As an older member of The AusIMM, I received my 30 year æPearl AwardÆ in June and had my 50th birthday two weeks ago, I am honoured to be here today. I thank those responsible for their confidence in me and in my ability to hopefully hold captive a broad group of individuals who are here as equals, sharing an interest, no a passion in blasting technology and associated works à over the two days you will hear some excellent operational and technical presentations I am sure. But today I will digress; I want to talk about the importance of leadership and how it indeed can be the catalyst for success, improvement and change. There has been much written about leadership, its principals, the charismatic leaders, the doÆs and donÆts and so on à and I for one am not about to give you the Holy Grail; there are many experts with greater wisdom than I on this subject matter. What I do want to do is explore the application of this passion to examples within the world stage and some examples drawn from my experience in mining.

Flooding with surface water is the preferred technique for the abatement of acidification from pyrite oxidation in the lakes of abandoned Lusatian lignite mines. However, water resources of the region are limited and in addition, interruption of water inflow during the summer and the termination of the flooding process after reaching the final water level can lead to a re-acidification of the lakes. The development of three mining lakes with a surface-water flooding history of six to 28 years was analysed û in two lakes on the basis of fortnightly to monthly hydrochemical monitoring data. During summer flooding interruption, the younger lakes showed a decrease in pH from neutral down to pH 4. The degree of the pH decrease depended on the intensity of the groundwater inflow from the overburden dumps and this affected the hypolimnion more than the epilimnion. The third lake was flooded 28 years ago and up to now, interruption of the surface water inflow resulted in re-acidification. These three examples were able to show the benefits and limits of the surface water flooding technique for the abatement of Lusatian mining lake acidification.

In the future, Illawarra Coal, the primary metallurgical coal producer in the southern coal fields of New South Wales, will face many unique challenges not found in other coal or minerals production areas. To manage these challenges and determine the best strategy for the business, Illawarra Coal has adopted a systematic strategic planning process, which starts from the broadest possible options analysis and culminates in a ægo-forwardÆ operating case that individual mine sites use as the basis for short-term planning. This paper will discuss two major topics. Firstly an overview of the Illawarra Coal and BHP Billiton strategic planning processes. This will demonstrate the range of variables and inputs that are required for the planning process, and the system which is followed to evaluate different alternatives for the extraction of the resource. Secondly, having discussed the primary external and internal factors that must be accounted for in the planning process, and the main issues affecting the viability and likelihood of each alternative, the paper will discuss the particular challenges that Illawarra Coal will face in the coming decades. These challenges include: market and price uncertainty; managing impact on surface features, infrastructure and environment; community interaction; transport and logistics constraints; unknown mining environments; lack of geological knowledge; limited surface access for new mining domains; changing attitudes to longwall mining in the Illawarra; ageing workforce; and cost and overhead management. The paper intends to discuss how these issues impact the business currently and how they are incorporated into Life of Asset plans and overall corporate strategy for Illawarra Coal.

THE writer of this paper well realizes that the majority of engineering and metallurgieal works have from time to time evolved mechanical devices which are of great value as regards application in an operating plant.Many of these deviees would not be apparent to an individual making a brief inspection of works such as these, and it is for this reason that the writer proposes to outline a few of the devices which have been evolved by the engineering department of the Broken Hill Associated Smelters Pty. Ltd.NOVEL METHOD OF MACHINING A SPHERICAL JOINTFig. 1 represents one half of a casing for a ball-joint coupling. In the ordinary methods of boring an external spherical casing, that is with a radius bar attached to the tool rest of a lathe, there is always an error in the bore. It has two flat sides, and this error is inherent in the ordinary orthodox method and cannot be corrected. The engineers of the Broken Hill Associated Smelters Pty. Ltd. undertook a job that had to be extremely accurate, and the tool shown in Fig. 2 was evolved. During the course of an investigation into the fundamental chemistry of the cyanide process, it became evident that the usual method of determining protective alkalinity was not completely satisfactory. T.he routine method for the determination of protective alkali by first removing free cyanide by the addition of silver nitrate, followed by titration of alkali with dilute acid using. phenolphthalein as indicator, can be shown to give correct results only when the alkali is a strong base. For other sUbstances, the alkali so determined is not the protective alkali. In view of the complications associated with the presence of zinc in cyanide solutions the discussion will be restricted in the first place to solutions free from zinc. Until the chemistry of simple cyanide solutions is placed on a quantitative basis it will be difficult to elucidate the behaviour of complex mill solutions.By the use of physico-chemical theory, it is possible to treat certain aspects of 'the chemistry of cyanide solutions in a manner which not only illustrates the important variables involved, but which also shows the need for care in interpretIng results obtained by conventional methods.In the following, comparatively simple systems are discussed; the principles established should be of use in interpreting the behaviour of more complex solutions. The methods described are not intended for routine work, but may be regarded as supplementary to the usual analysis carried out for the control of plant solutions, or as alternatives to be used when the latter do not appear to be satisfactory.

A comprehensive understanding of the rocks associated with coal seams, and also of the coal itself, is essential in assessing the likely behaviour of the materials before, during and after the mining process. The nature of the rock materials involved in coal mining can give rise to risks from adverse geomechanical properties, create problems in coal quality control and produce difficulties with environmental impacts, all of which may affect the profitability, impact and safety of the operation. Examples of issues associated with rock composition include slaking and degradation leading to roof, floor, pit wall or spoil pile instability, ignition of methane in mine atmospheres by frictional processes, liberation of quartz-rich dusts into ventilation systems, production of coal with unfavourable preparation or marketing characteristics, and escape of suspended solids or potentially toxic leachates from spoil piles and other types of emplacements. Methods for evaluating rock composition include microscopic examination, chemical analysis and X-ray diffraction, with the latter being especially useful for fine-grained rocks or for clay-bearing materials. Other techniques, such as geomechanical testing and down-hole geophysical logging, are also useful, but give less direct information about the actual composition of the materials involved. Indeed, understanding of rock composition, through microscope or quantitative X-ray diffraction studies, provides a basis for checking information from other sources, explaining different aspects of rock behaviour, and an essential link in relating geophysical or geotechnical data to broader-based geological models as part of the risk assessment process.

The Hellyer Pb-Zn-Ag orebody in western Tasmania was discovered in 1983, and mine production at a rate of 250 000 tonnes/yr commenced in 1987. Expansion to 1 million/yr will be completed by early 1989. Exploratory development to gain access to the orebody, to provide a 20 000 tonne bulk sample for pilot plant work and to confirm mining conditions and orebody continuity was undertaken using conventional drill and blast techniques and large diesel trackless equipment. A ventilation shaft was raisebored. Development in this phase totalled 2 815 m and provided a sound basis for rapid expansion of the mine.

In Japan, shield tunneling method is generally used to drive a tunnel in sand layers around the urban area. In this report, appli- cability of NATM (New Austrian Tunnelling Method), which uses rock bolts and shotcrete as support, to water-bearing sand layers is studied aiming at establishing more economical tunnel driving technique. After the geological exploration, the conditions (i.e. pitch of steel supports, water content, cohesion, and fine content of ground,)necessary to ensure the face stability were investigated by using centrifuge loading tests. Concerning measures to manage ground water, an air permiability test was carried out to investigate the effect of the compressed air to cut-off inflow, and pumping test to study the applicability of dewatering. Furthermore, two dimensional elastic FEM analysis consider- ing progress of the excavation face was perform- ed to analyze stresses in the support system and deformation of the ground, and to investi- gate safety of the support and the ground. From these prior investigations, possibility of the applicability of NATM to the present pro- ject was predicted. Finally, based on these results, a real scale field application test was put into practice to confirm the prediction, and to pursue construction efficiency and phenomena which could not have been predicted Beforehand.

The strength of coal mass saturated with gas is an essential parameter in studying the mechanism of gas and coal outburst,and its prediction method. Up to now, there has not been a method for determining the strength of coal mass saturated with gas.This paper describes a new method whereby the strength of in-situ coal mass can be determined and stored continuously and automatically. The simulation results obtained in the laboratory indicate that the new method allows a fast, reliable, inexpensive and convenient determination of the strength of coal mass.

The continuous copper drossing process operated at Port Pine since 1962 has had limited copper removal capacity as determined by a maximum tolerable Cu/S ratio in feed and the level of sulphur in blast furnace bullion. Recent process development has been to overcome these limitations to meet increased copper throughput requirements. A sulphur addition system was developed and installed in August 1987. The system has capacity to increase sulphur input by over 150%, meeting the increased copper capacity requirement and also allowing independence from the upstream process for sulphur supply. Developments in process understanding have been applied within the limitations of the existing furnace design with a 10% increase in the maximum tolerable Cu/S ratio.

The high oas emissions which are associated with high production lonowall mining have provided a need to investigate the limitations and reouirements of the various gas control methods. The major relationships between oassiness and various other parameters are presented with computer analysis being adopted to assess the respective correlations. Some of the relationships are studied in detail with emphasis being placed on methods for overcomino the changes in conditions resulting from high production levels. The importance of the various drainage systems which can be adopted to combat high gassiness levels are analysed. Logical and necessary steps are also proposed for gassiness prediction and data monitoring as well as various combinations of gas drainage systems. The gassiness prediction methods which are discussed outline the need for a sound knowledge of the established worldwide methods together with a comprehensive study of the local mining and geological environment in order to develop a system which is adaptable to the changing conditions. This is particularly important in mines where high coal production levels are anticipated and the need for accurate gassiness relationships is essential.

Remote sensing has been used for many years but until recently its application has been limited by the resolution of the data available. High resolution airborne multi-spectral scanner data (MSS) has proven suitable for a number of applications including environmental management and monitoring. A shallow water mapping research. project completed on the Gold Coast has shown that- remote sensing can be used as a cost effective tool for environmental management and Monitoring.

The intention of this paper is to give a review of the present status of lignite mining in the so-called Gulf States in the United States of America, namely Texas, Arkansas, Mis- sissippi and Louisiana. The situation in these states is similar to the situation in Australia in that "Strip Mining - 45 m and Beyond" repre- sents the main technical problem to be over- come in the near future. Selective oxidation of minerals was used in this study to separate by flotation the copper sulphide minerals of chalcocite, covellite and chalcopyrite from the arsenic copper sulphide minerals of enargite and tennantite. It was found that a satisfactory separation of these minerals was only possible after selective oxidation of their surfaces in slightly acidic pH conditions, or after oxidation and selective dissolution of the surface oxidation products with a complexant in basic pH conditions.

Mine planning for ore recovery by open stoping and pillar recovery is becoming more sophisticated, but there are basic operating constraints which must be imposed if this planning is to realise the production results on which the mine is dependant. The production reliability of an open stope is usually a high priority and common design problems can be identified. A range of practical considerations which should be considered at the mine planning stage are reviewed including equipment performance, blasting technology, ventilation requirements, development layouts, lead time, ground conditions, support, backfilling and ore recovery.

Protection of the physical and biological environments is a vital part of any mine oper- ation. The Mineral Sands Mining Industry in New South Wales is successfully working within the State's environmental framework and is meeting; community requirements and expectations concerned with the environment and mine rehab- ilitation. PT Allied Indo Coal is the owner of the Parambahan Open Cut Coal Mine in the Ombilin Basin in West Sumatera with an annual production of in excess of 0.5 million tonnes/year of saleable coal.The parent company Allied Queensland Coal was one of the first foreign companies granted a contract of work. by the Indonesian Government. PT Allied Indo Coal is therefore a contractor to the Indonesian Government and pays a 20 per cent royalty of all coal mined.

This paper suggests the models for determination the optimum life of machines on the basis of sum and difference of investment and maintenance costs. The economic-mathematical models are based on complex percentage method taking into account the time factor of referring cost. The following strategies of maintenance policy have been considered in machines repair: a strategy without investment, a strategy with continuous investment and a strategy with step-like investment. The effect of value of investment in repairing and time interval of investment on optimum machine exploitation life has also been considered. An illustrative example is presented.

As part of the fundamental studies on the recovery of Au by solvent extraction, the synergism of combined extractants on the extraction of An from the sulphuric acid solution containing thiourea was investigated. Extractants tested were di-(2-ethylhexyl)phosphoric acid (D2EHPA), tri-n-octylamine (TOA), tri-n-butyl phosphate (TBP), and trioctyl phosphine oxide (TOPO). Four kinds of extractant combinations, D2EHPA/TBP, D2EHPA/TOPO, TOA/I'BP, and TOAITOPO, were tested to clarify the synergism on the extraction of Au in terms of various concentration ratios, diluents, the concentration of sulphuric acid, and the concentration of thiourea.

Metal smelting is seeing a continual increase in intensity and throughput in recent years. This is done with increasing demand for cost/capital efficiency, higher recovery, and managed environmental impact, among other things. With the development of more intense smelting processes, the issues of refractory wear, mixing and separation of reacting phases and the nature of the reactions between them become more prominent. Understanding of interfacial phenomena is in growing need, in addition to knowledge of the bulk properties of equilibrium and transportation. The GKW CRC has a suite of projects aimed at developing various techniques and expertise to provide information of interfaces in metallurgical systems. This article illustrates some recent development in this area, particularly in studies of melt/refractory contacts, the determination of surface and interfacial tension of metal/slag/matte melts, modelling slag-metal mixing and studies of kinetics of the smelting reactions.
