possible consequences for metal extraction.

End-of-life Electronic and Electrical Equipment, o_cially called WEEE, is unjustly regarded as mainly a waste management problem. What is structurally overlooked is the enormous resource impact of these devices. EEE rep- resents a tremendous metal resource, which should be uti- lized through e_ective recycling, which has a much lower environmental footprint than primary production. The actual amount of end-of-life EEE recycled today is embar- rassingly low since insu_cient EEE is collected and part of the collected EEE is exported to developing countries, where it is largely not entering o_cial recycling systems. To achieve a global recycling society issues like technol- ogy, economics, life cycle structure, stakeholder aware- ness and legislation have to be addressed in a global, co-operative manner so that sustainable closed product cycles can be obtained. Requirements for a "global re- cycling society" are de_ned to address today's reality of global ows of used consumer products, taking into ac- count the likely needs of the future.

A comprehensive review of ore pass records, from ten Quebec underground mines, indicated some of the limitations of available design tools to predict the occurrence of ore pass interlocking hang-ups in metal mines. The Distinct Element Method was used to perform a series of numerical experiments in order to investigate the influence of ore pass geometry, rock fragments shape and size distribution on material flow in an ore pass. Guidelines have been developed to help limit the occurrence of interlocking hang-ups in an ore pass. The proposed guidelines were evaluated with respect to field observations. Des séries de modélisations numériques, utilisant la méthode des éléments distincts, ont été réalisées afin d’évaluer l’influence de la géométrie des cheminées, de la forme des fragments rocheux et de la distribution granulométrique sur l’écoulement du matériel dans les cheminées. Cet exercice a permis de développer des lignes directrices pour le dimensionnement des cheminées afin de limiter l’occurrence d’accrochage par enchevêtrement rocheux. Les lignes directrices proposées ont été évaluées en fonction des observations effectuées sur le terrain.

Currently raw brown coal is fired in the Latrotx; 'ahcc th,iki~, Lanying with it two major penalties, (a) boiler efficiency of 65 - 70 per cent (in terms of GCV), (b) much higher boiler cost than for black coal. Drying the coal, in energy-efficient, and cost-efficient manner, opens the way to efficiencies of order 88 per cent and enables the lower cost black coal type boilers to be used. With the higher boiler efficiency goes much higher combustion temperatures and the effect of this on radiative heat transfer is a major factor in reducing boiler cost. In a fluidised-bed combustor the temperature is controlled to 800C - 900C. In a pulverised fuel combustor higher temperatures are however achieved and can increase boiler fouling due to the salt content of the coal. This is a problem which needs to be solved. Victoria has the prospect of lifting efficiency from 28/29 per cent to 35 per cent, of reducing carbon dioxide output correspondingly and reducing cost of power stations. So far as gasification is concerned, efficient removal of liquid water from the coal is important to the overall efficiency.

This study investigates the enrichment of a low-grade colemanite concentrate (-3 mm) using a Knelson centrifugal gravity concentrator. Due to its low boron content, the concentrate is unsaleable and has to be stored under appropriate conditions to avoid potential environmental problems. The low-grade colemanite concentrate was comminuted to size fractions of-1 mm, -0.5 mm, and -0.15 mm before treatment in the Knelson Concentrator. The effects of particle size, fluidizing water velocity, and bowl speed on the enrichment process were examined. The B2O3content of the concentrate was increased from 33.96% to a maximum of 45.52%. B2O3recovery increased with increasing bowl speed and particle size, and decreased with increasing fluidizing water velocity. The enrichment process also rejected arsenic and iron to some extent, with a maximum reduction of arsenic from 1360 g/t to 765 g/t and iron from 0.88% to0.33%.
