In this island, which is a Crown colony of the British Empire, and where remarkably extensive remains of ancient mining operations-- mainly for copper--exist, the mining law of Turkey governs, rith such modifications as were made necessary by the transfer of the country in 1878 from Turkey to Great Britain, and with such fer ameliorations thereof as have since been ordered by the local authorities. The Turkish law to which Van agenen refers is, no doubt, "2 Shaban, 1285," which though subsequently repealed with respect to Turkey is still in force in Cyprus, inasmuch as the mines regulations (amendment) law of 1925 "is to be read in connection with 2 Shaban, 1285" (articles 61 to 67 of which were repealed by the law of 1925): In the preparation of this digest; access was had to the mines regula- tions (amendment) Iaw, No. 5 of 1882; which Van Wagenen does not mention. Other Cyprian laws, passed since the publication of Van Wagenen's work in 1918, are the following: Eines regulations (amendment) law, 1925, No. 12 of 1925; mining-prospecting permits; notification, No. 539 of 1927; mines regu- lations 1926, No. 1006 of 1926; mines regulations (amendment) rules of court, 1926, No. 144 of 1926; mines regulations (amendment). 1a, 1928, ko. 3 of 1528 (as amended by No. 32 of 1928). Most of these làrs are concerned with the regulation of actual mining operation--safety and sanitary provisions; and, therefore, they ado little important information. The Cyprian Government's official publication says: It is considered that the laws regulating mining in Cyprus are inadequate and antiquated, and a thorough revision is necessary to bring them up to a standard of modern mining practice and to encourage mining ventures in the island. As a preliminary to this the mines regulations, 1926, were issued to govern the workings of the larger mines; and serious attention is now being given to the regulating of prospecting, quarries, machinery in mines, and generally to the bringing of mining in Cyprus into conformity with the other mining countries of the world.

This investigation was made to develop a method of preparing high - purity thorium metal in quantities up to 20 kilograms per batch . Several methods for the preparation , purification , and reduction of thorium tetrachloride are discussed . Thorium tetrachloride was prepared by chlorination of decomposed thorium nitrate or oxalate with carbon tetrachloride or phosgene . tion of the crude tetrachloride was achieved by multiple distillations or by filtration of the molten chloride . It was found that high - purity thorium metal could be prepared by sodium reduction of thorium tetrachloride if chloride of sufficient purity were available . Byproduct salts and excess reductant were removed by vacuum distillation , and the resultant thorium metal sponge was consolidated by consumable - electrode or fixed - electrode arc melting . It was demonstrated that metal prepared by this method could be fabricated into bar , rod , or sheet , at room temperature .

During some distillation experiments conducted by the Bureau of Mines in cooperation with the Trent Process Corporation it was observed that amalgams of heavy petroleum oils and finely pulverized coal tended to produce a denser coke than that obtainable from the coal when retorted alone . Even anthracite coal when retorted with oil yielded a coke . This led the writers to believe that by mixing a lowrank coal ( sub-bituminous or even lignite ) - with asphaltic oil and retorting it, a coke suitable for domestic fuel could be made . Thus there was contemplated the production of domestic coke and the utilization of a low- grade oil in one operation . - In order to decide on the practicability of this process , it was necessary to know the value of products obtainable by such a method , as compared with those obtained by separate distillation . A laboratory method was therefore devised , and while it was realized that no small - scale testing apparatus for destructive distillation gives results that are directly applicable to commercial - scale operations , by keeping distillation conditions uniform for comparative tests , results were obtained valuable for purposes of comparison . The plan was to distill mixtures of coal and oil in a laboratory retort , and then distill the constituents separately under the same conditions . The comparative quantities of products yielded were thus directly obtained , and their quality was determined by analysis . The following are the main points investigated : ( 1 ) Quantity and quality of coke ; ( 2 ) Quantity of oils boiling below 221 °C . ( gasoline stock) and oils boiling at 221 to 300° C . ( kerosene stock) ; and ( 3) Quantity and quality of gases .

It is now widely accepted that horizontal stress is present nearly everywhere underground. Often it is more severe than the vertical stress. It is a major cause of roof control problems in underground mines. The AHSEM computer program contains two modules to improve mine layouts for control of horizontal stress. For development, the user specifies the orientations of the maximum horizontal stress, the entries, and the crosscuts. Angled crosscuts may be used, and the angles may be different for the right- and left-hand crosscuts. AHSEM then shows the user how the stress condition would vary as the entry and crosscut orientations are changed. The second module is for longwall mining. Severe stress concentrations can make headgate conditions hazardous when the entries are improperly oriented. AHSEM shows whether a particular longwall orientation and extraction sequence places the headgate corner in a stress concentration or in stress relief. It also estimates the magnitude of the stress concentration.

Use of digital computers makes possible a more efficient and complete analysis of data from a mineral deposit . This computer program was written and used during an investigation into the efficiency of methods of computing grade and tonnage of ore , wherein it was necessary to make repeated computations involving different combinations of data . The mining law of May 16, 1884, is still the basic mining legislation in Smeden. To satisfy a demand for a revision of the entire mining law, special commissions have been at work for a number of years; but present indications are that the work will require several more years for its completion. The changes contemplated would affect mainly the relations between the nine operator and the landemer, as the present law, according to general opinion, tends unduly to jeopardize the landowner's right in favor of the miner. The socialist party desires additional changes, especially in the direction of giving more direct control of the industry to the State, a control that it now seems to exercise through individual agreements with mining companies. Its control of the Lapland iron mines comes through its sharing the ownership with the Luossavaara-iirunavaara Altb. In this instance, the Government should be Considered as a private commercial body, since the agreement with the company

A triaxial procedure is described for measuring the modulus of elasticity and Possion's ratio of stress relief cores , that is , the concentric hole cores obtained by the overcoring technique . The elastic constant determinations can be made at stress levels comparable with those encountered in underground mining . The results from tests on an aluminum alloy calibration specimen and four rock specimens are included .

From the chemist's point of view it would be ideal if specifications for coke for any stated purpose could be written on the basis of chemical composition and burning characteristics. Unfortunately this is not possible. In fact, the physical properties of a coke are often of such major importance as to render any specified chemical requirements totally inadequate to show the quality of coke desired. For example, a furnace coke may admirably fill all chemical requirements, such as for low phosphorus, sulphur, moisture, and high fixed carbon, and still be too soft to support the burden of the furnace without excessive crushing. Again, a domestic coke though a good fuel as judged from Chemical analysis, may be of unmarketable size. Thus one can not define the quality of a coke for a specified purpose without taking into account both its chemical and physical characteristics even when this has been done the specification may fail because neither coke user nor producer can accurately define by quantitative tests the qualities most desired. In other words, there is need of accurate test methods for measuring the properties of coke and, what is equally important, for correlating the results with the behavior of the coke in use. Coke quality is determined by the kind of coal used, the coking process, and the type of equipment used in the coking process. Chemical analysis of the coals, together with small-scale coking tests, will give a good indication of their suitability; but, in general, coke must be produced on an industrial scale and tested in the equipment for which it is intended before conclusive information as to its quality is obtained.

A lead smelting process that appears to present minimal pollution problems has been developed at the Bureau of Mines, Rolla Metallurgy Research Center. Ten and 100 g samples of PbS mill concentrates were vaporized at 1,000° to 1,100° C in a furnace with an inert gas atmosphere during a 2-hour period. The PbS vapor was transported by the inert carrier gas to the reduction zone of the furnace where it was reduced at the same temperature with excess hydrogen to metallic lead. Lead of 99.9 pct purity was produced. The H2S formed can be decomposed into elemental sulfur and water vapor by a modified Claus process. Approximately 90 pet of the Cu and 70 pct of the Ag and Zn remain in the residue and are potentially recoverable. More than 98 pct of the lead in the concentrates was extracted.

The preface of the United States Bureau of Mines Manual of First Aid Instruction contains the following paragraphs: One of the most important inquiries that Congress has authorized the Bureau of Mines to conduct relates to health condi- tions among those engaged in the mineral industries. Investigations made early with a view to bettering these conditions demonstrated the need of prompt care of injured miners, as, under the difficulties inherent to mining and other mineral industries; wounds seemingly unimportant, if not treated promptly, may become infected and possibly cause permanent crippling or even death of the porach. In the past many seriously injured persons have been treated by fellow workers ignorant of approved means of treatment and transportation and have been handled in such a manner as to cause suffering and to accentuate injuries to such a degree as to bring about permanent disablement. Accordingly, the need of general instruction in first aid became apparent. It must be recognized that the conditions in and about the mines, mills, smelters, quarries, oil fields, etc., usually present difficulties not found in large industrial centers where experienced surgeons are available and hospitals close at hand. Many mines are isolated and, when an accident occurs several miles underground, there may be a serious lapse of time before the injured person can be brought to the surface and taken to the hospital or given attention by a sur- geon who may have to come a long distance. Under such conditions it has been frequently demonstrated that, if effective first aid is not given, the injured person may die or become permanently crippled... First-aid instruction has been found to be an excellent aid3in pre- venting accidents. The Bureau of Mines has installed passive water explosion barriers in two operating mines to determine their usefulness in U.S. coal mines. The primary objective of this field trial was to determine the effect of the explosion barriers on mining operations. Data were also obtained on the ability of the barriers to withstand the mine environment and on the effect of the barriers on belt operation, ventilation, worker travel, and rock dusting. Fifty barriers were installed at three separate beltway locations, and periodic inspections were made. A year after installation, no defects of the barriers or support hardware were detected, nor was any complaint as to the presence of the barriers made by the mine personnel. To date, 2-1/2 years after installation, the barriers have had no detrimental ef-fect on rock dusting, belt operation, or ventilation. Costs of material, fabrication, and installation are reported herein.

"Holographic interferometry is a non-destructive technique to detect small deformations1 of an object. It is a whole-field technique· with an accuracy of a few microns. An adaptation of holographic interferometry is time-averaged holographic interferometry which is particularly useful in detecting small vibration amplitudes of an object under investigation. Its application to biological tissue is especially difficult due to the combination of (a) the high sensitivity of the technique, and (b) the tendency of these objects to deform excessively, or move during the testing period. (This is also compounded by the changing moisture content of the tissue surface.)Ideally, a pulsed laser and fast-acting thermoplastic film camera could be chosen to overcome these difficulties, but the total equipment cost could exceed $75,000. In this paper we describe our relatively economical method to apply time· averaged holographic interferometry to an excised animal lung, utilizing holographic plates and a mechanically-shuttered continuous-wave Argon laser.EXPERIMENTAL METHODThe schematic of the experimental setup is shown in Fig. 1. The holographic equipment, including the laser, is fixed on a 3 ft x 6 ft x 4 in. honeycomb holographic table. This table is functionally similar to one described by Mark and Horsch2 which can be constructed for about one thousand dollars. The holographic table itself rests on six inner tubes to absorb floor vibrations. All unnecessary vibrations must be reduced to preserve the quality of the holograms. A laser beam from a 0.5-watt continuous-wave Argon laser is split by a circular variable beamsplitter (Newport Corporation Model 50GOOAV.1) into two beams, i.e., an object beam and a reference beam. The object beam is again split into two beams of equal intensity by a 50150 beamsplitter (Newport ·Corporation Model BS.1). These beams are optically filtered and expanded by spatial filters (Newport Corporation Model 910) to cover as much area of the object as possible. Soft biological tissues exhibit low reflectives, resulting in a relatively high reference to object beam ratio of roughly 5 : 1 at the holographic plate."

Hydrocarbon gases, primarily methane but also the Ca through Cs paraffins, the Ca and C3 olefins and possibly the C4 and Cs olefins, are byproducts of coal formation. Although it is generally believed that coal formation occurred at temperatures below 200° C, most experimental work on gas formation from coal has been performed at temperatures between 200° and 1,000°C. The objective of this Bureau of Mines experiment was to determine if observable changes in the gases from coal could be produced at temperatures below 200° C in relatively short periods of time. The experiment involved heating coal samples from six coalbeds at constant temperatures and analyzing evolved gases. The composition of the gases at three temperatures was compared. At 35° C, over 99 pet of the gas is methane; at 125° and 150°, methane constitutes approximately half of the hydrocarbon gas. Isobutane and pentane are the predominant higher hydrocarbons at temperatures between 100° and 150° C.

A multistage probability model for assessing the reliability of mineral samples following any number of stages of sample reduction is presented. Sample reduction is the process of alternately crushing or grinding and sampling mineral particles prior to assaying. The final multistage model developed accurately describes the ideal sample reduction practice. This model is based on previously developed and experimentally tested models for a single stage of sampling. The problem is approached through the probability distributions for the various stages of sampling. The probability distribution, moments, and moment relationships for a single stage of sampling are first reviewed, and the useful concept of unit moments is defined. In presenting the models for two stages of sampling, emphasis is placed on the physical description of the sample reduction process which leads quite naturally to its mathematical representation. In this representation, crushing or particle-size reduction between the stages of sampling is viewed as a random process with respect to the number and proportion of particles of the various kinds produced. The physical and mathematical description is extended to more than two stages of sample reduction, and the first three moments for any number of stages are developed. In common sample reduction practice the effects of a finite population (finite amount of material) at each stage of sampling appear to be important in describing the variance contribution of each stage. This is also true for the third moment about the mean. An example is cited in which the skewness increases by more than an order of magnitude when several stages of sampling are considered. This is largely due to the dependence of the multistage third moment about the mean on the variance. In general the model and results should be useful in helping to understand, control, and reduce the random errors that arise in the sample reduction process.

In connection with its investigation looking to the prevention of waste and the increase of safety and efficiency in the mineral indus- tries the Bureau of Mines has undertaken a study of the possible uses of the electric furnace in metallurgy. This bulletin presents a com- pilation of such data as seem to be useful for the information of persons who may be interested in the matter. In the application of electricity to metallurgy three kinds of processes are involved, namely, mechanical, thermal, and electrolytic. Under the mechanical application of electricity come those proc- esses of dressing and concentrating ores that are known as either electrostatic or electromagnetic processes. In electrothermic processes the current is used as a source of heat. The fundamental differences between the various types of electric furnace that are at present in commercial use relate to the manner in which the electric current is applied, as may be noted by reference to that part of this report in which the subject is discussed. In electrolytic processes the electric current is used for depositing metals from solutions. The process may be conducted in one of the following ways: (1) The material to be treated may be put into solu- tion and then electrolyzed, the material thus treated forming the electrolyte; (2) the material to be treated may form the anode or be placed in contact with the anode; or (3) the material to be treated may form the cathode or be placed in contact with the cathode. This report treats of electrothermic processes, with the possible exception of those for the reduction of aluminum from its ores. Moreover, of the processes used in the so-called electrochemical in- dustries only those for the reduction of an ore to metal, or to a com- pound of the metal that is of value in itself, or is an aid in metallurgical work, are here discussed.

"INTRODUCTION The hazards to be encountered in temporarily or permanently abandoned underground mines, quarries, and open pits are numerous, and hardly a year goes by without several reported cases of fatal or serious injuries occurring to unwary people who enter these old mines. Persons visiting mining areas for the first time, tourists, and young people, especially, proceeding in the spirit of adventure common to youth or to the venturesome have suffered many such accidents during exploration trips. The possibility of salvaging salable or usable equipment prompts men and boys to go into old mines, some through ignorance of the attendant hazards, but some jeopardize their lives hopeful of gain (in some cases pitifully small), thinking the hazards are not dangerous and that they can ""get away with it.""Persons fall into unprotected holes, some seek shelter from storms under high banks, and quarries and open pits are often chosen as places for recreation, picnics, swimming, etc; all such uses of these places are likely to be hazardous and to lead to accidents, frequently fatal.These hazards are known to men in the mining profession, and the danger to the public is realized by most of them. A solution to the problem has been sought at many mining meetings, and it is recognized that complete prevention of entry into old mine workings and surface mining areas is the ideal solution, but this, unfortunately, is not always practical; better education of the public, particularly children, should help to reduce the number of such accidents and will be effective in direct proportion to the extent and vividness of such education."

The Spring Canyon Mine Rescue Association is a cooperative association supported jointly by five coal-mining companies located in Spring Canyon, Utah. The properties of mining companies the Carbon Fuel Co, Rains , Utah, the Liberty Coal Co. , Latuda, Utah, the Standard Coal Co. , Standardville , Utan, the Spring Canyon Coal Co. , Storrs , Utah, and the Peerless Coal Co. , Peerless , Utah about a mile apart and normally employ a total of 915 men , 733 underground 182 on the surface . and The Association was organized on July 5, 1921 , and Rudolph Clark, fomerly first - aid miner on U. S. Bureau of Mines Rescue Car 11 , was placed in charge. as manager . A board of directors made up of a representative from each of the cooperating companies (usually the mine superintendent ) is the governing body of the Association and the expenses are prorated on a basis of the production of each of the five mines . The Association maintains eight sets of Gibbs rescue apparatus and a motor truck fitted up as a combined rescue truck and ambulance . Additional apparatus are to be purchased . Standardville is the central camp in the canyon and has been made the headquarters of the Association . The apparatus are now kept and the truck housed in a small station, but plans have been prepared for a large station which will be built this summer . This new station will have a large apparatus room , a test chamber, a suitable room. for training, and a garage on the first floor, while above will be the living quarters of the manager . There is a good road through the canyon and the other camps are all within two and one -half miles of Standardville .

The mining law now in force in Finland is the Imperial Russian Ukase of 1883, promulgated November 12, 1883, by Czar Alexander III, with the sanc- tion and permission of the Finnish Estates. This law repealed prior legisla- tion, as follows: Crdinance of liay 25, 1857, concerning the appropriation of ores and minerals; as wall as the right to remove and utilize them; proclama- tion of January 20, 1868, amending, the ordinance of May 25, 1857; proclama- tion of October 3, 1621, concerning the appropriation of precious metals; and the proclamation of October 30, 1878, concerning prospecting for gold, etc., in Finnish Lapland. A proposal for a new mining lar is still being considered by the Finnish Diet. This new law, if and when promulgated, will differ only slightly from the law of 1683 but will be drafted in more modern language."

This paper is the first of a series that is to appear on smelting in the lead blast furnace. The objects of this investigation are to determine the conditions obtaining within the blast furnace by direct experimentation, and to correlate the behavior of the furnace at various times with the main factors governing the operation of the blast furnace, and metallurgical losses. ACKNOWLEDGMENTS The writers wish to express their appreciation to the management of the International Smelting Co. at Tooele, Utah, to Mr. J. O. Elton, the general manager, and to Mr. A. B. The ever-increasing need to guard against stream pollution has intensified interest in the problems of handling and disposing of flotation tailing. Therefore, the Bureau of Mines investigated the possibility of using crushed washery refuse to adsorb the free water in thickened flotation tailings on a bench scale and then in a pilot plant because the conventional methods of disposing of coal flotation tailings--impounding them or filtering them so they are dry enough to be conveyed to the refuse dump--are sometimes either impractical because of space limitations or costly because of low filter capacity. Most of the refuse samples tested were of similar mineralogical composition and exhibited similar water retention capability. The amount of crushed refuse required to adsorb the water in a particular tailing was influenced greatly by the fineness of the solids in the tailing and hence the percentage of solids to which it could be thickened. The ratio of crushed refuse to tailing solids required to provide a mixture dry enough to be carried on an inclined conveyor belt varied from 2.4 to 6.4. Several chemical agents that were tested were very effective in turning the free water in tailings into a stable gel. Fly ash also was very effective in adsorbing water.
