INTRODUCTION Chevron's Uranium Mill is located near Panna Maria, Texas; 70 miles southeast of San Antonio. Designed by Kaiser Engineering, the Mill will process a nominal 2500 dry T.P.D. of uranium bearing ore containing 15% uncombined moisture. Earl Torgerson, San Mateo, California, is the consulting metallurgist on process design. Feed to the plant consists of a mixture of high, medium and low grade sandy day ore; the average grade of the ore will be 0.7% throughout the life of the project. The ore is delivered to the mill via truck and stored by type in individual piles on a flat storage area. The ore is fed by conveyor to a semi-autogenous grinding mill. The SAG mill discharge slurry is pumped either to a storage tank or to the first of five mechanically agitated leach tanks where both H2SO and NaC103 are added. Following leaching, the slurry is mixed with thickener No. 2 overflow before being pumped to a six-thickener, countercurrent decantation circuit where the solution containing uranium is separated from the leach residue. The residue is washed essentially free of solubilized U308 values at the sixth thickener and discharged to an adjacent tailings pond. The first thickener overflow, containing approximately 0.4 grams U308 per liter, is filtered for clarification and sent to the liquid ion exchange (solvent extraction) section. The pregnant aqueous solution is mixed with organic solvent containing amine on which the complex uranyl sulfate ions are absorbed. The immiscible aqueous and organic solutions are mixed and separated in each of the four stages of solvent extraction. The final pregnant organic is directed to a stripping section. A strip solution containing (NH4)2S04 (ammonium sulfate) and NH4C1 (ammonium chloride) is contacted and separated from the organic in each of the four mixer-settler units. The strip solution is mixed with NH3 and the uranium precipitates along with trace amounts of sulfate, chloride, and ammonia. After washing in a thickener, the uranium precipitate or yellowcake is centrifuged and dried in a multiple hearth roaster. Overflow from the yellowcake thickener is recycled back to the stripping section of the solvent extraction circuit. The dried yellowcake concentrate contains more than 98% U308; diluents include H20, ammonia, chloride, etc.. Impurity concentratons in the product are sufficiently low, after drying, to permit direct shipment to refinement installations. ORE RECEIVING Ore from one or more mines will be stored on a pad adjacent to the uranium processing mill. Ore stored in the area may total 200,000 tons or more, which is equivalent to over a two month treatment reserve for the mill. In addition to providing surge capacity, the proposed storage facility permits natural oxidation of the ore and affords an area which, in turn, improve plant U308 recovery and reduces consumption of oxidizing reagents. The uranium bearing ore is segregated at the storage area into several distinct types. One group can be identified by its sandy, clay-like matrix and will be distinguished by its U308 concentration of high, medium, or low. Other ores contain substantial quantities of carbonaceous shale, typical of ore in the area. Feed is recovered from any one or combination of piles, in accordance with operating requirements and recovery factors. The run-of-mine ore, at 15% moisture, is transferred to a stationary, 24-inch by 24-inch grizzly. Undersize material falls into a 280-ton surge hopper located below grade, while oversize material is removed for preliminary size reduction. A sump-pump is located at the reclaim hopper to recover excess mositure and ore spillage for processing. Plant feed is continuously drawn from beneath the hopper at an average rate of 120 tons per hour by means of an apron feeder. The hopper is equipped with a low level safety system to protect the apron feeder assemble. The ore is transferred to a belt conveyor, elevated and discharged into a semi-autogeneous grinding (SAG) mill. Water addition at the discharge point is automatically controlled by a feed rate, moisture analyzer system located on the belt conveyor. GRINDING Minus 24-inch ore, at a rate of 120 mosit tons per hour and cyclone underflow at a rate of 137 moist tons per hour are combined with a controlled 186 gallons per minute fresh, warm plant process water. The mixture, at an average 68% solids, is fed to the SAG mill. The viscous mass is subjected to grinding at a temperature moderately above ambient resulting from use of the 140ºF well water. The 16.5'x5.0' Marcy Mill is driven by a 500 H.P. A.C. Motor. The mill will rotate at 73.4% of critical speed or 14.06 R.P.M. Eight percent of the mill's volume will be occupied by steel grinding balls; 22% by pulp. The mill is designed to rotate in either direction, in order to obtain maximum lifter and liner life. The SAG mill is equipped with a trommel having ½ -inch slots for removal of oversize material at its discharge and the large or oversize material is collected and either recirculated periodically or discarded. The undersize slurry is diluted to 64% solids with the addition of hot well water or mine water to the mill discharge sump. The flow is automatically controlled utilizing data from a gamma density meter. The slurry from the mill discharge sump is pumped to hydrocyclones to classify the particles. MUCH has been said and written on this subject and probably little new can be said. However, the point of view of the operating company changes from time to time, and more stress may be laid upon a subject today than was done some years ago, and it is with this changing point of view that the following observations are presented: The writer wishes to limit the discussion to views of a company mining bituminous coal, particularly to what the production department expects of the college grad¬uate. In an editorial in MINING AND METALLURGY for February, 1929, entitled "Is. Mining Engineering Passing?" it is stated that: It is not by accident that mining engineering courses have been general rather than special and form even today the only general engineering courses widely offered and followed by engineering students.'* * * even in this age of specialization, the mining engineers remain a body characterized particularly by broad knowledge.

WHEN it came time to write a biography of Philip Kraft, we got out a copy of Bartlett's "Familiar Quotations" and looked through the references to Travel, Traveled, Traveler, and Traveling, feeling sure there would be some reference to Mr. Kraft. Sure enough, we found: "Travel, in the younger sort, is a part of education; in the elder, a part of experience." Had Francis Bacon done his writing three and a half centuries later, Mr. Kraft might well have served as the inspiration for that sentence. New Yorker born, he received his B.S. and E. M. degrees from Columbia. In 1912, then 22 years old, he took off for Germany where he spent two years studying at the Royal School of Mines, Berlin, for his Doctor of Engineering degree. Contrary to the Greeley-Soule precept, Mr. Kraft, on his return from Europe, went north to South Porcupine. Ont., working as geologist and mining engineer for the Dome Mine. From South Porcupine his next stop was Washington, D. C., where, during the years the country was in the first World War, he was engaged in war work.

IN telling the story of Canada's minerals many interesting and spectacular details will be passed over to permit pointing out some of the significant inter- national aspects. No country now has enough of all minerals for its own use. The problems of satisfaction of both national and world demands under these conditions have become international in scope, and history supplies no obvious solutions. The minerals of Canada are coming to play a prominent part in such problems. Production and Reserves In the last decade Canada has rapidly advanced in mineral production. In 1928 the total value of mineral products from Canadian sources reached 273 millions of dollars. Canada ranks first in production of nickel, first in asbestos, second in cobalt, third in gold and silver, fourth in lead and copper, and sixth in zinc.

MORE improvements have probably been made in the diamond-drill field in the past decade than were accomplished in the entire prior period since diamond drilling was discovered in 1864 by a French engineer named Leschot. True, machines were improved, and new accessories were adopted from time to time up to 1929, but no radical changes were made. The basic principle instituted during the early years of the industry were still in use in 1929. At that time, practically the only diamonds used were "black diamonds" or "carbon." These came from Brazil through a rather round- about route, and by the time they got to the drilling trade their cost was excessive-$175 per carat and even higher at the peak. Perhaps because of this. or perhaps because of increased competition, the industry sought ways to reduce expenses even in the face of constantly increased labor costs due to higher wages and reduction in hours worked. The solution seemed to rest in two things-use of a cheaper cutting medium to replace the carbon diamond and the development of new machines to drill faster and thus produce more hole per shift of operation.

JUST as 85 per cent of the total ore produced annually in the United States comes from the Lake Superior region, so does one of its six producing districts-the Mesabi --dominate that region both as to production and total reserves; also in ore Treatment, Mesabi practice is dominant. Therefore, in discussing future reserves or ore treatment one may visualize one big district with five smaller districts as so many satellites. In considering the future less thought need be given to processes than to, economic policies. For thirty years experimental work has now been in progress and every possible ore-treatment process now known has been given attention. This work was started when there was no recognizable danger of running short of ore because of rapid consumption. Thirty years ago the annual production had just progressed beyond the twenty-million bracket for the first time. Today fifty million tons is considered a small production, and last year the aim was for 65 million. At the recent rate of production the life of the estimated reserves of good ore is about 35 years. All who know the local terrain are convinced that, unlike thirty years ago, the chances for discoveries of new big deposits are nil; treatment of lean ores obviously is to become an all-important topic.

Friction drive hoists, long popular on the Continent, are now being installed in the U. S. and Canada by the Swedish firm of ASEA. Invented by C. F. Koepe and used first in 18.77, the principle is the same as that in elevator installations throughout the world. Inherent advantages of this system of hoisting were not fully developed until the recent introduction of the multiple-rope principle and design of concrete tower installations. Operators have a choice of independent operation of single skips and cages using counterweights, or use of skips or cages in balance. Also, hoisting control may be automatic, push button, or manual.

The Tamano Smelter, which is engaged in copper smelting by Flash Smelting Furnace with Furnace Electrodes (FSFE) has since 1982 revised its computer and associated control system for the purpose of greater energy savings, stable operation, and strict environmental control. This revision is bringing about a remarkable cost savings through greater reduction in energy consumption. This paper describes in detail the following: (a) outline of renewed process computer system, (b) approach to prediction model of FSFE based on data collection and its analysis, (c) actual examples of process control by using its prediction model, (d) future trends in the computer control at Tamano Smelter.

Because the activity coefficient of silicon dissolved in iron is influenced by the concentration of silicon as well as that of oxygen, the equilibrium constant K2 of reaction 2 becomes a function of metal composition, and, as shown in Fig. 1, a plot of log KP1 at 1600°C against the weight percent of silicon gives a smooth curve. These studies have now been extended to an iodide-base Ti—10.8 pct Cr alloy in order to evaluate the effects of composition on the proeutectoid and eutectoid transformations in titanium-chromium alloys. This paper considers the many problems involved in estimating rates of technical change via productivity indexes. In mining, declining ore grades complicate the measurement of progress considerably. The estimates discussed in this article were made for the United States iron mining industry by means of two techniques: a simple model of production with two inputs, and multiple regression. The results can be used to explain the relation existing on U.S. iron ranges between rates of exhaustion, technical change, output per man and the increase in capital proportions observed since World War I. Similar ob-servations can be made on the mining sector trends in the United States, Canada, and Japan. Formidable problems confront the economist attempting to estimate the influence of technological changes on the progress of mineral industries. Peculiar to these industries is the problem of how to adjust any measure of technological progress for the offsetting influence of exhaustion. Exhaustion has long been recognized in the mining industry as a critical dimension. Empirically, it is usually treated as a problem of declining grades of ore either in production or in reserves. There are studies of the trends in mining industries attempting to relate changes in input requirements to changes in grade and technology over time. Most frequently, the measure used to indicate technological progress is average labor productivity, e.g., output per man-hour. However, although such an approach has the merit of being simple and direct, it ignores the influence of other important factors of production such as capital. Alluvial gold was first discovered in Guiana in 1852, in the sands of the Arataye river, by Paulino, a Braziliaii convict. During the following years, gold was found also in the rivers Orapu, CirubQ, etc. In 1873 the famous placers of the Sinnamary system were opened: Saint-Elie, Dieu-Merci, Adieu-Vat, and Couriege. This group of mines has produced nearly $10,000,000, according to official records, not including the gold that escaped the taxes. The discoverer was a mulatto named Vitalo. Except in a few rich spots, the gold was rather evenly distributed along the creeks. In one instance, gold was found in the red dirt from the slope of a hill, which, after transport to the creek, gave an amount of 150 kilograms. The placers of the Mana system, Enfin, Elysee, Pas-Trop-Tot, date from 1878, and their production has been about %g5,000,000. In 1888, the Awa placers, along the boundary bet.ween the French and Dutch Guianas, on the Maroni and its tributaries, were discovered. They have yielded $12,000,000. The only industrial company, the Dutch Guiana Freiich Minillg Co., produced in 15 years about 2,500 kg. of gold, worth $1,500,000. From 1893 dates the famous Carsewene discovery, in territory then in dispute between France and Brazil. A settlement was made recently in favor of Brazil, by arbitration of the Switzerland State Council. At first blush one is tempted to say that iron-mines are like any other mines, and that principles governing miniug-property in general will apply to them. But there are certain considerations which seem to repay reflection. Gold and copper are more or less independent of transportation. The proof of this is that those metals are profitably mined and shipped from the remotest corners of the earth. Their value is determined by the cost of production on the ground. This is quite true of gold, not quite so true of copper, not at all true of iron. If New York were a. fishing-village and Chicago a swamp, Calumet & Hecla might still be a bonanza. The main element of its value is the 60 lb. of fine copper per ton which it produced for years. But the Mesabi Range is absolutely dependent upon the industrial activity in the United States. Iron-manu-facture in Europe would give it no value whatever. If Chicago and New York had a population of Peruvians or Hindus, the Hull-Rust mine would be as worthless a bit of landscape as any tundra in Alaska. I have discussed these facts more or less casually and dimly in my book on the cost of mining and in my report to the Tax Commissioners of Michigan.1 I shall try here to bring them out in more detail. THE hydrogen-steel system has received considerable attention in the past several years. Recent experiments in this laboratory have shown that another group of operations, namely, sanding and grinding,' must be added to the already well-estab- lished list of phenomena that cause hydrogen to permeate steel. Qualitative tests which have been made with a very sensitive ion-gage type of detector similar to that used by Norton,' showed that sanding a steel surface caused hydrogen permeation. A metal type 6~6 vacuum tube was used as the ion gage with an electrometer to measure the ion c~rrent.~ The protective enamel coating was removed from the tube.

Separating oil from water may seem simple enough, but in fact, tremendous efforts have gone into this common process problem. The petroleum industry is constantly looking for better ways to separate the emulsion of oil and connate water that is pumped from the ground and its latest development, the electrostatic emulsion separator, may find an important offshoot application in hydrometallurgy. The patent-pending OSX coalescer, developed by C-E Natco, recovers entrained solvent from both raffinate and the pregnant strip liquor. It has already undergone successful testing at the Bluebird copper circuit in Arizona and is currently being prepared for testing at a uranium SX plant.

The curves examined showed an average ratio of cumulative peak production1 to total production of approximately 30 per cent. W. P. Blake, Shullsburg, Wis.: I desire to express my admiration of Prof. Posepny's memoir, and particularly of the charming manner and spirit of the introduction. With respect to his mention of the ore-deposits of Missouri and Wisconsin, reference may be made to my paper presented at this meeting (Trans., xxii., 621)) showing the existence of dislocations and breaks in the bedding, and their apparent close relation with the localization of the ore-deposits as claimed by Dr. James G. Percival, and also so claimed by Dr. Jenney in his paper before us (Trans., xxii., 171). I have in my paper given reasons for believing that the zinc- and lead-ores in the strata above the compact Trenton limestones were formed by lateral secretion and concentration from above downwards, substantially as shown by Prof. J. D. Whitney, and not by the ascent of solutions through the fissures, as Prof. Posepny (p. 304) seems inclined to believe. In regard to the contemporaneity of the ore and the rocks, and in favor of a later introduction of ore through fault-fissures, Prof. Posepny (p. 310) cites the influence of these fissures. In my paper, already referred to, I have endeavored to show how faults may have influenced the deposition of ore without being themselves channels for the flow of mineral solutions, and how they may have caused the contemporaneous formation of metallic sulphides from sea-water in the body of a forming rock; the faulting fissure being formed at an early period in the foundation rocks, and probably continuing to be a plane of break and movement in the deposits of later formation.

Over a period of years the Crestmore plant of the Riverside Cement Co. has been supplied with limestone from the Chino limestone bed. The limestone bed dips about 40º and extends 1500 ft along the strike. Thickness of the bed is such that horizontal distance from footwall to hanging wall varies from 400 to 1200 ft. When the new room and pillar mining system was instituted the haulage units used for development were model C Tournarockers. Four of these diesel units were purchased with the idea of using them solely for development work since it was realized that they would have to be supplemented by additional, and perhaps larger haulers.

SME-AIME's Planning Committee established Working Party No. 22 in September 1974. Its charge was to: "Determine and take necessary actions to have Mining Engineering included among the disciplines on the National Professional Engineering Examinations." The first national examinations in "Mining/Minerals Engineering" will be given during April 1979, in states that request questions from the National Council of Engineering Examiners (NCEE), Seneca, S.C. From a survey by NCEE, mining engineering is recognized as a specialty in professional engineering registration in 25 states. In addition, 19 states give examinations in mining engineering. At press time, Pennsylvania, West Virginia, and Virginia have indicated they will use the April 1979 exam.
